Rouhani Hails EU Siding with Iran Against America as 'Historic Victory'
President Hassan Rouhani said Saturday that the divisions between the U.S. and Europe over renewed sanctions on Iran were a "rare historical victory" for the Islamic republic.
"If this time last year, we had stated that America would stand against the great nation of Iran... and Europe would stand with Iran and against America, the overwhelming majority of us... would have said that this was pure optimism," Rouhani told lawmakers in a televised address.
"The political victory of the great nation of Iran over the past months is a rare victory in history."
EU countries have fiercely opposed the decision by U.S. President Donald Trump to abandon their landmark 2015 nuclear deal with Iran and reimpose sanctions - the last of which will return on November 5th.
Rouhani was addressing parliament for a special session to approve four new ministers covering the portfolios of economy, transport, labour, and industry.
He acknowledged Iranians were feeling the economic strain, saying: "All of us understand people are suffering and under pressure. People's lives, in particular those on a fixed income, are very difficult."
But he insisted there were sufficient reserves of basic commodities and foreign currency to weather the storm, even after a record-breaking plunge in the rial over the summer and imminent sanctions on its crucial oil industry.
"We cannot tell our people that because of America's pressure, we cannot do anything. This answer is not acceptable. We cannot tell people that because there are problems with selling our oil, we are unable to manage the country," he said.
He criticised foreign media reports that costs were soaring, despite Iran's own central bank showing food and drink prices had risen 46.5 percent in the year to September.
"Foreign media lie to people of Iran and say that Iran is the most expensive country people live in," Rouhani said.
Lawmakers later approved the four names put forward by Rouhani: Farhad Dejpasand as economy minister, Mohammad Eslami for transport, Reza Rahmani for industry and Mohammad Shariatmadari for labour.
The previous economy and labour ministers were impeached by parliament in August, while the other two resigned last week.

Rouhani reshuffles economic team, says U.S. isolated against Iran
DUBAI (Reuters) - Iran's parliament approved a government economic reshuffle on Saturday, days before new U.S. sanctions on Tehran's oil exports take effect, after President Hassan Rouhani said Washington was isolated among its allies in its confrontation with Iran. "It does not happen often that the U.S. makes a decision and its traditional allies abandon it," Rouhani told parliament before the vote to approve the new appointments.
Academic Farhad Dejpasand, widely seen as a technocrat, received a vote of confidence by a wide margin as the new minister of economics and finance. The reshuffle, approved in a parliamentary session carried live on state TV, also brought in new industry, labor and roads ministers.
Washington reintroduced sanctions against Iran's currency trade, metals and auto sectors in August after it pulled out from a multinational 2015 deal that lifted sanctions in return for limits on Iran's nuclear program. European countries have criticized the United States for withdrawing from the accord and have been putting together a package of economic measures to help offset the impact of U.S. pressures on Tehran's economy. Diplomats told Reuters that a new European Union mechanism to facilitate payments for Iranian exports should be legally in place by Nov. 4, when the next phase of U.S. sanctions targeting Iran's vital oil exports take effect, although it will not be operational until early next year.
"Our main enemy, America, faces us with a drawn sword and we have to fight it and we have to unite. Regardless of factions … we are all part of the Iranian nation," Rouhani said earlier, urging MPs to vote for his proposed ministers. "Part of our economic problems has to do with the (high) rate of exchange of hard currencies, but our foreign exchange reserves are better than in any of the past five years," he said, without giving figures.
The cabinet changes come as the government faces intense pressure over the economic instability mostly caused by the U.S. sanctions. The economy has markedly deteriorated in the past year, suffering rising inflation and unemployment, a 70-percent fall in the value of the rial currency so far this year and state corruption. "A year ago no one would have believed … that Europe would stand with Iran and against America," Rouhani said. "Russia, China, India, the European Union, and some African and Latin American countries are our friends. We have to work with them and attract investments," he added.
Mohammad Shariatmadari, the outgoing industries minister, was approved to head the Labour, Cooperatives and Social Affairs Ministry. Parliament also approved the appointment of Mohammad Eslami to head the Urban Development and Roads Ministry, while Reza Rahmani, who previously headed a parliamentary commission on mining and industry, became the new industry, mines and trade minister.

More Iranian Cabinet Ministers Resign Amid Economic Crisis
Iran's ministers of industry and roads have resigned, in the latest departures from President Hassan Rohani's government.
In a statement posted on the presidential website October 20, Rohani thanked Industry Minister Mohammad Shariatmadari and Roads Minister Abbas Akhoundi for their "selfless service" and "sincere efforts."
The two ministers reportedly handed in their resignations over a month ago as lawmakers were gearing up for impeachment hearings.
Rohani's labor and economy ministers were forced to resign in August, with lawmakers angry over their handling of the country's economic crisis.
The crisis has been fueled in part by the United States decision to withdraw from the 2015 nuclear deal and reimpose economic sanctions.
The U.S. decision to pull out of the deal has put major pressure on Rohani, who had lobbied hard for the deal despite opposition from Iranian hard-liners.
Rohani himself was summoned to answer questions in parliament in August, the first time that's happened during his five years in power.
