Although Carr was confirmed through the remainder of Wheeler's term, his nomination for a five-year term elapsed at the conclusion of the first session of the 115th United States Congress in January 2018. Democrats intended to combine Carr's reconfirmation with a nominee to succeed commissioner Mignon Clyburn, who was widely expected to retire.[17] The Senate Committee on Commerce, Science, and Transportation voted to advance Carr's nomination for a five-year term in a 14-13 vote along party lines on January 18; Democrats mounted opposition over Carr's vote to repeal net neutrality.

then there's this nugget
Former Democratic FCC Commissioner Joins Soros Open Society Foundations
George Soros's Open Society Foundations has announced that former Democratic commissioner of the Federal Communications Commission Mignon Clyburn is joining the group, The Washington Free Beacon reported.
Clyburn, who is the daughter of South Carolina Democratic Rep. James Clyburn, will help the group to advance "economic and social justice." She had served on the FCC since 2009, before stepping down in April.
As she left, Clyburn told Ars Technica that the FCC's Republican majority is prioritizing the desires of corporations over customers,
always projecting which she said is in opposition to the FCC's top priority, as stated by the Communications Act, to make sure all Americans have affordable, efficient and effective access to communications services.
Clyburn added that "I don't believe it's accidental that we are called regulators. Some people at the federal level try to shy away from that title. I embrace it."
She acknowledged that deregulation is not bad in markets with robust competition, since competition itself can protect customers, but she explained "that is just not the case" in broadband.
Despite her protests, the FCC's Republican majority declared, as part of its decision to eliminate net neutrality rules, that broadband is not a telecommunications service and thus should not be subject to common carrier regulation.

Outrage! Clyburn Plus Soros Plus the FCC: Killing the First Amendment
As news about the FCC's power-grab continues to unfold, Mignon Clyburn's role assumed dominance in the regime's latest incursion into unconstitutional waters. She shares the limelight with would-be, evil Star Wars emperor, George Soros.
Mignon is the daughter of Jim Clyburn, 20-year Democrat Congressional lifer. Former Leader of the Congressional Black Caucus, Congressman Clyburn has voted for the Imperial President's every wish. Clyburn has repeatedly referred to "reforming healthcare" as the "civil rights issue of our time." The ideological apple didn't fall far from the racist tree.
It is no surprise then that Mignon Clyburn was appointed to the FCC by The Lyin' King in 2009 then reappointed in 2012. Make no mistake, she is his "point man" cherishing his will and running with it. Clyburn sees her purpose at the FCC in a doctrinaire light. Breitbart quoted her, Friday: "... [the FCC] must emphatically insist that we leave no American behind when it comes to meeting the needs of those in varied and vibrant communities of our nation - be they native born, immigrant, disabled, non-English speaking, low-income, or other." The problem with Clyburn's self-righteous declaration isn't simply that her beliefs presume bigotry and "inequality," which they do. It is that none of what she intends to implement is within the FCC's jurisdiction.

Ms. Clyburn instigated the FCC CIN "study," covering eight topics: emergencies and risks, health and welfare, the environment, education, transportation, economic opportunities, civic information, and political information. Who came up with the issues? Two schools of journalism, in uber-liberal universities, were assigned the pharisaic responsibility of shackling... journalism. In a move reminiscent of George Orwell's "1984", they developed the blueprint that would set the government trampling ground the Constitution prohibits. According to the Washington Examiner, "The University of Southern California Annenberg School for Communication and Journalism and the University of Wisconsin-Madison Center for Communication and Democracy, were tasked by the FCC with coming up with criteria for what information is 'critical' for Americans to have."
