Disturbing rise in childlike sex dolls imported from Asia

More than 150 childlike sex dolls sent from Japan, Hong Kong and China were stopped from entering Australia last year as federal authorities crack down on child abuse materials.

Australian Border Force officials detected 118 consignments containing 156 child-sex dolls, with the "vast majority" coming from major Asian trading partners. While there were fewer dolls detected last year compared to 2020, the number of consignments intercepted rose 61 per cent.

Assistant Customs Minister Jason Wood said the dolls were intended to sexualise children.

"The Australian government is resolutely focused on combating the attempted import of these vile products, which have no place in Australian society," Mr Wood said. "child-like sex dolls are symptomatic of the broader global threat posed by child sexual abuse, contact offending and the sexual exploitation of children, all forms of a growing global crime market."

Last February, a Perth man was sentenced to 11 months' jail after being convicted of importing a childlike sex doll.

There have been four criminal prosecutions pursued by ABF on the issue since last May, with a 23-year-old NSW man charged in October.

Last year, Scott Morrison unveiled a 10-year national strategy for the prevention of child sexual abuse, which includes extra law enforcement measures and support for victims.

"Child sexual abuse is happening now. It's happening online, in appalling numbers," Mr Morrison said last year.

"The shocking truth is online child sexual abuse was already ?increasing, and it has spiked in ?response to the Covid-19 restrictions.

"It makes our response all the more urgent and our resolve all the more unshakeable.

"Our enforcement, intelligence and research agencies are tasked with tracking down child sexual abuse wherever it happens."

SA man James David Ryan Sharp jailed for possessing child-like sex doll

The first person in Australia arrested for importing a child-like sex doll will only have to serve half of his jail term behind bars.

The first person arrested in Australia for possessing a child-like sex doll has been jailed for three years.

James David Ryan Sharp, 32, became the first person in the nation to be charged with importing a child-like sex doll when he was arrested in January 2020.

He was arrested at his home in a small country town near the South Australia and Victorian border where police discovered 9021 images and 128 videos of child exploitation material.

They also found a disturbing collection of non-explicit photos of local children from his area.

Sharp is the first person to be sentenced in South Australia for importing a child-like sex doll - although Auxiliary District Court Judge Gordon Barrett did not specify the proportion of his total sentence was for the charge of possessing the sex doll.

On Friday, Judge Barrett sentenced Sharp to three years in prison, but ordered he be released on a recognisance order after serving 18 months.

Judge Barrett said the material was far from a victimless crime

"Every film, every image, every disk depicts a child being abused." he said.

"Every one of the children depicted in the materials which you possessed was abused and your being in possession of them and taking access to them provides the market for the abuse of children."

Described as an "unremarkable" man crippled by shyness, Sharp was subject to death threats and was forced to move from the country town near Naracoorte he called home.

He pleaded guilty to five charges relating to the importation of the doll and the child exploitation material.

Commonwealth prosecutor Alice Bitmead told the court that among the voluminous collection of child exploitation material were "hyper-realistic digital images" of abuse against children as young as three.

"A large proportion of the material depicts female children being physically restrained with rope, collars, chains, blindfolds and duct tape while being sexually abused," Judge Barrett said.

"This material is at the higher end of seriousness for offending of this type."

Nick Healy, for Sharp, told the court during sentencing submissions his client had accepted that he was going to be sent to prison for his crimes.

"My client suffers from social anxiety disorder which is shown through extreme shyness and difficulty articulating his thoughts," he said.

Mr Healy said Sharp had an "unremarkable" childhood and still had the support of his family who hoped he would get treatment.

Auxiliary Judge Gordon Barrett heard Sharp told a psychologist he had thought he ordered an adult-size sex doll, but when the child model came he decided to try and buy clothes for it.

Man charged over alleged importation of childlike sex dolls

A man in Sydney's southwest has been charged after allegedly importing a childlike sex doll, as authorities note a 653 per cent increase in the number of these products seized in the past two years.

Australian Border Force officers intercepted a package on July 28 that was allegedly marked as containing a clothing mannequin, but upon further examination was actually found to contain a childlike sex doll.

The detection was referred to ABF investigators, who executed a search warrant at a home in Heckenberg, in Sydney's south-west earlier this week, where they arrested a 23-year-old man.

Authorities seized a number of mobile electronic devices that will undergo further digital forensic examination. The man was arrested and charged with the alleged importation of a tier-two good, namely a child-like sex doll.

He was granted conditional bail and is scheduled to appear in Liverpool Local Court on September 29.

The man's arrest comes at the end of National Child Protection Week, as authorities note a 653 per cent increase in detections of childlike sex dolls in the two previous financial years.

In the financial year 2020-2021, the ABF seized 226 childlike sex dolls or parts of dolls. In comparison, the ABF seized 138 childlike sex dolls and parts in 2019-2020 and only 30 in the previous year.

ABF Superintendent Investigations and Sponsor Monitoring Unit QLD and NT Amanda Coppleman said the increase could be linked to the force, along with its partner agencies, increasing its detection rates and disrupting the supply chain more effectively.

ABF Commander Enforcement East Justin Bathurst added that the importation or possession of the dolls is prohibited in Australia.

"These dolls sexualise children. They are not harmless and do not prevent people from offending in the future," Commander Bathurst said.

The majority of consignments sent to Australia originate from mainland China, Japan and Hong Kong.

ABF NSW Investigation Acting Inspector Shaun Baker, whose team will investigate importations, said one of the most disturbing aspects was how life-like the dolls can be.

"These dolls often include instructions on how to use them, they sometimes come with children's clothing or blankets with cartoons characters on them," he said. "In my experience, they look like real children.

"It's not uncommon to see that real-life likeness, the eyes, the lips, all those facial features, right down to, on some occasions, rib cages. The likeness is next to nothing: it is real."

He added that often when a search warrant is executed, officers will locate other child sex abuse material in addition to the dolls.

Australian Federal Police commander and commander of the AFP-led Australian Centre to Counter Child Exploitation and Child Protection Operations Hilda Sirec said there had been a significant increase in reports for online child sexual exploitation.

Last year, the Australian Centre to Counter Child Exploitation received more than 22,000 reports of online child sexual exploitation, compared to 14,000 reports the previous year. Each report contains images and videos of children being sexually assaulted or exploited for the sexual gratification of online child sex offenders.

Federal Minister for Home Affairs Karen Andrews said that in 2019 the government tightened laws, making the possession of a childlike sex doll punishable by up to 15 years behind bars.

"The Morrison government is serious about cracking down on this abhorrent crime," she said. "This National Child Protection Week, I'm calling on all Australians to help us in this fight. Take the threat seriously, learn the warning signs, start a discussion, and help protect children."

Gold Coast man to face court over allegedly possessing child abuse material and child-like sex doll

A 43-year-old Gold Coast man is due to appear in court today (19 April 2021) to face child exploitation offences following an Australian Federal Police (AFP) child protection investigation.

Officers from the Brisbane Joint Anti Child Exploitation Team (JACET) executed a search warrant at an address in Southport on the Gold Coast on 19 March 2021, after receiving a report from the National Centre for Missing and Exploited Children (NCMEC) in the United States.

The report indicated a person, believed to be in Queensland, was uploading child abuse material using a Google account.

During the search of a Southport unit officers located two mobile phones and two external hard drives allegedly containing child abuse material, as well as a child-like sex doll.

The man was arrested and ordered to appear before court to face three counts of possessing child abuse material and one count each of using a carriage service to access child pornography, making child exploitation material, possessing a child like sex doll and bestiality.

The maximum penalty for this offence is 15 years imprisonment.

He is due to appear in Southport Magistrates Court today.

AFP Detective Superintendent Child Protection Operations Paula Hudson said the AFP sees a wide spectrum of child exploitation offences before court and this is a timely reminder that child-like sex dolls and child abuse material could desensitise anyone who used them to the physical, emotional and psychological harm caused by sexual abuse.

"These dolls are not harmless and the AFP will investigate any activity that reinforces or represents the sexual abuse of children," Detective Superintendent Hudson said.

"This includes sexual gratification using items depicting children, which is why these dolls are legally considered to be a form of child exploitation material.

"This arrest highlights the continuing collaborative work undertaken by the AFP and its partners to protect children and identify and prosecute anyone who seeks to exploit and harm them."

Chinese national arrested for importing child-like sex doll parts

A 22-year-old Chinese national was arrested yesterday after Australian Border Force (ABF) officers executed a search warrant at a residential address in Toorak, Melbourne.

During the execution of warrants, ABF officers located and seized a silicone lower torso of a child-like sex doll, items of infant clothing, and a flesh-like apparatus consistent with child-like appearance. Six mobile phones and several computers were also seized.

The man appeared in the Melbourne Magistrates Court and was charged with Import a Prohibited Tier 2 Good, contrary to section 233BAB(5) of the Customs Act 1901 (Cth) (the Act). The Act provides that child-like sex dolls are a form of child abuse material.

Acting ABF Superintendent Investigations, Kelly-Anne Parish, commented on the critical function of the ABF in protecting the community.

"Importing child-like sex dolls is prohibited by law, and can attract a penalty of up to 10 years imprisonment," she said.

"When it comes to child exploitation materials, we have a zero tolerance policy," Superintendent Parish said.

Assistant Minister for Customs, Community Safety and Multicultural Affairs Jason Wood thanked the ABF for its role in making Australia a safer place.

"This kind of material has no place in Australian society," Assistant Minister Wood said.

"ABF officers should be commended for their focus on stamping out the importation of abhorrent child exploitation material."

The man has been remanded in custody until the committal mention on 22 July 2021.

Singapore student sentenced over child-like sex doll & child abuse material

A 27-year-old Singapore national living in Australia on a Student Visa has been sentenced to 11 months jail after being convicted of importing a child-like sex doll and possession of child abuse material (CAM).

The Perth District Court heard that the doll had been ordered online from China and was addressed to the man's residence in the Perth suburb of Beckenham.

It was intercepted by Australian Border Force (ABF) officers at a Perth air cargo depot on 24 December 2019. ABF Investigators arrested the man following the execution of a search warrant on his home on 9 January 2020.

During the warrant investigators seized a mobile phone, computer tower, laptop and hard-drive belonging to the man.

Those devices were referred to the Australian Federal Police (AFP).

A forensic digital examination by AFP agents identified child abuse material on the tower, laptop and hard-drive.

The man subsequently pleaded guilty to the following charges:

- One count of Importing Tier 2 goods, in contravention of Section 233BAB(5) of the Customs Act 1901.

- One count of Possessed or controlled child abuse material obtained or accessed using a carriage system contrary to Section 474.22A(1) of the Criminal Code Act 1995 (Cth).

Yesterday (19 February 2021), the man was sentenced in the Perth District Court to a concurrent term of 11 months imprisonment for both offences, but to be released forthwith.

The Judge also ordered that the man be placed on the sex Offenders Register.

The maximum penalty for the importation of child-like sex dolls is 10 years' imprisonment and/or a fine of up to $555,000. In light of the man's convictions his immigration status in Australia is now under review.

Sydney man arrested over child exploitation material import

A 58 year-old Sydney man has been charged for allegedly importing a child-like sex doll and possessing child exploitation material.

On 15 December 2020, Australian Border Force (ABF) Officers examined an air cargo consignment which arrived from China. The package was declared as containing a fashion model, but officers who opened the parcel found a child-like sex doll.

Yesterday, 4 February 2021, ABF investigators, ABF Digital Forensics and NSW Police executed a search warrant at a home in Merrylands. Investigators located child abuse material on a mobile phone and laptop found in a vehicle. Additional electronic devices including mobile phones, computers and hard drives were removed from the premises for further examination.

The man was arrested and taken to Parramatta police station where he was charged with the following:

1 x count Customs Act s233BAB(5) Import prohibited import (child abuse material).

1 x count Customs Act s201A omit from complying with an order.

2 x counts Crimes Act s91H possess child abuse material.

Acting ABF Enforcement Operations East Commander Garry Low said tackling child exploitation is a priority for the ABF.

"ABF officers are committed to stopping all child exploitation material, including child-like sex dolls, at the border," A/g Commander Low said.

"That's why we work with our law enforcement partners to protect innocent children and ensure this kind of deplorable material does not end up in the Australian community."

Tasmanian man charged over alleged importation of dozens of child-like sex doll parts

A 28-year-old man has been arrested by Australian Border Force (ABF) Officers in Tasmania for allegedly importing 41 child-like sex doll parts.

On 20 October 2020, ABF Officers at the Melbourne Container Examination Facility found 60 sex-doll parts while examining a consignment. On further examination, 41 of the doll parts were categorised as child-like.

Yesterday, 3 December 2020, ABF investigators executed a warrant at a premises in South Hobart. They seized an additional 23 doll parts at the property and arrested the 28-year-old Chinese national.

The man was charged with one count of Import Tier 2 good, contrary to section 233BAB(5) of the Customs Act 1901.

ABF Enforcement Operations South Acting Commander Nicholas Walker said these dolls are a form of child abuse and they will not be tolerated.

"The commercial nature of this importation should be seen as extremely concerning," A/g Commander Walker said.

"These dolls are harmful and they have no place in the Australian community."

The Customs Act 1901 was amended to clarify that child-like sex dolls are a form of child abuse material, providing more certainty to officers at the border.

Under section 233BAB(5) of the Customs Act 1901(Cth), an individual caught attempting to import child abuse material, including a child-like sex doll, can be charged with importing Tier 2 goods. The maximum penalty, if convicted, is up to 10 years' imprisonment and/or fines of up to $555,000.

The man has been granted bail and will appear at Hobart Magistrates Court on 23 February 2021.

How bank data is used to catch crooks and stamp out sex crimes

An unusual alliance between law enforcement agencies and financial services companies that share information about criminal methods and bank data has contributed to and supported dozens of arrests for money laundering, fraud and drug trafficking, and other more sinister crimes over the past year alone.

The small but growing group, which includes regulators and banks and is headed up by AUSTRAC, is known as the Fintel Alliance.

It is having an especially powerful impact on the detection of hideous crimes and its efforts have contributed to a 945 per cent increase in the reporting of suspected child-related offences since it was established in 2017.

AUSTRAC chief executive Nicole Rose said the alliance's public-private partnership model was regarded as world-leading, and enabled it to distribute intelligence quickly and dismantle global criminal networks.

"The Fintel Alliance has transformed our capability to tackle a broad range of threats to the Australian community, including terrorism financing, money laundering, drug trafficking, child exploitation, fraud, and other serious and organised crime," Ms Rose said.

Like many other organisations, AUSTRAC and the alliance were forced to pivot earlier this year after COVID-19 struck, as criminals looked to exploit the disruption and take advantage of government support payments.

"Fintel Alliance is committed to combating and disrupting this criminal behaviour to protect the Australian community," Ms Rose said.

Many of the group's achievements are presented in the alliance's annual report which was released on Friday. It provides details in case studies that feature everything from run-of-the-mill scams to massive money-laundering operations and sickening sex offences.

Unorthodox stores of value

The group has also signalled that a new risk assessment of Australian casinos will arrive alongside forthcoming risk assessments on gambling junket operators and the gold bullion industry, as foreshadowed by The Australian Financial Review last week.

The annual report provides information about the growing attraction of gold bullion and other unorthodox stores of value such as bitcoin that crooks are turning to in order to move the proceeds of crime in a world where cash can attract attention.

In one West Australian case, the group supported an investigation into an attempt by a criminal syndicate to launder $5.4 million through Perth's ATMs in just six weeks. The alliance provided police with predictive analysis to pick out hot spots where the offenders could be identified.

"The offending included 1879 cash deposits into 167 different bank accounts with 87 deposits recorded on a single day at ATMs in Perth totalling $193,500," the report says. The partnership helped WA Police arrest five individuals to begin with, and they also seized drugs, firearms and $4 million in cash.

In another operation, global payments company Paypal, NSW Police and the alliance produced financial data and other indicators that signalled the purchase of a child-like sex doll. A man from South Australia was the first in the country to be charged by the federal police with possession of a child-like sex doll.

The Fintel Alliance says the operation has contributed to 20 different but related intelligence operations and the arrest of four Australians for similar offences.

"A number of individuals in Australia were identified and arrested who were not previously known for offending against children," the report says.

A 26 year-old man has been arrested following the execution of Customs Act search and seizure warrants by ABF Investigators and NSW Police at an address in Ultimo.

The investigation began after ABF officers detected and seized a child-like sex doll at the Sydney Gateway Facility mail centre on 26 October 2020. The detection was referred to ABF investigators.

During the warrants executed yesterday, 17 November 2020, officers located and seized a number of electronic devices and another child-like sex doll.

The man was arrested and conveyed to Day Street Police station where he was charged with two counts of intentionally import prohibited tier 2 goods without approval, possess child-like sex doll or other object and two counts of possess child abuse material.

The maximum penalty of importing child-like sex dolls is up to 10 years' imprisonment and/or fines of up to $555,000. The Criminal Code offence of possession of child-like sex doll attracts a maximum penalty of 15 years imprisonment.

ABF Superintendent Regional Investigations NSW Garry Low, said it is disturbing individuals seek to import these kinds of offensive products.

"The ABF is committed to pursuing those who attempt to import child-like sex dolls and prosecuting them," Superintendent Low said.

"These dolls sexualise children and they are harmful.

"The ABF actively engages with our law enforcement partners, both domestically and internationally, to combat this rapidly evolving global issue."

The man was refused bail to appear before Central Local Court today (Wednesday 18 November 2020).

Dead bears, knives in pens: Inside an Australian Border Force mailroom

An Australian Border Force officer pulls a dead bear's floppy body from a cardboard box and places it on a bench alongside a switchblade concealed in a fake metal gun, pens with a blade hidden in the lid, and several boxes of drugs.

The collection of weapons and illegal items are some of the more concerning items among millions sent into Australia every year.

At a warehouse in Sydney's west, ABF International Mail, Cargo Clearance & Systems Support Superintendent John Fleming points to the incoming parcels and letters that will be inspected.

The facility, one of four in Australia, handles about 80 per cent of all inbound mail distributed across the country. Last financial year, the facility processed more than 100 million items.

The parcels are sorted by size and scanned. Any item that raises suspicion is inspected further.

Officers armed with Stanley knives open the parcels. Inside, they can find anything from weapons, including firearms or knives, to the more bizarre - cigarettes concealed in car seats, child-like sex dolls, or molasses wrapped in noodle packets.

While some items get the all-clear, others are taken to be destroyed or handed over to the Australian Federal Police.

Officers also inspect incoming letters in an array of colourful envelopes.

Some, such as a business letter or a birthday card, raise suspicion and, upon further inspection, contain drugs - including cocaine or cannabis seeds.

Since the pandemic started, Superintendent Fleming said the facility saw a drop in mail of "around 65 per cent" in April compared to last year.

"Whilst that was a reduction, there's still a lot of mail here," he said.

The pandemic has resulted in a shift in the types of items coming in, including herbal medicine ephedra and hydroxychloroquine - a medication for malaria and auto-immune conditions. Both drugs have been touted overseas as being able to prevent or cure COVID-19, but these claims are unproved.

About two kilograms of ephedra were detected in the first three months of 2020; from April to May, more than 66 kilograms were found, leading authorities to believe it was being used by people seeking COVID-19 cures.

Officers also detected minimal amounts of hydroxychloroquine before COVID-19. However, between May 8 and June 21, they seized more than 16,000 anti-malaria medications, including hydroxychloroquine tablets.

Criminal syndicates have also used the pandemic to change how they do business.

"What we have seen through COVID is some change in concealment methods, and criminal syndicates are very quick to think about things that we may not look at," Superintendent Fleming said.

"We had some good detections of methamphetamine, which was kept inside hand sanitiser for instance," he said. "But of course, we're able to detect it."

Last year, the facility detected illicit tobacco more than 100,000 times, drugs more than 10,000 times, weapons about 16,000, and firearm-related items about 7000.

Superintendent Fleming said his officers are good at what they do because they are highly trained and use their intuition.

"They'll quite often look at something and go, 'Well, it doesn't look like there are drugs there, but it also doesn't look quite right'," he said.

For example, an ABF officer grew suspicious about a shipment of soap bars that appeared normal on the X-ray machine. Upon further investigation, the cakes of soap contained cocaine.

Superintendent Fleming, who has headed the facility since earlier this year, said he loves the job.

"But for me, the most rewarding thing is the staff because they're just so dedicated to stopping all of these things coming into the country," he said.

The Australian Border Force (ABF) has worked alongside e-commerce marketplace Alibaba.com to shut down an offshore vendor selling childlike sex dolls into Australia.

As part of ongoing efforts to disrupt the sale and purchase of these products, the ABF collected information during a warrant executed in Brisbane on 12 August 2020, and was able to identify a vendor that was operating on Alibaba.com. The ABF worked closely with Alibaba.com to shut down the online storefront of the vendor, closing their major sales point.

The number of childlike sex dolls being imported into Australia poses a significant concern for the ABF. Since July 2020, the ABF has seized 36 childlike sex dolls at the border. To compound these serious concerns, operational activity regularly locates evidence linked to other offences of child exploitation.

ABF Superintendent Regional Investigations Queensland Amanda Coppleman said the activity was significant, as it was the first time the ABF worked with an e-commerce site to shut down a vendor selling childlike sex dolls.

"Online e-commerce sites like Alibaba.com play a role in eliminating the supply of these childlike sex dolls and have the ability to shut down vendors. The fight against child exploitation is an ongoing and evolving one - but each successful achievement is an important milestone".

"We are pleased with our ongoing cooperation with Alibaba.com, which demonstrates their commitment to the idea that their marketplace is not an acceptable platform for these products," Superintendent Coppleman said.

When Alibaba.com was notified of listings violating its platform policies, a spokesperson said the company acted to remove them and implemented a number of additional measures to prevent these items from being re-listed.

"We maintain a robust product listing policy that prohibits the listing of any items by third party sellers depicting or suggestive of sex involving minors. Third-party sellers in breach of the policy would be subject to our disciplinary measures," an Alibaba.com spokesperson said.

Investigations into the matter are ongoing with individuals facing a potential 10 year jail term under the Customs Act 1901 if convicted of importing a childlike sex doll. Individual states and territory laws, as well as other Federal legislation, have strong measures against possession and importation.

Australian Border Force charges two Geraldton men over child-like sex dolls

Two Geraldton men have been charged with importing child-like sex dolls after two separate Australian Border Force investigations.

The men, both in their 60s, were charged by ABF officers in separate investigations after two air cargo packages from Hong Kong were intercepted in Perth last month.

"Both parcels were described as containing a 'mannequin' but when ABF officers examined the contents they allegedly found a silicon, child-like sex doll in each," a spokesperson said.

The men were not believed to be connected, an ABF spokesperson said.

One of the men, 61, was charged with intentionally importing a tier 2 prohibited good, possessing child exploitation material and two drug offences after a search of his Beresford home on Tuesday.

He was not required to plead when he appeared at Geraldton Magistrate's Court on Tuesday afternoon.

Magistrate Chris Miocevich granted the man bail on the condition he had no contact with children under the age of 16 without supervision.

He was also ordered to give police access to all electronic devices he owns and allow officers to enter his property to search for electronic devices.

The second man was arrested on Monday after a search of a home where ABF officers seized electronic communication devices, sex doll accessories and parts belonging to an imported infant-sized sex doll.

The 65-year-old was charged with one count of importing a prohibited item and faced the Geraldton Magistrates Court on Monday.

He was granted conditional bail.

Both men will reappear in the Geraldton Magistrate's Court in November.

Under the Customs Act, prohibited tier 2 goods include child abuse material, weapons, some chemicals and human tissue.

The maximum penalty for importing a tier two good is 10 years' imprisonment and fines of up to $555,000.

ABF Investigations Acting Commander Nicholas Walker said the the force was determined to prevent child-like sex dolls and other forms of child-abuse material from crossing the border.

"Tackling child abuse material is an operational priority for the ABF as part of its role in protecting the border from individuals who may pose a threat to the community," Acting Commander Walker said.

"ABF officers have the skills and technology to detect items like these. And they are equally committed to investigating and prosecuting those who seek to import this deplorable material, which has no place in our community."

Shane Andrew Lunnay, who streamed himself having sex with a child-like sex doll, jailed for importing child exploitation material

A YouTuber who once streamed himself having sex with a child-like doll "for the shock value" was caught by police with some very disturbing images.

A ponytailed gamer who streamed video of himself having sex with a child-like doll will spend a year behind bars.

Adelaide man Shane Andrew Lunnay was also caught with drawings of children and adults engaged in acts of bestiality, and imported animated child pornography.

Sentencing him in the District Court on Wednesday, Judge Geraldine Davison said Lunnay admitted he had a sexual interest in children.

Over time, the 35-year-old developed an addiction to the animated material known as hentai.

"It is clear, looking at the materials on the file and, in particular, the photographs of your bedroom and living area, that this addiction to a fantasy way of life was all-encompassing for you," she said.

"Sadly, however, it was not just material that was animated that you were found with."

Judge Davison said Lunnay was also found with a number of images of real children and real child abuse material.

In May and June of 2019, the Australian Border Force detected several consignments addressed to Lunnay that contained child abuse material and "objectionable material".

In June, the ABF executed a warrant at his home address.

Among the material seized was 650 hentai publications suspected of containing child abuse material, a computer tower and mobile phone.

The hentai publications depicted adults and or children under the age of 18 years in sexual poses and in sexual activity, including drawings of children aged between three and 12.

There were also drawings of adults and children under 12 engaging in acts of bestiality.

Lunnay later told police the material was "just drawings", and he had been selling the anime to rid himself of his addiction.

"You also admitted conduct that involved having sex with a child-like doll and streaming this to people online," the judge said.

"Those people included children.

"You did this for the shock value and to see people's reactions to your conduct."

Judge Davison said Lunnay had not been charged over the act and was not sentenced for it, but it confirmed his sexual interest in children.

Lunnay had previously posted hundreds of videos of himself playing video games on a YouTube channel called "Radical Dreamer Shane-O".

He also talked about items he has collected, including stuffed toys and figurines.

Judge Davison said he lives with his parents and has used the internet as a way of making friends and socialising.

She added that Lunnay had now recognised the need for lifestyle changes, including applying for a gym membership, but the offending was very serious.

He was ordered to serve one year behind bars and another 18 months on parole.

Paedophile crackdown will see sick perverts jailed for 20 YEARS for owning a child sex doll

Paedophiles will face up to 20 years jail for owning a child sex doll under tough new laws passed in Queensland.

The new laws, which came into effect on Tuesday, will target suppliers, producers and possessors of child sex dolls.

The move is part of a series of measures introduced following the Royal Commission into Institutional Responses to Child sexual Abuse.

Queensland Attorney-General and Minister for Justice Yvette D'Ath said the new laws were designed to send 'a clear message that child sexual abuse(was) never OK'.

'These tough laws herald a new era of delivering justice to victims,' she said in a statement.

'They create a new offence of failing to report and failing to protect a child from institutional child sexual abuse.

'The new laws also clarify that priests will not be able to rely on the seal of confession to avoid the reporting of abuse.'

The new laws are the result of extensive public consultation that saw more than 50 submissions received from a number of organisations, stakeholders and individuals.

The Bill follows Australian Border Force officers seizing a number of lifelike child sex dolls in July, after the items were ordered online and sent via post or air cargo.

Thirty-one packages were intercepted in the first half of 2020, and 86 childlike sex dolls were seized in the 12 months to June 30, news.com.au reported.

'ABF officers at our air cargo and mail facilities are actively targeting these dolls, which are a prohibited import and are considered child abuse material,' an ABF spokesman said.

'The ABF has a zero tolerance approach to child abuse material, including childlike sex dolls, and we use all powers available to us to protect Australians from anyone associated with these sickening activities.

'child-like sex dolls and other child abuse material are symptomatic of the broader global threat posed by child sexual abuse, that's why the ABF works with its law enforcement and intelligence partners to further investigate these imports.'

The ABF operation resulted in three men in New South Wales facing the prospect of 15 years in jail after they allegedly bought child-like sex dolls.

The men were arrested in Grafton, northern NSW, and the northern Sydney suburb of Turramurra over two days in May.

They were arrested after the ABF allegedly intercepted sex dolls being imported into the country in March and April.

Australian Federal Police Assistant Commissioner Lesa Gale said at the time the 'child-like sex dolls' could desensitise people who used them to 'the physical, emotional and psychological harm caused by sexual abuse.'

'These dolls sexualise children, they are not harmless and do not prevent people from offending in the future,' she said.

'Research by the Australian Institute of Criminology suggests that use of the dolls may lead to an escalation in child sex offences - from viewing online child abuse material to contact sexual offending.'

Border Force has intercepted a worrying number of disgusting and illegal products favoured by paedophiles in parcels sent to Australia.

Australian Border Force officers have seized a large number of lifelike child sex dolls favoured by paedophiles, ordered online and sent via the post or through air cargo.

Data obtained by news.com.au shows the purchase of the sinister products by Australians continues, with 31 packages intercepted at in the first six months of 2020 alone, the majority in air cargo.

In the 12 months to June 30, a total of 86 childlike sex dolls were seized by ABF, it can be revealed.

Earlier this month, news.com.au revealed that one of the world's largest online marketplaces, Alibaba, contained a number of listings for replica child dolls, including infants and toddlers.

One of the sellers even provided a sickening video of an anatomically correct baby doll, demonstrating how it could be "used".

Advocacy group Collective Shout conducted an investigation that exposed a number of listings, despite previous commitments from the company to ban the sale of the dolls.

"I've been an activist with Collective Shout for 10 years and this is the most disturbing content I've seen," campaigner Melinda Liszewski said. "It is deeply distressing to view."

The investigation found large numbers of replica child dolls marketed as "young girl", "flat chest" and "sex dolls for men" sold on Alibaba by 18 different suppliers.

Some of the models were as small as 65cm, which is roughly the height of a six-month-old baby. The dolls discovered for sale ranged in price from $250 to $500.

Another listing was discovered for a vagina sex toy that "bleeds" during use - designed to simulate a broken hymen.

The items are far from harmless, the ABF spokesman told news.com.au.

"Recent research by the Australian Institute of Criminology found that the use of these dolls may lead to an escalation in child sex offences - from viewing online child abuse material to contact sexual offending.

"It is also found that there is no evidence that these dolls have a therapeutic benefit in preventing child sexual abuse."

In September 2019, new legislation came into effect that made it an offence to possess a childlike sex doll, punishable with up to 15 years' imprisonment.

"The reforms also amended the definition of 'child abuse material' in the Criminal Code to put beyond doubt that it is an offence to, for example, use a carriage service such as the internet to advertise or solicit, or use a postal service to send, a childlike sex doll," the ABF spokesman said.

"An individual caught in possession of child abuse material, including a childlike sex doll, can be charged with importing Tier 2 goods. The maximum penalty (for attempted importation), if convicted, is up to 10 years' imprisonment and/or fines of up to $525,000."

When the listings on Alibaba were revealed, the company took action to remove them and implement a number of "additional measures to prevent the items being relisted", a spokesperson said.

"We maintain a robust product listing policy that prohibits the listing by third-party sellers of any items depicting or suggestive of sex involving minors, and third-party sellers in breach of the policy are subject to our disciplinary measures."

ABF encourages anyone with information about individuals importing illicit material, including childlike sex dolls and child abuse material, to report it to Border Watch at australia.gov.au/borderwatch

Grandfather, 52, is jailed after buying a toy from Kmart and converting it into a child sex doll

A man has been jailed after converting a doll he bought for his grandchildren from Kmart into a child sex toy.

Robert Garcia from Warilla on the NSW south coast has become the first person in Australia to be jailed for possessing a child-like sex doll.

The 52-year-old transformed the doll he bought from Kmart into a crude sex toy by cutting a hole in the doll's crotch and adding a synthetic tube for penetration.

The doll is about 65 centimetres tall and dressed in a pink top with blonde pig tails and no underwear.

Footage of Garcia having sex with the doll was found in his home by police during a welfare check, along with child pornography on three different mobile phones.

Garcia was sentenced to 12-months in jail with a two-year recognisance bond in Wollongong Courthouse on Monday.

Judge Andrew Haesler quashed arguments from Garcia's lawyers to spare their client from jail, according to the Illawarra Mercury.

'Given the seriousness of the offences I can only impose a custodial sentence,' he said.

Judge Haesler noted the toy was home made and Garcia was not supporting a commercial market for sex dolls.

'It appears his interest in young children and his use of doll occurred at the time he was drinking heavily,' he said.

'If he undergoes treatment, I'm reasonably confident if he refrains from using alcohol he is unlikely to reoffend.'

Garcia will be placed on the NSW child sex offenders registry on release from jail in July 2021.

He was charged under new laws that passed through parliament less than two months before his arrest.

More than 7.4 million images of child abuse circulating in Victoria

The trafficking and production of child abuse material has exploded during the coronavirus lockdown in Victoria amid concerns paedophiles are also turning to online games and social media platforms to groom isolated children.

New figures from Victoria Police show the number of child abuse images and videos being traded online in Victoria has more than doubled in the last year.

At least 7.4 million files of child abuse material were detected circulating on peer-to-peer networks in the state in May 2020 - a number that police believe is likely to be a significant under-estimate of the true level of activity.

"While there's been a lot of talk about a decline in the overall crime rate during isolation, one of the crime types that has taken off is child exploitation," said Detective Superintendent Jane Welsh, head of the Victorian Joint Anti Child Exploitation Team.

"We're seeing a lot more traffic for IP addresses, a lot more activity in the dark web, a lot more activity in the white web.

"This kind of offending is almost 100 per cent reliant on online activity so the environment has been perfect. We've got people isolated at home, in front of their computers and other devices. They're a captive audience, frankly."

Police software cannot detect whether one file is actually composed of multiple compressed files, which suggests the volume of materials could be substantially larger.

But the number of computers trading child abuse material tracked back to Victorian IP addresses has spiked 34 per cent over the year, suggesting supply and demand in the illegal marketplace is growing at a substantial pace.

In April, police arrested and charged a Melbourne-man and rescued several children, aged 3-5 years, after evidence revealed they had been victims of "contact offending" by someone who was already on bail for child abuse-related offences.

Investigators were also recently able to identify three young Victorian boys who appeared in a child abuse video uploaded to a website five years ago that was found in the possession of a UK-based offender.

In a series of interviews with The Age, investigators and senior officers from JACET - a joint operation with the Australian Federal Police that targets online child abuse - said the law enforcement community has detected a number of other disturbing trends.

"The most worrying is seeing the increase in violent images. And the willingness (of offenders) to view younger children," Ms Welsh said.

The prolonged lockdown period and increased time children are spending online has also raised warning flags for JACET, which has been using covert operatives to infiltrate social media and encrypted chat groups to target groomers.

Other officers have been investigating complaints about suspect behaviour in online games such as Fortnite and Minecraft.

JACET said many parents were unaware that their children could be exposed to predators through Xbox and Playstation consoles that have text and audio chat functions.

"Children can be groomed in a matter of minutes - these offenders are often master manipulators - and their operations can be quite sophisticated," Ms Welsh said.

Paedophiles are also increasingly accessing live-streamed, pay-per-view child abuse video sites hosted from overseas locations.

The AFP and JACET teams nationwide have recently been involved in investigations where numerous children exploited on behalf of Australian offenders have been rescued from abusers.

On Friday, a Queensland man was charged by AFP investigators with facilitating the online abuse of up to 50 child victims in the Philippines. Three victims were rescued from his alleged co-conspirator in that country in May.

Westpac is also currently being prosecuted by anti-money laundering authority AUSTRAC over allegations its international payment systems have been used to facilitate acts of abuse in the international child sex trade.

Detective Inspector Marty Allison said online exploitation was a "borderless crime".

"The offender may very well be Victoria, but the victim may well be in Germany or Cambodia. It could be happening anywhere."

Operations with the AFP and Australian Border Force have also been seizing child-like sex dolls that are manufactured in China and shipped into Australia from Hong Kong, Singapore and Japan disguised as toys.

The ABF has seized 75 child-like sex dolls this year to date, compared to 35 in the last financial year.

Three NSW men arrested over alleged purchase of child-like sex dolls

Three men have been arrested as a result of coordinated operations conducted across NSW in two days, targeting purchasers of child-like sex dolls.

The men each face a potential 15 years jail if convicted of possessing one of the dolls, under a new Commonwealth offence introduced in September 2019 to combat child abuse-related offences.

A multi-agency investigative team comprising Australian Federal Police (AFP), Australian Border Force (ABF) and the New South Wales Police Force (NSWPF), was formed after ABF officers intercepted three separate importations of the dolls throughout March and April.

Financial intelligence from AUSTRAC's (Australian Transaction Reports and Analysis Centre) Fintel Alliance, with support from PayPal Australia and NSWPF, was used to assist in identifying transactions involving the purchase of the dolls.

These detections were referred to the AFP Eastern Command's Child Protection Operations team to lead the formation of joint investigative teams.

On Thursday (30 April), the investigative teams executed search warrants at two homes - one in the Grafton area on the mid-north coast, and one north of Sydney.

A 62-year-old Grafton region man was arrested at his home, accused of importing a child-like sex doll from China.

Police will allege in court they found two dolls dressed in children's clothing, as well other children's clothing items at the property.

The 62-year-old was refused bail and appeared in Lismore Local Court by video-link yesterday (Friday, 1 May) charged with:

* Two counts of possession of a child-like sex doll, contrary to section 273A.1 of the Criminal Code Act 1995 (Cth)- penalty: 15 years imprisonment;

* Six counts of possessing or controlling child abuse material obtained or accessed using a carriage service, contrary to section 474.22A of the Criminal Code Act 1995 (Cth)- penalty: 15 years imprisonment;

* One count of import a prohibited tier 2 item, contrary to section 23BAB(5) of the Customs Act 1901 (Cth)- penalty: 10 years imprisonment.

In a second operation conducted Thursday, a 42-year-old Sydney man was also arrested at his Turramurra home, after investigators allegedly found a sex doll designed to look like a young child imported from Japan, and a second doll inside the property.

The man appeared before Parramatta Local Court Friday, 1 May charged with:

* Possession of a child-like sex doll, contrary to section 273A.1 of the Criminal Code Act 1995 (Cth);

* Import a prohibited tier 2 item, contrary to section 23BAB(5) of the Customs Act 1901 (Cth);

* A state-based possession of cannabis offence.

A detailed forensic examination is being conducted of electronic devices seized from both the men's homes.

Meanwhile, a third operation was conducted Friday morning (1 May) in the Grafton area. A 37-year-old man was arrested and charged with the Commonwealth offences of possession of a childlike doll, importing prohibited goods without approval, and possessing child abuse material.

He was scheduled to appear before Lismore Local Court Saturday, 1 May.

Police do not allege any connection between the three men.

AFP Assistant Commissioner Lesa Gale, Australian Centre to Counter Child Exploitation (ACCCE), said importing and possessing child-like sex dolls is illegal and any discovery of the abhorrent items, which objectify children, is concerning.

"These arrests highlight the work the AFP is doing with our partners to stamp out any form of child exploitation," AC Gale said.

"These dolls sexualise children, they are not harmless and do not prevent people from offending in the future.

"child-like sex dolls can desensitise people who use them to the physical, emotional and psychological harm caused by sexual abuse.

"Research by the Australian Institute of Criminology suggests that use of the dolls may lead to an escalation in child sex offences - from viewing online child abuse material to contact sexual offending."

Australian Border Force Regional Commander for NSW Danielle Yannopoulos says child-like sex dolls are prohibited items and have no place in Australian society.

"The ABF is committed to detecting these dolls at the border and investigating and prosecuting those who seek to import this sickening material into our community," Commander Yannopoulos said.

"Officers stopped 18 consignments containing child-like sex dolls and parts at the border in the first three months of 2020, highlighting the ABF's zero tolerance approach to child exploitation material."

Border officials in coronavirus quarantine after child-like sex doll discovery

Eight Australian Border Force officials are in quarantine for coronavirus after executing a search warrant at the home of a man whose partner returned from South Korea and has been self-quarantined.

Border Force began investigating Brent Hazleton, from Albion Park, south of Wollongong, earlier this year, after a package arrived in Australia in December last year that allegedly contained a child-like sex doll.

The package was "described as containing a clothing display model," ABF said in a statement on Thursday.

Mr Hazleton was stopped by Border Force officials at Sydney Airport when he returned from an overseas holiday on February 22. He was interviewed but not arrested, and allowed to leave after his phone was seized.

"A later forensic examination of the man's phone revealed a folder [allegedly] containing child abuse material," the statement said.

A search warrant was executed at Mr Hazleton's home on Wednesday and he was taken to Lake Illawarra police station.

He was charged with two counts of intentionally importing child sex dolls into Australia and one count of possessing child abuse material.

Possessing a child-like sex doll is punishable by up to 15 years imprisonment, following amendments to the Criminal Code in September last year.

Mr Hazleton's girlfriend Bethany Alwert, who is believed to have interacted with arresting officers and Border Force officials, has been in self-imposed quarantine after returning from a trip to South Korea.

On Wednesday, she was coming to the end of the 14-day quarantine period and was displaying no symptoms.

Border Force has since put the eight officers involved in the search warrant into quarantine as they await Ms Alwert's test results.

Ms Alwert has not been charged with any offences.

Mr Hazleton was granted bail by police to appear in Port Kembla Local Court on April 22.

It comes two months after a Singaporean student in Perth was charged with the same offences.

The use of child-like sex dolls "may lead to an escalation in child sex offences-from viewing online child abuse material to contact sexual offending," ABF Acting Superintendent of Investigations NSW John Fleming said in a statement on Thursday.

"This arrest shows our officers are committed and trained to detect, investigate and prosecute those who seek to import this abhorrent material into our community."

44-year-old Queensland man charged with possessing child-like sex dolls

A man from Brisbane's western suburbs has become the first person in Queensland to be charged for possessing child-like sex dolls under new Commonwealth laws targeting child abuse-related offences.

The 44-year-old man is due to appear in court today (21 February) after being charged by the Queensland Joint Anti-Child Exploitation Team (JACET) and faces a potential 15-year jail term if convicted of possessing the anatomically-correct doll.

The new offence came into force on 20 September 2019 as part of the Combatting Child sexual Exploitation Legislation Amendment Act 2019.

The Queensland JACET launched an investigation into the 44-year-old's activities after a child-like sex doll was detected in a shipment from China by Australian Border Force (ABF) on 20 January.

Investigators executed a search warrant at the man's Riverhills home on 25 January where, it will be alleged, they seized two further child-like sex dolls, a laptop and tablet.

Police will further allege a laptop seized at the house contained child abuse material.

The man is due to appear in Brisbane Magistrates Court today, charged with:

* Two counts of possessing a child-like sex doll or other object that resembles a child (or part of a child) under 18, and a reasonable person would consider it likely that the doll is intended to be used to simulate sexual intercourse, contrary to section 273A.1 of the Criminal Code Act 1995. The maximum penalty for this offence is imprisonment for 15 years.

* One count of attempting to possess a child-like sex doll contrary to section 273A.1 of the Criminal Code (Cth). The maximum penalty for this offence is imprisonment for 15 years.

* One count of possess child exploitation material contrary to section 228D of the Criminal Code (Qld). The maximum penalty for this offence is imprisonment for 14 years.

Research by the Australian Institute of Criminology has found that use of child-like sex dolls may lead to an escalation in child sex offences - from viewing online child abuse material to contact sexual offending.

AFP Assistant Commissioner Northern Command Lesa Gale said the dolls could desensitise people who used them to the physical, emotional and psychological harm caused by sexual abuse.

"These dolls are not harmless and do not prevent people from offending in the future," she said.

"The Australian Federal Police will pursue any form of child exploitation or activity that reinforces the sexualisation of children. This includes sexual acts using items depicting children such as these dolls, which are legally considered child exploitation material.

"This arrest highlights the commitment undertaken by the AFP and its partners to protect children and identify and prosecute anyone who seeks to exploit and harm them."

ABF Regional Commander for Queensland, Chris Waters said this arrest should serve as a warning to anyone who thinks they can import this kind of abhorrent material, that the ABF and its partner agencies will stop you and bring you to justice.

"Child sexual abuse is a rapidly evolving global issue and the ABF actively cooperates with our law enforcement partners to further investigate these matters domestically and internationally, to prevent any harm to children here or overseas" he said.

NSW man charged over child-like sex doll

A Wagga Wagga man will face court charged with possessing child abuse material after Australian Border Force officials seized a child-like sex doll in Sydney.

A Wagga Wagga man has been charged over a child-like sex doll intercepted by Australian Border Force officers in Sydney.

After the doll was found in air cargo, NSW Police searched a Wagga Wagga property in December 2019 and seized a computer and other electronic devices.

A 59-year-old man was then arrested at Wagga Wagga police station on Thursday afternoon. He was charged with importing a prohibited good without approval and possessing child abuse material.

"We do not condone any form of child exploitation and we will do everything in our power to put those who choose to sexualise children before the courts," Detective Acting Inspector Phil Malligan said in a statement on Friday.

Acting Border Force Regional Commander Garry Low said officers are stopping an increasing number of child-like sex dolls being imported through the international mail and air cargo streams.

"All child-like sex dolls and child abuse material detected at the border are automatically seized … because this sickening material has no place in Australia," Mr Low said in a statement.

The accused was released on bail and is expected to face Wagga Wagga Local Court on February 4.

A man has been charged following an investigation into an imported child-like sex doll.

In November 2019, Australian Border Force (ABF) officers intercepted the doll from air cargo in Sydney.

The doll is legally considered to be child exploitation material.

The matter was referred to Detectives from Riverina Police District, who commenced inquiries into the importation.

As part of their inquiries, police and ABF investigators executed a search warrant at a home in Wagga Wagga last month (18 December 2019).

Officers seized a computer and other electronic devices for forensic analysis.

Following further investigations, detectives arrested a 59-year-old man at Wagga Wagga Police Station about 3.30pm yesterday (Thursday 23 January 2020).

Police will allege in court that child abuse material was stored on the man's computer.

The man has since been charged with intentionally import prohibited tier 2 good without approval (Customs Act 1901) and possess child abuse material (Crimes Act 1900).

The man was granted strict conditional bail and is due to face Wagga Wagga Local Court on Tuesday 4 February 2020.

Riverina Police District Crime Manager, Detective Acting Inspector Phil Malligan said the arrest was a result of great work between the two agencies.

"We do not condone any form of child exploitation and we will do everything in our power to put those who choose to sexualise children before the courts," Det A/Insp Malligan said.

"We will continue to work closely with other agencies to ensure the protection of our children."

Singapore student charged over child-like sex doll

Australian Border Force (ABF) Investigators have charged a 26 year old Singapore national over the importation of a child-like sex doll.

The man, who is in Australia on a Student Visa, was arrested yesterday (Thursday, 9 January 2020) following the execution of a search warrant on a residence in Perth.

The investigation commenced on 24 December 2019 after ABF officers intercepted a parcel sent from China at a Perth air cargo depot. The parcel was x-rayed and allegedly found to contain a silicone female child-like sex doll.

The man has been charged with the following:

* One count of Importing Tier 2 goods, in contravention of Section 233BAB(5) of the Customs Act 1901.

He was granted conditional bail and is due to appear in the Perth Magistrates Court on Friday 17 January 2020.

The maximum penalty for the import of child abuse material is 10 years' imprisonment and/or a fine of up to $525,000.

ABF Investigations Acting Commander Nicholas Walker, said ABF officers were seizing increasing numbers of child-like sex dolls being imported through the international mail and air cargo streams.

"child-like sex dolls are an emerging form of child abuse material that the ABF is determined to prevent from crossing our border," Acting Commander Walker said.

"dolls that are manufactured for a sexual purpose that depict a child under the age of 18 are classified as 'objectionable goods' and are prohibited from being imported into Australia.

"Tackling child abuse material is an operational priority for the ABF as part of its role in protecting the border from individuals who may pose a threat to the community."

In addition to the importation offences, the Government last year strengthened the Commonwealth offences for possessing and otherwise dealing with child-like sex dolls.

On 21 September 2019, the Combatting Child sexual Exploitation Legislation Amendment Act 2019 came into force. These reforms amended the Criminal Code Act 1995 to:

* introduce a new offence for possessing a child-like sex doll, which is punishable by up to 15 years' imprisonment; and

* amend the definition of 'child abuse material' to put beyond doubt that it is an offence to, for example, use the internet to advertise or solicit, or use a postal service to send, a child-like sex doll.
