Evacuation centre peppered with bullets morning of Nova Scotia mass shooting
BY GRAEME BENJAMIN GLOBAL NEWS
Posted April 22, 2020 2:42 pm
Updated April 22, 2020 6:56 pm
Nova Scotia's police watchdog is investigating why two uniformed officers were shooting in the direction of a fire hall in Onslow being used as a place of refuge the morning of the shooting rampage.
In a statement to Global News, Nova Scotia Serious Incident Response Team (SiRT) interim director Pat Curran said the team is investigating the discharge of firearms by two RCMP officers near the Onslow-Belmont Fire Hall about 10:30 a.m. on Sunday morning.
"At this point we don't what they were shooting at," Curran said. "We do know that the shooter was not in that area at that time."
The Onslow Belmont Fire Hall is located about 25 kilometres east of Portapique, N.S., where a gunman began his deadly rampage that spanned over 12 hours and killed at least 22 people this past weekend.

In a Facebook post Wednesday morning, the Onslow Belmont Fire Brigade confirmed its building sustained "considerable damage" as a result of the situation.

It also took one of the fire station's trucks out of service.
"The hall was used to provide a place where residents could come take a break, register and get hotel and Red Cross information," the fire brigade said in the post.
The brigade said there was an RCMP officer and cruiser staged on its property to assist with evacuation registration.
They said multiple people were at the fire hall when the shots rang out.
"Our video surveillance does not capture the shooters but does show two people resembling RCMP officers enter our property, one to the front and one to the rear," the Facebook post said.
"One of these people enters our hall at the front but no one sheltered inside the hall spoke with the people, person resembling the RCMP officer so we cannot confirm why they were there."
RCMP describe 'mock police car' used by suspect in deadly Nova Scotia shooting
The statement, which has since been deleted, added that no one identified themselves as RCMP officers.
"They left our property shortly after the gunfire," the post concluded. "We have since been contacted by SiRT and are cooperating with their ongoing investigation.
"Fortunately, no one was physically injured."
The Onslow Belmont Fire Brigade says it deleted the post because it "never intended to instigate conspiracy theories or confirm anything about a shooter still at large."
"The comments posted on our site were not where we had hoped the discussions would go so we have removed the post," the second post reads.
"Taking down our post does not diminish or erase the events on Sunday and we know everyone is looking for answers so we encourage people to refer to RCMP and/or SIRT news releases and briefings to get factual updates."
'I was shaken up'
Vi O'Riley, who lives down the road from the fire hall, says she heard a loud bang Sunday morning.
"I went into the living room to look out the window and there was two policemen running across the street with some big guns," she said. "One went toward the fire hall and one sort of sat in the ditch."
O'Riley says they left a short time later. She says the disturbing part was that she didn't receive any sort of alert as to what was happening.
"If there was someone out here shooting, we weren't told. There was no alarm, which they usually have one," she said.
"I was shaken up."
During the manhunt for the shooter, Nova Scotia RCMP were providing updates on the search through their Twitter account. An emergency alert was not sent out to residents.
Premier Stephen McNeil said Tuesday that the province was notified of the situation at around midnight Sunday. He said the province had its Emergency Management Office staff on hand but did not receive a request from the RCMP to issue an alert.
The SiRT investigation into the two RCMP officers allegedly discharging their firearms is separate from their other investigation, which involves the killing of the suspect outside a gas station in Enfield.

abriel Wortman has been identified as the 51-year-old man who was shot dead after killing more than 13 people, including a Royal Canadian Mounted Police officer, in a rural Nova Scotia, Canada, Canada, CTV News reports. Authorities said RCMP officer, Constable Heidi Stevenson, was killed and another officer was injured, but he is expected to survive.
The mass shooting rampage began late Saturday, April 18, in Portapique, and ended Sunday, April 19, at a gas station in Enfield. Police have not said exactly how many people were killed or wounded during the 12-hour incident, which also included numerous fires to buildings and vehicles. Authorities said the killings occurred in multiple locations across the northern part of the province of Nova Scotia. Police do not believe anyone else was involved in the shootings and they are not looking for additional suspects.
RCMP Chief Superintendent Chris Leather said at a press conference the investigation was active and ongoing as of Sunday evening and investigators had not yet searched every crime scene to determine how many people were killed. Leather said officers exchanged gunfire with the suspect at one point during the incident. Leather said it was too early on in the investigation to say what the suspect's motivations were. Some of the victims did have a relationship with Wortman, Leather told reporters. But he said he could not provide specifics because of privacy laws.
"I never imagined when I went to bed last night that I would wake up to the horrific news that an active shooter was on the loose in Nova Scotia," Nova Scotia Premier Stephen McNeil said at a press conference. "This is one of the most senseless acts of violence in our province's history. Words cannot console the families affected by what has transpired over the last 24 hours."
McNeil added, "We're all in shock that such a thing could happen here in Nova Scotia, and there's a heavy burden to bear on top of COVID-19. But now more than ever we must stay strong together." Canadian Prime Minister Justin Trudeau, speaking before a press conference about the coronavirus pandemic, said, "My heart goes out to everyone affected in what is a terrible situation. I want to thank the police for their hard work and people for cooperating with authorities."

Nova Scotia RCMP confirm more than 10 people dead after gunman's rampage, and warn number may climb
People in a rural Nova Scotia community are reeling today after a bloody 12-hour rampage by a gunman who killed at least 10 people.
In an update on Sunday evening, police confirmed the gunman is dead, as well as an RCMP officer.
They said there are at least 10 people killed in total. They warned there may be more victims who have not been discovered yet and their investigation continues.
Nova Scotia RCMP said the gunman was Gabriel Wortman, 51. His rampage began late Saturday night in the small community of Portapique, N.S. He led police on a chase Sunday morning along one of the province's busiest highways. The chase ended near a gas station about 35 kilometres north of Halifax in Enfield, N.S., around 11:40 a.m. local time.
Police victim identified
Const. Heidi Stevenson, a 23-year-member of the RCMP, has been identified as the police member who was killed responding to the active shooter incident.
"Heidi answered the call of duty and lost her life while protecting those she served. Earlier this afternoon I met with Heidi's family and there are no words to describe their pain," Assistant Commissioner Lee Bergerman told reporters during an update on Sunday evening.
"Two children have lost their mother. And a husband has lost his wife. Parents have lost their daughter and countless others lost an incredible friend and colleague."
Bergerman also said a second male officer was injured and is in hospital with non-life threatening injuries.
Police union says 1 member killed, 1 injured
The RCMP union said Sunday members were grieving after losing one of their own.

"Our thoughts are with everyone who experienced great loss today, so tragically and unnecessarily. There are no words," according to the statement from National Police Federation (NPF) president Brian Sauvé.
The NPF also said a second member was injured in the line of duty.
'One of the most senseless acts of violence' in N.S. history
Premier Stephen McNeil addressed the investigation Sunday afternoon.
"I never imagined when I went to bed last night that I would wake up to the horrific news that an active shooter was on the loose in Nova Scotia. This is one of the most senseless acts of violence in our province's history," McNeil said.
"To the families of the victims, and to those who are still feeling afraid, my heart goes out to you. Know that all Nova Scotians are with you."
McNeil also thanked RCMP for stopping the gunman and doing their best to protect citizens.
In a media briefing Sunday, Prime Minister Justin Trudeau also thanked police for their work.
"My heart goes out to everyone affected in what is a terrible situation," Trudeau said in a brief statement.
Had car resembling RCMP vehicle, police say
Earlier, police had warned that the gunman, who they identified as Wortman before his capture, might be driving a vehicle that looked like an RCMP vehicle, and he might have been wearing an RCMP uniform.
RCMP warned that he was to be considered armed and dangerous.
"If you see him, call 911. DO NOT approach," RCMP tweeted Sunday morning.
Darcy Sack, a Shubenacadie, N.S., resident, said she and her friend came across two burning police vehicles and the silver suspect vehicle while out driving on Sunday morning near Highway 102, one of the province's main arteries.
"We were right behind the police car that was on fire. There was one officer we could see on scene and then all of a sudden, he went running toward one of the burning vehicles," Sack said. "We heard gunshots."
Sack said her heart was pounding the whole time.
"I had that feeling that something was wrong with the [police officer's] partner - the way he looked. My heart went out to him," she said.
Sack said they then turned on to the highway and then saw the shooter in the silver car again being chased by police. She said he was dressed like a police officer.
Incident began late Saturday night
Police first alerted the public to an incident involving someone with a firearm in the Portapique area on Saturday at 11:30 p.m. Residents were advised by RCMP to stay in their homes and lock their doors.
"You may not see the police but we are there with you," the Nova Scotia RCMP tweeted Sunday morning.

OP-ED: Churchill must back down on provincial carbon tax
https://tnc.news/2024/11/11/drover-churchill-must-back-down-on-provincial-carbon-tax1/
Provincial politicians across the country are sprinting away from carbon taxes as fast as they can. But Liberal Leader Zach Churchill seems to be spinning in circles at the starting line.
Churchill claims he wants to scrap Prime Minister Justin Trudeau's carbon tax. In reality, he just wants to swap it for a provincial carbon tax dressed up as a cap-and-trade scheme.
Make no mistake: a tax is a tax, no matter what you call it.
Whether you're at the pumps or the grocery store, any plan to keep carbon taxes is going to hurt your wallet. Churchill's proposal will do little to ease high living costs in the province.
It's true that former premier Stephen McNeil's old cap-and-trade carbon tax system only raised gasoline prices by two cents per litre. But that wasn't high enough for Ottawa, so the federal government imposed its carbon tax backstop. Any new provincial carbon tax will raise fuel prices higher than before. Continue…

NS/NB border reopens with arrests, MLA who called for highway shutdown kicked from PC caucus
https://www.rebelnews.com/ns_nb_border_reopens_mla_elizabeth_smith-mccrossin_removed_pc_caucus
Nova Scotia Progressive Conservative leader Tim Houston has removed MLA Elizabeth Smith-McCrossin from caucus, releasing a letter this morning attributing the politician's removal to her participation in a blockade shutting down the province's main land entry to New Brunswick.
After Liberal Premier Iain Rankin went back unexpectedly on his announcement to allow New Brunswickers to travel to Nova Scotia without quarantining, Smith-McCrossin, the Progressive Conservative MLA for the border region of Cumberland North, posted a message on Facebook urging locals to shut down the Trans-Canada highway near Amherst to protest.
Protesters gathered at both the main highway and at a smaller land crossing in Tidnish. After a half day of blockading, Smith-McCrossin posted an update on social media yesterday morning urging an end to the protest and for residents to join her in Halifax to demand a meeting with the premier.
RCMP were on scene during the protest, but did not move to clear the blockade and make arrests until yesterday evening.
Houston announced the removal of Smith-McCrossin this morning, stating that he had the "full support of [the PC Caucus] in this decision to remove her:
After a Zoom meeting with PC MLAs and a discussion with Elizabeth Smith-McCrossin, I made the decision to remove Ms. Smith-McCrossin from the PC Caucus. The decision will also extend to future elections where Ms. Smith-McCrossin will not be permitted to run as a PC.
I appreciate her frustration and the frustration of everyone affected by the Premier's 11th hour changes. These changes are a gut punch to people and to businesses in Nova Scotia. As a Caucus, we are focused on holding the Premier to account for his decisions but Ms. Smith-McCrossin's failure to accept accountability for her actions at the blockade shows a lack of judgment and personal responsibility.
As colleagues for the past four years, I owed her an opportunity to explain her actions, and the efforts she took to conceal those actions from her Caucus colleagues. Unfortunately, Ms. Smith-McCrossin refused to acknowledge any wrongdoing and - when explicitly asked by her Caucus - refused to apologize to Nova Scotians.
Rankin was elected as the head of the Liberal Party of Nova Scotia during a party convention to take the place of the outgoing Stephen McNeil, who resigned after nearly twenty years in politics.
On Tuesday, Rankin, along with chief medical officer of health Dr. Robert Strang announced that while residents from Newfoundland and Labrador and Prince Edward Island may enter the province freely, New Brunswickers would not be given the same courtesy and must self-isolate for 14 days on arrival. Rankin later stated that he had not discussed this departure from earlier plans to throw the doors open for New Brunswickers with the province's premier Blaine Higgs.

Elections Nova Scotia seeks "Internet voting solution" for Armed Forces
https://www.rebelnews.com/elections_nova_scotia_seeking_internet_voting_solution_for_ns_members_of_the_canadian_armed_forces
Elections Nova Scotia is looking for an "Internet voting solution" for Nova Scotia members of the Canadian Armed Forces.
The procurement request was posted earlier today.
Nova Scotia's borders are currently closed to non-essential travel and non-permanent residents, and interprovincial travel is tightly controlled. The province's former leader, Stephen McNeil, stepped down earlier this year, and was replaced as premier by MLA Iain Rankin after a Liberal Party leadership race in February.
A few months ago, Prime Minister Justin Trudea's federal Liberals proposed a new socially-distanced voting format with a "temporary" amendment to the Canada Elections Act.
Last fall, the Nova Scotia House of Assembly sat for only 17 minutes before being prorogued by the Liberals.
