Sexual Abuse and Young Athletes
The Senate Judiciary Committee held a hearing on the Protecting Young Victims from Sexual Abuse Act. The bill, intended to prevent the sexual abuse of minors and amateur athletes, was introduced in response to allegations of sexual abuse against personnel with USA Gymnastics., USA Swimming and USA Taekwondo. Witnesses included three former Team USA Olympic athletes, who all testified in support of the legislation. Rick Adams, chief of Paralympic Sport and National Governing Body Organizational Development United States Olympic Committee, also testified on the SafeSport initiative and what the committee was doing to protect young athletes.

Russia's International Influence
Michael McFaul, the former U.S. ambassador to Russia, and a former CIA Russian operations chief were among the witnesses at a House Select Committee on Intelligence hearing on Russia's election interference tactics. Before the witnesses delivered their opening statements and answered questions from lawmakers, Representative Mike Conaway (R-TX) submitted a letter from Republican members of the committee asking for the resignation of Committee Chair Adam Schiff (D-CA). Representative Conaway said he and other Republicans did not approve of Representative Schiff's public comments regarding the committee's investigation in Russian interference in the 2016 presidential election. Representative Schiff defended himself and disallowed further debate on the topic. Witnesses then answered questions on a number of Russian intelligence tactics, including an increasingly cozy relationship between the nation's political and business leaders.

Let's say there was a memo that would show, without a shadow of a doubt, that the investigation into the Trump presidential campaign's ties with elements of the Russian government was a sham. A sham perpetrated by the highest elements of the FBI and the Obama administration, all to prevent Donald Trump from reaching the White House.

And all that had to happen for the entire plot to be revealed was for President Trump himself - the innocent victim of the whole sordid episode - to declassify the report.

Or, in internet parlance, #ReleaseTheMemo.

#ReleaseTheMemo has become a rallying cry for the right and Trump supporters (especially on Twitter), who want to be released to the public a memo written by Republican Rep. Devin Nunes (R-CA) that they believe would permanently damage special counsel Robert Mueller's investigation into Trump's 2016 campaign.

But Trump didn't declassify it or the materials it's based on, though he has the power to do so. On Monday night, Republicans on the House Intelligence Committee voted to do so, giving Trump five days to review it and decide whether or not to release it to the public.

The person who wrote the memo in the first place
- Nunes, the controversial chair of the House Intelligence Committee
- wouldn't give the memo to the FBI or the Justice Department or allow Democrats to describe it in public. In a letter to Nunes, assistant attorney general Stephen Boyd wrote last week, "We do not understand why the committee would possibly seek to disclose classified and law enforcement sensitive information without first consulting with the relevant members of the intelligence community." But according to Republican members of the House Intelligence Committee, that was because neither the FBI nor the DOJ could be trusted with the information because, as Rep. Mike Conaway (R-TX) told Politico, "they're the ones that have the problem."

But Republicans who have seen the memo described it as "alarming," with Rep. Mark Meadows (R-NC) taking to the House floor on January 19 to say, "I thought [the contents of the memo] could never happen in a country that loves freedom and democracy like this country."

Which raises a new question: If this memo is so great for Republicans, why didn't they vote to release it sooner?
And why do Trump's allies seem so sure of what it contains?

Consider, first, how Republican House Minority Leader Kevin McCarthy managed a similarly important committee with a confidence that Pelosi has lacked.

Democrats threw together their first impeachment of President Trump in 2019 after their long-promised Russia collusion impeachment fell apart due to lack of evidence. Democrats and their media enablers had been claiming for years that Trump was an illegitimate president, and some Republicans had helped them in their general efforts to oust him. McCarthy had a difficult task, knowing that Republican voters weren't nearly so weak as some of their leaders and would desert the party if it helped Democrats impeach President Trump.

McCarthy was constrained by Democrats' avoidance of the Judiciary Committee as the venue for the impeachment investigation. Pelosi was concerned that Rep. Jerry Nadler, D-New York, didn't have what it would take to run impeachment. Impeachment was instead run through the House Permanent Select Committee on Intelligence, then led by Rep. Adam Schiff, D-Calif.

That committee included a few Republican members known for opposing Trump, such as Rep. Will Hurd, R-Texas. He and Mike Conaway, also of Texas, had already announced they weren't running again. Some were urging McCarthy to remove Hurd and replace him with someone else. But McCarthy let everyone who wanted stay, while also encouraging any members who enjoyed performing oversight of the intelligence community but didn't want to take part in an impeachment circus to step away temporarily. When Rep. Rick Crawford, R-Arkansas, graciously agreed to such a move, McCarthy replaced him with Rep. Jim Jordan, R-Ohio.

Even that choice showed McCarthy's confidence, since both McCarthy and Jordan had run for the top leadership spot not long prior. Jordan had also successfully helped block McCarthy from becoming speaker a few years prior. But once McCarthy was made Republican leader, he made Jordan the top Republican on the House's Oversight and Reform Committee, even over the objections of his supporters on the Steering Committee.

The diverse Republican group on the Intelligence Committee ran an effective opposition, even with Schiff and Pelosi manipulating the proceedings for maximum gain. In the end, Republicans held together, with not a single member of the conference voting to impeach Trump over his phone call with the Ukraine president. It was significant that conservatives and moderates all agreed the charges didn't pass muster. In the Senate, only Sen. Mitt Romney of Utah fell for the impeachment trial as led by Schiff, leading to Trump's first acquittal.

By contrast, Pelosi's roster management has been something of a disaster.

Chairman Bennie Thompson of Mississippi is not even pretending to aim for impartiality and is not well versed in due process. He filed a lawsuit against Trump months before Pelosi chose him as her chairman. And he recently told rabid MSNBC conspiracy theorist Rachel Maddow that if you invoke your constitutional rights against being forced to testify, you are "part and parcel guilty" of crimes.

Rep. John Ratcliffe (R-Texas) will join the House Intelligence Committee as the panel's lone Republican addition.

Ratcliffe's appointment was announced on the House floor Wednesday, along with the other GOP members of the committee. House Minority Leader Kevin McCarthy had been expected to make the announcement Wednesday or Thursday, according to sources familiar with the decision.

The announcement comes two weeks after House Speaker Nancy Pelosi named four new Democrats to the high-profile committee, which hasn't been able to formally meet since the Republican leadership hadn't announced its roster.

Now that the Republican slate is set, the full committee with 13 Democrats and nine Republicans can convene and will likely do so as soon as next week. One of its first priorities may be restarting its investigation into Russian interference in the 2016 election, which new Chairman Adam Schiff (D-Calif.) has vowed to reopen.

The lack of action on picking the full slate of panel members had led some observers to question if Republicans were attempting to hamstring the committee, especially because the GOP shuttered its Russia probe in the last Congress amid partisan acrimony. At that time, it concluded there was no collusion between the Trump. However, other factors caused the delay. Leadership had to determine if Reps. Pete King (R-N.Y.) and Mike Conaway (R-Texas), who were term-limited off the committee, could receive a waiver to remain.

Conaway, who had more seniority than King and led the Russia investigation after then-Chairman Devin Nunes (R-Calif.) temporarily stepped aside from the inquiry, is expected to receive a waiver. King is not.

There is also a chamber rule that each side of the aisle must have at least one member who also serves on the House Judiciary Committee, which Ratcliffe (R-Texas) does, replacing former Rep. Trey Gowdy (R-S.C.), who, along with three other panel Republicans, retired from Congress this year.

Appearing on NBC's "Meet the Press" on Sunday, McCarthy dismissed the idea he was slow-rolling the committee's work and said he would name members this week.

"The reason why committees weren't already reported, the Democrats were not organized. They waited until after the speaker race, which Republicans would never do, to give us the ratios," he said, later adding that he "met with every single individual that I'm going to appoint" last Friday.

Elected in 2014, Ratcliffe was immediately tapped to chair the House Homeland Security Cybersecurity and Infrastructure Protection Subcommittee, which he did until the Democrat-controlled Congress convened.

He was also picked to serve as a member of a joint task force of the Judiciary and Oversight committees to investigate if federal authorities abused surveillance powers during the 2016 presidential election.

Prior to his election, former President George W. Bush in 2004 named Ratcliffe the chief of anti-terrorism and national security for the Eastern District of Texas. He was appointed U.S. attorney for the same district in 2007. It's that investigate background that led McCarthy to pick him for the panel's open slot.

This Congress marks the first time McCarthy is hand-picking members to serve on Intelligence. McCarthy personally informed at least 70 lawmakers who sought a spot on the panel but didn't get a seat, further delaying the Ratcliffe announcement.

Panel Republicans met with Ratcliffe earlier Wednesday in McCarthy's office as a kind of informal welcome to the committee session, sources said.

The panel held its first briefing with intelligence community officials Wednesday, according to a committee source. The one named Republican member, Nunes, was invited but did not attend, the source told POLITICO.

Schiff previously pledged to reopen the panel's investigation into Russia's election interference, with a focus on potential ties between the Trump campaign and the Kremlin.

Following last week's arrest of longtime Trump ally Roger Stone on charges of lying to Congress, Schiff said the "first order of business for the committee will be to release all remaining transcripts to the Special Counsel's Office, and we will continue to follow the facts wherever they lead."

He has also said the panel will look into allegations of money laundering between the Trump Organization and Russia and has threatened to subpoena the company's bank records.

Conaway, a veteran lawmaker who represents a ruby red district, has a news conference scheduled for Wednesday in Midland, but did not specify a topic. Republican sources, however, are expecting him to say he's retiring. His office declined to comment.

Conaway has served in Congress for 15 years, but stepped into the national spotlight in 2017 when he was tasked with leading the House Intelligence Committee's probe into Russian interference in the 2016 election. A fifth member of the House Republican caucus is calling it quits.

Rep. Mike Conaway (R-TX), who was first elected in 2004, is expected to announce his retirement during an event in west Texas on Wednesday, Politico reported.


In the last two weeks, five Republicans have announced their intentions to retire when their term is up, but Conaway is one of the most high profile so far. The Texas lawmaker is currently the top Republican on the House Agriculture Committee and he also holds a seat on the muscular House Intelligence Committee where he's played a role in the Russia investigation.

Party leadership is reportedly biting their nails over the uptick in retirements. Others who have thrown in the towel thus far: Reps. Paul Mitchell (MI), Pete Olson (TX), Martha Roby (AL) and Rob Bishop (UT).

Additionally, Rep. Greg Gianforte (MO) - who infamously assaulted a Guardian reporter on the eve of his election - is reportedly planning to drop out of his House bid to run for governor and another House member, Rep. Bradley Byrne (AL) is gunning for Sen. Doug Jones (D-AL) seat, bidding against the firebrand Judge Roy Moore, whom the Party has deemed too pernicious to win.

When one member of the House announces that he's going to retire instead of seeking reelection, it means something is going on with that member of Congress in particular. When several members of the House announce their retirement in short order - particularly when they're all from the same party - it means something is going on within that party.


That's why it's such a big deal that in the past two weeks, five House Republicans have announced they're retiring. Mike Conaway is the latest. This comes after Martha Roby, Paul Mitchell, Pete Olson, and Susan Brooks. Apart from all belonging to the same party, none of them have anything in particular in common. None of them appear to be resigning in order to seek higher office. Most of them are not what would generally be considered retirement age. None of them have a shared scandal. In fact none of them have a scandal, period.


The only trend here is that these five Republicans either no longer want to be in the House, or don't think they can get reelected. Moreover, they've all decided in the past two weeks that they don't want to be part of this anymore, or don't think they're going to survive. That can't be a coincidence. And the only common thread here is that they all belong to a party that's been taken over by Donald Trump.


So what's spooked them about Donald Trump? Most of these five retirements took place before Donald Trump's latest racist tirade, and before the House Judiciary Committee initiated an impeachment inquiry against him. But momentum for impeachment has been building for weeks. Perhaps these five House Republicans just realized they're going to have to vote "yes" or "no" on Trump's impeachment, and they don't think they can get reelected if they vote the way they want to vote. Stay tuned; these five likely won't be the last. Something is afoot here.

Democrats Lash Out at Millionaire Food-Stamp Whistleblower

Democrats in a House agriculture subcommittee lashed out at a retired millionaire who applied for and received food stamps in an effort to prove that eligibility for the government benefits in his home state of Minnesota were too lax and could be easily exploited. Rob Undersander noticed several years back that income was the only criterion for receiving benefits from the Supplemental Nutritional Assistance Program (SNAP), commonly known as food stamps. A retired engineer with a seven-figure nest egg but no real income, Undersander decided to perform an experiment to determine if someone as well-off as he and his wife could obtain the benefits. "I've got the [SNAP] form in my hand and I'm thinking of my financial situation, and I said 'you know, I just can't believe this,'" Undersander told the Washington Free Beacon by phone earlier this week. "So I went down to the second floor of the Sterns County Courthouse, stood in line a little bit, handed in the application and three weeks later I'm getting food stamps, a balance on my EBT card."

Although he was not invited to formally testify, Undersander was in attendance at a Thursday subcommittee meeting designed to look at "broad-based categorical eligibility" for benefits like SNAP. Undersander maintains he did not falsify any portion of his application, and that therefore everything he did was completely legal. He says he also carefully tracked and donated all of the monies he received from the program back into his community to benefit the needy.

House Democrats, however, were not happy. "And let me just also say for the record, I think if someone intentionally defrauds the federal government, they ought to go to jail," said Rep. Jim McGovern, a Democrat from Massachusetts. "Mr. Undersander did not break the law, he simply abided by the rules that were in place, so he didn't defraud anybody," said Rep. Mike Conaway, Republican from Texas. "He intentionally defrauded the federal government," McGovern shot back. "That is, in my opinion, breaking the law." McGovern's office did not respond to requests for comment from the Free Beacon as to how specifically Undersander broke a law, or questions as to whether he would refer Undersander to the attention of a U.S. attorney for prosecution.

Republicans have argued that the loose eligibility requirements create an environment in which resources might be diverted away from the truly needy. "I'm a flat-out 10th Amendment kind of guy as well, but these are federal resources that we're talking about and the states should have restrictions on how those resources are deployed, and I don't think it's unreasonable that those restrictions make sense," Conaway said in his opening statement. "Having an asset test ignored on SNAP is regrettable."

Being threatened with prosecution is not new for Undersander. "You knew this was wrong and you did it anyway," a Democratic Minnesota state lawmaker said to Undersander in 2018 as tightening the state eligibility rules was under debate. "I find it pretty despicable. ... I am just sorry there is no way we can prosecute you."

Republican staffers told the Free Beacon Democrats were holding the hearing in anticipation of rule changes that could be delivered soon from the White House that might tighten some eligibility and distribution elements of the program. Democrats in the Thursday hearing repeatedly referred to what they described as a war on the poor. "You willfully and maliciously gamed the SNAP," said subcommittee Chairwoman Marcia Fudge, a Democrat from Ohio, addressing Undersander. "You, an alleged millionaire, used mischaracterizations of your finances to cheat the program. You took benefits meant for the very seniors in Minnesota you served through your volunteer work. And you did this all to continue the right-wing crusade against poor people." The conservative leaning think tank Foundation for Government Accountability produced a video highlighting Undersander's story. "When I filled out that form, I used an abundance of honesty and caution," Undersander said in it. "I was honestly hoping it [the application] would be denied." FGA estimates 33 other states are like Minnesota in that they only test income and not assets when it comes to SNAP.

"Let's find out," Hice continued. "Let's open it up. Let's bring those people forward."

"As I said, we need to find out," he said when asked directly whether he thought Schiff was a criminal.

"I don't know all that he's done, but what I do know is that he's been on the forefront for two years claiming that he had evidence that the president colluded with Russia," he continued. "I believe thoroughly that was false. He was either misled, or he was misleading, and we need to get to the bottom of it."

"So Adam Schiff needs to be one that comes forward. If he has evidence, put it on the table. So if he has committed crimes, we need to find out, and I think that is one individual, absolutely, that needs to be brought forward for a thorough investigation," Hice continued.

Hice's comments came as Schiff hit back at Republicans on Capitol Hill for calling for his resignation.

"My colleagues may think it is OK the president's son was offered dirt as part of an effort to help Trump," Schiff said. "You might think it is OK. I don't."

Schiff's comments were in response to Rep. Mike Conaway (R-Texas), who said that the chairman had lost the confidence of the panel by putting out a "demonstrably false" narrative.

"The findings of the special counsel conclusively refute your past and present assertions and have exposed you as abused your position to knowingly promote false information," Conaway said.

Attorney General William Barr said in a summary of special counsel Robert Mueller's findings in the investigation into Russian interference in the 2016 presidential election that no evidence of coordination or conspiracy between the Trump campaign and Moscow was discovered.

Republicans have since seized on that statement, but Democrats have pointed to Mueller declining to say whether Trump obstructed the probe itself, according to the attorney general's summary.

Barr, however, said in the summary that he and Deputy Attorney General Rod Rosenstein came to the conclusion that the evidence was "not sufficient" to establish an obstruction of justice charge.

"As I said, we need to find out," he said when asked directly whether he thought Schiff was a criminal.

"I don't know all that he's done, but what I do know is that he's been on the forefront for two years claiming that he had evidence that the president colluded with Russia," he continued. "I believe thoroughly that was false. He was either misled, or he was misleading, and we need to get to the bottom of it."

"So Adam Schiff needs to be one that comes forward. If he has evidence, put it on the table. So if he has committed crimes, we need to find out, and I think that is one individual, absolutely, that needs to be brought forward for a thorough investigation," Hice continued.

Hice's comments came as Schiff hit back at Republicans on Capitol Hill for calling for his resignation.

"My colleagues may think it is OK the president's son was offered dirt as part of an effort to help Trump," Schiff said. "You might think it is OK. I don't."

Schiff's comments were in response to Rep. Mike Conaway (R-Texas), who said that the chairman had lost the confidence of the panel by putting out a "demonstrably false" narrative.

"The findings of the special counsel conclusively refute your past and present assertions and have exposed you as abused your position to knowingly promote false information," Conaway said.

Attorney General William Barr said in a summary of special counsel Robert Mueller's findings in the investigation into Russian interference in the 2016 presidential election that no evidence of coordination or conspiracy between the Trump campaign and Moscow was discovered.

Republicans have since seized on that statement, but Democrats have pointed to Mueller declining to say whether Trump obstructed the probe itself, according to the attorney general's summary.

Barr, however, said in the summary that he and Deputy Attorney General Rod Rosenstein came to the conclusion that the evidence was "not sufficient" to establish an obstruction of justice charge.

"Your actions, both past, and present are incompatible with your duty of the chairman of this committee - which alone, in the House of Representatives - has the obligation and authority to provide effective oversight of the U.S. Intelligence community," Conaway said. "As such we have no faith in your ability to discharge your duties in a manner consistent with your Constitutional responsibility and urge your immediate resignation as chairman of the committee. Mr. Chairman, this letter is signed by all nine members of the Republican side of the committee, and I ask unanimous consent that it be entered into the record at today's hearing."

A visibly angry Schiff responded immediately after, at which point the "clash exploded" as the Russiagate-obssessed Democrat aggressively pushed back defending his past comments by lighting into the president and his family and campaign over its contacts with Russia. "My colleagues may think it is OK the president's son was offered dirt as part of an effort to help Trump," Schiff said in his statement. You might think it is OK. I don't," Schiff added, his voice rising as he went on.

In their letter, Republicans implied that Schiff was involved in or aware of leaksof committee information that fueled speculation about collusion as the Daily Caller reported. The letter also notes that committee Republicans also found no evidence of collusion involving the campaign. They released a report April 27, 2018, that laid out the results of the investigation, however, Schiff has vowed to resume the investigation, with a focus on Trump's financial dealings and whether Trump associates have worked under the influence of Russia. "Despite these findings, you continue to proclaim in the media that there is 'significant evidence of collusion,'" reads the letter. And while Schiff, or as Donald Trump Jr calls him "FullOfSchiff" may plan to keep kicking a dead horse for a long time, the social media response was quick and was largely split along party lines.

The new Chairman of the House Intel Committee, Rep. Adam Schiff (D-CA) had an undisclosed meeting with Fusion GPS co-founder Glenn Simpson last July at a security conference in Aspen.

In other words, Congressman Adam Schiff was colluding with Russia-dossier-Hillary Clinton-waterboy Glenn Simpson at the height of the Russiagate cover-up.

Award winning investigative journalist John Solomon reported that there are photographs of Adam Schiff, in sport coat and open-neck dress shirt, and Glenn Simpson, wearing casual attire.

"In the summer of 2018, Mr. Simpson attended a media-sponsored social event where he exchanged small talk with Rep. Schiff and many other people who were in attendance," Fusion GPS said in a statement to me. "The conversation between the two was brief and did not cover anything substantive. There has been no subsequent contact between Mr. Simpson and Rep. Schiff."

The congressman's response was even more vague: "The chairman did not have any pre-planned meeting with Glenn Simpson, and any conversation with him at the Aspen conference would have been brief and social in nature," Schiff spokesman Patrick Boland said.

Schiff, who is leading the massive investigation into President Trump's finances and personal life, and Simpson, one of the key figures who helped Hillary push her phony Russia dossier to the DOJ and FBI both insisted to John Solomon that they only met briefly last summer.

At the time of the encounter, Simpson was an important witness in the House Intelligence Committee probe who had given sworn testimony about alleged, but still unproven, collusion between Russia and the Trump campaign.

Simpson ran the Fusion GPS firm hired by Hillary Clinton's campaign and the Democratic Party to find dirt on Trump in Moscow. He employed retired British intelligence operative Christopher Steele, whose infamous and unverified dossier became the main evidence for the FBI's probe of the Trump campaign, particularly the surveillance warrant against Trump campaign adviser Carter Page.

And by the time of the meeting, the House intelligence committee had already received evidence from a senior Justice Department official, Bruce Ohr, that called into question Simpson's testimony to lawmakers.

Specifically, Simpson claimed he had not begun meeting with Ohr until after Thanksgiving 2016, well after the FBI had begun investigating Trump-Russia collusion and after the presidential election in which Simpson's client, Mrs. Clinton, lost to Trump.

But Ohr provided compelling evidence, including calendar notations, testimony and handwritten notes, showing that Simpson met with him in August 2016, well before the election and during a time when Steele was helping the FBI start a probe on Trump.

Under House Committee rules, there is nothing illegal about Schiff's meeting with Glenn Simpson, however, Schiff hit Devin Nunes with an ethics investigation last year for much less.

Schiff hit Nunes with an 8-month long investigation for meeting with a source outside of the committee, calling it "a dead-of-night-excursion" because the committee was not informed.

John Solomon reported that both GOP and Dem officials on the committee, including lawmakers say there is no evidence Schiff disclosed his 'brief' meeting with Glenn Simpson to the committee.

While there may be no obligation for Schiff to disclose this curious meeting with Simpson, it appears Adam Schiff can't even meet the rigors he set for former House Intel Chairman Nunes.

"It's interesting that Simpson is at the heart of the dossier and the dossier played a mighty role in not only going after Carter Page but in much of Adam's and Eric Swalwell's (D-Calif.) quest to find collusion, that he (Schiff) would in fact in that exact same conversation, or time frame, be in conversation or appear to be in conversation with the guy who's principally responsible for the dossier," Texas Republican Mike Conaway told The Hill TV.

John Solomon said, expect Republicans in Washington to launch some questions at the House's new Intelligence Committee chairman.

Republicans on the House Intelligence Committee voted on Monday to release a classified memo drafted by the panel's chairman, Devin Nunes, outlining alleged surveillance abuses carried out by top officials at the Justice Department.

The committee's ranking member, Adam Schiff, called the decision to release the memo "transparently cynical and destructive" in a tweet on Monday night. The Department of Justice's top congressional liaison, Stephen Boyd, told Nunes in a letter last week that publicly releasing the memo would be "extraordinarily reckless" and urged him to consult with the Department-and, if need be, with its Inspector General-before disclosing it.

Nunes has been conducting a parallel investigation into the FBI and the Justice Department since March 2017, when he first began examining whether top officials improperly "unmasked" and then leaked the names of Trump associates who surfaced in intelligence reports during the transition period. Nunes did not write the three-and-a-half-page memo outlining the initial findings of that investigation-which is ongoing-by himself, however.

Two sources familiar with the matter told me that much of the heavy lifting was done by Kash Patel, a top Nunes staffer and senior committee counsel. Patel previously attracted media attention by traveling to London late last summer-without the knowledge of the U.S. embassy or British government-along with committee staffer Doug Presley in search of Christopher Steele, author of a controversial dossier on Trump.

Boyd's letter to Nunes referred to the document as "a staff-drafted memorandum that purports to be based on classified source materials that neither you nor most of them have seen."

A separate congressional source confirmed that Patel helped write the Nunes memo.

The committee's staff director, Damon Nelson, also contributed to the memo, the source told me, adding that Nelson is extremely close to Nunes. Nelson served as Nunes's deputy chief of staff for 11 years, between 2003 until 2014. A congressional official told The Guardian last August that Nelson was involved in the decision to send Patel and Presley to London. Another former Nunes staffer who now works for the committee, Andrew House, also worked closely with Nelson on the memo, the source added.

The Nunes memo is not Patel's first foray into the FISA and unmasking controversy that was drummed up by his boss back in March 2017. Patel circulated an internal memo last November urging Nunes to hold top officials at the Justice Department and the FBI in contempt of Congress for failing to turn over documents related to the Obama administration's alleged use of the dossier to surveil Trump associates during the transition period, one of the sources told me. That memo was first reported by Fox News in November.

Patel also formally invited Erik Prince to testify before the House Intelligence Committee last summer following a meeting between Prince and Nunes "over the summer or early fall," according to a transcript of Prince's interview, which was conducted on November 30. The meeting raised eyebrows given Nunes's recusal from the Russia investigation at the time and Prince's status as a witness in that probe.

Prince was questioned by the committee about his meeting with Emirati government officials and a Russian hedge-fund manager in Seychelles just before the Inauguration. His prior conversation with Nunes, he told the panel, revolved around Nunes's "investigation into the unmasking of intelligence on Americans."

Patel set off for London last summer without first informing Ranking Member Schiff and Republican Representative Mike Conaway, who took over the panel's Russia probe after Nunes stepped aside last April. The trip was characterized by a committee official at the time as an "intelligence committee trip" whose main purpose was not to meet with Steele, one of the sources told me. Steele's lawyer denied the staffers' access to his client.

A Nunes spokesman did not immediately return a request for comment.

A Senate report released Wednesday found evidence the Russians worked to ensure Hillary Clinton lost and Trump won the election, which matched the assessment of the U.S. intelligence community. But Conway said both are wrong on the issue of whether Russia was trying to help Trump beat Clinton.

"It comports with about 90 percent of what we did as well," Conaway said Wednesday of the Senate report. "We spent thousands of hours going through the documents at the CIA and we came to a different conclusion. On just a narrow piece of it."

Conaway said he is "confident in the people that did our work, that we got it right."

The Senate report found Russians worked in favor of Trump and against Clinton. The House report acknowledged Russian meddling, but focused on intelligence failings ahead of the 2016 election. But Neither report said Trump knowingly worked with the Russians to defeat Clinton.
