A fifth member of the House Republican caucus is calling it quits.
Rep. Mike Conaway (R-TX), who was first elected in 2004, is expected to announce his retirement during an event in west Texas on Wednesday, Politico reported.
In the last two weeks, five Republicans have announced their intentions to retire when their term is up, but Conaway is one of the most high profile so far. The Texas lawmaker is currently the top Republican on the House Agriculture Committee and he also holds a seat on the muscular House Intelligence Committee where he's played a role in the Russia investigation.

House Republican lawmakers are asking Speaker Nancy Pelosi to hold hearings on the Green New Deal. "As the committees to which it has been referred, we have a responsibility to fully understand how the Green New Deal will affect the cost of living and economic mobility of hardworking," 11 House GOP members wrote to Pelosi on Thursday. Americans. We need to get to the facts, the American people deserve answers," wrote lawmakers, including Reps. Jim Jordan of Ohio, Rob Bishop of Utah, Kevin Brady of Texas and Greg Walden of Oregon.
Republicans also plan to hold a press conference Thursday to push their case, Axios reported. House Minority Leader Kevin McCarthy is set to attend the press conference, signaling a coordinated effort to keep the Green New Deal at the forefront ahead of the 2020 elections. While the Green New Deal has been embraced by leftmost Democrats and a handful of 2020 presidential hopefuls, Democratic leadership has withheld overt support for the resolution. Moderate Democrats have distanced themselves from the resolution or, like West Virginia Sen. Joe Manchin, joined with Republicans to reject it altogether.
The Green New Deal calls for aggressive goals of achieving "net-zero" greenhouse gas emissions within 10 years, which implies more aggressive policies than cap-and-trade. Republicans worry such policies will raise energy prices and dramatically expand government control of the economy. "Taken together, we fear the Green New Deal would hurt Americans struggling to make ends meet - the very people it purports to help," Republicans wrote to Pelosi. "Worst of all, it could permanently put the American Dream out of reach for millions of Americans."
Republicans' letter comes on news Senate Majority Leader Mitch McConnell is set to bring the Green New Deal to a vote in the last week of March. Senate Democrats are trying to avoid voting on the non-binding resolution and even put forward an alternative bill. Republicans in the Western Caucus, including Bishop, held a public forum on the Green New Deal in late February, and even invited the bill's sponsor, New York Rep. Alexandria Ocasio-Cortez, who wasn't able to attend. At the event, Bishop ate a hamburger in defiance of the Green New Deal - in reference to Ocasio-Cortez's bungled Green New Deal rollout FAQ that mentioned getting rid of "farting cows."
It seems doubtful Pelosi would agree to hold hearings on the Green New Deal. Pelosi referred to the Green New Deal as "the green dream or whatever" after it was introduced in February. Likewise, Pelosi has resisted her party's calls for votes on Medicare for All and impeachment. Pelosi also remembers the defeat of cap-and-trade in 2010, despite Democratic control of both chambers of Congress.

Rep. Rob Bishop has a plan for resisting the Democratic push for climate legislation at the House Natural Resources Committee.
Bishop, the panel's top Republican and a Utahn, argues that his panel does not have jurisdiction over climate change and thus cannot move major climate legislation and that the panel would be better suited for narrower legislation.
"The jurisdiction issue is that the Natural Resources Committee has ZERO jurisdiction over any climate legislation including Clean Air rules, Clean Water Act, etc.," said Kristina Baum, spokeswoman for Bishop's side of the committee, in an email.
She explained that all air emissions issues are handled by the Energy and Commerce and Science, Space and Technology Committees. "There is legitimately no reason why we're discussing climate change in the House Natural Resources
Committee," she added.
Bishop, instead, says that he wants to focus on issues like wildfire management, which can have a significant impact on air quality, along with a serious parks maintenance backlog - which are squarely under the panel's jurisdiction.
"It is my hope that what we do is come up with ways that we actually help people," Bishop said in his opening remarks at the panel's first of six hearings to address climate change last week.

The hearings weren't the serious policy debates Democrats may have hoped for.
Rather, the hearings relied on testimonies from climate activists and even religious leaders.
Top House Democrats finally got their wish to hold the first hearings on global warming in six years Wednesday, but both committee hearings meandered into discussions of civil rights, race and apocalyptic warnings without much talk about science.
The House Committee on Natural Resources hearing started off with testimony from Govs. Roy Cooper of North Carolina, a Democrat, and Charlie Baker of Massachusetts, a Republican - both of whom support liberal climate policies.
During that time, Utah Rep. Rob Bishop questioned whether or not the climate hearing broke committee rules. Bishop, the committee's ranking Republican, also wondered why the committee held a hearing on an issue outside its jurisdiction.
"Are these hearings simply for those of us around the horseshoe who are going to make legislation, or are these hearings designed for that group sitting at a table in the corner so they can write cute stories?" Bishop asked, pointing to where reporters sat in the hearing room.
The committee chairman, Democratic Rep. Raul Grijalva of Arizona, responded that global warming "significance and consequences over all our jurisdictions."
Bishop said he wanted a hearing "focused on solutions and not just empty rhetoric and fear mongering." So, of course, the next panel of witnesses was stacked with activists making apocalyptic warnings.
"Climate change is a civil rights issue," Reverend Lennox Yearwood, president of the Hip Hop Caucus, told lawmakers on the committee on Wednesday morning. Lennox also referred to tackling global warming as the "lunch counter moment for the 21st century."
Yearwood also warned the U.S. does "not make it beyond 12 years from now without huge amounts of death, destruction, and suffering" unless Congress addressed global warming, according to his prepared remarks. To hit the point home, Yearwood wore a hat with the words "12 Years" on it, which he placed in front of himself during the hearing.
Climate activist Elizabeth Yeampierre, executive director of UPROSE, warned the Trump administration's rolling back of Obama-era regulations is "very dangerous" and could bring about a "Day After Tomorrow" scenario, referencing the 2004 disaster film.
On the other side, Derrick Hollie, president of Reaching for America, argued that poor, minority communities could ill afford to eliminate fossil fuels, like Yearwood and Yeampierre championed.
"We don't have the luxury to pay more for green technologies, we need access to affordable energy to help heat our homes, power our stoves, and get back and forth to work," Hollie said, speaking about the black community.
New Mexico Democratic Rep. Debra Haaland broke into tears when speaking to one of hearing witnesses - a 16-year-old environmental activists. Haaland said, "I just want to recognize your presence here."
'Nadia Nazar, the 16-year-old founder of the Zero Hour Movement, said the Trump administration's inaction on "climate change is violating my right to life, liberty, and the pursuit of happiness," according to her prepared remarks.
Climatologist Judith Curry, one of two scientists invited to testify, cautioned against alarmism. Curry pointed out that while there are some sensible climate policies, there's still much we don't understand about the climate system.
"We need to avoid the hubris of thinking that we can predict what the future climate will do and that we can actually control the climate," Curry said during the hearing.

Trump Takes Steps To Prevent Catastrophic Forest Fires, Including More Logging
President Trump issued an executive order allowing agencies to do more to prevent massive wildfires.
The order came one day after Trump signed GOP-backed wildfire legislation.
Wildfires have burned more than 8.5 million acres this year.
President Donald Trump moved forward with policies aimed at preventing catastrophic wildfires while the media breathlessly covered the government funding battle.
Trump issued an executive order Friday to allow for active management of forest and rangelands, including thinning and removing debris from millions of acres of federal lands.
The order also calls on federal officials to streamline regulations and permitting processes to allow the harvest of at least 3.8 billion board feet from U.S. Forest Service lands and 600 million board feet from Bureau of Land Management lands.
That represents a massive increase in timber sales from federal lands. For example, loggers harvested 2.9 billion board feet from Forest Service lands in 2017, according to federal figures. But even Trump's increased allowance for loggers is still about one-quarter of what was harvested in 1973.
Trump also asked federal officials to do more to maintain roads into hard-to-reach areas where fires can spread.
Western Republicans welcomed Trump's order. GOP lawmakers said that a change in policies was sorely needed after the devastating 2018 wildfire season, which saw more than 8.5 million acres burned.
"While litigation activists thwarted forest management reforms, the Senate also failed to pass legislation to help minimize forest fires," Utah GOP Rep. Rob Bishop, chairman of the House Committee on Natural Resources, said in a statement.
"As a result, parts of the West were left in ashes. We cannot ignore these systemic issues any longer," Bishop said.
Trump issued the order one day after signing the $867 million farm bill that included provisions allowing foresters to more quickly remove dead and diseased trees that increased fire risks.
Environmentalists railed against Trump's executive order, characterizing it as a "gift" to the logging industry that would do little to prevent wildfires.
"It won't work, and we know that," Denise Boggs with the group Conservation Congress told The Sacramento Bee. "All the fire ecologists are saying the same thing: You can't log your way out of this situation."

President Donald Trump signed a memorandum Friday ordering Secretary of the Interior Ryan Zinke and Commerce Secretary Wilbur Ross to cut regulations slowing water supply and hydroelectric projects. The Trump administration's memo is aimed at speeding up environmental reviews and simplifying the approval process for building permits in California, Idaho, Oregon and Washington. Trump criticized California's state water policies earlier in 2018 in a broader attack on California environmental laws. Trump and Zinke blamed California environmental policies for exacerbating wildfires that scorched the state at record levels during the 2017 and 2018 wildfire seasons. "For many years, westerners have expressed their need for certainty and access to water and affordable, renewable hydropower," Utah GOP Rep. Rob Bishop, chairman of the House Committee on Natural Resources, said in a statement. "This action will increase the availability to innovative technology, improve access to water, reduce regulatory burden, and provide needed certainty from completed biological opinions." Environmentalists and fisherman criticized Trump's decision, claiming that more infrastructure around lakes and rivers that interfere with the ecosystem and pump more water out of it are harming populations of fish and other animals. "Western water mismanagement has been horrendous for commercial, recreational, and guide fisheries in California. Water users have sucked our rivers dry for far too long, and the fish have been paying the price," Pacific Coast Federation of Fishermen's Associations executive director Noah Oppenheim said, according to Politico.

U.S. Senate candidate Mitt Romney said Thursday that global climate change will make wildfires in Utah increasingly common and dangerous - so federal and state governments should spend big money to help prevent them and reduce their severity. "It means wildfires are going to become a regular part of life and more and more dangerous," he said at the Utah Capitol during a U.S. House Natural Resources Committee forum about wildfires. "We have to recognize that business as usual is not going to solve the pRoblem. We have to step up in a far more aggressive way."
It came after his Democratic opponent, Jenny Wilson, earlier this month attacked a Romney essay that called for increased efforts against wildfires. She said he largely ignored climate change - referring to it obliquely as "climate realities" - and Wilson said addressing climate change as a crisis is the way to protect the West. While some key Republican conservatives question climate change, Romney made clear Friday that he believes it exists, and he said it requires big changes in forest management to prevent catastrophic wildfires. "I happen to believe that the global climate change that you are seeing is going to continue even if we see all of the nations of the world abide by the Paris Accord," he said. "We're still going to get warmer and warmer as a planet," leading to hot, dry conditions that fuel and intensify fires. The 2012 GOP presidential nominee added that wildfires in Utah and the West are "not just going to be ongoing but more severe" if nothing is done to prevent or mitigate them.
He proposed more work to reduce a buildup of fuels in forests, create more firebreaks and defensible areas around communities, establish more regional wildfire centers with aircraft and other equipment to quickly attack fires before they get big, and use more early-warning technology to identify fires as they start. "These things I described cost a lot of money," Romney said. "I would propose that the financing of this major investment that is going to be required be split based upon who owns the land," he said. "So the federal government has 66 percent of the land in Utah, so they pick up 66 percent of the costs. If they want a lower share of the costs, they can give the land back to us."
Rep. Rob Bishop, R-Utah, chairman of the Natural Resources Committee, asked Romney which of his several suggestions he would prioritize - saying Congress would likely fund only one or two. "The most important thing is - to do all of them," Romney said. "The consequence of not combating in a very aggressive way these fires is the loss of human life, the loss of homes, the loss of structures, and a severe health impact for those of us who are breathing smoky air pretty much for the entire month, and on wildlife."
The forum featured speakers from the U.S. Forest Service, state agencies, firefighters, academics and Lt. Gov. Spencer Cox. They universally called for more fuel reduction and better forest management to mitigate fires and their severity. State Forester Brian Cottam outlined how bad this fire season has been and predicted that worse blazes will follow if prevention work isn't improved. Cottam said 186,000 acres have burned: "That's 50 percent more than we would normally see." (His estimate did not include the fire that sparked Thursday evening in Weber and Cache counties, leading to the evacuation of Powder Mountain Resort.)

"WASHINGTON (Reuters) - U.S. Republican lawmakers on Wednesday stepped up their scrutiny of environmental groups' work with foreign countries, requesting that the Center for Biological Diversity turn in a list of documents detailing their work with Japanese officials.
It was the third action that Representatives Rob Bishop and Bruce Westerman have taken this month to put a spotlight on foreign governments' relationship with green groups, who they allege can be used to influence U.S. policy or national security.
Bishop heads the House of Representatives Natural Resources Committee and Westerman chairs the House Subcommittee on Oversight and Investigations.
"The Committee on Natural Resources is continuing its oversight of the potential manipulation of tax-exempt 501(c) organizations by foreign entities to influence U.S. environmental and natural resources policy to the detriment of our national interests," they said in a letter to the Center for Biological Diversity.
Earlier this month they wrote to the head of the Natural Resources Defense Council, Rhea Suh, asking for details about the group's work with China on climate change and air quality issues.
Last week, the lawmakers sent a letter to Defense Secretary James Mattis asking him to provide information about environmental litigation against the military by U.S.-based green groups and its negative impact on national security.
Among the examples they cited was a lawsuit led by the Center for Biological Diversity that aimed to block the relocation of a Marine Corps air station in Okinawa, Japan because of its potential harm to a marine mammal, the Okinawa dugong. A court hearing on that case is scheduled for June 28 in a U.S. federal appeals court.
In Wednesday's letter to CBD President Kieran Suckling, the lawmakers asked for details about that lawsuit, as well as the group's work with U.S. politicians, press conferences they organized "and other publicity events in support of foreign anti-base activists, environmental groups, and members of the Okinawan government opposed to the U.S. military's presence."
"The Committee seeks clarification about the nature of CBD's advocacy work to influence U.S. environmental and natural resources policy in light of CBD's close relationship with Okinawan government officials and foreign environmental groups," the letter said.
A representative for the California-based CBD was not immediately available for comment on whether the group will provide the requested documents. But last week the group said in a statement the lawmakers were pursuing an "anti-wildlife agenda in search of a wild conspiracy theory."
The lawmakers asked the CBD for a list of documents to be turned in by June 27, including documents that would show whether the group registered as an agent of a foreign principal under the Foreign Agents Registration Act."

In a letter sent Tuesday to NRDC President Rhea Suh, Committee Chairman Rob Bishop (R., Utah) and Subcommittee on Oversight and Investigations Chairman Bruce Westerman (R., Ark.) ordered the organization to turn over any documents related to its dealings with China.
The congressmen said the NRDC "appears to practice self-censorship, issue selection bias, and generally refrains from criticizing Chinese officials" when dealing with environmental issues that involve Beijing, while taking an "adversarial approach" to the United States.
They cited attempts by the NRDC to stop or curb U.S. naval exercises in the Pacific through several lawsuits that have accused the Navy of harming marine life with its anti-submarine warfare drills and use of long-range sonar. Meanwhile, the lawmakers say NRDC has been silent on Beijing's island building in the South China Sea.
"It appears there's a double standard there, so one of the things that we want to find out is why they want to create one standard for the U.S. defense forces and U.S. industries and another standard for the Chinese," Westerman told the Washington Free Beacon. "It gets back to a pay-to-play scenario-are they really looking out for environmental issues, or are they just trying to establish a foothold and are they willing to do what ever they can to keep that foothold?"
The lawmakers said the group might be in violation of the Foreign Agents Registration Act, which requires people or organizations to disclose to the Justice Department when they lobby in the United States on behalf of foreign governments.
"The Committee is concerned about the NRDC's role in aiding China's perception management efforts with respect to pollution control and its international standing on environmental issues in ways that may be detrimental to the United States," the lawmakers wrote. "The NRDC's relationship with China has many of the criteria identified by U.S. intelligence agencies and law enforcement as putting an entity at risk of being influenced or coerced by foreign interests."
The letter cites a Free Beacon report on a classified CIA document detailing China's far-reaching foreign influence operations campaign in the United States, which imparts financial incentives as leverage to permeate American institutions. The FBI and Justice Department have raised similar concerns.
The NRDC defended its operations in China, the world's No. 1 emitter of greenhouse gases, as a necessary step to protect Americans "against dangerous pollution."
"As the most populous country on Earth, China has much to do with the kind of world the next generation will inherit, in our country and around the world," the group said in a statement.
Bishop and Westerman said the pRobe is part of a broader effort to hinder foreign interference into U.S. energy and environmental policy. NRDC has until June 12 to respond to their letter.
