Foxconn's Pro-China Billionaire Founder Launches Bid For Taiwan Presidency
Terry Gou is the billionaire founder of Foxconn, a main supplier of Apple, and this week he announced he's seeking the presidential nomination of Taiwan's China-friendly opposition party for the second time.
The Kuomintang (KMT) party favors close ties with China, and has long been seen as one of Beijing's best hopes at achieving 'peaceful reunification' with the mainland, as Beijing's official policy has long been articulated.
A 2019 bid by Gou, during which time he had stepped down as Foxconn CEO, failed to cinch the nomination. On Wednesday he weighed in forcefully concerning Taiwanese President Tsai Ing-wen's visit with US House Speaker Kevin McCarthy in Simi Valley, California.
"We must honestly tell young people that it is dangerous to vote for the [Democratic Progressive Party], which 'exalts Taiwan independence and hates and opposes China'," Gou said of the ruling party.
And further according to BBC, "He added that the only way to avoid war with China was to lessen tensions between Washington and Beijing and get Taiwan's ruling Democratic Progressive Party (DPP) out of office."
The KMT has actually been the ruling party for most of the last half-century, but its adherents attribute soaring tensions with China and regional instability of late to Tsai's DPP and irresponsibly allowing Washington to make deeper inroads into Taiwan, through weapons sales and visits of officials.
Gou announced he's running for president fresh off his own tour of the United States in an attempt to bolster external support:
The tycoon was likely to discuss the eight-day journey which took him to Washington, D.C., Boston, San Francisco, and Los Angeles, and to present his ideas for the future under the theme "Taiwan needs a fantastic CEO." In speeches during his trip, he emphasized the role that technology and economic development should play in determining the future of the country.
Gou has been named as a contender for the Jan. 13, 2024 presidential election, with the hope he could return to the Kuomintang (KMT), the party he quit ahead of the previous election in 2020.

Apple Supplier Foxconn Halts Operations at Its Shenzhen Sites Due to COVID-19 Lockdown
Foxconn has halted operations in the Chinese business center of Shenzhen after authorities announced a partial lockdown due to a rise in COVID-19 cases across the country, fueled by the highly transmissible Omicron variant.
In a March 13 statement, a spokesperson for the Taiwan-based Foxconn, also known as Hon Hai Precision Industry Co., said it was suspending production at two campuses in Shenzhen "in compliance with the local government's new Covid-19 policy."
Foxconn is the world's biggest contract manufacturer of electronics, and the company supplies components to a number of companies, including Apple and Samsung.
Its two campuses in Shenzhen are located in Guanlan and Longhua, however, the company does the majority of its production at a plant located in the central Chinese city of Zhengzhou.
"Due to our diversified production sites in China, we have adjusted the production line to minimize the potential impact," Foxconn said.
The company, which is owned by Taiwanese billionaire Terry Gou, didn't state when production at the Shenzhen base would resume. A spokesperson said the bases will remain closed until the local government says they can reopen, and in the meantime, facilities in other cities will be used to support production.

There's a building, but no one is making anything
A massive Taiwanese electronics company promised to build a huge factory in Wisconsin and provide 13,000 new jobs in exchange for tax breaks and other incentives.
The company built the facility, but officials are asking: Where are the jobs, and what is being produced?
A new report reveals that the new factory is a fake.
What's the background?
Back in 2017, Taiwan's electronics giant Foxconn vowed to build what the company said would be a $10 billion factory in Wisconsin that would employ 13,000 people building LCD TV screens. In exchange, the state government offered the company more than $4 billion in incentives, including $3 billion in refundable tax credits.
In June 2018, President Donald Trump, Foxconn CEO Terry Gou, and former Wisconsin officials ceremonially broke ground on what was supposed to be the site of a 20-million-square-foot complex.
But on March 30, 2019, the company suddenly announced it would not be building the plant after all.
President Trump then stepped in to make phone calls to Gou and reportedly got the company to agree two days later to go forward with the planned factory.

What's happening now?
Well, Foxconn has built a factory in Wisconsin, but it appears that's about the extent of it.
In a story posted Wednesday evening, the Verge revealed that the factory is essentially a fake.
Citing a report from the Wisconsin Division of Executive Budget and Finance, the Verge said Foxconn did not build the giant Gen 10.5 LCD facility for building TV screens it had promised. Instead, the electronics outfit built a "smaller Gen 6 LCD factory" that "shows no signs of manufacturing LCDs in the foreseeable future and 'may be better suited for demonstration purposes.'"
The building is reportedly 1/20th the size originally promised - and now is not even being used for anything close to its stated purpose.
According to the Verge, Foxconn got a permit to "change its intended use from manufacturing to storage." Also, the company has yet to order the equipment necessary to make LCDs.
And those promised 13,000 jobs? Turns out that the company hired only 281 people by the end of 2019 who qualified to meet the terms of the deal with the state. Many of those employees have already been laid off, the Verge said. And the job numbers continue to go in the wrong direction.
Has the state responded?
Now the state is striking back, saying that the Foxconn project does not warrant the massive subsidy package pushed and approved by then-Gov. Scott Walker (R), which included at least $400 million in state and local government spending on land and infrastructure the company will now probably never use.
The state report cited by the Verge said, "Taxpayers fully performed their side of the agreement to date, while the Recipients have not," adding that "state taxpayers have spent as much if not more than" Foxconn has its campus.
The Wisconsin Economic Development Corporation, which has been tasked with overseeing the Foxconn deal, elected last week to deny the company its first installment of $3 billion in refundable tax credits, the Verge reported.
According to the WEDC, Foxconn has refused to come to the table to negotiate a revision of the company's contract, despite multiple warnings the state has issued that the current project is in violation of the state's agreement and therefore ineligible for subsidies.

HONG KONG- Foxconn Technology 2354 0.32% Group said it is ready to shift production for Apple Inc. AAPL -0.73% out of China if necessary, as the electronics assembler tried to assuage investors' concerns over the U.S.-China trade conflict.
In the company's first-ever investor meeting and conference call since going public in 1991, senior executives at Taiwan-based Foxconn sought to address investor uncertainty as it prepares for a leadership transition.
Tuesday's events were aimed at outlining a succession plan for when Terry Gou, Foxconn's founder, stands down as chairman to focus on his campaign for Taiwan's presidency. Much of the discussion, however, centered on the worsening trade dispute between China and the U.S. and the impact tariffs might have on the core of Foxconn's business-assembling iPhones and iPads for Apple, mostly in China.
"We are totally capable of dealing with Apple's needs to move production lines if they have any," said Young-Way Liu, the head of Foxconn's semiconductor business group, said during the meeting at the company's headquarters outside Taipei.
Mr. Liu said Foxconn's manufacturing capacity outside of China is sufficient to supply Apple and other customers with products for the U.S. market and that production could be expanded at factories globally "according to the needs of our clients."
Foxconn has plants in Brazil, Mexico, Japan, Vietnam, Indonesia, the Czech Republic, the U.S. and Australia among other countries, according to the investor presentation.

Microsoft filed the complaint against Foxconn subsidiary FIH Mobile Ltd (2038.HK) in the Northern District of California on Friday. It is claiming unpaid royalties for patents used in devices for clients including a top Chinese smartphone vendor. Foxconn founder and Chief Executive Terry Gou told an impromptu news conference in Taipei that "patent infringement" is not an issue for his group, which "will suffer almost no any loss" as a result of the lawsuit. Foxconn "has never paid any patent fees to Microsoft," Gou said. Neither Microsoft nor FIH could be immediately reached for comment.
Foxconn, formally Hon Hai Precision Industry Co Ltd, rose to global prominence as assembler of Apple Inc's (AAPL.O) iPhone. It received notice of the lawsuit on Tuesday, said a person with direct knowledge of the matter, who was not authorized to speak with media and so declined to be identified. Guo was "furious" and will fight back, the person said. In a Facebook post earlier on Tuesday, Guo questioned why a software firm would not earn patent royalties from vendors that made use of software. "They should not pick on manufacturers," Guo said at the news conference. MADISON, Wis. (AP) - Foxconn Technology Group has shifted its stated strategy yet again on Friday for a massive Wisconsin campus, crediting a conversation with U.S. President Donald Trump for cementing plans to proceed with building a factory to make high-tech liquid display screens.
The news capped a week of confusion about Foxconn's plans in Wisconsin. The company announced in 2017, to much fanfare, that it planned to invest $10 billion in the state and hire 13,000 people to build an LCD factory that could make screens for televisions and a variety of other devices.
The company last year said it was reducing the scale of what was to be made in Wisconsin, from what is known as a "Gen 10" factory to "Gen 6." But last week, even that was thrown into question with Foxconn executive Louis Woo said it couldn't compete in the television screen market and would not be making LCD panels in Wisconsin.
But on Friday, in yet another twist, Foxconn said after discussions with the White House and a personal conversation between Trump and Foxconn chairman Terry Gou, it plans to proceed with the smaller manufacturing facility.
"Great news on Foxconn in Wisconsin after my conversation with Terry Gou!" Trump tweeted.
Wisconsin's new Democratic governor criticized the company Friday for its flip-flopping.
"There's no limit, frankly, to skepticism if the messaging isn't coherent," Evers told reporters. "I'm comfortable that they're still committed to the state. They're committed to this Generation 6 technology, but that doesn't mean that we [won't] encourage them to be more transparent and consistent in their messaging."
The latest Foxconn statement did not say whether the commitment to this size factory would affect the type of workers who would be employed in Wisconsin. Foxconn executive Louis Woo told Reuters earlier last week that about three-quarters of workers in Wisconsin would be in research and development-type jobs, not manufacturing. Woo said the Wisconsin project would be more of a research hub, rather than having a manufacturing focus.
A Foxconn spokeswoman had no immediate comment about what its plans to build the Gen 6 factory would mean for the makeup of the workforce. The difference between a Gen 10 and Gen 6 plant rests with the size of the original glass used to make the screens. The larger plant, which had been part of Foxconn's initial plans, would have used glass more than three times as large as what the smaller facility will use. The Gen 6 plant can make screens ranging in size from a smart phone to a 75-inch television, while the larger plant would have allowed for devices as large as 9½ feet by 11 feet.
The Gen 6 plant is expected to be smaller in size and less expensive than a Gen 10 factory, but Foxconn has not specified just how large it will be.
