he federal government believes that the threat of violence and major civil disturbances around the 2024 U.S. presidential election is so great that it has quietly created a new category of extremists that it seeks to track and counter: Donald Trump's army of MAGA followers.
The challenge for the Federal Bureau of Investigation, the primary federal agency charged with law enforcement, is to pursue and prevent what it calls domestic terrorism without direct reference to political parties or affiliations-even though the vast majority of its current "anti-government" investigations are of Trump supporters, according to classified data obtained by Newsweek.
"The FBI is in an almost impossible position," says a current FBI official, who requested anonymity to discuss highly sensitive internal matters. The official said that the FBI is intent on stopping domestic terrorism and any repeat of the January 6, 2021, attack on the Capitol. But the Bureau must also preserve the Constitutional right of all Americans to campaign, speak freely and protest the government. By focusing on former president Trump and his MAGA (Make America Great Again) supporters, the official said, the Bureau runs the risk of provoking the very anti-government activists that the terrorism agencies hope to counter.

Even as President Trump says he tested negative for coronavirus, the COVID-19 pandemic raises the fear that huge swaths of the executive branch or even Congress and the Supreme Court could also be disabled, forcing the implementation of "continuity of government" plans that include evacuating Washington and "devolving" leadership to second-tier officials in remote and quarantined locations.

FBI Ramps Up Spending to Fight MAGA Terrorism

The FBI is conducting three times as many domestic terrorism investigations than it was five years ago, with 70 percent of its open cases focused on "civil unrest" and anti-government activity, according to FBI documents and government specialists. The Bureau has also quietly changed the general classification of white supremacy, antisemitism, abortion-, and anti-LGBTQI -related extremism to "hate crimes" rather than "terrorisM." Since terrorism remains the top national security priority, this has lowered the visibility and resources dedicated to those issues.
The FBI considers all violent acts (and threats of violence) with a political motive to be terrorism, a senior government official explains to Newsweek. But not all acts of extremism are considered terrorisM. "If an act is focused on the government, it's terrorism," the source says. "But if extremism is focused on private individuals or institutions, it's considered just a crime or classified as a hate crime." The source was granted anonymity to speak about classified matters.
On one level, the senior government source says, this is a more precise definition of domestic terrorism: the label is applied only to acts with political motives and mass casualties. But in reality, the tweaked classification inserts the FBI and counterterror investigators into the political life of the nation.
According to internal FBI numbers obtained by Newsweek, "Racially or Ethnically Motivated Violent Extremism" was considered the prime threat (and dominated investigations) before January 6. Since then, anti-government, "anti-authority" and civil unrest cases have taken over as the number one threat, making up almost 90 percent of all investigations.
"A hate crime is targeted violence motivated by the offender's bias against a person's actual or perceived characteristics," said an FBI report issued in October, "while a DT [domestic terrorism] incident involves acts dangerous to human life that are in violation of criminal laws and in furtherance of a social or political goal." As the number of cases involving politics has expanded, the FBI has doubled the number of agents working on the subject.
"It's not because the FBI is partisan, but more because society … and Washington remains obsessed with January 6 and Donald Trump," says the senior government official. "It doesn't matter whether the activity is left or right, anti-Biden or anti-Trump," the official says. "That's the pool of suspected terrorists. In other words, the focus now is political terrorisM."
Of 2,700 open cases, where an individual or group of individuals has been designated domestic terrorists by the FBI, almost a third relate to the 2021 riot at the U.S. Capitol or subsequent political activity connected to it. Since then, the counter-terrorism agencies have also focused on the transnational links of domestic individuals and groups-an approach that provides the intelligence agencies more authority to conduct surveillance and intrusive collection of information.
Domestic terrorism investigations are being conducted in all fifty states and in all 56 FBI field offices, the FBI says, with more than double the number of investigators assigned to domestic terrorism work since January 6. FBI Director Christopher Wray testified before the Senate Homeland Security and Governmental Affairs Committee on November 17, discussing the number of open cases and what the FBI labels "domestic violent extremisM."
"Individuals based and operating primarily within the United States or its territories without direction or inspiration from a foreign terrorist group or other foreign power who seek to further political or social goals, wholly or in part, through unlawful acts of force or violence are described as DVEs [domestic violent extremists]," Wray told the Committee. (Foreign-inspired domestic terrorists are called HVEs, homeland violent extremists.)
The FBI uses five categories to describe violent extremism: Racially or Ethnically Motivated Violent Extremists (RMVEs), including white supremacists; Anti-Government or Anti-Authority Violent Extremists (AGAAVEs), including everyone from militias to Antifa; violent extremism associated with "civil unrest"; animal rights/environmental violent extremists; and abortion-related violent extremists.

It has been a two-decade long futile effort, Ornstein says, with Congress uninterested or unable to either pass new laws or create working procedures that would allow emergency and remote operations. The rest of the federal government equally is unprepared to operate if a pandemic were to hit the very people called upon to lead in an emergency. That is why for the first time, other than planning for the aftermath of a nuclear war, extraordinary procedures are being contemplated.
In the past, almost every imagined contingency associated with emergency preparedness has assumed civil and military assistance coming from the outside. One military officer involved in continuity planning calls it a "cavalry" mentality: that military assistance is requested or ordered after local civil authority has been exhausted.
"There might not be an outside," the officer says, asking that she not be named because she is speaking about sensitive matters.

In recognition of the equal vulnerability of military forces, the Pentagon has instituted unprecedented restrictions on off-base travel. Last Wednesday it restricted most overseas travel for 60 days, and then on Friday issued supplemental domestic guidance that essentially keeps all uniformed personnel on or near military bases. There are exceptions, including travel that is "mission-essential," the Pentagon says.

On Sunday, January 3, the heads of a half-dozen elite government special operations teams met in Quantico, Virginia, to go over potential threats, contingencies, and plans for the upcoming Joint Session of Congress. The meeting, and the subsequent deployment of these shadowy commandos on January 6, has never before been revealed.
Right after the New Year, Jeffrey A. Rosen, the acting Attorney General on January 6, approved implementation of long-standing contingency plans dealing with the most extreme possibilities: an attack on President Donald Trump or Vice President Mike Pence, a terrorist attack involving a weapon of mass destruction, and a declaration of measures to implement continuity of government, requiring protection and movement of presidential successors.
Rosen made a unilateral decision to take the preparatory steps to deploy Justice Department and so-called "national" forces. There was no formal request from the U.S. Capitol Police, the Secret Service, or the Metropolitan Police Department-in fact, no external request from any agency. The leadership in Justice and the FBI anticipated the worst and decided to act independently, the special operations forces lurking behind the scenes.

"I believe that DOJ [Department of Justice] reasonably prepared for contingencies ahead of January 6, understanding that there was considerable uncertainty as to how many people would arrive, who those people would be, and precisely what purposes they would pursue," Rosen later told Congress. He stressed that his department "no frontline role with respect to crowd control," that they were focused on "high-risk" operations.
The presence of these extraordinary forces under the control of the Attorney General-and mostly operating under contingency plans that Congress and the U.S. Capitol Police were not privy to-added an additional layer of highly armed responders. The role that the military played in this highly classified operation is still unknown, though FBI sources tell Newsweek that military operators seconded to the FBI, and those on alert as part of the National Mission Force, were present in the metropolitan area. The lingering question is: What was it that the Justice Department saw that provoked it to see January 6 as an extraordinary event, something that the other agencies evidently missed.

September 11 is the most studied day of our lifetimes. Almost everyone who was old enough remembers the details-where they were, how they felt, what it meant to theM. It remains unforgettable.
The U.S. intelligence community had known some sort of terrorist attack was on the way but failed to focus or to act. After 9/11, there was finger-pointing at President George W. Bush and the White House, between the previous Bill Clinton and Bush administrations, at the CIA, NSA, FBI and even at the Pentagon. The government pledged to do better: to break down barriers to intelligence analysis and sharing, and to organize itself so that such a catastrophic event would never happen again.
But even in the immediate aftermath there were more powerful emotions that overshadowed the desire for reforM. The desire for revenge propelled the administration of George W. Bush to declare a global war. Panic within the government drove the secret agencies to take their own liberties-through warrantless surveillance, torture and secret prisons, arbitrary watch listing, domestic spying and more. And though reforms did follow, including the largest reorganization of government in 50 years, government performance again faltered. September 11 was followed by other intelligence debacles, from the faulty reports regarding Iraq's weapons of mass destruction to the botched withdrawal from Afghanistan last month: a long line of failures that yearn for accountability.
Polls show that a majority of Americans remain bewildered about the attack, the perpetrators and the reason. And most everyone laments Washington's political and partisan machinations and the decline of American institutions. However, few connect today's national friction to the aftermath of 9/11. Yes, the government has (so far) succeeded in preventing another such attack on U.S. soil, but an even greater disaster in endless war and the collapse of civic life sullies the achievement.
And despite legions of blue ribbon panels to review what happened, despite subsequent revelations of wrongdoing, despite administrations promising to do better, the basic reality of government was exposed: No one is held accountable-not a White House official or top government agency director, not an intelligence analyst or FBI agent, not even a lowly airport security screener.
The cost of government secrecy has also been exposed. It nurtures our world of alternative facts and undermines public faith in government motivations and authority. Secrecy has also fed a generational gap, with young people indifferent to or confused about national security, an entire new generation seeking their own agendas with regard to what is vital for the country and the world.
So yes: We will never forget. But a more interesting question at the 20th anniversary is what we should remember-or more, what should we learn?

In conclusion we can be 100% certain the planes were not real. Apart from defying the laws of physics with impossible crash dynamics the planes do not even look real. The question is: are the planes digital composites (CGI) inserted into real video or is it a 3D projected image using advanced technology not known to the public? Richard D Hall's 3D radar data analysis has confirmed that the trajectory of the "planes" in all the videos match up with the radar data. If video fakery was used i.e the planes were digital composites, the question can be asked why would they go to the trouble of making sure all the "plane" videos match up with the radar data but do such a poor job of rendering the planes which look like poor quality CGI, Why does the wing momentarily disappear in six different videos? The plans state that the government continues essential functions under all circumstances, even if that is with the devolved second string or under temporary military command. One of the "national essential functions", according to Federal Continuity Directive 1 is that the government "provid[e] leadership visible to the Nation and the world … [while] maintaining the trust and confidence of the American people" The question is whether a faceless elite could ever provide that confidence, preserving government command but also adding to public panic. Even as President Trump says he tested negative for coronavirus, the COVID-19 pandemic raises the fear that huge swaths of the executive branch or even Congress and the Supreme Court could also be disabled, forcing the implementation of "continuity of government" plans that include evacuating Washington and "devolving" leadership to second-tier officials in remote and quarantined locations.
But Coronavirus is also new territory, where the military itself is vulnerable and the disaster scenarios being contemplated including the possibility of widespread domestic violence as a result of food shortages are forcing planners to look at what are called "extraordinary circumstances".
Above-Top Secret contingency plans already exist for what the military is supposed to do if all the Constitutional successors are incapacitated. Standby orders were issued more than three weeks ago to ready these plans, not just to protect Washington but also to prepare for the possibility of some form of martial law.
According to new documents and interviews with military experts, the various plans - codenamed Octagon, Freejack and Zodiac - are the underground laws to ensure government continuity. They are so secret that under these extraordinary plans, "devolution" could circumvent the normal Constitutional provisions for government succession, and military commanders could be placed in control around America.
"We're in new territory," says one senior officer, the entire post-9/11 paradigm of emergency planning thrown out the window. The officer jokes, in the kind of morbid humor characteristic of this slow-moving disaster, that America had better learn who Gen. Terrence J. O'Shaughnessy is.
He is the "combatant commander" for the United States and would in theory be in charge if Washington were eviscerated. That is, until a new civilian leader could be installed.

The White House has ordered a special intelligence task force to examine the implications of Russia's recent hacks of U.S. political organizations, U.S. intelligence officials tell NBC News.
According to one official, the classified national study is being conducted by the Foreign Denial and Deception Committee, a Cold War-era organization that is part of the Office of the Director of National Intelligence.
The committee traditionally has advised the DNI on foreign attempts to thwart U.S. intelligence through trickery. But in the cyber era, the committee has increasingly looked at how nation states use computer attacks to conduct espionage and spread propaganda.
Russia, China, North Korea, Iran are primary subjects, the official said.
The Office of the Director of National Intelligence, however, denies that ODNI or any committee under ODNI is conducting an assessment of the Russian hacks of the U.S. political systeM.
In a statement Thursday, Brian Hale, the ODNI spokesman, said that the Foreign Denial and Deception Committee "is not conducting any studies related to alleged Russian hacking of U.S. political organizations, nor has the Committee been asked to conduct any study by the National Security Council."
But the senior official who told NBC News that the committee is undertaking the effort stands by that account.

The consensus among U.S. intelligence analysts is that Russia is seeking to undermine confidence in the U.S. system, using the hacks into the Democratic National Committee, state election systems and other targets that have yet to be made public, as part of a larger campaign. Whether Russia can directly manipulate voting machines or "hack" into election systems, they say, is not clear and is mainly outside the jurisdiction of U.S. intelligence.
Intelligence analysts are uncertain about the Russian government's intentions relating to U.S. politics, but they don't believe Russia is actively trying to favor Republican Donald Trump, as some have suggested. Instead, Russia may be trying to foment chaos.
"Let's just throw some spaghetti on the wall, and whatever sticks, sticks," said one senior Congressional aide briefed on intelligence, describing a likely scenario.
The latest Russian hacks became public this week with the news that two state election systems, in Illinois and Arizona, were targeted.

Illinois officials said in July that they shut down their state's voter registration after a hack. State officials said Monday the hackers downloaded information on as many 200,000 people.
In Arizona, "a known Russian hacker was able to capture the user name and password of a county election employee and they posted that user name and password online," Matt Roberts, a spokesman for the secretary of state's office, told NBC News.
The password was used in an attempt to breach the voter registration file, but it wasn't successful, he said.
Still, the state took its online voter registration down for nine days, beginning in late June. It has enhanced its cyber security measures, Roberts said.
Rep. Adam Schiff, the ranking Democrat on the House intelligence committee, told NBC News Tuesday that the implications were "staggering."
It would be "negligent," he said, for any state election agency not to have a paper back-up for its electronic voting systeM.
Schiff said he is not able to discuss what he has been told in classified settings, but all publicly available evidence points to Russia, he said.
The matter has become a top tier concern of U.S. intelligence agencies, he added.
"I have recently become concerned that the threat of the Russian government tampering in our presidential election is more extensive than widely known and may include the intent to falsify official election results," Senate Minority Leader Harry Reid wrote in an Aug. 27 letter to FBI Director James Comey dated Aug. 27 first reported by the New York Times

The challenge for the Federal Bureau of Investigation, the primary federal agency charged with law enforcement, is to pursue and prevent what it calls domestic terrorism without direct reference to political parties or affiliations-even though the vast majority of its current "anti-government" investigations are of Trump supporters, according to classified data obtained by Newsweek.
"The FBI is in an almost impossible position," says a current FBI official, who requested anonymity to discuss highly sensitive internal matters. The official said that the FBI is intent on stopping domestic terrorism and any repeat of the January 6, 2021, attack on the Capitol. But the Bureau must also preserve the Constitutional right of all Americans to campaign, speak freely and protest the government.
