'F*** That' - Boris Johnson Refuses to Step Down as Resignations Continue
Prime Minister Boris Johnson has reportedly vowed to continue to fight for his political life and attempt to cling on to the keys of Number 10 Downing Street after two high-profile resignations from his cabinet and a string of junior ministers quitting their posts have rocked confidence in his ability to hold onto power.
In dramatic Westminster fashion, Health Secretary Sajid Javid and Chancellor of the Exchequer Rishi Sunak resigned within minutes of each other on Tuesday evening following the admission from Boris Johnson that he was aware of historic sex pest allegations made against Christopher Pincher MP and despite this, still elevated him to become his deputy chief whip.
When pressed on whether the resignations of Javid and Sunak would precipitate his own departure from government, Mr Johnson told an aid on Tuesday evening: "F*** that", Britain's paper of record, The Times of London reported.
Continuing into the morning, a series of junior government ministers and other officials have also resigned, including Parliamentary private secretaries Jonathan Gullis, Saqib Bhatti, Nicola Richards, Virginia Crosbie, Laura Trott, Tory Party vice-chairman Bim Afolami, and trade envoys to Morrocco and Kenya, Andrew Murrison and Theodora Clarke.
Three ministers have also tendered their resignations, including Solicitor General Alex Chalk, and education ministers Robin Walker and Will Quince. Economic Secretary to the Treasury, the sixth-most senior ministerial post in the Treasury, MP John Glen also quit his governmental post on Wednesday morning, saying that the "country deserves better" than the "poor judgement" shown by Mr Johnson.
Announcing his departure from the government on Wednesday morning, Mr Quince said that he felt it necessary to resign after spreading false narratives surrounding Johnson's knowledge of the accusations against Pincher fed to him from Downing Street.
Quince said that he had been given a "categorical assurance" that the PM was not aware of such allegations, yet, on the following day this was reversed with Number 10 claiming that the PM had "forgot" being briefed and Johnson apologising for promoting Pincher.

I'm pretty sure with the very limited research I've done on these two Ministers, this not about BoJo and appearances, but what both of them did with BoJoas Health Minister and Finance Minister, related to Ukraine & Covid. Did the Health minister have anything to do with biolabs, and the Finance Minister is definitely funding Ukraine. Much bigger story then decorum.
So Rishi Sunak is the Finance Minister for BoJo, I wonder if he knows where the Ukraine money is coming from and going?

The UK will guarantee a further $50m (?62m) in financing to help Ukraine's electricity provision, chancellor Rishi Sunak said at a G7 meeting.
The UK's commitment comes on top of the $950m in loan guarantees that the Treasury has already guaranteed to scale up World Bank lending to Ukraine to help meet urgent fiscal needs.
This guarantee will be used by the EBRD to provide further financing to the Ukrainian electricity grid operator, Ukrenergo to support continued provision of electricity to the Ukrainian people, subject to approval by parliament.
Ahead of the Group of Seven (G7) rich economies meetings in Bonn, Germany, Sunak said: "I remain steadfast with my G7 partners in standing with Ukraine. I am pleased to confirm up to $50m in UK guarantees for EBRD critical support in Ukraine. This will help Ukraine continue to provide electricity to its citizens as they fight for their freedom.
The UK's combined economic, humanitarian and military package of support to Ukraine totals over $3bn.
Sunak is also set to discuss efforts to support Ukraine and the ways in which the war is adding to pressures on the global economy, including impacts on the cost of living in the UK.

Health Secretary Sajid Javidsays he is concerned by rising Covid hospital admissions, particularly in older age groups.
One in 15 people in the UK had Covid in the last week of 2021, the Office for National Statistics (ONS) estimates, with numbers rising in the over-70s.
He once again called on people to get vaccinated, adding that staff at the hospital estimated about 70% of Covid patients in the ICU critical care unit were unvaccinated. Getting boosted, he said, meant your chance of ending up in hospital was "almost 90% less than it was with Delta".
A further 178,250 new confirmed coronavirus infections have been recorded in the UK on Friday, according to the government's daily figures - a similar figure to a week ago.

Vaccination rule comes into force in April but many staff are unwilling to participate, warns NHS Providers chief
The health secretary, Sajid Javid, and NHS England need to "be clear well in advance how we will resolve the hopefully small number of instances where service viability and safety could be at risk" because of frontline personnel leaving rather than getting immunised, said Hopson. The new rule applies to any staff who have face-to-face contact with patients but also non-clinical staff including hospital porters.
Javid told the Commons last Tuesday that "despite the incredible effort to boost uptake across the country, there are still approximately 94,000 NHS staff who are unvaccinated. It's critical to patient safety that health and care staff get the jab." However, the number of NHS workers who have had a first dose since the government first announced in September that it was adopting a policy of compulsory has risen since by 55,000, he added.
The Department of Health and Social Care (DHSC) impact assessment of its policy found that as many as 126,000 unvaccinated staff could lose their job when the rule comes into force on 1 April.

Health Secretary urges older people to 'top up' their Covid vaccines
The NHS in England is inviting people to arrange the spring jab through the national booking service when it is their turn.
People should "top up" their Covid-19 jabswhen called by the NHS, the Health Secretary has said, as preparations continue for an autumn campaign that could include everyone aged 50 and over.
Sajid Javid urged those aged 75 and over and the vulnerable to accept invitations for the spring Covid booster, with people becoming eligible if they had their last vaccine six months ago.
The NHS in England is inviting people to arrange the spring jab through the national booking service when it is their turn. This can be accessed online at nhs.uk/covidvaccine or by calling 119.

I bet this has to do with BoJo on the phone 6-7 times a day with Zelensky. They know how deep BoJo is into Ukraine corruption and its about to spill over. His never ending commitment to keep Ukraine warring, gives one the sense that BoJo is desperate to cover up whatever he's involved. I doubt it's due to decorum because a lot of those ministers do drugs and have sex in the House of Lords.

Boris Johnson names replacements for the Chancellor & Health Secretary
Boris Johnson LIVE: PM's recovery plot begins as new Chancellor and Health Secretary named
BORIS JOHNSON has named Sajid Javid's and Rishi Sunak's successors after the two senior Cabinet members quit their posts on Tuesday.
Mr Javid said he could not continue in his post "in good conscience" after losing confidence in Boris Johnson's leadership. This follows the revelation Mr Johnson admitted he was aware of a misconduct complaint against former deputy chief whip, Chris Pincher, who was suspended from the party following allegations of sexual misconduct last week.
But Mr Javid's replacement has been named as Steve Barclay, who was acting as the chancellor of the Duchy of Lancaster and chief of staff for Downing Street.
Mr Sunak's replacement has been named as Nadhim Zahawi, who had been noted for his silence as the resignations rolled in.
Mr Zahawi previously served as Education Secretary, following his promotion from minister for vaccines.
Announcing his resignation, Mr Sunak said the country expected "Government to be conducted properly, competently and seriously".
Michelle Donelan has also been named Education Secretary, stepping into Nadhim Zahawi's former role.
Ms Donelan, the MP for Chippenham, previously occupied the post of Universities Minister.

BoJo Government On Verge Of Collapse After Top Ministerial Resignations
In the latest shock to Boris Johnson's shambolic cabinet, on Tuesday afternoon Chancellor Rishi Sunak and health secretary Sajid Javid both unexpectedly resigned from BoJo's government as a row over the UK prime minister's honesty intensified.
In separate letters to Johnson, both ministers criticized the prime ministers conduct: Sunak wrote that "we cannot continue like this," while Javid told Johnson that he's lost confidence in him. Both men published their resignation letters on Twitter.
Sunak wrote: "The public rightly expect government to be conducted properly, competently and seriously . . . I recognise this may be my last ministerial job, but I believe these standards are worth fighting for and that is why I am resigning."

It was a privilege to have been asked to come back into government to serve as secretary of state, for health and social care at such a critical time for our country. I have given every ounce of energy to this task, and am incredibly proud of what we have achieved.
The UK has led the world in learning to live with Covid. Thanks to the amazing rollout of our booster programme, investment in treatments and innovations in the way we deliver healthcare, the British people have enjoyed months more freedom than other comparable countries.
We have also made important strides in the recovery and reform on NHS and adult social care. The longest waiters are down by 70% and as you know, I have been working hard on wider modernisation of the NHS, I have also developed radical new approaches to dementia, cancer and mental health outcomes for communities that have been left behind for too long.
Given the unprecedented scale of the challenges in health and social care, it has been my instinct to continue focusing on this important work. So it is with enormous regret that I must tell you that I can no longer, in good conscience continue serving in this government, I am instinctively a team player but the British people also rightly expect integrity from their government.
The tone you set as a leader, and the values you represent, reflect on your colleagues, your party and ultimately the country. Conservatives at their best are seen as hard-headed decision-makers, guided by strong values. We may not have always been popular, but we have been competent in acting in the national interest. sadly in the current circumstances, the public is concluding that we are now neither. Labour MP: J.K. Rowling Is Wrong, Some Women Are 'Born With Penises'
A Labour Party Member of Parliament (MP) has said that Harry Potter author J.K. Rowling is wrong on transgenderism, declaring that some women are "born with penises".
Stella Creasy MP, who has represented the London constituency of Walthamstow since 2010 for the Labour Party, said that while she acknowledges that "biological sex is real it is "not the end of the conversation".
"Do I think some women were born with penises? Yes,", the left-wing politician said in an interview with The Telegraph, adding: "they are now women and I respect that."
Further explaining her position, Creasy said that as opposed to J.K. Rowling, she supports "self-identification".
"I am somebody who would say that a trans woman is an adult human female. I would say that you and I were adult human females," she told the female interviewer.
The MP describes herself as an "old fashioned feminist" who is fighting against the patriarchy, which she said also oppresses biological men who identify as women.
"So it's right for me to stand with my trans sisters and say: 'Let's fight these battles together'," she said.
Creasy added that she believes it is "bonkers" that the law in Britain requires two doctors to sign off on an individual legally changing their gender.
"That brings up all sorts of questions about what is a woman in terms of gender - what does it mean to live as a woman? I wear flat shoes, I've got terrible bunions, is someone going to tell me that living as a woman means you have to wear high heels for two years?" she questioned.
The interview has drawn backlash on social media, with several political figures ridiculing her definition of womanhood.
"A self styled 'champion of women's rights' and yet she doesn't seem to know what a woman is," said Conservative MP Scott Brenton.
"Welcome to the mad house," said Reclaim Party leader Laurence Fox.
The interview with Creasy comes in the wake of months of public debate over what constitutes a woman, with both the Conservatives' Chancellor Rishi Sunak and Labour leader Sir Keir Starmer struggling to provide a clear definition for woman.
Deputy Labour leader Angela Rayner has been more aligned with Creasy, saying in March that it is "not acceptable" to question if a transgender person has a penis.
Tensions over the division between feminists and transgender activists boiled over into physical violence in the United Kingdom earlier this month when a group of Antifa-style radicals clad in black bloc attire attacked a feminist activist underneath the statue of the British suffragette leader Emmeline Pankhurst in Manchester.
Commenting on the attack, J.K. Rowling said: "I never expected the right side of history to include so many people in masks intimidating and assaulting women, did you? But she never dropped her flag. Emmelline would be proud."

The UK Metropolitan Police have issued another round of fixed penalty notices to government officials who violated lockdown regulations, with the total number of such fines topping out at over 100, a statement from the agency revealed on Thursday.
The announcement comes less than a month after the last round of fines, issued to attendees at a BYOB party in May 2020 attended by Prime Minister Boris Johnson. Attendees were invited to that gathering for "socially distanced drinks in the No.10 garden this evening," and the PM acknowledged his own attendance, insisting he believed "implicitly that this was a work event."
Police had refused to say anything regarding the latest round of FPNs in the days preceding last Thursday's local elections, even as reports began to trickle out that officials were being fined for the party. The authorities cited restrictions around communicating before the vote in explaining why they waited until May 5 to provide further updates.
Johnson was not fined for the May party, and has thus far only received one ?50 FPN - for attending his own birthday party in June 2020. The police have been investigating a total of 12 events for potentially violating Covid-19 restrictions, including a so-called 'Abba party' which Johnson insisted was a permitted work event despite the loud music heard emanating from the Downing Street flat at the time.
While the PM's defenders have attempted to downplay the violations, Labour leader Keir Starmer has demanded he resign along with Chancellor Rishi Sunak, who was also fined for attending the PM's birthday party. No sitting PM had previously been found guilty of breaking the law, the PM's detractors point out.
Fewer than a quarter of Britons polled last month said they thought Johnson was telling the truth when he said he didn't realize the party he was attending was illegal, and nearly half of respondents suggested he should resign - including a quarter of those in his own Conservative Party.

"We are unwavering in our support for the people of Ukraine and this extra ?1.3 billion will ensure we continue to provide the necessary military and operational support they need...," UK-based LBC radio station quoted British Chancellor of the Exchequer Sunak as saying.
"The UK is at the forefront providing economic, humanitarian and defensive support to Ukraine and we are working tirelessly to bring an end to this conflict," he added.
According to LBC radio station's report "The ?1.3 billion, drawn from the UK's reserves, includes ?300 million of military kit promised by [Prime Minister Boris] Johnson earlier this week, such as anti-battery radar systems to target Russian artillery, GPS jamming equipment and night vision devices."
Russia's military operation
The situation at the line of engagement in Donbass escalated on February 17. The Donetsk and Lugansk People's Republics (DPR and LPR) reported the most massive bombardments by the Ukrainian military in recent months, which damaged civilian infrastructure and caused civilian casualties.

Russia recognized the Donbass republics in accordance with the DPR and LPR constitutions within the boundaries of the Donetsk and Lugansk regions as of the beginning of 2014.
Russian President Putin said in a televised address on February 24 that in response to a request by the heads of the Donbass republics he had made a decision to carry out a special military operation in Ukraine. The Russian leader stressed that Moscow had no plans of occupying Ukrainian territories, noting that the operation was aimed at the denazification and demilitarization of Ukraine.

The West may have just killed the G20
With their demarches against Russia, Western members of the global club are demolishing its purpose

April 20, 2022 has every chance of going down in the history of modern international relations as the day that led to the sudden demise of the G20, which represents the leading economies of the Western and non-Western world.
The events taking place in Washington as part of the meeting - during which the finance ministers of the 'The Big 20', as the group is unofficially referred to, were supposed to look for collective answers to the main challenges facing the world economy - lost their meaning amid the grandiose scandal that broke out in the American capital.
US Secretary of the Treasury Janet Yellen and UK Chancellor of the Exchequer Rishi Sunak immediately announced they would boycott any G20 events attended by Russian Finance Minister Anton Siluanov. Thus, the dialogue between the leading economies of the East and West - for which, in fact, the '20' was created at one time - was disrupted even before it began.
For the same reason, the finance ministers of the G20 countries were forced to refuse in advance to adopt a joint final communique on the results of the Washington meeting, as this turned out to be impossible due to the presence of Russia among its participants. The Western states have categorically refused to talk to Moscow since the start of its military operation in Ukraine, and demanded that it be excluded from the G20.
"Russia and President Putin have shown himself and themselves to be a pariah in the world. And the president's view is that he has no place at an international forum," White House Press Secretary Jen Psaki said.
"According to the latest forecasts, Russia's GDP will shrink by 11%. A state default in Russia is only a matter of time," European Commission Head Ursula von der Leyen confidently said before the Washington G20 meeting, demonstrating her determination to exacerbate tensions, despite the increasingly tangible side effects for Western economies.
Thus, by trying to enlist the non-Western part of the world in the sanctions war they have unleashed against Russia, as well as their campaign to isolate it, the United States and its Western allies killed 'The Big 20', splitting it into two camps.
In addition to the Group of Seven states and the European Union, the G20 includes the BRICS nations (Brazil, Russia, India, China, South Africa), as well as a number of other countries that won't accept the idea of excluding Russia - Indonesia, Mexico, Saudi Arabia, Turkey, and South Korea among them.
However, by acting in this way, our 'Western partners' have crossed all imaginable and unthinkable red lines. In particular, they ignored the position of the current chair of the G20 - Indonesia - and tried to deprive it of its legal right to determine the meeting's agenda.
As a result, on April 20, 2022, the G20, which was created in December of 1999 in order to overcome the split between the West and East and engage in global crisis management, found itself for the first time in its history in a situation where its own members were engaged in generating risks, instead of containing them.
Thus, they shot themselves in the foot. The costs the current crisis will exact on the international system will only increase, while eroding the positions of the US and Western financial institutions like the IMF and World Bank within it.This includes the loss of the dollar's central position in global finance, and the accelerated formation of new payment systems, which will make it impossible to preserve or restore the old-world order in which Washington played a central role.

Police won't rule out further punishment for UK PM
UK Prime Minister Boris Johnson and his wife, along with Finance Minister Rishi Sunak, will be fined for flouting the very lockdown restrictions they imposed on the British public at the height of Covid-19, officials confirmed Tuesday morning.
PM Johnson thus entered history as the only sitting UK prime minister in the UK to be penalized for breaking the law.
Spokespeople for the three said they had not been informed which specific event the fines stem from, but the three reportedly attended the prime minister's birthday party in June 2020.
The news has sparked a renewal of calls for Johnson's resignation, which reached a crescendo in January amid the deepening scandal, dubbed "partygate" by the media, with Labour Party leader Sir Keir Starmer, Scotland's First Minister Nicola Sturgeon, Liberal Democrat Party leader Ed Davey, and advocacy groups like Covid-19 Bereaved Families for Justice lending their voices to the chorus of denunciations.
Twenty such fines were issued in March, and Metropolitan Police will issue another 30, according to a police statement on Tuesday.
More punitive measures ahead are possible as the investigation continues into a dozen alcohol-fueled social gatherings that flouted lockdown measures with which the UK sought to slow the spread of Covid-19.
The Metropolitan Police has declined to identify the recipients of the fines, but they include former head of propriety and ethics Helen MacNamara, by her own admission.
Johnson admitted this past January to going to a garden party in May of 2020. At the time, lockdown regulations made it illegal for people to meet more than one person outside their households, cutting millions off from in-person contact with friends and family and forbidding visits to sick and dying patients in hospitals.
His office also apologized to Queen Elizabeth II and her family and claimed "responsibility" for a separate late-night staff party wherein members of his team drank and danced into the night on April 16, 2020, the eve of her husband Prince Philip's funeral. That this breach in lockdown measures happened at a time of national mourning significantly fueled the public anger and outcry leading to ongoing calls for Johnson's resignation.

Sanctions Loophole: SWIFT Exemption Europe Lets Itself Pay for Russian Gas
As the European Union looks to ban several banks from the SWIFT financial system, a bank linked to the sale of Russian gas is said to be exempt from the ban.
The European Union sanctions will affect several major Russian banks and cut them off from SWIFT, a Belgian-based financial telecommunication system that functions to allow financial transactions and payments to take place between banks across the globe.
However, at least two Russian banks will reportedly be exempt from the sanctions, including Gazprombank, the bank partially owned by Russia's major energy corporation Gazprom, Bloomberg reports.
Gazprombank is said to be a "key bank for Russia's energy conglomerates," according to Bloomberg, which could exclude Russian energy from the proposed sanctions.
Sberbank, Russia's largest bank that holds around half of the deposits in Russia and has over a hundred million customers and clients, is also exempt from the SWIFT ban.
The report comes after some European countries, including Germany, were initially hesitant about cutting Russian banks off from the SWIFT system due to their reliance on Russian energy and current energy reserves, such as natural gas, being at low levels.
Last month, a spokeswoman for the German ministry for the economy and climate admitted that the country's gas reserves were at "worrying" levels. Germany imports around 55 per cent of its natural gas from Russia.
Russian gas shipments continue to Europe unabated, adding to the impression that European sanctions are extremely selective to what doesn't cause inconvenience. Over 100 million cubic meters of gas was delivered from Russia on Wednesday, and a Gazprom spokesman said energy was being exported from Russia to Europe "as per normal".
The exclusion of Gazprombank comes after Italy demanded that its luxury goods companies not be subject to another set of sanctions aimed at Russia last month.
Italy's Prime Minister Mario Draghi was able to get exemptions for luxury goods manufacturers, leading to criticism from one EU diplomat who commented, "Apparently selling Gucci loafers to oligarchs is more of a priority than hitting back at Putin."
The Belgian government had also reportedly also been successful at gaining sanctions exemptions for its diamond industry.
The United Kingdom and the United States have both been firm advocates for sanctions against Russia, including the proposal to ban Russian banks from SWIFT.
"These measures demonstrate our determination to apply severe economic sanctions in response to Russia's invasion of Ukraine," UK Chancellor of the Exchequer Rishi Sunak said earlier this week, commenting on proposed sanctions targetted against Russia's central bank.
"We are announcing this action in rapid coordination with our US and European allies to move in lockstep once more with our international partners, to demonstrate our steadfast resolve in imposing the highest costs on Russia and to cut her off from the international financial system so long as this conflict persists," Sunak added.

'Kowtowing' Boris Looks to Restart Trade Talks with Communist China
Prime Minister Boris Johnson will reportedly re-open high-level trade talks with Communist China for the first time since 2018 despite concerns over widespread human rights abuses and the British parliament declaring a genocide is being committed in Xinjiang.
Trade talks between Britain and Beijing effectively collapsed in 2018 following the vicious crackdown on the pro-democracy movement in the former UK colony of Hong Kong and the imposition of the draconian national security legislation on the city, which has all but stamped out the freedoms promised to Hong Kong under the Sino-British Joint Declaration.
However, according to a report from POLITICO, Prime Minister Boris Johnson has personally pushed for a reset of post-Brexit trade talks with the communist state, a government official claimed. The news outlet said that government officials are currently in talks to set up a meeting of the U.K.-China joint economic and trade committee (JETCO) to open up negotiations with Beijing, the first time such a meeting will have been held since 2018.
It comes on top of reports indicating that Chancellor of the Exchequer Rishi Sunak is preparing to hold an economic summit with China, under the UK-China Economic and Financial Dialogue, which last met in 2019.
A government official told the online outlet: "The Treasury are keen to revive it for this year and are nervous about a more hawkish China policy."
Commenting on the move, former Tory Party leader and co-founder of the Inter-Parliamentary Alliance on China, Sir Iain Duncan Smith said: "If this government decides that they are going to kowtow to China by going over there and begging them to trade I have to tell you that they can think again.
"I make no bones about this: I will not let it rest if we start now, amid all the evidence of genocide, brutality, crackdowns on peaceful protesters, and go traipsing along there as though nothing happened. There's no good them telling us that they're going to clean up their act - because they never do.
"The result of all of that is this will be a phenomenal breakthrough for China, who are just beginning to feel the pressure."

Covid: Charles met Queen two days before testing positive
The Prince of Wales, who is self-isolating after testing positive for Covid-19, met the Queen two days ago in Windsor, a royal source says.
They say the monarch is not showing any symptoms of coronavirus.
Prince Charles tested positive on Thursday morning - it is the second time he has contracted the virus.
On Wednesday, he and his wife, the Duchess of Cornwall, met Chancellor Rishi Sunak and others at a reception in the British Museum.
Camilla tested negative for coronavirus on Thursday, Clarence House said.
Prince Charles, the 73-year-old heir to the throne, last caught the virus in March 2020 when he reported only mild symptoms.
Clarence House confirmed he was triple vaccinated, but would not give any detail on whether he was experiencing coronavirus symptoms this time.
The evening before he tested positive, Charles and Camilla were at a reception in the British Museum to celebrate the work of the British Asian Trust (BAT).
Guests included the chancellor, Home Secretary Priti Patel and music producer Naughty Boy.
In England, contacts of positive Covid cases who are fully vaccinated should take lateral flow tests for seven days. They do not have to self-isolate unless they test positive.
Charles must self-isolate for 10 full days, but he could be allowed to end this early if he tests negative on day five and day six.
Prime Minister Boris Johnson has signalled that these rules could be lifted within weeks.
Charles had been due to unveil a statue of Licoricia of Winchester on Thursday, a medieval Jewish businesswoman who was a money lender and single parent in the Hampshire city.
Clarence House said His Royal Highness was "deeply disappointed not to be able to attend… and will look to reschedule his visit as soon as possible".
The announcement of Charles's positive test was made just after midday, about 12 minutes before he was due to arrive.
More than 1,000 people were gathered behind barriers in the city's Jewry Street, waiting to see the prince.
The Queen's representative in Hampshire, the Lord Lieutenant Nigel Atkinson read out a message from the prince to the disappointed crowd.
Charles's message said: "Ladies and gentlemen, I am so sorry that I cannot be with you today. I am desperately disappointed as I was so looking forward to marking this historic occasion with you.

The Queen returned to Windsor Castle, where she met Prince Charles, earlier this week after spending the anniversary of her accession day on Sunday at her Sandringham estate in Norfolk.
The day before, she had hosted a Platinum Jubilee reception for volunteer groups and pensioners from the Sandringham community, with guests describing her as being on "sparkling form".

Boris Johnson's head of policy has resigned over the PM's false claim that Sir Keir Starmer failed to prosecute serial sex offender Jimmy Savile when he was director of public prosecutions.
Mr Johnson made the widely debunked accusation on Monday, sparking anger from MPs - including in his own party.
The PM backed down on Thursday, saying the Labour leader "had nothing to do personally with those decisions".
But Munira Mirza said he should have apologised for the misleading remarks.
In her resignation letter, published by The Spectator, she wrote: "You are a better man than many of your detractors will ever understand, which is why it is so desperately sad that you let yourself down by making a scurrilous accusation against the leader of the opposition."
Asked what he thought of the PM's remarks, Chancellor Rishi Sunak said: "Being honest, I wouldn't have said it, and I am glad that the prime minister clarified what he meant."
And asked if Mr Johnson should apologise, he said: "That's for the prime minister to decide."
No 10 confirmed her departure and that Tory MP Andrew Griffith had been named minister for policy and head of the prime minister's policy unit in the Cabinet Office.
A Downing Street spokesman added: "We are very sorry Munira has left No 10 and are grateful for her service and contribution to government.
"[We] will work across government and with MPs as we continue to deliver and expand on our ambitious policy agenda."

Mr Johnson faced criticism on Monday where he accused Sir Keir of spending "most of his time" as director of public prosecutions (DPP) "prosecuting journalists and failing to prosecute Jimmy Savile", despite having no evidence to back up the claim.
Disc jockey and TV personality Savile was revealed to be a serial sexual abuser after his death in 2011, having attacked hundreds of women and children at various locations including hospitals, schools and the BBC.
The PM made the remark during a Commons debate on senior civil servant Sue Gray's report into Downing Street parties during lockdown, which saw him under pressure from all sides of the House over his conduct.
At Wednesday's Prime Minister's Questions, the Labour leader hit back, accusing the PM of fuelling conspiracy theories with his remarks.
But Mr Johnson replied that Sir Keir had taken "full responsibility for what had happened on his watch" as the DPP.
By Thursday, Mr Johnson appeared to have backed down, telling reporters he had not been talking about Sir Keir's "personal record" when he was DPP, adding: "I totally understand that he had nothing to do personally with those decisions.
"I was making a point about his responsibility for the organisation as a whole."

Boris Johnson was under growing pressure last night not to impose lockdown restrictions that will ruin Christmas for the second year in a row, with one Cabinet minister threatening to quit if a new festive crackdown is imposed.
Tory MPs last night said any attempt to toughen rules before Christmas will provoke letters seeking to oust Mr Johnson as party leader.
The Prime Minister is reportedly considering three scenarios to tackle the Omicron variant, including restrictions on mixing indoors in England, a curfew on pubs and restaurants and even an immediate lockdown.
And Health Secretary Sajid Javid yesterday refused to rule out Covid measures coming into force before Christmas Day.
But ministers indicated they will not back new curbs. Rishi Sunak is understood to be arguing that they need to plot a clear route out of restrictions before they are imposed, while Liz Truss says she is 'uncomfortable' with the current curbs.
One Cabinet minister has even gone as far as to say they will resign if the PM introduced another full lockdown to curb the spread of Covid-19.
And in a sign of the ever-growing threat of further restrictions, Mr Johnson, who has repeatedly insisted that Christmas Day would not be cancelled, cleared his diary today in order to hold emergency meetings with scientists and his advisers, reports The Mirror.
The warnings from MPs and Cabinet ministers come just 24 hours after Lord Frost, up to now a close ally of Mr Johnson, dramatically quit as Brexit Minister slating 'coercive' Covid curbs and high taxes.
Lord Frost walked out with a parting shot at the 'direction of travel' and saying he had hoped the end of lockdown would be 'irreversible'. His departure was described as a 'watershed moment' in what had been an extremely damaging week for Boris Johnson.
It comes as the official number of confirmed cases of the Omicron variant rose by nearly 50 per cent to 37,000 in just 24 hours.
Families are desperate to spend Christmas together after last year's Covid lockdown rules meant millions were forced to be apart or severely scale back their celebrations.
It is understood Mr Johnson is resisting calls for restrictions ahead of December 25, but there are mounting fears they will be imposed after that, spoiling New Year plans for millions.
Scientists are urging the Prime Minister to bring in restrictions quickly, amid warnings that hospitals will struggle to cope with rising infection numbers.
Mr Javid repeatedly declined to rule out imposing tough restrictions before Christmas as he warned there are 'no guarantees' Christmas Day will go ahead without a lockdown. The Health Secretary acknowledged that data about the Omicron variant remained incomplete - but suggested it might be necessary to make decisions before a full picture is available.
'If you wait until data is absolutely perfect it may well be too late,' he said.
The Health Secretary admitted 'everything is under review' after SAGE delivered a grim assessment that the number of infections could reach two million by the end of the month without tougher restrictions - floating a 'circuit breaker' ban on households mixing and closure of non-essential shops.

Rules for Thee, Not MPs: Parliament Mandates Masks for All - Except Politicians
Mask-wearing has once again become mandatory in Britain's House of Commons - for everyone except Members of Parliament.
Guidance published by Sir Lindsay Hoyle, the Speaker of the House, said that requiring masks in the Commons is meant to "ensure that those on the estate are safe while business is facilitated".
Those with "legitimate exemptions" will not be included in the mandate alongside MPs, over whom the Commons authorities have no direct powers to compel mask-wearing, The Telegraph reports.
The requirement then will impact security, cleaning, and cooking staff, contractors, most journalists, and researchers.
The wearing of masks has largely fallen along political lines, with Conservative MPs largely refraining from donning the coverings in Parliament and left-wing Labour and Liberal Democrats mostly choosing to wear masks.
Despite the open displays of mask-wearing, the leader of the Labour Party, Sir Keir Starmer, was forced to refrain from participating in Prime Minister's Questions (PMQs) on Wednesday after he tested positive for the Chinese coronavirus.
Jacob Rees-Mogg, the Leader of the Commons and a Tory MP, has argued that as there are currently no requirements for the workplace and therefore shouldn't apply to Parliament.
"The advice on crowded spaces is with crowded spaces with people that you don't know. We on this side know each other," he added, in an apparent jibe at the Labour Party, suggesting the left-wing members aren't friends with each other.

Despite being in maskless contact with two Texas House Democrats who tested positive for Covid-19, US Vice President Kamala Harris does not plan to self-isolate, her aide told the media.
Harris' spokesperson Symone Sanders confirmed in a statement over the weekend that Harris met with members of the Texas state legislature this week after they 'fled' to Washington, DC to avoid voting on an elections integrity bill in their home state. Three have since tested positive for Covid-19 and will need to quarantine for 10 days. Images of Harris speaking with the Democrats in an indoor setting showed no one appeared to be wearing masks.
Sanders said the vice president did not have "close contact" with the Democrats and only met with two of the three infected.
"Based on the timeline of these positive tests, it was determined the Vice President and her staff present at the meeting were not at risk of exposure because they were not in close contact with those who tested positive and therefore do not need to be tested or quarantined. The Vice President and her staff are fully vaccinated," Sanders said. All three Democrats who tested positive for Covid-19 were previously vaccinated as well.
The Texas Democrats met with numerous other politicians while in DC, including Sen. Chuck Schumer (D-New York), though the Democrat leader said he was not in contact with anyone who was infected.
Harris met with the group on Tuesday. The first positive test came Friday evening and the following two on Saturday. The Texas politicians were heavily mocked on social media following the positive tests, as critics spread images of the politicians making their trek while none appeared to be masking.
The Centers for Disease Control and Prevention (CDC) states that vaccinated individuals do not need to quarantine after being in contact with someone who is Covid positive, but they do recommend monitoring symptoms for two weeks.
Harris has been traveling the country promoting Covid-19 vaccinations. One of the cities she recently visited, Las Vegas, has already gone back to requiring masks for people in indoor settings, with health officials citing recent upticks in cases as the reason. California health officials have put forth the same guidance in Los Angeles.
There have been multiple high-profile cases of people who are vaccinated getting infected with Covid-19. A Foo Fighters concert that had been scheduled for this week required attendees to be vaccinated, but it was ultimately canceled after someone within the "organization" tested positive.
Similar to Harris' situation, United Kingdom Prime Minister Boris Johnson, together with Chancellor of the Exchequer Rishi Sunak, recently came into contact with Health Secretary Sajid Javid, who tested positive for Covid-19. They were not initially planning to self-isolate since they were participating in a 'daily contact testing pilot' which would allow them to continue essential government business even after the risky contact.
However, following a backlash, both the prime minister and the chancellor decided to self-isolate, with Sunak admitting that "the sense that the rules aren't the same for everyone is wrong."

Biden, Boris Will Have Private Talks Before UK G7 Summit This Week
President Joe Biden has announced that he will meet with Prime Minister Boris Johnson in person prior to the meeting of the G7 nations this week in order to reaffirm the "special relationship" between the United States and the United Kingdom, however, potential rifts remain.
Despite long-held concern that Joe Biden would favour relations with the European Union over the United Kingdom due to his anti-Brexit position, the President announced on Sunday that he would in fact first meet with his British counterpart before EU leaders.
"In the United Kingdom, after meeting with Prime Minister Boris Johnson to affirm the special relationship between our nations, I will participate in the G-7 summit," Biden wrote in the Washington Post on Sunday.
The president said that during his European tour, he will be seeking to gain cooperation on the pandemic response and on issues such as climate change, both of which are seen as common ground with the globalist-minded Boris Johnson.
President Biden said that he will also be looking to further his push for a global corporation tax rate of at least 15 per cent.
The British government, which only freed itself from the economic control of the European Union this year, has been seen as hesitant to sign on to such an agreement as it may hamper the country's ability to attract businesses post-Brexit. Yet Biden seems to have won an early victory on this front after the British Chancellor Rishi Sunak indicated last week he supported pegging Britain's rate of tax to the U.S. at the behest of the President.

UK's finance watchdog launches inquiry into Greensill collapse as ex-PM Cameron's lobbying texts to keep firm afloat published
The UK's financial regulator has announced the launch of a formal investigation into the collapse of Greensill Capital, the financial services company former Prime Minister David Cameron lobbied ministers to save.
As the PM's texts and emails were published by MPs on Tuesday, the Financial Conduct Authority (FCA) informed Parliament's Treasury Select Committee of its probe into Greensill, which went into administration in March.
"The FCA is formally investigating matters relating to Greensill Capital UK (GCUK) and Greensill Capital Securities (GCSL), and the oversight of GCSL by its principal, Mirabella Advisers," FCA chief Nikhil Rathi told MPs in a letter.
Rathi said the regulator was working with UK law enforcement and regulatory agencies, as well as overseas authorities, to look at a number of allegations concerning the collapsed firm, "some of which are potentially criminal in nature."
The Greensill debacle rocked Westminster, after newspapers including the Times and Financial Times revealed Cameron had used private communication channels to ask ministers to grant the company financial support intended for firms hit by the effects of Covid-19.
The former Tory PM - who became a senior adviser to Greensill after he left Downing Street - sent texts, WhatsApp messages and emails to government officials, including Chancellor Rishi Sunak.
Several pages of Cameron's correspondence were published by the Treasury Select Committee on Tuesday, revealing how the ex-PM had made offers to buy officials "lunch" and signed off some messages, "Love DC".
In one text to Tom Scholar, the Treasury's permanent secretary, dated April 3, 2020, Cameron said he was "genuinely baffled" that Greensill was refused access to the government's Covid Corporate Financing Facility to support larger firms disrupted by the pandemic.
On April 22, Cameron sent a message about the scheme to Sunak on behalf of Greensill, asking if the chancellor could "give it another nudge over the finish line".
On Tuesday, the firm's Australian founder, Lex Greensill, was grilled by the Select Committee, with MPs asking him multiple questions about his firm's proximity to the government and other issues relating to its collapse.
Labour MP Rushanara Ali accused Greensill of "gaslighting" by appearing to discredit evidence given to the committee by crossbench peer Lord Myners, who likened the company to a 'Ponzi scheme'.
At the start of proceedings, Greensill apologized for the firm's collapse and the subsequent job losses. He said: "To all of those affected by this, I am truly sorry."
Last month, Cameron said in a statement that he was "desperately sorry for those affected" by the demise of the company.

The UK's Treasury Committee has announced it will hold an inquiry into the government lobbying scandal surrounding former Prime Minister David Cameron, which has now engulfed several ministers and is already facing a review.
The cross-party committee of MPs, which examines Treasury expenditure, administration and policy, said in a statement on Wednesday it has agreed "in principle" to an inquiry, which will be launched next week.
The group said their investigation will be into the "lessons" from the scandal, which involves collapsed financial lender Greensill Capital as well as former Tory PM Cameron.
Prime Minister Boris Johnson on Monday announced an independent review by legal expert Nigel Boardman into Greensill and the use of supply chain finance in government, although he did not explicitly mention lobbying.
Earlier on Wednesday, Johnson's Conservative government voted down a plan by the opposition Labour party to hold a wider parliamentary inquiry into the lobbying.
Labour leader Sir Keir Starmer said he wanted a "full" investigation into the scandal, which he said had exposed the "sleaze and cronyism" at the "heart" of the Conservative Party.
Cameron, who became an adviser for Greensill after he left Downing Street, allegedly lobbied ministers on its behalf in a bid to win government contracts for the firm.
His actions included sending text messages to Chancellor Rishi Sunak and taking Lex Greensill, the company's founder, for a private drink with Health Secretary Matt Hancock.

Banking Crisis: Fallout from Greensill Financial Collapse Splatters British Government, as Taxpayers Face Big Losses
Downing Street's dodgy dealings with Citigroup and Greensill show just how far the British government is willing to go to line the pockets of banks and other financial firms while bleeding taxpayers dry.
The collapse of UK-based supply chain finance firm Greensill Capital continues to reverberate. In Germany the private banking association has paid out around ?2.7 billion to more than 20,500 Greensill Bank customers as part of its deposit guarantee scheme after the bank collapsed in early March. But the deposits of institutional investors such as other financial institutions, investment firms, and local authorities are not covered. Fifty municipalities are believed to be nursing losses of at least ?500 million.
Greensill's biggest source of funds, Credit Suisse, has seen its share price plunge by almost a quarter. This is due not only to the fallout from Greensill's collapse but also the impact of losses at its prime brokerage division caused by the stricken U.S. hedge fund Archegos, which are expected to reach ?4 billion. The lender has warned of "considerable uncertainty" regarding the valuation of its supply chain finance fund. More than $5 billion of the roughly $10 billion invested in the fund remains outstanding.
Credit Suisse had assured clients in marketing documents that the debt in the supply chain fund was "low risk". In one factsheet, it also said: "The underlying credit risk of the notes is fully insured by highly rated insurance companies." At the beginning of March, that turned out not to be true. Some clients whose money remains trapped in the fund have threatened to sue.
Greensill's biggest client, Anglo-Indian steel magnate Sanjeev Gupta, is on the verge of bankruptcy. Gupta's GFG Alliance reportedly owes Greensill more than ?3 billion. It began defaulting on its obligations after Greensill stopped lending to the group at the beginning of March. At the end of March Gupta requested a £170 million emergency loan from the UK government, which was duly rejected. Greensill's administrator, Grant Thornton, has been unable to verify invoices underpinning some of the loans to Gupta. Companies listed on the documents denied ever having done business with the metals magnate.
Now the fallout is beginning to splatter the British government, which invited Greensill to participate in its Coronavirus Large Business Interruption Loan Scheme (CLBILS). This is despite the fact the company:
a) wasn't a bank; and
b) was quite clearly already in deep financial trouble. Greensill's participation in CLBILS allowed it to extend even more loans, this time government backed, to Gupta's empire.
Taxpayers will now probably end up holding the bag for those loans.
Special Treatment, Frantic Lobbying
Greensill Capital was the only non-bank financial firm to administer the emergency coronavirus loan schemes. The Treasury has admitted that Greensill was exempt from the capital adequacy and stress tests that would safeguard the public from risk when using other lenders. The apparent reason for this special treatment was that former UK Prime Minister David Cameron, who had joined Greensill as an advisor in 2018, was frantically lobbying Chancellor of Exhchequer Rishi Sunak to hand government loans to the embattled financial firm even as it spiralled toward bankruptcy.
Cameron is believed to have held share options in Greensill Capital worth tens of millions of pounds. Now they're worth nothing.
Cameron's ties with Greensill's eponymous founder, Lex Greensill, date all the way back to 2011, when Cameron's then-cabinet secretary, Jeremy Heywood, brought Greensill - then the head of Citi's supply chain finance division - into 10 Downing Street as a special advisor. Greensill was still on Citi's payroll when he joined the government. As an expose in The Sunday Times reveals, his brief was to convince ministers and senior civil servants to hire Citi to extend early payment to many of the government's biggest suppliers.

The UK government will launch an independent inquiry into lobbying by former PM David Cameron, who allegedly held secret talks with current ministers in a bid to get work for a firm he advised, Boris Johnson's office has said.
Cameron allegedly had unfettered access to ministers as he tried to get the government to adopt a new finance scheme being pushed by financier Lex Greensill, whose eponymous company the ex-PM advised.
Among the claims are that Cameron privately lobbied the health secretary, Matt Hancock, the chancellor, Rishi Sunak, and other ministers without using the proper channels for communication.
The allegations have been dubbed the "biggest lobbying scandal in a generation" by Sir Alistair Graham, the former chairman of the Committee on Standards in Public Life.
On Monday, PM Johnson officially commissioned an independent review, to be led by legal expert Nigel Boardman, into contract tendering and business interaction with the government.
A spokesman for Johnson said: "The Cabinet Office is commissioning an independent review on behalf of the prime minister to establish the development and use of supply chain finance and associated activities in government and the role Greensill played in those."
Cameron has denied breaking any codes of conduct, and a spokesperson for the former top Tory has said he is happy to participate in the investigation.
Pressure has mounted on the government to intervene in the scandal after revelations against Cameron were published by the Sunday Times at the weekend. The paper claims to have seen emails sent by Cameron to Johnson's senior special adviser last year, just hours after Greensill Capital had its application for a government Covid-19 loan rejected.
In one email, Cameron reportedly called on Sunak to make sure Greensill would get one of the loans, which are intended for companies impacted by the pandemic. The former PM also contacted Sunak by text about the loans, according to details released by the Treasury.
Sunak has been summoned to parliament on Tuesday to explain his role in Greensill's access to the government's Covid-19 loan scheme. It is not confirmed if he will appear in person or send a Treasury minister in his place.

A former Goldman Sachs investment banker who donated hundreds of thousands of pounds to the UK's ruling Conservative Party has been officially named as the BBC's new chairman, the government said on Wednesday.
The BBC board chair is appointed by the Queen on the advice of the government and comes with a £160,000 ($221,000) annual salary for three to four days work per week.
Richard Sharp, who was offered the role last month, will serve a four-year term, during which he will be responsible for safeguarding the state-run broadcaster's independence.
The 65-year-old held several senior posts in his 23 years at Goldman Sachs and at one point was the boss of UK Chancellor Rishi Sunak, whom he has also advised in an unpaid role during the pandemic.
Sharp was also economic adviser to UK Prime Minister Boris Johnson when he was mayor of London and has donated more than £400,000 ($554,000) to the Conservative Party.
The ex-banker, who is reported to be a "bipartisan" appointment to the BBC, will be tasked with leading the broadcaster through a tumultuous time.
Last week the BBC became embroiled in a row with China, which banned its international World News channel after the UK media watchdog Ofcom revoked the license of Chinese broadcaster CGTN.
The BBC has also been slammed for alleged diversions from its supposed impartial approach, with accusations of bias in its Brexit coverage among others.

Britain's Chancellor of the Exchequer is "concerned" that health technocrats are "moving the goalposts" in order to justify keeping the country locked down, reports suggest.
Rishi Sunak, technically the Second Lord of the Treasury - Boris Johnson is the First - but in practice the country's chief finance minister, is reportedly keen to see the lockdown ease as soon as possible, as small business owners and workers buckle under the strain of a third national lockdown (and, for many, multiple rounds of punishing regional lockdowns).
The Chancellor is "concerned", however, that the scientists and public health officials driving much of the government's coronavirus response are "moving the goalposts" in order to justify staying locked down, according to a source who confided in the Telegraph.
"Rishi remains where he has been throughout the pandemic - he is pro opening as quickly and as safely as possible," said the source, described by the newspaper as "an ally" of the finance minister.
"This needs to be the last time we [lock down the country]. This is the fat lady sings moment. We can't lock down again. Rishi is concerned that the scientists have been moving the goalposts in recent weeks. It's no longer just about hospitalisations and protecting the NHS but cases and case numbers," they explained.
"Now the target seems to be that we need to keep cases down overall, which wasn't the original aim of the lockdown. Six months ago, the goal was protecting the most vulnerable who end up hospitalised with Covid. Over the last few weeks, the goalposts seem to have shifted with the new variants. The talk has switched to becoming Covid-free."

The government's pandemic strategy has indeed moved dramatically since the early days of the pandemic, when the official line on restrictions was that they would be in place for "three weeks to stop the spread".
It is now no longer even clear if mass vaccination will be sufficient for a true return to normality, with Deputy Chief Medical Officer Jonathan Van-Tam having suggested that inoculations will cease to be effective after a number of months, and that people may "choose" to continue masking up and sanitising their hands in perpetuity.
"I don't think we are ever going to take this virus away out of humankind," the technocrat said recently.
"I think the virus is going to continue to change over time, as the disease has already shown signs of doing - and I think the virus is likely to be with us probably for the foreseeable future - probably in the same way that flu is," he predcted.
"I can't tell you how long the vaccine protection is going to last for. We are very hopeful it is going to be in the region of a very high number of months, possibly a small number of years. But we can't say yet... If the virus is going to continue to change there will come a point where we will have to reformulate the vaccines."

The burden on the British taxpayer has hit levels not seen in 70 years, yet the Treasury secretary is considering tax hikes to make up for the massive budget shortfalls incurred during the Chinese coronavirus crisis and the ensuing lockdowns.
Chancellor of the Exchequer Rishi Sunak is reportedly mulling tax hikes in response to soaring government debt, which have already reached 100 per cent of GDP. The new debt, largely incurred through furlough payments to workers forced to stay at home, could rise above £400 billion this year.
The Chancellor is said to be considering increasing the capital gains tax from 20 per cent to up to 45 per cent, an increase on fuel duties, and raising corporation tax from 19 to 24 per cent - a raid on individuals and businesses to pay for the government's coronavirus lockdown spending spree.
If Sunak were to introduce the tax hikes, the notionally Conservative government under Prime Minister Boris Johnson would usher in a level of taxation unseen in the UK since the post World War II era under Clement Atlee's Labour government, according to the Taxpayers' Alliance, The Telegraph reported.
The chief executive of the low-tax campaign group, John O'Connell, warned that a capital gains tax would adversely affect the prospects of an economic recovery.
"Capital gains tax is a double tax that harms investment, which is precisely what we should avoid if we want to kick-start growth and help create jobs," he said.
Adding: "The sustained tax burden is now the highest it's been since the country was recovering from the Second World War 70 years ago, and any tax rises in the next Budget will put that figure even higher.
"In these difficult times, the Chancellor should give hard-pressed families and businesses a respite from taxes, offer a rescue to struggling sectors and try to revive the economy."
While the 2019 Conservative Party manifesto pledged not to increase VAT, inheritance, and National Insurance taxes, there was no pledge to keep corporation or capital gains taxes down.

Aside from increasing taxes, the Mr Sunak is also reportedly looking to cut spending in the government's March budget, as opposed to the infrastructure spending push favoured by Prime Minister Boris Johnson.
From April to December of last year, government borrowing rose by some £271 billion, with £34 billion borrowed in December, alone, the third most for any month in British history and the most expensive since the start of the pandemic.
Despite the rising debt, borrowing money will remain cheap for the generally robust UK economy, however, reflecting the view of global investors that the UK government is a low-risk debt to lenders. The S&P credit rating agency forecast that the UK will pay less on its debt than it is currently, despite the rising costs of the economic shutdown.
A sovereign debt specialist for the agency, Frank Gill, said: "Our calculation is that the average rate that the UK is paying on its debt today is around 1.8 per cent. That compares to a little over 3 per cent in 2014, so the cost of funding really is very low and we expect it to remain well below the UK's growth performance over the next few years."
"The likelihood is that they'll probably pay even less on their debt in three years' time than they do today," he added.
Last week, the Office for National Statistics (ONS) reported that unemployment in the UK hit five per cent for the first time in over four years, with more than 200,000 people losing their jobs in the three months up to November.
In total, some 828,000 fewer people were employed per company payrolls as of December compared to February 2020, the month before lockdown measures were introduced.

Most people are aware that all countries run their own central bank for the sake of internal economic stability.
We've got the Bank of England, the US has the Federal Reserve, Germany, France, Australia, China, they've all got one and the EU has the European Central Bank too.
And in the US, states have central banks as well.
So you get the idea that Central Banks are essential for the smooth running of the economy. Or more precisely for the smooth running of how the economy is set up today.
But did you know that there's a Central Bank of Central Banks?
And this is the Bank of International Settlements, or BIS, based in Switzerland.
The BIS is wholly owned by 63 other central banks, one of which is the Bank of England.
It looks like just about all EU and EEA countries are involved as well as the US, Korea, China, Vietnam, Turkey, Thailand, Japan, Israel and Switzerland and many more.
The BIS has two principal activities: economic analysis and banking.
And it has two regional offices-one for Asia and the Pacific in Hong Kong and one for the Americas in Mexico City.
The BIS has been around since 1936. But in 2019 it was decided that the BIS would expand its operations. So it is opening what it calls 'Innovation Hubs' in four new locations.
And in a June 2020 press release, BIS said that these would be Toronto, London, Frankfurt & Paris and Stockholm as well as a strategic partnership in New York.
So that looks like the US, the EU and Brexit UK.
And, on top of Switzerland, the BIS already has Innovation Hub presence in Honk Kong and Singapore.
But what surprised me what that I can't find any mention of this in the mainstream press. Sort of surprised me.
And things look to be moving ahead quite fast on this. Because a Statutory Instrument was issued in the last few days to put the BIS, its Governors and staff on the immunity from prosecution list.
And I also managed to find a draft treaty between the UK and BIS laying out the establishment of the Bank for International Settlements Innovation Hub, or BISIH, in London. Yes, a draft Treaty.
And the Treaty talks about immunity and says the bank and its staff will pay no tax here, will be immune from prosecution and:
"The UK shall guarantee to the BIS, including its BISIH London Centre, the autonomy and freedom of action necessary to carry out its Official Activities."
And also:
"The Premises shall be inviolable. No official of the UK or person exercising any public authority, whether administrative, judicial, military, or police, shall enter the Premises unless permission to do so has been given by the General Manager of the BIS, the Deputy General Manager of the BIS, the Head of the BISIH London Centre or their duly authorised representative notified to FCDO Protocol."
All standard procedure I'm sure.
So what's this Innovation Hub going to be doing?
And in a podcast the interim head at the time, BIS head of research Hyun Song Shin said that the Hub would do three things:
"…identify and develop in-depth insights into critical trends in technology affecting central banks."
Now I said that Shin was the interim head of the BIS Hub, but he has been replaced by Benoit Coure, who previously sat on the executive board of the European Central Bank.
Anyway, the Governor of the Bank of England said last year:
"Now more than ever it is important the central banking community does all it can to build a more effective, resilient and inclusive financial system, and technology is an important part of that effort."
And the Chancellor Rishi Sunak called it 'fantastic' and said:
"It presents an invaluable opportunity to connect the expertise of the world's central banks, working collaboratively on innovative new ways to enhance financial services."

U.K. Labor Party: £470M Worth of COVID-19 Contracts Linked to Tax Havens
The U.K. Labor party called for "urgent clarity" over the £470 million (US$624.35 million) it found to have been doled out by the government for ten COVID-19 contracts to companies that are either listed, or have a parent company, in a tax haven, it said in a Thursday press release.
Its recent analysis found that these contracts for personal protective equipment (PPE) were from companies listed in countries such as Malta, Mauritius, Luxembourg, and Dubai - known for their secretive or low-tax financial services industries.
"Taxpayers deserve to know their money is being handled with great care - and that any risks of its misuse through tax havens is carefully handled by this government," Shadow Minister for the Cabinet Office, Rachel Reeves, said.
The U.K. government's public procurement process, she added, "lacks important transparency, we are seeing no real moves to increase clarity or trust."
Labor's dissatisfaction over the government's opaque COVID-related spending has been previously vocalized alongside members of parliament from the Green and Liberal Democratic parties.
In October, several MP's launched judicial review proceedings against the government with The Good Law Project, demanding that it publish details on a roughly £3 billion ($3.92 billion) black-hole of COVID-19 contracts, whose recipients had yet to be revealed despite being legally required to do so within a 30-day period.
The contracts that have been under public scrutiny have also drawn criticism. The Labor party, in its press release, asserts that the Tory-led government has fast tracked hundreds of contracts, and that over £1.5 billion ($2 billion) has gone to friends and donors of the party.
When pressed about this issue in an interview with Andrew Marr on the BBC, Rishi Sunak, U.K.'s Chancellor of the Exchequer - the government's top finance official - declined to acknowledge that the government had misused public funds.
"When you're in the midst of a crisis and you're trying to ensure that you have enough PPE... it was right to try to do everything we can, and I'm not going to apologize for us acting in that way," he said.
Facing allegations that some of his own wealth may also be stashed in offshore tax havens, Sunak, a former investment banker at Goldman Sachs, has been pressured to reveal where his funds are located in order to avoid any potential conflicts of interest while in office.

We also just learned this week this vaccine mogul has already begun testing its experimental mRNA COVID vaccine on children as young as 12.
Also, drug giant Pfizer has already started testing in order to "see its effects in teens and children."
As governments create opportunities to guarantee profits for these transnational giants by pre-ordering tens of millions of doses of unproven COVID-19 vaccines, the company's executives have been busy getting rich of their initial share bounce, selling off shares at record levels, as NPR reports:
"Whether the coronavirus vaccine developed by Moderna succeeds or not, executives at the small biotech company have already made tens of millions of dollars by cashing in their stock. An NPR examination of official company disclosures has revealed additional irregularities and potential warning signs."
If one was to probe Boris Johnson's government for links to Big Pharma of all of its ministers, science advisors and coronavirus task force members - they'll no doubt find copious amounts of evidence revealing their real conflicts of interest with the predatory pharmaceutical industry. This has already been proven with Johnson's two chief medical and science advisors and lockdown architects Chris Whitty and Sir Patrick Vallance.
Tory Chancellor Rishi Sunak, one of the architects of his government's gutting of the country's economy and crushing of its entire High Street and SME business sector, middle and workings classes - also appears to have a potentially jarring conflict of interest relating to Moderna, one of his government's main corporate partners.

'No return to austerity' in the UK, PM Johnson's spokesman says
Austerity will not return to the UK, Boris Johnson's spokesman insisted on Friday, citing the prime minister and his finance minister, Rishi Sunak. However, Sunak is expected to announce a public pay freeze.
"Both the Prime Minister and the Chancellor [of the Exchequer] have been clear that we will not return to the austerity of the past," the spokesman said, answering a question on whether there will be a renewed squeeze on public sector pay. "Departmental spending will increase above inflation on both day-to-day spending and longer-term investment," he added.
However, British media reports say that over four million public sector workers are facing a pay freeze, as the government deficit could hit a peacetime record in 2020-21 amid the Covid-19 pandemic.
Sunak is likely to announce the heaviest public borrowing since World War Two next week. He is also expected to announce the "pay restraint," which would affect soldiers, police officers, teachers and civil servants.
Frontline doctors, nurses and other NHS workers are likely to be exempt from the wage cap, as the country is going through a second - and severe - wave of coronavirus cases.
The government may argue that in the private sector, many people have already faced pay cuts or the loss of their jobs. But unions have warned against a pay freeze, with Frances O'Grady, general secretary of the Trades Union Congress (TUC), saying that "working people must not bear the burden of the crisis."
Rehana Azam, national secretary of the GMB trade union, said that "it's dangerous territory for the chancellor," and remarking that "billions are being wasted, flowing out of the Treasury into the pockets of [the government's] chums," in reference to lucrative contracts reportedly awarded to companies with ministerial links.
Sunak said on Friday that public finances need to be put on a sustainable path over time, after more than £200 billion in support schemes was provided "to protect the economy, lives and livelihoods from the significant and far-reaching impacts of coronavirus."

On November 8, Shadow Business Secretary Ed Miliband called on Johnson to go further than his proposals and "strain every political sinew" to secure a global commitment that leads to "dramatic reductions" in emissions.
The launch of the 'green revolution' plan comes after the departure of two of Johnson's close advisers, former Communications Director Lee Cain and former Chief Adviser Dominic Cummings, both of whom are thought to have opposed an environmental speech until Covid-19 is brought under control.

UK Facing Massive Tax Hikes Following COVID Spending Spree, Warns Think Tank, As Unemployment Rises
The British government may need to increase taxes by over £40 billion per year in order to prevent the debt accrued during the China virus lockdowns from "spiralling upwards", the Institute for Fiscal Studies (IFS) warned in a report.
The think tank's report suggested that a decrease in tax revenue combined with record peacetime spending will force the government to either decrease spending - an unlikely proposition - or increase taxes, in a move that would fly in the face of the 2019 Conservative Party manifesto.
The IFS forecast that the deficit will reach £350 billion this year, representing 17 per cent of British GDP and more than six times initially projected in the March budget.

"Even a government content to keep debt constant at 100% of national income, and borrowing at around £80bn a year, would, under our central scenario, require a fiscal tightening (tax rise and/or spending cuts) worth around 2% of national income in 2024 - over £40bn in today's terms," the report said.
The report noted, however, that these figures are based on the current level of spending, meaning that if the government spends more to prop up industries hit by further lockdown, such as the hospitality sector, then taxes may need to be raised further.
IFS director Paul Johnson said that the money being spent to prop up the economy is necessary to prevent economic collapse. He said that as a result of low-interest rates, Chancellor of the Exchequer Rishi Sunak "shouldn't worry unduly about the debt being accrued as a result. It is necessary."
"Unfortunately, none of this will be enough fully to protect the economy into the medium run. Without action, debt - already at its highest level in more than half a century - would carry on rising," he warned.
"Tax rises, and big ones, look all but inevitable, though likely not until the middle years of this decade," Johnson added.
The report also found that the economic damage during the first half of 2020 caused by the China virus was ubiquitous, with GDP falling in the U.S. and Germany by 11.5 per cent and 14.3 per cent in the European Union as a whole. Yet the sharpest declines in major economies were seen in Spain and the United Kingdom which saw 22.7 and 22.1 per cent falls in GDP respectively.

The prospect of massive tax hikes comes as the unemployment rate in the United Kingdom reached its highest level in three years.
In the three months to August, the unemployment rate rose to 4.5 per cent compared to 4.1 in the previous quarter. During the same time, redundancies rose by a record 114,000, reaching the highest level since 2009 during the last economic crisis.

Boris Johnson tonight warned that the UK cannot ignore the 'flashing warnings' about surging coronavirus cases as he plunged millions of people deeper into lockdown.
Unveiling his new 'Three Tier' system, the PM declared that Liverpool will be the first area to face the highest restrictions - meaning pubs being shut and households banned from mixing altogether indoors or in gardens.
However, there was anger as another swathe of the country is being thrown into the Tier Two bracket, with bars allowed to stay open but households barred from mixing indoors. Many of the locations already have similar curbs, but others - such as Manchester and the West Midlands - will see a tightening.
Confusingly some other places will have their rules loosened, as the arrangements are 'streamlined'.
Insisting he had no choice about acting as the UK racked up another 13,972 Covid cases today - up 11 per cent on last Monday - Mr Johnson said the other options were to 'let the virus rip' or 'shatter' the economy. Liverpool's case rate per 100,000 population has risen by 14.3 per cent over the past week to 609.
At a No10 press conference alongside Chancellor Rishi Sunak and chief medical officer Chris Whitty this evening, Mr Johnson said: 'These figures are flashing at us like dashboard warnings in a passenger jet and we must act now.'
He added: No one least of all me wants to impose these kinds of restrictions, erosions of our personal liberty, but I'm convinced as I've ever been that the British people have the resolve to beat this virus and that together we will do just that.'
However, Prof Whitty risked undermining the PM's delicately calibrated message by cautioning that the 'professional view' was that basic measures in Tier Three 'will not be sufficient' to control the virus. He urged local leaders to use the 'flexibility' in the rules to beef up the restrictions.
More than 17million people are covered by the two higher risk tiers in the government's new system, with the rest of England under the Rule of Six and 10pm curfew on bars and restaurants.

The respected IFS think-tank said an income tax rise of 6p or 7p for every £1 earned could be needed to cover extra public spending over the next five or six years.
It also urged ministers to ditch any plans for setting out a multi-year spending review due to the unprecedented uncertainties facing the economy.
Instead Chancellor Rishi Sunak should set a one-year plan and focus on working out how much more the government will need to lay out dealing with Covid in the future.
The new report by the IFS looked at how much money has been spent and what options are open to the Government.
It found that spending has increased 20 per cent above the Government's original plans before the pandemic.

Britain's Chancellor of the Exchequer Rishi Sunak unveiled a new jobs program on Thursday as prior furlough programs expire and the COVID-19 pandemic threatens to lead the country to another lockdown
Sunak, Britain's finance minister, disclosed details of his plan to parliament that will include:
A new "job support scheme" to subsidize the wages for people engaged in part-time work at small and medium-sized firms.
Loan extensions to companies suffering from virus-related restrictions.
An extension of a reduced value added tax of 5% for the hospitality and tourism industries through the end of March.
New support for the self-employed Britons "on similar terms and conditions as the new jobs support scheme."
In the new job support plan, workers who now have fewer hours due to lower demand will have their pay subsidized by the government, along with a contribution from employers to make up part of that gap.
This program will run for six months beginning in November.
For example, BBC noted, if a worker normally earns £2,000 ($2,540) per month, but is only working 50% of their normal hours, he or she would receive £1,000 ($1,270) of their normal pay, plus £333 ($424) each from their employer and from the government.
This may cause strife among some company bosses who might not want to pay employees for hours they don't work when employers are already facing other financial pressures.
"The big risk is employers shun [Sunak's] new wage subsidy scheme rather than paying up for employees on reduced hours," said Bloomberg economists. "A spike in unemployment as the economy begins its adjustment to a new normal appears inevitable."
The government's prior furlough policy - which has supported more than 9 million workers at a cost of some 39 billion pounds ($50 billion) - expires at the end of October. That program paid about 80% of workers normal wages.
Simon Cureton, CEO of business finance marketplace Funding Options, said of the new program: "Small businesses will breathe a sigh of relief today. The imminence of a 'second wave' [of coronavirus] and the potential return of lockdown restrictions, combined with the knowledge that government support was due to be repealed, put severe pressure on already fraught business owners."
However, Sunak warned that these measures will not be enough to prevent new rounds of layoffs across the country.

"Hard Times Are Here": UK Economy Suffers Record Collapse As GDP Plummets To 2003 Levels
The British economy shrank by a record 20.4% in the second quarter when the coronavirus lockdown was tightest, the most severe contraction reported by any major economy so far, with a wave of job losses set to hit later in 2020, according to Reuters. The (sequential) Q2 GDP slump exceeded the 12.1% drop in the euro zone and the 9.5% fall in the United States.
"Today's figures confirm that hard times are here," said finance minister Rishi Sunak. "Hundreds of thousands of people have already lost their jobs, and sadly in the coming months many more will."
The data confirmed that the world's sixth-biggest economy had entered a recession, with the low point coming in April when output was more than 25% below its pre-pandemic level. In recent months there has been a modest improvement as GDP rose by 8.7% M/M in June. Cumulatively through the first two quarters of 2020, GDP fell by 22%. Given the scale of that shock, the level of GDP at the end of Q2 was in line with the level of quarterly GDP in mid-2003, meaning
The monthly GDP data, however, offered a silver lining: growth restarted in May and quickened in June, when the economy expanded by a monthly 8.7% - a record single-month increase and slightly stronger than consensus expectations. From its pre-virus peak in February to its post-lockdown trough in April, GDP contracted by a cumulative 26%. As government restrictions were subsequently lifted, GDP began to recover, rising by 2.4%mom in May and 8.7%mom in June.
In the final month of Q2, services output accelerated from +1.5%mom to +7.7%mom, manufacturing output accelerated from +8.3%mom to +11.0%mom, and construction output accelerated from +7.6%mom to +23.5%mom. Within the services sector, retail returned to a level around 6% short of its pre-virus peak, while hospitality remained around 83% short. All in all, the level of aggregate GDP in June was still 17% below its pre-virus peak.
The evolution of GDP within the second quarter is encouraging, but the contraction in GDP between the first and second quarter is historic, with the sequential drop in Q2 a record 20.4% qoq. Cumulatively through the first two quarters of 2020, GDP fell by 22%. Given the scale of that shock, the level of GDP at the end of Q2 was broadly in line with the level of quarterly GDP in mid-2003.

According to US broadcaster CNBC, PM Boris Johnson's administration is on the verge of investing £170,000 into Killing Kittens - a company that holds VIP 'adult' parties in cities that include London, New York, Paris, Venice, and Sydney.
The elite sex-parties firm - recently valued at £11.5 million - was founded by British entrepreneur Emma Sayle in 2005. It launched a crowdfunding campaign on the Seedrs investment platform in May, raising £170,000 - which the UK government is set to match through its coronavirus Future Fund scheme, taking the total to a staggering £340,000.
Sayle reportedly told CNBC via email on Tuesday that they were "still awaiting funds, but the Future Fund conditionally approved our application today."
When the deal is complete, the British taxpayer will hold a 1.47 percent equity stake.
The company writes on its website that it provides "a platform where women come first" and hosts parties that "encourage, liberate, build confidence, and allow experimentation," with the "guarantee" that "it's like nothing you've ever experienced before."
In a previous interview, Sayle characterized the risque parties as "anything goes," adding that "they tend to turn into orgies" with lots of "girls on girls."
The Future Fund, which was launched in April, is being delivered by the British Business Bank. Announcing the introduction of the scheme, UK Chancellor Rishi Sunak said it was created to help "innovative" companies survive the Covid-19 pandemic.

Britain's finance minister promised an additional 30 billion pounds ($38 billion) to head off an unemployment crisis on Wednesday, funnelling money to employers, homebuyers and beleaguered hospitality firms to drive a recovery. Rishi Sunak, who was already on course to take state borrowing to World War Two levels with 133 billion pounds of initial coronavirus emergency measures, said he would return the public finances to a sustainable footing over the medium term.
But the former Goldman Sachs analyst promised to press on with using the power of the state to shore up the economy, which has forced his Conservative Party to suspend its traditional pro-market instincts.
"I want every person in this House and in the country to know that I will never accept unemployment as an unavoidable outcome," Sunak told parliament on Wednesday. The world's sixth-biggest economy shrank by 25% in March and April and could be heading for its biggest fall in 300 years in 2020, with the unemployment rate on course to more than double to about 10%, according to official projections. Under a new bonus plan, employers will be paid 1,000 pounds ($1,256) after the furlough scheme expires at the end of October for every worker who returns to their job, provided they are kept on through to the end of January.
With more than 9 million jobs covered by the scheme, the cost of the bonuses could be as much as 9.4 billion pounds. To help hospitality and tourism, hampered by social distancing rules, Sunak announced a cut in value-added tax for the sector to 5% from 20% for six months.
People eating out in August between Monday and Wednesday will receive a 50% discount of up to 10 pounds each, paid for by the government. With close to 45,000 confirmed coronavirus-linked deaths, Britain has been hit harder by the pandemic than any other European country, leaving many people reluctant to return to life as before. Sunak's plan includes a 2 billion pound ($2.5 billion) fund to create six-month work placement jobs for unemployed 16-24 year-olds and more government-funded apprenticeships. A further 3 billion pounds will be spent on improving the energy efficiency of homes and public buildings, which would support more than 100,000 jobs.
The 30 billion pound cost of the plan includes around 5.6 billion pounds in accelerated infrastructure spending announced last week by Prime Minister Boris Johnson. Some employers had urged Sunak to go further by cutting the social security contributions they must pay for their workers.
In a bid to breathe life into the housing market and the broader economy, Sunak raised the lower threshold for a tax on property purchases to 500,000 pounds, four times its current level, with immediate effect until March 31.

Rishi Sunak is planning a 'green industrial revolution' to help to create jobs for people who are made redundant because of the pandemic.
The chancellor is preparing to bolster the government's investment in clean energy as part of an economic stimulus package next month. There could also be a fund to help to 'reskill' workers so they can get green jobs in areas such as insulation upgrades, offshore wind and carbon capture.
The measures are understood to go significantly beyond the Conservatives' manifesto commitment to create two million jobs in clean energy within the next decade. The Tories have promised to cut greenhouse gas emissions to 'net zero' by 2050.
A green industrial revolution is a bit like the original industrial revolution, except for one or two crucial differences: instead of boosting prosperity, creating jobs and stimulating economic growth, it does the exact opposite.
For example, a study by economics professor Dr Gabriel Calzada Alvarez of Madrid's University of Rey Juan Carlos found that for every 'green job' created by the Spanish government, another 2.2 jobs were destroyed in the real economy.
Another study, this time in the UK, found that for every green job created by government 'investment' in the renewables industry, 3.7 jobs were destroyed in the real economy.
Sunak's plan to squander yet more taxpayers' money on green, crony-capitalist boondoggles is depressing but not remotely surprising.
Dr John Constable, energy editor of the Global Warming Policy Foundation (GWPF), warned that this was going to happen in a short paper published last month 'The Fatal Attraction of a Post-Covid Green New Deal.'
Constable says that Net Zero - Britain's answer to the Green New Deal - was 'deeply unwise' even before the economic collapse caused by the government's response to the Chinese coronavirus.
But in the post-Covid-19 world we now inhabit - economies in a state of 'deep contraction', against a background of 'highly significant increases in geopolitical tension' - it is more foolish still.

Over the weekend, Prime Minister Boris Johnson proposed a gradual plan to relax quarantine restrictions, expressing hope that some primary schools could be reopened by June 1. A five-level 'Covid Alert System' was introduced to inform citizens about the varying degrees of restrictions in different areas.
Britain has had over 224,330 confirmed Covid-19 cases since the start of the outbreak, according to Johns Hopkins University, and nearly 32,150 people have died.

Sir Richard Branson is to sell $500 million (£405 million) in Virgin Galactic shares to help save his other businesses including Virgin Atlantic, the Guardian reports.
Virgin Galactic, the American space tourism venture which is 55 percent owned by the billionaire intends to sell 25 million shares via a series of transactions.
The shares, sold via Sir Richard's British Virgin Islands-based shell company Vieco 10, account for around a fifth of the billionaire's stake in the space tourism business.
As reported in the BBC, Virgin Group said it will use the proceeds to support its "leisure, holiday and travel businesses" hit by "the unprecedented impact of Covid-19."
The airline and tourism industry has been badly affected by the coronavirus pandemic as governments around the world imposed travel restrictions to help slow down the spread of the virus.
Last week Virgin Atlantic announced plans to cut more than 3,000 jobs and end its operation at Gatwick Airport.
Virgin Atlantic's flights from Gatwick - grounded due to the collapse in demand caused by the coronavirus pandemic - will not restart. Some routes will be switched to Heathrow.
Rival airline British Airways announced earlier this month it was planning to cut 12,000 jobs, and it also emerged it is considering closing its Gatwick base.
Meanwhile, 15% of the retail estate used by Virgin Holidays will close this year, and the travel firm will be renamed Virgin Atlantic Holidays.
Last month Virgin Australia collapsed into administration and left Virgin Atlantic in severe financial difficulty.
Virgin Atlantic has been seeking emergency investment but is also hoping to gain a state bailout to help the struggling company while travel restrictions are in place.
Branson has been criticized for seeking financial help from the taxpayer due to his vast personal wealth.
As well as selling shares in Virgin Galactic, Branson has said he will put his luxury Necker Island resort up for collateral to secure a UK government loan believed to be around £500 million.
As reported in the BBC, in March Chancellor Rishi Sunak wrote to airlines and airports urging them to find private funding and the government would only step in as a "last resort" during the coronavirus crisis.

Last week, the government announced that it would reimburse employers 80 per cent of their workforces' wages, meaning that businesses affected by the pandemic could go into temporary shutdown without having to lay off staff which would result in millions of people unemployed.
However, noting that a third of Britain's workforce does not earn a regular wage, Mr Farage warned that the government's current coronavirus economic measures will leave those workers at a severe disadvantage. Around a third of Britain's workforce operates limited companies, are self-employed, seasonal workers, or are on zero-hours contracts.
Mr Farage raised the possibility of introducing a Universal Basic Income (UBI) for a short-term period, writing in The Telegraph: "In the middle of a national emergency, something has to be done to make us believe that we really are all in this together.
"The only solution that I can see that could be implemented quickly to help the 11 million people who do not have a fixed income would be the introduction of helicopter money, the policy which results in cash being distributed to individuals directly.
"If £1,000 was paid every month for the next three months into the bank and building society accounts of the adult population, the cost to the country would be £120 billion. This is a vast sum but it could, in fact, be a small price to pay if it maintains national unity in our troubled nation.
"The Irish government is already implementing such plans. It won't be long before Donald Trump does the same in America. [Chancellor of the Exchequer] Rishi Sunak must follow suit."

As the US and the UK, to stem Covid-19 infections, adopt a close-to-wartime approach, with intrusive levels of intervention into social life, these governments - as the corollary to lockdown - are proposing massive bail-outs. At first brush, this may seem both sensible and appropriate. But wait. Bailing out what? Well, financial markets of course, but then ... just about everything: Boeing, the US Shale-oil industry, airlines, the tourist industry, and (in the US) every citizen - through posting them a $1,000, or a $2,000 cheque, this week - or, as is mooted in DC - perhaps one every month. Great! Just like Christmas.
The markets crashed: $½ Trillion in 'liquidity' here; $1.5 Tn there - and there - and there. An alphabet soup of lending facilities - pretty soon you are talking 'real money'. The alphabet soup cloaks the collective size of liquidity available to banks. And likewise for individuals? 210 million US adults X $1,000, X 12 or 18 (months), is a staggering sum of money - closer to $4 Tn, or 18% of US GDP. Likewise, UK Chancellor Rishi Sunak pledged £330bn, or 15% of GDP, to support the economy, on top of a three-month mortgage payment holiday and a slew of tax deferments, and to do, as well, "whatever it takes".
So, how come? How is this money suddenly available - when we have repeatedly been told in the wake of the 2008 crisis that austerity must be the only answer? Well, welcome to the 'new orthodoxy' (actually it is not new at all: France tried it in the eighteenth century when it 'printed' the Assignats). Call it 'helicopter money', or, the so-called 'Modern Monetary Theory': The principle is that it is okay to print money - if governments don't otherwise have it. The point here is that 'helicopter money' (money conjured out of nothing: empty units reflecting no underlying real economic value) is a paradigm change. A major paradigm change.
It is the legacy from 2008. That was primarily a banking crisis: Printing money seemed to work out pretty well then, in the view of the élites. The main reason that those 'experts' have thought that printing money worked in the wake of 2008 was because the Central Banks were able to reflate the financialised asset bubbles.
"But that wasn't success, that was failure", financial guru, Peter Schiff comments. It was a failure because it resulted in even bigger bubbles, and even greater debt - which precisely has set us all up for today's crisis: For we are going into this crisis naked of any real tools to deal with supply-shock.
In 2008, everybody believed the money 'printing' was temporary: Bank balance sheets were all gummed up; and the Fed was going to be able afterwards to normalize interest rates, and shrink its balance sheet. Well, nobody is going to believe that, this time. No, debts will soar - and will be 'forever' debts.
Yet for today's policy-makers, it all seems so reasonable, so plausible: If the Fed floods the financial system with money, interest rates can stay at zero for ever. What's not to like about this? Certainly, it fits with Trump's real estate career, built on low interest, easy debt. Governments now may borrow for a hundred years at zero interest; and banks can lend like fury, as the Fed has dropped the requirement for banks to keep any reserves against their loans (i.e. to 'print' more easy credit for the favoured).
Better still, governments can just conjure the money out of thin air (by monetising its debts): It can use these funds to bail out all those businesses and citizens adversely affected by Covid-19, and become heroes. Welcome to the new 'Orthodoxy'.

Pound plunges to its lowest level in over 30 years
The pound has fallen to its lowest level against the dollar since 1985, as the spread of the coronavirus pandemic spooks investors.
It is currently trading at $1.15, a fall of almost 5% in just one day.
It comes as financial markets tumbled again after major stimulus plans failed to quell fears about the economic impact of the virus.
The Dow and S&P 500 fell more than 7% in early afternoon, triggering an automatic temporary halt to trade.
The FTSE 100 index of top UK firms closed down 4%, with aerospace and travel firms among the hardest hit.
The pound's weakness could partly stem from questions over how the UK government plans to pay for the emergency economic measures it has introduced, says Neil Wilson, chief analyst for Markets.com.
"This is the worst sustained period of sterling selling that I can recall," he says. "The government's massive fiscal package undoubtedly means more borrowing for the UK economy - how do we pay for all this?"
'Economic fight'
UK chancellor Rishi Sunak also revealed a £350bn stimulus package for UK firms, including £330bn of business loan guarantees.
It also included aid to cover a business rates holiday and grants for retailers and pubs. Help for airlines is also being considered. Mr Sunak told a news conference: "Never in peacetime have we faced an economic fight like this one."
Concerns about the damage have spurred a widespread sell-off. France's CAC 40 fell more than 6% while Germany's Dax dropped more than 5%.
Oil prices also plunged to levels not seen since the early 2000s, as demand contracts sharply, but exporters boost supply. The declines have even hit gold and government debt, which are typically considered less risky assets.
Asian markets have fared better than the US and Europe in recent days, but were also lower. Japan's benchmark Nikkei 225 ended Wednesday 1.7% lower, the Hang Seng in Hong Kong fell by 3.3%, and China's Shanghai Composite lost 1.8%.

The government has unveiled a package of financial measures to shore up the economy against the coronavirus impact.
These include £330bn for companies to access loans, support for airlines, a business rates holiday, and help for small firms without insurance.
Chancellor Rishi Sunak told a press conference it was an "economic emergency. Never in peacetime have we faced an economic fight like this one."
And he promised that if this package was not enough, he would go further.
From the hospitality industry to the airline sector, companies have warned that their long term survival is under threat.
Mr Sunak said: "Some sectors are facing particularly acute challenges. In the coming days, my colleague the Secretary of State for Transport and I will discuss a potential support package specifically for airlines and airports."
Prime Minister Boris Johnson said during the same media briefing that "we must do whatever it takes to support the economy". He added: "This a time to be bold, to have courage. We will support jobs, we will support incomes, we will support businesses… We will do whatever it takes."
The chancellor said he was extending the business rates holiday to all firms in the hospitality sector and funding grants of between £10,000 and £25,000 for small businesses. And Mr Sunak said that for those in financial difficulty due to coronavirus, mortgage lenders will offer a three-month mortgage holiday.
'No time for ideology'
He unveiled the measures after the government's chief scientific adviser said about 55,000 people in the UK now have Covid-19, as the NHS moved to cancel all non-emergency surgery and 71 people are now known to have died.
Mr Sunak said: "This is not a time for ideology and orthodoxy, this is a time to be bold, a time for courage. I want to reassure every British citizen this government will give you all the tools you need to get through this." The £330bn package was, he said, equivalent to 15% of UK GDP.
"That means any business who needs access to cash to pay their rent, their salaries, suppliers or purchase stock will be able to access a government-backed loan or credit on attractive terms.
"And if demand is greater than the initial £330bn I'm making available today, I will go further and provide as much capacity as required. I said whatever it takes, and I meant it."
He said the aid package was to help companies "meet the fixed costs of their staff without having to let them go".

Stocks plunged around the world, oil tumbled and demand for safe havens spiked higher after the World Health Organisation officially declared the COVID19 virus a pandemic, and the Trump administration remained unable to detail any further stimulus measures.
Central Banks and their satellites have reverted to the familiar self-defence of selling gold to each other in phased waves - the better to mark the price down to $1635 today. But it's all to no avail: the mood has changed out there, and the undercurrent is to sell stocks. At some point over the next ten days, that will turn into a stampede; and as I never tire of saying, there is no such thing as a gradual panic.
The situation will be exacerbated by the fact that algorithmic programs won't know how to react. "Uncertainty is going to continue to create a lot of volatility," said David Spika, the president of GuideStone Capital Management. "We have no idea how to model it, we have no idea what to expect from it." None of this is rocket science: I fully expect that, by the third week in March, investors will be piling into every safe haven they can find.
There aren't many on offer - if you cut rates, it only acts as a further stimulus to off-risk; European equities wiped out a 2.3% advance sparked by an emergency rate cut in the UK. If you can't come up with a QE3 on steroids, the gloom gets exponentially darker. The symptoms of full-on crisis are now undeniable: Boeing shares fell 13% after revealing plans to draw down all of a $13.8 billion loan, Goldman Sachs slashed all its forecasts, and openly said the bull market is ending, Oil futures tumbled again today as the US Energy Information Administration said commercial crude oil inventories increased by 7.7 million barrels in the week ending March 6, and Brent crude fell 2.7% to $36.20 a barrel.

President Trump offered a lifeline to the United Kingdom by exempting it from an anti-coronavirus ban on travel from Europe, but Boris Johnson's government has thrown it back in his face, claiming the restrictions won't work and complaining about their economic impact.
"The advice we are getting is that there isn't evidence that interventions like closing borders or travel bans are going to have a material effect on the spread of the infection," complained Rishi Sunak, Boris Johnson's Chancellor of the Exchequer.
"That is why we have taken the decisions we have," he said in comments to the Today programme on BBC Radio 4 reported by The Times.
British government ministers have, as yet, taken little direct action on the pandemic besides advise people to wash their hands for as long as it takes to sing the first two verses of God Save the Queen, several times a day.
Discussing the U.S.-Europe travel ban in more detail, Sunak claimed the Trump administration is "still deciding the details of what exactly [the policy] means."
He made it clear that the Johnson administration is concerned by the economic impact of the coronavirus and measures to mitigate it, telling the BBC: "As I talked about yesterday [when presenting the budget], there will be an impact on the demand side of our economy as people are unable to spend in the way they normally would and travel, but it also affects the supply chains for businesses and that impacts the supply side of our economy."
While several European nations are actually exempt from the travel ban - it only applies to members of the European Union's internal tree travel zone, which includes several of the worst impacted nations worldwide - President Trump namechecked only the United Kingdom during his address, a clear signal of interest in the nation.
The clash between Trump's support for Britain and the UK government's pessimism is perhaps unsurprising, as while Prime Minister Johnson is often seen as something of a "British Trump" there are in fact many differences between the two.
For example, Johnson is a committed market-first free trader, where Trump has sought to bring jobs back to America; Johnson is an enthusiast for working with the Chinese Community Party - a stance which already caused ructions with the U.S. and other allies after it saw him agree to involve China in British 5G infrastructure - where Trump sees the regime as a global threat; and Johnson is a supporter of illegal migrant amnesties, where Trump has border control as a key plank in his platform.
While many politicians from countries failing to ban travel from countries infested with the coronavirus have, like Sunak, claimed they would make no difference, they seldom offer any explanation as to how they could not slow its spread.
Mongolia, for example, closed its border with China in late January and restricted travel from Japan and South Korea shortly thereafter.
It did not report its first coronavirus case until March 10th - which arrived via a French worker - buying it significantly more time than countries like Britain and Italy, where it is now endemic.

Mr Sunak said the government would do "everything we can to keep this country and our people healthy and financially secure".
Slower growth. It came as the government's tax and spending watchdog said the UK economy was on course to grow at the slowest pace since the financial crisis this year, even before the outbreak hit.
The Office for Budget Responsibility (OBR) cut its 2020 growth forecast to 1.1%, amid a stagnation in the economy during the final three months of last year.
This would be the weakest performance since 2009. A year ago, the OBR predicted the UK economy would grow by 1.4% this year. Growth is expected to rebound in 2021 to 1.8%, before moderating to 1.5% in 2022 and 1.3% the following year.
However, the forecasts were made before the extent of the coronavirus outbreak in the UK became clear. They do not take into account the emergency government stimulus measures or the cut in UK interest rates announced earlier on Wednesday
There are currently 382 cases of the virus in the UK, and this number is growing.

LONDON (Reuters) - Boris Johnson forced the resignation of his finance minister on Thursday for refusing to toe the line, a sign the prime minister was tightening his control in a government reshuffle designed to deliver his vision for Britain beyond Brexit.

Farage Demands Whole-Life Prison Terms for Terrorists Infected with 'Jihadi Virus'
Brexit Party leader Nigel Farage laid down the law to representatives of other political parties in a Sunday election debate, slamming "liberal elite" weakness and demanding serious action against radical Islamic terrorists.
"Well, we all express our condolences, but nobody apologises, apologises for the fact the liberal elite have given us a ridiculous sentencing system," Farage began when the subject of the London Bridge terror attack by freed terrorist Usman Khan was raised at the ITV debate between representatives of the Brexit Party, Conservative Party, Labour, Liberal Democrats, Scottish National Party (SNP), Greens, and Welsh separatist Plaid Cymru.
"I don't care if these people were in jail for six years or twelve years - if you have committed mass murder, or planned to commit mass murder, you're not just an ordinary criminal: you've got the virus of jihadism," Farage continued.
"And I think these people should never, ever be let out of prison, unless we're absolutely convinced they do not have the jihadi virus - but, of course, political correctness stops us from doing this," he lamented.
Leftist politicians on the panel offered little but platitudes on the subject of sentencing, warning against "draconian" or "knee-jerk" responses to the latest terrorist atrocity, while Rishi Sunak, representing the Conservative party, stressed Boris Johnson's pledge to end the practice of releasing serious criminals on licence halfway through their terms automatically - but Farage was implacable.
"[T]hat won't stop them reoffending," he said bluntly
"There are 74 convicted terrorists out on our streets [on early release licences]; there are 400 returning jihadi fighters on our streets who've come back from Syria - surely whether they serve six years or twelve years isn't the point. Why should they ever be let out again into society?" he demanded.
"Well, our plan is for them to serve the full mandatory term," Sunak repeated woodenly, and blamed European Human Court of Human Rights rulings for the government's inability to sentence terrorists to potentially indefinite custodial terms.
"Is anyone else on the platform concerned there are 74 convicted terrorists out on our streets, and 400 returning jihadis? Do we just ignore it and pretend it's going to go away?" Farage asked.
"This is not just an ordinary criminal. These people want to destroy our civilisation. Surely they should be put in prison for life?" he asked, looking around the stage to the other party representatives for a response - and receiving none.
"Silence," he observed, pointedly.

Fire kills 14 Russian sailors amid submarine speculation

MOSCOW (AP) - A fire on one of the Russian navy's deep-sea submersibles killed 14 sailors, the Russian Defense Ministry said Tuesday without giving the cause of the blaze or saying if there were survivors.
The ministry's statement said the submersible is intended for studying the seabed, but didn't give its name or type. Russia's RBC online news outlet reported it was the nuclear-powered AS-12 Losharik.

Flag No other submarine is the subject of so much speculation and interest as the elusive and Top Secret Losharik (AS-12). She is a deep-diving special missions /engineering boat (read 'spy sub') operated by the Russian Navy on behalf of GUGI (Main Directorate Deep Sea Research). As such she is the successor of two earlier families of special mission subs which were built in the Cold War; the 40m long Project.1851 X-RAY Class and the 70m long Project.1910 UNIFORM Class. The X-RAYs were closely equivalent to the American NR-1 submarine except that they were designed to be carried under the belly of a larger submarine for greater secrecy. The UNIFORM had a similar mission but was larger and and had to carry itself to he mission. The Losharik combines the features of both these submarines being similar in size to the UNIFORM but carried beneath another submarine.

Russian capabilities against undersea cables
Flag A recently published article by British Member of Parliament Rishi Sunak shows the growing awareness of a new fundamental weakness of NATO countries (and many other countries around the world). The concern is that an adversary could gain a strategic advantage by interrupting internet and telecommunications between countries at a critical moment by attacking the numerous Submarine Communications Cables (SCC) which litter the sea floor between countries. There is also the concern that this type of activity could take place within the context of HYBRID WARFARE. The ground truth of this new naval arena clearly favors Russia both in terms of naval investment and the circumstances of geography.
