Drone footage shows Hurricane Melissa devastation as swathes of Jamaica without power
Wednesday 29 October 2025 at 10:57pm
Most of Jamaica is still without electricity after Hurricane Melissa's 185mph winds swept across the island, with drone footage revealing the scale of destruction.
Melissa, one of the strongest Atlantic hurricanes on record, brought heavy rains, causing flooding, landslides, and widespread power outages.
The Jamaican government has said it cannot currently provide a full picture of the number of those who have died as authorities continue to investigate.
At least four bodies were found in south-west Jamaica, according to police. One death was reported after a tree fell on a baby, a state minister told a local radio station.
The mayor of Black River said the local hospital and police units were flooded and unable to carry out recovery operations, and the storm had destroyed a facility holding relief supplies.
Large parts of Jamaica are remote and rural, so the full picture of the devastation left behind by Hurricane Melissa is still emerging, as ITV News Correspondent Robert Moore reports
"Catastrophic is a mild term based on what we are observing," Richard Solomon said.
Some 77% of the island was without power on Wednesday, and the extent of the damage is still being determined.
People in hard-hit communities in the west of Jamaica are "cut off" and need supplies, according to the country's minister of information.
"Having heavy equipment, having crews that can come in and assist us in getting to those areas is really important," Dana Morris Dixon added.
She said Norman Manley International Airport, the major airport in Kingston, is set to open later on Wednesday - meaning humanitarian planes arriving with aid will be able to land.
An "all-clear" has now been issued, as the hurricane has crossed over the island, into Cuba, and continues to move towards the Bahamas.
However, key infrastructure remains severely compromised, and the extent of the damage is yet to be determined.
Assessing the destruction has been hampered by a "total communication blackout", according to the country's acting director general of the Office of Disaster Preparedness and Emergency Management.
Extensive damage was reported in parts of Clarendon in the south and in the south-western parish of St. Elizabeth, which was "underwater," said Desmond McKenzie.
He said the storm damaged four hospitals and left one without power, forcing officials to evacuate 75 patients.
In the immediate aftermath of the storm, Prime Minister Andrew Holness said: "It is clear that wherever the eye of the hurricane hit, there would be devastating impacts.
"The reports that we've had so far would include damage to hospitals, significant damage to residential properties, housing, commercial property as well and damage to our road infrastructure as well."

>2011 case where the body of a homeless American man was found on a secluded island in St James Park, within sight of Buckingham Palace. The man had sent hundreds of "strange and offensive" packages to Queen Elizabeth II over the previous fifteen years.

Body of loner obsessed with the Queen lay on park island just 100 yards from Buckingham Palace for THREE YEARS
American Robert Moore had sent hundreds of 'strange and offensive' packages to Buckingham Palace
His remains were found on the private West Island by a tree surgeon
The body of a loner obsessed with the Queen lay undiscovered just 100 yards from Buckingham Palace for three years, an inquest was told.
Robert Moore, 69, had set up camp on a tiny island at one end of St James's Park which is home to wildfowl and has 'an excellent, unimpeded view of the palace'.
There the American, who arrived in the UK in 2007, appears to have lived in the undergrowth until his death, thought to have occurred around 2008.
His skeletal remains were not found until this year, despite millions of tourists walking within yards of the tree-shrouded island.
A tree surgeon working on behalf of the Royal Parks made the discovery on March 15.
So far no next-of-kin have been found in the United States and exactly where he came from is yet to be determined. Mr Moore was not on any missing persons lists.
Details of the castaway's life emerged last week at his inquest at Westminster Coroner's Court.
It heard of a 15-year obsession in which Mr Moore, who suffered mental health problems, was said to have sent hundreds of 'strange and offensive' packages to the Queen, including obscene and pornographic photographs.
He also bombarded Her Majesty with 'peculiar' letters, some running to 600 pages. He once posted a copy of his U.S. passport and boxes falsely warning that they contained dangerous substances.
Detective Sergeant Mike West told the coroner: 'He had a fixation with the Queen and Royal Family. There would not be a better place to remain undiscovered with view of the Queen's primary residence than West Island.'
While he had previously been in trouble with police in the U.S. for drink-driving and other alcohol-related offences, Mr Moore did not come to the attention of the authorities in Britain until his death. The U.S. Embassy declined to comment yesterday, citing privacy laws.
His skull and some bones were found lying on a decayed yellow cushion next to vodka bottles on the island, which is closed to the public and can only be reached by boat on the shallow lake.
Tests could not find any evidence of injury and the age of the remains meant no cause of death could be established.
A pathologist estimated they had been there for about three years.
Detective Sergeant West said: 'With that great an amount of mulch on the remains it would have taken between two and three years to accumulate.'

How ITV News reported first-hand on the storming of Congress
"The second impeachment trial of former president Donald Trump has dominated the news. Much of the trial focused on events at the Capitol buildings on January 6th. For several hours that day, only one TV crew was inside with the rioters. Producer Sophie Alexander and correspondent Robert Moore from ITV News tell Amol Rajan how they came to be alongside the Trump supporters - and how they came out unhurt.
Guests: Sophie Alexander, producer, and Robert Moore, correspondent, ITV News."

Lee Robert Moore, a 37 year old Secret Service Agent, stationed at The White House, was arrested, 9 November 2015, for soliciting sex with a child while he was on duty at The White House. He had sent pictures of his penis to an undercover police officer in Delaware. He was indicted, June 2016, in Florida on charges of child pornography receipt and attempting to entice a minor. Moore pleaded guilty, 1 March 2017, to both the Delaware and Florida charges. Moore was caught attempting to sexually abuse a 14 year old girl, who was, in reality, an undercover investigator in Delaware. The undercover investigator communicated with Moore for about two months, during the time Moore's second child was born. Moore was arrested when he attempted to make arrangements to meet the 14 year old "girl." Moore also had contact with about ten real children. In text messages he said he was "a cop,'' a "federal officer" and said "Like the Rolling Stones sang, 'every cop is a criminal.'" Moore has been in custody since his arrest and was terminated upon his arrest.
Micah Monroe Argyle, a 28 year old Federal Emergency Management Agency's (FEMA) reservist in Idaho, was arrested and pleaded guilty, 26 April 2012, on child pornography related charges. Argyle was sentenced, 17 September 2012, to three and half years in jail followed by ten years of supervised release. Argyle is a registered sex offender.
Brian J. Murphy, a 48 year old Federal Emergency Management Agency (FEMA) employee, was arrested, June 2001, on child pornography charges. He was sentenced, October 2002, to just over two years in jail He was trading in child rape from his government computer. FEMA placed Murphy on paid leave. He must register a sex offender.
Anthony Mangione, 50 year old Director of Immigration and Custom Enforcement (ICE) for South Florida, was arrested on "extreme child abuse" charges on 28 September 2011. He was sentenced, November 2012, to nearly six years in prison and 20 years of supervised release. Mangione is a 1982 graduate of the University of Maine Orono (UMO) where former Senior Child Protection Services (CPS) Cynthia Wellman claimed, at the time, CPS was operating a child sex ring on campus. "Little is known about Mangione's time at UMaine. Originally from Rhode Island, he arrived in Orono in August 1978." Mangione must register as a sex offender.
Brian Doyle, a 55 year old Deputy Press Secretary with Homeland Security, was arrested "for trying to seduce online someone he thought was a teenage girl." Doyle was charged with 23 felony charges related to sexually graphic conversations with a person he thought was a 14 year old girl who, in reality was, an undercover detective. On 17 November 2006, Doyle was sentenced to five years in prison followed by ten years of supervised release. Doyle is a registered sex offender. He was released from prison on 11 January 2015.
