A Heathrow spokeswoman said that Mr Pettigrew's comments "confirms that this was an unprecedented incident and that it would not have been possible for Heathrow to operate uninterrupted.
"Hundreds of critical systems across the airport were required to be safely powered down and then safely and systematically rebooted," she said.
"Given Heathrow's size and operational complexity, safely restarting operations after a disruption of this magnitude was a significant challenge."
Heathrow managers decided to close the airport on safety grounds while they switched to the alternative National Grid supplies.
The airport's chief executive, Thomas Woldbye, told the BBC the delay in reopening was due to the need to "reallocate" the power supply - "closing down and restarting systems which takes a long time".
He said there were a "number of systems we have to shut down and then bring them back up and ensure they are safe".
"It's fuelling systems, it's bridges, it's escalators, all of these systems have to be brought back up [and] tested to ensure they are safe."
He added that there were risks "of certain sizes we cannot guard ourselves against 100% and this is one of them".
However the duration of the shutdown has infuriated airlines.
Willie Walsh, the former British Airways boss and head of the airline organisation IATA said it was a "clear planning failure by the airport" and the systems and procedures for handling power failures are now under the spotlight.
Mr Woldbye, who attracted criticism for claiming the airport had "come back quite fast", said he was "happy" to answer to the prime minister.

Questioned on whether she remained confident in the decision making of Heathrow's management on BBC Breakfast, Transport Secretary Heidi Alexander noted that the airport "is a private company".
She added: "The individuals who need to ask themselves whether they have full confidence in Heathrow management are the Heathrow board."
More than 63,000 homes also lost power in the outage caused by the fire, according to energy supplier Scottish and Southern Electricity Networks. About 150 people were evacuated from properties surrounding the substation.
Substations, operated by National Grid, are designed to produce, convert, and distribute electricity at suitable voltage levels. Heathrow uses three electricity substations, each with a back-up.
However, the fire put both the substation and its back-up out of action. Heathrow's emergency back-up generation functioned normally.
The government has ordered a six-week investigation into the shutdown that resulted from the fire, led by the National Energy System Operator (Neso).
Alexander said she was not going to "prejudge" the Neso report, the initial findings of which are expected in May, nor Heathrow's internal investigation.
She said that she had asked to take a "very close look" at Heathrow's report, which will be undertaken by former Transport Secretary Ruth Kelly.
"Any steps that need to be taken to protect our critical national infrastructure will be taken if those reports recommend particular courses of action," she added.
Simon Gallagher, managing director of UK Network Services, a consultancy specialising in power grids, said every airport in the UK had the same "vulnerability" to National Grid faults.
He said that a data centre near Heathrow entirely backs up its power sourcing, and that it was a "fair question to ask" why the airport had not been protected in the same way.
"It's a hard argument to make to say that data centres are more important than Heathrow," Mr Gallagher told BBC Radio 4's Today programme.

Messages show Hancock urging ministers to 'get heavy' with police and making light of hotel quarantine situation

Ministers have come under fire from police officers and the travel industry after private messages from Matt Hancock highlighted the rapid and occasionally haphazard way in which they wrote Covid lockdown policies. Senior representatives of the police service attacked the government's handling of the pandemic after the Telegraph published messages showing the former health secretary urging ministers to "get heavy with the police" over lockdown enforcement. Officers were criticised in 2020 and 2021 for their hardline interpretation of the regulations, which involved them monitoring people with drones, fining people going for walks with cups of coffee and handing out leaflets asking why people were outside. The former chief constable of Greater Manchester police Sir Peter Fahy told BBC Radio 4's Today programme on Friday: "This [lockdown] legislation was rushed out: it was confused, with poor definitions in it, there was this constant confusion between what was legislation and what was guidance. Often it seemed ministers themselves didn't understand the impact of the legislation." He said it caused "huge resentment within policing" when "individual instances of officers trying to do their best were highlighted and misunderstood". The chair of the National Police Chiefs' Council, Martin Hewitt, criticised Hancock's use of the word "plod" in the messages, saying it was "much more a reflection on him than it is on the committed police officers and staff on the frontline protecting the country from Covid-19". Hancock also came under fire from Willie Walsh, the head of the travel industry body Iata, for another set of messages that showed him complaining about airlines and joking about people having to be quarantined in hotels on entering the UK. At one point he criticises airlines and airports for complaining about travel restrictions, and agrees when Simon Case, the Downing Street permanent secretary, calls them "horribly self-serving". Walsh, the former boss of British Airways, said: "The messages between Matt Hancock and Simon Case making light of travel lockdowns and the economic collapse of the airline industry reveal a breathtaking contempt for travellers and aviation workers."
The attacks cap a bruising week for Hancock, who is now an independent MP, having lost the Tory whip for appearing on the television show I'm a Celebrity ... Get Me Out of Here! Over the last five days the paper has revealed how Hancock's office helped arrange rapid Covid tests for a child of his Conservative colleague Jacob Rees-Mogg, how he clashed with the then education secretary, Gavin Williamson, over school lockdowns and how officials and ministers had to explain basic transmission statistics to the then prime minister, Boris Johnson. On Friday, the Telegraph published a new cache of messages showing the lengths Hancock went to during the crisis to protect and burnish his own reputation. At one point, the former health secretary asks an adviser whether he should release photographs of him on a surfing trip. At another, he shares a message from a friend who tells him the crisis could help "propel him into the next league" and "break you through in terms of public perception".

British Airways Threatens to Fire and Re-Hire Pilots on New Contracts
In a letter issued by its pilot union to all members, British Airways has stated that it will fire all its pilot workforce and offer jobs under new terms and conditions, should no agreement be reached with the union.
The letter sent out by the British Airline Pilots' Association, BALPA, viewed by AirlineGeeks to all its members, has informed pilots that British Airways has also increased the number of redundancies the company expects to make following the impact of the Coronavirus on the aviation industry.
"BA advise us that as a result of their revised fleet plan the new notice has increased the proposed number of pilot jobs under threat from 955 pilots to 1080. This excludes the 175 jobs under threat as a result of the company's efficiency targets," BALPA wrote.
The adjustment means that from a total of 4,300 pilots across British Airways' fleets, a total of 1,255 pilots could potentially be dismissed, up from the original figure of 1,130. The airline had given notice of the original figure back at the end of March, as part of a wider 30% cut in its workforce across the company.
The letter also informed pilots working for the British flag carrier, that if they do not accept any changes to working terms and conditions, they could potentially lose their current job and be re-hired on a different contract.
BALPA said, "British Airways intention to see changes to terms and conditions is restated in the updated S188 (legal notice to the union). However, crucially it states that if BA and BALPA are unable to reach an agreement, the company would seek to force changes by terminating the employment of all pilots and offering individuals new contracts with associated new terms and conditions. We cannot begin to describe the level of disappointment and annoyance this has caused." Brian Strutton, General Secretary of the pilot union, said he is, "appalled at the cavalier attitude shown by BA. It calls into question whether BA is even capable of conducting industrial relations properly and whether anything they say can be trusted...talks with the airline hang by a thread."
Willie Walsh, CEO Internation Airlines Group, which owns British Airways, has been publically speaking regarding the changes across the company. Speaking to Sky News on Friday, the out-going boss said, "I am not involved in the consultation, it's the responsibility of the BA management team. The reports I get are that some progress has been made." In an attempt to help reduce the number of pilot redundancies, BALPA has been trying to work with the airline since notice was originally given. All pilots took a month of unpaid leave spread out over three months instead of being placed on the government Job Retention Scheme, whereas most cabin crew were put on furlough.
Following the discussions with the union, British Airways said that any potential furloughed pilots being placed on the JRS would come from the Airbus A380, Boeing 747, A320 Gatwick as well as some A320 Heathrow fleet.
British Airways has faced a barrage of negative media following the virus pandemic. It has also given its cabin crew union the same ultimatum of accepting new contracts or potentially making a large number of crew redundant on their old contracts. Saturday's news comes as no surprises as airlines across Europe look to take advantage of reducing the cost of its workforce as a way of redeeming some of the losses that have affected airline finance departments.
British Airways has yet to make a comment.

British Airways boss Willie Walsh has been asked whether he is willing to "hand back the British flag" by a Labour MP, after revealing some jobs will now be outsourced abroad in response to the Covid-19 outbreak.
Walsh - who is the CEO of BA's parent company, International Airlines Group (IAG) - faced a grilling from UK lawmakers on the Transport Committee on Monday, following the announcement that 12,000 jobs are to be cut by the embattled airline.
The Irish chief executive has come under fire for not safeguarding the jobs of British workers, particularly in light of IAG revealing in the last week that the group is sitting on £8.7 billion (?10 billion) in cash reserves.
BA's CEO Alex Cruz has reportedly written to workers' unions to say that the restructuring of IAG will include outsourcing jobs currently at London Heathrow out of the UK.
The issue was seized upon by Labour MP for Ilford South Sam Tarry, who questioned whether it was right that BA - who have taken advantage of the UK government's furlough scheme - should now give precious job roles to "citizens in different parts of the world."

Boeing 737 Max boosted by IAG plan to order 200 jets
PARIS - Boeing's grounded 737 Max jet received a boost on Tuesday after British Airways-owner IAG signed a letter of intent to order 200 of the planes and said it was confident that it would return to service in the coming months.
Boeing said the deal had a value of more than $24 billion at list prices.
IAG said the mix of 737-8 and 737-10 aircraft, to be delivered between 2023 and 2027, would be powered by CFM Leap engines and used across a number of its airlines including British Airways, Vueling and Level.
The 737 Max was grounded in March following two deadly crashes, and Boeing has been working on a software fix to get the jet back flying by the end of the year.
IAG Chief Executive Willie Walsh said he had experienced Boeing's MCAS anti-stall software in person, adding it was "very helpful to see it in operation" and to "understand the changes" that Boeing was proposing.
"It gave me confidence both in terms of the aircraft and the changes that Boeing introduced," he said at the announcement of the deal at the Paris Airshow.
"I am confident in Boeing."
Boeing shares rose 2 percent on the announcement. The company is working towards a certification flight with regulators soon.
Boeing commercial airplanes boss Kevin McAllister said the decision of when the Max flies again was in the hands of the regulators.

Having left behind most Covid-related turbulences, the global airline industry emerged from the storm in 2023, returning to profitability after three years of deep losses. According to the estimate from the International Air Transport Association (IATA), commercial airlines ended 2023 with a net profit of $27.4 billion, up from a loss of $3.5 billion in 2022 and significantly higher than previously expected. Back in December, IATA had predicted 2023 profits to come in around $23 billion.
Speaking at the IATA's 80th Annual General Meeting in Dubai on Monday, IATA's Director General Willie Walsh hailed the industry's successful recovery from the pandemic, while also warning that the industry's profit margins remain "wafer thin." Continue…

Ministers have come under fire from police officers and the travel industry after private messages from Matt Hancock highlighted the rapid and occasionally haphazard way in which they wrote Covid lockdown policies. Senior representatives of the police service attacked the government's handling of the pandemic after the Telegraph published messages showing the former health secretary urging ministers to "get heavy with the police" over lockdown enforcement. Officers were criticised in 2020 and 2021 for their hardline interpretation of the regulations, which involved them monitoring people with drones, fining people going for walks with cups of coffee and handing out leaflets asking why people were outside. The former chief constable of Greater Manchester police Sir Peter Fahy told BBC Radio 4's Today programme on Friday: "This [lockdown] legislation was rushed out: it was confused, with poor definitions in it, there was this constant confusion between what was legislation and what was guidance. Often it seemed ministers themselves didn't understand the impact of the legislation." He said it caused "huge resentment within policing" when "individual instances of officers trying to do their best were highlighted and misunderstood". The chair of the National Police Chiefs' Council, Martin Hewitt, criticised Hancock's use of the word "plod" in the messages, saying it was "much more a reflection on him than it is on the committed police officers and staff on the frontline protecting the country from Covid-19". Hancock also came under fire from Willie Walsh, the head of the travel industry body Iata, for another set of messages that showed him complaining about airlines and joking about people having to be quarantined in hotels on entering the UK. At one point he criticises airlines and airports for complaining about travel restrictions, and agrees when Simon Case, the Downing Street permanent secretary, calls them "horribly self-serving". Walsh, the former boss of British Airways, said: "The messages between Matt Hancock and Simon Case making light of travel lockdowns and the economic collapse of the airline industry reveal a breathtaking contempt for travellers and aviation workers."
The attacks cap a bruising week for Hancock, who is now an independent MP, having lost the Tory whip for appearing on the television show I'm a Celebrity ... Get Me Out of Here! Over the last five days the paper has revealed how Hancock's office helped arrange rapid Covid tests for a child of his Conservative colleague Jacob Rees-Mogg, how he clashed with the then education secretary, Gavin Williamson, over school lockdowns and how officials and ministers had to explain basic transmission statistics to the then prime minister, Boris Johnson. On Friday, the Telegraph published a new cache of messages showing the lengths Hancock went to during the crisis to protect and burnish his own reputation. At one point, the former health secretary asks an adviser whether he should release photographs of him on a surfing trip. At another, he shares a message from a friend who tells him the crisis could help "propel him into the next league" and "break you through in terms of public perception".
