One D.C.-based transition staffer said he gets most of his information about what's happening with the transition from watching the comings and goings at Trump Tower on the news. "It's pretty secretive," the person said. "What you all know is about what I know. All the work that's being done on personnel is literally being done out of New York, not here."
Rick Dearborn - a former aide to Jeff Sessions - is running the transition day-to-day, but he is not a part of Trump's core inner circle, which besides Kushner, Bannon and Pence includes Reince Priebus, Trump's incoming chief of staff, and Kellyanne Conway, his campaign manager and pollster.
Dearborn did not respond to an interview request. A transition official would not comment on whether Dearborn spends the majority of his time in New York at Trump Tower or D.C.
Much of the big-picture policy work for the first 100 days is being led by a former aide to Sessions (R-Ala.), Stephen Miller, who splits his time between New York and D.C., according to a transition official.
Transition staff told POLITICO that communication between New York and D.C. is improving now that Pence has assumed control. Pence has made regular visits and calls to the D.C. office, and he is likely to take a leading policy role in the administration.
But as the transition team grows in size, it's becoming harder for policy experts to get the attention of Trump's inner-circle. Recently, the transition team has added a new layer of top advisers - more than a dozen business executives - putting even greater distance between the president-elect's top advisers and the people making the majority of the policy suggestions.
"The executive team is doing high-profile vetting, recommendations and recruitment," said Rep. Devin Nunes, part of the transition's so-called executive committee. "They're not asking what our policy is going to be on X, Y, or Z."
Multiple people close to the transition said the best way to influence Trump's policies is to talk to his core advisers in New York. "New York is the fun and the TV cameras, and D.C. is the people who are going into the Pentagon and Labor and Interior. It is not the glamorous end of the stick," a GOP strategist added.

Judiciary issues blitz of subpoenas for Kushner, Sessions, Trump associates
The House Judiciary Committee voted along party lines Thursday to authorize subpoenas for documents and testimony from a dozen current and former Trump administration officials and associates related to the panel's investigation into alleged obstruction of justice by President Trump.
The committee also voted to authorize subpoenas for documents and testimony related to the Trump administration's immigration policies, amid massive outrage by Democrats over conditions in detention facilities at the southern border.
The committee approved the resolution authorizing the slew of subpoenas in a 21-12 vote after a contentious markup Thursday, during which Republicans and Democrats sparred over the setup of former special counsel Robert Mueller's impending testimony and the immigration crisis.
Committee Chairman Jerrold Nadler (D-N.Y.) is now authorized to subpoena twelve current and former Trump administration officials and associates as part of the committee's sweeping probe of alleged obstruction and abuses of power by Trump and others in his inner circle.
The individuals include Trump senior adviser and son-in-law Jared Kushner, former national security adviser Michael Flynn, former White House chief of staff John Kelly, former Attorney General Jeff Sessions and former Deputy Attorney General Rod Rosenstein.
The list also includes former White House aides Rick Dearborn and Rob Porter, Assistant Attorney General for the Civil Division Jody Hunt and former Trump campaign manager Corey Lewandowski, as well as Keith Davidson, the former attorney for adult-film star Stormy Daniels and former Playboy model Karen McDougal, and American Media Inc. executives Dylan Howard and David Pecker.
The resolution approved by the committee Thursday also authorizes Nadler to issue subpoenas for documents and testimony related to the "zero tolerance" policy for illegal border crossings, detention or short-term custody of children or migrant families, and "discussions about or offers of presidential pardons to Department of Homeland Security officials or employees." It is unclear whether Nadler plans to immediately issue the subpoenas authorized on Thursday.
The vote punctuated days of rising outrage over the situation at the border and revelations about the conditions of facilities holding migrants at the southern border. Washington (AFP) - The House Judiciary Committee said Tuesday it was preparing subpoenas of President Donald Trump's son-in-law Jared Kushner and former attorney general Jeff Sessions as it probes Trump's alleged obstruction of the Russia investigation.
The Democrat-led committee said it intends to authorize subpoenas of up to 12 current and former administration officials if they don't readily agree to testify in its investigation.
The officials also include former national security advisor Mike Flynn, former White House chief of staff John Kelly, former deputy attorney general Rod Rosenstein, and former White House deputy chief of staff Rick Dearborn.
Committee chairman Jerry Nadler said they wanted to question the individuals on Trump's actions to interfere with Special Counsel Robert Mueller's Russian election meddling investigation, as well as about the administration's policy of separating families who arrive in the country as undocumented immigrants.
The committee wants to question them "as part of our ongoing investigation into obstruction, corruption and abuse of power by the president and his associates," Nadler said in a statement.
The committee recently interviewed two top sources for Mueller's investigation, former senior White House officials Hope Hicks and Annie Donaldson.
Both provided Mueller significant information supporting his depiction of a number of alleged acts of obstruction by Trump.
But in closed-door interviews with the committee, both refused to answer numerous questions on the same subject, saying the White House had directed them not to reply based on a claim of Executive Branch "confidentiality interests."

House Judiciary Democrats announced Tuesday they are preparing to authorize subpoenas this week for nearly a dozen people connected to President Trump as part of the committee's investigation into obstruction of justice, public corruption and other so-called abuses.
The Democrats will be targeting Jared Kushner, former Attorney General Jeff Sessions, former DAG Rod Rosenstein and others.
House Judiciary Chairman Jerrold Nadler (D-NY) said Tuesday that his committee is moving forward with "efforts to request information from critical witnesses as part of our ongoing investigation into obstruction, corruption, and abuse of power by the President and his associates."
"I remain open to reaching a reasonable accommodation and will not issue subpoenas if the information we are seeking is voluntarily provided," Nadler said Tuesday. "We will get answers one way or the other."
The House panel's top Republican Doug Collins (GA) blasted Nadler and accused the Democrats of trying to "relitigate" Mueller's investigation.
"Today's latest effort to relitigate the special counsel's investigation remains unimpressive and unproductive. Mr. Mueller's team issued more than 2,800 subpoenas before concluding that no Americans conspired with Russia. Even if Chairman Nadler still believes subpoenas are conversation starters, it's hard to imagine this handful of subpoenas will do anything but reinforce the principal conclusions we've been able to read about for months," Collins said in a statement.

President Trump vowed to fight all subpoenas from rabid House Democrats after subpoenas flew in April so he will likely push back on this new round of subpoenas from Nadler.
Democrats no longer legislate. All they do is abuse their power and use money, time and resources to harass President Trump and his associates.

US Prosecutors disclosed in a late Friday court filing that they are concerned for the safety of Maria Butina, the 30-year-old Russian who has agreed to cooperate with the Justice Department after admitting she failed to register as a foreign agent.
The 30-year-old gun-rights activist and former graduate student at American University networked so inventively and tirelessly in Washington that she aroused the suspicion of U.S. counterintelligence and was arrested in July. She found herself in the media spotlight as an unlikely femme fatale until prosecutors walked back one of the original accusations - that she'd been willing to trade sex for getting ahead in her influence operation. After spending five months in jail, Butina admitted having served as an agent of the Russian government without duly notifying the U.S. attorney general. -Bloomberg
The Friday filing was supposed to be sealed, however, it appeared briefly on the public court docket (1:18-cr-00218) for the case before it was quickly removed. In it, prosecutors discuss transporting Butina from jail to appear for interviews at US attorneys' offices in Washington and Alexandria, VA, as well as before a federal grand jury in the capital - information prosecutors specifically did not want public. "Once disclosed, such information could be used by individuals or entities who might seek to harm or intimidate the defendant to prevent her from continuing to cooperate with law enforcement," the filing states. Butina pleaded guilty on Thursday to a single count of conspiracy to defraud the US - admitting to being an unregistered Russian agent who attempted to infiltrate the GOP and National Rifle Association (NRA). As we noted last week, Butina agreed to work with authorities who accused her of gathering intelligence on American officials as well as conservative political organizations. She has been in jail without bail since her arrest.
The American Butina worked with has been identified as Paul ERickson, a longtime GOP operative based in South Dakota with strong ties to the National Rifle Association and the Russian gun rights community. ERickson, who was in a romantic relationship with Butina, allegedly attempted to establish a backchannel between the NRA and Russian Government - while also reaching out to Trump campaign members Rick Dearborn and then-Senator Jeff Sessions in a 2016 email with the subject "Kremlin connection." The email sought a meeting between then-candidate Donald Trump and Russian President Vladimir Putin at an annual NRA convention. The Trump campaign declined the invitation, however Butina allegedly worked with ERickson to try and arrange a meeting between Trump and her boss, former Russian central banker Alexander Torshin - who is believed to be her handler.
Following Butina's arrest, the Russian embassy complained that Butina was being subjected to unwarranted strip searches and denial of proper medical care in an effort to "break her will." Her defense attorney, Robert Driscoll, claims she has suffered health problems in jail and has been denied proper treatment.

US prosecutors on in September argued that Butina should remain in jail pending trial, providing additional evidence that Torshin coordinated her activities - claiming that at his direction she drafted language which would persuade the Russian foreign ministry to let him attend the meeting at the NRA event, which she called a "unique opportunity."

Russia's Foreign Minister To Pompeo: Free Maria Butina
Maria Butina, the Russian woman accused of spying for the Russian government, has been arrested on "fabricated charges" and should be released from jail, Russian Foreign Minister Sergey Lavrov argued in a phone conversation on Saturday with his American counterpart, Secretary of State Mike Pompeo.
Lavrov stressed "the unacceptability of the actions of the US authorities, who have arrested Russian citizen Maria Butina in the United States on the basis of fabricated charges, and the need for her early release," according to a statement from the Russian foreign ministry.
Butina, 29, was indicted on Tuesday on charges of conspiracy and acting as a foreign agent of Russia. The Justice Department accuses her of working at the direction of Alexander Torshin, the deputy chief of Russia's central bank, to infiltrate American political groups. A federal judge decided Wednesday that Butina will remain in jail while she awaits trial. The Justice Department argued that she posed a flight risk because of her contacts with Russian government officials.
The DOJ said in a memo that the government has evidence that Butina maintained contacts with members of Russia's foreign intelligence service, the FSB. She also referred in messages with Torshin to a Russian billionaire as a "funder" of her activities.
The government argued that Butina could either flee the U.S. or enter the Russian embassy, where she would have safe harbor.
Butina was also in a romantic relationship with a Republican political operative named Paul ERickson. ERickson closely matches the description of "U.S. Person 1" in the Justice Department's filings in the Butina case. The person is described as being "instrumental in aiding her covert influence operation."
ERickson has not been accused of wrongdoing, and it is unclear if he knew what Butina was up to or helped her unwittingly.
In May 2016, ERickson sent an email to Trump campaign official Rick Dearborn offering to set up a meeting between Trump and Russian president Vladimir Putin. In the email, entitled "Kremlin Connection," ERickson said that Torshin would act as Putin's intermediary.
The meeting did not occur, though Torshin did briefly meet Donald Trump Jr. on the sidelines of an event at the NRA convention in May 2016.
The Justice Department suggested in its court filings that Butina was not entirely open with ERickson about her motives.
In its memo, U.S. attorney Jessie Lieu wrote that "Butina offered an individual other than U.S. Person 1 sex in exchange for a position within a special interest organization." Butina also complained to Torshin about having to live with ERickson.
The State Department could not be reached for comment about the Lavrov-Pompeo phone call.
