PROVIDENCE, R.I. - The police union at Brown University has raised serious allegations against the leadership of its campus police department, accusing it of fostering a toxic workplace culture and a pervasive atmosphere of fear.

The union, representing 10 campus police sergeants, has expressed deep concerns regarding the management practices of Police Chief Rodney Chatman and Deputy Chief John Vinson, culminating in a vote of no confidence in their leadership.
Brown University Police Allegations: Toxic Workplace Issues and Union Concerns

In August, the International Brotherhood of Police Officers Local 863, representing the sergeants, formally issued a vote of no confidence in Chief Chatman and Deputy Chief Vinson. The union has cited a lack of transparency and a culture of fear as major issues within the department.

John Rossi, a national union representative, has been mediating between the union and Brown University administrators. He notes that union members are hesitant to speak publicly due to fear of job-related retaliation. This climate of fear has been compounded by multiple federal Unfair Labor Practice charges filed over alleged wrongful terminations and coerced resignations.

A significant point of contention involves orders from Chatman and Vinson establishing a traffic ticket quota, which is prohibited by Rhode Island law, reports the Providence Journal. Steve Brown, executive director of the ACLU of Rhode Island says it often forces officers to create violations. "It's a very dangerous method of policing," he says.

The union also highlights issues such as restricted paid time off for officers involved in field training and the resulting fatigue and burnout due to high turnover rates. According to Brown Executive Vice President Sarah Latham, the department currently experiences the highest turnover rate within the university.
Union Alleges Workplace Retaliation and Culture Issues

The union's concerns extend to allegations of a toxic work environment and retaliation against members who file grievances. Reports from 2021 and 2023 indicate that the department was slow to notify Providence police about significant threats, leading to accusations of a "coverup culture."

Additionally, an investigation by The Brown Daily Herald uncovered the use of sexist, misogynistic, and homophobic rhetoric within the department, with male employees reportedly making derogatory remarks about female colleagues and questioning the masculinity of a gay officer.

Brown University initiated an investigation into the department's workplace culture last April, facing several changes in leadership of the probe. Initially, Deputy Chief Vinson was involved in the investigation, despite past leadership critiques during his tenure at the University of Washington, where he was described as "coercive" and "micro-managing."

The university has since appointed CriticalArc, a security software company, to lead the investigation. However, concerns have arisen regarding potential conflicts of interest due to connections between Chatman and CriticalArc, reports the Brown Daily Herald. The union is calling for the Rhode Island State Police to conduct an independent, transparent investigation.
Legal Challenges for Brown University Police and Community Accountability in Campus Policing

The ACLU of Rhode Island has filed a lawsuit on behalf of two journalists against Brown University, arguing that the campus police should comply with the Access to Public Records Act (APRA). This lawsuit highlights ongoing challenges in obtaining public records from the university's police department, which has so far denied requests for arrest reports, a position supported by the state attorney general's office.

Critics of armed campus police forces emphasize the difficulty in assessing police conduct due to limited data release from universities. They advocate for accountability measures such as civilian review boards and stronger community partnerships.

NASA Aircraft Coordinate Science Flights to Measure Air Quality

Magic is in the air.
No wait... MAGEQ is in the air, featuring scientists from NASA centers across the country who teamed up with the National Oceanic and Atmospheric Administration (NOAA), the University of Maryland Baltimore County, and several other university and government partners and collaborators.
This summer, six planes collectively flew more than 400 hours over the mid-Atlantic United States with a goal of gathering data on a range of objectives, including air quality, forestry, and fire management.

This was part of an effort called MAGEQ, short for Mid-Atlantic Gas Emissions Quantification.
Rather than one mission, MAGEQ consists of several individual missions across more than a dozen organizations and agencies, along with university students.
Over the course of around six weeks, aircraft flew over cities, wetlands, farms, and coal mining areas.

"Each aircraft team is comprised of highly skilled and motivated people who understand how to fly their particular plane to achieve the science they want," said Glenn Wolfe, research scientist at NASA's Goddard Space Flight Center in Greenbelt, Maryland, and project lead for MAGEQ.
"The complexity comes in identifying how each platform can complement or supplement the others."

Coordinating flights required both advanced planning and flexibility to get the best outcome. Weather proved to be a primary challenge for the team, as members worked around cloudy days, wind, and storms to ensure safe flights.
The six aircraft had different objectives and requirements. For example, some carried instruments that needed to fly high to simulate a satellite's view of the atmosphere and the Earth's surface and could not measure through clouds.

Others were equipped with instruments that directly measured the air particles and could work under the clouds, provided there was no rain.
Despite weather challenges, flight teams worked together to coordinate as many multi-aircraft flight days as possible, meeting the overall objective of the MAGEQ campaign.

"It's been inspiring to see how everybody worked together," said Lesley Ott, research meteorologist and lead carbon cycle modeler for NASA's Global Modeling and Assimilation Office at NASA Goddard.
"By collecting data together, not only can we do a better job as scientists in having more complete understanding, we can also do a better job making usable data sets that meets the needs of different stakeholders."

State resource managers in North Carolina and Virginia, for example, could benefit from this data as they monitor the health of wetlands, which provide resilience to storms, absorb carbon from the atmosphere and support local tourist industries.
The data could also help operators at energy-producing facilities detect methane leaks or equipment failures quickly. Faster detection could speed up intervention and minimize waste, as well as lessen environmental impacts.
Stakeholders were an integral part of the planning process, Ott said. They made suggestions about measurement sites and data needs that informed the flight planning.

Scientists will also use the measurements to verify satellite data from both public and commercial data providers.
Satellites like the Tropospheric Emissions: Monitoring of Pollution (TEMPO) instrument collect similar data. Scientists can compare the airborne and satellite data to get a more complete picture of the atmosphere.
They also will use MAGEQ data to evaluate atmospheric chemistry modeling from the Goddard Earth Observing System (GEOS) model, which connects atmospheric, oceanic, and land data to help create a more comprehensive picture of Earth science.

"Every aircraft does something different and contributes a different type of data," said Steve Brown, leader of the tropospheric chemistry and atmospheric remote sensing programs at the NOAA Chemical Sciences Laboratory in Boulder, Colorado.
"We're going to have a lot of work to do at the end of this to put all these data sets together, but we will make the best use of all these measurements."

New York Governor Andrew Cuomo said Sunday that Rhode Island has rescinded Governor Gina Raimondo's Executive Order employing state police resources to stop, track, and enforce a self-quarantine of New Yorkers.
Cuomo said he spoke with Raimondo on Saturday, after he said on CNN he would sue Rhode Island if the order was not rescinded.

"I spoke to the Governor yesterday and we had a conversation," said Cuomo. "I don't think the order was called for, or legal or neighborly...I understood the point and she was very receptive and I thank her very much for reconsidering her position."

Cuomo made the remarks during a public press conference on Sunday.

"New York is going to have what it needs. No one is going to attack NY unfairly and no one is going to deprive NY of what it needs. That's why we have a state full of talented people," said Cuomo. "There is no state in the nation that is better prepared or mobilized than what we're doing."

New York Governor Andrew Cuomo told CNN on Saturday night that if Rhode Island Governor Gina Raimondo does not reverse her order of stopping New York vehicles that he will sue Rhode Island.
"It is a reactionary policy. I am concerned about people with the virus coming into my state. We are talking to Rhode Island now and if they don't roll back that policy I am going to sue Rhode Island. It is clearly unconstitutional," he said.

Ellie Honig, CNN's legal expert, called Raimondo's move a "terribly problematic policy."

On Thursday, the ACLU of Rhode Island called out Raimondo's policy to stop passenger cars with New York registrations.

"The Governor has taken many steps to address this crisis that carefully balance public health needs and the civil rights of citizens. This one does not. We urge her not to follow through with such an ill-advised and unconstitutional plan," said RI ACLU Executive Director Steve Brown.

Raimondo's Edict

On Thursday, Raimondo signed an executive order mandating that anyone who has traveled to New York by any form of transportation must self-quarantine for 14 days upon arrival in Rhode Island. This applies to anyone who has been in New York in the past 14 days and going forward.

"While the Governor may have the power to suspend some state laws and regulations to address this medical emergency, she cannot suspend the Constitution. Under the Fourth Amendment, having a New York state license plate simply does not, and cannot, constitute 'probable cause' to allow police to stop a car and interrogate the driver, no matter how laudable the goal of the stop may be," said Brown.

"The ACLU recognizes that strong measures are needed to address the public health crisis we are witnessing, but giving the State Police the power to stop any New York-registered cars that are merely traveling through the state is a blunderbuss approach that cannot be justified in light of its substantial impact on civil liberties," added Brown.

"Alpha (Alfa) Air Ukraine engages in cargo transport by contract with other nations, or on behalf of the Ukraine government. Alpha Air operates with aircraft such as the Ilyushin IL-76 heavy cargo lifter. For example it has been reported that on July 6th, 2019, IL-76 TD UR-COZ was employed to transport weaponry form Ankara, Turkey to Tripoli, Libya."

The transport represents a significant amount of weaponry supplied by Ankara to the Libyan war theater. Since the flight originated from Turkey, it is presumed that most weaponry is of the NATO type. The IL-76 can also transport troops.

However, it's quite possible and even likely that the shipment contains a mixture or Russian weapons sourced from the Ukraine and/or Israeli weapons, in conjunction with Turkish- supplied NATO armaments and possibly tanks.

Now, the central question is about the forces receiving these weapons - will they be Misrata rebels? ...or the GNA? Since Misrata rebels - who work closely with al Qaeda and Islamic fundamentalists - supply cheap offshore oil to Turkey, the belief is that this weaponry will be supplied to the Misrata, thus prolonging chaos and unrest in western Libya. Turkey has relied on Misrata oil supplies since the US government ended Turkey's waiver for purchasing Iran's oil.
