How Shady 'Shadow Lenders' Are Helping Fuel The $1.6 Trillion Student-Loan Crisis
Discerning between which colleges are outright scams, and which are venerable American institutions isn't always easy. After all, if we're going solely by the advantage that a degree confers in the labor market, one could argue that a degree in art history from Wesleyan probably isn't worth the paper it's printed on, let alone the $250,000+ sticker price.
But in a world where 'non-profit' institutions have accrued endowments worth hundreds of millions (and in some cases, billions) solely from 'alumni fundraising', yet still charge teenagers unimaginable sums for degrees that they don't necessarily want or need (but have been brainwashed by society to believe they most possess), the standard for what constitutes abusive and predatory behavior is probably unjustifiably high.
In a recent study by the Student Borrower Protection Center, an advocacy group that purports to protect students from predatory lenders, researchers described a $5 billion "shadow lending" network that they said charged exorbitant interest rates - sometimes as high as 35% annually - to lend to students at for-profit colleges which often have poor track records of guiding students to the jobs market.
Of course, Americans have $1.6 trillion in student loans outstanding. Compared to this, $5 billion over a decade is a drop in the bucket. But like most lenders who specialize in extending credit to the desperately poor, the lenders who partner with these schools engage in all kinds of deceptive and shady practices, often with the explicit aid of the schools they work with.
Over the past decade, students have borrowed more than $5 billion through an opaque web of companies to pay for training at for-profit schools, the Student Borrower Protection Center, an advocacy group, found. These products, which aren't traditional federal or private student loans, often carry high interest rates and other risks for borrowers, according to the SBPC.
In addition, by providing financing to students, this shadow credit system, as the SBPC dubs it, helps to keep programs training students for careers in fields like trucking and cosmetology in business - even when they're prohibitively expensive for many and don't provide graduates with a credential that's valuable in the labor market.
"This whole cottage industry is allowed to prey on and rip off the most vulnerable borrowers in our country," said Seth Frotman, the executive director of the Student Borrower Protection Center. "These players are key cogs in the larger student-debt crisis, but also critical components of what allows predatory schools to thrive."

In a scathing resignation letter, one of the country's top student loan officials accuses the Trump administration of betraying American families to serve 'the wishes of the most powerful financial companies in America.'
The Trump administration official tasked with overseeing $1.5 trillion in student loans sent a powerful resignation letter accusing the White House of "open hostility toward protecting the nation's millions of student loan borrowers," the Associated Press reports.
Seth Frotman is resigning as the student loan ombudsman at the Consumer Finance Protection Bureau (CFPB), and his resignation letter addressed to CFPB director Mick Mulvaney didn't mince words.
"The damage you have done to the bureau betrays these families and sacrifices the financial futures of millions of Americans in communities across the country," Frotman wrote to Mulvaney. He added that Mulvaney has "used the bureau to serve the wishes of the most powerful financial companies in America" instead of helping American families.
Frotman, who has worked at CFPB for seven years, said that after just 10 months of Mulvaney's leadership, "it has become clear that consumers no longer have a strong, independent Consumer Bureau on their side."
Frotman laid out a number of specific grievances in his letter, which NPR reproduced in full.
Frotman said that CFPB political appointees "silenced warnings by those of us tasked with standing up for servicemembers and students," and suppressed reports meant to warn borrowers about potential dangers.
Political leadership also undermined the ability of career staff to properly oversee the student loan market, he said.
Frotman accuses current leadership of abandoning its duty to fairly and robustly enforce the law.
In his time at CFPB, Frotman helped return $750 million to student loan borrowers harmed by predatory practices. But under Trump's leadership, according to Frotman, the bureau is now more focused on protecting big banks and lending institutions than on helping families struggling with mounting debt.
Like most agencies under Trump, CFPB has seen quite a bit of controversy. When the former head of the agency, Richard Cordray, resigned to run for governor of Ohio, Trump appointed Mulvaney to the post, even though Mulvaney was also serving as the head of the White House budget office. A legal battle ensued, with many claiming the appointment was illegal.
More recently, the bureau has been trying to scrap efforts to protect members of the military from predatory payday lenders. One veterans group described this effort as "giving a huge smile and thumbs up to slimy payday lenders ripping off our troops."
During his presidential campaign, Trump made grand promises about addressing student loans.
But as usual, Trump decided to side with big business and against struggling families once he got into office.

Top student loan official at consumer agency quits over Trump policies

The top official overseeing student loans at the CFPB resigned on Monday over Trump administration policies that he said were harming students and families.
Seth Frotman, the student loan ombudsman at the Consumer Financial Protection Bureau, said in a letter to acting Director Mick Mulvaney that political leadership at the consumer bureau over the past 10 months had repeatedly undermined efforts by career employees to take action against abuses by student loan companies and for-profit colleges.
"It is clear that current leadership of the Bureau has abandoned its duty to fairly and robustly enforce the law," Frotman wrote in the letter, which was obtained by POLITICO. "The Bureau's new political leadership has repeatedly undercut and undermined career CFPB staff working to secure relief for consumers."

NEW YORK (AP) - The top government official overseeing the $1.5 trillion student loan market resigned Monday
citing what he says is the White House's open hostility toward protecting the nation's millions of student loan borrowers.
Seth Frotman will be stepping down from his position as student loan ombudsman at the end of the week, according to his resignation letter which was obtained by The Associated Press. He held that position since 2016.
