U.K. Space Commander earns U.S. Army Space Wings

U.S. Space Command hosted a pinning ceremony on Nov. 7, 2025, at The Aerospace Corporation to officially award U.K. Space Command Commander Maj. Gen. Paul Tedman the U.S. Army Basic Space Badge.
Tedman earned the badge on Sept. 10, 2025, after serving 26 months as the deputy director of USSPACECOM's strategy, plans and policy directorate (J5), from September 2021 to November 2023, and completing the required space training: Space 100, 200, and 300 courses.

Foreign service members must meet the same rigorous standards as U.S. personnel, including completing qualifying space training courses and serving in approved space operations positions.
"Today, we're here to celebrate Maj. Gen. Paul Tedman's awesome contributions to Army and Joint Space warfighting," said Lt. Gen. Thomas James, former USSPACECOM deputy commander.
"Talk about a high-stakes impactful assignment for a partner. In the role of USSPACECOM J5 deputy director, his leadership and vision in space situational awareness; space control; and satellite communication strategy, plans, and policy, were vital.
His contributions to improving coordination with allies and partners were a game-changer."

Tedman is the first British Army officer to earn and receive the honor. While not formally recognized by the British military, he can display the badge, paving the way for future reciprocal badge exchanges, like foreign jump wings for paratroopers.
"He's not just a leader; he's a true advocate for the space domain and its protection. Maj. Gen. Tedman, your passion and dedication are inspiring. It's our pleasure to present you with the Army Basic Space Badge," James said.

Awarding badges to partner-nation service members represents our mutual respect and common accomplishments, and champions the trust, collaboration, and interoperability in which our relationships are rooted.
Though many accolades - such as the Army Basic Space Badge - acknowledge an individual's success and contributions, they also serve to remind others of the tremendous value of allied integration.
As the U.K. Space Commander, Tedman plays a key role in the U.S.-U.K. space partnership, facilitating direct communication, collaboration, and alignment of strategic objectives between the two commands.

In response to receiving the award, Tedman said, "I was both surprised and delighted to be awarded the U.S. Army Space Badge by Lt. Gen. Tom James, one of the pioneers of Army Space in the U.S.
My assignment as the inaugural allied DJ5 in USSPACECOM was one of the most demanding and rewarding experiences of my life to date."
He continued, "I feel enormously privileged to have benefited from the U.S. military's deep space lineage and experience.
They took a simple soldier and, through an amazing syllabus of space education and training, turned me into a space professional - I now have a badge to prove it!"

Tedman also reflected on the significance of allied integration during his time at USSPACECOM.
"I was humbled by the experience, and specifically USSPACECOM's desire to treat me as one of their own and break down barriers to complete allied integration.
The friendships and bonds I established in the U.S. have endured in my current role as Commander, U.K. Space Command."

He concluded, "The U.K.-U.S. space relationship is going from strength to strength. Just last month, we conducted a first-of-its-kind bilateral co-orbital Rendezvous and Proximity Operation with USSPACECOM.
I will wear my badge with immense pride, and it will always remind me of the fantastic people I worked with in the U.S."

The Army Space Badge was established as a unique Army badge in February 2011, following approval by the Chief of Staff of the Army.
Before this, it was known as the Air Force Space Badge and was awarded to Army personnel beginning in 2006.
In 2012, an Exception to Policy was approved by the Department of the Army G1, allowing foreign military personnel to be awarded the Space Badge.
The establishment of the badge reflects the increasing importance of space as a warfighting domain.

The U.S. and U.K. have forged an increasingly strong partnership in space, collaborating across diverse fields including satellite technology, scientific research, and space situational awareness.
This deepened cooperation includes multinational efforts like Multi-National Force Operation Olympic Defender, which has expanded its focus to optimize space operations, improve mission assurance, enhance resilience of space-based systems, synchronize efforts to strengthen deterrence, and reduce space debris. In addition to the U.K. and U.S., Australia, Canada, France, Germany and New Zealand are participating MNF OOD nations.

NDIA SWF: USSPACECOM leaders emphasize allied, commercial integration as critical to counter space threats

U.S. Space Command leaders convened at the National Defense Industrial Association Space Warfighting Forum, Colorado Springs, August 26-28.
The three-day forum brought together industry, allied military space professionals and leaders from across the Department of Defense for both a classified and an unclassified day.
The classified day focused on threats, and participants received a tour of USSPACECOM's Capability Assessment and Validation Environment and the Joint Commercial Operations cell.
The unclassified day's discussion focused on the importance of leveraging commercial capabilities and the role of technology.

During USSPACECOM Commander Gen. Stephen Whiting's closing remarks he emphasized the need to prepare for potential conflict with near-peer adversaries in space.
"If we have a near peer fight, we know that that will include space conflict," Whiting said. "I don't like to say a space war, because that conflict in space will be part of the broader war, but it'll be the first time that we truly have had space be contested by near-peer actors."
Whiting laid out a stark warning about the evolving nature of space, shifting from a primarily supporting domain to a potential battleground. He emphasized that space operations are no longer simply about enhancing terrestrial fights, but about orbital warfare itself.
Understanding the deployment of both friendly and adversarial systems in orbit is crucial for effective defense.

This sentiment was echoed by Lt. Gen. Tom James, USSPACECOM deputy commander, who emphasized the fundamental need to safeguard space capabilities by highlighting a recent quote from U.S. Navy Adm. Christopher Grady, vice chairman of the Joint Chief of Staff, at the NDIA's annual Emerging Technologies Conference.
"He was asked what's the most important technologies we should focus on. He said, 'anything in space.' That's a lot of stuff. Space is the most important domain. It will enable everything terrestrial," James said.
To succeed in this threat environment, Whiting outlined the "Elements of Victory," five key objectives essential to the U.S. and its partners' integrated space enterprise to ensure success.

He also stressed that 'no one command, service, department, agency or company' can do all of what the U.S. must do in space, and he called for the integration, deconfliction and synchronization of all capabilities.
"We've got to have the concepts, the systems-and having rehearsed all of that-to be ready to execute on the worst day that any of our nations have ever faced in space," Whiting said.
Thomas Lockhart, USSPACECOM director of the Capability and Resource Integration Directorate (J8), and Richard Palmer, deputy director of the J8, reinforced the importance of integrating capabilities and modernizing command and control during panel discussions.

Lockhart addressed the need for threat-informed technology development. He highlighted the CAVE as a tool for commercial partners to integrate and test their technology within a realistic environment to improve decision-making.
The CAVE is a versatile, integrated platform that provides model-based engineering and mission engineering, analysis, simulations and visualization tools to support a wide range of activities, from mission planning to communicating threats to stakeholders.
It brings different levels of analysis and modeling together in a unified environment, adapting to the specific needs of the users.

Lockhart also emphasized the importance of the JCO cell. The JCO includes commercial mission partners in the Americas, Europe and the Pacific, who provide Space Domain Awareness information to the joint force, allies and partner nations' warfighters.
Recent discussions have further emphasized the need for continued international collaboration in space security. Lockhart shared USSPACECOM's efforts to address this critical area.

"I'd say that we're working to achieve 'allied by design' on USSPACECOM's Multination Force Operation Olympic Defender.
MNF OOD is still in early expansion for multinational space defense, breaking down policy barriers to enhance allied integration and expand Foreign Military Sales and Direct Commercial Sales in Space.
Achieving 'allied by design' will unify an effective coalition strategy focusing on the space fight in a more cohesive and comprehensive manner."

Looking ahead, Whiting said he aims to synergize efforts across stakeholders and bolster the resilience of space architectures.
He also wants to explore ways the U.S. can collaborate with a broader range of partners, including advancing MNF OOD.

USSPACECOM hosts 5th annual JIST Summit

U.S. Space Command hosted Joint Integrated Space Team leaders for the fifth annual JIST Summit in Colorado Springs, August 26-27.
The summit provided a forum for USSPACECOM to align the teams with its vision, direction and priorities, enabling them to carry its outcomes forward throughout the combatant commands, or CCMDs, they are integrated with.
Attendees received guidance from Gen. Stephen Whiting, commander of U.S. Space Command; Lt. Gen. Tom James, deputy commander; Rear Adm. Sean Bailey, chief of staff; Chief Master Sgt. Jacob Simmons, command senior enlisted leader; and representatives from numerous directorates.

"You are the critical elements supporting cross-CCMD integration," Whiting said. "Help them integrate space into their functional or theater campaign plan.
Show them how space can support their [operations, activities and investments] and how their OAIs support Space. Demonstrate how space threats effect their objectives and how space plays in their wargames and exercises."

JISTs serve as space expertise liaisons within the other 10 CCMDs, integrating space capabilities into operational planning, intelligence, security cooperation and exercises.
They tailor space solutions to address regional challenges and operational requirements, acting as a link between USSPACECOM and the specific needs of each CCMD.

During his remarks, Whiting highlighted key successes JISTs provided over the past year, citing a recent large-scale exercise between USSPACECOM and U.S. Indo-Pacific Command.
This integration is particularly vital in the Indo-Pacific region, where the strategic landscape is rapidly evolving. The growing demand for space-based support underscores the JISTs' crucial role in maintaining a competitive advantage and ensuring mission success.

"USINDOPACOM's need for space capabilities has grown exponentially in just the past few years," said U.S. Navy Capt. David Tebbe, USINDOPACOM JIST director.
"As our adversaries continue to develop robust space architectures that hold our forces at risk, USSPACECOM's mission has never been more relevant to the Pacific theater.
USINDOPACOM's need for USSPACECOM support will continue to grow in the years to come, as changes in modern warfare have put an ever-increasing demand on space capabilities."
