Austria to Lift Lockdown for Unvaccinated Residents
Austria's lockdown for people not fully vaccinated against the coronavirus will end on Monday because the pressure on hospitals has eased, the government said on Wednesday.
New daily coronavirus infections are rising, driven by the extremely contagious Omicron variant. They hit a new record above 30,000 on Wednesday, Health Minister Wolfgang Mueckstein told a news conference, adding that they would peak in the next two weeks at around 35,000 to 40,000.
The occupancy rate of hospital and intensive-care beds, however, has been falling.
"We came to the conclusion that the lockdown for unvaccinated people in Austria is only justifiable in the event of the threat of an imminent over-burdening of intensive-care capacity," Mueckstein told a news conference, adding experts no longer saw it as necessary.

Austria Adds Another 10 Days to Unvaccinated-Only Lockdown
The Austrian government on Thursday extended a lockdown for unvaccinated individuals by another ten days ahead of a COVID-19 vaccine requirement that is expected to go into effect in early 2022.
Austrians who chose not to get vaccinated against the CCP (Chinese Communist Party) virus will over the Christmas holidays, and up until New Year's Eve, face restrictions that include limitations on shopping, being unable to attend work without a negative COVID-19 test, as well as being restricted to a number of events and indoor settings.
While under the measure, unvaccinated Austrians are generally not allowed to leave their homes or meet more than one person at a time from another household. The measure doesn't apply to children under the age of 12 because they cannot yet officially get vaccinated.
Austria's health minister announced last week that an exception will be granted by the government over the Christmas holidays and unvaccinated individuals will be allowed to join gatherings of up to 10 people from Dec. 24 to Dec. 26 without needing proof of vaccination or proof of recovery from the CCP virus.
"Christmas should show us once again how important contact with our loved ones is and how precious time together is," Health Minister Wolfgang Mueckstein said as he announced a temporary loosening to restrictions for unvaccinated citizens.
Those who are vaccinated or have recently recovered from the CCP virus are allowed gatherings of up to 25 people.
Austria has one of the world's toughest CCP virus restrictions and was the first country in Western Europe to reimpose a new lockdown last month that has brought weekly protests in the country's capital attended by tens of thousands of people.
Chancellor Alexander Schallenberg, who announced earlier this month that he will step down as chancellor just months after taking office, claimed the unvaccinated-only lockdown is "necessary."

Austria to Impose $4,000 Quarterly Fine on Those Flouting Vaccine Mandate
Austria's health minister on Thursday released the details of a government-imposed COVID-19 vaccine mandate that will take effect early next year.
The new measure will require all persons, starting on Feb. 1, who have a place of residence in Austria and are aged 14 and over to get the shot or face heavy quarterly fines.
Austrian authorities announced last month that it would implement a general mandate for the shot early next year, becoming the first European country to do so.
"So-called 'vaccination deadlines' take place every quarter," Austria's Health Minister Wolfgang Mueckstein explained in a statement, adding that for citizens who do not meet this deadline, a procedure will be initiated.
"[The] procedure amounts to up to ?3,600 [$4,071]-taking into account the income and financial circumstances," Mueckstein said. "Unvaccinated people are reminded every quarter to be vaccinated until the next 'vaccination deadline' or to register a reason for an exception."
The income and other financial obligations of Austrian's will be taken into account in calculating fines. Alternatively, officials can opt to impose a fine of up to 600 euros (about $680) in shortened proceedings.
People excluded from the measure include pregnant women, children under age 14, and Austrian's who cannot get the shot for health reasons.
Authorities will write to unvaccinated people every three months reminding them to get their shots or get a doctor to certify their right to an exemption before the next cutoff date. If they continue not to comply, fines can be imposed every three months. Proceedings will be dropped if people produce proof of vaccination in the meantime.
About 68 percent of the Central European nation's population is vaccinated against the CCP (Chinese Communist Party) virus, which causes the disease COVID-19, according to government data.
A large percentage of the public in the Central European nation is skeptical about COVID-19 vaccines. Austria has one of the lowest vaccination rates in Western Europe.

"If no national lockdown is ordered tomorrow, there will definitely have to be a lockdown of several weeks in Upper Austria, together with our neighboring province Salzburg as of next week," Upper Austria Governor Thomas Stelzer told lawmakers on Thursday.
That will mean that at least two of Austria's nine provinces will be in full lockdown mode just days after the nation created a two-tier society by locking down the approximately two million unvaccinated Austrians.
"We must raise the vaccination rate. It is shamefully low," Chancellor Alexander Schallenberg said on Sunday, announcing that unvaccinated residents would only be allowed to leave their homes for "essential" purposes, such as buying groceries or going to a doctor's office.
Police are now doing random checks for proof of vaccination on Austrian streets. Those unvaccinated residents who are found to be in violation of the lockdown order face steep fines of up to 500 euros. Those who refuse to go through a vaccination status check will have to pay about three times as much.
Stelzer and other Austrian governors are scheduled to meet with Schallenberg and Health Minister Wolfgang Mueckstein on Friday, when a full lockdown will likely be considered.
New Covid-19 cases in the country passed the 15,000 mark for the first time on Thursday, far surpassing 2020's daily high of 9,586, set when no vaccines were available. Upper Austria and Salzburg have been hit the hardest, putting hospitals at risk of bed shortages. With some 66% of its population fully vaccinated, Austria lags behind other western European countries in terms of the Covid-19 vaccination rate.
While Austria is the first to impose a lockdown on the unvaccinated, other EU countries - including Slovakia, Czechia and Greece - have imposed increasingly tight restrictions on people who haven't taken a Covid vaccine.

Austrian Chancellor Alexander Schallenberg on Sunday announced the country is placing millions of people who aren't fully vaccinated for COVID-19 on lockdown starting Monday.
About 65 percent of the Central European nation's population is vaccinated, according to government data. Under the measures revealed on Sunday, unvaccinated people are ordered to stay at home except for limited reasons.
The rules, the government said, will be enforced by police officers who will be out on the streets carrying out spot-checks on people who are in public. Unvaccinated people are already excluded from entertainment venues, bars, restaurants, and similar venues and businesses.
"We are not taking this step lightly but it is necessary," Schallenberg told a news conference announcing the new measures.
Schallenberg admitted that the government essentially "told one-third of the population: you will not leave your apartment any more apart from for certain reasons. That is a massive reduction in contacts between the vaccinated and the unvaccinated."
Now, unvaccinated people can only leave their homes for a limited number of reasons like going to work or shopping for essentials. It's not clear how that would be enforced. Austria's lockdown does not apply to the under-12s, to people who have recently recovered from COVID-19, and will last 10 days, Health Minister Wolfgang Mueckstein said.
On Friday, Schallenberg alleged that the country's COVID-19 vaccination is "shamefully low" and indicated the government should give the "green light" for the sweeping restrictions over the weekend.

VIENNA (Reuters) - Austria is placing millions of people not fully vaccinated against the coronavirus in lockdown as of Monday to deal with a surge in infections to record levels and the growing strain on intensive-care units, the government said on Sunday.

Roughly 65% of Austria's population is fully vaccinated against COVID-19, one of the lowest rates in western Europe. Many Austrians are sceptical about vaccines, a view encouraged by the far-right Freedom Party, the third biggest in parliament.
The measures on Monday will extend those brought in a week ago which banned the unvaccinated from places including restaurants, hotels, theatres and ski lifts.
While the Netherlands is dealing with its surge in cases by imposing a partial lockdown that applies to all, Austria's conservative-led government wants to avoid imposing further restrictions on those who are fully vaccinated.

In Germany, the federal government and leaders of Germany's 16 states are due to meet next week to discuss tightening measures. Germany has already classified Austria as a high-risk area, meaning people arriving from there have to go into quarantine, a blow to Austria's winter tourism industry.
Targeted measures have recently been introduced in Australia, where 83% of people aged 16 and above have been fully inoculated. Some states have mandated vaccinations for some occupations and barred the unvaccinated from activities such as dining out, leading to demonstrations.
Singapore, where 85% of the population has been fully vaccinated, has said those who remained unvaccinated by choice would have to foot their medical bills from next month.
Austria's lockdown, which does not apply to the under-12s or people who have recently recovered from COVID-19, will initially last 10 days, Health Minister Wolfgang Mueckstein said.
Many officials, including within Schallenberg's conservative party and the police, have expressed doubts this lockdown can be properly enforced as it applies to only part of the population. Interior Minister Karl Nehammer said there will be thorough police checks.
