Ukrainian security forces moved in to search the home of Ihor Kolomoiskiy, a prominent billionaire who was once called the billionaire behind the president. Prior to becoming president, Zelensky played one on tv, and that sitcom was on a network owned by Kolomoiskiy. His presidential campaign, too, relied heavily on funding from the now-raided oligarch.
Kolomoiskiy is accused of embezzlement of over $1 billion from two oil companies with which he was connected. Both companies were seized by Zelensky's government in November under martial law.
Kolomoiskiy and Zelensky were very tight during Zelensky's presidential run, as well. "During the campaign," the Atlantic Council reports, "Zelenskyy appointed Kolomoisky's personal lawyer as a key adviser, traveled abroad to confer with the then-exiled Kolomoisky on multiple occasions, and benefited from the enthusiastic endorsement of Kolomoisky's media empire. Unsurprisingly, many viewed Zelenskyy as Kolomoisky's candidate."
Reuters calls Kolomoiskiy a former "sponsor" of Zelensky's while referring to the search as a "war-time anti-corruption purge." Kolomoiskiy was linked to gas company Burisma in 2014, which is the company on which Hunter Biden sat on the board, coming aboard after the Maidan Revolution.
Hunter Biden's contact at Burisma, Vadym Pozharskyi, to whom he introduced his then-VP father, was reported by the New York Post in 2020 to be connected to Kolomoiskiy. Kolomoiskiy has been under sanctions by the US since 2021. In February 2021, Zelensky bypassed pandemic restrictions in Ukraine to attend a birthday bash for Kolomoiskiy.
Under Zelensky's leadership in Ukraine, "government officials deemed a threat to Kolomoisky's interests have been removed from their posts," the Atlantic Council reports. These included Prosecutor General Ruslan Ryaboshapka who was investigating Kolomoiskiy, as well as Zelensky's first prime minister Oleksiy Honcharuk who was attempting to "loosen Kolomoisky's control of a state-owned electricity company."
Kolomoiskiy previously held a stake in two of Ukraine's biggest oil companies, Ukrnafta and refiner Ukrtatnafta. Zelensky seized both of those companies in November under martial law. This after he had revoked Kolomoiskiy's citizenship in July 2022, along with two other men.
Kolomoiskiy has denied any involvement with Burisma, though Russian writer and investigator John Helmer "suggested that Zlochevsky and Pozharskyi were front men for Kolomoisky at Burisma," the Post reported. Other sources indicate that, despite the off-shore financial obfuscation, the oligarch was connected to Burisma.
After Vice President Biden was introduced to Pozharskyi, he pressured Ukraine to fire a prosecutor who was allegedly looking into Burisma. Burisma was "described as a big shell company network of a classic British kind, with ownership and control completely obfuscated.'"
On Friday, Zelensky said "We are preparing new reforms in Ukraine. Reforms that will change the social, legal and political reality in many ways, making it more human, transparent and effective." He did not give details at that time, saying they would come later.
Kolomoiskiy, according to the Pandora Papers, gave millions of dollars to companies that were close to Zelensky and his associates.

Ukraine's prime minister ousted as President Zelensky seeks 'new brains'
KYIV, Ukraine - Ukrainian lawmakers overwhelmingly voted Wednesday to accept the resignation of the nation's prime minister after a six-month tenure in which his performance came under severe criticism from President Volodymyr Zelensky.
The president's Servant of the People party dominates the Ukrainian parliament and took the lead in relieving Oleksiy Honcharuk of his post. Forty lawmakers abstained from the vote but the message of the 353-0 tally was clear. Lawmakers later approved Deputy Prime Minister Denys Shmygal to be the new prime minister. Addressing lawmakers before the resignation vote, Zelensky said Honcharuk, 35, failed to halt an industrial slump or meet tax collection targets.
"We need new brains and new hearts in the government," the president said.
Shmygal, 44, who was named deputy prime minister last month, previously served as head of the regional administration in Ukraine's western Ivano-Frankivsk region. "The citizens' expectations are enormous and their patience is running out," he told lawmakers, adding: "We need results today." Honcharuk first offered his resignation in January after he was caught on tape saying Zelensky - a former sitcom star with no previous political experience - knew nothing about the economy.

Disbelief over Zelensky's moves in Ukraine
I think there is disbelief with this cabinet reshuffle. The general line I have heard is what is President Volodymyr Zelensky doing? Just to reiterate what I said upon Zelensky taking office last year: This guy has the best opportunity to enact transformational reform of any Ukrainian leader over the past 30 years. He had:
* Political capital, having won a landslide election in the presidential poll and then also winning a landslide majority for his Servant of the People Party in the parliamentary election;
* The population wanted reform/change;
* Ukraine was still backed by the West, and the International Monetary Fund had a new loan program teed up to be signed off by the IMF board;
* The macroeconomic setting in Ukraine was the best I have seen in 30 years covering the country - low single-digit inflation, a stable currency, rising foreign-exchange reserves at the National Bank of Ukraine, falling interest rates, suggestive that investment was about to take off, a public debt ratio falling from over 90% to 50% and fiscal and current account deficits reduced to 2% of gross domestic product each;
* And markets had rewarded his team and Ukraine with a collapse in borrowing costs, on hard currency debt from 10% to less than 6%, and in hryvnia from 20% to 10%. Conditions were well set for recovery.
In the midst of all that he has decided to almost completely change the team, ousting the reformers, and going back in time to a team that would not look out of place in a Viktor Yanukovych cabinet, circa 2011.
He seems to have decided that the conditionality attached by the IMF to the new loan program - of going after oligarchs to recover losses from the 2015-17 banking crisis was just too difficult. Assuming no IMF support he seems to have been sold some snake oil by the old guard oligarchic industrial lobby that there is some other "quick fix" scenario where the budget and a weaker currency are used to pump prime growth, and that Ukraine does not need the IMF.
Now going back to Yanukovych circa 2011, that worked for a few years, and back then global monetary conditions were also favorable as they are now - so Ukraine grew rapidly in those years, but at a price of rising twin deficits and rising indebtedness and that all eventually ran out of steam in 2014.
But Zelensky had the winning lottery ticket on this one and seems set to set to see it fly away in the wind being blown towards him by oligarchic vested interests.
It's interesting that the fate of the former Prime Minister Oleksiy Honcharuk was sealed when his conversation with his economy team, and the National Bank of Ukraine, was recorded, and then published in the Ukrainian media (presumably by one of these same oligarchic vested interests) whereupon he was heard describing the fact that Zelensky had no grasp of economics. I think events this week have just proven that to be the case.

Ukraine Parliament selects Denys Shmygal as new PM
March 4 (UPI) – The Ukrainian Parliament selected Denys Shmygal to be the country's new prime minister Wednesday after President Volodymyr Zelensky asked for and received the resignation of Oleksiy Honcharuk. The president sought Honcharuk's departure after the latter allegedly described Zelensky's views on the country's economy as "primitive," Al Jazeera reported. Honcharuk's Cabinet's disapproval ratings were above 50 percent at the time of his resignation, about six months on the job.
Shmygal was Honcharuk's deputy prime minister. Shmygal said he'll implement a list of "strategic reforms" over the next several years. "People's patience is running out," he told Parliament. "We need the reforms now."
Zelensky ran on an anti-corruption and economic reform platform. He's hoping the ouster of Honcharuk will be a boost to his administration. His own approval ratings dropped below 50 percent in February. "This is the first government where this is no high-level corruption," Zelensky said before the Parliament voted to approve Honcharuk's resignation. "But not stealing is not enough. This is a government of new faces, but faces are not enough. New brains and new hearts are needed."

This could be linked to the influence of billionaire oligarch Ihor Kolomoisky. Until several months ago, Kolomoisky's ferroalloy plant was the main customer of Centrenergo, a state company, which sold electricity to the oligarch's enterprise cheaply. This fueled accusations that the oligarch was influencing the management of the state company.
Ukraine's President Volodymyr Zelensky sent a letter to Verkhovna Rada speaker Dmytro Razumkov calling for an emergency parliament meeting on March 4, the president's office reported on Feb. 28.
The announcement comes amid rumors that Zelensky seeks to replace Prime Minister Oleksiy Honcharuk, as well as some members of the Cabinet of Ministers.

Ukrainian PM Says $5.5 Billion IMF Deal Can Be Sealed by April
Ukraine can finalize a $5.5 billion loan from the International Monetary Fund in the first quarter, according to the eastern European country's prime minister.
The government reached a staff-level agreement in December that needs sign-off from the Washington-based lender's board following the completion by Ukraine of conditions known as prior actions.
"We don't have any disputes," Oleksiy Honcharuk said Wednesday in an interview on the sidelines of the World Economic Forum in Davos. "It's a working process that requires some time."
The government had hoped for preliminary approval of the loan in September, with President Volodymyr Zelenskiy looking to lift economic growth and attract foreign investors who view the IMF as a guarantor market-friendly reforms. But question marks over central-bank independence and legal challenges to the 2016 nationalization of the country's biggest bank have delayed a pact with the fund.
Still on Ukraine's to-do list is passing legislation to protect the state's takeover of Privatbank from its billionaire former owners – a step that could be taken as soon as next month, according to Honcharuk. But after meeting IMF Managing Director Kristalina Georgieva, Honcharuk signaled that lifting a ban on the sale of farmland – a key plank in Zelenskiy's economic overhaul – may not be needed to secure the loan.
"I won't link directly the land reform with the IMF deal," he said. "Land reform is the key reform of the president and the government."
A court revamp and other structural reforms were discussed at the meeting with Georgieva, which Zelenskiy also attended, according to a statement on the presidential website. The government wants to spur economic expansion in the country of 42 million to 5%, compared with this year's "conservative" forecast of 3.7%, Honcharuk said, suggesting an even faster pace is possible in the future. "There would be nothing extraordinary in 7% growth," he said. "Ukraine is now the most interesting emerging market. The most serious and deep reforms are being implemented" here.
Supporting that view, Ukraine this week raised 1.25 billion euros ($1.4 billion) by selling Eurobonds with a record-low yield of 4.375%.
"We're replacing more expensive debt with cheaper" debt, Honcharuk said. "Today's placement will allow our budget to save 2 million hryvnia ($81,600) a day."

Ukraine's President Zelensky refuses PM's resignation amid tape scandal
Ukraine's President Volodymyr Zelensky on Friday rejected an offer by Oleksiy Honcharuk to resign as prime minister after an audio recording suggested the latter had criticised Zelensky's knowledge of economics.
In a video released by Zelensky's office on Friday evening, the president said he decided to "give a chance" to Honcharuk and his cabinet, noting "now is not the time to shake the country economically and politically."

KYIV, Ukraine - Ukraine's prime minister submitted his resignation Friday, days after he was caught on tape saying the country's president knows nothing about the economy. In a Facebook post, Oleksiy Honcharuk said that he had given his resignation to President Volodymyr Zelenskiy. "I took this post to implement the president's program. He is an example of transparency and decency to me," he said. "However, in order to dispel any doubts about our respect and trust for the president, I have written a resignation letter and submitted it to the president for introduction to parliament," Honcharuk's statement read.
Earlier this week an audio recording surfaced in which Honcharuk appeared to make disparaging comments about Zelenskiy's understanding of economics. He called Zelenskiy "a layman" in economics and said the president should be better educated about the national currency. Honcharuk said that the recording was a compilation of "fragments of recorded government meetings" and blamed unidentified "influential groups" for making it look like he doesn't respect the president. "It is not true," the prime minister insisted.
On Thursday, lawmakers from the opposition party Opposition Platform-For Life demanded Honcharuk's resignation, saying he and his cabinet discredit Ukraine's president and exacerbate the economic crisis in the country. The Rada, Ukraine's parliament, must vote on whether to accept the resignation. Zelenskiy's office confirmed that it had received the letter and said the president would take it under consideration.Members of the ruling Servant of the People party said there were no grounds for Honcharuk to resign. Iryna Herashchenko, a lawmaker in the Rada, said that Honcharuk should have submitted his resignation to the parliament and not to the president - otherwise it doesn't bear any legal consequences and is merely "private political correspondence." "In Ukraine, the parliament appoints the Cabinet," she argued, adding that so far the parliament hasn't received any documents related to the prime minister's resignation.
The scandal involving Honcharuk shows that different political forces have started a fight for the position of prime minister, Volodymyr Fesenko, head of the Penta think tank, told The Associated Press. However, he added that the resignation is unlikely to be accepted: "Zelenskiy doesn't want to dismiss Honcharuk." In the meantime, Zelenskiy demanded that the provenance of the tapes be investigated. "I demand that in two weeks, as soon as possible, we obtain information on who was recording the tapes," the Ukrainian president said.

Mr. Zelensky's office said the president is considering the resignation of Oleksiy Honcharuk, who has been in office since August.
Honcharuk is allegedly caught in the recording saying his boss President Zelensky "has a very primitive understanding of economic processes." The alleged recording surfaced earlier this week and immediately sparked controversy; however, it remains unclear as to the ultimate source of the audio's creation and leak.
PM Honcharuk affirmed it is his voice on the audio, but suggested it was heavily edited to create a false impression. He said it was different dialogue from multiple government meetings strung together to present a falsehood, according to the WSJ.
"This content artificially creates the idea that my team and I do not respect the president," Honcharuk explained in a statement on his Facebook page. "But this is not true."

Ukraine's Prime Minister Oleksiy Honcharuk has tendered his resignation after a leaked audio recording apparently revealed him criticising the president.
A voice sounding like Honcharuk's, but not officially confirmed as his, says President Volodymyr Zelensky only has a "primitive" understanding of economics.
Honcharuk also appears to admit that he himself is not good at economics.
Mr Zelensky, a TV comedian and businessman, was elected last April.
The audiotape affair comes at a difficult time for him, as his relations with President Donald Trump are under intense scrutiny. The US president is being impeached for allegedly trying to pressure Mr Zelensky into investigating political rival Joe Biden.
It remains unclear whether Mr Honcharuk genuinely intends to step down, Reuters news agency reports, quoting him as saying "do not jump to conclusions", when asked about his resignation.
The controversial audiotape was uploaded to an anonymous YouTube channel on Wednesday evening. Mr Honcharuk, 35, was apparently discussing the national budget with some other government ministers and finance chiefs….

Ukrainian Parliament Moves to Make 'Unauthorized' Contacts with Russia Illegal
Members of Ukrainian parliament proposed legislation that would punish all unauthorized "separate negotiations" with Russia.
The authors of the bill suggest that any attempt to establish any sort of rapport with officials of the "aggressor state" be equated with treason. This would mean that a member of Ukrainian parliament cannot negotiate with a Russian official on any issue, whatsoever, since it could be deemed as treason.
For this crime, MPs wish to send the guilty party to prison for a term of 13 to 15 years with a possible confiscation of property.
The same bill prescribes punishment for mass media that disseminate information justifying "aggression against Ukraine and/or the occupation of the territory of Ukraine".
According to the MPs, the National Council of Ukraine on Television and Radio Broadcasting should have the right to fine the guilty media.
Separately, budget payments were blocked in Ukraine, as a sort of Christmas gift to citizens.
Budget payments in Ukraine were halted. A message appeared on the Finance Ministry's Facebook page that the Treasury would pay the payments that were registered in December "after analyzing their priority." The reason is a severe lack of funds.
Prime Minister Oleksiy Honcharuk instructed the Ministry of Finance to ensure that the State Treasury ceases making payments and records budget expenditure obligations. This is allegedly done to reduce the budget deficit.
