Over a dozen ex-NBA players charged with multimillion-dollar fraud
More than a dozen NBA veterans - including former Coney Island high school star and ex-Los Angeles Clipper Sebastian Telfair - have been charged with defrauding the sports association's health plan out of millions of dollars, Manhattan federal prosecutors announced Thursday.
The indictment accuses 18 former ballers of ripping off $4 million from the NBA's Health and Welfare Benefit Plan, which provides additional coverage to eligible active and retired players.
The defendants allegedly submitted "false and fraudulent claims for reimbursement of expenses for medical and dental services that were not actually rendered," according to court papers.
The scheme was allegedly orchestrated by ex-New Jersey Net shooting guard Terrence Williams, who recruited other retired athletes and supplied them with the bogus invoices and letters for reimbursement in exchange for at least $230,000 in kickbacks, the indictment charges.
But Williams' phony documentation raised some red flags - particularly a pair of 2019 letters that were supposedly from a chiropractor and were submitted by two defendants in the case.
"[The] letters are unusual in several respects: they are not on letterhead, contain unusual formatting, have grammatical errors, and one of the letters misspells a purported patient's name," the indictment states.
In another glaring discrepancy, ex-Chicago Bulls power forward Gregory Smith submitted claims for eight root canals and crowns supposedly performed at a Beverly Hills dental office on Dec. 20, 2018, when he was out of the country that entire month, playing basketball in Taiwan.
Similarly, ex-Boston Celtics power forward Ronald Glen Davis, aka Big Baby, allegedly submitted a $27,000 dental claim for work performed at the same dental office - even though he was traveling in Paris on that date.
Among the defendants are 18 former NBA players - including six-time NBA All-Defensive Team member Tony Allen and former Lakers guard Shannon Brown. Allen's wife, Desiree Allen, is also charged in the scheme.
Telfair, a Brooklyn native, is the cousin of former NBA star Stephon Marbury.
The fraud, which began in 2017, resulted in a $2.5 million windfall for the defendants, court papers allege.
None of the 18 people named in the indictment could immediately be reached for comment.

A Texas Grand Jury returned 23 felony counts against Shannon Brown, a Democrat county commissioner; 97 counts against his wife Marlena Jackson; and 14 counts against Charlie Burns, and DeWayne Ward. The felony counts include illegal voting, fraudulent use of mail ballot applications, and unlawful possession of ballots. If convicted, each of the defendants face jail time, some upwards of 99 years.

A $25,000 bond has been set for each person charged.
Elections officials became suspicious after Shannon Brown won the primary in March of 2018 by 5 votes after a recount.
An unusual number of mail-in ballots were cast in the 2018 primary race for precinct 4 commissioner in Gregg County.
According to Gregg County Elections Administrator Kathryn Nealy, 231 out of the 800 mail-in ballots that swung the election, bore the signatures of the five same people who helped voters with their ballots. Furthermore, 1/3 of the voters claimed they had a disability in order to qualify for absentee or mail-in voting.
The vote harvesting scheme worked and Brown actually won!
Under Texas election law, mail-in ballots are strictly reserved for people over the age of 65 or for those who are physically ill and cannot vote in-person.
To increase the pool of ballots needed to swing the race in Brown's favor, the group targeted young, able-bodied voters to cast ballots by mail by fraudulently claiming the voters were "disabled," in most cases without the voters' knowledge or consent. - Ken Paxton said.
In total, the state filed 134 felony charges against the four defendants, including engaging in organized election fraud, illegal voting, fraudulent use of an application for a mail-in ballot, unlawful possession of a mail-in ballot, tampering with a governmental record, and election fraud. Penalties for these offenses range from six months in state jail to 99 years in prison, Paxton's office announced.

The arrests come weeks after Paxton sued in another county and warned them to stop sending unsolicited mail-in ballot applications to voters in a separate case.
That lawsuit accuses Harris County Clerk Chris Hollins of violating state election laws by preparing to send more than 2 million applications to voters "who do not qualify and have not requested to vote by mail," according to Paxton.

One Gregg County Commissioner and three others have been arrested in connection with a 2018 organized mail-in-ballot fraud effort.
Commissioner Shannon Brown and citizens Marlena Jackson, Charlie Burns, and DeWayne Ward, the indictment documents say, conspired to harvest votes during the 2018 Democratic primary by urging voters who did not qualify for mail-in-ballots to fraudulently claim disability.
Furthermore, the defendants selected Brown on voters' ballots without their permission and mailed in their ballots illegally.
In all, 134 felony charges were filed against the quartet and the penalties associated therein range from six months in jail to 99 years in prison.
Texas law currently stipulates that only those who have a verifiable sickness or disability, are 65-years of age or older, or are away from their county on Election Day may cast a ballot by mail.
Democrats wish to expand this option to the entire electorate due to coronavirus concerns, but have been unsuccessful thus far. Republicans, Attorney General Ken Paxton chief among them, have objected over concerns of its susceptibility to fraud.
Paxton said of the indictments, "It is an unfortunate reality that elections can be stolen outright by mail ballot fraud. Election fraud, particularly an organized mail ballot fraud scheme orchestrated by political operatives, is an affront to democracy and results in voter disenfranchisement and corruption at the highest level."

The issue's become a hot topic as the election nears. As of July, 457 instances of fraud have been prosecuted by Paxton's office since 2004.
Allegations of voter fraud can be filed with the secretary of state, and then after a very minor degree of evaluation, they are forwarded to the attorney general's office for further investigation.
Mail-in-ballot fraud exists, but to date has not proven rampant enough to swing a presidential election. However, down-ballot races are much more susceptible as raw vote margins thin.
Brown won his Democratic primary race by five votes in 2018. At least 30 different voters were victims of the scheme.
He faces 23 felony counts while Jackson faces 97, Burns faces eight, and Ward six.
The Gregg County Sheriff's Department assisted in the investigation.

FBI Director Wray Downplays Election Fraud as Discarded Mail-in Votes Cast by Military, Marked For Trump Found in Pennsylvania
FBI Director Christopher Wray downplayed election fraud to the Senate Homeland Security Committee on Thursday.
Wray said the bureau had "not seen, historically, any kind of coordinated national voter fraud effort in a major election, whether it's by mail or otherwise."
Chris Wray conceded the FBI had seen local election fraud "from time to time."
"Certainly to change a federal election outcome by mounting that kind of fraud at scale would be a major challenge for an adversary," Wray said.
Meanwhile, in Texas and Pennsylvania....
The Justice Department announced Thursday the DOJ and FBI are investigating discarded mail-in votes in Luzerne County, Pennsylvania.
The DOJ said seven out of nine ballots found were marked for Trump. The other two were resealed in their envelopes and have not been examined.
Four people in Texas were charged with felonies on Thursday in a ballot-harvesting scheme.
The ballot-harvesting scheme actually helped Gregg County Commissioner Shannon Brown win the Democrat primary in 2018.
The Washington Times reported:

He would win the primary by 1,047 to 1,042 over Kasha Williams, in part by winning 73.4% of absentee mail ballots, the Longview News Journal reported in 2018.
The newspaper reported that Mr. Brown thanked God for his victory.
A grand jury handed up a 134-count indictment against Mr. Brown, Marlena Jackson, Charlie Burns and DeWayne Ward.
"It is an unfortunate reality that elections can be stolen outright by mail ballot fraud," Mr. Paxton said in announcing the indictment.
