William McRaven has seen some of the darkest aspects of humanity but remains optimistic about the future and especially about the much-maligned millennial generation.
"The good I have seen far outweighs the evil. So if you have any worries, if you have any worries about the current state of affairs, if you worry about where we're going as a nation, if you worry about what's going to happen as a world, we have great men and women who are coming up behind us," McRaven said Friday.
McRaven, a retired four-star admiral whose final assignment was commander of all U.S. special operations forces, spoke Friday at the Forum Club of the Palm Beach, part of the promotional tour for his second book, "Sea Stories." He's also author of the earlier best-seller "Make Your Bed."
The Forum Club is a gathering of the Palm Beach County business, political and legal establishments. But McRaven, who's at times been an outspoken critic of President Donald Trump, steered clear of politics during his 30-minute speech and a short question-and-answer session.
McRaven, who served on the National Security Council staff under President George W. Bush and as a top military commander under President Barack Obama, said "both men had great integrity and character." He said he didn't agree with either one on every decision.
"Here's the issue with being in the military. As long as the order is a legal offer, then you are obliged to follow that order," he said. "If you don't want to follow that order, it is easy: you resign."
He said that is what happened with Trump's defense secretary - "my great friend" James Mattis. Once Mattis concluded he could no longer support his commander in chief, he resigned.
In his 37 years as a Navy SEAL, McRaven oversaw the raid that led to the death of Osama bin Laden, the terrorist behind the Sept. 11, 2001, attack on the U.S., and he commanded the forces that captured Saddam Hussein, the former Iraqi leader, and rescued Captain Richard Phillips, captain of the container ship captured by Somali pirates.
He's seen the "worst of humanity," he said, including Iraqi torture house and the results of Taliban "hit teams"
McRaven said Obama made a "courageous decision" in ordering the raid that went after bin Laden, because it wasn't certain it would work or even that bin Laden was the person located by U.S. intelligence.
"Irrespective of your politics, you would have been very proud of the way the president and his national security team approached this," he said. There was never discussion of the politics of what would happen if the raid had gone wrong, McRaven said. "People were just trying to do the right thing. They were just trying to do the right thing for the country."
In the past, McRaven has faulted Trump for calling the press the "enemy of the people," humiliating the U.S. in the world and dividing the country.
McRaven, who commanded many service members and served as chancellor of the University of Texas System from 2015 to 2018, said people who denigrate millennials are wrong. Millennials are part of the generation that became young adults early in the 21st Century.
"I am one of the biggest fans of the millennials you'll ever meet, and I think that surprises people," he said. "I hear this talk about the millennials, they're pampered and they're entitled and they're soft. And I'm quick to point out you have never seen them in a fire fight in Afghanistan.
"This is a great generation, and anybody who worries about the future of this country, spend a little time with these young kids and you really won't worry about that much anymore," McRaven said.

Operation Neptune Spear
McRaven is credited for organizing and overseeing the execution of Operation Neptune Spear, the special ops raid that led to the death of Osama bin Laden on May 2, 2011. CIA Director Leon Panetta delegated the raid to McRaven, who had worked almost exclusively on counter-terrorism operations and strategy since 2001.[16]
According to The New York Times, "In February, Mr. Panetta called then-Vice Adm. William H. McRaven, commander of the Pentagon's Joint Special Operations Command, to CIA headquarters in Langley, Virginia, to give him details about the compound and to begin planning a military strike. Admiral McRaven, a veteran of the covert world who had written a book on American Special Operations, spent weeks working with the CIA on the operation, and came up with three options: a helicopter assault using U.S. Navy SEALs, a strike with B-2 bombers that would obliterate the compound, or a joint raid with Pakistani intelligence operatives who would be told about the mission hours before the launcH."[17] The day before the assault, President Obama "took a break from rehearsing for the White House Correspondents Dinner that night to call Admiral McRaven, to wish him luck".[17] A June 2013 Freedom of Information request revealed that on May 13, 2011, McRaven sent email titled "OPSEC Guidance / Neptune Spear" that instructed redacted recipients that "all photos [of UBL's remains] should have been turned over to the CIA; if you still have them destroy them immediately" or "get them to" a recipient whose identity was redacted.[18][19] In December 2011, McRaven was runner-up for Time Person of the Year for his role in the operation.[20]

Defense secretary's National Defense Strategy likely in fiscal crosshairs

U.S. military services on Monday began a process few expected under President Trump: finding programs they're willing to sacrifice in the face of looming multibillion-dollar budget cuts demanded by the White House.
Each of the military's five branches delivered their first preliminary spending plans for fiscal year 2020 to Defense Department officials on Monday. While the documents are fluid, they represent the Pentagon's first stab at finding ways to pare its budget from this year's original projection of $733 billion to $700 billion, a 2.3 percent drop from FY2019 levels that insiders say was completely unexpected by the military brass until just weeks ago.
The move also seems to fly in the face of Mr. Trump's vow to undo the damage he says was done to the military under President Obama by boosting national defense spending. Mr. Trump delivered on that promise with a major increase for the Pentagon in the current fiscal year, but now is seeking cuts in defense spending in 2020 and beyond because of looming budget deficits, cuts that would be 5 percent below the administration's initial projection.
Specialists say the budget reductions - which come at a time when tensions between Mr. Trump and military leaders are already high given the commander in chief's persistent criticism of high-ranking retired officers such as Navy Adm. William H. McRaven - could lead to a "showdown" between the White House and Defense Secretary James N. Mattis, with the Pentagon chief potentially even resigning over the issue.
The sticking point is likely to be Mr. Mattis's comprehensive National Defense Strategy, a vision for the U.S. military unveiled earlier this year which assumed a spending level for the Defense Department that at the very least keeps pace with inflation. If the budget falls, some analysts say, Mr. Mattis could tell the president and Office of Management and Budget (OMB) Director Mick Mulvaney that he's unable to put that plan in place.
"There's going to be a showdown between Mattis and Mulvaney, probably the first week in December," said Mark Cancian, senior adviser with the International Security Program at the Center for Strategic and International Studies. Mr. Cancian, a retired Marine Corps colonel, formerly worked on defense spending strategy at OMB.
"Mattis will come in with his two budgets - the higher one they had been working on and the lower one they're now building," Mr. Cancian continued. "And he's going to say, 'Mr. President, I cannot execute the strategy we published last year and do the things you've asked me to do with the lower budget amount.' And then Trump can do what he wants. My guess is he will backtrack, at least some."
"If he doesn't ... I don't think there's any way Mattis can stay on as secretary of defense," he concluded.
Risks for Trump
For Mr. Trump, reining in the Pentagon's budget carries two risks, analysts say. The first is that he could be seen as breaking his own pledge to ramp up military spending - which many specialists argue was already too low, even if the current level is maintained.
"As if it weren't enough that $733 billion was too little to provide for the common defense of America and meet the Pentagon's own stated objectives and requirements, the administration now would like defense to absorb a 5 percent spending cut in 2020," Mackenzie Eaglen, resident fellow at the American Enterprise Institute who studies defense budgets and military readiness, wrote in a piece for the online news site Breaking Defense on Monday. "Why is the Trump administration doing this? Because scoring political points about the deficit and debt while doing nothing to solve that problem is easy."
Given the need to curb the growing federal deficit across the board, "no matter how much money the Pentagon gets, the president's budget for next year is still flat or declining," Ms. Eaglen added. "Contrary to the president's rhetoric, there is no forthcoming Trump buildup, and the new strategy emphasizing China and Russia is becoming ever more elusive and out of touch with fiscal reality."
Defense budget analysts say the unexpectedly lower spending levels could be felt in a number of areas, from a freeze in the size of the regular Army and constrained pay raises to slower aircraft and ship construction and deferred advanced weapons systems designed for a war with a "peer competitor" such as Russia or China.
Mr. Trump will be seen as not only badmouthing military leaders but actively undermining them financially.

McRaven resigned from Pentagon board days after criticizing Trump
Washington (CNN)Retired Admiral William "Bill" McRaven, the former head of Special Operations Command resigned from the Pentagon's Defense Innovation Board last month, just days after issuing a stunning rebuke of President Donald Trump's decision to revoke the security clearance of former CIA Director John Brennan, the Pentagon confirmed Thursday.
"I can confirm that Admiral (ret) William H. McRaven resigned from the Defense Innovation Board, effective August 20, 2018," Pentagon spokesperson Heather Babb told CNN in a statement. "The Department appreciates his service and contribution on the board."
The Defense Innovation Board serves as an independent advisory committee to the Pentagon specializing in issues related to technology and innovation. McRaven's picture has been removed from the group's website.
While his departure was first reported by Defense News on Thursday, the Pentagon confirmed that McRaven officially resigned last month, just four days after he authored a blistering op-ed in the Washington Post slamming Trump's decision to revoke Brennan's clearance.
"Through your actions, you have embarrassed us in the eyes of our children, humiliated us on the world stage and, worst of all, divided us as a nation," McRaven said of Trump's unprecedented use of a presidential authority over the classification system to strike back at one of his prominent critics.

Obama picked McRaven to do his dirty work in Special Forces because he knew that he had Issues with the members of Seal Team Six and the 75th Ranger Regiment. Both of these two teams he had a certain amount of disdain for making it easier to weed out the boys who were messing with the Muzzies. Tie their hands as much as he could. Even get some killed... James Mattis, then the head of U.S. Central Command, chose him (Army General Joseph L Voltec) to lead an investigation into how British aid worker Linda Norgrove was killed that Oct. 9 during a failed rescue attempt in Afghanistan by JSOC troops.
Votel was serving at the time as the chief of staff of SOCOM, and some questioned whether he'd spent too much time in JSOC to investigate its forces critically. But Mattis and others pushed back, saying he was the most qualified for the job, according to an Army Times article published at the time. So, at the very least, the commander in charge is responsible for a manifest that did not secure the flight of Extortion 17. According to Brown, in the military, this is a crime and as such there should be a just punishment for the negligence.
How was this discovered? It was fallen Navy SEAL Aaron Vaughn's father, Billy Vaughn. He discovered the discrepancy as he poured over the 1,200 page Colt Report on the downing of Extortion 17 and wrote about it in his book Betrayed: Exposing the High Cost of the War on Terror.
When he made mention of it during a visit by Admiral William H. McRaven to his home in January of 2013, Vaughn commented to him, "This must not be a big deal." However, McRaven's aide, a sergeant major, told him, "Mr. Vaugn, it's a very big deal. Because it was passed over. It's a very big deal. That should never happen."
Furthermore, he added, "In fact, we had to notify the men we thought were on the chopper. We had to notify them and tell them their sons were okay."
