There are significant gaps between the positions of London and Brussels on what their future trade relations should look like, but finding an agreement "if at all possible" is important, the British PM's office has said.
An update on the progress of the UK-EU trade agreement talks was given on Saturday by the office of British Prime Minister Boris Johnson after he spoke with Ursula von der Leyen, the president of the European Commission.
The parties "agreed on the importance of finding an agreement, if at all possible, as a strong basis for a strategic EU-UK relationship in future," the statement said.
Johnson and von der Leyen noted that some progress has been made in the talks in recent weeks, but that at the same time "significant gaps remained, notably but not only in the areas of fisheries, the level playing field, and governance."

Time is running out for hammering out a new trade agreement between Britain and the EU. They will switch to general World Trade Organization rules next year unless a deal is made.
Earlier this week, the EU launched legal action against the UK over the proposed legislation on the internal British market, which would breach the terms of the Brexit agreement regulating the situation in Ireland if passed into law.

LONDON - European Commission President Ursula von der Leyen said Thursday it has formally notified the U.K. over its contentious plan to override the Brexit divorce deal, marking the first step in legal proceedings.
The notification came after U.K. lawmakers approved Prime Minister Boris Johnson's Internal Market Bill earlier this week, despite some ministers admitting the legislation could lead to the country breaching international law.
The U.K. has said the proposed legislation, which now requires the approval of the House of Lords, will protect the integrity of the U.K. The bill would allow ministers to unilaterally amend elements of the country's withdrawal agreement with the EU.
It has amplified divisions between the U.K. and Europe, threatening to scupper trade talks during the post-Brexit transition period.
"If adopted as is, it will be in full contradiction to the protocol of Ireland-Northern Ireland," von der Leyen said in a televised statement.
The head of the EU's executive arm said it had given Britain until the end of September to remove "problematic parts" of the Internal Market Bill, but the deadline has now lapsed and the provisions remained.
What is the Internal Market Bill?
The Internal Market Bill would grant the British government powers to not consult the EU in state aid cases involving the trade of goods between Northern Ireland and the rest of the EU. The U.K. had agreed to do the opposite when signing its divorce deal with the EU in January.
The bill could also change requirements that Northern Irish firms complete export summary declarations when shipping goods to the mainland.
The dispute has prompted some analysts to suggest the U.K. and EU will ultimately fail to reach a trade agreement.
The absence of a deal before the end of the year would see the U.K. trade with the EU on World Trade Organization rules. This would mean higher costs and barriers for businesses on both sides of the English Channel, when compared with the current system.

The EU has activated a legal process against the UK after it failed to amend its controversial 'Internal Market Bill' which Brussels considers inconsistent with the previously agreed Brexit withdrawal agreement.
European Commission President Ursula von der Leyen said Thursday that Brussels had sent a formal letter of notice to the UK and that London had until the end of September to remove the "problematic parts" of its draft Internal Market Bill, including the part on the Irish border issue.
This draft bill is by its very nature a breach of the obligation of good faith laid down in the Withdrawal Agreement. Moreover, if adopted as is, it will be in full contradiction to the Protocol on Northern Ireland.
"The deadline lapsed yesterday," von der Leyen said, explaining that the letter of formal notice to the British government was the first step in launching the infringement procedure.
"The Commission will continue to work hard towards the full and timely implementation of the Withdrawal Agreement. We stand by our commitments," she said.
The UK government now has a month to reply to the complaint. The EU will then assess Britain's arguments once more and may ask it to amend the bill again. If London refuses again, the EU could sue the UK at the Luxembourg-based European Court of Justice.
Following the announcement, a spokesperson for the British government reiterated that London has "clearly set our reasons" for altering the Brexit withdrawal deal agreed upon in January.
We need to create a legal safety net to protect the integrity of the UK's internal market, ensure ministers can always deliver on their obligations to Northern Ireland and protect the gains from the peace process.
Meanwhile, Michael Gove, the UK minister responsible for Brexit issues, said he believed an agreement could still be reached with "goodwill on both sides" but London has "clear red lines" that it will not cross.

The central European Visegrád group has criticised the European Commission's planned reform of the EU's asylum policy, which could ultimately force members to accept migrants.
This week, the EU's powerful executive arm announced that it would be scrapping the Dublin arrangements and replacing it with a "strong new solidarity mechanism". The proposal would also open up more routes for migration and asylum.
Euractiv reported that the mechanism would give member-states a choice between hosting migrants or being responsible for returning failed asylum seekers under the "returned sponsorship schemes".
While it is claimed accepting migrants would not be mandatory, the website notes that under a proposed "crisis preparedness" mechanism, nations would be forced to take migrants either permanently or during the repatriation process, such a crisis being on the scale of the 2015 Europe migrant crisis itself.
The report even suggests that states which opt to simply hold illegals until deportation will ending up having to keep them, owing to the difficulty of repatriation.

Britain remains a part of the EU's single market during the post-Brexit transition period set to end at the end of this year, and the ongoing scandal increases the risks of the whole deal with the EU falling apart. Still, Johnson refused to shelve the legislation.

European Commission President Ursula von der Leyen has attacked the Polish government for condoning the establishment of 'LGBT ideology-free zones,' and announced impending countermeasures.
"LGBTQI-free zones are humanity free zones," von der Leyen said on Wednesday while addressing the European Parliament.
And they have no place in our [European] Union.
The chief executive added that any breaches of European laws regarding the treatment of the LGBT community "cannot be tolerated".
Polish officials' openly anti-gay positions have also prompted the Commission to develop a "strategy to strengthen LGBTQI rights" in the bloc. As part of it, there will be a push to recognize registered same-sex family relations between EU citizens by all member countries. "If you are parent in one country, you are parent in every country," von der Leyen said.
Currently, some countries in the Union do not recognize same sex marriage and parenthood, which sometimes leads to citizens, most importantly children, having differing legal statuses when crossing borders inside the EU.
Starting this year, various regions of Poland have declared themselves 'LGBT ideology-free zones,' which coincided with local bans of gay marriages and LGBT events. Right now, these zones make up about a third of the country.
In July the European Commissioner for Justice and Equality Helena Dalli announced that six Polish cities would not be granted EU funding for adopting the 'LGBT-free zones'.

China's Human Rights Record Under Scrutiny As Sino-EU Summit Draws Near
Over 60 members of the European Parliament and rights group Reporters Without Borders (RSF) are calling on top European leaders to address China's human rights issues at the upcoming virtual EU-China summit to be held on Sept. 14.
Chinese leader Xi Jinping will co-host the meeting with Charles Michel, president of the European Council, which defines the European Union's general policies and priorities. Ursula von der Leyen, president of the European Commission, the EU's executive branch, and German Chancellor Angela Merkel will also participate in the meeting. Germany currently holds the rotating EU presidency.
The meeting, originally scheduled to be held in the German city of Leipzig, will be held via video conference instead due to the COVID-19 pandemic.
According to the European Council website, the four will discuss climate change, economic and trade issues, as well as responses to the pandemic, which is caused by the CCP (Chinese Communist Party) virus, commonly known as the novel coronavirus.
The online summit on Monday is under close scrutiny as relations between China and the EU have soured recently. In March last year, the European Commission called China "a systematic rival" in a report about the bilateral relationship. Last month, EU Foreign Minister Joseph Borrell called China "a new empire" and asked EU members to "correct" their economic imbalances with China, in a commentary published in French newspaper Le Journal de Dimanche.
Meanwhile, 63 members of the European Parliament signed a joint letter addressed to Michel, von der Leyen, and Merkel, urging them to "ensure that there will be consequences if the Chinese government continues to flaunt its human rights obligations. We call for the EU to put human rights at the top of the agenda at the EU-China Summit and in future discussions."

She added that "if the UK violates that international treaty" and Brexit ends up undermining the Good Friday peace accord, there will be "absolutely no chance" of a US-UK trade agreement passing the US Congress.
The explosive admission about the new Internal Market Bill was made by British government officials on Tuesday, triggering international scorn. The London-appointed Northern Ireland secretary Brandon Lewis said the proposals would indeed break international law in a "very specific and limited way."
The "limited" scale of the law violation has apparently not reassured other parties in the UK-EU divorce saga. EU Commission boss Ursula von der Leyen said that such tricky legal moves "break international law and undermines trust," warning that the controversial bill might throw London's trade talks with the bloc under the bus.
Ireland, for its part, said it perceived the admission as a threat from London, with its deputy Prime Minister Leo Varadkar branding the revelation as a "kamikaze" statement.

Hogan insisted that he broke no regulations, as he tested negative for Covid-19 two weeks before the dinner. However, Irish regulations require anyone returning from abroad - as Hogan did from Brussels - to quarantine for 14 days, test or no test. Since his return from Belgium, it emerged that not only did Hogan not quarantine at home, he journeyed to Dublin, Kilkenny and Limerick - via the quarantined county of Kildare.

The European Union has announced that it will be placing new sanctions on Belarus, following an emergency meeting to discuss the situation in the country. The move comes after ten days of protests in Minsk and other cities.
Following the video conference, European Council President Charles Michel said that the bloc would impose sanctions on Belarusian officials accused of being responsible for "shocking and unacceptable" acts perpetrated against anti-government protesters.
The penalties will be imposed on a "substantial number" of individuals. EU leaders also collectively agreed that the results of Belarus' August 9 elections were "fraudulent."
EU Commission President Ursula von der Leyen said there was unanimous support for the sanctions, and that the economic restrictions will be implemented without "hurting the people of Belarus." A list of individuals to be included should be adopted "as soon as possible," she added.
Officials declined to say whether Belarus President Alexander Lukashenko would be targeted directly by the measures.
von der Leyen said the EU would support a peaceful transition of power in Belarus, and would allocate 53 million euros ($63.3 million) to support civil society and the country's Covid-19 response.
The bloc also said that it wanted to see new elections in Belarus.
Svetlana Tikhanovskaya, the main opposition candidate in the disputed election, urged the European Council ahead of its meeting to not recognize Belarus' the results. She said that a new ballot should be held under international supervision, but stressed that the EU should respect the choice of the Belarusian people.

The European Union is refusing to recognize election results in Belarus and is preparing sanctions over the 'rigged' vote and the heavy-handed police response to protests, EU foreign policy chief Josep Borrell has confirmed.
The EU "doesn't accept election results" in Minsk, Borrell tweeted on Friday evening, adding that work has begun on "sanctioning those responsible for violence [and] falsification" of the vote.
Borrell's comments come after a conference call of 27 EU foreign ministers, which ended in a consensus that the Belarus elections "were rigged," according to Slovakian FM Ivan Korcok.

Mass protests began shortly after the presidential election last Sunday, which the incumbent President Aleksandr Lukashenko won in a landslide, according to official results. Thousands have been arrested and two people have died in the five days of unrest, with viral videos showing law enforcement brutally dispersing demonstrators calling for regime change.
Ahead of the ministerial teleconference, European Commission President Ursula von der Leyen called for "additional sanctions against those who violated democratic values or abused human rights" in Belarus and expressed confidence the foreign ministers will "demonstrate our strong support for the rights of the people in Belarus to fundamental freedoms and democracy."
Opposition candidate Svetlana Tikhanovskaya, who has fled to Lithuania after Belarus security services said they intercepted a plot to assassinate her, called for peace on the streets - but insisted the election had been rigged. Lukashenko maintains the vote count was fair.

EU Commission Declares Asylum Rejections at Borders Illegal
The European Commission has declared that European Union member states cannot reject asylum applications at their borders or close their borders to asylum seekers.
Ylva Johansson, Commissioner for Internal Affairs and Migration, stated that countries should not push back migrants from the border and that all asylum applications should be allowed to take place within the territory of the European Union.
"Rejections are illegal. Not everyone has the right to asylum, but everyone has the right to be treated in line with our values. When people apply for asylum in the EU, they appeal to European values. And we must honour that appeal," Ms Johansson said, according to Il Giornale.
Johansson added that the EU would be conducting investigations into member states which rejected migrants at their borders. The commissioner said: "We cannot protect EU borders by violating people's rights. In my opinion, it is time to consider the possibility of setting up a new mechanism to monitor border rejections. We have to make sure that Member States respect EU law."
Even during the coronavirus crisis, the European Union has made it clear it supports borders being open for asylum seekers.
In March, European Commission President Ursula von der Leyen initially tried to keep all of the EU internal borders open, stating: "In this moment of crisis it is of utmost importance to keep our internal market going."
Many countries closed their borders due to the pandemic, but have recently seen a surge in new asylum seeker arrivals upon relaxing the lockdowns, particularly in Italy.
Arrivals have coincided with migrant transport NGOs also resuming their activities in the Mediterranean in recent weeks.
Last week, Italian NGO Mediterranea Saving Humans brought 43 migrants from North Africa to Italy, eight of them testing positive for the Wuhan coronavirus. A month before, the German NGO Sea-Watch brought 209 migrants, with 28 of them testing positive for the virus.

The European Union's executive arm blamed a series of technical mistakes after its top official threw her support behind the ruling conservative party in Croatia's parliamentary elections, in breach of political neutrality guidelines.
Ursula von der Leyen, the German president of the European Commission, appeared with other center-right politicians in a promotional video clip posted over the weekend by the Croatian Democratic Union (HDZ) ahead of Sunday's vote.
A former defense minister in Germany, von der Leyen is a member of the center-right Christian Democratic Union (CDU) and belongs to the same European People's Party as HDZ. But the code of conduct for members of the European Commission states that they "shall abstain from making public statements or interventions on behalf of any political party or organization of the social partners of which they are members," except when they stand for election or participate in a vote.
Speaking during a press conference on Monday, the chief spokesman for the commission, Eric Mamer, said von der Leyen was meant to be speaking in a personal capacity and repeatedly declined to offer formal apologies for the mixup.
Mamer said she recorded the message at the request of the Croatian Prime minister's cabinet on Friday during a session held in the commission's studios before the video was sent to Croatia. He said von der Leyen recorded several other messages that day as part of her communication strategy during the coronavirus crisis, which requires the use of video for virtual appearances as in-person meetings remain limited.
"Obviously this video should not have been recorded against the backdrop of the Berlaymont," said Mamer, referring to the office building in Brussels housing the headquarters of the commission, the EU's executive branch. "When it was recorded they used the same backdrop they had used for the previous video recordings."
The video triggered an avalanche of criticism on social media. In the short footage, von der Leyen was identified as the European Commission president and was filmed standing in front of a European flag.
"In the post production phase in Zagreb the heading `president' was added to the backdrop and that was not of course provided for initially," Mamer said.
Asked whether von der Leyen had breached the commission's code of conduct by meddling in the Croatian election, Mamer said only unintentional mistakes led to the final version of the video.
"Clearly the president is of the view that it's a good thing for European democracy that members of the college can engage in active political life," Mamer said. "So that's the kind of things which must be permitted. At the same time the appropriate conditions must apply to any such activities."
According to partial results, the ruling conservatives overwhelmingly won the elections held Sunday. With over 90 percent of the vote counted, the HDZ has 66 seats in Croatia's 151-seat parliament and is likely to form a new coalition government with smaller right-wing groups.

EU threatens to blackmail illiberal countries' budgets
Manfred Weber, the Leader of the European People's Party (EPP), discussed the European Union's plan to blackmail member states that don't toe the bloc's line on issues like migration, such as Hungary and Poland. This will be done by making their share of the EU's budget contingent on how well they meet the bloc's vague "rule of law" standards, Weber says, especially now that many countries have been hit hard by the Wuhan coronavirus (COVID-19) lockdown.
Weber, who leads the European Parliament's largest party, made the remarks in an interview with the Süddeutsche Zeitung last week.
The EU is currently in talks to prepare its next seven-year budget, which will come into effect in 2021. Weber discussed the proposal by Ursula von der Leyen, the European Commission's President, to make the allocation of each member state's share of the budget, as well as its share of aid to deal with the effects of the pandemic, contingent on the "state of the rule of law" in each country.
This threat is clearly aimed at Hungary and Poland in particular, the two EU member states that have taken a hard line on illegal migration and which have also come under fire for alleged corruption in their judiciaries. The EU has invoked Article 7 of its Treaty against both countries in recent years, which can result in a suspension of a member states' rights within the bloc. Both are still being investigated under the procedure.
Weber suggested that the EU needs to strengthen its control over its budget "in order to better fight corruption." He said that given that many member states will be using EU funds to deal with the economic fallout from the pandemic, it is important that "strict conditions" must be attached to such aid.
Weber mentioned Hungary and Poland specifically, saying that it is "unsurprising" that the two countries are looking to prevent the "rule of law" requirement from being attached to the money. "Europe is not an ATM, but a community of values," he said.
On Friday, the EU and the heads of the member states will begin discussing the 1.8 trillion euro budget for 2021-2027 for the first time: 1.1 trillion for the budget and 750 billion euros in aid to deal with the economic crisis resulting from the pandemic. Whether the pandemic aid will be distributed in the form of loans or in bonds is still being hotly contested. Weber's EPP will play a crucial role in these negotiations.
The EPP has made its displeasure with Hungary in particular known on several occasions. The EPP's current President, Donald Tusk, called for Hungary to be expelled from the party in March due to concern over the country's controversial Coronavirus Protection Law, as previously reported by Voice of Europe.

Left-wing billionaire George Soros has indicated that the coronavirus pandemic paves the way for societal changes previously thought impossible, calling it "the crisis of my lifetime." Soros had lived through the Second World War as a youth.
"Even before the pandemic hit, I realized that we were in a revolutionary moment where what would be impossible or even inconceivable in normal times had become not only possible, but probably absolutely necessary," he said during an interview on May 11.
Soros also said that "Europe is facing several existential dangers."
He was "particularly concerned about the survival of the EU because it is an incomplete union." While, according to the Hungarian-born billionaire, the European Union was "in the process of being created," that process "was never completed."
Thus, Soros said the EU was "exceptionally vulnerable - more vulnerable than the US not just because it is an incomplete union but also because it is based on the rule of law."
Soros also commented on a recent conflict between Germany and the EU. Germany's highest court had ruled on May 5 that one of the EU's Court of Justice decisions regarding policies of the European Central Bank (ECB) was not legally binding. In turn, the European Court of Justice asserted that it alone had jurisdiction over the ECB.
In the interview, Soros sided with the EU. "When Germany joined the EU, it committed itself to abide by European law," he argued.
He voiced his fears that countries like Poland or Hungary might become more independent of the EU, if also "the German court can question the decisions of the European Court of Justice."
Soros asked, "Can Hungary and Poland decide whether they follow European law or their own courts - whose legitimacy the EU has questioned? That question goes to the very heart of the EU, which is built on the rule of law."
"Poland has immediately risen to the occasion and asserted the supremacy of its government-controlled courts over European law. In Hungary, Viktor Orbán has already used the COVID-19 emergency and a captured parliament to appoint himself dictator," Soros claimed.
The last election took place in 2018, and the next one is scheduled for 2020.
Additionally, a new poll has shown that the majority of Hungarians (54 percent) seem to support the measures of the Orbán administration and would vote for him.
"The ruling poses a threat that could destroy the European Union as an institution based on the rule of law, precisely because it was delivered by the German constitutional court, which is the most highly respected institution in Germany," Soros emphasized.
In the course of the interview, Soros again talked about his idea of having the EU issue perpetual bonds, which he called Consols. With the money created through Consols, he would finance the fight against the COVID-19 pandemic, as well as climate change.

GPS: Will the ECB need to change its policies after this ruling?
SOROS: Not necessarily. This ruling only requires the ECB to justify its current monetary policies. It has been given three months to justify the actions it has taken. That will consume a lot of the ECB's attention when it is the only really functioning institution in Europe that can provide the financial resources needed to combat the pandemic. Therefore, it should focus its attention on helping Europe to establish a Recovery Fund.1
GPS: Do you have any suggestions where these resources could come from?
SOROS: I have proposed that the EU should issue perpetual bonds, although I now think that they should be called "Consols," because perpetual bonds have been successfully used under that name by Britain since 1751 and the United States since the 1870s.
Perpetual bonds have become confused with "Coronabonds," which have been rejected by the European Council - and with good reason, because they imply a mutualization of accumulated debts that the member states are unwilling to accept. That has poisoned the debate about perpetual bonds.
I believe that the current predicament strengthens my case for Consols. The German court said that the ECB's actions were legal because they adhered to the requirement that its bond purchases were proportional to the member states' shareholding in the ECB. But the clear implication was that any ECB purchases that were not proportional to the ECB "capital key" could be challenged and deemed ultra vires by the court.
The kind of bonds that I have proposed would sidestep this problem, because they would be issued by the EU as a whole, would automatically be proportional, and would remain so eternally. The member states would have to pay only the annual interest, which is so minimal - at, say, 0.5% - that the bonds could be easily subscribed by the member states, either unanimously or by a coalition of the willing.

Unfortunately, Germany and the "Hanseatic League" states led by the Netherlands are adamantly opposed. They should think again. The EU is now considering doubling its budget, which would provide only about ?100 billion and yield only one-tenth of the benefit that perpetual bonds could provide. Those who want to keep their EU budget contribution to a minimum ought to support Consols. They would have to authorize certain taxes, like a financial-transaction tax, that would provide the EU with its own resources, assuring its AAA rating, but the taxes would not have to be imposed - their place would be taken by Consols. Both these parties and the rest of Europe would be much better off. Annual payments of ?5 billion, whose present value would continuously decline, would give the EU ?1 trillion that the continent urgently needs - an amazing cost-benefit ratio.
GPS: When the EU relaxed its rules against state aid, Germany submitted more than half of the requests. Some people argue that this undermines the principles of a single market because it gives Germany an unfair advantage. What do you think?
SOROS: I agree with their argument. It is particularly unfair to Italy, which was already the sick man of Europe and then the hardest hit by COVID-19. Lega party leader Matteo Salvini is agitating for Italy to leave the euro and also the European Union. Fortunately, his personal popularity has declined since he left the government, but his advocacy is gaining followers.
This is another existential threat for the EU. What would be left of Europe without Italy, which used to be the most pro-European country? Italians trusted Europe more than their own governments. But they were badly treated during the refugee crisis of 2015. That's when they turned to Salvini's far-right Lega and the populist Five Star Movement.
GPS: You sound very pessimistic.
SOROS: Far from it. I recognize that Europe is facing several existential dangers. That is not a figure of speech; it is the reality. The verdict of Germany's Federal Constitutional Court is only the most recent challenge. Once we recognize this, we may be able to rise the occasion. We can take exceptional measures that are appropriate to the exceptional circumstances we're in. That certainly applies to Consols, which should never be issued in normal times, but are ideal right now. As long as I can propose measures like issuing Consols, I won't give up hope.

Coronavirus: World leaders pledge billions for vaccine fight
More than $8bn (£6.5bn) has been pledged to help develop a coronavirus vaccine and fund research into the diagnosis and treatment of the disease.
Some 40 countries and donors took part in an online summit hosted by the EU.
EU Commission President Ursula von der Leyen said the money would help kickstart unprecedented global co-operation.
She said it showed the true value of unity and humanity, but warned much more would be needed in the days ahead.
In total, more than 30 countries, along with UN and philanthropic bodies and research institutes, made donations.
Donors also included pop singer Madonna, who pledged ?1m ($1.1m), said Ms von der Leyen, who set out the Brussels-led initiative on Friday.
The European Commission pledged $1bn to fund research on a vaccine. Norway matched the European Commission's contribution, and France has pledged ?500m, as have Saudi Arabia and Germany. Japan pledged more than $800m.
The US and Russia did not take part. China, where the virus originated in December, was represented by its ambassador to the European Union.
Of the money raised, $4.4bn will go on vaccine development, some $2bn on the search for a treatment and $1.6bn for producing tests, the EU said.
In her opening remarks at the summit, Ms von der Leyen said everyone must chip in to finance "a truly global endeavour".
"I believe 4 May will mark a turning point in our fight against coronavirus because today the world is coming together," she said.
"The partners are many, the goal is one: to defeat this virus."
UK Prime Minister Boris Johnson, another co-host of the conference, said the "more we pull together" in sharing expertise, "the faster our scientists will succeed" in developing a vaccine.
Mr Johnson, who spent three nights in intensive care with Covid-19, was to confirm the UK's pledge of £388m for vaccine research, testing and treatment during the conference.
Along with the European Commission, the conference is being co-hosted by the UK, Canada, France, Germany, Italy, Japan, Norway and Saudi Arabia.
Italian Prime Minister Giuseppe Conte, French President Emmanuel Macron and German Chancellor Angela Merkel are also among those who have signed up to the initiative.
In the open letter published in weekend newspapers, the leaders said the funds raised would "kickstart an unprecedented global co-operation between scientists and regulators, industry and governments, international organisations, foundations and healthcare professionals".
"If we can develop a vaccine that is produced by the world, for the whole world, this will be a unique global public good of the 21st Century," they added.

World leaders have taken part in the launch of a global initiative to ensure equal access to the future vaccine against the novel coronavirus. The event, hosted by the World Health Organization, was notably snubbed by the US.
The launch of the "ACT accelerator" was held on Friday at the UN health body's HQ in Geneva. The WHO chief Tedros Adhanom Ghebreyesus had a pretty impressive guest list for the ceremony, which included French President Emmanuel Macron, German Chancellor Angela Merkel and European Commission President Ursula von der Leyen.
As expected in a Covid-19-gripped world, foreign dignitaries had to use video links to take part. However not a single suitably high-ranking official from the US showed up, and the absence had nothing to do with a technical malfunction. The nation that last week defunded the WHO over its alleged cover-up of Covid-19's seriousness simply snubbed the event.
"We look forward to learning more about this initiative in support of international cooperation to develop a vaccine for Covid-19 as soon as possible," a spokesman for the US mission in Geneva said in an email to Reuters ahead of the meeting, stressing that "no US official participation" had been planned.
The initiative is meant to ensure that access to testing kits, therapeutic drugs and, eventually, working vaccines is provided to all who need it.
The WHO's Ghebreyesus, whose resignation has been demanded by a number of US politicians, opened the ceremony by praising the global scientific response to the unprecedented health crisis posed by the coronavirus. Researchers from all corners of the world banded together to identify the pathogen, develop tools to predict and curb its spread, and to find ways to treat it.
But "even when tools are available, they had not been equally available to all" in past outbreaks, the UN official stressed. "We cannot allow that to happen."
US President Donald Trump last week froze the WHO's funding, pending an investigation into what he termed a "China-centric" behavior of the organization. He claimed the WHO helped Beijing mislead the world in the early days of the crisis by underestimating Covid-19's severity. Both have rejected the allegation.

Opinion: Soros: The EU should issue perpetual bonds to fund the economic recovery from coronavirus

NEW YORK (Project Syndicate) - European Commission President Ursula von der Leyen has announced that Europe will need about ?1 trillion ($1.1 trillion) to fight the COVID-19 pandemic. This money could be used to establish a European Recovery Fund. But where will the money come from?
I propose that the European Union should raise the money needed for the Recovery Fund by selling "perpetual bonds," on which the principal does not have to be repaid (although they can be repurchased or redeemed at the issuer's discretion). Authorizing this issue should be the first priority for the forthcoming European Council summit on Thursday.
It would, of course, be unprecedented for the EU to issue perpetual bonds, especially in such a large amount. But other governments have relied on perpetual bonds in the past. The best-known example is Britain, which used consolidated bonds (Consols) to finance the Napoleonic Wars and war bonds to finance World War I. These bond issues were traded in London until 2015, when both were redeemed. In the 1870s, the U.S. Congress authorized the Treasury to issue Consols to consolidate already existing bonds, and they were issued in subsequent years.
The EU is facing a once-in-a-lifetime war against a virus that is threatening not only people's lives, but also the very survival of the Union. If member states start protecting their national borders against even their fellow EU members, this would destroy the principle of solidarity on which the Union is built.
Instead, Europe needs to resort to extraordinary measures to deal with an extraordinary situation that is hitting all of the EU's members. This can be done without fear of setting a precedent that could justify issuing common EU debt once normalcy has been restored. Issuing bonds that carried the full faith and credit of the EU would provide a political endorsement of what the European Central Bank has already done: removed practically all the restrictions on its bond purchasing program.
Perpetual bonds have three additional advantages that make them appropriate for these circumstances.
For starters, because perpetual bonds never have to be repaid, they would impose a surprisingly light fiscal burden on the EU, despite the considerable financial firepower they would mobilize. The EU, moreover, would not have to refinance them when they came due, make amortization payments, or even set aside money (for example, in a sinking fund) for their eventual repayment.
The EU would be obligated only to make regular interest payments on them. A ?1 trillion perpetual bond with a 0.5% coupon would cost the EU budget a mere ?5 billion per year. This is less than 3% of the EU's 2020 budget.
The second advantage is more technical but almost as important. The market may not be able to absorb a ?1 trillion issue all at once. By issuing a perpetual bond, the EU could raise this amount in installments, without creating a new bond each time.
The third advantage is that an EU-issued perpetual bond would be a very attractive asset for the ECB's bond-purchase programs. Since the maturity of a perpetual bond is always the same, the ECB would not be required to rebalance its portfolio.
The EU does not need to create any new mechanism or structure to issue the bonds, because the EU has issued bonds in the past. The proceeds should be used for investments and grants related to fighting the pandemic. The European Commission would disperse the funds either directly or through the member states and other institutions (such as municipal governments) that are directly involved in fighting the COVID-19 pandemic.
The disruption caused by the pandemic should be temporary, but only if Europe's leaders take the extraordinary measures needed to avoid long-term damage to the EU. That is why the EU Recovery Fund is so desperately needed. Financing it with perpetual bonds is the easiest, fastest, and least costly way to establish it.

EU Commission Boss Issues Another Coronavirus Apology as Bloc Cracks
European Commission President Ursula von der Leyen has issued another apology to Italy over the European Union's lack of solidarity during the Chinese coronavirus outbreak.
Mrs von der Leyen stated in the European Parliament this week that she wanted to extend a "heartfelt apology" and said: "Too many were not there on time when Italy needed a helping hand at the very beginning."
The apology comes just weeks after she had another apology published in the Italian newspaper La Repubblica entitled "I apologise, we are with you."
The EU leader then claimed that "Europe has now become the world's beating heart of solidarity", noting that EU countries had offered each other hospital beds and medical supplies.
von der Leyen also pushed the idea of a coronavirus "Marshall Plan" to deal with the economic fallout of the Chinese virus, saying: "We need massive investments to restart the economy, a European Marshall Plan. And it must be activated immediately."
One of the measures proposed to help Italy has been the use of the European Stability Mechanism (ESM), a bailout fund that gives loans to member-states.
The ESM has seen massive resistance within Italy from Senator Matteo Salvini, however, who has criticised the measure as eroding the sovereignty of Italy and having adverse effects if it results in the country being forced to restructure debt.
Members of the Five Star Movement (M5S), who form the current governing coalition with the leftist Democrats (PD), have gone as far as saying they will vote to bring down Prime Minister Giuseppe Conte's government if the ESM is used.

Gates Foundation Calls for Global Solidarity to Vaccinate 7 Billion People from Coronavirus
As the coronavirus (COVID-19) pandemic spreads across the world, the search for the manufacturing of a vaccine has begun to take centre stage as a priority for the world's leading national, business, and scientific bodies.
The Bill & Melinda Gates Foundation has called for global cooperation on Wednesday to help administer COVID-19 vaccines for up to 7 billion people and offered a further US$150 million in funding towards the manufacturing of therapeutics and treatments.
A coronavirus vaccine could take up to 18 months to be fully ready and established as safe for humans, but global authorities and businesses must look towards distribution now, according to the foundation's chief executive Mark Suzman.
"It's normal to have, at maximum, hundreds of millions of doses manufactured", he said.
"When you are dealing with a novel pathogen like COVID-19, as and when we get to identifying a successful vaccine, we are going to need billions of doses."
"There are 7 billion people on the planet", he said. "We are going to need to vaccinate nearly every one. There is no manufacturing capacity to do that", he explained.
The additional funds from the foundation, which was established and is currently owned by mega-billionaire and Microsoft founder Bill Gates and his wife Melinda, will be in addition to the $100 million it already announced in February to aid the international fight against the pandemic.
Much of the money is to support the development of COVID-19 diagnostic tests, therapeutic treatments and vaccines, and to make them globally available, he said.
As well as helping make the vaccines and treatments available globally, it will also be given to developing countries in South Asia and Sub-Saharan Africa, which lack sufficient material and infrastructure to combat the spread.
Some 100 potential vaccines are being developed and tested by scientists around the world but most will fail when it comes to trial, according to Suzman.

The vaccine will be the "fastest" developed in human history, but the production will require billions of dollars in funding, according to Suzman.
Who is working on the vaccine?
On Wednesday, European Commissioner chief Ursula von der Leyen called for a donors' conference on 4 May to help organise the creation and global distribution networks for the vaccine.
Both China and the United States are currently working on producing a vaccine for COVID-19 and have begun safety studies. However, the US announced on Thursday that it would be withdrawing funds from the WHO.

"Despite its charter proclaiming mutual defense and security, the NATO military alliance is showing a rather unbecoming dog-eat-dog individualistic reaction in coping with the coronavirus pandemic.
The United States, the top dog in the 30-member pack of nations, is accused of "modern piracy" after it nabbed consignments of face masks which were bound for allies Canada, France and Germany to help those nations fight against soaring epidemics of the disease.
To think too that only last year, NATO celebrated the 70th anniversary of its founding in 1949 with lots of fanfare and vain self-congratulations of how noble the alliance is. Skeptics, though, see the bloc as a Cold War relic whose security claims are but empty Orwellian excuses for warmongering and propping up obscenely wasteful corporate militarism.
The latest incident involved the alleged commandeering of 200,000 anti-infection surgical masks by the US which had been originally ordered by German authorities for police officers in Berlin. The shipment was intercepted in Thailand and directed to the US instead.
It appears that the US firm, 3M, which sources the facial masks in China, was mandated by the Trump administration to increase its exports to the US due to the emergency circumstances of the Covid-19 pandemic, thereby over-riding the transaction with Germany.
However, Berlin state minister Andreas Geisel condemned the US intervention as "modern day piracy".
There have been similar reports of medical equipment bound for Canada and France also being intercepted by US authorities. Last week, a planeload of masks about to take off from Shanghai for France was bought up by American officials who turned up at the airport at the last minute wielding wads of cash.
Washington has denied the American actions are underhand. Well, maybe not underhand, but the Wild West-style capitalism of outbidding others with bigger bucks over life-saving medical material certainly seems unethical. And what about all that jive about mutual defense and security? Where's the fraternal coordination in a crisis?
It's not just the US which is seen as saving its own skin in a panic. Germany and France have also imposed export bans on their companies sending medical supplies to other European countries. That has led to grievances voiced by Serbian leader Alexander Vucic and others complaining that there is no European solidarity.
Even European Commission President Ursula von der Leyen was obliged to rebuke EU states for not displaying sufficient solidarity and for closing off borders and supplies to others in need from the pandemic.
In Italy and Spain, where deaths have soared above 10,000 in recent weeks, there has been popular outrage over the lack of collective response from European and NATO allies.
Given the rapidly growing threat to public health from the Covid-19 pandemic it is understandable that nations are taking desperate measures. From an initial indifference towards the disease in the US, the authorities there are now increasingly fearful that the infections and death toll may spiral out of control.
Last week, the global infection number surpassed one million with more than a quarter of those being in the US. The American death toll may peak at multiples of what we have seen in China or Europe. This is especially because of the deprived social conditions of American workers and due to under-resourced for-profit public health services.
Coming in an election year, President Trump is seeing his reelection hopes potentially going up in smoke along with the economy hit by coronavirus. That no doubt compels his administration to pull out all the stops to contain the pandemic, which would explain the snatching of vital medical equipment from allies."

Head of EU's top science body quits after Covid-19 response plans get bogged down by Brussels bureaucracy
The head of EU's main science organization has resigned just months after taking the job. He said both the body and EU leadership failed to adopt a robust science-based approach to the Covid-19 outbreak when one was badly needed.
Professor Mauro Ferrari submitted his resignation to European Commission President Ursula von der Leyen on Tuesday, effective immediately. His four-year term ended abruptly just months after starting on January 1. Ferrari said he was "extremely disappointed by the European response to Covid-19," according to the Financial Times, which first reported the news.
Ferrari headed the European Research Council (ERC), a body established in 2007 with a multibillion-euro budget with the goal of supporting scientific discovery in the EU. The ERC's 'bottom-up' approach to distributing grants clashed with Ferrari's suggestion of launching a large-scale effort to fight the pandemic, which he proposed in March after it became apparent that the outbreak would cause a health crisis in Europe.
"I thought that at a time like this, the very best scientists in the world should be provided with resources and opportunities to fight the pandemic, with new drugs, new vaccines, new diagnostic tools, new behavioral dynamic approaches based on science, to replace the oft-improvised intuitions of political leaders," he explained.
The proposal was rejected by ERC's Scientific Council. Ferrari said he tried to get his ideas implemented through von der Leyen, but the very fact of him working directly with the Commission head "created an internal political thunderstorm."
"The proposal was passed on to different layers of European Commission administration, where I believe it disintegrated upon impact," he said. He lamented a lack of coordination of national policies in response to the crisis and said his experience completely changed his view of the EU, of which he used to be "a fervent supporter."
A spokesman for the Commission expressed regret that Ferrari had resigned "at this early stage in his mandate." He said 50 ongoing or completed ERC projects were contributing to fighting the pandemic.
Ferrari is a US-Italian nanomedicine pioneer focusing on developing new cancer treatments.

The EU response to Italy's Covid-19 crisis was bungled so shamefully that the bloc apologized as other nations, including Russia, stepped in at Rome's request. Now, journalists are smearing the aid as an "influence operation."
EU Commission chief Ursula von der Leyen admitted Thursday that "in the face of the need for a common European response" to the pandemic, too many EU countries "thought only of their own" problems. Brussels will now "mobilize alongside Italy," she said. With nearly 14,000 dead, surely it's about time.
The decision to put up a united European front came only after Russia had sent doctors, personal protective equipment and 600 ventilators, among other supplies to Italy, which has suffered more Covid-19 cases and deaths than any other country in Europe. China and Cuba also sent critical supplies to help Italy battle the outbreak - and to their credit, some European nations including Germany and France did too, but not before trying to block the export of essential supplies to their neighbors in need in anticipation of domestic shortages. The bottom line is, there was certainly no "united" European response of the kind Italians might have been expecting.
In the face of such a disastrous failure, one might have assumed that the ensuing outrage would be directed at Brussels for essentially fiddling while Rome burned. Instead, journalists appear to be more interested in the "optics" of allowing Russian help where European help was absent. They could hardly pass up on the opportunity to dismiss Moscow's aid as nothing more than a PR stunt and a plot to "undermine" NATO either, now could they?
The latest such effort comes from Coda Story - an outfit which incidentally is so focused on publishing stories about Russia that it has actually (quite comically) had to clarify on its website that it's "not about Russia" exclusively.
Coda Story's article came hot on the heels of a story in Italian newspaper La Stampa which claimed that 80 percent of Russian aid was "useless" - a suggestion that was gleefully and widely echoed by Western journalists on social media, but not by Italian officials who spoke publicly themselves. Such a stampede of journalists rushing to brand the Russian supplies as useless might lead readers to judiciously suspect that the anti-Moscow media campaign is an influence operation itself. Meanwhile, if you were wondering, the US has reportedly been hijacking planeloads of supplies headed for Europe by offering larger wads of cash to officials at an airport in Shanghai.

It must be recognized that in the early days of the crisis, in the face of the need for a common European response, too many have thought only of their own home problems.
After apologizing for the inaction, however, the EU Commission chief proceeded to praising the 'help' provided to Italy by the bloc's members. "In the past month, the European Commission has left no stone unturned to help Italy," she insisted.
The apology left Italian politicians unimpressed, as they urged the EU not only to talk, but to prove it is actually a union. Apparently, Rome did not notice the 'help' von der Leyen bragged about.
"I believe that everyone will eventually realize even in those countries that a shared, orderly, strong and rapid European response is the only solution," Italian Prime Minister Giuseppe Conte told the Spanish television La Sexta . "A slow response would be a useless response."
A similar response came from Matteo Salvini, head of the opposition League, Italy's most popular political party. He took to Twitter to mock the apology from the EU bigwig.

EC president Ursula von der Leyen: General travel bans are ineffective
European Commission president Ursula von der Leyen also said on March 13 that "general travel bans are not seen as being the most effective by the World Health Organization" after voicing her opposition to countries unilaterally closing their borders.
She made the remarks in response to the Czech Republic implementing an entry ban on foreigners and an exit ban on all Czechs on March 9 at the same time other EU nations, including Hungary, Austria, and Slovenia, all reintroduced border checks. The countries dropped passport-free travel in Europe's Schengen zone and focused their checks on travelers from hard-hit Italy.
The EU issued a general travel ban at its external borders less than a week after von der Leyen chastised the Czech Republic, Hungary, Austria, and Slovenia for taking that action to close their borders.
Macron said EU should avoid 'nationalist retreat'
French President Emmanuel Macron warned against hastily closing borders, which would amount to a "nationalist retreat".
Warning of the danger of "nationalist isolation," he said: "This virus has no passport. We must unify our forces, coordinate our responses and cooperate. European coordination is essential, and I will ensure it goes forward."
WHO chief urges countries not to close borders to foreigners from China
The World Health Organization (WHO) pursued its dedication to open borders right until the end, with its head calling for countries to keep their borders open to China, where the coronavirus stemmed from.
"There is no reason for measures that unnecessarily interfere with international travel and trade. We call on all countries to implement decisions that are evidence-based and consistent. WHO stands ready to provide advice to any country that is considering which measures to take," said WHO chief Tedros Adhanom Ghebreyesus in early February.
Tedros expressed his disapproval of countries like Singapore, the United States, and Australia for closing their borders to China.
The Council on Foreign Relations think tank has said that Tedros owes China after the communist government backed him during his election to become director-general in 2017.
Tedros denies that he follows orders from Beijing but the WHO has been accused of dragging its feet in declaring a global health emergency. Tedros even praised China for demonstrating "transparency" during the crisis despite evidence the country covering up the outbreak and persecuted medical whistleblowers.
WHO chief: Closing borders increases 'fear' and 'stigma'
Ghebreyesus also later called for borders to stay open in a statement that appeared to put political correctness before public health.
"We reiterate our call to all countries not to impose restrictions that unnecessarily interfere with international travel and trade. Such restrictions can have the effect of increasing fear and stigma, with little public health benefit," Ghebreyesus said to the UN's executive board in Geneva.
The WHO has long argued that closing borders to a country during an outbreak increases stigma towards that country and even whole ethnic groups.
Despite EU leaders and WHO officials being opposed to border closures, a huge survey by Reuters found that citizens were overwhelmingly in support of such measures, with Asian countries showing the highest support for border closures.

Commission President Under Real Pressure Over Corona Credibility Problem
The new EU commission president got her 30 day shutdown agreement from member states, but there are signs that her appointment was a real gaffe by euro federalists as it becomes clear that the EU is not in control of any virus contingency plans.
"Be careful what you wish for" might be words some mutter when they think of the engagement of Germany's Ursula von der Leyen as European Commission president last November. Traditionally the post of the powerful Commission president has always gone to an obscure, failed politician from an even obscurer EU member state, with perhaps the exception of Jacques Delors in the mid 80s, who, arguably, wasn't known much outside of France in that period.
But this German lightweight, with the unfortunate nickname of VDL (which in Britain conjures ideas of a sexually transmitted disease), broke the mould on failing to achieve anything while being in the federal government where even colleagues in Berlin opposed her nomination for the EU post on the ground of being sensationally unremarkable.
But the EU elite, the real powers in Brussels who have funny handshakes and whose sweaty palms are on the real powers over member states, like "also ran" candidates. This is seen as very much a positive thing when installing your own puppet in the top euro job.
Yet, given the EU's rancid if not delusional ideas of how to pull itself out of its own political crisis - take more power, decentralise more away from member states, build stronger foreign policy and swell the budget considerably (presumably to pay for more fake news from journalists who are indirectly on the EU payroll) - one would have thought that this old business model needed a second look. Surely, a heavyweight pro federalist leader with a guilt edged profile, which media lapped up, would have been the ticket? Someone like Tony Blair for example?
Dear Ursula's failure this week to garner support from EU member states to all stick to a single policy on the dreaded Corona Virus, rather than all develop their own policies on borders and national health initiatives, failed spectacularly though. If anything, it goes to show how weak and ineffective the EU is as, when tested under a crisis, the real confidence, the vote of confidence from national governments no less, just isn't there. It's like governments are saying we love the EU, we really do, and we see it as such a great thing...but when the shit hits the fan, we'll take it from here, thanks.
On Sunday 15th of March, Germany moved to impose travel restrictions along most of its borders, without even bothering to informed its neighbouring countries. Several European Union members - including the Czech Republic, Slovakia, Poland, Portugal and Denmark - had also taken moves to impose border restrictions, in some cases with little advance notification. Is any of this legal? What about Schengen?
This must have panicked Ursula who, on the Monday 16th, made the cringe-worthy plea through a video conference for calm and for everyone to do as the new EU Commission president wants. And so on the following day, she appealed to member states through a video conference for her 30 day travel ban proposal to be approved.
Finally the chaos was brought under control. But it was Germany's Angela Merkel who announced the news of an EU-wide 30-day shut down on non-EU citizens. Until that point, 27 member states went ahead with their own polices and almost certainly the move to agree on the Ursula proposal, was pushed through by Macron and Merkel as not only a common sense move, but also a political one to support the new European Commission president who for a number of days was really not on the ball.
And yet it didn't stop a number of EU member states continuing with their own internal border rules, which bypassed entirely the European Commission president.
But what no one saw coming was the extraordinary reaction from Serbia - an EU candidate country - whose president took the opportunity to more or less declare its loathing of Brussels, as it saw the proposal as a direct threat to its relations with China. Importantly, the draft of the text prohibits EU member states (and those in line to join the EU) seeking to acquire medical equipment outside of the EU (as well as exporting medical equipment out of the EU-27 block) which drew the wrath of the Serbian president, who more or less spat blood while taking about Brussels.
"European solidarity does not exist. That was a fairy tale," he said at a conference which soon became vital on social media. "The only country that can help us in this hard situation is the People's Republic of China. For the rest of them, thanks for nothing."

A worsening coronavirus pandemic has driven European leaders to revive border controls within the European Union after three decades of efforts to abolish internal borders within the continent. "The governments are really scared that the virus does not spread, so they are afraid of allowing any kind of freedom of movement," Kinga Brudzinska, a foreign policy analyst at GLOBSEC in Slovakia, told the Washington Examiner.
Italy's stunning struggle to cope with the new contagion spurred Hungary and Austria to close borders with their southern neighbor on March 11. European Commission President Ursula von der Leyen hoped that a ban on entry into the EU would undercut the push for border controls, but 21 countries in the bloc already have banned foreign entry into their nations. "From today's perspective, we can see why we need stricter controls," a European diplomat told the Washington Examiner. "Of course, border control is very unusual for EU, but the times are very unusual."
Even Germany, one of the pioneers of the Schengen Area (as the borderless internal territory of the EU is known), decided to close its borders to other EU countries Wednesday evening. Brussels has greeted the restrictions, which are permissible under EU rules, with reluctant acquiescence. "Travel restrictions are not the most effective way to contain the pandemic. But it is essential we take urgent and concerted action now to slow down the virus," EU Embassy spokesman Kasper Zeuthen told the Washington Examiner. "In time, action at external borders could enable the lifting of controls at internal borders. Internal border controls have a big impact on the functioning of our internal market."
The renewed border controls spurred a surge of travel across the EU, reportedly resulting in 20-hour waiting times on some borders. The unusual border controls resulted in a controversy between Poland and the Baltic states, whose citizens in Western Europe were temporarily prevented from crossing through Poland to their home countries. "It led to a diplomatic crisis, and eventually, those cars were escorted, and they had to be checked that they were not stopped on the Polish territory," Brudzinska said. "Without borders for so many years right now, member states are not ready to execute smooth border checks."
The sheer inconvenience of the internal border controls might bode well for the EU's Schengen ideals, according to some officials. "They see when some barriers are already in place crossing the borders, it's so difficult for citizens," the European diplomat said. "The overall crisis shows the value of the EU and that we had free movement of persons and goods, and my sense is that we appreciate these things even more." And yet, this is the second crisis in four years that animated suspicion of travelers from other EU countries, with no end to the coronavirus pandemic in sight. Just as Austria and Germany have decided to extend their temporary border controls repeatedly since the 2015 refugee crisis, it just as possible that in some countries, Brudzinska observed, "border controls will stay up."

The president of the European Commission called for borders to remain open within the EU's Free Movement travel zone during the COVID-19 outbreak, as countries across the bloc enact border controls.
On Sunday, Ursula von der Leyen urged European Union member states to keep their borders open so that medical supplies will be able to be transported to countries most affected from the coronavirus.
"In this moment of crisis it is of utmost importance to keep our internal market going," von der Leyen said in a video on social media.
"If we do not take action now, shops will start facing difficulties in refilling their stocks of certain products coming from elsewhere in the Single Market," she said, adding: "Protecting people's health should not block goods and essential staff from reaching patients, health systems, factories and shops."
"Just imagine, as we increase production of medical equipment, factories cannot get the components they need in time, thousands of bus and truck drivers are stranded at internal borders on parking lots, creating more health risk and disrupting our supply chains," she warned.
The president of the EU commission also called for export controls to be placed on medical devices, preventing their sale outside the EU, while imploring member states to abandon export restrictions on medical supplies within the bloc.
"We need to help each other. By producing more, keeping it in the European Union and sharing with each other we can protect our health workers and patients and contain the spread of the virus," von der Leyen said.

EU top dogs slam coronavirus travel bans but can't coordinate bloc's response, as member states shut borders to defend themselves
Brussels had hoped to show a 'united front' against the growing coronavirus crisis but, with panic setting in, top EU leaders are already scolding their unruly neighbors as responses vary wildly across the 27-member bloc.
In a statement on Thursday, European Council President Charles Michel and European Commission President Ursula von der Leyen lashed out at the Donald Trump administration's sudden decision to ban travel to the US from Europe, with the exception of from the UK and Ireland.
Yet, closer to home, some EU nations have implemented similar widespread restrictions in the past 24 hours - much to the disappointment of the union's top dogs.
Austria was the first, on Tuesday, to break with the principle of 'free movement' and announce restrictions on travel from Italy, prompting others to follow suit. Slovakian PM Peter Pellegrini said Thursday that all international travel to and from that country would be stopped and stringent border checks would be implemented. Similarly, Czech PM Andrej Babi? shut his country's borders to travelers from Austria and Germany, as well as foreign travelers from other high-risk countries - including the UK. Slovenia has also closed its border with neighboring Italy.
France's President Emmanuel Macron, who is never one to shy away from preaching to other countries, wasted no time in telling those closing their borders with Italy that they were making "bad decisions."
Meanwhile, France is one of the worst hit countries in Europe and Macron is expected to announce that it will move into the highest 'Phase 3' response level on Thursday. In a show of "confidence" on Tuesday, the president strolled the Champs Elysées, telling passersby: "I'm shaking hands using my heart."
On Thursday, Macron used his televised address to remind the nation of "European freedoms" that need to be defended as he insisted the borders can't be shut and the virus "has no passport" anyway.
Angela Merkel has also expressed characteristic unease with the idea of closing European borders. At a press conference on Wednesday, Merkel said border closures are "not appropriate" and that it makes more sense for people arriving from hard hit areas to simply quarantine themselves instead of stopping flights.
The same spirit of unity and solidarity was notably absent last week, however, when France and Germany, among others, refused to lift controls on the export of protective medical gear to avoid facing shortages at home - even after a desperate request to do so from Italy.
The refusal was criticized by EU crisis management commissioner Janez Lenarcic who said the ban risks "undermining" the bloc's "collective approach" to handling the crisis.
Freed from the constraints of any collective decision-making, post-Brexit UK has still been criticized for what some have regarded as a slow response to the pandemic. A former public health chief, Professor John Ashton, slammed the government's "complacent" response, saying it "wasted a month" before getting serious.

BRUSSELS (AP) - The European Union on Thursday lashed out at President Donald Trump's "unilateral" decision to restrict travel from Europe to the United States over the coronavirus, saying that the illness does not respect borders.
Trump announced that all European travel would be cut off, but U.S. officials later clarified that restrictions would apply only to most foreign citizens who have been in Europe's passport-free travel zone at any point for 14 days prior to their arrival to the United States.
"The European Union disapproves of the fact that the U.S. decision to impose a travel ban was taken unilaterally and without consultation," EU Council President Charles Michel and Commission President Ursula von der Leyen said in a joint statement.
"The coronavirus is a global crisis, not limited to any continent and it requires cooperation rather than unilateral action," the two said.
They rejected Trump's suggestion that Europe is not doing enough to combat COVID-19, saying that the 27-nation bloc "is taking strong action to limit the spread of the virus."
The so-called Schengen area comprises 26 countries including EU members France, Italy, German, Greece, Austria and Belgium, where the bloc has its headquarters, but also others like Switzerland, Norway and Iceland.
The restrictions announced by Trump don't apply to the United Kingdom, where the number of confirmed cases has reached 460, or Ireland, which isn't part of Schengen.
According to the European Centre for Disease Prevention and Control's latest figures, more than 17,000 cases of COVID-19 have been confirmed across Europe, and more than 700 people have died on the continent.
For most people, the new coronavirus causes only mild or moderate symptoms, such as fever and cough. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia. The vast majority of people recover from the new virus.
With the virus now present in all 27 EU countries, the bloc's top officials have pledged to stand united in fighting the disease and are likely to adopt a common approach in their response to Trump's announcement.
This week, von der Leyen announced the launch of a "corona response investment fund" seeded with 7.5 billion euros that she said would reap billions more. It's aimed at propping up health care structures, small businesses suffering from the impact of the virus and labor markets where jobs might be hit.
von der Leyen postponed a trip Thursday to Greece to discuss the migrant stand-off with Turkey in order to focus on combating the rapid spread of the virus.
Several EU meetings have been cancelled to slow the spread, but the bloc's interior ministers are still scheduled to gather in Brussels on Friday. EU health ministers were holding a video-conference later Thursday.
As the virus spreads, more European countries are adopting drastic measures. After Italy entered a lockdown, Denmark said all schools and day-care facilities in the country will be closed from Monday. All public servants who don't perform critical functions, have been ordered to stay home for the next two weeks.
Meanwhile, the U.S. Army decided to cut down the number of troops taking part in massive war games that have been planned across Europe over the next six months because of the virus pandemic.
The Defender-Europe 2020 exercises were set to involve around 20,000 American personnel, the biggest deployment of U.S. troops to Europe in the last 25 years.
But U.S. Army Europe said "in light of the current coronavirus outbreak, we will modify the exercise by reducing the number of U.S. participants." No details on numbers were provided.

Notably, the ban leaves out all of Asia, stymieing liberals who were ready to pounce on another "racist" Trump travel ban. Though many are still bellyaching about Trump's decision to leave out the UK, which is run by Trump's 'good friend' Boris Johnson. But as Rencap's Charlie Robertson pointed out, Trump's decision to exempt the UK was based on epidemiological evidence.

Demanding More Cash, Erdogan Walks Out of EU Meeting Over Migrant Crisis
The Islamist leader of Turkey walked out of his meeting with European Union officials after the two sides failed to reach an agreement on the migrant crisis at the Greek border Monday night.
In a meeting in Brussels on Monday, Turkish President Recep Tayyip Erdogan demanded that the EU send more financial support in return for halting the flow of migration into the bloc, claiming that the cost of housing an estimated 3.5 million migrants cost Turkey ?40 billion.
The meeting between Mr Erdogan and the president of the European Commission, Ursula von der Leyen and European Council President Charles Michel, was cut short after just an hour and forty-five minutes after the two sides failed to reach an agreement, according to The Times.
The Turkish leader also called on the European Union to grant visa-free travel for Turkish citizens, as well as the EU taking in more refugees from the Middle East. Mr Erdogan accused the EU of failing to meet its obligations of the 2016 agreement that halted the flow of migration into the bloc in exchange for ?6 billion in aid.
Acknowledging the failure of the meeting, Mrs von der Leyen said that the two sides could not agree on the terms of the agreement, saying: "The 2016 agreement remains valid and we need to implement missing elements. We have indicated to President Erdogan that we are willing to move forward as long as it is reciprocal."
Mr Michel said that despite the failure of the meeting on Monday, talks will continue between the two sides "to work to clarify the implementation of the deal to be certain we are on the same page"

Officials from Turkish regime and European Union convene amid standoff over migrants
ANKARA, Turkey (AP) - Turkish President Recep Tayyip Erdogan will visit Brussels on Monday for talks with European Union officials amid a standoff between Ankara and Brussels over sharing of responsibility for refugees and migrants.
Thousands of migrants have massed at Turkey's land border with EU-member Greece after Erdogan's government made good on a long-standing threat and announced that Turkey - which is home to more than 3.5 million Syrian refugees - would no longer prevent migrants and refugees from crossing into EU countries.
There have been no reports of migrants massing at Turkey's border with EU-member Bulgaria, with the issue concentrated at Greek borders.
Erdogan has demanded Europe shoulder more of the burden of caring for refugees. He has accused the EU of not meeting its obligations, including failing to pay money promised to Turkey under a 2016 EU-Turkish deal to stem the flow of migrants to Europe. The EU says it is disbursing the funds.
The Turkish leader is scheduled to meet with European Council President Charles Michel and European Commission President Ursula von der Leyen to discuss the 2016 deal. Erdogan was also scheduled to meet with NATO chief Jens Stoltenberg, his office said.
The 2016 deal, which slashed the number of migrants arriving in Europe, called for Turkey to halt the flow of Europe-bound migrants and refugees in exchange for up to 6 billion euros ($6.7 billion) in aid for Syrian refugees on its territory, fast-track EU membership and visa-free travel to Europe for Turkish citizens.
A high-level Turkish official said the sides would discuss a possible revision of the 2016 deal. It wasn't clear if an agreement would emerge Monday. The official spoke on condition of anonymity in line with government rules.
von der Leyen said the meeting would be the "restart of a dialogue." She repeated that the EU has the obligation to protect its borders, but also to guarantee the fundamental individual right for asylum.
Topics on the table would include regional stability, reducing tensions and pressure at the Greece-Turkey border, and Syria, she said.
Erdogan was also expected to raise concerns over alleged violence carried out by Greek authorities as they push back the migrants.
Greece has deployed riot police and border guards to repel people trying to enter the country and the Greek border area has since seen violent confrontations between them and the migrants. On Saturday, youths threw rocks at Greek police and tried to pull down a border fence.
Many migrants have alleged mistreatment in the hands of Greek police, and Turkey says two migrants were killed in violence along the border. Greece has denied the accusations.
EU foreign ministers have criticized Turkey, saying it is using the migrants' desperation "for political purposes." EU countries are still dealing with the political fallout from a wave of mass migration five years ago.
Thousands of migrants have slept in terrible conditions in makeshift camps near the Greek border since the Turkish government said they were free to go, waiting for the opportunity to enter Greece.

EU Chief: If UK Wants Access to Single Market It Must 'Play by the Rules'
European Commission President Ursula von der Leyen has said that if the UK wants a trade deal with access to the Single Market, Brexit Britain must stay constrained by EU rules.
Addressing reporters in Brussels, Belgium, on Monday, the chief of the EU's powerful executive arm said: "We are aware that there are differences in the approach towards what scope should the future agreement have and what are - if I may say so - the rules of the game everybody has to abide to."
"So it will be important that the UK makes up its mind - the closer they want to have access to the single market, the more they have to play by the rules that are the rules of the Single Market.
"If this is not the UK's choice then, of course, they will be more distant and it will be more difficult for the UK to access the single market," Mrs von der Leyen said in comments reported by the BBC.
It is not the first time that Eurocrats have demanded the UK stay aligned to EU regulations in order to secure a trade deal with the EU. However, remarks from the EU's lead negotiator Michel Barnier revealed the extent to which Brussels wants London to obey other European institutions, specifically continuing to subscribe to the European Court of Human Rights (ECHR), which is administered by a non-EU body the European Court of Human Rights (ECtHR), and continued abeyance to rulings by the European Court of Justice (ECJ).
At the close of the first week of negotiations on Friday, Mr Barnier said of divergence from the ECHR: "If this position is maintained, this would have an immediate and concrete effect on the ambition of our cooperation, which will remain possible on the basis of international conventions, but which cannot be as ambitious as we wish." Effectively, without close adherence to European legal frameworks, aspects of a deal are on the line.
Mr Barnier reiterated that the EU demands continued access to British fishing waters, of which the return to British control Nigel Farage maintains is the "acid test of Brexit".

Migrant Crisis 2.0: People Smugglers Slash EU Passage Prices to £11 After Turkey Opens the Gates
Turkish people-smugglers are reportedly operating freely along the border with Greece, charging migrants as low as £11 a head to help them get past Greek border patrol guards.
Greece has stopped tens of thousands of migrants attempting to illegally enter the European Union through its land border with Turkey, yet many migrants are still attempting to cross into Greece illegally by crossing the Evros River near the Turkish town of Erdine.
The Greek military has installed loudspeakers along the river, playing a message telling the migrants to "go back". However, people-smugglers operating in the area say that they have been given a free pass by Turkish President Erdogan to smuggle migrants across the border.
"We had these migrants who arrived to cross Greece. It has become something allowed from our Turkish side. In the past, we used to get them across for $200 or $300 (£150-£230) per person and now we do it for $15 (£11)," a people-smuggler named Semih told Euronews.
"Of course I see it as my duty. It's money that motivates me. I want them to go away from here [the migrants] so that Turkey's economy gets better. That's all that matters to me," he added.
Another migrant smuggler named Cevat said: "Currently, migrants continue to flock here. Thousands of people, it's even hard to say exactly how many. Thousands of people pass through here from evening to morning."
"Our President Recep Tayyip Erdogan has given instructions on this subject, he has given his agreement for them [migrants] to leave. But on the Greek side, we are rather experiencing difficulties. Just a short while ago, right over there, Greek soldiers pointed their guns at us," he added.
There are approximately 3.6 million asylum seekers in Turkey, and last week President Erdogan said that he will "open the gates" to migrants seeking to enter into Europe if the EU does not support his military actions in Syria.
Following a visit to the Greek border by European Commission President Ursula von der Leyen on Tuesday, the EU pledged ?700 million (£608m) in aid to Greece to protect the border from waves of migrants, according to The Telegraph. The bloc will also send 100 guards from Frontex, the European border security force, alongside two helicopters, a plane, and seven patrol boats to help deal with the growing crisis.

EU trade chief Hogan returns to Washington as auto tariffs loom
European Trade Commissioner Phil Hogan returned to Washington on Thursday for talks with U.S. counterpart Robert Lighthizer designed to improve transatlantic ties as the threat of auto tariffs looms. Hogan first visited the United States as EU trade chief three weeks ago, declaring at the time that the European Union's bid to reset EU-U.S. economic relations had got off to a good start.
However, U.S. President Donald Trump said after meeting European Commission chief Ursula von der Leyen in Davos a week later that he would impose tariffs on imports of cars from the European Union if no trade deal were struck.
U.S. Treasury Secretary Steven Mnuchin told Fox Business Network that reaching an agreement with the EU on agriculture and other issues was a priority for the Trump administration. He said Trump's policies had already led to increased European investment in the United States, another key priority.
"We've already seen a tremendous amount of investment by the European automakers into the U.S. and building factories here," he said. "That's also part of the agenda and that is working." Hogan had been due to address a conference on the digital economy in Brussels on Thursday morning, but abruptly changed his plans.
A European Commission spokesman said Hogan would hold talks in Washington with a number of U.S. administration officials, including Lighthizer. "These meetings are part of the regular bilateral contacts being held at technical and political level in the framework of the discussions for a positive bilateral transatlantic trade agenda, launched by the European Union and the United States in July 2018," the spokesman said.
In July 2018, Trump agreed to hold off on imposing car tariffs while Washington and Brussels discussed ways to improve economic ties. The EU has since agreed to boost imports of soybeans, liquefied natural gas and beef from the United States. EU Ambassador Stavros Lambrinidis this week said there clearly tensions in U.S.-EU relations, but Brussels was focused on shoring up ties between the two large trading partners.
"We are very serious about having a discussion with the United States about building on the win-win relationship that we have already," he told a conference hosted by the Washington International Trade Association. "We have to focus on the future. There are opportunity costs to just focusing on the irritants."
Lambrinidis told Reuters he had no information on a possible visit to Washington by von der Leyen.

In a joint newspaper article they had spoke of their 'fondness for the United Kingdom' and praised Britons for their 'creativity, ingenuity, culture, and traditions'.
But they could not resist putting the boot in as the UK prepares to leave the EU at 11pm tonight.
The trio suggested that on its own Britain will not be able to influence global affairs in the way that it has been able to as a member of the bloc.
They then used the press conference to double down on the jibe as Ms von der Leyen said 'strength does not lie in splendid isolation'.
Their hostility was in contract to an olive branch held out by Donald Tusk to his departing UK 'friends'.
Ahead of the historic moment at 11pm, the former European Commission president used an online message to say: 'We will always be a community. And no Brexit will ever change that.'
The comments came as Britain's MEPs left the European Parliament for the final time.

Now the withdrawal agreement has been signed off by Britain's Parliament, having passed both houses and been made law by Queen Elizabeth II on Thursday, by top Eurocrats von der Leyen and Michel, and by Prime Minister Johnson, the final step is for the document to be ratified by the European Parliament. While there are just seven days to go until the official Brexit date of January 31st, this is not expected to be voted on by MEPs until the last moment, as late as Thursday or Friday next week.

DAVOS, Switzerland-President Trump said Tuesday that he is serious about imposing tariffs on European automobiles if he can't strike a trade agreement with the European Union. "They know that I'm going to put tariffs on them if they don't make a deal that's a fair deal," Mr. Trump said in an interview with The Wall Street Journal on the sidelines of the World Economic Forum. Mr. Trump declined to say what deadline he is imposing on the negotiations before he would move ahead with the auto tariffs. '"They know what the deadline is,"' the president said, adding that he would reveal it publicly soon.
The remarks came on Mr. Trump's first day at the annual summit of world leaders and business executives. He spoke to the Journal shortly before participating in a bilateral meeting with European Commission President Ursula von der Leyen. He didn't mention auto tariffs in brief remarks to reporters during the meeting. The Trump administration let a previous deadline of Nov. 13 for the imposition of auto tariffs lapse. Former European Trade Commissioner Cecilia Malmstrom said last year the EU considered that lapsed deadline as an indication Washington wouldn't enact the duties on auto imports from Europe. She said the EU would strike back with duties on American exports.
The president also confirmed that he has come to an agreement with French President Emmanuel Macron to postpone until the end of 2020 the tax that France levied on big tech companies last year. Mr. Trump said he threatened to impose a 100% tax on French wine if the digital tax wasn't paused. "It's not that I'm in love with them," Mr. Trump said of U.S. tech companies, "but if anybody is going to tax these companies, it's going to be U.S. that taxes these companies." Mr. Trump is scheduled to take part in several bilateral meetings with world leaders during his two-day trip to Davos. He said he did not currently have plans to meet with Ukrainian President Volodymyr Zelensky, who is also attending the summit. "I didn't know he was here. I don't think we had it planned," Mr. Trump said when asked by the Journal about a potential meeting. But he said he would be willing to meet with him: "I think he's a really good guy."
The president said his administration is developing a middle-class tax cut that would go into effect if he keeps the presidency and Republicans control Congress. He declined to offer any details about the measure. "We're talking a fairly substantial...middle-class tax cut that'll be subject to taking back the House and obviously keeping the Senate and keeping the White House," he said. The president said the administration is crafting it now and it will be unveiled in 90 days. Mr. Trump confirmed that he is planning to add additional nations to an updated version of his travel ban that the administration is expected to release later this month. He wouldn't reveal which countries would be added. The Supreme Court in 2018 affirmed Mr. Trump's power to block citizens of several Muslim-majority nations from entering the U.S., finding the authority was justified on independent national-security grounds including an administration study that found weaknesses in how some countries vetted their travelers.
As for the administration's longstanding effort to oust Venezuelan leader Nicolás Maduro, Mr. Trump said he is still weighing additional options without offering details. "We're looking at many different things," he said. "We have a lot of options." The president said he didn't know Greta Thunberg, the teenage Swedish climate activist whom Mr. Trump criticized in a December tweet for what he described as an "anger management problem." Ms. Thunberg is speaking at the Davos summit as well. "I don't really know anything about her," Mr. Trump said before adding that she's "very angry."
The president occasionally paused the interview to comment on Fox News, which was playing on a television in the background during the interview. At one point, he commented on footage of the gun-rights protests in Virginia, calling the state's governor, Democrat Ralph Northam, a "wack job." He suggested the protests have benefited him politically. "Thank you very much for handing me Virginia," he said.

BRUSSELS - The European Union said Wednesday it "will spare no efforts" in its attempts to keep alive an international deal preventing Iran from developing atomic weapons.
European Commission President Ursula von der Leyen said her foreign affairs chief Josep Borrell will continue to work "in the midterm" to reach out to all participants in the global deal in the hopes that the 2015 nuclear agreement can still be saved despite a rollback on commitments from Tehran.
von der Leyen also reiterated the need to de-escalate the tension in the region, especially after Iran's missile attack on two American bases in response to a US strike that killed one of its top generals, Quds Force commander Qassem Soleimani.

"The use of weapons must stop now to give space for dialogue," she said. "We are called upon to do everything possible to rekindle talks. There cannot be enough of that."

Speaking alongside von der Leyen, Borrell urged all parties involved in the growing tensions to eschew more military action.
"The latest rocket attack on airbases in Iraq used by US and coalition forces, among them European forces, is yet another example of escalation and increased confrontation. It is in no one's interest to turn up the spiral of violence even further," he said.
Borrell has invited Iranian Foreign Minister Javad Zarif to Brussels for talks, but a date for his visit has yet to be set amid a frenzy of diplomatic activities. The EU foreign ministers have organized a special meeting on Friday to discuss the ongoing crisis.
Iran struck the nuclear deal in 2015 with the United States, France, Germany, the United Kingdom, Russia and China. The deal, formally known as the Joint Comprehensive Plan of Action, has been on life support since US President Donald Trump unilaterally abandoned it in 2018, triggering sanctions that have hurt Iran's struggling economy. Since then, Tehran has gradually rolled back its commitment to the deal.

Borrell said the Iran nuclear deal is "today more important than ever because this is the only place where we can sit together with the Russians and Chinese to talk on a multilateral basis about the many risks that we are facing. It's one of the most important tools of nonproliferation and regional security."
After Soleimani was assassinated in the US drone attack, Iran announced over the weekend that it would no longer respect limits set on how many centrifuges it can use to enrich uranium.
Zarif said the move was a "remedial step" taken within the framework of the nuclear deal and he said it could be reversed.

The revelation of von der Leyen's deleted data comes amidst a corruption investigation in Germany over military spending and possible cronyism in the process of awarding military contracts.

At the center of public interest, throughout not only Germany, but most of Europe in the months of June and July is "Who will be Germany's next Chancellor?"
Angela Merkel's "shoes" are not exactly easy to fill.
After around the end of 2018, Merkel announced that she would not take part in the 2021 elections. She transferred the leadership position of the Christian Democratic Union to her protégé Annegret Kramp-Karrenbauer, who is referred to as AKK in Germany.
But she did not endorse AKK, not for the party leader position, nor as chancellor. AKK barely won the vote for leadership with 25 votes.
AKK is unlikely to become chancellor. Shortly after she became leader of the CDU, she drew criticism for a joke about transgender people.
A few months after that, she botched her response to a viral YouTube video that sought "the destruction" of the CDU.

The CDU had poor performance in the European elections this May, losing many seats to the Greens, as well as to the Progressive Alliance of Socialists and Democrats.
Kramp-Karrenbauer drew sharp criticism across the spectrum of the German media due to the poor result, despite actually winning the election.
Her poll numbers have been dropping steadily since she was elected, and she now faces a 36% approval rating.
Most recently, Germany Defense Minister Ursula von der Leyen was confirmed as European Commission President, and the seat became vacant.
AKK was announced as Germany's Defense Minister, which is widely considered as a "poisoned chalice."
Kramp-Karrenbauer's colleagues welcomed the appointment. "When such an important position, a core job in the cabinet, becomes available, then a CDU leader must step up and take responsibility, and she is doing that," said Ralph Brinkhaus, the leader of the CDU parliamentary caucus.
"If you want to show leadership you don't consider the risk, you get on with the job. In life as in politics, there are always risks. If you don't trust yourself to take on hard tasks, you don't belong in politics."
The job of Defense Minister is a hard one, Germany's armed forces, according to critics chronically underfunded, are consistently accused of inefficiency and of having inadequate or defective equipment. It is a difficult position to improve one's reputation in.
And, surely enough, on July 20th, AKK's approval fell further, with only 17% of people wanting to see her as the next Chancellor.
The next possible successor as Chancellor that comes to mind is the possibility of a Green politician taking up the role, after the exquisitely high performance at the European Parliament elections.
The possible options are two - Annalena Baerbock or Robert Habeck, the co-leaders of the Green party.

von der Leyen, who is seeking to win over EU lawmakers, said she would make Europe the "first climate neutral continent." She also pledged to have more female EU commissioners and to extend the Brexit date.
Germany's Ursula von der Leyen on Tuesday pledged to address climate change, as she attempted to win support in her final speech to the European Parliament before it votes on her nomination for president of the European Commission.
von der Leyen emphasized to EU lawmakers the need for Europe to remain united in dealing with authoritarianism, protectionism and, most pressingly, climate change. "We must first rediscover our unity, if we are united on the inside nobody will divide us from the outside," she said.

Italian socialist Sassoli to be president of EU Parliament
Italian socialist David-Maria Sassoli was elected Wednesday to head the European parliament, completing the bloc's drawn-out and at times acrimonious appointment process for its top jobs.
In the second round of voting at the Strasbourg-based legislature, Sassoli received 345 votes, well over the absolute majority required of the 667 available.
Conservative Jan Zahradil from the Czech Republic got 160 votes, while the German Greens leader Ska Keller received 119 and the Spanish left-wing candidate Sira Rego trailed with 43.
The European Parliament has an array of powers within the EU including given its ascent to the others that EU leaders picked for its top jobs.
None are more important, perhaps, than deciding whether to back German defense minister Ursula von der Leyen as the next president of the EU's executive Commission president, replacing Jean-Claude Juncker.
On Tuesday, EU leaders also nominated Belgium's Prime Minister Charles Michel to lead the European Council, which brings together the leaders of the member states. All were linked in one big compromise arrangement and voting down Sassoli would have upset the political balance of the drawn-out and complicated process.

President Emmanuel Macron sought to break a deadlock on Tuesday over assigning the EU's top jobs by proposing France's Christine Lagarde, now head of the International Monetary Fund (IMF), to lead the European Central Bank (ECB), diplomatic sources said.
In his proposal, made to tired EU leaders on a third day of arm-wrestling over who will next hold the bloc's top posts, Macron also proposed Germany's Defence Minister Ursula von der Leyen to become president of the European Commission.
The leaders are trying to balance political affiliations, the varying interests of different regions, and an acute lack of women in senior ranks as they seek to fill five top jobs coming vacant later this year.
"Things are going smoothly now," one source said of discussions around the French president's proposal.
The marathon talks have underlined the growing fragmentation in the 28-nation European Union. In a sign of a fresh push for a compromise, the start of the leaders' talks on Tuesday was delayed repeatedly to allow more time for separate consultations.
"Everyone has to understand that they have to shift a little," German Chancellor Angela Merkel told reporters. "I say that to everyone. Then there will be a chance of reaching a deal."
A diplomatic source said Merkel, the EU's most powerful leader, was "very positive" about the proposal of Lagarde, a former center-right French finance minister. She is also likely to welcome the proposal of von der Leyen, who is from Merkel's governing conservatives.
Italy and ex-communist eastern states had blocked Dutch Socialist Frans Timmermans on Monday from taking up the post of Commission president, the highest-profile job in Brussels, though on Tuesday Spain's Socialist acting prime minister, Pedro Sanchez, was still sticking by him.
The Commission supervises EU states' budgets, acts as the bloc's competition watchdog and conducts trade negotiations with third countries.
Its presidency is the key post of the five, who will shape policy in everything from climate to migration and finance for the world's biggest economic bloc and its 500 million people.
The struggle to share out the posts - which also include the new head of the European Parliament, the bloc's top diplomat and the chairman of EU summits - has already taken a toll.
The deadlock has meant the postponement of a separate meeting on Italy's parlous public finances, and is distracting the EU as a nuclear deal it helped to forge with Iran is edging closer to collapse.
The stalemate in decision-making has also cast fresh doubt on whether the EU can take in any new members from the Western Balkans, some of which are being courted by Moscow.
It is highly unusual for a summit to run into a third day, and this round is already the third attempt to decide the jobs.
The inability to reach consensus bolsters criticism from anti-establishment nationalists and undermines the EU's image as it faces multiple external challenges, from the United States, Russia, Iran and China among others.
If Macron's proposal gets approved, it would be the first time that women have ever been at the helm of the Commission and the ECB, which steers the economies of the 19 member states of the single-currency euro zone.

Five Saudi soldiers are expected to start an officer's training course in July with the German army, while two others are to receive similar preparation with the air force. Seven more Saudi soldiers will begin German language training in July in anticipation of starting officer's training in 2020.
The training was part of an agreement made in 2016 during an official visit by German Defense Minister Ursula von der Leyen.
Last year, Germany imposed a temporary halt on arms exports to Saudi Arabia following the assassination of Saudi critic Jamal Khashoggi in a Saudi diplomatic building. However, it has lifted restrictions on certain components following French and British pressure.

In an effusive New York Times opinion piece published Friday, German Defense Minister Ursula von der Leyen pleaded for support for the continuation of the North Atlantic Treaty Organization (NATO), even as the bloc increasingly comes under fire from nationalist political movements across Europe.
Describing NATO as an "emotional bond" between Europe and the US, the top Berlin military official appealed for a continuation of the alliance, now seen as being under threat of dissolution after 70 years, particularly at the hands of an acrimonious US president, Donald Trump, according to the New York Times.
Trump has made it a point to doubt the utility of US membership in the bloc, describing NATO as a Cold War relic and "obsolete," according to USA Today.
von der Leyen instead beseeched members to support the alliance, asking nations to increase support and to recognize its importance, according to the New York Times.
NATO is an "irreplaceable building block for an international order that favors freedom and peace," she wrote, adding that terror threats - including those posed by Daesh - are limited as long as the bloc remains in power.
"Maybe the most basic benefit of NATO is that it provides reliability in an unreliable world," she added, cited by Nytimes.com.
In making what many suggested was a deeply personal plea for NATO, von der Leyen stated that the military bloc "represents a special, even emotional bond between the American and European continents."
The top German defense official's plea follows recent reports that Trump met recently with senior US military officials regarding Washington's withdrawal from the 1947 alliance.

The European Union has been pushing the focus on a joint military capability after France's beleaguered President Macron and German Chancellor Angela Merkel both came out in support for an EU army.

The bulk of the new military equipment delivered to the German Armed Forces last year is not ready for service, the German Defense Ministry has admitted, as the force struggles to free itself from a torrent of failures.
Out of 97 pieces of military equipment delivered to the Armed Forces in 2017, only 38 are fully operational, the German Defense Ministry acknowledged, in response to a parliamentary inquiry. The proportion of working equipment works out at about 39 percent, but the ministry hopes to boost these figures to 70 percent.
The fate of the cutting-edge Puma Infantry Fighting Vehicles (IFV) and the Airbus A400M military transport aircraft is what concerns the German military the most. Produced jointly by the German Kraus Maffei-Wegmann (KMW) and Rheinmetall corporations, the 43-ton Puma is thought to be one of the world's best-protected IFVs, while still having a high power-to-weight ratio. However, the ministry's figures reveal that only 27 out of 71 IFVs delivered to the army in 2017 were actually combat-ready.
The troubles the German forces are experiencing are, however, not limited to these two types of military hardware. Additional reporting by the Defense Ministry suggests that only two out of seven 'Tiger' strike helicopters are ready for service; in the case of the NH90 transport copters, it's four out of seven.
The 2017 delivery of four Eurofighter jets also ended up with only one of them being actually put into operation while three others were returned to the manufacturers to be re-fitted with new main on-board computers.
The shortcomings in the military industrial complex have been sharply criticized by the lawmakers. "Brand new military equipment [delivered] directly from the production lines of the defense industry [facilities] does not work. It is unacceptable that the industries are provided with materials and funded but it does not work," Matthias Hoehn, an MP from the Left Party, who was behind the inquiry, said.

Hoehn also accused the German Defense Minister Ursula von der Leyen of "allowing defense industry bungling [worth] billions of dollars at the expense of the taxpayers." The minister herself called the statistics "not particularly meaningful," adding that the situation is "complex." "We know that there are certain shortcomings," she admitted.
The German military have been continuously struggling with a series of problems plaguing their equipment for quite some time. The German Army -known as Bundeswehr and one of NATO's largest militaries- is now a steady source of news about planes that can't fly, tanks that break down and vessels that are unfit for maritime operations.
Last autumn, Germany was literally left without its entire submarine fleet as all of them were either on maintenance or in dire need of repairs. In November 2017, it also became known that more than half of the Bundeswehr's tank fleet is unfit for service. Only 95 out of 244 Leopard 2 main battle tanks were said to be combat-ready, while the remaining tanks were either disarmed or lacked critical spare parts.
In February 2018, it turned out that the he German military can't find enough money to fund a long-awaited modernization of the Puma IFVs. In August, it was also revealed that the existing vehicles are not suitable for tall soldiers

German Defense Minister Ursula von der Leyen has urged for a long-term mandate for the country's troops deployed in Iraq, Deutsche Welle reported. She justified the move by saying that despite the fact that Daesh* has suffered significant defeat in Iraq, it still has an "ideological foothold."
"The fight against IS has left behind deep wounds and scars in the country. It takes patience for these scars to heal and for Iraq to become strong," she said.
The current mandate for German troops' stay in Iraq, issued by the country's parliament, the Bundestag, expires on October 31. It is expected to be prolonged, but the idea faces backlash from members of the Social Democratic Party, who are a part of the ruling coalition along with Angela Merkel's Christian Democratic Party and Seehofer's Christian Democratic Union.
German forces in Iraq are tasked with training the country's troops in logistics, paramedic training and defusing explosive devices. Also, roughly 150 German soldiers are tasked with training Kurdish forces - the Peshmerga.

President Trump has repeatedly criticized its NATO allies for not doing enough to meet their commitment to spend two percent of their national GDP on defense by 2024.
European allies have been ramping up their defense spending in response to Washington's demands.
In addition to their two percent spending commitment, they are also making progress on their agreement to spend at least 20 percent of annual defense expenditure on major new equipment by 2024.

According to available sources he was obsessed in shielding his niece Geli Raubal from having sexual contacts
