When acquired by nation-state adversaries such as the People's Republic of China, Iran, Russia, and North Korea, advanced technologies can be used in new or novel ways to enhance their military capabilities or support mass surveillance programs that enable human rights abuses. End users of national security concern seek technologies, including those related to supercomputing and exascale computing, artificial intelligence, advanced manufacturing equipment and materials, quantum computing, and biosciences. Although they have important commercial uses, technologies in these fields can threaten U.S. national security when used by adversaries for disruptive purposes, such as improving calculations in weapons design and testing; improving the speed and accuracy of military or intelligence decision-making; and breaking or developing unbreakable encryption algorithms that protect sensitive communications and classified information.
"The Disruptive Technology Strike Force takes aim at those who imperil our national security and the rule of law by illegally transferring sensitive technologies to foreign adversaries," said Assistant Attorney General Matthew G. Olsen. "We must remain vigilant in enforcing export control laws, which defend military readiness, preserve our technological superiority over our adversaries, and help to protect human rights and democratic values."
"Advances in technology have the potential to alter the world's balance of power," said Assistant Secretary for Export Enforcement Matthew S. Axelrod. "This strike force is designed to protect U.S. national security by preventing those sensitive technologies from being used for malign purposes."
The strike force's work will focus on investigating and prosecuting criminal violations of export laws; enhancing administrative enforcement of U.S. export controls; fostering partnerships with the private sector; leveraging international partnerships to coordinate law enforcement actions and disruption strategies; utilizing advanced data analytics and all-source intelligence to develop and build investigations; conducting regular trainings for field offices; and strengthening connectivity between the strike force and the Intelligence Community.
In addition to the National Security Division and the Bureau of Industry and Security, this strike force will be comprised of officials from designated U.S. Attorneys' Offices throughout the country, the FBI and the Department of Homeland Security's Homeland Security Investigations (HSI).
"HSI remains committed to our interagency partners and will continue to work tirelessly on behalf of the American people to ensure sensitive technologies and proprietary information do not fall into the hands of our adversaries," said Acting Executive Associate Director Steve Francis of Homeland Security Investigations.
The strike force will operate in 12 metropolitan regions across the United States, with oversight and support from the local U.S. Attorneys' Offices in Atlanta, Boston, Chicago, Dallas, Houston, Los Angeles, Miami, New York City (Southern and Eastern Districts of New York), San Jose, California, Phoenix, Portland, Oregon, and the Washington, D.C. region (District of Columbia and the Eastern District of Virginia).

WASHINGTON - Homeland Security Investigations (HSI)and INTERPOL have joined forces to warn the public against purchasing alleged COVID-19 vaccines and treatments online.
With criminal groups producing, distributing and selling fake vaccines, the risks to the public are clear: these can include buying a product which not only does not protect against COVID-19, but poses a serious health hazard if ingested or injected. Such products are not tested, regulated or safety-checked.
Legitimate vaccines are not for sale. They are strictly administered and distributed by national healthcare regulators.
"Counterfeit vaccines threaten the health of consumers who are duped by nefarious actors seeking to exploit the pandemic situation for financial gain. HSI and its law enforcement partners will vigorously investigate and seek prosecution for criminals taking advantage of the public's quest for COVID-19 vaccinations and those who endanger the lives of the very people the vaccines are intended to protect," said HSI Assistant Director, and Director of the National Intellectual Property Rights Coordination Center, Steve Francis.
Anyone buying these products online also runs the risk of potentially giving their money to organized criminals.
Crime wave
"From the very beginning of the pandemic, criminals have preyed on people's fears in order to make fast cash. Fake vaccines are the latest in these scams, which is why INTERPOL and HSI are warning the public to be extra vigilant," said INTERPOL Secretary General Jürgen Stock. "Anyone ordering a vaccine online rather than obtaining it from their national provider, will be buying a fake product."
"The networks behind these crimes have global ambitions. No country or region can fight this type of crime alone. INTERPOL is assisting law enforcement around the world to both identify criminal networks and to dismantle them," added Secretary General Stock.
Following a global alert issued by INTERPOL in late 2020 the world police body recently announced the first internationally linked arrests and seizures in connection with fake vaccines after criminal networks were disrupted in China and South Africa.
INTERPOL has also been receiving additional information on fake vaccine distribution and scam attempts targeting health bodies, including nursing homes.
"HSI will continue to work with INTERPOL to coordinate investigations targeting every level of the transnational criminal organizations trafficking in counterfeit COVID-19 vaccines," added Francis.

We will continue to use our broad legal authorities and longstanding relationships with domestic and international law enforcement agencies and private sector partners to address this emerging public health threat, and will sustain our efforts to disrupt and dismantle criminal networks seeking to profit from the COVID-19 pandemic," said Derek Benner, Executive Associate Director for HSI. To counter this emerging public safety threat, Operation Stolen Promise 2.0 will build upon Operation Stolen Promise, with the specific goal of countering the threat of counterfeit vaccines, treatments and supplies. ICE HSI will do this by disrupting and dismantling fraud schemes, removing illicit websites and other online marketplaces and seizing counterfeit or illicit vaccines and treatments. As part of this effort, the agency is also highlighting ways that the public can protect itself against fraud involving counterfeit vaccines and treatments. ICE encourages the public to visit ice.gov for additional information.
"Many people, both in government and in industry, are working hard to ensure that the vaccines are properly developed, and once approved, properly and efficiently distributed through a secure supply chain," said Steve Francis, director of ICE HSI's Intellectual Property Rights Center. "From production to distribution, these vaccines will require a great level of care and technology along the way in order to ensure they will be effective when they reach the patient. The public should not accept anything from an unapproved source, as an unapproved source can never guarantee that the vaccine is legitimate or that it has been properly stored and transported," he said.
ICE launched Operation Stolen Promise in April 2020 to protect the Homeland from the increasing and evolving threat posed by COVID-19-related fraud and criminal activity.
As of November 25, 2020, the agency has seized more than $26 million in illicit proceeds; made 170 arrests; executed 148 search warrants and analysed more than 69,000 COVID-19 domain names. Working with U.S. Customs and Border Protection, more than 1,600 shipments of mislabelled, fraudulent, unauthorized or prohibited COVID-19 test kits and other related items have been seized.

MIAMI - U.S. Customs and Border Protection (CBP) and U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) announced Thursday the seizure of more than 176,000 counterfeit sports-related items, worth an estimated $123 million manufacturer's suggested retail price (MSRP), through a collaborative enforcement operation targeting international shipments of counterfeit merchandise into the United States.
The seizures were part of Operation Team Player, an ongoing effort developed by the HSI-led Intellectual Property Rights (IPR) Center to target the illegal importation and distribution of counterfeit sports merchandise, and were revealed in Miami, Florida, at a joint press conference with the National Football League (NFL), HSI, CBP and the Miami-Dade Police Department (MDPD).
"Every day, cargo containers containing billions of dollars' worth of counterfeit goods enter the United States through its land, sea and air ports of entry. This year's record-breaking 'Operation Team Player' results affirm HSI's commitment to protecting American consumers, the economy, and legitimate business, by ensuring Super Bowl 54 is not compromised by transnational criminal networks exploiting fan enthusiasm for illicit profits. Sports fans from around the world, who've spent their hard-earned money to support their favorite NFL team, deserve to receive genuine, high-quality officially licensed merchandise in return," said HSI-led IPR Center Director Steve Francis.
Special agents from HSI teamed with industry, CBP, Miami-Dade police officers and other partner agencies to identify flea markets, retail outlets and street vendors selling counterfeit goods during the week leading up to Super Bowl LIV (54). They seized fake jerseys, jewelry, hats, cell-phone accessories and thousands of other bogus items prepared to be sold to unsuspecting consumers.
"Operation Team Player remains one of the most important national initiatives for protecting sports fans from the sale of counterfeit products and counterfeit tickets. Last year, HSI announced that enforcement actions related to Operation Team Player resulted in the seizure of $24.2 million worth of counterfeit sports-merchandise. Enforcement actions related to this year's operation led to a 400 percent increase in the overall MSRP of seized goods from Super Bowl 53.
This year's Operation Team Player began at the conclusion of last year's Super Bowl. Throughout the year, the IPR Center led coordinated efforts with major sporting leagues to target contraband that impacts the economy, enables additional criminality and poses potential health and safety hazards to the public.

Human trafficking suspect on ICE's Most Wanted list arrested after nearly three-year manhunt
Darrick Bell, 50, was arrested at an Econo Lodge in Monroe, south of Detroit, with nearly $12,000 and suspected cocaine in his motel room, spokesman Khaalid Walls said in a statement. A female defendant facing drug charges was also arrested, he said.
Bell, a US citizen, is one of nine defendants charged with sex trafficking, conspiracy, and conspiracy to distribute drugs, among other charges, according to a superseding indictment filed in federal court. The indictment alleges that Bell and others conspired to give drugs to human trafficking victims to control and coerce them into commercial sex work.
Authorities had been looking for Bell since January 2017, when nearly 200 law enforcement personnel raided the Victory Inn in Detroit, a motel where Bell allegedly took part in a sophisticated criminal operation manned by lookouts and armed guards, Walls said. Bell escaped the raid.
It was not immediately clear if Bell has an attorney.
ICE Homeland Security Investigations special agents and deputies with the US Marshals Service, who announced Wednesday's arrest, are still looking for people who allegedly helped Bell evade capture, Walls said.
Bell first got the attention of Homeland Security Investigations in September 2016, when an alleged victim escaped the motel, and agents later confirmed he was operating out of the Victory Inn, according to ICE. Detroit Police that year noted more than 115 calls to the location for shootings, aggravated assaults and two homicides allegedly linked to former motel guests, ICE said.
The Victory Inn was ordered to be shuttered the following March by a Wayne County judge who found its owners ignored criminal activity there, according to ICE and CNN affiliate WXYZ. The motel reportedly was later torn down.
Bell, who also went by "Tone" or "Ghost," was considered armed and dangerous, ICE said. He was added to the Most Wanted list two years ago.
"By adding Tone to the HSI Most Wanted List, we make the world a much smaller place for him to hide," Steve Francis, then the ICE investigation unit's acting special agent in charge in Detroit, said at the time.
"We're confident that Tone's capture will empower the survivors of his alleged acts, and embolden others who are facing similar circumstances to come forward, knowing that they will be fully supported and that their captors will face justice."

MARQUETTE, MI - A man who crossed the United States-Canada border with child pornography has been sentenced to 20 years in federal prison.
Jason Henry Bishop was sentenced by Chief U.S. District Judge Robert J. Jonker on Tuesday. The court also ordered that Bishop be supervised for 10 years following his release from prison, must pay a $40,000 fine and pay $5,100 in special assessments.
The investigation into Bishop started when he crossed the U.S.-Canada border in Sault St. Marie on Jan. 27. Canadian Border Patrol officials became suspicious and sent Bishop for a secondary inspection.
During the secondary inspection, they located several photos of child pornography.
CBP forwarded Bishop's electronic devices to the U.S. Department of Homeland Security Investigations, which recovered child pornography and images Bishop took of himself in a shirt that reads "I am a child molester."
Another recovered photo features a self-made poster that reads "I love child porn."
A review of Bishop's criminal history uncovered that he solicited sex with underage children on at least three prior occasions, according to a news release.
"Today's significant prison term against a convicted child predator should serve as a clear warning for those who target and prey on children," said Steve Francis, special agent in charge for HSI Detroit.
"The aggressive investigation and prosecution of child predators remains among HSI's highest priorities."
The case was prosecuted by Assistant U.S. Attorneys Paul Lochner and Davin Reust.

DETROIT (WXYZ) - The FBI says 30-40 children are trafficking within the greater Detroit area during the North American International Auto Show. The bureau joined Detroit Police Chief James Craig to talk about human trafficking ahead of the auto show opening to the public on Saturday.
According to Michael Glennon with the FBI, there is a 280-300 percent increase in sex trafficking workers in the area. Ten percent of them are under the age of 18.
Chief Craig said that on Wednesday, VICE unit got a tip on a missing girl. They followed up, and found out that the missing girl was abducted and she was sexually assaulted. The suspect was preparing for her and another missing female to move them to Atlanta to continue with sex trafficking activity.
U.S. Immigration and Customs Enforcement's Homeland Security Investigations says human trafficking is one of the most heinous crimes, and is akin to modern-day slavery.
"Victims pay to be illegally transported into the United States, only to find themselves in the thrall of traffickers," HSI said. "They are forced into prostitution, involuntary labor and other forms of servitude to repay debts - often entry into the United States."
In certain cases, human trafficking victims are children, surrounded by an unfamiliar culture and language without identification documents.
"Human trafficking cases are notoriously difficult to pursue," said Steve Francis, HSI special agent in charge. "Victims and their families are often intimated into compliance with the threat of violence and other forms of abusive coercion."
"We urge members of the public to educate themselves on these heinous crimes so they recognize the indicators. An educated public can help law enforcement rescue individuals in these situations and ensure those committing these acts are punished."
HSI says recognizing key indicators of human trafficking is the first step in identifying victims and can help save a life. Not all indicators listed below are present in every human trafficking situation, and the presence or absence of any of the indicators is not necessarily proof of human trafficking.
Does the person appear disconnected from family, friends, community organizations, or houses of worship?
Has a child stopped attending school?
Has the person had a sudden or dramatic change in behavior?
Is a juvenile engaged in commercial sex acts?
Is the person disoriented or confused, or showing signs of mental or physical abuse?
Does the person have bruises in various stages of healing?
Is the person fearful, timid, or submissive?
Does the person show signs of having been denied food, water, sleep, or medical care?
Is the person often in the company of someone to whom he or she defers? Or someone who seems to be in control of the situation, e.g., where they go or who they talk to?
Does the person appear to be coached on what to say?
Is the person living in unsuitable conditions?
Does the person lack personal possessions and appear not to have a stable living situation?
Does the person have freedom of movement? Can the person freely leave where they live? Are there unreasonable security measures?

U.S. Catholic Priest Charged With Sexually Abusing Boys In Philippines - (Disturbing Content)
CINCINNATI - An American priest from Cincinnati has been charged by a federal criminal complaint for allegedly sexually abusing minor boys.
Kenneth B. Hendricks, 77, of Cincinnati, was arrested by Manila-based HSI special agents alongside Filipino authorities Tuesday evening in the Philippines, where he currently serves as a missionary priest.
Benjamin C. Glassman, United States Attorney for the Southern District of Ohio, and Steve Francis, Special Agent in Charge, Homeland Security Investigations (HSI), announced the charges.
The government unsealed the criminal complaint today. According to that document and its supporting affidavit, on November 13, HSI received information regarding alleged sexual exploitation of multiple minor Filipino boys.
Information indicated that a Catholic priest - later identified as Father Hendricks - had been sexually assaulting the boys. Subsequently, several victims have been identified and provided statements to law enforcement.
For example, one victim said he had been sexually abused by the local parish priest since 2009, when the boy was approximately 12 years old. Another victim stated he was sexually abused by Hendricks beginning when the victim was seven years old.
One victim said he and Hendricks engaged in anal sex at least a dozen times and oral sex more than 30 times. Further, Hendricks allegedly inserted a hose and his fingers into the boy's anus.
Another victim said he masturbated Hendricks's penis approximately 40 times and that Hendricks did the same to the boy at least 60 times.
Victims said Hendricks began by kissing them and the contact escalated to touching their penises, oral and anal sex.
Hendricks allegedly had a number of minor boys residing with him. It is alleged he insisted they take baths together, and would molest the victims alone or with other boys. The priest allegedly warned the victims that if they told anyone they would all go to prison.

Priest charged with sexually abusing Filipino boys
CINCINNATI - An American priest from Cincinnati has been charged by a federal criminal complaint for allegedly sexually abusing minor boys. The charges follow an international investigation that spanned two continents by U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI) and authorities in the Philippines.
Kenneth B. Hendricks, 77, of Cincinnati, was arrested by Manila-based HSI special agents alongside Filipino authorities Tuesday evening in the Philippines, where he currently serves as a missionary priest.
Benjamin C. Glassman, United States Attorney for the Southern District of Ohio, and Steve Francis, Special Agent in Charge, Homeland Security Investigations (HSI), announced the charges.
The government unsealed the criminal complaint today. According to that document and its supporting affidavit, on November 13, HSI received information regarding alleged sexual exploitation of multiple minor Filipino boys.
Information indicated that a Catholic priest - later identified as Father Hendricks - had been sexually assaulting the boys. Subsequently, several victims have been identified and provided statements to law enforcement.
For example, one victim said he had been sexually abused by the local parish priest since 2009, when the boy was approximately 12 years old. Another victim stated he was sexually abused by Hendricks beginning when the victim was seven years old.
One victim said he and Hendricks engaged in anal sex at least a dozen times and oral sex more than 30 times. Further, Hendricks allegedly inserted a hose and his fingers into the boy's anus.
Another victim said he masturbated Hendricks's penis approximately 40 times and that Hendricks did the same to the boy at least 60 times.
Victims said Hendricks began by kissing them and the contact escalated to touching their penises, oral and anal sex.
Hendricks allegedly had a number of minor boys residing with him. It is alleged he insisted they take baths together, and would molest the victims alone or with other boys. The priest allegedly warned the victims that if they told anyone they would all go to prison.

U.S. Attorney Glassman commended the investigation of this case by HSI and the Assistance of the Philippines National Police, as well as Assistant United States Attorneys Christy L. Muncy and Timothy D. Oakley, who are prosecuting the case.
A criminal complaint merely contains allegations, and the defendant is presumed innocent unless proven guilty in a court of law.

ICE agents pull off one of the largest raids in the last decade, arrest 114 at Ohio gardening centers
Immigration and Customs Enforcement officers in Ohio pulled off the largest workplace raid the region had seen in over a decade.
Khaalid Walls, ICE spokesman for the Northeastern region (Ohio, Mich., N.Y.) confirmed to the Washington Examiner that officers arrested 114 individuals at two different Corso's Flower and Garden Centers. one in Sandusky and the other in Castalia.
The operation begain at 7:00 am Tuesday morning and lasted until late in the evening.
Most of the 114 arrested were Mexican nationals, and Walls added that ICE began investigating the centers in October 2017 after a series of tips.
Steve Francis, the special agent in charge of the operation, wanted to make clear to local business owners that "if your business is operating legitimately, there's nothing to fear."
"If you are hiring illegal aliens as a business model,," he continued, "we will identify you, arrest you and prosecute you to the fullest extent of the law."
The raid was made public the same day as new data from Customs and Border Protection showed a 1.9 percent bump in border apprehensions in May, making it the third consecutive month to bear such a trend.
Additionally, border apprehensions were up 160 percent from May 2017.
