Litzman signs plea deal in Leifer case, avoiding jail time and paying symbolic fine
If terms are approved by judge, former health minister will pay $940 fine for hindering extradition of sex offender to Australia; charges dropped in second corruption case
United Torah Judaism MK Yaakov Litzman signed a plea deal on Thursday, admitting to breach of trust for using his former position as deputy health minister to thwart the extradition to Australia of Malka Leifer, a former principal of an Orthodox girls school in Melbourne accused of sexually assaulting minors.
The charge of obstruction of justice was dropped as part of the agreement, and Litzman will not be convicted of moral turpitude in the case. The deal still needs to be approved by a judge.
Under the terms of the deal, Litzman will avoid jail time and instead be sentenced to probation, as well as a fine of NIS 3,000 (approximately $940).
Until recently, Litzman denied that he was taking part in plea deal negotiations. He announced last month that he would not run for the Knesset again, although he said that his decision was unrelated to the accusations against him.
The plea deal was finalized just four days before the end of Attorney General Avichai Mandelblit's term.
In a statement issued by his lawyers, Litzman said he "takes responsibility for one, irregular event." The statement claimed that the then-minister "acted in response to a public request he received, without acquaintance with the applicant, and without any personal affiliation or motives."
The Movement for Quality Government decried the deal, and said it has lodged a petition on the matter at the Supreme Court.
"The attorney general's end-of-season deals continue until the last minute. For shame!" the organization said in a statement, apparently also referring to Shas party leader Aryeh Deri's tax offenses plea deal earlier in the week.
"Once again, a shameful plea agreement was signed with an elected official," the watchdog said. "We will all pay a price for this conduct."
The Magen advocacy group for child abuse victims said that the decision caused pain to those abused by Leifer.
"Unfortunately, today is a difficult time that has caused the Malka Leifer victims great grief. We sympathize with the anger of the victims of the plea deal and hope that the confession will give validity to the serious acts, and that next time politicians will understand that they are not above the law," the group said.
Charges were dropped relating to a second case in which Litzman was accused of preventing the closure of a deli cited for health violations. The deli was close to Litzman's home and he was acquainted with its owners.

Fresh clashes in Bnei Brak as Haredi leaders blame police for violence
Fireworks launched toward officers, buses attacked and burned, as rioting again breaks out in ultra-Orthodox city where many are breaching and opposing national COVID lockdown
Top ultra-Orthodox officials on Sunday blamed police for ongoing clashes between officers and opponents of lockdown restrictions in Bnei Brak, as fresh rioting erupted in the Haredi city.
Demonstrators in the Tel Aviv suburb pushed dumpsters into the street and lit them ablaze, with one video showing officers being targeted with fireworks.
The protesters also threw rocks at a bus and commandeered it, forcing the driver to flee, according to Hebrew media reports.
After midnight, a group of youths attacked a second bus, forcing it off the road and setting it on fire.

The latest clashes came as lawmakers from the United Torah Judaism party and other Haredi officials held a meeting on the roof of the Bnei Brak city hall, placing the blame for the violence squarely on cops and not the protesters.
"The Israel Police carries the blame for the catastrophe taking place in our city for several days," Bnei Brak Mayor Abraham Rubinstein said.
He accused police of engaging in "provocative activity" and "collective punishment" against the city's residents.
Among the UTJ lawmakers in attendance were Housing Minister Yaakov Litzman and MK Moshe Gafni, close political allies of Prime Minister Benjamin Netanyahu.

Ethiopian women in Israel 'given contraceptive without consent'
Israel's health ministry is investigating claims that Ethiopian women are being injected with a controversial contraceptive without their knowledge or consent.
Thousands of Ethiopian women are said to be receiving shots of Depo-Provera every three months in Israeli clinics. The contraceptive stops menstruation and has been linked to fertility problems and osteoporosis.
Yaakov Litzman, Israel's deputy minister of health, who has previously denied the practice, will lead the inquiry, a spokesperson announced on Wednesday.
The phenomenon was uncovered when social workers noticed the birth rate among Ethiopian immigrants halving in a decade. An Israeli documentary investigating the scandal was aired in December and prompted a popular outcry.
It revealed that women were started on a course of contraceptive jabs while still in transit camps in Ethiopia, some without being told they were being given birth control and many having no idea of the side-effects. When they eventually arrived in Israel, doctors continued the treatment unquestioningly. But the critical question remains unanswered as to who instigated the policy, with neither Israel nor Ethiopia willing to claim responsibility.
Sava Reuben, an Ethiopian who has lived in Israel since 1984, interviewed more than 35 women from her community for the film and found that 25 were still receiving contraceptive shots from healthcare providers.
Reuben spoke to one woman who believed she had been given a flu vaccination and had no idea she had been injected with Depo-Provera.
Another was pregnant with her fifth child when she arrived in the transit camp, where she would live for seven years. The woman in her thirties told Reuben that officials had gathered together all the new mothers in the camp and told them they would be given Depo-Provera as it would be too difficult for them to give birth Israel.
"No, we didn't want to take it, we refused. We said we didn't want it," the unnamed woman recalls in the film. She agreed to the injections only because she was told her immigration to Israel would be blocked and she would receive no further healthcare in the camps if she refused.
"This happened to many, many other women," Reuben said.
More than 50,000 Ethiopian Jews have immigrated to Israel in the past decade. The fast-growing community has struggled against bias. In 1996, thousands rioted when it was discovered that the Israeli health ministry had destroyed all stocks of blood donated by Ethiopians on the grounds that it might be contaminated with HIV.
Israel's health ministry has strongly denied allegations that the injections are part of a policy to control the growth of the Ethiopian community.
"The Israel ministry of health neither advises nor encourages the use of Depo-Provera injections and if they are being administered this is in despite of our view," a spokesperson said.
And yet Reuben claims to have discovered a letter from the health ministry to a clinic in Ethiopia in 2000 thanking doctors there for the large numbers of women they had treated with Depo-Provera.
"Why are only Ethiopian women being given Depo-Provera in Israel? It's supposed to be a last-resort contraceptive. Israeli health authorities claim the injections are a cultural preference but in our culture, to have lots of children is to be rich," Reuben said.
"It is my opinion that this is a deliberate policy on the part of Israel. They are taking advantage of women who are weak because they are new to the country, do not understand the language and who traditionally respect authority. It makes me more than angry."
Dr Mushira Aboodia, a gynaecologist working at Jerusalem's Hadassah medical centre, said the majority of Ethiopian women she had met received Depo-Provera injections.
"This is a policy that no one will admit. No one in Israel will take responsibility for the treatment in the camps but someone must have instigated it and it would not be in Ethiopia's interests to treat women preparing to leave the country," Aboodia said.
"Something is definitely wrong here. I'm very glad the ministry of health will be investigating the issue. They will need to do a thorough job."

"Israel to Shut Down Nation for Three Weeks to Contain COVID Spread"
Facing a spike of 4,000 daily new coronavirus infections, the government of Israel voted Sunday to implement a national lockdown for three weeks to contain the spread-a decision that was opposed by a number of cabinet members.
The lockdown will begin on Friday and include the Jewish New Year. Israel is reported to be the first country to impose such a measure on a national level.
"There are detailed regulations that the government will approve in the next two days," Prime Minister Benjamin Netanyahu said in a briefing after the vote, as reported by The Jerusalem Post. "I know these steps will take a heavy toll, that this is not the holiday we are used to, and that we will certainly not be able to celebrate with the whole family." Netanyahu has been previously criticized for his response to the pandemic, including reopening the economy too quickly.
The measures during the lockdown include: not having more than 10 people congregating indoors, while groups of 20 are permitted outside; schools and shopping centers will be closed; citizens cannot go beyond 500 meters from home except for traveling to work; and non-governmental businesses and offices can remain open but not take in patrons.
The decision drew criticism from some members of Netanyahu's cabinet who argued that a nationwide lockdown would hurt Israel's economy. Among those officials were Science and Technology Minister Izhar Shay, Economy Minister Amir Peretz, and Tourism Minister Asaf Zamir, who said that "a full closure of the entire country during the holidays is too extreme a step and has economic implications that entire industries will not recover from."
"Hundreds of thousands of employees and the self-employed are in existential anxiety. The economic coronavirus pandemic is no less severe than the health pandemic," said Peretz.
Yom Kippur, the holiest day of the year, begins on September 27.
Before the government vote, Housing Minister Yaakov Litzman announced his resignation to protest against the lockdown measures. He also threatened to pull the ultra-Orthodox Jewish party that he leads out of the governing coalition, BBC News reported.
"My heart is with the thousands of Jews who come to synagogue once a year and this year won't come at all due to the lockdown," wrote Litzman in his resignation letter. "I warned against a lockdown during the holidays in every possible forum and emphasized that if there is a need for a full lockdown, it should not wait for a rise of infection to get to this pace."
Health Minister Yuli Edelstein remarked that while he should be happy about the decision, he's not. "For three months, I tried to do everything to allow us to live life alongside the coronavirus and keep the number [of sick patients] at levels the health system could live with," Edelstein said, as quoted by The Jerusalem Post. The Health Ministry also experienced criticism from those within the government over its handling of the pandemic.
But another cabinet official, Interior Minister Areyh Deri, backed the measures. As reported by the Times of Israel, Deri said he supports a general lockdown as opposed to localized closures in the cities.
According to Johns Hopkins University's tracker, as of Sunday afternoon, Israel has approximately 154,000 confirmed coronavirus cases, including more than 1,108 deaths. A recent report from the country's coronavirus information center said that the growing rate of infections is bringing hospitals to maximum capacity.

Israeli Health Minister Labeled 'Murderer' by Graffiti in Jerusalem - Report
The graffiti were possibly related to a lockdown imposed upon areas of Jerusalem where high rates of coronavirus infections were detected, including several ultra-orthodox neighborhoods.
A number of spray-painted graffiti denouncing Israeli Health Minister Yaakov Litzman were discovered on the walls of Jerusalem's ultra-orthodox Mea Shearim neighborhood on 12 April, The Times of Israel reports.
According to the newspaper, the graffiti, which brand Litzman as a "murderer" and "Amalek" (biblical enemy of the Israelites) appears to be an act of protest against a lockdown of the areas of the city where high rates of coronavirus infections were detected, as some of said areas apparently include ultra-orthodox districts.
While municipal officials were dispatched to clean up the "vandalism", the police have already opened an investigation into the matter.
Citing data released by Israel's Health Ministry, the newspaper noted that "about 75 percent of the infections in Jerusalem have occurred in ultra-Orthodox neighborhoods".
So far, Israel's Health Ministry has documented over 10,000 cases of the novel coronavirus and more than 100 deaths.

On Wednesday evening, Israeli Prime Minister Benjamin Netanyahu ended his self-isolation period, but now he has to go back into quarantine after another senior official tested positive for Covid-19.
Netanyahu is one of several top government officials who will be quarantined following the positive test of Health Minister Yaakov Litzman. Others include Yossi Cohen, the head of the Israeli spy agency Mossad, National Security Adviser Meir Ben-Shabbat, and several leadership-level figures in the Health Ministry who all recently came into contact with Litzman.
The 71-year-old health minister and his wife Chava were found to have contracted the killer virus, his office confirmed on Wednesday overnight. Both feel well, but in line with the ministry's guidelines, everyone who came into contact with him must go into a 14-day quarantine.
Ironically, Netanyahu had just ended his own period of isolation, which was mandated after his Knesset affairs adviser, Rivka Paluch, tested positive for the disease. The two-week quarantine from their previous encounter expired on Wednesday evening.
The Israeli leader last tested negative for the disease on Monday. He will be working from his Jerusalem residence, his office said in a statement.
The ministry is currently investigating who else may need self-isolation. Litzman attended the Israeli parliament last week, so security footage is being reviewed to identify those he came into contact with.
It was not immediately clear where the minister himself contracted the virus. Itamar Grotto, the deputy director-general of the ministry, said it may have been another senior government official or someone within the Haredi community in Jerusalem. Litzman is the head of the ultra-Orthodox United Torah Judaism party.
As of Thursday, the Health Ministry identified 6,211 Covid-19 cases in Israel, with 29 patients dead so far.

A court ordered psychiatric panel has determined that alleged serial pedophile Malka Leifer has been feigning mental illness in order to avoid extradition to Australia, and assesses her as fit to stand trial, an official with knowledge of the case confirmed to The Times of Israel on Thursday.
The three-member panel had been convened on orders from Jerusalem District Court Judge Chana Lomp, who determined in September that the evidence regarding Leifer's mental state was contradictory and not sufficient for her to rule on whether to move forward with extradition.
Leifer is wanted in Australia on 74 charges of child sex abuse allegedly perpetrated against several of her students while she served as the headmistress of the Adass Israel ultra-Orthodox school in Melbourne from 2000 to 2008.
he psychiatric panel had been slated to present its findings last month, but on the day of its court-ordered deadline, the head of the medical board notified Lomp that he needed additional time to complete the evaluation.
The delay deeply angered officials in Australia, who have already been outspoken about Israel's handling of the case - and particularly Prime Minister Benjamin Netanyahu's decision in December to appoint United Torah Judaism chairman Yaakov Litzman as health minister.
Police in July recommended that Litzman be charged for pressuring Health Ministry officials to deem Leifer mentally unfit for extradition. One of the psychiatrists alleged to have been influenced by Litzman, Chief Jerusalem District Psychiatrist Jacob Charnes, changed his medical conclusion regarding Leifer's mental health three times since the case began, causing significant delays in the process.
The Jerusalem District Court is slated to convene next Tuesday, when the report on Leifer compiled by the psychiatric panel will be reviewed and both sides will be given the opportunity to cross-examine the doctors who evaluated the suspect. This is likely to require more than a single hearing.
The conclusion of the panel that Leifer has been feigning mental illness is likely to be the driving factor in Lomp's decision on whether to move forward with extradition, given that she personally had ordered it be convened.
However, officials in the prosecution have refused to provide a timeline on when Leifer is likely to be extradited as they expect her attorneys to appeal the final decision, further delaying the process by months.
Leifer's lawyers Tal Gabbay and Yehuda Fried said in a joint statement that the conclusions of the psychiatric panel were "no surprise." Nonetheless, they expressed confidence that the Jerusalem District Court would reject the findings, and instead rely on the several experts - including Charnes - who determined that their client is not fit to stand trial.
Dassi Erlich, one of Malka Leifer's alleged victims, excitedly hailed Thursday's developments in a tweet: "We cannot believe this day has come!!! Incredible news!! We knew this all along! Such a long wait, justice has come!!"
In 2000, Leifer left Israel to work at the all-girls Adass Israel ultra-Orthodox school in Melbourne. When allegations of sexual abuse against her began to surface eight years later, members of the school board purchased the mother of eight a plane ticket back to Israel, allowing her to avoid being charged.
She was arrested in Israel in 2014 after Australia filed for extradition, but a Jerusalem court suspended the proceedings in 2016, deeming her mentally unfit to stand trial. She was rearrested in 2018 after being filmed appearing to lead a fully functional life.
Both the prosecution and defense opposed Lomp's appointment of a new panel last October, arguing that sufficient evidence had been submitted to reach a verdict.
The state has relied on the legal opinions of three district psychiatrists issued over the last two years that determined that Leifer is mentally fit to face justice.
Leifer's attorneys, meanwhile, cited testimony from prison doctors, who say she takes the highest dosage of anti-psychotic medication. They also flew in several attorneys from around the world to argue that Leifer is not mentally competent.
Fried and Gabay have dismissed the undercover film of Leifer and insist that she suffers from mental illness, but that the debilitating panic attacks that she experiences largely occur when she is in situations of stress, such as in prison or at court hearings.

He is set to be questioned again by police later this week.
Litzman's comments came days after a judge rejected an appeal from Leifer's attorneys that she be released to house arrest, saying he could not release her on medical grounds unless he received an updated psychiatric opinion regarding her condition. Laifer's lawyers claim her detention over the past year has caused her mental state to deteriorate to the point where it is "life-threatening."
Leifer, an Israeli citizen, slipped out of Australia and went back to Israel in 2008, days before allegations of sexual abuse against her surfaced, in a plan orchestrated by officials at the Adass Israel school where she taught.
After authorities in Melbourne filed charges against her, Australia officially filed an extradition request in 2012. Two years later, Leifer was arrested in Israel but released to house arrest shortly thereafter. Judges deemed her mentally unfit to stand trial and eventually removed all restrictions against her, concluding that she was too ill to even leave her bed.
She was rearrested last February following a police undercover operation that cast doubts on her claims regarding her mental state, and has remained under custody since. The operation was launched after the Jewish Community Watch NGO hired private investigators who placed hidden cameras in the Emmanuel settlement, where Leifer had been living, which showed the alleged sex abuser roaming around the ultra-Orthodox town without any apparent difficulty.

The ministry said it will be refusing access to "sensitive" departments of hospitals to visitors who are not immunized against the disease. These wards include intensive care and oncology.
The ministry said in a statement that Deputy Health Minister Yaakov Litzman approved the "intensive measures" that would be introduced in ultra-Orthodox neighborhoods in Jerusalem and Beit Shemesh.
Starting Monday, Tipat Halav perinatal care centers in the Jerusalem neighborhoods of Ramot, Givat Shaul, Ramat Eshkol, Romema, Sanhedria and Ramat Shlomo will extend their opening hours until 8 p.m. every day for the next two weeks. Care centers in in Beit Shemesh and Beitar Illit will also be open late.
In addition, mobile vaccination clinics will be sent to the neighborhoods that are home to the largest spread of known infections - 753 have been recorded in Jerusalem's ultra-Orthodox communities alone - and where the immunization rate is around 50 percent.
Measles has made an aggressive return this year in Israel, with over 1,300 cases reported since the beginning of 2018, according to Health Ministry figures.

The trial of Malka Leifer, a former Haredi girls' school principal accused of sexually abusing her students in Melbourne, commenced on Tuesday, two years after she was extradited to Australia from Israel, where she fled in order to evade prosecution 15 years ago.
Since her extradition in January 2021, several preliminary hearings have been held, and a Melbourne court deemed Leifer fit to stand trial. But it took until last September to set the Tuesday opening hearing session, which focused on the selection of a jury.
Some 80 potential jurors were seen entering the closed hearing during which the sides negotiated the list down to 15 permanent members. Leifer, who has remained behind bars since her extradition, was present for the hearing on Tuesday.
The case is being heard before Victoria County Court Judge Mark Gamble and is expected to last roughly six weeks.
On Wednesday, the defense and prosecution will provide opening statements in the trial's first open hearing. The first of the complainants - sisters Dassi Erlich, Nicole Meyer and Elly Sapper - is expected to testify on Thursday.
Leifer faces 90 charges related to child sex abuse.
Her defense team has long maintained that Leifer is innocent, pleading not guilty to the charges.
"I'm relieved and delighted that this day has finally arrived and we look forward to some semblance of justice being served," said Manny Waks, head of Voice Against Child Sexual Abuse, an Israeli-based organization fighting child abuse in the Jewish community.
"We stand in support of all those impacted by this trial," he said.
Leifer left Israel to take a job at the Adass Israel school in Melbourne in 2000. When allegations of sexual abuse against her began to surface eight years later, members of the school board purchased the mother of eight a plane ticket back to Israel, allowing her to escape before charges were filed.
It took until 2014 for her to be arrested as part of an Interpol operation, but hearings were postponed due to claims by Leifer's defense team of sudden bouts of a debilitating condition. A Jerusalem court suspended proceedings in 2016, deeming her mentally unfit to stand trial. She was rearrested in 2018 after being filmed appearing to lead a fully functional life.
After over a year's worth of additional hearings, Jerusalem District Court Judge Chana Lomp concluded that the evidence regarding Leifer's health was still inconclusive and ordered a board of psychiatric experts to determine whether the former principal had been faking mental incompetence.
In February 2020, the panel filed its conclusion that Leifer had been faking, leading Lomp to make the same determination several months later. That ruling was followed by the judge's September 2020 decision to green-light the extradition sought by Australia.
The Leifer affair strained ties between Israel and Australia, with frustration peaking within the Australian Jewish community when allegations came to light that Israel's then-deputy health minister, Yaakov Litzman, was pressuring state psychiatrists to diagnose Leifer as mentally unfit to face justice. The accusations came after the physician assigned to the case changed his assessment three times regarding Leifer's mental state.
Last year, Litzman plead guilty to breach of trust, admitting to having abused his power while avoiding jail time. He was slapped with a $907 fine and an eight-month suspended sentence.

A Jerusalem court handed down an extremely light sentence to former minister Yaakov Litzman on Monday, as part of a plea deal that allowed him to avoid jail time. In exchange, Litzman admitted to abusing his powers in a failed bid to thwart the extradition of a suspected pedophile wanted in Australia.
Under the deal, the former United Torah Judaism party leader pleaded guilty to breach of trust, but prosecutors dropped an obstruction of justice charge, allowing him to avoid a moral turpitude enhancement that would have banned him from politics for several years.
The ex-health minister was accused of using his position to protect Malka Leifer, a former principal of an Orthodox girls' school in Melbourne, who fled to Israel when accused of sexually assaulting minors.
Instead of jail time, Litzman was given a fine of NIS 3,000 ($907) and an eight-month suspended sentence, which will only go into effect if he commits the same crime again within the next three years.
Last week, Litzman resigned from the Knesset as part of the deal, after holding his seat for 23 years. He promised to remain involved in politics.
According to the court ruling, Jerusalem District Attorney Danny Vitman argued at the sentencing hearing that the severity of Litzman's actions was clear, but added that "there were no financial or personal interests" that motivated Litzman, and that "his actions did not cause damage."
Litzman's attorney Jack Chen said that the former lawmaker "took responsibility for his actions," and defended him: "Out of 600,000 inquiries that he handled, on this occasion, there was a failure of judgment."
The Movement for Quality Government decried the deal when it was signed in January, calling it "shameful" and noting that it came on the heels of Shas party leader Aryeh Deri's tax offenses plea deal earlier that month.
"We will all pay a price for this conduct," they warned.
Charges were dropped relating to a second case in which Litzman was accused of preventing the closure of a deli cited for health violations. The deli was close to Litzman's home and he was acquainted with its owners.
In the Leifer case, the former minister was accused of pressuring employees in the Health Ministry to alter the conclusions of psychiatric evaluations that had deemed the accused sex offender fit for extradition.
Leifer was eventually extradited to Australia last year, nearly 13 years after she fled Melbourne, as allegations against her were coming to light and after a six-year legal process, during which a court determined that she had feigned mental illness in order to avoid facing justice. She is now facing trial in Australia for sexually abusing girls at a Jewish school.
Elected to the Knesset in 1999, Litzman was the de facto head of the Health Ministry for more than a decade, serving as either deputy or full health minister from 2009 until mid-2020.
Last year, Litzman stepped down as chair of the ultra-Orthodox United Torah Judaism party after 18 years at the helm, with Moshe Gafni taking the lead.
Yaakov Tessler, a member of the Vizhnitz Hasidic stream, replaced Litzman in the Knesset.

Litzman's lawyers, Jacques Chen and Noa Firer, said that the former minister "takes responsibility before an Israeli court," and argued that it was a "very borderline case," highlighting the more serious charges that were dropped.
As part of the plea deal, prosecutors dropped charges that Litzman used his influence to prevent a friend's deli from being shut down over health concerns.
The Movement for Quality Government in Israel said the court's acceptance of the "lenient and shameful" plea deal erodes public trust and law enforcement's ability to perform its duty.
Litzman resigned from the Knesset so that the court would not have to determine whether moral turpitude attaches to his actions, and a hearing on the matter will be held only should he return to the Knesset. The same approach was taken by Shas Chairman Arye Dery, who resigned from the Knesset before a plea deal in his case was reached, and he was convicted of tax offenses without turpitude being attached.
Under the plea agreement, another case was closed in which he was suspected of trying to influence professionals in the Health Ministry not to close a delicatessen belonging to a confidant of his.
The Health Ministry sought to revoke the delicatessen's production license, among other reasons due to listeria bacteria found in the deli's salads. The indictment draft claimed that Litzman, a regular patron of the delicatessen, who was also friendly with the owner, demanded that the district food department allow the establishment to remain open. This despite the professionals making it clear to him that removing the restrictions would constitute a "true hazard to the public."

After six years of court sessions in Israel and a year and a half in prison in Australia, Malka Leifer, the former school principal who has been charged with 74 counts of sexual abuse of students attending the religious Jewish girls' school that she headed in Melbourne, is finally going to trial.
Proceedings are scheduled to begin this Monday in the County Court of Victoria.
Dassi Ehrlich, who brought the case to public attention, is one of the students whom Leifer allegedly abused. She will be in court to give evidence, as will her sisters Elly Sapper and Nicole Meyer, who have also testified in the past to being abused by Leifer.
An Israeli citizen, Leifer fled back to Israel in 2008 after the allegations became public. Over the years, various Australian officials called for her extradition.
Leifer tried to avoid court hearings in Israel by feigning mental instability, but psychological evaluations indicated otherwise.
Former health minister Yaakov Litzman, a Gur Hassid and head of the Agudat Yisrael faction in the United Torah Judaism alliance, tried to protect her, an act that cost him his political career. After 23 years as a legislator, Litzman resigned from the Knesset this past June as part of a plea bargain in which he admitted to obstruction of justice.
Whistleblowers in Australia's ultra-Orthodox community
Manny Waks, an Israeli Australian who was raised in an ultra-Orthodox family in Melbourne and attended the Chabad Yeshiva, where he was sexually abused in 2011, blew the whistle on both the perpetrators and the people who tried to cover up the crime.
His family, in which he was the eldest of 17 siblings, had been the poster child of the religious community. But after the revelations of sexual abuse, the family was ostracized and subjected to malicious gossip.
Pained, but undeterred, Waks started a global movement aimed at protecting children from sexual abuse and empowering those who were abused to speak out against their assailants.
He also gave assistance to the Royal Commission on Institutional Responses to Child Sexual Abuse which was established in November 2012. Children in Jewish schools were just a tiny part of a pervasive phenomenon that did not differentiate between faiths or ethnic identities,
Waks, who has been extremely supportive of Ehrlich, will be in Melbourne to follow the trial and to report it, mainly on his Facebook account.

Malka Leifer update:
The Malka Leifer trial will finally commence on Monday 1 August at the County Court of Victoria in Australia. I'm pleased to share that I will travel from Israel tomorrow especially for the trial and will report on it regularly to the extent possible, mainly through this Facebook account. I intend to do a live-stream update via Facebook at the conclusion of each open Court session (please note that the court will be closed when the three complainants - Nicole, Dassi & Elly - will provide their evidence).
It seems likely that the pre-trial hearings won't conclude before Monday, so there will probably be a delay until everything is resolved (the Judge needs to resolve some legal arguments that are currently taking place). Once the pre-trial hearings conclude, we expect to go straight into jury selection - there are 100 potential jury members on stand-by for the selection process. Once a jury is selected, we'll go straight into opening statements. Subsequently, the three complainants will testify in a closed court. Once they finish testifying, it'll move back into open court for the testimonies of all the other witnesses. The trial is set for five weeks
We look forward to finally seeing some semblance of justice prevail and stand with the courageous Nicole, Dassi and Elly.

The Supreme Court approved the plea deal of former Health Minister Yaakov Litzman on Thursday for breach of trust in the Malka Leifer case.
Litzman, of the United Torah Judaism party, retired from Knesset last week as part of the plea bargain signed with former Attorney General Avichai Mendelblit and the Jerusalem Prosecutor's Office. By resigning, Litzman evaded the court's ruling on whether his conduct constitutes moral turpitude, which can only be made if he is still a lawmaker. As per Israeli law, such a ruling would forbid him from holding public office for seven years.
Under the lenient deal, he will also confess to committing breach of trust in the sex abuse case of Malka Leifer, a former school principal. Furthermore, he will be fined 3,000 shekels (about $900) and given a suspended sentence.
In the Leifer case, Litzman is suspected of attempting to thwart Leifer's extradition to Australia - where she is charged with raping and sexually assaulting her former students at a Jewish school - by pressuring the Jerusalem District Psychiatrist to change his opinion and deem her mentally unfit to stand trial.
In his statement released in January, former Attorney General Avichai Mandelblit said Litzman used his position as deputy health minister "with the intention of preventing or thwarting a judicial proceeding." By acting "contrary to the persecution and public interest," Litzman committed a breach of trust, he said.
The deal also includes closing an investigation into Litzman's alleged offering of perks to Health Ministry officials in order to keep them from shuttering a restaurant run by an associate of his, despite serious sanitation violations.
By leaving the Knesset, Litzman will be following in the footsteps of Shas Chairman Arye Dery, who was convicted of tax offenses as part of a plea deal in January.
Litzman said in December that he would not run for the Knesset again. However, UTJ sources said he does not plan to quit political activity and, like Dery, plans to attend his party's Knesset meetings and run it from the backseat.

Ultra-Orthodox legislator and former minister Yaakov Litzman on Wednesday resigned from the Knesset after 23 years at the head of his United Torah Judaism party.
Litzman's resignation was part of a plea agreement reached four months ago with the prosecution, after he was charged with aiding accused Australian pedophile Malka Leifer's attempts to avoid facing trial in Australia.
The former educator was charged with sexually abusing several former students when she was principle of a Jewish girl's school in Melbourne and had fought extradition through the Israeli courts, for six years, causing strain to Israeli Australian relations.
She was finally extradited in 2020 after a Supreme Court ruling.
Litzman was charged with obstruction of justice and breach of trust, while he was Health Minister in a government led by Benjamin Netanyahu, when he tried to influence a psychiatric evaluation of Leifer and determine that she was mentally unfit to stand trial.
The prosecution claimed he had offered lucrative promotions, in exchange for the desired professional opinion.
In a plea deal with then attorney general Avichai Mandelblit, the former minister pled guilty to breach of trust in the Malka Leifer affair and received a suspended sentence and a fine in exchange for his immediate resignation from the Knesset.
The ultra-Orthodox lawmaker was also suspected of trying to influence Health Ministry officials to prevent the closure of a restaurant owned by a close associate, whose poor sanitation conditions led several customers to fall ill.
Litzman handed in his resignation letter to Knesset Speaker Mickey Levy.
"I am ending with satisfaction, many years of service in the Knesset, out of gratitude to the all mighty who allowed me to serve the public with dedication and loyalty," Litzman said in a statement.
Litzman is the second ultra-Orthodox member of Knesset to resign over crimes committed. Last week Shas leader Arye Deri resigned his Knesset seat after he was pled guilty to tax evasions.

United Torah Judaism MK Yaakov Litzman had a pacemaker installed over the weekend after he felt unwell and was taken to Jerusalem's Shaare Zedek Medical Center, the hospital said Saturday.
The hospital said the operation was decided on after a series of tests. It said the procedure was successful and that Litzman was recovering and feeling well.
A pacemaker monitors a patient's heart rhythm and ensures it is beating at a healthy rate.
Litzman is slated to retire from politics soon, having told his party he would do so after the Knesset's Passover break, which takes place from mid-March to mid-May.
The Haredi MK has been serving in the Knesset for 23 years. First elected to the Knesset in 1999, Litzman was the de facto head of the Health Ministry for more than a decade, serving as either deputy or full health minister from 2009 until mid-2020.
Last year, Litzman stepped down as chair of the United Torah Judaism party after 18 years at the helm, with Moshe Gafni taking the lead. Litzman is now the party's No. 2.
In December, the veteran parliamentarian announced he would not run again for a Knesset seat. He did not provide a reason for accelerating his timeline, said his spokesman. Litzman has said in the past that his decision to leave politics was not related to pending charges against him.
Litzman is currently negotiating a plea deal for a single charge of fraud and breach of trust in relation to the Malka Leifer case. The plea bargain, which has come under public criticism as a sweetheart deal that drops an obstruction of justice charge, avoids prison time, and includes a nominal fine of NIS 2,800 ($865), is still awaiting court approval, according to Litzman's spokesman.
Leifer, a former principal of a Melbourne Orthodox girls' school, is accused of sexually assaulting minors. Litzman is accused of using his former position as deputy health minister to block Leifer's extradition to Australia, which ultimately happened in January of last year, 13 years after she fled to Israel to escape investigation.

Communal leaders are fuming following reports that Israel's former deputy health minister Yaakov Litzman has signed a plea deal after being charged with using his position to thwart the extradition of accused child sex offender Malka Leifer.
It was revealed last Thursday that the obstruction of justice charge would be dropped in favour of an admission of breach of trust and, avoiding a jail term, he would simply be sentenced to probation, as well as a fine of NIS 3000 (approximately $1300).
Litzman had been accused of pressuring those evaluating Leifer's fitness to face extradition proceedings to change their reports.
President of the Zionist Federation of Australia Jeremy Leibler said, "If Yaakov Litzman has pled guilty to a charge of breach of trust ... it is difficult to comprehend how a small fine and suspended sentence delivers justice to the survivors of Leifer's alleged abuse.
"While we respect the Israeli judicial process, we urge the court which must approve the deal to have regard to the impact that Litzman's alleged conduct has had and continues to have on the public's confidence in the integrity of Israel's elected officials."
The Executive Council of Australian Jewry was equally disheartened with co-CEO Peter Wertheim lamenting, "We are thankful that Israel finally extradited Leifer to Australia after seven years of extradition proceedings. But for how many years were those proceedings wrongfully prolonged, to the added distress and anxiety of the survivors of Leifer's alleged abuse, as a consequence of Yaakov Litzman misusing his former position ... to thwart the extradition?
"Any interference in the course of justice by a government minister is an abuse of power of the utmost gravity. For the sake of Israel's good name and the high reputation of its system of justice, such abuse needs to be punished with appropriate severity. A fine and a suspended sentence ... fall well short of the mark ... No judge should approve it."
Australia/Israel & Jewish Affairs Council executive director Colin Rubenstein concurred, stating, "It is a truth in both secular and Jewish jurisprudence that justice must not only be done, but must be seen to be done, and neither of these requirements would seem to be fulfilled here.
"This result can only add to the trauma of Malka Leifer's alleged victims ... Their distress will be shared by the Australian Jewish community as a whole, which has followed and admired their inspirational fight for justice."
Leifer, who was extradited to Australia last year, has pleaded not guilty to at least 70 charges relating to child sexual abuse allegedly occurring at Melbourne's Adass Israel School between 2004 and 2008.

United Torah Judaism lawmaker Yaakov Litzman signed to a plea bargain on Thursday under which he will admit to breach of trust over the so-called Malka Leifer affair, in which he was accused of interfering with the psychiatric evaluation of a former school principal who allegedly committed dozens of sex crimes against children.
Under the terms of the deal, reached with Attorney General Avichai Mendelblit and the Jerusalem District Prosecutor's Office, Litzman will have to pay a 3,000-shekel (about $940) fine and receive a suspended sentence.
The charges of obstruction of justice against him will be dropped in the affair, in which he was accused of interfering with the professional opinion of a Health Ministry psychiatrist in connection with Leifer's extradition to Australia to face rape, sexual assault and sexual abuse charges.
Leifer's attorneys had sought to block her extradition to Australia, where she was wanted and is set to stand trial for alleged crimes against underage students at the school she administered, on the grounds she was unfit to stand trial.
The indictment against Litzman alleged that while he was serving as deputy health minister between 2015 and 2018, he pressured the ministry's Jerusalem district psychiatrist to alter his professional opinion on Leifer's psychological fitness in order to prevent her from being extradited. In the end, Leifer's claim was rejected, and she was extradited last January.
The plea deal announcement issued by the attorney general's office asserted that Litzman had exploited his position as a deputy minister "with the intention of preventing or thwarting legal proceedings or causing a miscarriage of justice."
The offense of breach of trust relates to the fact that Litzman was "acting arbitrarily, out of outside considerations, contrary to law and contrary to the public interest for which he was entrusted as deputy health minister," the statement said.
A second case against Litzman, in which he allegedly sought to block the Health Ministry from closing a delicatessen near his home, will be closed.
The delicatessen affair involved a business called Beit Yisrael whose license Health Ministry inspectors planned to rescind, partly because of the discovery of listeria contamination in its prepared salads.
Litzman, a regular customer who was friendly with its owner, was accused of demanding that Jerusalem district food inspectors allow the business to remain open. He allegedly insisted on this despite warnings from the inspectors that allowing the delicatessen to stay open "constituted a real danger to the public."
Magen, an organization that has been supporting the victims of Leifer's alleged offenses, was critical of the plea deal.
"Unfortunately, today brings to an end a difficult period that has caused Malka Leifer's victims immense grief," the group said. "We share the victims' anger over the plea bargain and note that even though under the Israeli legal system they were not party to the case, there was room to hear their opinion," the organization said.
"We hope that the admission [of guilt] will serve to validate the severity of these acts and that next time politicians will know that they are not above the law," it added.
The plea agreement comes a month after Litzman denied he was negotiating a plea bargain but said he would not seek reelection to the Knesset. "If there are new elections, I won't run. I'm not returning to the Knesset," he said in an interview with the Knesset Channel. Litzman said his decision was unrelated to the criminal proceedings he was facing.

A former Israeli Health Minister is set to be prosecuted for interfering in the Malka Leifer case by attempting to prevent her extradition to Australia.
Ms Leifer, 54, fronted the Melbourne Magistrates Court earlier this month and is facing 74 charges of child sex abuse, including multiple counts of rape, indecent assault and sexual penetration of a child.
She is accused of abusing three sisters - Dassi Erlich, Nicole Meyer and Elly Sapper - during her time as headmistress of Adass Israel School in Elsternwick between 2001 and 2008.
Israeli media is now reporting the former health minister Yaakov Litzman will be prosecuted for trying to prevent Ms Leifer from being extradited to Australia to face justice.
The Israeli police fraud unit has been investigating Mr Litzman for several months after it was alleged he pressured psychiatrists to state Ms Leifer was unfit to stand trial in Australia while the extradition case was ongoing.
It is alleged he contacted the three senior psychiatrists who were assessing Ms Leifer on multiple occasions, offering them promotions to find her unfit to travel.
Dassi Erlich previously told AAP she had long believed he had tried to interfere with the case, saying she had met him in Israel.
"He did not seem to want to talk to us until [he was] repeatedly asked to have a word," Ms Erlich said.
"He looked us in the eye and said - 'I do not support extradition, and I will not, But I will not intervene.'"
Manny Waks, chief executive of VoiCSA, said his organisation had concerns Mr Litzman had been interfering with the case.
"Having sat through most of the 70 plus court hearings in Israel, it was clear to me, and to many others, that something was amiss," Mr Waks said.
"When it was announced that Israel Police was investigating Litzman for interfering in this prolonged case, and ultimately recommended that he be indicted, it all made sense."
The sisters are among 10 witnesses set to give evidence against Leifer in a five-day Melbourne Magistrates Court committal hearing scheduled for September.
Ms Leifer has long maintained her innocence.
Last year the deputy health minister's office released a statement denying any wrongdoing, continuing to say Mr Litzman was cooperating fully with police.
Ms Leifer flew to Israel 2008 but was arrested there in February 2018 over allegations of child sexual abuse linked to her time as head of the school in the 2000s.

Israel's Supreme Court has rejected an appeal by former Melbourne school principal Malka Leifer against a ruling to extradite her to Australia to face 74 charges of sexual abuse.
It's the last time - after six years of legal battles - the former principal of Elsternwick's Adass Israel girls school can appeal to the Supreme Court to attempt to stop the extradition.
"Since the petition was filed, it appears that there is no proceeding that the appellant has not taken and that there is no claim that she missed, in an attempt to prevent her extradition," Supreme Court Judge Anat Baron ruled.
"As is well known, extradition agreements signed by the State of Israel, the purpose of which is international cooperation for the eradication of crime, must be respected, and anyone who seeks to escape himself will know by law that he will not find a city of refuge in Israel."
The country's Justice Minister Avi Nissenkorn can now sign the extradition order to have her returned to Melbourne to face trial.
"I welcome the Supreme Court's ruling declaring extradite Malka Leifer to Australia," he wrote on Twitter.
"After long and torturous years, the time has come to do justice to Leifer's victims. I intend to sign the extradition order without delay."
That signature can also be subject to an administrative appeal.
Malka Leifer's alleged victims, three sisters who were her pupils, expressed relief at the judgement.
"To understand that this point has finally been reached from the day we gave our police statements in 2011, it's really staggering," Nicole Meyer said.
"It's just huge because it is something we have been fighting for, for 74 court hearings and every single day in between."
Australia's Attorney-General Christian Porter, who discussed the case when he travelled to Israel last year, welcomed the decision.
"Although this latest development is a significant step forward - possibly the most positive steps thus far - in what has been a long process, there are still steps to be undertaken in Israel," he said.
"Nevertheless, this is a significant milestone which should provide alleged victims some hope that this part of the process to bring Ms Leifer to justice in Australia is edging closer to a conclusion."
Victoria Police sought Malka Leifer's extradition in 2014, but proceedings stalled two years later when an Israeli court ruled she was mentally unfit to face trial.
But when evidence emerged Malka Leifer was lying about being catatonic and incapacitated by anxiety, Ms Meyer and her sisters Dassi Erlich and Elly Sapper began a public campaign called "Bring Leifer Back", asking for the extradition proceedings to recommence.
An organisation dedicated to stopping child abuse in the tight-knit orthodox community, Jewish Community Watch, commissioned a private investigator to secretly film Malka Leifer enjoying a normal life: shopping, travelling to Tel Aviv on public transport and attending Jewish religious festivals.
Their evidence triggered an Israeli police investigation and a recommendation Malka Leifer be charged for obstruction of justice.
She was put in jail on remand and extradition proceedings restarted in 2018, with fierce opposition from her top-shelf legal team and backers within her orthodox community.
Israel's deputy health minister Yaakov Litzman, from the same ultra-orthodox sect, was also accused of interfering by pressuring the state psychiatrist to change his assessment of Mrs Leifer's mental state to block her extradition.
He denied wrongdoing but police recommended he also be charged.

The Supreme Court will convene Thursday morning to adjudicate what could well be the final appeal from Malka Leifer's defense team, with its six-year effort to prevent the alleged child rapist from being extradited to Australia just about out of options.
The latest appeal is against the Jerusalem District Court's September decision in favor of extraditing the former headmistress of Melbourne's Adass Israel ultra-Orthodox girls' high school back to Australia, where she is wanted on 74 charges of child sex abuse.
The 9 a.m. hearing will be the 74th court date in a drawn-out saga whose delays have tested Jerusalem's relations with Canberra. Frustration in Australia - which has registered its interest in Leifer's swift return at the highest levels of Israel's government - peaked last year when allegations came to light that then-deputy health minister Yaakov Litzman was pressuring state psychiatrists to diagnose Leifer, who fled to Israel in 2008, as mentally unfit to face justice. The accusations came in light of the fact that the physician assigned to the case had changed his assessment three times regarding Leifer's mental state. Police have recommended that Litzman be indicted for his alleged conduct involving the case.
The hearing is expected to last several hours, and a decision will likely be handed down several days later. Sex abuse victims' advocates following the case have expressed optimism that the appeal will be rejected given that the makeup of the Supreme Court panel is identical to the one that ruled against Leifer in September.
Then, justices Anat Baron, Isaac Amit, and Ofer Grosskopf unanimously rejected an appeal from the defense seeking to overturn a psychiatric panel's determination that Leifer had been feigning mental illness to evade extradition and was in fact fit to face justice. The judges in their decision also scolded the Jerusalem District Court for allowing the legal proceedings to drag out for so long.
If the Supreme Court once again rules against the defense, Leifer's extradition will be placed before Justice Minister Avi Nissenkorn for his signature. An official in the State Prosecutor's Office told The Times of Israel that while the defense is technically allowed to file an appeal once more following the justice minister's decision, it is unclear whether the Supreme Court would agree to hear the case again after having already just done so.
Once Nissenkorn signs off on the extradition, Israel will have 60 days to place Leifer on a plane to Australia.

Israeli Prime Minister Benjamin Netanyahu made an "unlawful promise" to Australian political elders including John Howard and former deputy PM Wayne Swan to speed the extradition of accused sex predator Malka Leifer, her defence will claim in a last-ditch bid to scuttle her return to Melbourne to face trial.
The gambit turns on a meeting last October in Mr Netanyahu's Jerusalem office where he told the high-powered delegation that Israel's government would not stand in the way of Ms Leifer's extradition if and when it was approved by local judges.
Following the granting of Australia's longstanding request for her extradition on Monday by the Jerusalem District Court, one of Ms Leifer's lawyers, Nick Kaufman, said Mr Netanyahu's alleged commitment to send her on her way breached due process.
If Israel's peak Supreme Court rejects Ms Leifer's foreshadowed appeal against the extradition order, the final decision rests with Justice Minister Avi Nissenkorn, whose approval is required to put her on a plane.
Mr Kaufman told The Australian that the Justice Minister's pledge to "work to expedite" the process reflected the "undue influence" of Mr Netanyahu on the back of his illegal promise to the Australian dignitaries.
"The minister's discretion to extradite is only exercised after an appeal procedure is exhausted and after he has heard submissions from the accused," the lawyer said. "When the Justice Minister welcomes the decision of the District Court and announces prior to the appeal that he will do all in his power to speed up Malka Leifer's extradition to Australia, then he is not, I submit, acting in accordance with accepted principles of administrative propriety."
Neither office of Mr Netanyahu or Mr Nissenkorn would comment.
Ms Leifer, 55, faces 74 charges of sexual abuse including rape against sisters Nicole Meyer, 35, Dassi Erlich, 32, and Elly Sapper, 31, committed in 2003-07 while she was principal of Melbourne's Adass Israel ultra-Orthodox Jewish School. She fled home to Israel in 2008 when the first allegations against her emerged.
The October 29, 2019, meeting with Mr Netanyahu was arranged by Zionist Federation of Australia president Jeremy Leibler, heading the delegation of former prime minister Mr Howard, Mr Swan, former Liberal foreign minister Alexander Downer, another former federal Liberal opposition leader Brendan Nelson and former federal Labor minister Stephen Conroy.
Mr Leibler asked Mr Netanyahu whether his government would be bound by a public commitment by former justice minister Ayelet Shaked to sign the extradition order once the court process was completed.
This was in the context of her sacking by Mr Netanyahu in June 2019 in what was seen as a pre-election power play, and revelations police had recommended criminal charges against then deputy health minister Yaakov Litzman, a leader of the ultra-Orthodox religious right, over alleged witness tampering on Ms Leifer's behalf. "I don't recall him (Mr Netanyahu) specifically saying the justice minister would sign the order, but he said his government would not do anything to interfere with or further delay the process once judicial hearings had been completed," Mr Leibler said.
Mr Kaufman had since asked that he forward any notes or documentation from the meeting, a request Mr Leibler rejected.
In ordering Ms Leifer's extradition, judge Chana Miriam Lomp of the Jerusalem District Court on Monday demolished a defence argument that Australian jails could not cater for the needs of a strictly Orthodox Jewish woman.
As Ms Leifer was not resident in Israel at the time of the alleged sex offences, she should serve time in Australia if found guilty, the judge said.
Saluting her alleged victims, Victorian Premier Daniel Andrews on Tuesday said the sisters were "heroes" for fighting for justice.
"The courage, grace and dignity of those Victorians is quite amazing," he said.

The defense then went on to claim that the media in both Israel and Australia have "turned Malka Leifer into a monster." Kaufman asserted that his client should not be extradited, as there would be no way she'd receive a fair trial in Australia.
He also accused Israeli and Australian ministers and politicians of "interfering in the case." On Sunday, the Supreme Court rejected Kaufman's appeal to subpoena the minutes from meetings Israeli politicians held with Leifer's alleged victims and Australian lawmakers.
"Even Netflix plans on making a show about Malka Leifer," the defense attorney lamented, claiming that Australians had read about the Jerusalem District Court's May ruling finding his client to be feigning mental illness and that she would not receive a fair trial as a result. Leifer will likely undergo similar proceedings to determine her mental fitness in an Australian court if she is extradited.
Kaufman spoke for over twice as long as Akiva during the hearing, but the state prosecutor was unmoved by the difference, telling The Times of Israel afterwards that whoever has to speak as long as the defense attorney did "has no case."
Speaking to reporters over Skype following the session, plaintiffs Erlich and Meyer expressed their dismay over the defense calling into question whether they had consented to the alleged abuse by Malka Leifer.
"This was an incredibly traumatizing day for us. We did not expect the issue of consent in sexual abuse to still be an issue in the year 2020," Erlich said.
Meyer said it was particularly difficult not being in the courtroom as the defense questioned their story. However, she said the fact that the hearing finally took place, nine years after she and her two sisters filed police complaints, "gives us hope that she'll be sent back."
Avital Ribner-Oron from the prosecution called Monday's session a "significant milestone."
Speaking to reporters, she condemned "numerous attempts made by defense counsel to have hearings postponed" and expressed satisfaction that the court set a date in which a decision will be handed down.
"We're confident that the extradition was filed based on law, based on Israel's treaty with Australia and based on facts. We're looking forward to a swift conclusion," Ribner-Oron said.
Kaufman said after the hearing that he did not intend to cause suffering to the alleged victims by attempting to poke holes in their story. However, he said his client is "entitled to the presumption of innocence" and that the requirements for extradition were not met by Israel.
"I'm not saying that [the alleged victims] agreed to the [sexual] acts. However, the onus is on the prosecution to prove that there was lack of consent and that there was awareness by the defendant that there was a lack of consent," he said.
Listening to the comments outside the courthouse, sex abuse victims advocate Manny Waks said he was "disgusted" by Kaufman's remarks.
"Here we have someone claiming to be experienced in prosecuting sexual offenses trying to poke holes in what the victims claim, [claiming] the fact that they continued seeing Leifer proves that they had consented to the abuse. You can't claim to be a prosecutor experienced with these cases and then ignore the reality that victims frequently return to their abusers," said Waks, the chairman of the Kol V'Oz victims' rights group.
Leifer left Israel to take a job at Adass in 2000 before fleeing Australia eight years later. She was arrested in Israel in 2014 after Australia filed for extradition, but a Jerusalem court suspended the proceedings in 2016, deeming her mentally unfit to stand trial. She was rearrested in 2018 after being filmed appearing to lead a fully functional life.
Leifer was allegedly aided by former health minister Yaakov Litzman, who police last year recommended be indicted for pressuring psychiatrists in his office to change the medical opinions submitted to the court to deem her unfit for trial.

The Supreme Court hearing Sunday addressed the latest appeal filed by the defense, demanding access to minutes from a series of meetings held by Leifer's accusers as well as Australian politicians with Israeli lawmakers, including former justice minister Ayelet Shaked, regarding the case.
Following the accusers' sit-down with Shaked, the former justice minister said she would sign off on Leifer's extradition if it is ordered by the court. Kaufman, a prominent British-born lawyer specializing in international criminal law, argued that Shaked's remarks represented an act of interference by the political echelon in the court system.
Supreme Counrt Justice Daphna Barak-Erez did not appear to accept many of Kaufman's arguments on Sunday, repeatedly calling them "irrelevant."
Leifer herself appeared at Sunday's hearing for the first time in years, albeit by Zoom.
Ultimately, the judge rejected the appeal late Sunday night.
The defense has also appealed the May decision deeming Leifer fit for an extradition hearing, and the Supreme Court is slated to reconvene on the matter on July 29.
In a statement ahead of Monday's extradition hearing, Erlich said, "We have been waiting for this moment since 2011 when we signed our police statements.
"Today our story and details of the sexual abuse will be aired in an Israeli court for the first time. This is equally validating and terrifying," she added.
"Validating to finally have a voice in a six-year court process focused on Leifer's mental health without any consideration for ours. Terrifying to know that details of our lives will be exposed in way that we can't control," Erlich said.

After over a year's worth of additional hearings, Lomp concluded that the evidence regarding Leifer's health was still inconclusive and ordered a board of psychiatric experts to determine whether the former principal has been faking mental incompetence. In February, the panel filed its conclusion that Leifer has been faking, leading Lomp to make the same determination in May.
The nature of the delays in the Leifer case have been a source of strain in Israel's relations with both Australia's government and the Jewish community there as well.

Lawyers for alleged paedophile Malka Leifer have appealed an Israeli court's finding that the former principal is mentally fit to be extradited to Australia to face sexual abuse charges.
The move could delay an extradition hearing due on July 20 on whether the former head of the Adass Israel School in Melbourne must return to Australia to face 74 charges of sexually abusing three of her former students.
Ms Leifer's lawyers lodged the appeal with the Jerusalem High Court after Israel's District Court in May found Ms Leifer was faking mental illness to avoid extradition.
Even though numerous examinations have found she is mentally competent, her lawyers now argue a court finding in 2016 that she was mentally ill should be reinstated.
That ruling came before a hidden camera investigation revealed Ms Leifer was lying about being catatonic and incapacitated by mental illness and instead was living a normal life in a remote West Bank settlement.
The footage and a subsequent investigation by Israel Police, which recommended Ms Leifer be charged with obstruction of justice, were the basis for the new psychiatric assessments.
The Supreme Court is yet to set a date for the appeal.
Prison service provided anti-psychotic medication
Ms Leifer's lawyers, Tal Gabbay and Yehuda Fried, previously lodged a civil claim alleging the Israel Prison Service (IPS) was negligent in its care of their client, because it gave her anti-psychotic medication.
In response, the prison service said it was treating her mental illness, a statement the lawyers now say is new evidence that their client should not be extradited.
"While all the time the applicant is detained for faking mental illness, she is diagnosed, weekly for over two years, by psychiatric experts at the Israel Prison Service and treated with significant antipsychotics," they said in their appeal petition.
"If the applicant wants to impersonate a mentally ill person and is therefore eligible to stand trial, IPS experts remain firm in their opinion that their diagnosis is correct ... it is clear that we are facing issues that are not sufficiently clear and blatant, to say the least."
Manny Waks, an Australian-Israeli advocate for survivors of sexual abuse, said the appeal was not surprising.
"Of course, every defendant is entitled to due process, so we will anxiously await the outcome of this process," Mr Waks said.
"However, based on the evidence, and as someone who has followed this case very closely, I expect this appeal to be promptly overturned, and for Leifer to be extradited to Australia in the near future."
Case repeatedly delayed
Ms Leifer, an Israeli citizen, is accused of abusing three sisters during her time as headmistress of the Adass Israel School between 2001 and 2008.
She allegedly fled Australia for Israel in 2008 when she learned the women were planning to file a complaint with police.
Australia lodged an extradition request for Ms Leifer in 2014, but the case has been repeatedly delayed.
In January, a panel of psychiatrists concluded the 54-year-old was faking her mental illness to avoid extradition which led to the finding in Israel's District Court.
The case has been delayed extensively by legal manoeuvring and allegations of political interference.
Israel Police recommended the country's former deputy health minister, ultra-orthodox rabbi Yaakov Litzman, be indicted for interfering in the case to block the extradition.
The decision in May that Ms Leifer was faking mental illness and could face the extradition hearing was the first significant progress in years.

As we have all along announced, that Minister Litzman has been working throughout his years for the benefit of Israeli citizens, with complete transparency and by the law.
What is well known and widely known is that the Litzman Chamber practices an open-door policy of assisting and helping the public.
This is without discrimination between the populations and sectors and without clarifying the status of those who call for assistance, except by law and compassion.
The police statement also clearly shows that the police also believe that no offense was committed in most of the suspicions that Minister Litzman had previously investigated.
Regarding the other allegations, we are unquestionably confident that, upon close examination, it will be discovered that no defect has occurred in the Minister's actions.
Minister Litzman's public integrity and tremendous work, especially in the area of public inquiries from all populations, is well known and known to all, with strict adherence to the law, and this will soon be proven.
It should be emphasised that there was no interference on the part of Litzman in the professionals' decisions.

CONTROVERSIAL Israeli MK Yaakov Litzman, who is accused of aiding alleged child sexual abuser Malka Leifer, has informed Prime Minister Benjamin Netanyahu that he will step down as health minister.
Litzman is set to head an expanded Housing portfolio instead, according to multiple media reports on Saturday night (Israel time).
The announcement has been welcomed by child sexual abuse victims' advocate Manny Waks, who said this was a "positive development" in the Leifer case.
Litzman has faced criticism for allegedly using his position as Health Minister to interfere in attempts to extradite Leifer to Australia, by pressuring psychiatrists to state she was unfit to stand trial. Litzman denies the allegations.
Israeli police have recommended he face charges over the alleged interference.
"Based on the police recommendation to indict Litzman on a range of serious charges ... it seems a significant barrier for Leifer's extradition has now been removed," Waks said.
"May justice finally prevail!"
According to a report on Channel 12, Litzman asserted that his decision was not tied to recent public criticism of his handling of the coronavirus crisis.
Litzman came under heavy criticism when a television report said he took part in group prayers in violation of his own ministry's guidelines shortly before he was infected with the coronavirus.
Litzman had reportedly been instructed by Rabbi Yaakov Aryeh Alter, the head of the Gur Hasidic sect, to change ministries.
According to Ynet, ultra-Orthodox leaders believe Litzman could be helpful to the community's needs from the Housing Ministry, while avoiding being scapegoated for any fallout from the pandemic.
Blue and White officials told the Ynet news site they would demand the Health Ministry be given to a health expert rather than a politician in light of the coronavirus crisis.
They added that they were willing to give up another ministry in exchange for control of the portfolio, noting that Likud had been willing to give them the health portfolio during coalition negotiations if Litzman agreed, but Litzman had refused.
Yisrael Beytenu party head Avigdor Liberman joined the call for the ministry to be led by a professional rather than a politician.
Litzman, who leads the ultra-Orthodox United Torah Judaism party, has been the de facto head of the Health Ministry since 2009, except for a period between 2013 and 2015 when he was out of the government.
He has been largely absent from the public eye over the two months of the coronavirus crisis (some three weeks of which he spent being treated for a COVID-19 infection alongside his wife).

Health minister recovers from COVID-19 after weeks-long illness
Yaakov Litzman's office announces he has made a full recovery after twice testing negative for the coronavirus
Health Minister Yaakov Litzman has recovered from COVID-19 after consecutive tests for the coronavirus came back negative, the Health Ministry announced Sunday.
"I was notified of a full recovery from the virus, thank God. It was a great opportunity for me to become personally aware of the dedicated work of the country's precious medical staff," he said in a statement.
Litzman also urged Israelis to continue to adhere to the Health Ministry's social distancing guidelines, saying "only in this way can we defeat the coronavirus."
Health Ministry Director-General Moshe Bar Siman-Tov said in a separate statement that Litzman's wife Chava, who was also infected, had recovered.
Litzman, 71, was confirmed to have the virus earlier this month, becoming the first and so far only Israeli lawmaker to contract COVID-19.
His diagnosis sent Prime Minister Benjamin Netanyahu and other top officials into temporary self-quarantine due to their contacts with Litzman.
Hours after he tested positive, a television report quoted witnesses as saying Litzman had attended group prayer services a day before in a violation of his own ministry's guidelines.
Litzman, head of the ultra-Orthodox United Torah Judaism party, denied flouting the guidelines and brushed aside calls from opposition lawmakers to resign.
He also faced criticism for reportedly resisting the closure of synagogues and other religious institutions.
Litzman has already come under fire over the past year over allegations that he illicitly pressured officials in his office to change their psychiatric reports in order to deem alleged serial pedophile Malka Leifer unfit for extradition to Australia. Leifer has ties to Litzman's Gur sect of Hasidim. Last July, police recommended that the minister be indicted in the Leifer case. He denies wrongdoing.

Yaakov Litzman tests positive for coronavirus
Yaakov Litzman, who is accused of interfering in the process of Malka Leifer's extradition to face 74 charges of child sexual abuse, has tested positive for the coronavirus.
CONTROVERSIAL Israeli MK Yaakov Litzman and his wife Chava have tested positive for the coronavirus, his office has announced, saying they were both in a good condition.
The 71-year-old Health Minister is the most senior Israeli official to be diagnosed with the virus.
The pair was being "suitably treated and are in isolation, under observation in accordance with Health Ministry guidelines," the statement said, adding that all those who had been in contact with them would be informed and sent to quarantine.
Prime Minister Benjamin Netanyahu had been informed of the developments, the statement said, but did not say if this would affect the prime minister, who emerged from voluntary quarantine on Wednesday night after one of his aides was found to be carrying the virus.
Meanwhile, the strong possibility that Litzman will be in Israel's new unity government has triggered a joint appeal against his inclusion by Australia's peak Jewish bodies.
In a landmark letter to Israel's President Reuven Rivlin, Executive Council of Australian Jewry president Jillian Segal, Zionist Federation of Australia president Jeremy Leibler and Australia/Israel & Jewish Affairs Council national chairman Mark Leibler voiced their strong objection to Litzman being part of the new government, after allegations he interfered in the process of Malka Leifer's extradition to face 74 charges of child sexual abuse at Adass Israel School.
Litzman has denied allegations that, as health minister, he tried to influence testifying psychiatrists to declare the former Adass principal mentally unfit to stand trial, as presented on ABC-TV last month.
In negotiations with Likud, Benny Gantz's Blue and White party had initially demanded the health portfolio but later appeared to trade that for the justice ministry, which would enable Prime Minister Benjamin Netanyahu to reappoint Litzman, a move already condemned by high-ranking Israeli doctors.
Referring to Israeli police recommendations Litzman be charged, the rare joint letter stated, "We are utterly appalled by reports that Mr Litzman may be Health Minister in the new Israeli government, while the accusations against him concerning the ongoing Malka Leifer case remain unresolved.
"Some of Israel's most passionate supporters within the Jewish community and in the wider community in Australia have publicly expressed their dismay about the delays that have occurred, and other irregular aspects of the case," it stated.
"During your visit to Australia [in February] you gave an assurance that if hearings scheduled during the week of your visit did not see progress towards Malka Leifer being extradited to Australia, you would personally meet with the Chief Justice of Israel to discuss how this matter can be expedited. Sadly, there has been no such progress. Justice continues to be delayed and denied for Dassi Erlich, Nicole Meyer, Elly Sapper and Malka Leifer's other alleged victims."
The letter stated that expediting the Leifer case is "the unanimous desire of the organised Jewish community in Australia, and of Israel's many friends in the wider Australian community. Justice demands no less".
Erlich, a former Adass student when she allegedly became one of Leifer's victims, told The AJN this week, "A fair and just process has been thwarted by interference. How can we trust the system when the leaders of these systems themselves are not held accountable?"

Plea for expediting the Leifer extradition hearings
Three leading organisations within the Australian Jewish community have sent a joint letter to Israel's President Reuven Rivlin calling on him to make good his pledge to do whatever he could to expedite the case against Malka Leifer.
Leifer fled Australia in 2008 ahead of facing 74 charges of child sexual abuse. There have been over 60 hearings in a Jerusalem court in the hope of her extradition to Melbourne.
The Zionist Federation of Australia, The Australia/Israel and Jewish Affairs Council and The Executive Council of Australian Jewry penned the letter on Tuesday to the president reminding him of a pledge he gave during his visit to Australia in January to do what he could to stop the interminable delays.
In the letter they wrote "As you know, Malka Leifer's lawyers have resisted her extradition, maintaining that she is mentally unfit to participate in court proceedings.
So many aspects of this case have become notorious: the unexplained reversals of testimony by Jerusalem District Psychiatrist Jacob Charnes about Malka Leifer's mental fitness; the recommendation by Israeli police that Yaakov Litzman be charged with manipulating psychiatric evidence in the case while he was Israel's Deputy Health Minister; the evidence that Malka Leifer has been malingering; and the seemingly never-ending rounds of psychiatric assessments.
As each court appearance has passed without resulting in an extradition order, further trauma has been inflicted on the survivors and the reputation of Israel's justice system has been tarnished. We are utterly appalled by reports that Mr Litzman may be Health Minister in the new Israeli government, while the accusations against him concerning the ongoing Malka Leifer case remain unresolved."
The signatories, Mark Leibler AIJAC, Jillian Segal ECAJ, Jeremy Leibler ZFA, Dr Colin Rubenstein AIJAC, Peter Wertheim ECAJ, Alex Ryvchin ECAJ and Ginette Searle ZFA wrote that "some of Israel's most passionate supporters within the Jewish community and in the wider community in Australia have publicly expressed their dismay about the delays that have occurred and other irregular aspects of the case."
President Rivlin told leaders in Australia during his visit if there had not been any further progress he would meet with Israel's Chief Justice to discuss expedite the proceedings.
The letter goes on: "Sadly, there has been no such progress. Justice continues to be delayed and denied for Dassi Erlich, Nicole Meyer, Elly Sapper and Malka Leifer's other alleged victims.

Court again rejects bid to speed up extradition proceedings against Malka Leifer
An Israeli court has again rejected a bid to speed up extradition proceedings against alleged child abuser Malka Leifer, sparking renewed calls from an Australian MP to immediately send the former Melbourne school principal back to the country.
Labor MP Josh Burns has written to Israeli President Reuven Rivlin calling for the court proceedings to be completed "as expeditiously as possible" to allow Ms Leifer to be extradited to Australia.
According to a report by Israel's Channel 13, the Jerusalem District Court this week rejected the state attorney office's request to set a date as soon as possible for the formal extradition proceedings.
Judge Miriam Lomp said the required legal proceedings had not yet been completed and the request had no legal basis.
"I was a young woman and have since matured, yet never have I seen such a request," the judge said, according to the media report.
"Instead of acting in accordance with the instructions of the court, and advising its stance on the matters of investigating defence experts and the question of re-examining additional witness testimonies, the petitioner decided to submit an idle request without any legal basis."
In his visit to Australia last month, Mr Rivlin told Australian MPs he would take up the extradition case with his country's chief justice if no progress was made during court hearings that week.
Ms Leifer faces 74 counts of sexual assault in Victoria related to accusations by three sisters who say they were abused while she was a teacher and principal at the Adass Israel ultra-Orthodox Jewish school in Melbourne.
Mr Burns, whose Melbourne electorate of Macnamara takes in the school, wrote to Mr Rivlin on Tuesday to again raise concerns about the "constant delays" in the extradition case.
"The extradition process of Malka Leifer has gone on far too long and Australians are expressing their increasing frustration with the endless delays," Mr Burns wrote.
"While I make clear we do not wish to interfere with the independent judicial process currently under way, I again put our request that the extradition proceedings be completed as expeditiously as possible."
Mr Burns also called on Israel authorities to investigate allegations its Health Minister, Yaakov Litzman, interfered in the extradition case.
Since extradition proceedings were first brought by Australia more than five years ago, there have been more than 60 court hearings and the case still has not moved to the formal extradition phase.
Ms Leifer's defence lawyers argued she was mentally unfit to be extradited, but a psychiatric panel declared she was fit to stand trial in January this year.

MPs astounded at further Malka Leifer extradition delay
Government and Labor MPs have hit out at an "astounding" decision from an Israeli judge which could further delay the years-long extradition process of a former Melbourne school principal accused of child sex abuse.
The concern from Labor MP Josh Burns and former Australian ambassador Dave Sharma follows the decision of an Israeli judge on Tuesday to allow psychiatrists for the defence to testify again that Malka Leifer is not mentally fit to stand trial for extradition to Australia, after a psychiatric panel in January determined she was feigning mental illness and was fit to stand trial.
A former principal of Melbourne's ultra-orthodox Adass Israel girls school, Ms Leifer fled to Israel in 2008 as accusations against her surfaced. She has since been charged with 74 charges of child sexual abuse, with Australia lodging a formal extradition request in 2014.
The decision from Judge Chana Lomp comes months after an earlier psychiatric opinion that the principal was not fit to stand trial was thrown out over concerns Israel's Deputy Health Minister Yaakov Litzman had interfered with the assessing panel to influence their determination.
It is understood the decision to allow the psychiatrists for the defence to submit their opinions will force prosecutors seeking Ms Leifer's extradition to cross examine them in hearings, which would further delay the case that has already run for more than 60 hearings.
Josh Burns, the Labor MP for Macnamara in Melbourne which takes in the Adass Israel School where Ms Leifer is alleged to have committed the abuse, labelled the court's decision "astounding".
"It is astounding that Judge Lomp is allowing additional psychiatrists to testify against the independent medical panel that she appointed and who unanimously found that Malka Leifer is fit to stand trial," Mr Burns told The Australian.
"These seemingly endless delays and the allegations of corruption that have been made by Israeli police reflect extremely poorly on Israel and is exposing serious flaws in its justice system."
Dave Sharma, Liberal MP for Wentworth and former Australian ambassador to Israel, told The Australian the case has "already been delayed for far too long".
"I would be concerned by any steps which cause further delays in these proceedings," Mr Sharma said.
Earlier in February Mr Sharma and Mr Burns moved a motion urging Israel to extradite Ms Leifer immediately.
Dassi Erlich, one of Ms Leifer's former students and alleged victims, described the court's decision as going backwards.
"We have been patient. We have been calm. We have tried to trust the Israeli court system and understand this takes time," she wrote on Facebook.
"But when we go backwards and repeat a process that has already been endlessly delayed we have had enough!!
"Can anybody see the sense in this???"
Manny Waks, the head of Jewish child sexual abuse support organisation Kol V'Oz said the case had become "farcical".
"This unprecedented decision continues to make a mockery of the Israeli legal system," he said.
"Judge Lomp herself appointed this latest psychiatric panel, which has made a unanimous, unequivocal decision; that Leifer is faking her illness and that she is in fact fit to face justice.
"Why on earth does Judge Lomp need to hear from these psychiatrists again?"
The new psychiatric opinion will be submitted on Monday, with the next court date set for March 12.

FEDERAL members of Parliament united across the political divide this week calling for the "immediate extradition" of former Melbourne principal Malka Leifer from Israel.
The motion, introduced by Liberal Wentworth MP Dave Sharma and seconded by Labor Member for Macnamara Josh Burns, noted that "over five years have elapsed, and over 60 court hearings have been held in Israel, since the extradition request was first lodged, without any significant progress having been made".

Mr SHARMA (Wentworth) (18:46): I move:
(1) notes that Malka Leifer, the former Principal of the Adass Israel Girls School in Melbourne, fled Australia in 2008 as child sexual abuse allegations against her surfaced;
(2) reaffirms the formal extradition request that was filed by Australia in 2014 requesting she be returned to Victoria to face 74 charges of child sexual abuse;
(3) acknowledges the bravery of Ms Leifer's alleged victims - especially Dassi Erlich, Nicole Meyer and Elly Sapper for their tireless pursuit of justice;
(4) further notes that over five years have elapsed, and over 60 court hearings have been held in Israel, since this extradition request was first lodged, without any significant progress having been made;
(5) expresses regret and concern at the numerous attempts to prevent and delay Malka Leifer facing justice in Australia; and
(6) calls for the immediate extradition of Malka Leifer to Australia to face 74 charges of child sexual abuse.
I wish to address the House today about an important issue of justice. Ms Malka Leifer, who was principal of the Adass Israel School in Elsternwick, Melbourne, bolted from Australia in 2008, two days after she was sacked by the school board amid allegations surrounding inappropriate relationships with some of the pupils at the school.
In 2013, 74 charges of sexual assault were filed against Ms Leifer in connection with her time at Adass school. In 2014, Australia made a formal request for the extradition of Ms Leifer in order to face these 74 charges. In the same year, in August 2014, this extradition request was filed in the Jerusalem district court. I recall this well. I was living in Israel at the time, representing Australia as our ambassador. I distinctly recall receiving and formally conveying our extradition request. I expected it would be a straightforward case, that the wheels of justice would turn and that, within the space of 12 to 18 months, we would see Ms Leifer extradited to Australia in order to face justice for these most grave and serious charges levelled against her.
But I regret to report that in the five years that have elapsed since the extradition request was first made the wheels of justice have stalled. There have now been upwards of 60 court hearings in this case and yet only now are we just beginning, painfully slowly, to see the wheels of justice break free from their shackles and ever so perceptibly begin gradually to turn. The actual petition for extradition has in fact never been argued before the courts in Israel because, prior to each hearing, Ms Leifer would claim to be experiencing a psychiatric episode and fail to appear before the court. This behaviour is not only an affront to justice; it is deeply traumatic for the victims of this abuse, it is damaging to Israel's reputation and it is increasingly becoming a point of contention and friction in our otherwise positive and productive relationship with Israel.

Members of the House would be aware that, in a further twist in this case, the Israeli police have recommended the indictment of the Health Minister, Yaakov Litzman, in Israel for allegedly pressuring the officials in his office to prevent the extradition. This is an exceptionally serious allegation. If true, this would be a gross interference in the course of justice. I hope and, indeed, I expect that it will be fulsomely and fearlessly investigated.
In December last year, the member for Macnamara, Josh Burns, and I met with Dassi Erlich and Nicole Meyer, two victims of Malka Leifer's abuse who came to personally lobby for fast-tracked extradition. The passion and determination that Dassi and Nicole and others have shown in continuing to fight for justice in this case is inspiring. Nicole said of her motivations:
We're trying to send a message to all survivors that even if you have been abused life can go on, justice can be served, and we want to stand strong on behalf of all others, not just ourselves.

The bipartisan motion - which is expected to pass the house - will acknowledge "the bravery of Ms Leifer's alleged victims - especially Dassi Erlich, Nicole Meyer and Elly Sapper for their tireless pursuit of justice", and note that "over five years have elapsed, and over 60 court hearings have been held in Israel, since this extradition request was first lodged, without any significant progress having been made".
It will also call for the "immediate extradition of Malka Leifer to Australia to face 74 charges of child sexual abuse".
Alleged victim Dassi Erlich welcomed the motion, stating it was "important this issue remains outstanding in the minds of the Israeli legal and political establishment".
She said she felt "validated this frustrating process will not be ignored" by the Australian government until extradition proceedings are honoured by Israel.
"To our friends in Israel we say: it is time to act. Do the right thing and support justice for victims in both our countries," Sharma said.
"We have been exceptionally patient in this case, but enough is enough."
"Allegations of interference in this case, especially by the Israeli Minister for Health, Yaakov Litzman, are shameful," Burns added.

The alleged victims of an Israeli teacher accused of sexually abusing girls at a Melbourne school said they were distressed and angry about further delays to her extradition case.
The Jerusalem District Court has granted lawyers for the former principal of the Adass Israel girls school, Malka Leifer, time to cross-examine members of a psychiatric panel that found the 54-year-old had been faking mental illness to avoid extradition.
The panel is meant to be the final assessment of Ms Leifer's mental fitness after more than 30 previous examinations, many of which found her mentally competent to face trial.
Israel's State Attorney's Office had seized on its findings to press for a speedier resolution to the extradition hearing, so Ms Leifer could be sent to Australia to face 74 sexual abuse charges.
"The psychiatric panel's findings lead to the inevitable conclusion that over the past five years, the court and the mental health system have fallen victim to a fraud perpetrated by Leifer and her supporters," it said in a press release before the court hearing.
But rather than proceeding to the extradition hearing, legal argument about Ms Leifer's mental competency will continue until at least mid-March.
"It is so, so upsetting to have a judge who does not just stand up and say, 'I asked for a panel, I received an answer, this is what is going to happen next, thank you very much'," alleged victim Nicole Meyer said.
"Instead we have to sit through another traumatising and draining court hearing."
The Melbourne woman claims she and two of her sisters, Dassi Erlich and Elly Sapper, were sexually abused by their high school principal, Ms Leifer.
"I don't know how I'm going to sleep tonight, I'm just too upset and exhausted," Ms Meyer said.
There will be at least two more days of cross-examination before the court rules on Ms Leifer's mental fitness and potentially proceeds to an extradition hearing.
"We had requested that the court expedite these proceedings against Malka Leifer and the court was open to that," lawyer Avital Ribner Oron, from Israel's State Attorney's Office, told the ABC.
"We are optimistic that we will have a decision regarding this issue very soon."
Extradition proceedings against Ms Leifer began in 2014 but were suspended two years later when her lawyers successfully argued she was too mentally ill to face trial.
But she was taken into custody in February 2018 when a hidden camera investigation by sexual abuse watchdog Jewish Community Watch, subsequently corroborated by Israeli Police, revealed her living a normal life of shopping, socialising and commuting, in contrast to her lawyers' claims she was catatonic and crippled by mental illness.
There's also questions about the psychiatric assessments which found Ms Leifer was unfit to face trial.
Israel Police have recommended the country's Deputy Health Minister, Yaakov Litzman, who is from the same Jewish ultra-orthodox sect as Ms Leifer, be indicted for pressuring state psychiatrists to change their assessments of her mental state to prevent her extradition.

Court-ordered medical board will present findings at hearing next week, ahead of judge's decision on whether to move forward with extraditing alleged serial pedophile to Australia
A court ordered psychiatric panel has determined that alleged serial pedophile Malka Leifer has been feigning mental illness in order to avoid extradition to Australia, and assesses her as fit to stand trial, an official with knowledge of the case confirmed to The Times of Israel on Thursday.
The three-member panel had been convened on orders from Jerusalem District Court Judge Chana Lomp, who determined in September that the evidence regarding Leifer's mental state was contradictory and not sufficient for her to rule on whether to move forward with extradition.
Leifer is wanted in Australia on 74 charges of child sex abuse allegedly perpetrated against several of her students while she served as the headmistress of the Adass Israel ultra-Orthodox school in Melbourne from 2000 to 2008.
he psychiatric panel had been slated to present its findings last month, but on the day of its court-ordered deadline, the head of the medical board notified Lomp that he needed additional time to complete the evaluation.
The delay deeply angered officials in Australia, who have already been outspoken about Israel's handling of the case - and particularly Prime Minister Benjamin Netanyahu's decision in December to appoint United Torah Judaism chairman Yaakov Litzman as health minister.
Police in July recommended that Litzman be charged for pressuring Health Ministry officials to deem Leifer mentally unfit for extradition. One of the psychiatrists alleged to have been influenced by Litzman, Chief Jerusalem District Psychiatrist Jacob Charnes, changed his medical conclusion regarding Leifer's mental health three times since the case began, causing significant delays in the process.
The Jerusalem District Court is slated to convene next Tuesday, when the report on Leifer compiled by the psychiatric panel will be reviewed and both sides will be given the opportunity to cross-examine the doctors who evaluated the suspect. This is likely to require more than a single hearing.
The conclusion of the panel that Leifer has been feigning mental illness is likely to be the driving factor in Lomp's decision on whether to move forward with extradition, given that she personally had ordered it be convened.
However, officials in the prosecution have refused to provide a timeline on when Leifer is likely to be extradited as they expect her attorneys to appeal the final decision, further delaying the process by months.
Leifer's lawyers Tal Gabbay and Yehuda Fried said in a joint statement that the conclusions of the psychiatric panel were "no surprise." Nonetheless, they expressed confidence that the Jerusalem District Court would reject the findings, and instead rely on the several experts - including Charnes - who determined that their client is not fit to stand trial.
Dassi Erlich, one of Malka Leifer's alleged victims, excitedly hailed Thursday's developments in a tweet: "We cannot believe this day has come!!! Incredible news!! We knew this all along! Such a long wait, justice has come!!"
In 2000, Leifer left Israel to work at the all-girls Adass Israel ultra-Orthodox school in Melbourne. When allegations of sexual abuse against her began to surface eight years later, members of the school board purchased the mother of eight a plane ticket back to Israel, allowing her to avoid being charged.
She was arrested in Israel in 2014 after Australia filed for extradition, but a Jerusalem court suspended the proceedings in 2016, deeming her mentally unfit to stand trial. She was rearrested in 2018 after being filmed appearing to lead a fully functional life.
Both the prosecution and defense opposed Lomp's appointment of a new panel last October, arguing that sufficient evidence had been submitted to reach a verdict.
The state has relied on the legal opinions of three district psychiatrists issued over the last two years that determined that Leifer is mentally fit to face justice.
Leifer's attorneys, meanwhile, cited testimony from prison doctors, who say she takes the highest dosage of anti-psychotic medication. They also flew in several attorneys from around the world to argue that Leifer is not mentally competent.
Fried and Gabay have dismissed the undercover film of Leifer and insist that she suffers from mental illness, but that the debilitating panic attacks that she experiences largely occur when she is in situations of stress, such as in prison or at court hearings.

Erlich welcomes leaders' support
DASSI Erlich this week welcomed the outpouring of support for her and other alleged victims of Malka Leifer following Israeli Prime Minister Benjamin Netanyahu's decision late last year to appoint Yaakov Litzman as Health Minister.
Erlich said she was shocked and devastated at the appointment of Litzman, who Israeli police allege has been helping alleged child sexual abuser Malka Leifer evade justice.
"The biggest worry for us is that the psychiatrists who are currently writing a report answer to Litzman," Erlich said, speaking to The AJN ahead of the next hearing.
"What does this mean for the next report?"
Psychiatrists are due to submit a report by today (Friday) and the contents of the report will be presented to court on Tuesday (January 14).
The report is set to determine if Leifer is fit to proceed to extradition proceedings to face 75 charges in relation to child sexual abuse in Australia.
Erlich said leaders publicly supporting the cause is heartwarming.
"For everyone watching the case around the world, it sends a boost that leaders are willing to stand up for this," Erlich said.
Executive Council of Australian Jewry (ECAJ) president Jillian Segal said earlier this month she was "shocked by the appointment of Yaakov Litzman to a senior cabinet position despite an ongoing investigation over serious allegations of breach of trust and fraud, in relation to Yaakov Litzman's role in obstructing the extradition of Malka Leifer".
"These are matters that are considered in Australia as gravely serious and we would like to think they are considered with the same seriousness in Israel."
Zionist Federation of Australia's president Jeremy Leibler wrote to Israel's Prime Minister Benjamin Netanyahu stating that, "neither the Jewish community nor the Australian people, nor the community of Australian olim deserve to be treated this way" and urged him to reconsider Litzman's appointment.
Slamming the appointment as "deplorable", the Australia/Israel & Jewish Affairs Council said "How do you balance moral integrity and pure political survival? We think the Prime Minister has badly erred in prioritising the latter over the former on this occasion."
Federal Member for Macnamara Josh Burns said the move was "deeply disappointing" while former Victorian premier Ted Baillieu described it as "wilful contempt for Leifer's victims".
Calling for Leifer's extradition "without delay", the Australasian Union of Jewish Students passed a motion at the recent World Union of Jewish Students Congress stating that Litzman's appointment while he is under investigation "is an insult and an outrage"

Israeli political appointment a 'slap in the face' to alleged Malka Leifer child abuse victims
Doubt has been cast over Australia's efforts to extradite alleged child abuser Malka Leifer from Israel, with concerns a new controversial political appointment could stall the process.
Ms Leifer faces 74 counts of sexual assault in Victoria relating to her time as principal of the Adass Israel School between 2001 and 2008.
She has been fighting to stay in Israel since an Australian extradition request was lodged in 2014, citing mental health concerns.
But there are fears the political elevation of an Israeli parliamentarian linked to the case could affect the extradition process.
Over the weekend, Yaakov Litzman was promoted to the role of Health Minister in Israel.
The move would normally receive limited media coverage locally, however it was immediately condemned by Australian Jewish groups and Ms Leifer's alleged victims.
That is because Israeli police have recommended that Mr Litzman be charged with fraud and breach of trust over actions he took when he was deputy health minister in relation to the Leifer case.
He allegedly pressed ministry employees to issue a false psychiatric report to block Ms Leifer's extradition on medical grounds.
One of the former principal's alleged victims, Dassi Erlich, said she was still in shock at news of the appointment.
"It makes an utter mockery of Israel," she said.
"In the eyes of everyone watching this case around the world and really in the eyes of all victims of abuse, it's a slap in the face."
Ms Erlich said she thought the appointment of Mr Litzman as Health Minister would make it harder for her alleged abuser to be brought back to Australia.
"We are completely devastated and shocked, utterly shocked," she said.
"I do believe this will make it more difficult."
Sends a terrible message to Australia: Zionist federation
In an open letter to Israeli Prime Minister Benjamin Netanyahu, the Zionist Federation of Australia president Jeremy Leibler warned the appointment would "send a terrible message to the Australian people and most importantly to the survivors of Malka Leifer's alleged abuse."
"When we met just a few months ago in Jerusalem together with former Prime Minister, the Hon John Howard AC and other high profile former Australian political leaders, you assured me that your government would do everything in its power to facilitate the extradition of Malka Leifer to Australia to face justice for the very serious crimes she is accused of committing," the letter reads.
"On behalf of the Australian Jewish Community, I implore you to reconsider this appointment until the investigation into Yaakov Litzman has concluded."
The Attorney-General and acting Foreign Minister Christian Porter would not comment directly on the ministerial appointment, saying it was a matter for the relevant government.
However he said it did not alter the fact the allegations of improper conduct in relation to the Leifer case were of "great concern."
"The Australian Government remains strongly committed to ensuring that Malka Leifer faces justice," he said.
"Earlier this month I met personally with Government officials in Israel and reaffirmed our resolve to have Malka Leifer extradited to Australia to face 74 charges of child sexual abuse.
"The extradition matter is currently before the justice system in Israel and my call on Israeli authorities is for it to be resolved transparently and quickly."

Medical committee rules Leifer faked medical condition to avoid extradition
A medical committee has ruled that alleged sexual predator Malka Leifer, the former Australian principal accused of molesting numerous pupils, has faked her mental illness in an effort to elude extradition from Israel, according to a report from Channel 13.
The committee received information from the Israel Prison Service and expressed suspicions that documents about her medical conditions had been forged. The committee will pass on its findings to the police.
Leifer is standing trial for extradition on 74 counts of sexual abuse in Australia against sisters Dassi Erlich, Ellie Sapper and Nicole Meyer, but has for many years claimed to be mentally unfit to be extradited.
In May, private investigator Tzafrir Tzahi - who carried out a private investigation of Leifer in 2017 - said that his team had observed her for two weeks and that her behaviour and functioning seemed perfectly normal.
"During the investigation, we saw that she was functioning like a normative woman and mother," said Tzahi.
"She does the shopping, hosts her children on Shabbat, goes to the grocery store, goes to the post office, speaks a lot on the cell phone, laughs, converses with people - nothing that could indicate a problem with her daily functioning," he continued, adding that they had also witnessed her writing checks and paying bills.
Tzahi noted that Leifer does not work, but that she occasionally goes to Bnei Brak, alone by public transport, for various arrangements and also to meet with one of her children.
He also stated that during the entire two weeks his team had tracked her, they had not seen her husband once.
Attorney Yehuda Fried, who is representing Leifer, told the Post in response that Leifer's mental health problems do not prevent her from basic functioning such as shopping, traveling and other such activities, but that stressful situations can lead to an eruption of her symptoms which severely debilitate her.
He added that prison officials who have observed Leifer, who has been incarcerated since February 2018, have stated that her mental health has been deficient during her time in prison.
Manny Waks, founder and director of the Kol V'Oz campaign group, said that the long length of the legal proceedings against Leifer in which extradition hearings themselves are yet to begin has "made a farce of the Israeli system in the eyes of many around the world."
Leifer fled Australia to come to Israel in 2008, but legal proceedings against her only began in 2014. Following the private investigation into her conducted on behalf of the Jewish Community Watch organisation, the police began its own investigation, arresting Leifer in 2018 on suspicion of feigning mental illness to avoid extradition.
"This ongoing saga needs to be wrapped up as soon as possible. It is continuing to raise questions regarding Israel's judicial process, and is detrimentally impacting Israel's international reputation. Of course, due process must be followed - but Leifer and her supporters must also not be allowed to have undue influence and to dictate terms," said Waks.
He added that the police are currently investigating alleged interference in the legal proceedings against Leifer by Deputy Health Minister Yaakov Litzman, who is now under police investigation himself for allegedly threatening to fire Health Ministry officials if they did not produce a psychiatric evaluation declaring Leifer to be unfit for extradition.
Litzman has denied any wrongdoing.
"Due process is critical, but we need to ensure that justice is happening and that there aren't any external parties impacting the case - as we have seen in the past," Waks said.

The Israel Police are gearing up to recommend that Deputy Health Minister Yaakov Litzman be indicted for using his office to illicitly provide assistance to alleged sex offenders, according to a report released Friday by the Kan public broadcaster.
Israeli law enforcement intends to indict the United Torah Judaism party chairman in two cases, the report said.
The first case involves Malka Leifer, a former ultra-Orthodox girls' school principal charged in Australia with 74 counts of child sex abuse. The police announced in February that they were investigating Litzman on suspicion that he pressured employees in his office to change the conclusions of their psychiatric evaluations to deem Leifer unfit for extradition.
In the second one, Litzman is accused of aiding other alleged sexual predators in a manner that was against the law, Kan reported.
Litzman has denied any wrongdoing, maintaining that he responds without prejudice to all pleas for assistance his office receives.
Last month, Channel 13 news reported that Litzman helped at least 10 serious sex offenders obtain improved conditions, including home visits and other benefits, by pressuring state psychiatrists and prisons service officials.
In March, Channel 13 news reported that police were investigating suspicions that Litzman and his chief of staff pressured a psychiatrist, Moshe Birger, to ensure that another imprisoned sex offender close to Litzman's Gur sect was placed in a rehabilitation program. Participation in the program can lead to home visit rights and early release from prison.
Leifer is known to have links to the Gur community, having once taught at a school in Israel affiliated with the branch.
A Justice Ministry official told The Times of Israel in February that police had recordings of Litzman and officials in his office speaking to Health Ministry employees and pressing them to act on Leifer's behalf.
In 2000, Leifer was recruited from Israel to work at the Adass Israel ultra-Orthodox girls school in Melbourne. When allegations of sexual abuse against her began to surface eight years later, members of the school board purchased the mother of eight a red-eye plane ticket back to Israel, allowing her to avoid being charged.
After authorities in Melbourne filed charges against her, Australia officially filed an extradition request in 2012. Leifer was arrested in Israel two years later, but released to house arrest shortly thereafter.
Judges deemed her mentally unfit to stand trial and eventually removed all restrictions against her, concluding that she was too ill to even leave her bed.
She was rearrested in February 2018 following a police undercover operation that cast doubts on her claims regarding her mental state, and has remained in custody since. The operation was launched after the Jewish Community Watch NGO hired private investigators who placed hidden cameras in the Emmanuel settlement, a Haredi community in the northern West Bank, where Leifer had been living, which showed the alleged sex abuser roaming around the town without any apparent difficulty.
Despite the seemingly damning footage, the trial has dragged on for an additional year, as the court continues to debate her mental fitness. The Jerusalem District Psychiatrist responsible for evaluating Leifer, Dr. Jacob Charnes, has changed his mind three separate times regarding whether Leifer is fit for extradition.
In April 2015, Charnes signed off on a legal opinion affirming that she was fit to be sent back to Australia.
In December of that year, he signed off on another legal opinion, which reached a contrary conclusion.
After Leifer was rearrested in 2018, state psychiatrists put together an updated legal opinion in which they once again found her fit for extradition. Charnes refused to sign off on the document for several months, but eventually did so.
However, when the psychiatrist was cross-examined by the defense on the evaluation late last year, he told the court that he recommended an additional evaluation of Leifer be carried out - a proposal that both sides have rejected.

Deputy Health Minister Yaakov Litzman on Wednesday addressed suspicions that he sought to use his position to help an accused sex offender avoid extradition to Australia, saying his intervention in the case was "for the good of the public."
Litzman, who heads the United Torah Judaism party, was questioned by police last week on suspicions he sought to obtain a falsified psychiatric report that would have prevented Malka Leifer's extradition on medical grounds.
Leifer, a former principal at the Adass Israel school in Melbourne, has been charged in Australia with 74 counts of sexual abusing her students.
"I have a lot to say, but I cannot speak about it. It was all for the good of the public, everything was legal," Litzman said at an opening ceremony for the new children's ward at Ashkelon's Barzilai Hospital.
He added that his conduct in Leifer's case was "exactly as I act with every request from the public - according to the law."
Leifer once taught at a school in Israel affiliated with the Gur Hasidic sect, of which Litzman is a member.
A Justice Ministry official has told The Times of Israel that police acquired recordings of Litzman - the head of the United Torah Judaism party - and officials in his office speaking to Health Ministry employees and pressing them to act on Leifer's behalf.
He is set to be questioned again by police later this week.
Litzman's comments came days after a judge rejected an appeal from Leifer's attorneys that she be released to house arrest, saying he could not release her on medical grounds unless he received an updated psychiatric opinion regarding her condition. Laifer's lawyers claim her detention over the past year has caused her mental state to deteriorate to the point where it is "life-threatening."
Leifer, an Israeli citizen, slipped out of Australia and went back to Israel in 2008, days before allegations of sexual abuse against her surfaced, in a plan orchestrated by officials at the Adass Israel school where she taught.
After authorities in Melbourne filed charges against her, Australia officially filed an extradition request in 2012. Two years later, Leifer was arrested in Israel but released to house arrest shortly thereafter. Judges deemed her mentally unfit to stand trial and eventually removed all restrictions against her, concluding that she was too ill to even leave her bed.
She was rearrested last February following a police undercover operation that cast doubts on her claims regarding her mental state, and has remained under custody since. The operation was launched after the Jewish Community Watch NGO hired private investigators who placed hidden cameras in the Emmanuel settlement, where Leifer had been living, which showed the alleged sex abuser roaming around the ultra-Orthodox town without any apparent difficulty

Israel's failure to extradite to Australia accused pedophile Malka Leifer would hurt Israel's image among the Australian public and "make it hard" for the Australian government to be as stalwart a friend of Israel as it is, former Australian ambassador to Israel Dave Sharma said on Monday.
Sharma, in an interview from Sydney with The Jerusalem Post, said that a failure to extradite Leifer is something "that would alienate people who naturally defend and are supportive of Israel. This is not about the Palestinian issue or the peace process, but something that people see as a case of justice."
Sharma's comments came the same day the Jerusalem District Court ruled that Leifer must remain in jail until the end of her legal proceedings, and that another psychiatric assessment on her needs to be conducted. Deputy Health Minister MK Yaakov Litzman was questioned last week on suspicion of obstructing justice by working to obtain a false psychiatric medical evaluation to prevent her extraction on the ground that she is mentally unfit.
