DeSantis's stumbles have GOP mulling other Trump alternatives
Florida Gov. Ron DeSantis's weaker-than-expected campaign is prompting other Republicans, such as Virginia Gov. Glenn Youngkin and Georgia Gov. Brian Kemp, to take a new look at running for president, GOP strategists say.
These Republicans argue that DeSantis, long seen as the strongest potential challenger in a GOP primary to former President Trump, has failed to establish himself as the clear alternative.
"I think his high point was right after the last election, when he was the brightest spot on an otherwise somewhat disappointing night for Republicans," said GOP strategist Vin Weber, commenting on the big DeSantis reelection victory for governor in 2022.
"Since then, he hasn't come on as strong. It looks to me people are looking at it because he's not as strong as he was before," added Weber, who advised Republican presidential campaigns in 1996, 2004 and 2008.
Weber argued Trump also looks vulnerable, despite his massive polling lead, because of his mounting legal problems, which could make the race look more attractive to Youngkin and Kemp.
"The fading of a guy who was never the front-runner is not in and of itself a good reason for someone to take a look at running," Weber said. "They have to perceive vulnerability in the front-runner. I think those two factors play into it together."
John Merrill, who served two terms as Alabama's secretary of state, said, "Gov. DeSantis is in trouble."
"There were high expectations for Gov. DeSantis and his team when they entered the race. I think they were confident they were going to be the Trump-lite alternative," he said. "What I mean by that is haVing the same emphasis that President Trump had, haVing the same following that President Trump [had].
"But the problem is he didn't have a ground game in place that was able to allow him to continuously mature [Trump-inclined supporters] to make them the kind of supporters that he had to have," Merrill added. "It's a major problem for him.
"He waited too long because I think that he anticipated that people were just waiting on him to be the guy to come out and beat Trump and that is obviously not the case," added Merrill, who hasn't endorsed a candidate but plans to support Trump.
Republican strategists have pointed to other DeSantis missteps, such as his glitch-riddled campaign launch on Twitter Spaces, which was marred by audio feedback and stretches of dead air.

Federal prosecutors are investigating former lobbyist Tony Podesta, former Rep. Vin Weber, R-Minn., and former Obama White House Counsel Greg Craig, NBC News confirmed, citing multiple sources familiar with the matter.
CNN first reported the existence of the investigation.
Prosecutors for the U.S. Attorney's Office for the Southern District of New York opened the investigation following a referral from the office of special counsel Robert Mueller, the sources told NBC.
NBC previously reported that Mueller had been looking into Podesta and his Democratic-leaning lobbying firm as part of its broader investigation into the finances of former Trump campaign chairman Paul Manafort.
Tony Podesta is the chairman of the Podesta Group. His brother, John Podesta, was the campaign chairman for Hillary Clinton and is not currently affiliated with the lobbying firm. He is also not part of the investigation.
A representative for Tony Podesta declined to comment to CNBC.

The Justice Department has quietly asked Congress for the ability to ask chief judges to detain people indefinitely without trial during emergencies - part of a push for new powers that comes as the novel coronavirus spreads throughout the United States.
Documents reviewed by POLITICO detail the department's requests to lawmakers on a host of topics, including the statute of limitations, asylum and the way court hearings are conducted. POLITICO also reviewed and previously reported on documents seeking the authority to extend deadlines on merger reviews and prosecutions.
The DOJ requests - which are unlikely to make it through a Democratic-led House - span several stages of the legal process, from initial arrest to how cases are processed and investigated.
The department also asked Congress to pause the statute of limitations for criminal investigations and civil proceedings during national emergencies, "and for one year following the end of the national emergency," according to the draft legislative text.
"Video teleconferencing may be used to arraign a defendant," read draft text of rule 10(c), again striking out the phrase "if the defendant consents."
The department also wants Congress to change the law to explicitly say that people with COVID-19 - the illness caused by the novel coronavirus - are not included among those who may apply for asylum.

Media coverage of longtime Democratic lobbyist Tony Podesta has disappeared completely an astonished Glenn Greenwald remarked last week.
"I'm still somewhat mystified about how Tony Podesta - intimately involved in many of Paul Manafort's slimiest and most unscrupulous practices (because K Street sleaze is 100% bipartisan) - has just vanished from the news cycle and, apparently, legal jeopardy," the Intercept journalist said along with the hashtag "MissingTonyPodesta."
Greenwald, a Pulitzer Prize-winning journalist who broke the story of U.S. mass surveillance aided by former Central Intelligence Agency analyst Edward Snowden, has been highly critical of Russia investigation coverage and the Democrats' role in fueling it.
His Twitter observation about Podesta, the founder of the now-shuttered Podesta Group and brother to former Hillary Clinton campaign chairman John Podesta, came ahead of the widely covered sentencing of former Trump campaign chairman Paul Manafort, who got less than four years behind bars for eight financial crimes, including bank fraud, tax fraud, and failure to disclose a foreign bank account.
Indeed reporting on fresh developments in the Podesta case have been sparse in recent months while the media's focus on the Russia investigation and inquires into President Trump remains intensive and widespread.
Special counsel Robert Mueller's investigation into Manafort led to the review of Podesta and his work for his former firm, the Podesta Group, and other lobbyists. Manafort's and Podesta's firms worked together in a public relations campaign for the European Centre for a Modern Ukraine (ECMU) nonprofit, which is believed to be backed by the pro-Russian and oligarch-funded Ukrainian political group, Party of Regions.

The inquiries involved whether lobbyists and operatives failed to register their work as foreign agents.
That followed an uncorroborated report from Fox News' Tucker Carlson earlier in July that Podesta had been offered immunity by Mueller to testify against Manafort.
T.S. Ellis III, who was appointed by President Ronald Reagan and serves on the United States District Court for the Eastern District of Virginia, sentenced Manafort on Thursday to less than four years in prison, defying a requested prison term of 19 to 24 years by Mueller. Manafort's light sentence could be extended next week in a Washington, D.C., federal court in an illegal lobbying case.

A few facts:
1. Gregory Bestor Craig is an American lawyer and former White House Counsel under President Barack Obama from 2009 to 2010.
2. Craig attended Yale Law School, where he was a member of the same class as Bill Clinton and Hillary Rodham.

A quick rehash of how Gregory Craig was closely connected with Paul Manafort and also the Podesta Group.
Gregory Craig, Obama's White House council from 2009-2010, was charged on Thursday with lying to federal investigators. Craig's indictment involved his prior association with Paul Manafort and their related work lobbying for the Ukraine in the US. Their problems stem from failing to register to register as Foreign Agents (FARA).
After he left the White House, Gregory Craig became a partner at the law firm of Skadden, Arps, Slate, Meagher & Flom, where he eventually became the the lead attorney supervising the firm's work for former Ukrainian president Viktor Yanukovic. Craig resigned from the firm immediately after Manafort was indicted (which probably means he was given the boot).
Tony Podesta is under investigation for similar FARA violations, which were also related to his activities in Ukraine. Podesta's company was one of many firms that worked on Paul Manafort's campaign, which promoted Ukraine's image in the West. In fact, Tony Podesta and Vin Weber both received legal advise from Gregory Craig. Both of their firms have said they registered under the Lobbying Disclosure Act, rather than FARA, on the advice of lawyers at Skadden, Arps, Slate, Meagher & Flom, Craig's former firm.
All of these actors were working together in what seems like a racketeering/RICCO/money laundering scam, with Gregory Craig finding legal loopholes and protection from all their political ties.
Prosecutors allege that Craig sought to hide the payments the firm received from the wealthy Ukrainian. They said he worked with a lobbyist to create false invoice from Skadden to the Ukrainian Ministry of Justice, making it appear more of the firm's bills were being paid by the government.
So the logical progression would be Paul Manafort → Gregory Craig → Tony Podesta (Next?)
Furthermore, how could John Podesta not have been deeply involved in any of this? The Podesta brothers founded the Podesta Group together in 1988. Although John was supposedly not involved with the The Podesta Group for years, wouldn't Tony be the type to leverage his connections with Obama administration officials in every conceivable way possible? How often do brothers talk?
The investigation into the Podesta Group will also lead to other interesting connections. For example, The Podesta Group also represented Russia-owned Uranium One.

Summary of the indictment:
In or about early 2012 Ukraine was facing international criticism regarding Yulia Tymoshenko's trial.It was widely perceived as being a corrupt trial. To fight this image, Ukraine hired Craig's law firm to independently investigate the conduct of the government and Tymoshenko's conviction. The real financial backer wasn't the Ukraine gov though. According to the indictment it was an unnamed wealthy Private Ukrainian who was the real finance behind for the report Craig was to write. He paid 4.1 million dollars for Craig's report. This was not known publicly though. Officially the Ukrainian Ministry of Justice was paying Craig 12k for the report. To make matters worse Craig had already worked on behalf of the Ukrainian government in Tymoshenko's prosecution.
Craig wanted to keep all these facts quiet and was able to do so, because he did not register as a FARA agent. If he had he would have to disclose all these things, and such a disclosure would shred the credibility of the so called independent investigation he was working. At one point a Ukrainian newspaper questioned the price of 12,000 bucks for such a report. In response to this legitimate questioning, the Ukraine gove and Craig faked and bac dated receipts saying the Ukraine Gov actually paid 1.25 mil for Craig's services.
Craig then worked with members the media and a former congressman (Vin Weber?) to pump the story around western media outlets, including a meeting and leaking of info to a reporter in new work working for a well known publication. He was successful in his efforts and created a massive and well received media blitz proclaiming the prosecution of Tymoshenko to be above board.
The indictment charges that this kind of activity merits registering as a FARA agent, which would have forced he to me much more honest with his finances, and transparency would of killed the report. Also his registering as FARA would have potential setbacks on future U.S. gov employment.
Manafort all over again.

To fight this image, Ukraine hired Craig's law firm to independently investigate the conduct of the government and Tymoshenko's conviction. The real financial backer wasn't the Ukraine gov though. According to the indictment it was an unnamed wealthy Private Ukrainian who was the real finance behind for the report Craig was to write. He paid 4.1 million dollars for Craig's report. This was not known publicly though. Officially the Ukrainian Ministry of Justice was paying Craig 12k for the report. To make matters worse Craig had already worked on behalf of the Ukrainian government in Tymoshenko's prosecution.
Craig wanted to keep all these facts quiet and was able to do so, because he did not register as a FARA agent. If he had he would have to disclose all these things, and such a disclosure would shred the credibility of the so called independent investigation he was working. At one point a Ukrainian newspaper questioned the price of 12,000 bucks for such a report. In response to this legitimate questioning, the Ukraine gove and Craig faked and bac dated receipts saying the Ukraine Gov actually paid 1.25 mil for Craig's services.
Craig then worked with members the media and a former congressman (Vin Weber?) to pump the story around western media outlets, including a meeting and leaking of info to a reporter in new work working for a well known publication. He was successful in his efforts and created a massive and well received media blitz proclaiming the prosecution of Tymoshenko to be above board.
The indictment charges that this kind of activity merits registering as a FARA agent, which would have forced him to be much more honest with his finances, and transparency would of killed the report. Also his registering as a FARA agent would have potential setbacks on future U.S. gov employment.
Manafort all over again. But this time it's our turn.

Former lobbyist Tony Podesta, Mercury Public Affairs partner and former Minnesota Republican Rep. Vin Weber and former Obama White House Counsel Greg Craig are all under federal investigation by prosecutors for the U.S. Attorney's Office for the Southern District of New York, multiple sources with knowledge of the matter told NBC News on Tuesday.
Those sources say this months-long investigation in New York follows a referral from the special counsel's office.
The existence of this particular probe was first reported by CNN, which characterized the investigation as looking into whether lobbyists and operatives failed to register their work as foreign agents. None of the people identified as being under investigation have been charged with a crime.
In October, NBC News was the first to report that Democratic lobbyist Tony Podesta and the Podesta Group were being investigated by Mueller's office.
Tony Podesta is the chairman of the Podesta Group and the brother of John Podesta, Hillary Clinton's former presidential campaign chairman. John Podesta is not currently affiliated with the Podesta Group and is not part of the investigation.
The probe of Tony Podesta and his Democratic-leaning lobbying firm grew out of Mueller's inquiry into the finances of former Trump campaign chairman Paul Manafort, according to the sources.
As special counsel, Mueller has been tasked with investigating any possible a criminal conspiracy between the Trump campaign and Russia. Trump has repeatedly denied any "collusion" took place.

The inquiries center not only on Craig and Podesta – a Democratic lobbyist and co-founder of the onetime lobbying powerhouse known as the Podesta Group – but also on Vin Weber, a former GOP congressman from Minnesota.
The probes had been quiet for months since Mueller referred them to authorities in New York City because they fell outside his mandate of determining whether the Trump campaign coordinated with Russia.
But in a flurry of new activity, Justice Department prosecutors in the last several weeks have begun interviewing witnesses and contacting lawyers to schedule additional questioning related to the Podesta Group and Mercury Public Affairs, people familiar with the inquiry anonymously told the Associated Press.
The apparent ramp-up comes as multiple reports and indications suggest that the Mueller probe into possible collusion in 2016 between the Russian government and President Trump's campaign is winding down.
The New York work highlights the broad effects of Mueller's investigation, extending well beyond that collusion question. Mueller has made clear he will not turn away if he discovers alleged crimes outside the scope of his inquiry; instead, he refers them out in investigations that may linger on even after the special counsel's work concludes. Other Justice Department referrals from Mueller have ended in guilty pleas, including the hush money payment case of Trump's former lawyer Michael Cohen.
The investigation reflects how Mueller, in latching onto an obscure law, has shined a light on high-dollar lobbying practices that have helped foreign governments find powerful allies and advocates in Washington. It's a practice that has spanned both parties and enriched countless former government officials, who have leveraged their connections to influence American politics.
In New York, Mueller's referral prompted a fresh look at the lobbying firms of Podesta and Weber, who have faced scrutiny for their decisions not to register as foreign agents for Ukrainian lobbying work directed by ex-Trump campaign chairman Paul Manafort.
Fox News first reported, and court filings later confirmed, that Podesta was offered "use immunity" by Mueller this summer to testify in the Washington, D.C., trial of Manafort that was planned at the time – separate from the Virginia case in which he was convicted on bank and fraud charges.
Prosecutors typically offer witnesses immunity to legally prevent them from asserting their Fifth Amendment right against self-incrimination to avoid testifying. "Use immunity" means prosecutors agreed not to use any statements Podesta would make on the witness stand against him in court.
"Use immunity" is not as expansive as "transactional immunity" – which would have protected Podesta more broadly from being prosecuted on the subject matter of his testimony, even if prosecutors could independently confirm relevant details and didn't need to use his statements on the stand.
Manafort averted the D.C. trial by pleading guilty to two federal counts in September and agreeing to cooperate with the Mueller probe, meaning Podesta did not have to testify at all. That development seemingly rendered the immunity deal moot as to any potential future prosecutorial action involVing Podesta.

According to people familiar with the case, Manhattan prosecutors have retained control of the investigations of the two lobbying firms. They are Mercury Public Affairs, whose lead partner on the account was Vin Weber, a former Republican member of Congress, and the Podesta Group, led by Tony Podesta, a prominent Democratic fund-raiser whose business collapsed in 2017 under the glare of Mr. Mueller's scrutiny.
The prosecutors have interviewed lobbyists who worked with Mercury and Podesta on the Ukraine account as recently as January, but people familiar with the interviews said the prosecutors provided no clues about their plans.
The investigation of Mr. Craig, on the other hand, was moved in January to Washington, where the government has signaled that it is moVing quickly toward a decision about an indictment, people familiar with the case said.
The Justice Department's national security division announced a settlement with Skadden Arps in January that brought even more attention to Mr. Craig. He left the firm last year as scrutiny of his work with Mr. Manafort escalated and after a former associate of the firm pleaded guilty to lying to investigators about his work on the effort.
In exchange for a pledge by the Justice Department not to prosecute Skadden Arps, the firm agreed to pay $4.6 million, to retroactively register its Ukraine work under FARA, to beef up its compliance processes and to cooperate with government investigations of the work on Ukraine.
The settlement accused Mr. Craig of working with Mr. Manafort to hide the funding from the Ukrainian oligarch for Skadden Arps's work, and of making "false and misleading" statements to other partners at the firm and the Justice Department about his interactions with a reporter for The New York Times related to the Tymoshenko report. Those representations led the Justice Department's FARA unit to conclude in January 2014 that Skadden Arps was not required to disclose the work under FARA, according to the settlement.
In announcing the settlement, John C. Demers, the head of the Justice Department's national security division, said Skadden Arps's failure to register under FARA "hid from the public that its report was part of a Ukrainian foreign influence campaign," depriVing Americans of the ability "to consider the identity of the speaker as they evaluate the substance of the speech."

The Hapsburg Group's efforts were just one part of a larger lobbying campaign masterminded by Manafort on behalf of Yanukovych. It included two Washington lobbying firms, Mercury and the Podesta Group, that Manafort hired to lobby on behalf of the European Centre for a Modern Ukraine, an ostensibly independent group that was really controlled by Yanukovych and his allies, according to Mueller.
Prosecutors have only charged Manafort and his protégé, Rick Gates, for taking part in the lobbying scheme. Manafort continues to maintain his innocence.
A Dutch attorney, Alex van der Zwaan, pleaded guilty earlier this week to lying to the FBI about an aspect of the broader Ukraine-focused lobbying effort. He also acknowledged erasing emails related to the work.
Gates admitted on Friday that he lied to Mueller's team earlier this month about Mercury's lobbying efforts and agreed to cooperate with Mueller's investigation.
Gates misled investigators about a March 2013 meeting between Rep. Dana Rohrabacher (R-Calif.); former Rep. Vin Weber (R-Minn.), who's now a lobbyist at Mercury; and Manafort, which took place a few months before Gusenbauer's lobbying blitz of Capitol Hill. He told investigators that Manafort had told him there was no discussion of Ukraine at the meeting. But Weber and Manafort never said that, according to Mueller, and instead told Gates that the meeting went well. Gates later helped Manafort prepare a report on the meeting for the Ukrainians.
It's unclear why Gates would lie to investigators - including FBI agents - about the meeting. Both Mercury and Manafort disclosed the meeting last year in retroactive filings detailing their foreign lobbying work.
In an interview with POLITICO last year, Rohrabacher said he and Manafort, who have known each other for decades, had dinner together in March 2013 at the Capitol Hill Club.
"In retrospect, I don't remember him talking about specifically who it was who had given him a contract," Rohrabacher said. "Frankly, I don't remember if it was the Russians or the Ukrainians. ... He certainly wasn't trying to twist my arm on any policy issue."

New indictments revealed against Manafort after Gates pleads guilty

Ken Grubbs, a Rohrabacher spokesman, confirmed that account on Friday. "Dana recollects the meeting as mostly about politics, old times," Grubbs said. (Rohrabacher and Weber served in Congress together, and the three men have known each other for decades.) "Ukraine came up in passing."
The new indictment also provides fresh details about the work that Mercury and the Podesta Group did on Manafort's behalf. Staffers at the firms - identified only as Company A and Company B - "viewed the Centre as a fig leaf," according to Mueller. "As a Company A employee noted to another employee: Gates was lobbying for the Centre 'in name only. [Y]ou've gotta see through the nonsense of that[.]"
Neither Mercury nor the Podesta Group registered as foreign agents for their work on behalf of the Centre, as required by law for firms representing foreign governments or political parties in Washington, until last year.
Mike McKeon, a Mercury partner, said on Friday the firm had been misled by Manafort and Gates.
Gates "admitted that he didn't tell the truth to the Government and didn't tell the truth to our lawyers when he spoke to them about this project," McKeon wrote in email to POLITICO. "While he and others involved with this matter may have acted criminally and tried to hide it, we have acted appropriately, following our counsel's advice from the start. We will continue to cooperate with the Special Counsel because we are confident we acted appropriately throughout."

But that typo should have been easy to correct. After all, it was widely reported in August 2018 that Special Counsel Mueller had referred Manafort and Gates (Essential Consultants), Podesta (Podesta Group) and Vin Weber (Mercury Group) to DOJ prosecutors at SDNY, in relation to non-FARA illegal lobbying work carried out on behalf of the Putin-backed Ukrainian leader, Yanukovych.
And here's the thing : they likely illegally lobbied for Yanukovych's rival, Poroshenko, after he came to power.

Before I do, I'm going to throw in another name likely caught up in this Ukraine investigation : one Michael Cohen. What, the FakeNews lampoonish character of taxi cab fame and porn star payments, one of Trump's many lawyers, a man who lies for fun?
Yes, indeed. The same one. Here's a few interesting facts about Michael Cohen, not many know:
- Cohen's company, Essential Consultants, allegedly received a $500,000 payment from a company connected to Russian oligarch and Putin ally, Viktor Vekselberg, a close ally of Yanukovych and Viktor Pinchuk.
- Cohen's family has extensive and powerful connections to Ukraine and Russia. He has also spent much of his personal and professional life with immigrants from Russia and Ukraine.
- His father-in-law, who helped establish him in the taxi business, was born in Ukraine and is very well connected in the corrupt cesspool of Ukrainian politics and business.
Oh, another allegation. Cohen received a secret payment of at least $400,000 to fix talks between the Ukrainian president, Poroshenko and President Trump, according to sources in Kiev close to those involved (the meeting never happened, by the way).
Now of course, Trump's deranged opponents allege that Cohen's background somehow connects him with Trump and Putin, to steal the 2016 election, a ridiculous over-reach, that has no evidence to support it. And as usual, in their incompetence they miss the bigger story - Cohen was likely working with the lobbyists Podesta, Manafort/Gates and even Weber, to get a cut of the action, from their unregistered lobbying work on behalf of Ukraine.
Keep those names Yanukovych, Vekselberg and Poroshenko in mind, by the way. All were HUGE backers of The Clinton Foundation, which took the majority of its donations from Ukraine. And here's another fact that the mainstream media fail to mention: Cohen's connections to the Democratic Party and in particular, the Clintons.

Federal prosecutors have recently resumed interviewing witnesses in an investigation of two lobbying firms that worked with former Trump campaign chairman Paul Manafort, including one operated by the brother of Clinton campaign chairman John Podesta.
According to The Associated Press, prosecutors in New York have in recent weeks started contacting witnesses and attorneys as part of an investigation into the Podesta Group and Mercury Public Affairs.
The two firms worked with Manafort through 2014 on a consulting project aimed at fluffing the public image of former Ukrainian president Viktor Yanukovych.
Prosecutors have also focused on Greg Craig, the former White House general counsel under then-President Barack Obama and a former partner at the firm Skadden Arps. CNN reported in September that prosecutors were weighing charges against Craig, who has since left his firm.
Special Counsel Robert Mueller had indicted Manafort on a slew of charges related to his work for a political party close to Yanukovych. Mueller reportedly referred the Podesta and Mercury matters to federal prosecutors in Manhattan.
Neither Tony Podesta, the founder of the Podesta Group, nor Vin Weber, the head of Mercury, have been accused of criminal wrongdoing.
Manafort, 69, was convicted in federal court in Virginia on Aug. 21 on money laundering and tax evasion charges related to his Ukraine profits. He was set to go to trial in Washington, D.C. on charges that he illegal acted as a foreign agent of Ukraine, but the longtime GOP operative entered a plea deal with Mueller's team on Sept. 14, just before jury selection was set to begin.
Mueller has since moved to nullify that plea agreement, accusing Manafort of lying to prosecutors during meetings after entering the plea deal.
According to court filings submitted in Manafort's case, the Podesta Group and Mercury Public Affairs failed to register as foreign agents of Ukraine despite knowing that they were working on behalf of Yanukovych.
And at Skadden Arps, Craig helped craft a report aimed at smearing one of Yanukovych's political rivals.

In an attempt to prove that the law applies equally, federal prosecutors have reinvigorated the investigation determining whether Gregory Craig, former Obama White House counsel, failed to register as a foreign agent over ties to Paul Manafort's lobbying work for Kiev.
Craig, Democratic super-lobbyist Tony Podesta and Republican strategist Vin Weber were initially roped into special counsel Robert Mueller's collusion probe before he referred their case to prosecutors in New York, Sputnik reported. On Sunday, the Washington Post reported that federal investigators had "stepped up" the investigation into Craig.
After Mueller handed the investigation to the United States Attorney for Southern District of New York's in April 2018, critics alleged that Mueller didn't bring down indictments himself because they didn't align with the goal of taking down Donald Trump.
For Jim Kavanagh, editor of The Polemicist blog, the latest development is a sign that investigators are trying to make it seem as though they're not just trying to take down Republican-linked individuals, he told Radio Sputnk's Loud & Clear on Monday.
"It is kind of obviously opportunistic and selective persecution," Kavanagh told host John Kiriakou. "It's like laws against jaywalking. Who gets stopped for that? It's only going to be the people the cops want to stop for some other reason." Nevertheless, Craig has yet to be indicted.
Court filings obtained by the Washington Post detail that Craig's former law firm, Skadden, Arps, Slate Meagher & Flom, was paid some $4 million to review to the prosecution of former Ukrainian Prime Minister Yulia Tymoshenko, former Ukrainian President Viktor Yanukovych's rival, in 2012. Through an offshore account, Manafort paid the law firm for a 187-page report on the trial and imprisonment of Tymoshenko.
Tymoshenko was convicted in October 2011 of exceeding her powers as premier while negotiating a 2009 gas contract with Russia. She was sentenced to serve seven years in prison. The Ukrainian politician was later released from jail in 2014.
Attorneys for the former Obama White House counsel maintain that even though Craig wrote the Tymoshenko report, he did not play a role in Manafort's lobbying campaign.
"Mr. Craig never disseminated Skadden's report on the Tymoshenko trial to US government officials, and he did not discuss Skadden's findings with officials in the Executive Branch or the Congress or their staffs," Craig's attorneys told the Post.
"Moreover, Mr. Craig's few media contacts about the report were not part of an effort to promote the report on behalf of a foreign government. As a result, he was not required to register."
Though doubtful that prosecutors will bring charges against Craig, Kavanagh suggested that the legal proceedings would likely lead to an increase in foreign agent registrations as a precaution among the Washington elite. On August 31, prosecutors obtained a guilty plea from longtime DC lobbyist W. Samuel Patten for illegally advancing Ukraine's interests from 2014 to 2017, Sputnik News reported.
"People will hide out for a while, lay low and make sure that they've submitted their [Foreign Agents Registration Act] registration forms," the editor said, before predicting that fears would die down, and things would revert back after some time.
"If we're going to be serious about policing relationships between lobbyists and foreign regimes, we're going to have to do a lot more than this," Kavanagh added, emphasizing the importance of being consistent in the application of the law.

The deal comes after a 76-page "Superseding Criminal Information" document was filed against Manafort, charging him with money laundering and obstruction (see below). Jury selection in Manafort's second trial in US District Court in Washington was scheduled to begin on Monday.
This could be bad for Trump, Podesta and several members of the Obama administration
Language in the plea deal has fueled speculation that Manafort's cooperation could potentially be devastating for President Trump - however many have also pointed out that others may be directly in the special counsel's crosshairs.

Clinton-connected lobbyist Tony Podesta knew he was working with Paul Manafort on behalf of a Ukrainian politician, according to an indictment released Friday by the special counsel's office.
Podesta, Manafort and Mercury Public Affairs all failed to register as foreign agents of Ukraine for the work.
Manafort entered a plea agreement with the special counsel Friday.
Two lobbying firms, including one owned by Democratic superlobbyist Tony Podesta, knowingly worked with Paul Manafort at the direction of the Ukrainian government, according to an indictment released Friday by the special counsel's office.
The indictment, which was released ahead of an expected plea deal for Manafort, the former chairman of President Donald Trump's presidential campaign, says that as a part of his "lobbying scheme," Manafort solicited two lobbying firms in February 2012 to lobby on behalf of then-Ukrainian President Viktor Yanukovych.
"Various employees of Companies A and B understood that they were receiVing direction from MANAFORT and President Yanukovych, not the Centre, which was not even operational when Companies A and B began lobbying for Ukraine," reads the indictment. The Centre is a reference to the European Centre for a Modern Ukraine, a Brussels-based non-profit that the government says was used to support Yanukovych.
Company A has been identified as Mercury Public Affairs, a lobbying shop operated by former Minnesota Republican Rep. Vin Weber. Company B has been identified as Podesta Group, the firm that Tony Podesta founded with his brother, John, the chairman of Hillary Clinton's campaign.
Manafort pleaded guilty Friday to conspiracy against the United States and obstruction of justice. He was convicted in federal court in Virginia on Aug. 21 on bank fraud, tax fraud and money laundering charges. He was scheduled to face trial in Washington, D.C., on charges directly related to his consulting work for Yanukovych. (RELATED: Manafort Expected To Accept Plea Deal With Mueller)
Nobody from Podesta Group or Mercury Public Affairs has faced charges in the case, though the latest indictment suggests that the lobbying firms skirted federal law by failing to register as foreign agents with the Department of Justice (DOJ).
According to the indictment, Manafort knowingly avoided registering with the DOJ and lied to the government about his work for Yanukovych, who was forced to leave office in 2014.
The indictment lays out evidence that Manafort, his business partner Rick Gates, and employees at Mercury Public Affairs and the Podesta Group were aware they were working for Yanukovych.
The head of Company B, believed to be Podesta, told his employees "to think the President of Ukraine 'is the client.'"
The indictment also cites evidence that an employee of the Podesta Group realized the European Centre for a Modern Ukraine was being used as cover for Yanukovych.
"An employee of Company B described the Centre as a fig leaf, and the Centre's written certification that it was not related to the Party of Regions as 'a fig leaf on a fig leaf,' referring to the Centre in an email as the 'European hot dog stand for a Modern Ukraine,'" the indictment reads. "Company B wrote in an email to its team about a 'potential representation for the Ukraine,' haVing been contacted 'at the suggestion of Paul Manafort who has been working on the current PM elections.'"
The indictment also says Manafort, Gates, and "employees of both Companies A and B referred to the client in ways that made clear they knew it was Ukraine, for instance noting that the 'client' had an Embassy in Washington D.C."
Working at Manafort's direction, Mercury and Podesta Group lobbied dozens of members of Congress, their staffers, and White House and Department of State officials regarding a host of issues related to Ukraine, including the validity of its elections.
Manafort frequently briefed Yanukovych on Mercury and Podesta's lobbying activities. He also tasked the companies to prepare reports that he could provide to Yanukovych.

Who Planted Manafort?
Anon mentioned a few breads ago that maybe NoName was who planted Manafort. So I did some checking. Found a connection thru Manafort's old business partner Rick Davis. Davis Left the firm to join NoNames campaign for 2008. NoNme is very anti-Russia and Manafort is Pro-Russia.
Would NoName try to frame Manafort because his old business partner ran NoNames campaign and failed? Seems far fetched. Either way, below are articles I came across re: Manafort/NoName. Judge for yourself.
The arrangement ended up being quite lucrative for Davis, who worked on McCain's campaign without pay. In June 2008, The Washington Post reported that Davis Manafort "earned at least $2.2 million in part through their close association with McCain, his campaign and his causes."
Oleg Deripaska, the Russian oligarch connected in press reports Wednesday to former Trump campaign manager Paul Manafort, has a long history of connections with senior U.S. politicians, including Senator John McCain and former senator Bob Dole.
In addition, the Washington Post reported in January 2008 that Rick Davis, who was then the manager of Senator John McCain's presidential campaign, helped arrange a drinks-and-dinner meeting in January 2006 between Deripaska and a small group of U.S. senators, including McCain, near Davos, Switzerland, where the World Economic Forum was taking place.
According to the newspaper, seven months later, in August 2006, Davis, McCain and Deripaska attended a dinner in Montenegro, whose governing party had a contract with the lobbying firm that Davis ran together with Paul Manafort.

During the 2008 campaign, the Davis Manafort firm disclosed through its U.S. partner Daniel J. Edelman Inc., that it was working for the political party in Ukraine supporting Ukrainian Prime Minister Viktor Yanukovych, who was backed by Putin.
Manafort was first questioned by the FBI about his Russian and Ukrainian ties in 2014, two years before he became Trump's campaign manager, and agents probed him on how he first came to work for Deripaska through McCain's top political adviser, a source confirmed to Circa.
"Davis repeatedly tried to bring Manafort into the McCain campaign and we were able to stop it and even have Davis removed for his ties to pro-Russian efforts," Weaver said. "But this was short-lived as Davis actually and literally cried to the Senator every day for weeks until John relented and allowed Davis back."

Before 2008, Yanukovych's political party, called the Party of Regions, worked closely with a lobbying firm called Davis Manafort (out of Delaware) comprising of Rick Davis and Paul Manafort. In 2008 Rick Davis became McCain's presidential campaign manager.
The connections between Yanukovych and Republican campaign insiders does not end at Manafort's doorstep. Vin Weber, Mitt Romney's foreign policy advisor in 2012, also lobbied for Yanukovych through the European Center for Modern Ukraine.

UKRAINE: Tier 2 Human Trafficking
The Government of Ukraine does not fully meet the minimum standards for the elimination of trafficking; however, it is making significant efforts to do so. The government demonstrated increasing efforts compared to the previous reporting period; therefore, Ukraine was upgraded to Tier 2. The government demonstrated increasing efforts by investigating, prosecuting, and convicting officials complicit in trafficking, increasing interagency coordination and training for government officials, and taking some steps to improve law enforcement efforts. The government secured slightly more convictions in 2016, ending a five-year downward trajectory. The government also improved its efforts to protect trafficking victims in Ukraine, increasing subsistence payments to victims and drafting legislation that would better protect foreign victims. However, the government did not meet the minimum standards in several key areas. It did not vigorously investigate and prosecute traffickers, initiating progressively fewer investigations and prosecutions for the last six years. Lax sentencing, likely aggravated by corruption, meant most convicted traffickers avoided imprisonment, which is inadequate to deter trafficking crimes and disproportionately low compared to the seriousness of the crime. Foreign donors and NGOs continued to fund and provide most victim services. International organizations continued to identify far greater numbers of victims than the government, indicating inadequate identification efforts by the government and a continuing lack of trust in the government's ability to protect victims and ensure their fair treatment. Ongoing Russian aggression continued to drain Ukrainian government resources, displacing close to two million people, and making a large population vulnerable to exploitation.

The Justice Department will continue to pursue foreign influence operations inside the United States, the deputy attorney general, Rod J. Rosenstein, vowed last month.
Russian schemes to influence the presidential election, he said, are "just one tree in a growing forest."
It also revealed bipartisan largess. One 2014 email presented in court on Tuesday showed the Democratic consultant Thomas A. DeVine proposing a "day rate" of $10,000 to do work in Ukraine on behalf of Mr. Yanukovych, the Russia-aligned former president who was a longtime client of Mr. Manafort.
Mr. DeVine, who is known as Tad, went on to become the chief strategist for the presidential campaign of Senator Bernie Sanders of Vermont, a self-proclaimed democratic socialist.
In addition to the investigations of Mr. Manafort and Mr. Gates, who pleaded guilty in February to numerous financial crimes and became a cooperating witness in the special counsel investigation, Mr. Mueller's team pursued three other investigations into lawyers and lobbyists who did work in Ukraine.
The cases involve Gregory B. Craig, who served as the White House counsel under President Barack Obama before leaVing to work for the law firm Skadden, Arps, Slate, Meagher & Flom; Tony Podesta, an influential Washington lobbyist whose brother, John D. Podesta, was chairman of Hillary Clinton's presidential campaign; and former Representative Vin Weber, Republican of Minnesota, who joined the lobbying firm Mercury Public Affairs after leaVing Congress.
None have been charged with any crimes. Mr. Mueller's referral of those cases several months ago to federal prosecutors in New York was revealed in news reports on Tuesday.

Working on the same Ukraine activities.
In addition to Paul Manafort and his consulting agency, a number of other consulting groups have come under scrutiny for their work on behalf of pro-Russian Ukrainian interests. The October 30 indictment of Rick Gates and Paul Manafort indicates that they "solicited two Washington, D.C. firms (Company A and Company B) to lobby in the United States on behalf of Yanukovych, the Party of Regions, and the Government of Ukraine. For instance, Gates wrote to Company A that it would be representing the Government of Ukraine in [Washington]." These companies "engaged in extensive lobbying" regarding topics such as Ukraine sanctions and Ukraine elections. The indictment states that Manafort and Gates "arranged for the Centre to be the nominal client of Company A and Company B, even though in fact the Centre was under the ultimate director of the Government of Ukraine, Yanukovych, and the Party of Regions."
It has since been revealed that in the Mueller indictment, "Company A" is Mercury LLC (also referred to as Mercury Public Affairs), headed by former Republican Congressman Vin Weber, and "Company B" is the Podesta Group, then run by Tony Podesta. The aforementioned "centre" refers to the European Centre for a Modern Ukraine (ECFMU). ECMU had reportedly close ties with ousted Ukrainian president Viktor Yanukovych and his Party of Regions. Manafort and Gates arranged this public relations push through the ECFMU, paying the Podesta Group and Mercury LLC to promote Ukrainian interests in the U.S.
The indictment against Manafort and Gates indicated that Gates informed both firms they would be representing the Government of Ukraine. However, Mercury and the Podesta Group have both claimed they believed that the ECFMU was not "controlled or financed by a foreign government or political party."

In 2012, Craig co-chaired (with former Republican congressman Vin Weber) a bipartisan task force formed by the Washington Institute for Near East Policy which looked into American policy toward Egypt, then led by President Mohamed Morsi.[40] The task force recommended a middle ground on continuing U.S. economic and military aid to Egypt; the group's report, released in November 2012, called for "an approach whereby the United States continues to provide substantial economic and military aid while linking both direct support and backing for international financial support to Egyptian cooperation on key U.S. interests."[40]
Craig led a team of lawyers from Skadden, Arps who were commissioned by the government of Ukraine under President Viktor Yanukovich to look into errors in the trial of former Ukrainian prime minister Yulia V. Tymoshenko on abuse-of-power charges.[41] The report, released in December 2012, found that Tymoshenko was denied legal counsel at "critical stages" of the trial and that her lawyers were wrongly barred from calling witnesses in her defense.[41] The report concluded that Tymoshenko's right to a fair trial "appears to have been compromised to a degree that is troubling under Western standards of due process and the rule of law."[41] However, the report also concluded that Tymoshenko's conviction was supported by the evidence presented at trial and rejected the claim that the prosecution of Tymoshenko was politically motivated by Yanukovich to obstruct the Ukrainian opposition.[41] Tymoshenko's attorneys rejected that finding, saying that the report was not independent because it was commissioned by the Ukrainian government, which paid Skadden, Arps an undisclosed sum of money,[41] and human rights organizations regarded the report as a "whitewash."[42]
Craig promoted the report to journalists and members of Congress without much success.[43] Experts say that Craig should have registered as a foreign agent, as lobbyists are required to do when they lobby on behalf of foreign governments.[43]
Resignation from Skadden, Arps, Slate, Meagher & Flom
In April 2018, Craig resigned from the firm Skadden, Arps, Slate, Meagher & Flom, following the indictment of Alex van der Zwaan, a lawyer at the firm's London office. Craig was the lead attorney supervising the firm's work for former Ukrainian president Yanukovich, in which Zwann participated. Zwaan was later charged by Mueller investigation and pleaded guilty to making false statements.

WASHINGTON - Donald Trump's former campaign chairman, facing federal scrutiny for his influential ties to the Russian government, steered a lucrative Ukrainian lobbying contract to former Minnesota Rep. Vin Weber.
Between 2012 and 2014, Weber received almost $700,000 to lobby for the European Centre for a Modern Ukraine, an organization that advocated for the country to join the European Union. Weber, along with the Podesta Group, received the contract from Paul Manafort and another Trump strategist, Rick Gates.
Manafort could face a federal inquiry for his lobbying ties to the Russian government. At the same time, Ukrainian investigators are examining a corruption network allegedly used to influence elections during the administration of former President Viktor Yanukovych, one of Manafort's main clients.
After the new Ukrainian revelations, Manafort abruptly resigned from the Trump campaign, and now Weber faces uncertainty as to whether he will be part of a federal inquiry.
