Cebu City (CNN Philippines, April 11) - The Philippine National Police (PNP) on Thursday said the murder case of 16-year-old Cebu student Christine Lee Silawan has been solved with the arrest of her killer.
Police General Oscar Albayalde saw face-to-face 43-year-old suspect Renato "Renren" Payupan Llenes in Cebu City. The PNP chief said the suspect voluntarily admitted his crime through an extra-judicial confession because he was "haunted by his conscience." He added the suspect detailed his motive and method of how he gruesomely killed the Cebuana teenager.
He said Llenes used a fake Facebook account to lure Silawan, posing as a young teenage boy. The two kept in contact. When it was time to meet up for the first time on March 10 at the Sacred Heart of Jesus Parish church grounds, he posed as the driver of her supposed Facebook chat mate to get Silawan to go with him.
Albayalde said the suspect said he killed Silawan by stabbing her multiple times with scissors, driven by a fit of jealousy. He added Llanes skinned the Cebuana teen's face with the knowledge he gained through YouTube tutorials; he did so to avoid anyone identifying the victim who was found in a vacant lot in Barangay Bankal, Lapu-Lapu City in Cebu on March 11.
"Gidunggab nako siya sa gunting dayon akong gihiwa iyang nawng para dili mailhan [Translation: I stabbed her with a pair of scissors and peeled of her skin so she won't be recognized]," Llenes said.
Albayalde also said Llanes attempted to rape Silawan, which was why she was found naked from waist down. After peeling off her face, Llenes took the victim's bag and carried the skin and walked away from the crime scene.
Albayalde said Llenes was under the influence of illegal drugs, which the suspect admitted.
Albayalde said they have retrieved evidences linking Llanes to the crime, such as the bloodied scissors and his shirts with drops of blood. Police have sent the evidence to the crime laboratory to confirm Llenes' confession.
"We can say it's solved kapag na-file na (ang kaso). DNA will boost it. We can probably say this case is solved, but never closed. Sa CCTV (closed-circuit television) lumalabas talaga na siya lang ang kasama ni Christine," he said in a media briefing.
The suspect was about to leave for Bohol to evade arrest, but he was collared at his home on Tuesday. Albayalde said the arrest was made possible through surveillance.
"This is an intelligence-driven operation. There were surveillance made. We checked on the Facebook account of the victim," he said.
Albayalde said their case is separate from that pursued by the National Bureau of Investigation (NBI) in Central Visayas. The NBI is looking at the possible involvement of Silawan's former boyfriend.

Bricks of cocaine discovered on Philippines' shores as police grapple with drug influx
Bricks of cocaine worth almost $1 million have washed up on the Philippines' coast - the latest in a string of discoveries that have authorities puzzled.
Seven packages containing cocaine, with a street value of around 35 million pesos ($970,000), were recovered by Mauban police on Sunday after members of the public spotted them floating near the shore in Quezon province, on the country's east coast.
It follows the seizure of more than 100 kilograms of cocaine bricks found floating in waters off the Philippines' coast over a matter of weeks earlier this year.
From February to April, Philippine National Police (PNP) seized more than 200 kilograms of cocaine along the east coast, the Philippine News Agency reported.
Authorities are yet to make any arrests over the most recent discovery and the origin of the packages is unknown, but police have previously suggested the sudden influx of cocaine on the nation's shores may have been part of a larger shipment that was seized in the Solomon Islands and Papua New Guinea.
Police believe the drugs, some of which were seized on a yacht in September, were being shipped through the Pacific on their way to be sold in Australia.
"Way back in September they found around 500 kilograms of cocaine on the Solomon Islands through the help of the Australian Federal Police, with the same packaging, so we think these may have drifted to us," PNP director-general Oscar Albayalde told CNN Philippines in February.
"The probability is that they were supposed to be delivered to Australia because the market is good there for cocaine."
The sudden drug influx was so pronounced, police in the Caraga region, on the Philippines' east coast, began offering residents sacks of rice as an incentive to those who surrendered cocaine found in their communities, Filipino media outlet ABS-CBN reported at the time.
According to the Manila Bulletin newspaper, the bricks discovered on Sunday were "similar to the ones being recovered in various parts of the country that contain cocaine".

19 killed, dozens injured in twin blast targeting Catholic cathedral in the Philippines
At least 19 people have been killed and dozens more injured after two bombs exploded during Sunday Mass near a Roman Catholic cathedral in the Philippines island of Mindanao.
The first blast that took place outside Jolo cathedral was followed by a second explosion just after emergency services arrived at the scene to treat the wounded, security officials told AP. At least 19 people were killed and 48 others wounded in dual explosions, National Police Chief Oscar Albayalde said. According to unofficial reports, casualties included both troops and civilians.
