Ex-CIA chief wrote Hunter Biden laptop 'disinfo' letter for Joe Biden to use as 'talking point' during debate
The ex-CIA chief who wrote the letter signed by 51 former intelligence officials attempting to discredit The Post's report on Hunter Biden's infamous laptop told another former top intelligence official that he was drafting it as a "talking point" for Joe Biden to use during a debate with President Donald Trump.
Former acting CIA Director Michael Morell told fellow former CIA boss John Brennan in an Oct. 19, 2020, email - obtained by Just the News - that he was attempting to give Biden's 2020 presidential campaign some ammunition to "push back on Trump" during the debate as he urged Brennan to sign on to the letter calling Hunter Biden's laptop a possible Russian disinformation operation.
"Can I add your name to this list?" Morell asks Brennan in the email.
"Trying to give the campaign, particularly during the debate on [Oct. 22, 2020], a talking point to push back on Trump on this isSue," Morell explains, admitting the letter was to help Biden during his showdown with Trump.
Brennan responded: "Ok, Michael, add my name to the list. Good initiative. Thanks for asking me to sign on."
The smoking-gun email exchange shows that Brennan knew Morell's political motivation before he signed on to the letter.
The Post learned on Thursday that Brennan will sit with members of the House subcommittee on the weaponization of the federal government for a transcribed interview related to the letter on May 11.
Former Director of National Intelligence James Clapper, who also signed on to the letter, will appear for an interview before the panel on May 17, a source familiar with the plans told The Post.
Morell's email also sheds light on other members of the US intelligence community who were asked to add their name to the project but didn't.
"Will be adding Leon, Sue Gordon, Jeh Johnson, George, Lisa Monaco, and Mike Rogers (DIRNSA) today. And working on adding Dan Coats, Mike Rogers (HPSCI), and Tom Bossert," Morell writes.
Of those officials Morell mentions, it appears that only former CIA Director Leon Panetta added his name to the letter.
The CIA's former Moscow station chief, Daniel Hoffman, told Fox News last week that he too was given the chance to sign the letter but he ultimately refused because there was "no evidence" of Russian involvement in Hunter Biden's laptop scandal.
"It was not up to us to speculate. So I didn't sign the letter. I typically don't put my name to other people's words," Hoffman said.
House Judiciary Committee Chairman Jim Jordan (R-Ohio), who also leads the government weaponization subcommittee, revealed last month that Morell testified before his panel that he drafted the letter and that Secretary of State Antony Blinken - then a Biden campaign adviser - was the "impetus" behind the attempt to discredit The Post.
Jordan and House Intelligence Committee Chairman Mike Turner (R-Ohio) informed Blinken last week that they would be investigating his role in the production of the letter.
On the same day Morell's email exchange with Brennan took place, Politico published a report on the letter, and during Biden's Oct. 22, 2020, debate against Trump, he used it to deflect accusations about his involvement in overseas influence-peddling schemes by claiming The Post had reported on "a Russian plant."

Thank you for having me! You know, the last time I spoke at a GEOINT Symposium, it was April 2022. Russia had demonstrated an antisatellite capability, and China had tested a hypersonic glide vehicle.
Later that year, I was promoted to Chief of Space Operations... and-just like magic-all that bad behavior STOPPED... I'm just sayin'.
Seriously, though, so much has happened in the last three years, and there's no sign of a slowdown. So, I'm really excited to have this opportunity to speak with such an important audience.

But first, let me start by thanking Ronda Schrenk and Robert Cardillo for inviting me. Thanks to Sue Gordon for moderating.

For decades, it compiled, published, and distributed topographical maps and related materials for use by the U.S. Armed Forces... including on D-Day and during the Korean War.
It might surprise you to learn that the Army Map Service even supported space exploration. It mapped the moon for use during the Apollo missions, and it contributed to the development of our modern GPS system, which remains a critical Space Force mission to this day.

Former acting CIA director Michael Morell told fellow former CIA boss John Brennan in an Oct. 19, 2020, email - obtained by Just the News - that he was attempting to give Biden's 2020 presidential campaign some ammunition to "push back on Trump" during the debate as he urged Brennan to sign on to the letter calling Hunter Biden's laptop a possible Russian disinformation operation.
"Can I add your name to this list?" Morell asks Brennan in the email.
"Trying to give the campaign, particularly during the debate on [Oct. 22, 2020], a talking point to push back on Trump on this isSue," Morell explains, admitting the letter is to help Biden during his showdown with Trump.
To which, Brennan responded: "Ok, Michael, add my name to the list. Good initiative. Thanks for asking me to sign on."
The smoking-gun email exchange shows that Brennan knew Morell's political motivation before he signed on to the letter.
The Post learned on Thursday that Brennan will sit with members of the House subcommittee on the weaponization of the federal government for a transcribed interview related to the letter on May 11.
Former Director of National Intelligence James Clapper, who also signed on to the letter, will appear for an interview before the panel on May 17, a source familiar with the plans told The Post.
Morell's email also sheds light on other members of the US intelligence community who were asked to add their name to the project but didn't.
"Will be adding Leon, Sue Gordon, Jeh Johnson, George, Lisa Monaco, and Mike Rogers (DIRNSA) today. And working on adding Dan Coats, Mike Rogers (HPSCI), and Tom Bossert," Morell writes.
Of those officials Morell mentions, it appears that only former CIA Director Leon Panetta added his name to the letter.
The CIA's former former Moscow station chief, Daniel Hoffman, told Fox News last week that he was also given the chance to sign the letter but he ultimately refused because there was "no evidence" of Russian involvement in Hunter Biden's laptop scandal.
"It was not up to us to speculate. So I didn't sign the letter. I typically don't put my name to other people's words," Hoffman said.
House Judiciary Committee Chairman Jim Jordan (R-Ohio), who also leads the government weaponization subcommittee, revealed last month that Morell testified before his panel that he drafted the letter and that Secretary of State Antony Blinken - then a Biden campaign adviser - was the "impetus" behind the attempt to discredit The Post.
Jordan and House Intelligence Committee Chairman Mike Turner (R-Ohio) informed Blinken last week that they would be investigating his role in the production of the letter.
On the same day Morell's email exchange with Brennan took place, Politico published a report on the letter and during Biden's Oct. 22, 2020, debate against Trump, he used it to deflect accusations about his involvement in overseas influence-peddling schemes by claiming The Post had reported on "a Russian plant."

Sue Gordon, who served as a top U.S. intelligence official under both the Trump and Obama administrations, said Sunday that she would not characterize the American withdrawal from Afghanistan "as an intelligence failure" despite widespread criticism oc how the Trump and Biden administrations, the U.S. military, and the intelligence community failed to anticipate how swiftly the Taliban would overrun the Afghan government and security forces and take control of Kabul.

During an appearance on Sunday's edition of Face the Nation, Gordon said she thinks throughout the U.S.'s 20-year involvement in Afghanistan, the intelligence community remained "pretty clear-eyed" about what was happening on the ground. And she believes that didn't really change last month, arguing that a leaked transcript of President Biden's last conversation with former Afghan President Ashraf Ghani makes it seem clear the former knew the situation was "fraught." She did, however, acknowledge that "they apparently didn't have precision in their estimate on the speed of the loss."

Spy chiefs look to declassify intel after rare plea from 4-star commanders

America's top spies say they are looking for ways to declassify and release more intelligence about adversaries' bad behavior, after a group of four-star military commanders sent a rare and urgent plea asking for help in the information war against Russia and China.

A host of troubling actions from those two countries - including efforts to damage America's relationships with allies and to violate other countries' sovereignty - mean the Intelligence Community must do more to show the world what Russia and China are doing, according to the commanders.

The memo from nine regional military commanders last year implored spy agencies to give them more evidence they can make public as a way to combat "pernicious conduct."

Only by "waging the truth in the public domain against America's 21st century challengers" can Washington shore up support from American allies, they said. But efforts to compete in the battle of ideas, they added, are hamstrung by overly stringent secrecy practices.

"We request this help to better enable the US, and by extension its allies and partners, to win without fighting, to fight now in so-called gray zones, and to supply ammunition in the ongoing war of narratives," the commanders who oversee U.S. military forces in Asia, Europe, Africa, Latin America, as well as special operations troops, wrote to then-acting Director of National Intelligence Joseph Maguire last January.

"Unfortunately, we continue to miss opportunities to clarify truth, counter distortions, puncture false narratives, and influence events in time to make a difference," they added.

The memo, which was reviewed by POLITICO and has not been made public, made waves inside the Pentagon, the Intelligence Community, and on Capitol Hill over the past year, where it has come to be known as the "36-star memo." It wasn't a command or an ultimatum; rather, it implored the Intelligence Community to make big changes.

The fact that it was signed by nine of the 11 four-star combatant commanders - all but one of whom are still in uniform - is nearly unheard of, said multiple government officials familiar with the memo who said it underscored an unusual level of alarm among the top brass. The top leaders for U.S. Central Command and Cyber Command did not sign.

The letter was organized by Adm. Phil Davidson, the outgoing head of U.S. Indo-Pacific Command, and was also signed by Gen. Jay Raymond, who at the time was commander of U.S. Space Command but is now head of the Space Force and a member of the Joint Chiefs of Staff.

Spokespeople for Davidson and Raymond declined to comment on the memo or their concerns.

Need for speed

A number of current and former national security officials told POLITICO that the efforts now underway are moving too slowly.

"I know this frustrates many of my colleagues on both sides of the aisle - and we need to get better at fighting in this space," he added. "Our adversaries like to operate in the shadows, and the best way to combat them is to call out their lies."

"I would expect the combatant commanders to ask for more from the IC on how the adversaries are using information for operational advantage," said Sue Gordon, a career intelligence official who retired in 2019 after becoming ODNI's second-most senior official.

But America also has a major advantage against China and Russia, said Sen. Jack Reed, who chairs the Armed Services Committee. "The truth is on our side and we need to do a better job of illuminating and exposing these activities."

Deirdre Walsh, who over a decade has filled several ODNI roles including chief operating officer, said in a statement to Politico that "I have served in this challenging role for nearly three years and look forward to taking on my next opportunity."

The ODNI did not immediately respond to a request for comment from The Hill.

It is unclear who will replace Walsh, who, according to her bio, worked on "orchestrating all transformation activities and effecting governance processes that will improve how information is presented in organizational decision-making."
The news comes the same day as Richard Grenell, the acting director of national intelligence, announced a list of organizational changes. Among the changes announced Friday are a phasing out of ODNI's Directorate of National Security Partnerships and combining four different ODNI organizations focused on cyber into a single cohort called "the IC Cyber Executive."

Walsh has garnered allies on Capitol Hill, particularly during her tenure from 2014-18 as the ODNI's congressional liaison.

ODNI has gone through several rounds of senior departures, including principal deputy director Sue Gordon; former acting Director of National Intelligence Joseph Maguire; principal executive Andrew Hallman; general counsel Jason Klitenic; chief of staff Viraj Mirani; and Intelligence Community Inspector General Michael Atkinson, who was ousted by President Trump.

A top career official is leaving the Office of the Director of National Intelligence, the agency confirmed on Friday.

Deirdre Walsh, who spent more than 10 years at ODNI - most recently as chief operating officer - said in a statement provided through an ODNI spokesperson: "I have served in this challenging role for nearly three years and look forward to taking on my next opportunity."

It is unclear who will replace Walsh, who was the office's first COO. Her work included "orchestrating all transformation activities and effecting governance processes that will improve how information is presented in organizational decision-making," according to her bio.

A staffer who worked under Rep. Devin Nunes (R-Calif.) on the House Intelligence Committee also recently joined ODNI to serve as a deputy to the COO.

Nick Ciarlante, who interned in Nunes' congressional office before joining the intelligence committee and working on the ODNI portfolio there, started the new job this week, two people with knowledge of the move said.

Richard Grenell, the acting director of national intelligence, also announced a series of other organizational changes on Friday, including phasing out of ODNI's Directorate of National Security Partnerships and merging four previously separate ODNI organizations focused on cyber into a single organization dubbed "the IC Cyber Executive."

Walsh is well-respected in the intelligence community and on Capitol Hill - she served as ODNI's director of legislative affairs from 2014 to 2018 - and has been instrumental in helping shepherd Rep. John Ratcliffe (R-Texas) through the confirmation process to replace Grenell as permanent director, the sources said.

Ratcliffe had his confirmation hearing in front of the Senate Intelligence Committee on Tuesday and is expected to be confirmed.

ODNI has seen a wave of senior departures over the last year, including principal deputy director Sue Gordon; Joseph Maguire, Grenell's predecessor as acting director; principal executive Andrew Hallman; general counsel Jason Klitenic; chief of staff Viraj Mirani; and Intelligence Community Inspector General Michael Atkinson, who was fired by the president. ODNI's chief information officer, John Sherman, also left last month.

'We should be very afraid': Admiral who oversaw Bin Laden raid hits out at Trump over sacking of intelligence chief

In a searing op-ed, the former head of US Special Operations Command, who supervised the 2011 Navy SEAL raid in Pakistan that killed Osama bin Laden, has slammed Donald Trump's reckless attitude towards the intelligence community saying that Americans should be afraid of the president's actions.

Retired Navy admiral William McRaven, writing in The Washington Post about the dismissal of director of national intelligence Joe Maguire, decries the fact that Mr Maguire was apparently ousted simply for doing his job - the dissemination of intelligence to elected officials.

He writes: "As Americans, we should be frightened - deeply afraid for the future of the nation. When good men and women can't speak the truth, when facts are inconvenient, when integrity and character no longer matter, when presidential ego and self-preservation are more important than national security - then there is nothing left to stop the triumph of evil."

Admiral McRaven opens with the famous quote from Irish statesman and philosopher Edmund Burke: "The only thing necessary for the triumph of evil is for good men to do nothing."

He lists the good men and women that have come and gone in the Trump administration: Jim Mattis, John Kelly, HR McMaster, Sue Gordon, Dan Coats, and now Joe Maguire, and later mournfully says that "in this administration, good men and women don't last long".

Mr Maguire's extensive career, including 36 years as a Navy SEAL, is described in detail by Admiral McRaven who paints a picture of a patriot and a man of integrity.

When caught up in the Ukraine whistleblower case, Mr Maguire told the White House he would testify if asked and would tell the truth - and he did, says Admiral McRaven.

"He earned the respect of the entire intelligence community. They knew a good man was at the helm. A man they could count on, a man who would back them, a man whose integrity was more important than his future employment."

Former CIA Director John Brennan has also sounded the alarm about the Trump administration's alleged interference in the operations of US national security. Mr Brennan referred to the dismissal of Mr Maguire as "a virtual decapitation of the intelligence community".

Mr Maguire has been replaced in an acting capacity by Trump loyalist and US Ambassador to Germany, Richard Grenell - a move widely criticised due to Mr Grenell's complete lack of experience in the field of intelligence.

The president has said that he will nominate a permanent appointee to the role of director of national intelligence.

The New York Times reports that Mr Grenell has already installed his own leadership team. He has also requested the intelligence behind the classified briefing Mr Maguire gave to the House Intelligence Committee last week, in which he informed lawmakers that Russia is interfering in the 2020 presidential election in Mr Trump's favour.

When news of the briefing reached Mr Trump, he was reportedly "livid" and complained that Democrats would use it against him. Mr Maguire was dismissed shortly afterwards.

SIMI VALLEY, California - The U.S. Air Force's top civilian and a key member of Congress agreed Saturday on the need to declassify a large amount of information about America's military space programs to both intimidate foes and encourage support among the public.

"Declassifying some of what is currently held in secure vaults would be a good idea," Air Force Secretary Barbara Barrett said during a panel at the Reagan National Defense Forum. "You would have to be careful about what we declassify, but there is much more classified than what needs to be."

Fellow panelist Rep. Mike Rogers, R-Ala., said he met with the secretary earlier in the week to discuss that very isSue, calling the information on space programs "overwhelmingly classified."

For Rogers, that overclassification is one of the reasons it's been so difficult for him and others to build support both in the public and with other members of Congress for a Space Force, a sixth branch of the military under the Air Force uniquely focused on space as a war-fighting domain.

"As members of the Armed Services Committee and the defense appropriators, we get it. But we have to have our other colleagues in the Congress to be supportive of us making the changes we need and the resources we need into this," he said. "It's not going to happen until they understand the threat and the dependence we have. And I don't think that can happen until we see significant declassification of what we're doing in space and what China and Russia are doing, and how space is in their day-to-day lives."


Once Americans have access to that currently classified data, they will throw their support behind a Space Force, he concluded.

"The lack of an understanding really does hurt us in doing things that we need to do in space," added Barrett. "There isn't a constituency for space even though almost everyone uses space before their first cup of coffee in the morning."


The two declined to say how much of the black space portfolio could move into the public, nor when changes would start happening. But Barrett pledged that it would be a focus for her office moving forward, a sign that progress could come during 2020.

The push comes as the intelligence community is also moving to declassify more information to combat threats posed by China, Russia and other nations. Then-Principal Deputy Director of Intelligence Sue Gordon stated in June that declassification is key to combating attempts by foreign powers to target American civilians for data collection. And that same month, the top Democrat on the Senate Intelligence Committee, Sen. Mark Warner, D-Va., called on the intelligence community to declassify more data to combat the growing threat that China's government poses to American businesses.

The Defense Intelligence Agency has made efforts to make more unclassified information available to the public through a series of reports on the military capabilities of other nations. Earlier this year the agency released a report on the threats to space that was entirely unclassified, although that approach limited what inform



For Barrett, that same approach to declassification needs to be taken for space.

"America is the best there is in space. Yet, as we watch the trajectory of potential enemies, we see that the relationship is changing. America is also the biggest user of space," she said. "Our way of life is more dependent on space than any other nation's, and our capability in space was predominantly built at a time when we thought space was a benign environment."

Furthermore, Ratcliffe was doing his job when he grilled Mueller and blasted him for turning the Constitution upside down by smearing Trump, an innocent man who has never been convicted of a crime.

It was all hands on deck after Trump announced he would be nominating Ratcliffe to replace Coats - the Democrat-media complex immediately went into overdrive to attack Ratcliffe, a former US Attorney who served in the House on several Committees for years.

Two sources added that there's an active search right now for candidates to assume the acting role and it's unlikely the Deputy Director Sue Gordon will be picked.

It has become the new normal that every Trump nomination is met by howls of outrage from both Democrats and the mainstream media. They seem to be alarmed by Ratcliffe far more than usual, however. Amazingly, despite the complete catastrophe that 'Russiagate' has turned into for the Democrats, liberal pundits are once again arguing that this somehow helps Moscow. Here's Atlantic writer Adam Serwer claiming Coats is being replaced because he was trying to "prevent foreign attacks on American elections."

CNN analyst Juliette Kayyem argued along the same lines, claiming that Trump's goal is to "stop any attempts to thwart Russian influence in 2020."

The prospect of Nunes, who served on Trump's presidential transition team, being considered for intelligence chief has sparked anxiety in the Office of the Director of National Intelligence (ODNI), a person with direct knowledge told Politico.

Nunes faced scrutiny for his conduct as chairman of the House Intelligence Committee during Trump's first two years in the White House. Among other things, he launched an investigation into surveillance abuses by the FBI and Justice Department during the Obama administration.

In February 2018, he released a classified memo alleging abuse of government surveillance powers by the Justice Department after receiving authorization from Trump. The Justice Department strongly objected to its release.

Trump has repeatedly heaped praise on the GOP lawmaker. He said in March that Nunes would someday "be hailed as a great American hero."

Nunes and the White House did not provide comment to Politico. The White House and Nunes's office did not immediately respond to a request for comment from The Hill.

The ODNI also did not immediately respond to a request for comment.

President Donald Trump recently spoke to top House Intelligence Republican Devin Nunes about replacements for the country's intelligence chief - the latest sign that Dan Coats' tenure may be short-lived.

Nunes, who grabbed national attention with his controversial allegations of Obama administration surveillance abuses, met with Trump and other senior White House officials last week to discuss who could take over for Coats at the Office of Director of National Intelligence, according to three people familiar with the get-together.

Coats has run ODNI since early in the Trump administration, but his job security is the subject of constant speculation, especially after he gave public testimony on North Korea, Iran and Syria that diverged from Trump's prior comments on the isSues. The ODNI chief oversees the government's intelligence agencies, coordinates the country's global information-gathering operation and frequently briefs the president on threats each morning.

The meeting between Trump and Nunes has only fueled more chatter about Coats' departure. The pace of Trump's discussions with allies about potential replacements has ramped up in recent weeks, the people said.

Fred Fleitz, a former CIA analyst who served as national security adviser John Bolton's chief of staff, has been discussed as a possible ODNI replacement. Fleitz left his White House post in October 2018 to serve as president and CEO of the Center for Security Policy, a far-right think tank that has been sharply critical of "radical Islam."

Some within the intelligence community have also promoted the ODNI's current No. 2, Sue Gordon, as be a logical replacement for Coats. Gordon is a career intelligence official who is generally well-liked within the organization.

He later said that information bolstered accusations that the Obama administration had improperly "unmasked" the names of Trump associates whose conversations were vacuumed up by intelligence agencies monitoring foreign agents' communications in 2016. Normally, the names of U.S. citizens who show up in intelligence reports are kept secret unless there is an overwhelming national security need to expose them.

Trump met with Nunes to talk intel chief replacements

The president's get-together with the top House Intelligence Republican has fueled more chatter that Dan Coats may be on his way out.

President Donald Trump recently spoke to top House Intelligence Republican Devin Nunes about replacements for the country's intelligence chief - the latest sign that Dan Coats' tenure may be short-lived.

Nunes, who grabbed national attention with his controversial allegations of Obama administration surveillance abuses, met with Trump and other senior White House officials last week to discuss who could take over for Coats at the Office of Director of National Intelligence, according to three people familiar with the get-together.

Coats has run ODNI since early in the Trump administration, but his job security is the subject of constant speculation, especially after he gave public testimony on North Korea, Iran and Syria that diverged from Trump's prior comments on the isSues. The ODNI chief oversees the government's intelligence agencies, coordinates the country's global information-gathering operation and frequently briefs the president on threats each morning.

The meeting between Trump and Nunes has only fueled more chatter about Coats' departure. The pace of Trump's discussions with allies about potential replacements has ramped up in recent weeks, the people said.

Fred Fleitz, a former CIA analyst who served as national security adviser John Bolton's chief of staff, has been discussed as a possible ODNI replacement. Fleitz left his White House post in October 2018 to serve as president and CEO of the Center for Security Policy, a far-right think tank that has been sharply critical of "radical Islam."

Some within the intelligence community have also promoted the ODNI's current No. 2, Sue Gordon, as be a logical replacement for Coats. Gordon is a career intelligence official who is generally well-liked within the organization.

The White House and Nunes did not comment for this report. ODNI did not immediately respond to a request for comment.

CIA Names First Woman to Lead Clandestine Operations

Elizabeth Kimber's appointment comes as more women have filled senior leadership ranks across national-security agencies during the Trump administration.

CIA Director Gina Haspel has chosen an agency veteran and close ally to be the first woman to run the part of the agency that recruits spies overseas, gathers intelligence and engages in covert actions authorized by the White House, an agency spokesman said Friday. Elizabeth Kimber will assume control of the Central Intelligence Agency's Directorate of Operations, until recently a male-dominated bastion also known as the clandestine service.

The CIA's other major branch is the Directorate of Analysis, which is responsible for analyzing classified and unclassified information from multiple sources, and preparing reports for the president and other top U.S. policy makers. "With nearly 34 years of experience and a proven ability to deliver with impact on CIA's operational mission, Beth Kimber will be an exceptional leader of our Directorate of Operations," Brittany Bramell, CIA's director of public affairs, said. Little is known publicly about Ms. Kimber's CIA career, most of which she spent in the operations branch and which included stints dealing with Russia and terrorism, a person familiar with the matter said. Her LinkedIn page, which describes her merely as a "senior executive" in the U.S. government, says she received a bachelor's degree from Hamilton College in New York and speaks French.

Daniel Hoffman, a former senior CIA officer who worked with Ms. Kimber, said "she has a very high intellect-not just when it comes to the operational tradecraft on which our work is based, but also on understanding the world." Mr. Hoffman, who served as a CIA station chief and whose overseas duty included considerable time in Russia, said he didn't expect the operations branch to have difficulty accepting a female leader. "I think pretty much those days are gone," he said. Ms. Kimber's appointment comes as more women have filled senior leadership ranks across national-security agencies during the Trump administration. In addition to Ms. Haspel, who is the first woman to head the CIA, Sue Gordon serves as the principal deputy director of National Intelligence and had been rumored to be in consideration for director of the CIA if Ms. Haspel's nomination failed to earn Senate confirmation.

Tonya Ugoretz, a senior intelligence official, is expected to be named in the coming weeks as the deputy assistant director of the FBI's cyber division, according to people familiar with the matter. Ms. Ugoretz had been serving as the director of the Cyber Threat Intelligence Integration Center, where she worked on isSues including tracking Russian efforts to disrupt U.S. elections. Her move to a senior leadership role follows the appointment this summer of Amy Hess as the FBI's executive assistant director of the criminal, cyber, response and services branch. Ms. Hess, a career FBI employee, is the highest-ranking woman at the bureau and was tapped for her current role after several senior officials retired this summer.

Today, the Office of the Director of National Intelligence stood up a new organizational structure based on the Transformation plan that Director of National Intelligence Dan Coats and Principal Deputy Director of National Intelligence Sue Gordon announced in March 2018.



The ODNI's Transformation reflects the changing nature of our environment and threats to the Nation, and will ensure that the ODNI and the IC will continue to be the best intelligence service in the world, in support of our policy-makers and our national security. The ODNI must be postured to lead the IC in tackling isSues like finding and retaining the right, trusted and agile workforce; rationalizing how the IC manages data and information securely; improving our acquisition agility across the entire Community; augmenting intelligence using machines; partnering smartly with the private sector; and developing a comprehensive posture for cyber. These are isSues that no one IC element can solve alone and are critical to the IC's ability to continue to provide timely, relevant and accurate intelligence and information to our policy-makers.



The ODNI Transformation also allows for better integration of the ODNI's mission-focused centers to provide whole-of-IC insight on key isSues like cybersecurity, terrorism, and insider threats to ensure a coordinated approach in partnership with the new directorates, and to be key players in the ODNI's new governance structure and development of our workforce.



The Transformation includes a revised mission and vision statement and new core values for the ODNI (below), streamlined processes, and a new governance structure that will enable the ODNI to be more agile and drive our highest priority isSues.

"Our comprehensive approach to Transformation covered many areas, including synchronizing and streamlining processes, better developing our people, improving the efficiency and effectiveness of our decisions, and aligning our structure to support those outcomes," DNI Coats said. Over a short 100 days, ODNI conducted the hard work necessary to orchestrate the restructuring and implement the new processes and governance structures, which all take effect on July 25.
