InfluenceWatch Podcast #342: Arabella's Tax (Return) Day
by Parker Thayer, Robert Stilson, Michael Watson
NOVEMBER 22, 2024
For us at the Capital Research Center, Christmas comes in mid-November. Not because of election results or an inability to read the calendar, but because of the Internal Revenue Service's deadline for filing nonprofit tax returns after exhausting the automatic extensions. This means we get new insight into how the left-wing dark money networks that we track every mid-November, and no left-wing dark money network is more important than the Arabella Advisors network of nonprofit funding groups. Joining me to discuss their findings from the Arabella sister nonprofits' latest tax returns are my colleagues Robert Stilson and Parker Thayer.

Massive Teachers Union Used Taxpayer-Funded Dues For Pricey Meeting At Legendary Casino
Robert Schmad October 15, 2024
A union representing roughly 1.8 million teachers and other educational workers used taxpayer-funded dues to book a trip to a famous casino and to pay for meals at luxury restaurants.
The American Federation of Teachers (AFT) spent over $370,000 on expenses at Caesars Palace, a luxury hotel and casino in Las Vegas, Nevada, disclosure forms show. In addition, the AFT also used dues collected from its members to help pay for trips to Europe and South America, as well as to pay off five-figure tabs at upscale restaurants.
"My suspicion is that this is a case of 'rank hath its privileges,'" Capital Research Center research director Michael Watson, an expert on organized labor, told the Daily Caller News Foundation. "If you are one of the union officers or delegates who has shown loyalty to the union, who has served the union's interests, they will fly you out, you get to go to the big convention, you get to clap as people give speeches, say how much you support Randi Weingarten and you get these rewards. Of course, it's coming out of the dues checks of working teachers."
Randi Weingarten, who heads the AFT, took home a salary of roughly half a million dollars between July 2023 and June 2024, according to the union's most recent disclosure. Nearly all of AFT's income during this period came from per capita tax fees collected from its regional affiliates. These fees paid by local unions are, in turn, funded by dues from public school teachers and other educational workers.
The bulk of the AFT's spending at Caesars Palace is marked as meeting expenses, with an additional couple thousand dollars in "non-itemized transactions," according to the disclosure forms. Caesars Palace says that the rooms available to groups holding meetings on its grounds make "every guest feel like an emperor" and range from "high-end suites" to "plush villas."
Caesars Palace has appeared in numerous films like "Ocean's Eleven," "Rocky III," and "The Hangover."
The hotel says on its website that its name has become "synonymous with Las Vegas." The hotel has a casino boasting 185 table games, 1,324 slot machines and sports betting, according to its website. Additional amenities available to hotel guests include poolside bars, on-site spa service, a hair salon, a limo service, a nightclub, in-room massage service and a sauna.
On top of the trip to Las Vegas, the AFT also paid off hotel stays in Buenos Aires, Argentina, and Geneva, Switzerland, according to disclosures. The AFT also used over $20,000 in union funds to cover bills at spendy restaurants between July 2023 to June 2024.
At Carmine's, an upscale Italian eatery in D.C. where the union spent roughly $16,000, items as simple as a plain Caesar salad or garlic and oil pasta run approximately $30, according to its menu. The restaurant also offers a 45-ounce porterhouse steak that can be ordered in four different styles.
The AFT spent an additional $5,548 at The Palm Restaurant, a famous steakhouse in Chicago, disclosures show. The cheapest cut of beef offered at The Palm is a $57 eight-ounce filet while its most expensive item is a $149 36-ounce porterhouse steak, according to its menu.
During the same period the AFT spent big on ritzy food and lodging, only about one-third of its expenditures went toward "representational activities," which are operations related to collective bargaining and member recruitment. The rest of the union's spending went toward line items like overhead, administration, lobbying and political activities.
The AFT spent $38,104,649 on lobbying and political activities between July 2023 and June 2024, disclosures show. The union, for instance, gave roughly $2.4 million to For Our Future Action Fund, a climate-focused pro-Democratic super PAC, between November 2023 and April 2024. Additionally, campaign finance records show that the AFT's PAC has funneled millions into federal and non-federal Democratic committees during the 2023-2024 election cycle.
As a result of Janus v. AFSCME, a 2018 Supreme Court case, public school employees can no longer be compelled to pay union dues that end up going toward expenditures like luxury getaways for union bosses and contributions to left-of-center political committees.
"At least, in theory, thanks to Janus the forced dues problem is gone," Watson, the labor expert, told the DCNF. "Public school teachers no longer have to pay the union a fee in order to keep their jobs."
The AFT did not respond to the DCNF's requests for comment.

Indiana's state securities regulator issued a cease and desist order against BlackRock Thursday, accusing the investment giant of fraudulent actions related to its ESG products and offerings. The company denies the allegations.
According to the Indiana Securities Division, BlackRock has repeatedly made false and misleading statements to Indiana investors with regards to the company's ESG products. Indiana accuses BlackRock of pushing ESG factors on portfolio companies and informing clients they would see better long-term returns on their investments through ESG-backed funds. Though, according to the order, there was little to no evidence to substantiate the claim.
"Investment companies that engage in fraudulent activities not only betray the trust of their clients but undermine the integrity of our financial markets. My office is committed to rigorously enforcing the law and strengthening our regulatory frameworks to ensure Hoosier investors are protected and that those who exploit the system are held accountable," Diego Morales, Indiana Secretary of State, said in a statement.
BlackRock, which has $10.5 trillion in assets under management, told Just the News that the allegations are baseless.
"Yesterday's action by Mr. Morales is a politically motivated attack that completely mischaracterizes BlackRock's approach to investing. We are only focused on helping hundreds of thousands of Hoosier clients achieve their investment goals. We intend to defend ourselves and our clients against this arbitrary use of state power," BlackRock said. Both BlackRock and Morales refer to Indiana's citizens as "Hoosiers."
Indiana's order points to statements the company made, saying that BlackRock claimed ESG-backed funds would produce better long-term outcomes, and advocated for climate disclosures. The company, according to the order, doesn't explain what these disclosure reporting frameworks are or why they should be a priority for investors.
In March, Mississippi issued a cease and desist order against BlackRock making similar allegations.
"Investment companies will not push their political agenda on Mississippians, especially through fraudulent and deceptive means. All citizens should have the opportunity to make informed and educated decisions when investing their hard-earned money. If not, our office will hold these bad actors accountable," Mississippi Secretary of State Michael Watson said in a statement. Under Mississippi law, investment managers are prohibited from making untrue statements of material facts regarding the sale or offer of securities. For each infraction, violators can be fined up to $25,000 in penalties, according to the Magnolia Tribune.
A spokesperson with the State of Indiana told Just the News that through securities registration, regulation, enforcement and protection, the state has received complaints and concerns about misrepresentation of ESG investments from individual and institutional investors.
"Many Hoosiers manage their own investment and retirement savings. A much larger number of Hoosiers are beneficiaries of institutionally managed pension funds, which can be adversely impacted by false or misleading ESG representations," the spokesperson said.
BlackRock can request a hearing in response to the cease and desist order, but if a request isn't filed in 45 days, the order becomes final. Indiana's investigation of complaints regarding BlackRock's ESG funds, according to the spokesperson, is ongoing.

The documents obtained by theOversight Project date back to a July 2021 meeting, yet represent something of a major revelation in May 2024. That illustrates how surreptitious this effort has been.
Administration Partnering with Leftist Groups
Although the Biden administration has stonewalled congressional Republicans over the strategic plans each agency was to develop in accordance with the order, evidence has slowly emerged through primarily conservative media reportage and watchdog groups' Freedom of Information Act requests and litigation, suggesting the administration took the groups' suggestions to heart.
In January, The Daily Signal reported that BOP "has partnered with and regularly consults on voting issues with theLeague of Women Voters, the American Civil Liberties Union, the Campaign Legal Center, and the Washington Lawyers' Committee" - several of which were represented at the July 2021 listening session - in connection with the executive order. A BOP spokesman detailed that the bureau had partnered with such groups to offer "civics education classes" and "voter registration drives" at several correctional facilities nationwide.
Mississippi Secretary of State Michael Watson wrote a letter in March to Attorney General Merrick Garland raising concerns that under Executive Order 14019, theU.S. Marshals Service was being directed to "modify agreements with jails" to mandate that they "provide voter registration materials and facilitate voting by mail," on top of requiring the DOJ "to facilitate voter registration and mail voting for individuals in the custody of the Bureau of Prisons." According to Watson, this could lead to not only ineligible voters but among them noncitizens - including illegal aliens - being encouraged to illegally register to vote.
U.S. Citizenship and Immigration Services is working to register voters at naturalization ceremonies. Other agencies ranging from the Departments of Housing and Urban Development to Labor and Agriculture have also been executing plans to register voters who favor Democrats.
In connection with a federal lawsuit challenging the order brought by 27 Pennsylvania state legislators, the Foundation for Government Accountability (FGA) - which has sued the Biden administration to unearth documents and communications associated with the order - filed an amicus brief asserting that:
all of the federal agencies FGA has identified as taking active steps to carry out EO 14019 have one thing in common: They provide government welfare benefits and other services to groups of voters the vast majority of which have historically voted Democrat.
The House Small Business Committee recently subpoenaed the Small Business Administration (SBA) over its stonewalling regarding an agreement the agency came to with all-important swing state Michigan to "promote civic engagement and voter registration" - including through allowing state officials to engage in in-person voter registration efforts at SBA's business outreach events.
Consistent with FGA's brief, Fox News reported that:
An investigation by theHouse Small Business Committee found that 22 out of 25 such outreach events have taken placein counties with the highest population of Democratic National Committee (DNC) target demographics.
Meanwhile, 11 of 15 Michigan counties that showed the largest voter registration increase over the last year have ranked highest in population of young voters and Black voters, according to the committee - two of the left's most-sought voting blocs.
To the extent the Biden administration is using the full resources of the federal government to turn out Democrat voters under the facially nonpartisan guise of expanding the franchise to allegedly underrepresented groups, this would echo Democrats' related efforts to use nonprofit organizations to achieve the same.
As I recently reported at
RealClearInvestigations, at least one major Democrat Super PAC has written to donors that:
501(c)(3) voter registration focused on underrepresented groups in the electorate would be the 'single most effective tactic for ensuring Democratic victories' - '4 to 10 times more cost-effective' on after-tax basis at 'garnering additional Democratic votes' relative to alternatives like 'broadcast media and digital buys.'

GOP secretaries of state, legislators fight against 'Bidenbucks,' federalization of GOTV efforts
West Virginia Secretary of State Mac Warner is trying to "let the [Biden] administration know we do not intend to follow their illegal directives."
Published: April 24, 2024 11:06pm1/2
Republican secretaries of state and state legislators are pushing back against "Bidenbucks," what call the federalization of voter registration and get-out-the-vote efforts, claiming that the executive order is unlawful.
West Virginia Secretary of State Mac Warner and Mississippi Secretary of State Michael Watson, along with Republicans in the Pennsylvania legislature, are fighting President Biden's Executive Order 14019 fromMarch 2021, which turns federal agencies into "Get Out The Vote" (GOTV) centers across all states.
The executive order is often referred to by critics as "Bidenbucks," which alludes to "Zuckerbucks," the approximately $400 million from Facebook founder Mark Zuckerberg widely alleged to have been funneled through left-leaning nonprofits to turn out the Democratic vote in the 2020 presidential election.
According to the executive order, "The head of each agency shall evaluate ways in which the agency can, as appropriate and consistent with applicable law, promote voter registration and voter participation," including "soliciting and facilitating approved, nonpartisan third-party organizations and State officials to provide voter registration services on agency premises." (NGO's the key of corruption)
Similar to "Bidenbucks," "Zuckerbucks" came to notice when the Center for Tech and Civic Life (CTCL) poured about $350 million into local elections offices managing the 2020 election, with most of the funds donated to the nonprofit by Zuckerberg. The nonprofit has claimed its 2020 election grants - colloquially known as "Zuckerbucks" - were allocated without partisan preference to make voting safer amid the pandemic.
However, a House Republican investigation found that less than 1% of the funds were spent on personal protective equipment. Most of the funds were focused on get-out-the-vote efforts and registrations.Following controversy surrounding the disproportionate private funding funneled to Democratic jurisdictions and claims the imbalance helped sway the 2020 election in Biden's favor,28 states have either restricted or banned the use of private money to fund elections, while 12 counties have also restricted or banned the funds, according to the Capital Research Center.
According to information provided to The Daily Signal from the Indian Health Service (IHS), which is part of the U.S. Department of Health and Human Services, organizations that have worked with IHS for voter registration are the American Civil Liberties Union, Demos, the National Congress of American Indians, and the Native American Rights Fund. The Heritage Foundation's Oversight Project obtained documents showing how theU.S. Department of Agriculture worked with Demos, a left-wing public policy advocacy group, for voter registration purposes.
Biden's executive order instructs heads of federal agencies "to provide recommendations to the President, through the Assistant to the President for Domestic Policy, on strategies to expand theFederal Government's policy of granting employees time off to vote in Federal, State, local, Tribal, and territorial elections." However, those recommendations have not been made public.Warner told The Federalist last week that he is trying to "let the [Biden] administration know we do not intend to follow their illegal directives."(Reservations will packed with fake ballots in 2020)
He explained that his state is "not going to accept these registrations" that result from the executive order, citing Article I Section 4 of the U.S. Constitution, where state legislatures are given the authority to prescribe the "Times, Places and Manner of holding Elections for Senators and Representatives."
Warner added that duplicate registrations could result from federal agencies registering people to vote, which would create more issues that county clerks have the responsibility to resolve.

BlackRock hit with 'cease and desist' after allegedly misleading investors about ESG practices
The Cease and Desist Order was issued by Mississippi Secretary of State Michael Watson.
Hayden CunninghamMar 31, 2024
Mississippi Secretary of State Michael Watson and the Securities Division of the Secretary of State's Office have issued a "Cease and Desist Order" against asset manager BlackRock, alleging deceptive practices regarding the company's Environmental, Social, and Governance (ESG) commitments.
The order accuses BlackRock of repeatedly misleading Mississippi investors regarding its ESG practices, particularly concerning its non-ESG funds, such as exchange-traded funds (ETFs),which do not purport to follow a sustainable investment strategy.
According to Watson, BlackRock's representation that its non-ESG funds do not incorporate ESG considerations misleads investors by contradicting the company's broader ESG commitments.
"BlackRock made untrue statements that certain of its funds do not incorporate ESG considerations. As detailed extensively in this order, BlackRockstated on multiple occasionseither expressly through publications or by action that the companydoes in fact incorporate ESG considerations into its non-ESG funds," the order from Mississippi states.
"BlackRock madeexpress and implied material misrepresentations and omissionsabout its investment strategies related to ESG," the order continues. "As detailed extensively in this order, BlackRock has overstated the extent to which its ESG aims bear on companies' financial performance and positioning. Thesestatements lead investors to believethat BlackRock'sESG provides a financial benefit to its ESG funds."
Furthermore, the order points out BlackRock's participation in the Climate Action 100+ Alliance, a commitment to the Paris Agreement and carbon emissions reduction. Watson argues that BlackRock's defense thatnon-ESG funds do not consider climate change concerns contradictsits involvement in this initiative.
Notably, BlackRock recently withdrew from the Climate Action 100+ Alliance. The company's Chairman and CEO, Larry Fink, has also expressed a reluctance to use the term "ESG" in the future due to its connotation.
The Cease and Desist Order points out thateachmisrepresentationBlackRockhas performed is a violation of Mississippi's Securities Act. As thecompanyhas been uncovered to haveconducted 'thousands of potential violations," BlackRock is facingtens of millions of dollars worth of fines.
"Investment companies will not push their political agenda on Mississippians, especially through fraudulent and deceptive means," said Secretary Watson in a press release.
The Cease and Desist Order comes at a time of growing scrutiny over the accuracy and transparency of ESG practices within the financial industry.
(Every Red State should withdraw all their state invested money such as schools, municipalities, etc. The only way to control Blackrock is to defund it. ESG is just a tool to block competitors, it has nothing to do with climate change because Blackrock invests in China at a massive scale, and the biggest polluter in the world.)

Elections official sounds alarm on new election-influence plot
by Bob Unruh March 13, 2024
A new report in the Federalist explains that Mississippi Secretary of State Michael Watson has warned, in a letter to Joe Biden's attorney general, Merrick Garland, that the Department of Justice seems to be using taxpayer dollars to have jails, and officers in the U.S. Marshals Service, pushing jailed ineligible criminals and non-citizens to vote.
The report said Watson's letter to Garland concerned the DOJ's compliance with Executive Order 14019, which Biden issued in 2021 ordering federal agencies "to interfere in state and local election administration by using U.S. taxpayer money to boost voter registration and get-out-the-vote activities."
The response, from bureaucracies, agencies, departments and programs, largely has been concealed from the public since then, as only a few details have leaked out through lawsuits under freedom of information laws.
What is known is that hundreds of federal offices were ordered to draft plans for how they would follow Biden's election interference orders.
Also involved in the scheme has been a long list of far-left activist organizations with whom the Biden administration is seeking to cooperate.

Mississippi SOS Warns Biden Is Registering Illegal Aliens to Vote with Executive Order
Mississippi's Republican Secretary of State Michael Watson is raising the alarm after discovering that Democrat President Joe Biden's executive order is registering ineligible convicts and illegal aliens to vote.
Watson has sent a letter to Biden's Department of Justice (DOJ) asking it to stop enforcing the executive order.
In a letter to Attorney General Merrick Garland, Watson wrote:
"As you are aware, on March 7, 2021, President Biden issued Executive Order No. 14019 which sought to turn the Department of Justice agencies from their historical missions of law enforcement to voter registration and get-out-the-vote operations.
"These efforts are an intrusion into state matters and are a misuse of federal revenue and resources.

Dr. Madej had just texted me on Thursday to state that she would not be doing public speaking events for several months as the medical board is coming after her full force.
According to Alive 11:
WARM SPRINGS, Ga. - The Federal Aviation Administration is investigating a plane crash in Meriwether County on Sunday.
A pilot and passenger crashed at Roosevelt Memorial Airport in Warm Springs after reporting engine trouble. The two landed in the field north of the airport, according to the FAA.
It happened around 2:15 p.m. The FAA said they were flying a single-engine Piper PA-24.
According to Michael Watson, the chairman for the Meriwether County Airport Authority, the flight was on the way from St. Petersburg, Florida, near Tampa, to Newnan-Coweta County Airport when it experienced an engine issue as the plane started its descent. The flight was diverted south to Warm Springs, but crashed. Flight tracking website Flight Aware shows the path of the flight before the crash.
The FAA is working with the National Transportation Safety Board to determine a cause for the crash. Neither agency would provide specifics of the investigation.
There was no information about the condition of the two on board.

I have confirmed that Dr. Madej is in ICU and that she is expected to be released possibly on Tuesday.
Please keep her in your prayers.
This is a developing story.

Suits against Ohio State over sex abuse by doc are dismissed
COLUMBUS, Ohio (AP) - A federal judge dismissed some of the biggest unsettled lawsuits over Ohio State's failure to stop decades-old sexual abuse by now-deceased team doctor Richard Strauss, saying Wednesday it's indisputable Strauss abused hundreds of young men but agreeing with OSU's argument that the legal window for such claims had passed.
"For decades, many at Ohio State tasked with protecting and training students and young athletes instead turned a blind eye to Strauss's exploitation," U.S. District Court Judge Michael Watson wrote in one ruling. "From 1979 to 2018, Ohio State utterly failed these victims. Plaintiffs beseech this Court to hold Ohio State accountable, but today, the legal system also fails Plaintiffs."
The matter isn't done. Strauss-related lawsuits against OSU filed this year by dozens of other plaintiffs appeared to still be pending, with no dismissal or other new rulings appearing on those dockets as of late Wednesday. And lawyers for the 200-plus plaintiffs whose cases were dismissed immediately vowed to appeal.
Attorney Stephen Estey said the group of men he represents was devastated by the judge's decision.

SCYTL Online Voting System in Mississippi
This jumped out while digging that we have one state, only one but all of the counties, with a SCYTL internet voting system. Yes, it seems to be THAT Scytl. And Mississippi. Why?
Mississippi has a mix of systems sort of listed below including something you don't see too often, a DRE of one manufacturer and optical scanner of another.
In a quick dig the SOS seems an R kind of guy. Can't find much information on the Assistant Secretary of State. It's possible she does more on elections in that office.

Judge forces Ohio to let people change sex on birth certificates
Tennessee is the only remaining state that does not permit gender changes on birth records.
Ohio must allow gender-confused residents to change the sex listed on their birth certificates, the U.S. District Court for the Southern District of Ohio ruled.
Judge Michael Watson sided with the left-wing American Civil Liberties Union (ACLU) and LGBT advocacy group Lambda Legal in determining that the Ohio Department of Health and the Office of Vital Statistics' insistence on keeping birth certificates accurate was unconstitutional and discriminatory.
The state argued that changing birth certificates for the sake of "gender identity" would make its records less accurate and increase potential for fraud. Watson dismissed those arguments as "nothing more than thinly veiled post-hoc rationales to deflect from the discriminatory impact of the policy."
As a result of the ruling, Tennessee will be the only state in America that does not allow residents to change the gender markers on their birth certificates.
"Finally, transgender people from Ohio will be able to correct their birth certificates so that this necessary identity document is consistent with their gender identities," claimed Lambda Legal attorney Kara Inglehart. "Accurate birth certificates are essential. They are foundational to our ability to access a variety of benefits such as employment and housing, and to navigate the world freely and safely, as who we truly are."
While LGBT activists insist that being a man or woman is strictly a matter of self-perception, in reality sex is rooted in an individual's chromosomes and reflected by hundreds of genetic characteristics. Despite insistence that indulging gender-confused individuals' chosen "identity" is essential to their health and happiness, gender confusion has been linked to a variety of long-term mental and emotional ills, including higher suicide rates.

Anons, check out what POTUS said this summer:
"During an interview with The New York Times Magazine on June 1, 2020, Attorney General William Barr expressed concern that implementing a robust vote-by-mail system would render the United States vulnerable to exploitation by foreign actors: "We've been talking about how, in terms of foreign influence, there are a number of foreign countries that could easily make counterfeit ballots, put names on them, send them in. And it'd be very hard to sort out what's happening." On June 22, 2020, President Trump tweeted, "RIGGED 2020 ELECTION: MILLIONS OF MAIL-IN BALLOTS WILL BE PRINTED BY FOREIGN COUNTRIES, AND OTHERS. IT WILL BE THE SCANDEL [sic] OF OUR TIMES!" In June, President Trump's reelection campaign also filed a lawsuit in Pennsylvania challenging the state's use of vote-by-mail drop boxes, and just this week a federal judge ordered the Trump campaign and the Republic Party to produce evidence of vote-by-mail fraud by today. President Trump has since suggested that the election should be "delayed" due to the possibility of fraud in a mail-in system. Local politicians have also expressed ballot security concerns. For example, Mississippi Secretary of State Michael Watson opposed expanding vote-by-mail in the upcoming election, citing concerns about fraud and a commitment to "protect the integrity of the election process."

Mississippi Legislature passes bills to ban abortion after a baby's heartbeat is detected
The Mississippi Legislature on Wednesday passed bills to ban abortions after an unborn baby's heartbeat is detected - usually at about six weeks - Live Action reported.
The "heartbeat bills" passed by the state Senate and House offer no exceptions for victims of rape or incest, according to The Clarion Ledger. There are, however, exceptions if it is believed the pregnancy could cause serious harm or endanger a woman's life.
If either bill is ultimately agreed to and signed into law, abortions would be illegal in Mississippi as soon as a heartbeat is detected. Mississippi Republican Gov. Phil Bryant has said he would sign a bill banning abortion as early as six weeks.
What was the debate?
Republican Sen. Joey Fillingane presented the bill in the Senate, according to the Clarion Ledger. That prompted Democratic Sen. Derrick Simmons to ask Fillingane if he was aware that Mississippi has spent $1.2 million defending in court a previous 15-week abortion ban, which was struck down by a federal judge.
During discussion, Simmons began asking a question: "Do you think it's a wise use of taxpayer money-" but before he could finish, Fillingane interrupted and said, "Absolutely."
Republican Sen. Michael Watson defended his colleague by asking, "Is it worth $1.2 million? What is a life worth?"
Fillingane also said that with Justice Brett Kavanaugh on the U.S. Supreme Court, a different ruling could prevail.
"These decisions may swing in a very different decision now," Fillingane told Simmons.
Republican Sen. Angela Hill, one of the authors of the Senate's heartbeat bill, gave an emotional speech about the issue.
"Times are changing in this country," she said, the Clarion Ledger reported. "We can see more of what's happening in the womb. … We can see that heart beating with those tests and I've had those tests and they're not so bad."
"I see in this country that we protect sea turtle eggs and we protect other endangered species of animals with a greater degree of scrutiny and zealousness than we protect a child in the womb that has a beating heart," Hill continued. "The womb should be the safest place in the world for an unborn child. I'm asking Mississippi to be different."
Democratic Sen. Deborah Dawkins, a former nurse, called the idea of a heartbeat bill a "misnomer."
