Iowa Advances Child Labor Bill
The Iowa Senate passed a bill on Tuesday that would allow minors to work in currently banned roles and longer hours.
The new bill would extend the hours teens under 16 could work up to six hours per day, two more than currently allowed. It would allow 16- and 17-year-olds to serve alcohol at restaurants with parental permission.
Two Republicans crossed the floor to vote against the bill with Democrats. However, the bill still passed 32-17 in the GOP-controlled Senate. The Iowa House will now consider the bill before it is sent to Republican Gov. Kim Reynolds for approval.
"Ultimately, parents and kids will decide if they want to work or not," Reynolds said earlier this month. "It teaches the kids a lot. And if they have the time to do it and they want to earn some additional money, I don't think we should discourage that."
The bill's mostly Republican supporters argue that it would give children valuable opportunities to work and get paid, while its mostly Democrat opponents have voiced concerns about potential harm to children and increased risk of workplace accidents and injuries among youth.
Some labor unions have organized protests to oppose the bill. The U.S. Department of Labor's top lawyer, Seema Nanda, criticized the bill, saying it is "irresponsible for states to consider loosening child labor protections."
Sen. Adrian Dickey (R-Packwood), the bill's floor manager, said it would allow certain young people who want to work the ability to enjoy the rewards of a paycheck.
"While the responsibility of having a job might be more valuable than having a paycheck, the reward of the paycheck will allow these youth who want to have a job to possibly save for a car, maybe buy a prom dress, go to a summer camp, take a date out for the weekend," Dickey said, Des Moines Register reported.

A contractor has been fined for hiring minors as young as 13 to clean meatpacking equipment
US cleaning contractor Packers Sanitation Services Inc. (PSSI) has been busted for illegally employing children, including some as young as 13, to work in slaughterhouses, one of the country's most dangerous labor environments.
The Wisconsin-based company employed at least 102 children from ages 13 to 17 and assigned them to work overnight shifts at 13 meatpacking plants in eight states, the US Department of Labor said on Friday. PSSI, which is one of the largest US providers of food safety and sanitation services, paid more than $1.5 million in fines, amounting to $15,138 for each child that it illegally employed.
Federal investigators found that the minors hired by PSSI worked with dangerous chemicals and cleaned slaughterhouse equipment, such as back saws and head splitters. At least three of the children were injured, including a 14-year-old who worked from 11pm to 5am as many as six days a week, and missed school after suffering a chemical burn.
Meatpacking is one of the most dangerous industries in the US, with workers three times more likely to suffer serious injury than the average American laborer, according to government data. With saws, grinders, hooks and extruders all around, common injuries include finger or hand amputations, fractures, burns and head trauma.
"These children should never have been employed in meatpacking plants, and this can only happen when employers do not take responsibility to prevent child labor violations from occurring in the first place," said Jessica Loman, a deputy administrator with the Department of Labor.
The department found that PSSI ignored the notices it received when its own systems flagged some of its hires as minors. When investigators arrived with warrants, company officials allegedly tried to derail their probe.
"No child should be subjected to the conditions found in this investigation," said Seema Nanda, solicitor at the Department of Labor. US labor law permits companies to hire minors for some jobs, but not those that are considered hazardous.

Democrat leader is asked how they will pay for healthcare plan - her response is surprising
Seema Nanda, the CEO of the Democratic National Committee, had a surprising response when pressed on how Democrats plan to pay for Medicare for All, a plan for universal healthcare that many are advocating.
"Just how do you answer the cost question?"
Nanda made the comments while speaking at the Yahoo Finance All Markets Summit Tuesday. After deflecting on the question and blaming Senate Majority Leader Mitch McConnell (R-Ky.), she admitted they had no plan to pay for the policy.
"There has been some analysis, some third party analysis of a Medicare for All program," said Rick Newman of Yahoo Finance, "what it would be like, how much it might cost is a big issue."
"It would be very expensive, so if this is going to be a winning issue for Democrats in 2020, how do you answer the question of how are you going to pay for this, because there have been credible studies that say it would cost three trillion dollars a year, you would have to double everybody's taxes, or maybe triple everybody's taxes - just how do you answer the cost question?" he asked.
"So I don't think we're there yet," Nanda offered simply.
"I think what we saw a Republican party, this Republican party," she continued, "is we saw an irresponsible tax cut, and then we saw an immediate pivot that they did, towards, it was in statements by Mitch McConnell just shortly before the election, but statements that they've been making all along that they plan to go after Medicare, Social Security, Medicaid next."
"It is this president that is causing skyrocketing deficits and now they plan on going after these core programs?" Nanda asked.
"So your answer is I don't know how we're going to get there," she concluded. "But these are all big conversations that we need to be engaged in."
