Former PM David Cameron Lobbied UK Govt on Behalf of $1 Billion Chinese Investment Fund: Report
Former Prime Minister David Cameron reportedly lobbied then-Chancellor of the Exchequer Philip Hammond in 2017 to secure government approval for a $1 billion Chinese investment deal.
Mr Cameron - who has recently been embroiled in a lobbying scandal involving government contracts secured during the Chinese coronavirus crisis for Greensill Capital - has been revealed to have allegedly used his government connections to gain approval for an investment pact with Chinese partners.
In 2017, Cameron held a meeting with Chancellor Hammond to discuss the formation of the $1 billion (£718 million) UK-China Fund, of which the former Tory prime minister was set to become the vice-chairman, according to correspondence obtained by The Observer and the Bureau of Investigative Journalism.
The meeting came just 15 months after Mr Cameron resigned following his defeat in the Brexit referendum.
Current rules forbid former prime ministers from lobbying the government for two years. However, as Cameron was not yet employed by the Chinese investment fund, he was able to skirt the lobbying prohibition.
In a 2018 letter to then-shadow chief secretary to the Treasury, Labour MP Peter Dowd, Phillip Hammond wrote that Cameron had disclosed in the meeting "of his plans to create a commercial UK-China fund to invest in innovative, sustainable and consumption-driven growth opportunities".
The letter also revealed that Cameron was successful in securing general government approval of the fund.
"As I noted to Mr Cameron during our meeting, the government is generally supportive of any private sector initiative that furthers UK-China collaboration," Hammond said in his letter to Dowd.
"Mr Cameron did not at that stage have specific plans for his role in the fund, nor did he ask for government support, given the government has no involvement in the staffing of private sector initiatives," he added.
This claim does not appear to be true, however, as the advisory Committee on Business Appointments (Acoba) said that Cameron informed the body that "he would be vice-chairman of the fund and this would be a paid role".
"The independent committee's role is to give advice under the government's rules and make that advice transparent. All other matters - such as whether the rules are right or whether ministers are able to meet former prime ministers - are a matter for the government," Acoba, the ministerial jobs watchdog, said in a statement.
Shortly after the meeting with Cameron, then-Chancellor Hammond publicly endorsed the UK-China Fund during a trip to Beijing.

President Bill Clinton's favorite freedom fighter just got indicted for mass murder, torture, kidnapping, and other crimes against humanity. In 1999, the Clinton administration launched a 78-day bombing campaign that killed up to 1500 civilians in Serbia and Kosovo in what the American media proudly portrayed as a crusade against ethnic bias. That war, like most of the pretenses of U.S. foreign policy, was always a sham. Kosovo President Hashim Thaci was charged with ten counts of war crimes and crimes against humanity by an international tribunal in The Hague in the Netherlands. It charged Thaci and nine other men with "war crimes, including murder, enforced disappearance of persons, persecution, and torture." Thaci and the other charged suspects were accused of being "criminally responsible for nearly 100 murders" and the indictment involved "hundreds of known victims of Kosovo Albanian, Serb, Roma, and other ethnicities and include political opponents." Hashim Thaci's tawdry career illustrates how anti-terrorism is a flag of convenience for Washington policymakers. Prior to becoming Kosovo's president, Thaci was the head of the Kosovo Liberation Army (KLA), fighting to force Serbs out of Kosovo. In 1999, the Clinton administration designated the KLA as "freedom fighters" despite their horrific past and gave them massive aid. The previous year, the State Department condemned "terrorist action by the so-called Kosovo Liberation Army." The KLA was heavily involved in drug trafficking and had close to ties to Osama bin Laden. But arming the KLA and bombing Serbia helped Clinton portray himself as a crusader against injustice and shift public attention after his impeachment trial. Clinton was aided by many shameless members of Congress anxious to sanctify U.S. killing. Sen. Joe Lieberman (D-CN) whooped that the United States and the KLA "stand for the same values and principles. Fighting for the KLA is fighting for human rights and American values." And since Clinton administration officials publicly compared Serb leader Slobodan Milo?evi? to Hitler, every decent person was obliged to applaud the bombing campaign.
Both the Serbs and ethnic Albanians committed atrocities in the bitter strife in Kosovo. But to sanctify its bombing campaign, the Clinton administration waved a magic wand and made the KLA's atrocities disappear. British professor Philip Hammond noted that the 78-day bombing campaign "was not a purely military operation: NATO also destroyed what it called 'dual-use' targets, such as factories, city bridges, and even the main television building in downtown Belgrade, in an attempt to terrorize the country into surrender." NATO repeatedly dropped cluster bombs into marketplaces, hospitals, and other civilian areas. Cluster bombs are anti-personnel devices designed to be scattered across enemy troop formations. NATO dropped more than 1,300 cluster bombs on Serbia and Kosovo and each bomb contained 208 separate bomblets that floated to earth by parachute. Bomb experts estimated that more than 10,000 unexploded bomblets were scattered around the landscape when the bombing ended and maimed children long after the ceasefire.
In the final days of the bombing campaign, the Washington Post reported that "some presidential aides and friends are describing Kosovo in Churchillian tones, as Clinton's 'finest hour.'" The Post also reported that according to one Clinton friend "what Clinton believes were the unambiguously moral motives for NATO's intervention represented a chance to soothe regrets harbored in Clinton's own conscience... The friend said Clinton has at times lamented that the generation before him was able to serve in a war with a plainly noble purpose, and he feels 'almost cheated' that 'when it was his turn he didn't have the chance to be part of a moral cause.'" By Clinton's standard, slaughtering Serbs was "close enough for government work" to a "moral cause." Shortly after the end of the 1999 bombing campaign, Clinton enunciated what his aides labeled the Clinton doctrine: "Whether within or beyond the borders of a country, if the world community has the power to stop it, we ought to stop genocide and ethnic cleansing." In reality, the Clinton doctrine was that presidents are entitled to commence bombing foreign lands based on any brazen lie that the American media will regurgitate. In reality, the lesson from bombing Serbia is that American politicians merely need to publicly recite the word "genocide" to get a license to kill.

Unelected Lords Pass Amendment to Stop No Deal Brexit
Unelected peers in the House of Lords have passed an amendment which could theoretically block Boris Johnson from suspending Parliament so that Britain can leave the EU on October 31st without a deal.

Members of Parliament voted on Thursday afternoon in support of an amendment to the Northern Ireland (Executive Formation) Bill which would prevent the full suspension of parliament if parliament is prorogued.
The Benn-Burt amendment, which outlines that if parliament is suspended, it must be recalled for five days of debate on Northern Ireland, passed 315 to 274 against (majority of 41).
The tally means that 17 Conservative MPs defied the whip and voted for the amendment.
Margot James, Minister for Digital and the Creative Industries, voted against the government and reportedly has resigned. Sky News's Beth Rigby reports that 30 Tory MPs abstained, including Chancellor of the Exchequer Philip Hammond and Secretary of State for Justice David Gauke abstained, and that Prime Minister Theresa May will be calling for those ministers' resignations.

A bill put forward by Remainer Tory MP Dominic Grieve forcing MPs to produce fortnightly reports on the progress of restoring power sharing in Northern Ireland passed by one vote in the House of Commons on June 10th.
The Lords passed a motion on Wednesday by a majority of 103 which would strengthen that legislation, forcing MPs to not only produce the report, but present it fortnightly, as well, resulting in parliamentarians having to sit in the weeks leading up to the Halloween Brexit deadline.
The Northern Ireland (Executive Formation) Bill is returning to the Commons for a further vote on Thursday.
The Guardian reports that 13 Tory Remainers are set to back the bill that includes the anti-Brexit amendment, with support from the pro-EU Liberal Democrats and the Labour Party, the latter having recently hardened its official position against a clean exit.
BBC Newsnight's Nicholas Watt said on Wednesday that a number of ministers could resign to back the bill, saying: "Tonight I've learnt there are big discussions amongst big ministers about whether they should resign tomorrow. It is to support a possible vote in Parliament which would effectively block the next prime minister from suspending Parliament."

Regulators, not lawmakers, should decide whether Facebook needs a banking license to launch the new digital currency Libra, according to Philip Hammond, Britain's outgoing finance minister.
Hammond also told CNBC on Monday that the British government will "engage" with Libra and won't try to stop it.
This week in the U.S., Senate and House committees are due to examine Facebook's proposed Libra currency and how it might impact consumers, investors, and the U.S. financial system.
The social network's digital token is being launched as a solution for the number of people in the world currently operating without access to banking services. It is also viewed as a potential money maker for Facebook who would likely compete with the multi-billion-dollar remittance market.
President Donald Trump recently said on Twitter that Facebook would need a banking license to operate the currency.
But speaking to "Squawk Box" on Monday, U.K. Finance Minister Philip Hammond said requiring Facebook to become a bank was a decision that should not be made by lawmakers.
"That is an issue for the regulators. We have an independent regulatory system as you do and that is essentially an issue for the regulators to determine, not for politicians to determine," said Hammond.
The British government had made a decision to engage with the concept of Libra, saying that if properly regulated it could be "a very positive thing," he added. "We're not going to turn our back to it or try to stop it. We're going to engage with it and try to work with others to ensure that it is effectively regulated."
However Hammond warned that, without proper scrutiny, Facebook's proposal could introduce "great risk" into the financial system as it could quickly be adopted as a tool for money launderers and sponsors of terrorism. He added that he viewed Libra as being different from bitcoin - the world's most popular cryptocurrency - because the two coins had contrasting ownership structures.

Rees-Mogg's comments at the second European Parliament in Strasbourg, France, where Brexit MEPs sat together for the first time today - and made headlines by turning their backs in protest at the European Union "national" anthem - came after an intervention in the Brexit debate by Chancellor Philip Hammond.
Taking on the project fear mantle of his predecessor George Osborne who made a series of lurid predictions about what would happen to the British economy if the nation merely voted for Brexit, never mind actually going ahead with it, Hammond warned Tuesday that a full withdrawal from the European Union could cost the nation £90 billion.
His remarks were meant as a warning to the two men presently in the running to become the next Prime Minister of the United Kingdom, Boris Johnson and Jeremy Hunt, but they were challenged by Rees-Mogg who accused him of resurrecting project fear. She said:
"Hammond claiming that £90bn would be lost by clean Brexit is just another example of project fear. It is absolutely ludicrous - we were told before that if we even voted to leave - which we did - half a million jobs would be lost, public debt would go up, and we'd head straight into recession. All of that was fear mongering.

UK-listed firms will become the first foreign companies to be able to list in mainland China under a new stock link.
Chancellor Philip Hammond is due to launch the London-Shanghai Stock Connect project on Monday.
Companies will sell shares through dual listings on the Shanghai and London Stock Exchanges.
The Treasury said the project will open up British firms to new investors, and allow companies from each country to raise capital in the other.
"Stock Connect is a groundbreaking initiative, which will deepen our global connectivity as we look outwards to new opportunities in Asia," Mr Hammond is expected to say at the launch, according to a statement from the Treasury.
"London is a global financial centre like no other, and today's launch is a strong vote of confidence in the UK market."
The London-Shanghai Stock Connect project has taken four years to develop. It will enable companies to list on both exchanges using depositary receipts.
These certificates - which represent an ownership of ordinary shares of a company - allow foreigners to buy a stake in a company of another country without the risks associated in investing in a foreign stock directly, such as differences in currency and accounting practices.
More than 260 of the 1,500 companies listed in Shanghai will be potentially eligible to take part of the project and list in London.
Kicking off the initiative, London investors will be able to trade the global depositary receipts of China's securities brokerage Huatai from Monday.
The UK is seeking to tap into China's growing market. China is expected to have more than $17 trillion ($13.5 trillion) in assets under management (AUM) by 2030, having had $2.8 trillion AUM in 2016.

British finance minister Philip Hammond has fired the starting gun for the race to succeed Bank of England Governor Mark Carney, but concerns about Brexit may keep some potential contestants on the sidelines.
Britain is unusual in throwing open the invitation to run its central bank to candidates from around the world.
Yet Carney's tenure - the first for a foreigner at the BoE - has been seen as a success (yea sure ask a citizen what they think) for the country's financial diplomacy, and the government is keen to promote what it calls a "global Britain" after the country leaves the European Union.
The chances are high that the Canadian's successor was somewhere among the thousands of delegates at the International Monetary Fund's half-yearly meeting last week, where Hammond told media the process for finding a new governor was "getting underway".
Attendees included all four of the BoE's current deputy governors, the head of Britain's market regulator as well as central bankers, academics and other policymakers from across the globe.
The role becomes vacant on Feb. 1 next year when Carney leaves after over six years on the job. This followed five years as governor of the Bank of Canada - during which he was courted by Hammond's predecessor, George Osborne, when they met at international meetings in 2012.
But the next BoE governor will have to reckon with a sharply divided political backdrop on top of the obvious challenges that Brexit poses as regards short-term growth and longer-term regulatory relations with the EU.
"There may be some candidates who might be deterred from an application because of the political debate around Brexit, which inevitably the governor of the Bank of England can't avoid being part of," Hammond said in Washington.
Carney has been criticized by members of hardline pro-Brexit faction of the Conservative Party.
Jacob Rees-Mogg last year labeled Carney a "wailing banshee" and a "failed second-tier politician" who gave unfairly negative forecasts of the economic impact of Brexit. Boris Johnson, when foreign secretary, was dismissive of BoE predictions of Brexit damage.
Shortly after coming to power, Prime Minister Theresa May said in a speech that the BoE's quantitative easing had damaging side-effects.
Brexit has certainly put off many other job-seekers. Recruitment agencies report falling numbers of job searches from overseas and net immigration to Britain by EU nationals fell to the lowest since 2009 last year - though non-EU immigration rose strongly.

Elsewhere, Mr Johnson claimed in The Telegraph the government had "chickened out" of delivering Brexit and told Ms May to set out "convincing proofs" of how the next phase of the negotiations will be different from the last to win support for her deal.

The chancellor, Philip Hammond, also believes Lidington should take over if May refuses this week to seek a new consensus deal on Brexit. Sajid Javid, has agreed to put his own leadership ambitions on hold until the autumn to clear the way for Lidington - as long as his main rivals do the same. The relatively unfamiliar - especially outside the UK - Lidington "is understood not to be pressing for the top job but is prepared to take over if that is the will of cabinet. He would agree not to stand in the contest to find a permanent leader." A cabinet source said: "David's job would be to secure an extension with the EU, find a consensus for a new Brexit policy and then arrange an orderly transition to a new leader." Lidington's friends want him to pledge to allow the cabinet to decide Brexit policy in order to get Hunt and Gove on board, urging the three cabinet heavyweights to work together to take control of the government.
Michael Gove, a leading Brexiteer in the 2016 referendum, and Foreign Minister Jeremy Hunt also have some support. Hunt, the foreign secretary, does not support Lidington because he believes he would do a deal with Labour to take Britain into a permanent customs union with the EU, although he has lost confidence in May's ability to take advice or deliver the deal. Meanwhile environment secretary Gove has a leadership team in place and a raft of supporters who have been recruited in a series of secret dinners hosted by Mel Stride, the Treasury minister. Gove is said to be ready to support Lidington if others do but is sceptical that agreement will be reached.

Bank Of England Urged To Hand Over Venezuela's Gold To Guaidó
Guaidó has already written to Theresa May asking for the funds to be sent to him.
Just hours after The Bank of England refused to hand over $1.2 billion of Venezuela's gold from its custody vaults (stored there after the completion of a gold-swap transcation with Deutsche Bank) to President Maduro (after heavy lobbying from US officials), The Guardian reports that a UK foreign office minister is now urging the same Bank of England to transfer the bullion to the self-proclaimed interim leader Juan Guaidó.
In a statement to British MPs, Sir Alan Duncan said the decision was a matter for the Bank and its governor, Mark Carney, and not the government. But he added:
"It is they who have to make a decision on this, but no doubt when they do so they will take into account there are now a large number of countries across the world questioning the legitimacy of Nicolás Maduro and recognising that of Juan Guaidó."
Guaidó has already written to Theresa May asking for the funds to be sent to him.
The former chair of the foreign affairs select committee Crispin Blunt said the current Venezuelan central bank president was not legitimate, since he had not been appointed by the country's national assembly.
Blunt has sent letters to the foreign secretary, Jeremy Hunt, and to the chancellor, Philip Hammond, urging a decision.
Notably, the reason the BoE initially gave for its initial refusal to release was due to its insistence that standard measures to prevent money-laundering be taken - "including clarification of the Venezuelan government's intentions for the gold."
"There are concerns that Mr. Maduro may seize the gold, which is owned by the state, and sell it for personal gain," the newspaper said.
Separately, as we reported previously an official told Reuters that the repatriation plan has been held up for nearly two months due to difficulty in obtaining insurance for the shipment, needed to move a large gold cargo:
"They are still trying to find insurance coverage, because the costs are high," an official told Reuters.
All of which appears to have suddenly been swept under the carpet now Guaidó has been installed.

Gavin Barwell, in cahoots with fellow Remainer David Lidington (Minister for the Cabinet Office), is holding talks with Labour MPs regarding their preferred - and the most likely - option at this stage: a Second Referendum. The terms of this referendum will, of course, be so rigged as to divide the Brexit vote and secure something much closer to Remain and many miles from the Brexit that the majority voted for in June 2016.
Meanwhile, Cabinet Office lawyers are busy working on ways to revoke Article 50 (Britain's exit from the European Union). Furthermore, Lidington, Amber Rudd, Philip Hammond, and the rest of the Remainer Conservative cabal are plotting a series of free votes in Parliament (the deal, no deal, Norway, second referendum), confident that the second referendum is the only thing Parliament will go for...

It's becoming increasingly clear, isn't it, that all the events leading up to Brexit referendum vote in June 2016 were completely irrelevant. Worse, the victory won by the 17.4 million people who voted Brexit, was an illusory triumph. So busy were the Brexiteers celebrating and imagining that they had won that they didn't notice the galvanising effect this had on the Remainer Establishment - which only redoubled its efforts to make sure Brexit never happened.

During a hearing scheduled to take place on November 27, British MPs and their Canadian counterparts want Facebook founder Mark Zuckerberg to appear before an "international grand committee," saying that his "evidence is now overdue and urgent".
"We call on you to take up this historic opportunity to tell parliamentarians from both sides of the Atlantic and beyond about the measures Facebook is taking to halt the spread of disinformation on your platform, and to protect user data," said Damian Collins, Tory MP who chairs the UK's Digital, Culture, Media and Sport Committee.
This comes a day after British Chancellor Philip Hammond announced that the government would slap a digital services tax on the domestic revenue of "established tech giants," including Facebook. Moreover, last week the UK Information Commissioner's Office imposed a maximum allowable fine of 500,000 pounds (some $645,000) on Facebook for "serious breaches of data protection law."
This year, Facebook's chief found himself at the center of a firestorm that erupted after the personal information of up to 87 million Facebook users had been harvested without users' permission and used for political purposes by the UK-based Cambridge Analytica consultancy firm.
Zuckerberg was subsequently questioned by the US Congress and the European Parliament. He declined to appear before the UK parliament and sent less senior representatives instead. The founder of the world's biggest social network apologized to Congress and called the data leak his own mistake, pledging to step up efforts to improve users' privacy. MEPs pressed him on Facebook's global influence and use of personal data, but Zuckerberg's testimony left the European politicians disappointed, with some criticizing him for clamping down on the spread of fake news.

UK pound falls, UK politicians reel after Trump broadside
LONDON (AP) - The British pound fell and U.K. politicians reeled Friday from the tornado-blast of U.S. President Donald Trump, who humiliated Prime Minister Theresa May, dashed hopes of a quick U.S.-U.K. trade deal and praised May's opponents in the high-stakes battle over Brexit.
All in just 24 hours in Britain.
In an interview with The Sun newspaper, Trump slammed May's plans for Britain's departure from the European Union and praised her political rival Boris Johnson, who quit May's Cabinet this week over Brexit differences. He also criticized immigration in Europe and declared that London Mayor Sadiq Khan, a Muslim, had failed to stop terrorism.
The pound fell 0.6 percent to $1.31 after Trump's comments, and May's government struggled to put a brave face on a presidential visit that has veered wildly off course.
"Trump claimed that Theresa May's current Brexit plan 'will probably kill' any potential U.S. trade deal, a comment that not only undermines the prime minister at the end of an already challenging week, but one that understandably sent sterling sharply lower," said Connor Campbell, an analyst at SpreadEx.
In Britain, where vicious differences are often masked by formal politeness, many politicians expressed shock that the U.S. president could be so downright rude.
In one of the milder responses, Universities Minister Sam Gyimah tweeted: "Where are your manners, Mr. President?"
Labour Party foreign affairs spokeswoman Emily Thornberry said "Donald Trump ought to have listened to his mother."
"I am assuming that his mum told him that when you go to someone's house you do not insult the host," Thornberry said.
Trump's Brexit broadside came as May was trying to shift stalled divorce negotiations with the EU into higher gear. Britain will leave the bloc in March, but the two sides have not yet agreed on what sort of relationship they will have after that.
On Thursday, as Trump flew into Britain, May's government published a plan that includes free trade in goods and a common trade rule book with the EU.
Trump said such a deal "will probably kill" any prospect of a U.S.-U.K. free-trade agreement. Boosting trans-Atlantic trade ties was one of Britain's main goals for Trump's first official visit to the U.K. as president.
May was hosting Trump for talks Friday at her country residence, Chequers, over a lunch of Dover sole, Chiltern lamb and lemon meringue pie.
Trump and his wife Melania will also have tea with Queen Elizabeth II at Windsor Castle later Friday.
With considerable optimism, Treasury chief Philip Hammond said May was looking forward to her talks with the president.
"I'm sure there will be a very positive discussion," he said.
But the truth is that Trump's attack could weaken May's already fragile hold on power. Her Conservative government is deeply split between supporters of a clean break with the EU and those who want to keep close ties with the bloc, Britain's biggest trading partner.
Brexit Secretary David Davis and Johnson, the former foreign secretary, both quit this week to protest May's trade plan. Johnson, who helped lead the campaign to take Britain out of the EU, accused May of killing "the Brexit dream."
In his interview, Trump praised Johnson - another unpredictable, talkative populist with a distinctive mop of hair.
"I think he would be a great prime minister. I think he's got what it takes," Trump said.
Trump also renewed his attack on Khan, London's mayor. The two politicians have clashed on Twitter over Trump's ban on immigrants from several mostly Muslim countries and on the president's views on crime and terrorism in Britain.
Trump claimed that London's first Muslim mayor "has done a very bad job on terrorism" and said Khan "has not been very hospitable" to him.
Khan's office gave permission for London protesters to fly a 20-foot (6-meter) balloon depicting the U.S. president as a screaming baby near Parliament as part of nationwide demonstrations Friday against Trump's visit.
Khan noted that other European and American cities had, like London, experienced terrorist attacks.
"And it's for President Trump to explain why he singled me as the mayor of London out and not the mayors of other cities and leaders of other cities," he told Sky News.
Some opposition lawmakers called for the British government to cancel Trump's tea with the queen.
Labour Party lawmaker David Lammy tweeted that Trump "hates that London chose a Muslim mayor. The President is racist. He does not deserve to meet our Queen today #StopTrump."

The Defence Secretary raised the spectre of nuclear war as he demanded more investment in the military.
In chilling comments aimed at Chancellor Philip Hammond, Mr Williamson said funding for defence was about 'making sure things do not happen'.
He said if the UK did not have an effective army, air force and navy the country might have to 'turn to the greatest deterrence of them all'.
The Royal United Services Institute Sea Power Conference in London, Mr Williamson said: 'You do not want to be in a position where your only deterrence against threat and against aggressors is a nuclear deterrence.
'We have got to talk about deterrence being full-spectrum, right across the board.
'It is sometimes difficult to explain to people that actually investing in our armed forces is all about making sure that things do not happen.
'It is about aircraft carriers, it is about a presence in the Pacific, it is a presence in the North Atlantic, it is a presence in the Mediterranean and in the Gulf with conventional frigates and destroyers that are able to say that Britain is interested, Britain cares, Britain will protect our interests and our values.
'If we do not have that conventional deterrence and the ability to deter through conventional forces, then what we will find ourselves in is a place that none of us wish to be in and having to turn to the greatest deterrence of them all.'
Mr Williamson said last year the Royal Navy had to respond on 33 occasions to Russian vessels approaching UK waters as an example of the continuing threat.
'It goes to show the increasing aggression, the increasing assertiveness of Russia and how we have to give the right support to our Royal Navy in order to give them the tools to do the job and keep Britain safe,' he said.
The Defence Secretary said that at a time of rapid technological change, the Government needed to work with industry to ensure the forces had access to the latest developments far more quickly than at present.
'It takes 15 to 20 years-plus to procure an aircraft carrier. How many models of iPhone will have been procured and developed in that time?' he said.
'If we do not have technology and be able to use technology and bring technology into our ships, into our submarines at a much faster pace, then we will always be behind our enemies.'

Boris Johnson's Brexit 2.0: Can the New PM Deliver?
Boris Johnson, the public face of the Brexit campaign, won the contest to succeed Theresa May as British prime minister, taking over a country in crisis and a government on the brink of breaking apart.
After a six-week leadership race, which he led from the start, 55-year-old Johnson defeated his rival Foreign Secretary Jeremy Hunt by a landslide in a ballot of the Conservative Party's roughly 160,000 members.
"I say to all the doubters ... we are going to energize the country, we are going to get Brexit done on Oct. 31, we are going to take advantage of all the opportunities that it will bring in a new spirit of can do," Johnson said in acceptance speech. "Like some slumbering giant we are going to rise and ping off the guy ropes of self-doubt and negativity."
The pound erased the day's losses against the dollar, and was up against all major peers after the announcement.
The result marks the end of a bruising battle for the biggest job in British politics and the start of what threatens to be a brutal new phase in the civil war inside the government over Brexit.
The incoming prime minister has just 100 days to negotiate a new divorce deal with the European Union before the U.K. is due to leave the bloc at the end of October.
He must do so despite opposition from the EU and a growing rebellion from his own colleagues, including a group of ministers quitting the government because they can't work for him. Within minutes of Johnson's victory, Justice Secretary David Gauke confirmed he was resigning from the government.
An hour later, International Development Secretary Rory Stewart also announced he would quit. On Sunday, Philip Hammond said he would stand down as finance minister. Hammond has declined to rule out voting to topple Johnson's government if it's the only way to stop a no-deal Brexit.
The rebels inside the party Johnson now leads are vowing to fight his policy of exiting the EU with or without an agreement -- "do or die" -- by the hard deadline of Oct. 31. Adding to his problems is the Tories' lack of an automatic majority in Parliament -- and Democratic Unionist Party, the small Northern Irish grouping that props up the Conservatives, wants to renegotiate the terms of its continuing support.
Even with the DUP on board, Johnson's majority is perilously small, after a number of defections and defeats. Some Conservative believe a general election is inevitable and Johnson's team have been war-gaming their options for a snap poll in the fall.

The revelations over Atlantic Bridge have triggered questions about the role played by Fox, chair of the charity's advisory council, and that of four of its UK members: William Hague, George Osborne, Chris Grayling and Michael Gove. As a UK charity, the organisation enjoyed tax breaks but had to comply with strict rules prohibiting it from promoting business interests.
The charity's political agenda, which it articulated in conferences devoted to issues such as liberalising the health sector and deregulating the energy markets, chimes with the thinking of many on the right of the Conservative party whom Cameron has been keen to check as he holds the Tories to the centre ground of British politics.
Lib Dem peer Lord Oakeshot said: "Dr Fox is a spider at the centre of a tangled neocon web. A dubious pattern is emerging of donations through front companies. We need to establish whether the British taxpayer was subsidising Fox and his frontbench colleagues. What steps did they take to ensure Atlantic Bridge didn't abuse its charitable status?"
Werritty, the group's UK director, was funded by a raft of powerful businessmen including Michael Hintze, one of the Tories biggest financial backers whose hedge fund, CQS, has investments in companies that have contracts with the Ministry of Defence; Poju Zabludowicz, chairman of the Britain Israel Communications and Research Centre, who chairs a US munitions company; and the Good Governance Group, a private security firm set up by a South African businessman, Andries Pienaar, who also has an investment firm, C5 Capital, focused on the defence sector.
The potentially explosive mix of big business interests and politicians that triggered Fox's demise is the subject of an investigation by the cabinet secretary, Sir Gus O'Donnell. Murphy said it was essential that the government then referred the wider issues to Sir Philip Mawer, the independent adviser on ministers' interests. "He should look at the issues in their entirety to establish precisely how this never happens again," Murphy said.
Questions are being asked over the role played by an organisation called the Sri Lankan Development Trust, whose headquarters were listed at the Good Governance Group. The trust paid for three of Fox's trips to Sri Lanka. In a statement the group said: "Our involvement with the Sri Lankan Development Trust was not done for profit or at the behest of any clients."
Arriving at the Ministry of Defence to take up his new role in charge of the department, Philip Hammond, the new defence secretary, said Fox had "done a great job".

Liam Fox resigned last night amid allegations that he asked a wealthy Tory donor to fund his best man and former flatmate Adam Werritty.
Dr Fox quit when he learnt he was to face a torrent of new claims about damaging conflicts of interest between Mr Werritty's backers and his role as Defence Secretary.
He fell on his sword after the millionaire money men turned on him and deliberately leaked details of how £157,000 was paid to Mr Werritty to let him fly around the world with Dr Fox.
Today the Mail reveals that venture capitalist Jon Moulton agreed to fund Mr Werritty's globetrotting after he bought a defence company that makes components for aircraft including RAF fighter jets and troop transporters.
In a shattering blow to Dr Fox's credibility, Mr Moulton, who gave Mr Werritty's company Pargav £35,000, made the explosive claim last night that Dr Fox solicited his cash.
Earlier Mr Werritty, who had styled himself as Dr Fox's adviser despite having no official role, had been quizzed for a second time by an official working for Sir Gus. She found his answers about his activities confusing.
Knowing he might be forced out, Dr Fox telephoned David Cameron at around 2.30pm to say he would quit.
Sources said the Prime Minister was 'taken aback' when he received Dr Fox's call at his constituency home.
Mr Cameron had been at pains to give the Defence Secretary space to clear his name, partly because of his reluctance to offer up ministerial scalps to media firestorms but also because he knew the Right of the Tory Party would react with fury if he was seen to cut Dr Fox adrift.
Dr Fox was replaced by Transport Secretary Philip Hammond, whose job went to rising star Justine Greening, the Economic Secretary at the Treasury.
Arriving today at the Ministry of Defence for the first day in his new post, Hammond said that Fox had 'done a great job' as defence secretary.
Dr Fox had tried to brazen out the scandal for nearly two weeks but gave up yesterday after the publication of details about Mr Werritty's money men opened the floodgates to new claims about conflicts of interest.
The Mail can reveal that Mr Moulton, a longstanding donor to Dr Fox, paid £60million for defence firm Gardner UK in February 2010. Eight months later he gave money to Mr Werritty.
But his donation occurred during the Government's Strategic Defence Review which meant £5billion of cuts. The RAF aircraft which used Gardner's components escaped unscathed.
Few middle-aged Tory men can claim to be friends with a glamorous Australian pop star but Dr Fox counts Natalie Imbruglia among his close pals.
His parties are legendary and last month a gathering he organised to mark his 50th birthday attracted former prime minister Baroness Thatcher, who had been forced to miss an event held at Downing Street in honour of her own 85th birthday last year.

I suppose the other question, given the abuse of five eyes, how much are David Cameron, Philip Hammond (who was Foreign Sec before BoJo) and George Osborne implicated. Given Obama's intervention in the EU referendum, I suspect the Steele document was a reciprocal deep state pact to stop Brexit and Trump.
Now the blockade has gone, I think this could very well bring down the House of Commons as well as the House of Representatives - perhaps it is what Bercow is afraid of.
