Charly Dickerson, one of the board members for VEHBFA, opposed the deal out of concern about the college's ability to repay the debt, according to minutes of the meeting. Another member, Thomas Pelham, opposed it because he was concerned that the property deal was a "fire sale."
The majority of the financing agency board voted to issue $6.7 million in bonds and to certify "that the College appears that it will have sufficient revenue to repay the bonds and the interest thereon when due." Gov. Jim Douglas, a Republican, signed off on the board's recommendation.
Pomerleau agreed to provide a $500,000 bridge loan to help Burlington College purchase the new property. Pomerleau said in an interview that he loaned the money to People's United Bank at the bank's request. Matt Mahoney, the underwriter of the Burlington College loan at People's United Bank,now works at a different bank and declined to comment. A spokeswoman for People's United Bankalso declined to comment.
Jack Bergeron, a Burlington attorney listed as Burlington College's counsel in the bond application,also declined to comment, other than to say that no federal investigators had contacted him. Sanders and college leaders planned a five-year, $6 million capital campaign to support the property deal, and considered fundraising to be going so well that they might set a more ambitious target.
"With more than one third of this total currently pledged, the total goal may be increased prior to announcing the public phase of the campaign," Sanders and Plunkett wrote in the application.The property deal was finalized on December 31, 2010.

The college struggled financially after Sanders parted ways with the institution in October 2011. In her goodbye memo to the board of trustees, Sanders wrote that the college had "realized" gift and grant commitments of nearly $1.7 million over the last year, and another $1.25 million was on the books for the future. Many of the donors, like Pomerleau, had personal relationships with Sanders.
"For all these donors, the handling of this transition is crucial," Sanders wrote. Sanders also suggested that Burlington College pursue opportunities for additional revenue and property deals. She was working to sell a nine-acre southernmost parcel of the college property to a "well-respected financial services firm" connected through the Greater Burlington Industrial Corporation. The potential sale would bring in $7 million to $10 million, Sanders wrote - potentially enough to pay off Burlington College's $6.7 million debt from tax-exempt bonds or even to cover the entire debt.

Plunkett, the chief fiscal officer, stepped into interim leadership, and while she was busy with administrative responsibilities the college struggled to keep up with financial record-keeping, according to a letter by Plunkett attached to the fiscal year 2012 audit published online by VTDigger.org.
"Due to these transitions and staffing challenges, there was little success with fundraising or enrollment growth during the year," Plunkett wrote. She was appointed president in June 2012. About two years later, college fundraising efforts remained on a back burner. Gains in student enrollment did not materialize, and the school's accreditation was placed on suspension for financial reasons in 2014.
In July 2014, Burlington College obtained a $250,000 loan from a subsidiary of the Vermont Economic Development Authority. "It was a loan that we were clear from the start was a risky loan," said Jo Bradley, VEDA's chief executive officer. Bradley said the college repaid some of the loan, but not all, and no collateral now remains. Plunkett resigned in public, unexpectedly, during a September 2014 confrontation with protesting students. Michael Smith became interim president, then the college hired Carol Moore. The following February, Burlington College sold 27.5 acres of its property to developer Eric Farrell for $7.65 million in an effort to stay afloat.
In March 2015, shortly before Bernie Sanders held a news conference to announce his presidential campaign, a news outlet, the Daily Caller, raised questions about the pledged donations at Burlington College and suggested that Jane O'Meara Sanders may have defrauded the state bonding agency and the bank. The allegations lingered through the next year, and in January 2016 aRepublican attorney, Brady Toensing, asked federal authorities to investigate the finances underlying the property deal, which he said amounted to bank fraud. Toensing also alleged that Bernie Sanders' U.S. Senate office may have pressured the bank for financing, an allegation both Bernie Sanders and Jane O'Meara Sanders have denied.

Have you ever wondered what happened to the 56 men who signed the Declaration of Independence?
Five signers were captured by the British as traitors, and tortured before they died. Twelve had their homes ransacked and burned.
Two lost their sons in the revolutionary army, another had two sons captured. Nine of the 56 fought and died from wounds or hardships of the revolutionary war.

What kind of men were they? Twenty-four were lawyers and jurists. Eleven were merchants, nine were farmers and large plantation owners, men of means, well educated. But they signed the Declaration of Independence knowing full well that the penalty would be death if they were captured.
Carter Braxton of Virginia, a wealthy planter and trader, saw his ships swept from the seas by the British Navy. He sold his home and properties to pay his debts, and died in rags.
Thomas McKeam was so hounded by the British that he was forced to move his family almost constantly. He served in the Congress without pay, and his family was kept in hiding. His possessions were taken from him, and poverty was his reward.
Vandals or soldiers or both, looted the properties of Ellery, Clymer, Hall, Walton, Gwinnett, Heyward, Ruttledge, and Middleton.
At the battle of Yorktown, Thomas Nelson Jr., noted that the British General Cornwallis had taken over the Nelson home for his headquarters. The owner quietly urged General George Washington to open fire. The home was destroyed, and Nelson died bankrupt.
Francis Lewis had his home and properties destroyed. The enemy jailed his wife, and she died within a few months.
John Hart was driven from his wife's bedside as she was dying. Their 13 children fled for their lives. His fields and his gristmill were laid to waste. For more than a year he lived in forests and caves, returning home to find his wife dead and his children vanished. A few weeks later he died from exhaustion and a broken heart. Norris and Livingston suffered similar fates.
Such were the stories and sacrifices of the American Revolution. These were not wild eyed, rabble-rousing ruffians. They were soft-spoken men of means and education. They had security, but they valued liberty more. Standing tall, straight, and unwavering, they pledged: 'For the support of this declaration, with firm reliance on the protection of the divine providence, we mutually pledge to each other, our lives, our fortunes, and our sacred honor.'"

Big Oil Tries To Buy Its Own Courts
Texas oil and gas companies could soon have their business cases heard by judges handpicked by a close ally: Gov. Greg Abbott.
When Texas oil and gas companies need to remove a legal roadblock to drilling, or answer for alleged wrongdoing, they head to court - and a bill that could be considered by the state legislature as early as Thursday would hand them considerable sway in picking the judges that hear some of their cases.
The state's $200 billion fossil-fuel industry has thrown its weight behind legislation that would create a new system of district courts to hear certain disputes involving corporations. While 26 states already have so-called business courts, the Texas proposal has a unique feature: Republican Gov. Greg Abbott, who has been bankrolled by fossil fuel donors, would have the power to personally appoint judges, who would then serve two-year terms - a tenure that would let Abbott quickly remove judges if they deny favorable rulings to his supporters.
The legislation backed by the oil industry comes just after the U.S. Supreme Court allowed climate cases against fossil fuel companies to proceed in state courts. Opponents of the business-court plan say that not only would it run afoul of the state constitution, which mandates the popular election of district and appellate judges, it could also set a dangerous national precedent by undermining the independence of the judiciary.
As a result, cases that would otherwise be heard by judges elected by communities in their districts could instead be forced into courts controlled by the governor - and by extension, his donors.
Abbott, who has raked in more than $42 million of campaign cash from the oil and gas industry during his career, has already raised eyebrows by appointing some of those donors to political positions - including an oil tycoon whom he tapped to head the agency overseeing the state's energy grid.
Some experts also raised alarms about a separate intervention by Abbott into the legal process last month, when he called for the pardon of a man convicted of killing a protester before his sentencing had even taken place.
The business court bill exacerbates those concerns by allowing the governor to handpick judges overseeing cases impacting some of his largest contributors.
Since they serve terms shorter than his own, "there's a real danger that he can just swap them out every two years if they aren't making the kinds of rulings he wants," said Texas-based commercial practice attorney Michael Smith. "It's a basic separation of powers issue."
Smith testified against the bill last month on behalf of the Texas chapter of the American Board of Trial Advocates (ABOTA), one of three statewide legal associations opposing the measure alongside several Democratic appeals court judges and state consumer groups.
The push for business courts is backed by a broad swath of industries, including lobbying groups representing the different segments of the state's fossil fuel sector, as well as Energy Transfer, the pipeline company owned by billionaire Abbott donor Kelcy Warren.

In a sickening update that should shake the conscience of every defender of human rights and Constitutional rights in Canada, Ontario police arrest Josh Alexander, who protested boys in girls' bathrooms, for attending class.
I have been following this story from the beginning. See HERE and HERE for background. To sum it up: 16-year-old Ontario resident Josh Alexander was penalized with a 20-day suspension last year by his Catholic school "after he organized a walkout in protest of male students being permitted into the girls' washroom." In an interview around the time of Alexander's initial suspension, the teen told LifeSiteNews that he believes, in accordance with Catholic teaching and the Bible,?that there are only two sexes. Under the freedom of religion, Alexander has the guaranteed right to affirm this. Or so we thought.
Liberty Coalition Canada (LCC) took up Josh's case and sent a "Notice of Intention to Appeal Suspension" to Mary-Lise Rowat, Superintendent of Educational Services at Renfrew County Catholic District School Board. But Josh's situation deteriorated, and fast. LifeSite news wrote in an update February 1:
Alexander's lawyer, James Kitchen, the chief litigator for Liberty Coalition Canada (LCC), told LifeSiteNews today that Renfrew County Catholic District School Board won't "permit him (Alexander) to attend school for the rest of the year because, according to them, Josh's beliefs constitute 'bullying of trans students.'"
What nonsense. Mind you, the school is bullying Josh over his religious rights and freedoms, while doing severe damage to what the school proclaims about honoring Catholic teachings.
I previously wrote to the Diocese of Pembroke, of which Josh's school, St. Joseph's Catholic High School, and the Renfrew County Catholic District are a part. See the full correspondence HERE. Below is an excerpt from that correspondence, where you'll notice immediately how institutions are able to hide (unintentionally or not) behind red tape, even when in violation of their own stated values.

On July 3, 2020, Most Rev. Guy Desrochers, of the Congregation of the Most Holy Redeemer (Redemptorists), became the ninth Bishop of Pembroke.
Bishop Desrochers was appointed on May 6, 2020, following the vacancy left by the appointment of Most Rev. Michael Mulhall as Archbishop of Kingston.
The installation took place after the new Bishop made his Profession of Faith and took the Oath of Fidelity. The Installation Mass took place in St. Columbkille Cathedral, Pembroke. Once the letter of appointment from Pope Francis was read to the assembly and shown to the College of Consultors, Archbishop Terrence Prendergast, S.J., of Ottawa-Cornwall led Bishop Desrochers to the cathedra, or bishop's chair. Bishop Desrochers then presided over the rest of the Mass.
Also present were Archbishop Luigi Bonazzi, Apostolic Nuncio to Canada, and Archbishop Michael Mulhall of Kingston.
On account of the COVID-19 pandemic, only the priests, the deacons, and the deacons' wives could be present. They took their places throughout the Cathedral in order to respect physical distancing.

WASHINGTON - Cyberattacks sponsored by the Chinese government infiltrated a U.S. Navy contractor's computers, allowing digital thieves to access sensitive data related to secret Navy projects on a submarine anti-ship missile.
The information stolen was stored on the contractor's unclassified network despite being "highly sensitive nature," according to information obtained by the Washington Post.
According to the report, 614 gigabytes of material on a closely held project known as Sea Dragon were taken. Contracted for the military organization Naval Undersea Warfare Center, Sea Dragon aims to develop a supersonic anti-ship missile for use on U.S. submarines.
Cmdr. Bill Speaks, Navy spokesman, confirmed that measures exist which "require companies to notify the government when a 'cyber incident' has occurred," as had occurred in this instance.
Experts have witnessed a recent "reemergence" of China-based hacking groups that had seemed to have "gone dormant for a while," said Cristiana Brafman Kittner, principal analyst at cybersecurity firm FireEye.
China has increasingly grown not only as an economic cyberthreat, but an online menace to national security as well.

Redding Man Pleads Guilty To Setting Fires In Shasta-Trinity National Forest
A Redding man who set nearly a dozen wildfires in the Shasta-Trinity National Forest pleaded guilty Monday to being a serial arsonist, prosecutors announced Monday.
Eric Michael Smith, 41, entered guilty pleas to four counts of arson in a federal court in Sacramento but acknowledged setting other blazes in his plea agreement, according to the U.S. attorney's office.
Under the agreement, prosecutors will recommend no more than a 33-month sentence. Smith could have faced up to 20 years in prison if convicted of all charges.
Court documents indicated that between June 2019 and July 2020, Smith lit at least 11 fires in the Northern California national forest, many of them =in the early morning hours.=

Federal courts just unsealed documents about the FBI arrest of Justin Michael Smith for his participation in the Jan. 6 attack on the U.S. Capitol.
"Among the images of individuals who entered the U.S. Capitol without authorization was an individual dressed in dark clothing, wearing a 'hoodie' and carrying a black flag that reads in part 'Trump 2020 The Sequel, Make The Liberals Cry Again,'" said the Statement of Facts from the Justice Department. "As described below, this person has been identified as Justin Michael Smith (Smith). Through FBI Cleveland's investigation as detailed below, Smith was determined to be a resident of the Northern District of Ohio."
The documents went on to explain that search warrants revealed that Smith logged into the WiFi at the U.S. Capitol while he was allegedly ransacking the building. They used "sources including GPS data and information about nearby Wi-Fi access points and Bluetooth beacons." They note that at times the exact location can't be pinpointed, so it's generally estimated within 10 meters, which includes the Capitol complex.
The Cleveland FBI field office also got screen captures of Smith's alleged Facebook account from a confidential informant (CI) to match the images with the CCTV footage from inside the building.
"The CI is not working off charges related to a criminal prosecution. Rather, the CI's motivation for providing information is from his/her sense of outrage regarding the attacks on law enforcement during the events of January 6, 2021," said the documents. "The CI requested his/her identity be protected to the extent possible, but he/she is willing to testify if necessary. The CI does not know Justin Michael Smith personally"

Air Force Exploring Plans To Lay New Infrastructure Lines From Cheyenne Base To Colorado Missile SilosThe U.S. Department of Defense is in the process of replacing its 400 Minuteman III intercontinental ballistic missiles as part of an upgrade to the country's defense system.
Small towns in northeastern Colorado are seeing the first movements toward that goal as military personnel visit plots of property surrounding the existing Minuteman silos in that part of the state. The Air Force is gathering data to compile an environmental impact statement, a necessary first step before any dirt is disturbed.
And plenty of digging is proposed - approximately 1,780 miles of utility trench between three Air Force bases and their surrounding missile fields. Modern communications capabilities, most importantly, will be buried in the trenches, upgrading the connection between the bases and the existing missile silos.

This includes missile silos in northeastern Colorado presently operated and maintained by F. E. Warren Air Force Base in Cheyenne. A University of Wyoming count of silos found 54 near the towns of Peetz, Stoneham, Raymer, Crook, Proctor, Padroni, Buckingham, Sterling, Keota, and Grover. Rows of wind turbines have been erected recently around a handful of the sites.
Warren AFB's missile field also extends into parts of Wyoming and Nebraska. The project's other bases are Malmstrom AFB in Montana and Minot AFB in North Dakota.

In April, the Air Force and Warren AFB notified Weld County Commissioners that it intended to send out notices to county residents living in proximity to the silos. The requests for right-of-entry asked for permission to enter private land in order to "survey potential threatened and endangered species and habitats, and wetlands or archaeological areas of concern" pertaining to the EIS.
The Air Force's notice asked residents to sign a contract allowing personnel access to property for the upcoming trench digging:
"These utility corridors would be in addition to the existing utilities connection to the Launch Facilities and Missile Alert Facilities....The u tilities would be installed in a 25-foot-wide temporary easement and maintained in a 16.5-foot permanent easement. Temporary easements would be sized to accommodate access and required equipment, and to provide temporary spoils storage. The utility trench would have a typical depth of 4-8 feet with a finished footprint approximately 2-feet wide. Directional drilling would be used as needed to install utility lines beneath roadways and stream crossings, and near sensitive environmental resources. In cases in which directional drilling is required, the width of the easement and depth of the trench would depend upon the obstacle being avoided....Upon completion....disturbed areas would be reseeded and restored, as necessary."

Analyst: DoJ, FBI Lock up Trump Allies, Forget About Clinton Foundation's Pay-to-Play Schemes
Although the DoJ and FBI are actively chasing Donald Trump's supporters, they have never demonstrated a similar hardball approach when it came to the Clintons and other establishment politicians, says Wall Street analyst Charles Ortel, who has investigated the Clinton Foundation's alleged fraud for several years.
On 20 July, Thomas J. Barrack, a billionaire businessman and longtime friend to former president Donald Trump, was arrested in Los Angeles being charged with illegal lobbying for the United Arab Emirates (UAE) between April 2016 and April 2018. The indictment also charged Barrack with "obstruction of justice and making multiple false statements during a 20 June 2019 interview with federal law enforcement agents." The businessman pleaded not guilty on 26 July.
Barrack is the second Trump ally to be arrested this month. Previously, the Trump Organisation and CFO Allen Weisselberg were charged with 15 counts relating to an alleged tax fraud scheme on 1 July. Like Barrack, Weisselberg pleaded not guilty.
Anti-Trump Resistance Continues
The recent arrests show that the anti-Trump "resistance" campaign launched in 2015 never ended, according to Charles Ortel, a Wall Street analyst and investigative journalist. The DoJ and FBI were quick to indict and detain many of the former president's loyalists; however, when it came to prominent establishment figures, like the Clintons or their associates, the US justice machine appeared to be completely out of whack, he believes.
"My working theory is that globalists have had an excellent thing going ever since 1989," Ortel says. "Multilateral aid organisations and false-front, 'leaky' charities are not regulated, so they serve as prime conduits to pay off corrupt national government officials, to pad operating budgets of clandestine agencies, to launder dirty money and to subsidise champagne and caviar lifestyles that co-conspirators could never afford from legitimately earned income."
Ortel, who has been investigating the Clinton Foundation's alleged fraud for several years, presumes that Trump and his allies "pose existential threats to globalists who are pulling strings at crooked foundations" as Team Trump may, potentially, return to the helm of the country and strip the establishment of many powers.
'Overspending'$23Million [COMMS?]
The Wall Street analyst referred to an episode involving the Clinton Foundation, which remains largely unnoticed in the media and was reported by Australian investigative journalist Michael Smith in November 2016. In his op-ed, Smith referred to an email sent by Erskine Bowles, an American businessman who served as Bill Clinton's chief of staff, to his former boss on 17 February 2015. The email discusses documents related to the Clinton Health Access Initiative (CHAI) and allegedly "lost" $23 million of restricted grants…
According to Smith, the "CHAI overspending" rings alarm bells: he wondershow the non-profit and tax-exempt organisation "lost" $23 million of restricted grant moneyso that it had to be "bailed out." The Australian journalist did not rule out that the aforementioned funds were "misused."…

However, unlike Trump associates, the Clintons and their charities have never been properly investigated and brought to justice, although there's enough evidence, including in public domain, deserving IRS, DoJ and FBI's attention, according to Ortel.
"The goal of many globalists is to run large swaths of the world for their own benefit, immune from prosecution, and free to persecute rivals and opponents," he says. "A core tactic is to erode the integrity and performance of national governments, so that globalist approaches seem preferable in the minds of the public."

Have you ever heard of the hanky code? The banana code? What about flagging? It's okay if you haven't, but it's actually pretty cool. In the '70s, the handkerchief code gained popularity among gay men who were in search of casual sex. The handkerchiefs were placed in your back pocket, essentially, and depending on the color, symbolized a sexual fetish or a position. There was even a meaning behind which pocket you tucked it in. Codes like this were crucial to the early development of LGBTQ+ communities, but date back even further than the Gay Liberation movement, to the mid- to late-19th century (like, the Gold Rush), and are still used in cities across the globe today.
Though complex in theory, the origin of the secret language is varied, too. While some people believe it originated in San Francisco due to a shortage of women at square dances where men would end up dancing with each other - a blue bandana around one's neck meant they took the "female" part, while red symbolized the "male" role - others believe the system was modernized in New York City in the '80s, when a writer at the Village Voice joked that instead of wearing keys (another way to denote whether someone was a "top" or a "bottom"), they carried around hankies. There are several other theories, too, but we'll let you take a gender and sexuality class to read up on those.
The color scheme, which was rainbow, of course, carried with it 10 colors and 10 meanings. Alright, get your pens out - red: fisting; orange: anything goes; yellow: water sports (urine); green: escort work; light blue: oral sex; dark blue: anal sex; purple: piercing; grey: bondage; black: S&M; and brown: scat play. If you wore your hanky in your left pocket, you were deemed as more submissive, or a "bottom," whereas the right pocket meant that you were a "top" or more dominant. No verdict on what was code for "versatile," though.
As we head into June, don't be surprised if you catch a few handkerchiefs walking around your local Pride parade and festivities. And hey, visit your local LGBTQ+ fetish-themed boutiques to pick up some for yourself; though predominantly used by gay men, handkerchiefs know no gender. The landscape of homosocialization may have been transformed by social media, but why not unplug from Grindr or Tinder and go at it old school for a change? (Safely, of course.) Happy hanky'ing!

An Alabama community was plunged into deep grief after a car accident Saturday killed 10 people - nine of them children, including a 9-month-old.
Eight of the children, ages 3 to 17, were traveling in a vehicle owned by a residential home for youths when they were killed in Butler County, Alabama, about an hour southwest of Montgomery.
The small bus operated by the Alabama Sheriffs Youth Ranches, whose mission is "to provide Christian, family-style residential homes for Alabama's needy, neglected, or abused, school-age children," was in a pileup of more than a dozen cars on Interstate 65. Officials suspect the crash was triggered by wet weather from the remnants of Tropical Storm Claudette.
Four of the children who perished from the crash were girls who lived at the ranch, and the other four children who died were related to someone who worked at the ranch, according to AL.com.
The two other victims, Cody Fox, a 29-year-old father, and his 9-month-old, Ariana, were killed in a separate vehicle.
"I'll tell you what I do know, those children are in a much better place, they're with God, cause they all love God," Michael Smith, the CEO of the Alabama Sheriff's Youth Ranch, told the NBC affiliate WSFA.
Smith, who spent time with the girls who attended his organization's Tallapoosa County ranch, said he "felt like the blessed one" being able to know them.
The National Transportation Safety Board and the Alabama Highway Patrol sent 10 investigators to the scene Sunday to look into "vehicle technologies such as forward collision warning systems, CMV fuel tank integrity, motor carrier operations and occupant survivability," according to the NTSB's Twitter account.
Over the weekend, mourners gathered to grieve and pray together at Tallapoosa County's Reeltown High School, where girls who died Saturday went to school. Their names have not been released.
One of the girls who stays at the ranch and remained unnamed because she is in state custody, spoke at the high school, remembering her lost "sisters."
"When people hear about the ranch, they usually assume that the girls have done something wrong or bad to get there. But that's not the case,'' she said, according to AL.com. "These girls have been through so much, and they were such strong, wonderful, kind family members and it was my privilege and my honor to be their big sister."
"I've lost a lot of family throughout my entire life, and I've been prepared for a lot of situations, but nothing could have prepared me for this,'' the teen whose speech offered a glimpse into the lives of the girls said.
The girls at the ranch often come from backgrounds of neglect or abuse and find a safe haven through the program, the teen said. There, they learn about faith and find community in one another.
Located in Camp Hill, Alabama, the Tallapoosa County Sheriffs Youth Ranch houses high schoolers in crisis. The ranch there has three homes for girls, three staff houses, an office, a chapel, gym and pool, according to the website. Opened by the Alabama Sheriffs' Association in 1973, it was meant to provide children with stability as they navigate high school.
"The Ranches are homes for these children, not reform schools or correctional institutions," according to its website.
The group also takes the girls on trips and vacations, one of which they were returning from when the crash occurred.
Reeltown High Principal Cliff Maddox struggled to find words at the ceremony, AL.com reported.
"Everybody's still in shock. I'm in a fog. I can't hardly talk," he said.
Tallapoosa County Schools Superintendent Raymond C. Porter said in a statement that his district will try to provide support to the grieving students and their parents.
"At Reeltown School, we have counselors available for any student who may need or want help or any type of assistance surrounding this loss. We encourage you, as parents, to also feel free to use our resources," he wrote in a letter to parents Sunday.

The Alabama Law Enforcement Agency on Sunday evening declined to name the minor victims, but said they included a 3-year-old, an 8-year-old, a 12-year-old, a 14-year-old, a 15-year-old, two 16-year-olds and a 17-year-old. They were pronounced dead at the scene, according to the agency.
Two children of ranch employee Candice Gulley, who was driving the van, were among those who died in the crash, Smith said. Gulley, the director of ranch life at Tallapoosa, was pulled from the wreck and has been hospitalized.
"Candice has been with us for years as a house parent, and she has raised over 80 children who have called her mom," Smith said. "She's a super lady who has given her life to raising not-so-fortunate children."
Gulley had worked with children for years, beginning when she and her husband were house parents at the ranch for seven years.
The National Transportation Safety Board tweeted that it was sending 10 investigators to the area Sunday to investigate the crash, photos of which showed at least four burned vehicles, including two large trucks. It said the inquiry would focus on vehicle technologies such as forward collision warning systems, fuel tank integrity and occupant survivability.
"My heart goes out to the loved ones of all who perished," Alabama Gov. Kay Ivey said in a statement.
The ranch, a nonprofit, provides "Christian, family-style residential homes for Alabama's needy, neglected, or abused, school-age children in an atmosphere where they may grow spiritually and physically into productive, responsible, and happy adults," according to its website.
"I would love for your readers to pray for us to get through this tragedy because we are going to have to keep moving forward because there are a lot of children in Alabama that need our help," Smith said. "It's not just a ranch tragedy, not just an Alabama tragedy - it's a national tragedy.

The Centers for Disease Control and Prevention is expected to grant emergency use authorization for the Pfizer version of the COVID-19 vaccine to be giving to children ages 12 to 15. Both Pfizer and Moderna vaccines are already approved for those 16 and up. The CDC would follow in the footsteps of the Food and Drug Administration, and that means parents could be considering whether to get their kids the shot as soon as Thursday.
Dr. Michael Smith, a professor of pediatrics in the Duke University School of Medicine, said, "Anything that we can do to reduce disease incidence and disease transmission in kids and get society back open to the way it was pre-pandemic, I think is useful."

Smith said side-effects were minor, including fever and pain and swelling at the injection site, and the efficacy rate in those who received the vaccine was 100 percent.
"Even if the vaccine does not prevent you from getting Covid, it's very, very effective at reducing severe disease and reducing hospitalization," Smith said.
With the research done, Smith said, the hard work of convincing parents that the vaccine is safe begins.
"I do think we need as a medical community, a pediatric community, we need to get out there and respond to parents who have specific questions about vaccine safety," he said. "For me personally, I have no doubts about that."
Duke has moved on to another trial, this for vaccine use in children as young as 6 months old.
"What we're doing right now is a smaller trial in children less than 12 to make sure we find that right dose. Once we have the right dose, we will be working on the next Pfizer trial including kids down to six months," Smith said.

Man charged with setting four wildfires in Northern California forest
A Northern California man has been charged with serial arson in connection with four wildfires in Shasta-Trinity National Forest, authorities announced Wednesday.
Eric Michael Smith, 38, of Redding, is accused of setting the fires in June and July in the forest in Shasta County using a "virtually untraceable cigarette lighter or pen torch," according to a statement from the U.S. attorney's office.
All four fires were quickly contained without causing any major damage or injuries but one shut down a freeway, authorities said.
Smith was arrested during an investigation into wildfires that had occurred over the past two years near a forest road north of Shasta Lake.
U.S. Forest Service and state fire investigators used hidden motion-detection cameras to identify a car and plant a tracking device on it, according to court records cited by the Sacramento Bee.
On July 23, investigators saw Smith place wood and trash on a burning campfire and then drive away, court documents said.
Two days later, an arson fire flared in an area where Smith had been, according to the documents.
Smith was charged last week with four counts of setting fire to federal land. He is currently free on bond and it wasn't immediately clear whether he had an attorney to speak on his behalf.
If convicted, he could face up to five years in prison and a $250,000 fine.
The charges come as California faces dry, windy weather that poses an extreme fire danger in the north into Friday.
California already has seen record fires this year. More than 8,500 wildfires have burned more than 6,400 square miles (16,000 square kilometers) in California since the start of the year, most since mid-August. Thirty-one people have died, and more than 9,200 buildings have been destroyed.

The government of China has arrested and imprisoned an Australian journalist for his groundbreaking reporting which exposed Chinese war crimes. Oh sorry, did I say China? My mistake, I meant the U.S. and U.K. I get them mixed up sometimes.
No, what China did was attempt to question two reporters, Bill Birtles from the ABC and Michael Smith from the Australian Financial Review, in relation to another Australian journalist named Cheng Lei who is being held by Chinese authorities and facing a six-month detention on unknown charges.
Lei was a reporter for Chinese state media outlet CGTN, but her online profiles for the network have since been deleted.
Thanks to a prompt "diplomatic standoff" from the Australian government against Beijing, Birtles and Smith were able to take shelter in diplomatic compounds and have now been successfully returned to Sydney. Two Australian journalists appeared to be at risk of suffering the same fate as Lei, and their government immediately took action to protect their citizens, as governments are supposed to do.
There was no abandonment and proclamation of guilt against those journalists like the one Australian Labor Prime Minister Julia Gillard made against WikiLeaks founder Julian Assange in 2010, prior to any conviction, trial or due process of any kind. There was no gibberish about how Birtles, Smith and Lei need to "face the music" in China so that the Chinese legal process can "run its course," like the nonsense spouted about Assange last year by Australia's current LNP Prime Minister Scott Morrison. Canberra saw Australian journalists facing a potential injustice, and they wasted no time leaping to action.

And the Australian commentariat, which has completely abandoned Assange amid his grueling persecution at the hands of the U.S. empire, are currently tweeting huffily about this latest flair-up in Australia's idiotic participation in Washington's Cold War escalations against China.
"Yikes. This means there are no journos left in China covering the country for Australian media outlets," tweeted the ABC's Ashlynne McGhee of Smith and Birtles' exit.

Investigation launched into hiring of Mayor Bottoms' campaign staff
After published reports said campaign staffers for Mayor Keisha Lance Bottoms showed up on the City of Atlanta payroll before they were officially hired, officials tell 11Alive News an investigation has been launched
ATLANTA - An ongoing investigation is looking into whether Atlanta Mayor Keisha Lance Bottoms' campaign staff was hired as city workers prior to her inauguration as the mayor in 2018. That information is according to Atlanta City Council President Felicia Moore.
The investigation stems from published reports alleging six staffers from Bottoms' campaign were paid by the city during December 2017, before the city had officially offered them jobs. Those reports also claim some of the staffers were given job titles in departments and positions in which they had little or no experience.
After the City Council announced they would request an investigation, Mayor Bottoms sent them a letter on March 22, 2019. In it, she states the investigation would be unlawful because it violates the city charter in two facets:
Hiring of an independent legal outside counsel for an investigation
Expands the power of the City Auditor and/or Ethics Officer
In her letter to the council, Mayor Bottoms says it is unlawful according to the City of Atlanta charter to hire an outside attorney because the City of Atlanta Attorney is the chief legal advisor of the city. The letter also says expanding the power of the City Auditor and/or Ethics Officer is not permissible according to the City of Atlanta Charter.
Council President Moore told 11Alive News the investigation has already been launched and is ongoing without the use of outside sources.
"The Auditor and Ethics Office already have the authority to initiate reviews and investigations they see fit," explained Moore.
Moore went on to say the wording of the portion of the resolution regarding the use of an outside attorney was "not the best." Despite that, she said the Auditor and Ethics Office began their investigation shortly after they asked for it on March 18.
The Ethics Office is an independent group that does not report to any city officials. They report directly to the Ethics Board.
Michael Smith, spokesperson for Mayor Bottoms' office, said the hiring of campaign staff during the weeks between an election and an inauguration is standard operating procedure. Smith said it was the former Mayor's staff that paid Bottoms' staffers during that time. He points out that Bottoms would not have the ability to order they be placed on the City of Atlanta payroll because she was not mayor at that point.
The Atlanta City Council originally asked for the investigation to be completed in 60 days. Moore said she believes the City Auditors and Ethics Officer will try to work within that time frame, if possible.

An Australian investigative journalist who is a retired police detective said Tuesday he has been asked to provide the FBI with details about multiple allegations of mishandling millions of dollars contributed to the Clinton Foundation by the Aussie government.
"I have been asked to provide the FBI with further and better particulars about allegations regarding improper donations to the CF funded by Australian taxpayers," Michael Smith told LifeZette.
At the center of Smith's complaints are former President Bill Clinton, former Secretary of State and 2016 Democratic presidential nominee Hillary Clinton, and multiple Australian government officials, including senior diplomat Alexander Downer, that government's high commissioner to the United Kingdom.
Downer hit U.S. headlines recently when he was reported to have told the FBI of a May 2016 conversation he had with George Papadopoulos, then a campaign aide to President Donald Trump. Downer told U.S. law enforcement officials that Papadopoulos told him Russia had "dirt" on Hillary Clinton.
The New York Times claimed in its Dec. 30, 2017, story that the information Downer gave the FBI was a major factor in the bureau's decision to investigate allegations of collusion between Russian interests and the Trump campaign. Papadopoulos pleaded guilty to lying to the FBI last year.
The materials Smith is giving the FBI focus on a 2006 memorandum of understanding between the Australian government and the Clinton Foundation's Clinton HIV/AIDs Initiative (CHAI). Smith claims the foundation received a "$25M financial advantage dishonestly obtained by deception" as a result of actions by Bill Clinton and Downer, who was then Australia's minister of foreign affairs.

Also included in the Smith materials are evidence he believes shows "corrupt October 2006 backdating of false tender advertisements purporting to advertise the availability of a $15 million contract to provide HIV/AIDS services in Papua New Guinea on behalf of the Australian government after an agreement was already in place to pay the Clinton Foundation and/or associates."

A third complaint concerns what Smith describes as "the $10 million financial advantage dishonestly obtained by deception between April 1, 2008, and Sept. 25, 2008, at Washington, D.C., New York, New York, and Canberra Australia involving an MOU between the Australian government, the "Clinton Climate Initiative," and the purported "Global Carbon Capture and Storage Institute Inc."
A spokesman for the Clinton Foundation did not respond to LifeZette's request for comment early Tuesday.

Michael has notched up a number of impressive achievements, starting with the inaugural DSTO Achievement Award for Best Contribution to Technology Base in 1998. His proudest achievement was leading an international, multi-agency programme to deliver a vital capability to ADF deployments. This effort was recognised with the CMR team winning a DSTO Achievement Award for Contribution to Defence Outcomes in 2007 and the Australian Intelligence Community Award in 2008.
Collaboration with other group members, clients and overseas experts has been key to Michael's research success. He has co-authored more than 50 classified research papers and technical reports, many with world experts.
'It's important to create an environment where everyone gets to lead', Michael stressed.
'There will always be an enduring role for mathematics. I really enjoy sharing the history of the development of key ideas, particularly in the area of factoring.
'I think there's a great deal to be learned from history-a lot of the maths we use on a daily basis goes back more than 2,000 years', Michael said.

Two suspects could face prison time if found guilty of attacking and robbing a legal immigrant from Togo in Maryland on April 13.
Germantown resident Jovan Crawford, 27, and Washington D.C. resident Scott Duncan Roberson, 25, are charged with robbing and assaulting the man, who was wearing a red hat with U.S. President Donald Trump's slogan Make America Great Again (MAGA).
Officers from the Montgomery County Department of Police's fifth district accused Roberson of second degree assault and trying to steal goods worth between $100 and $1500. Crawford faces the same charges as well as malicious destruction of property worth less than $1000.
Police reported the victim was walking near the 18000 block of Cottage Garden Drive in Germantown when he was approached by two men, who began harassing him because he was wearing the MAGA hat.
"The victim told the suspects that he was entitled to his own views and kept walking away from the suspects. The suspects began striking the victim and telling him to take the hat off," police said in a statement. "The victim continued to be struck by the suspects until he fell to the ground. The suspects then removed property from the victim, and destroyed items of value. The suspects then fled the scene."
When police arrived on the scene, they helped the victim find the suspects.
"Officers spotted the two suspects attempting to hide among a group of children playing basketball," police said. "The suspects were taken into custody and transported to the Central Processing Unit where they were charged accordingly."
Dozens of concerned citizens expressed their support for the victim on social media.
"All over a hat ... that's a shame. This is America, people are entitled to wear a MAGA hat just as somebody else is with the Obama seal," Justin Chuckerel said. "Come on people ... Montgomery County is better than this."
"Absolutely appalling. Scum," Kelley Jamieson said. "This is a hate crime and needs to be treated as such."
"Use your hands to vote, not to double up on and beat someone for exercising their rights for freedom of speech," Betsy Marshall said.
One person questioned whether it was safe to wear a hat in public that aligns with the president.
"Come on ... wearing a MAGA hat in Germantown (primarily black area) ... what did he expect?" Jimmy Daniels said. "That's begging for trouble."
However, this did not stop one Trump supporter from posting a photo of himself driving and wearing a MAGA hat.
"Come at me," Michael Smith said.
The investigation is continuing.

Petty Officers Engage In Group Sex With A Minor - On Camera. Is The Navy's Response Enough?
The U.S. Navy is kicking out four petty officers who stand accused of sex crimes with a child. The departing sailors, however, will escape the threat of a court-martial.
The charges stem from an incident that took place at Naval Base Kitsap-Bangor on Sept. 19, 2017, and allege that the four sailors engaged in sex acts with a child who was "less than 16 years old but more than 12." Charge sheets also indicated that they engaged in those acts "with the door open, and with open recording of the group sex using photography and video equipment."
An investigation was launched pursuant to an anonymous tip, and the four sailors were charged with a number of offenses including child pornography, committing a sex act with a child and allowing a non-family member to stay in a barracks room overnight. It was determined that the four had discussed the group sex around the smoke pit, and had then gone back to the barracks to carry out their plan. There was reportedly no indication that the girl was not a willing participant.
On Dec. 13, after more than a year of investigations and article 32 (procedural) hearings for each defendant, the hearing officer recommended non-judicial punishment (NJP) and the Navy declined to go forward with courts-martial.
Submarine Group 9 spokesman Lt. Cmdr. Michael Smith explained, saying, "the sailors were not taken to court-martial because there was insufficient evidence that they were aware the victim was underage. The sailors were held accountable for their actions and are being processed for separation."
According to a Virginia Circuit Court judge who spoke to TheDC on condition of anonymity, the case is likely quite a bit more complicated than it appears at first blush. Sex crimes involving a minor - when it's conceivable that the accused are truly unaware of the age of said minor - are often difficult to navigate. They are even more difficult, he said, when the question of consent is murky and the "victim" is not also a complaining witness.

It would be interesting to know what Downer or Australia got from deals Downer made with the Clinton Foundation when Hillary was secretary of state. In fact, an investigative reporter alleges corruption and possible pay-to-play.
Bill and Hillary Clinton ran a profitable racket for their FOB's in poor nations. A 'FOB' or "friend of Bill's" was a well-known appellation.
The report at The Hill is not the first time Downer's name has come up in relation to Bill Clinton. AusAid, thanks to Downer, was a big contributor, one of the biggest, to the Clinton Foundation. This was reported a number of times over the years.
On January 19, 2018, Michael Smith news reported that the agreement between Downer and Bill Clinton was without a tender and clearly deceptive. They were hiding something. It appeared to have been backdated, giving the Clintons an illegal advantage.
Smith is an investigative reporter and a former law enforcement officer.

WASHINGTON - Cyberattacks sponsored by the Chinese government infiltrated a U.S. Navy contractor's computers, allowing digital thieves to access sensitive data related to secret Navy projects on a submarine anti-ship missile.
The information stolen was stored on the contractor's unclassified network despite being "highly sensitive nature," according to information obtained by the Washington Post.
According to the report, 614 gigabytes of material on a closely held project known as Sea Dragon were taken. Contracted for the military organization Naval Undersea Warfare Center, Sea Dragon aims to develop a supersonic anti-ship missile for use on U.S. submarines.
Cmdr. Bill Speaks, Navy spokesman, confirmed that measures exist which "require companies to notify the government when a 'cyber incident' has occurred," as had occurred in this instance.
Experts have witnessed a recent "reemergence" of China-based hacking groups that had seemed to have "gone dormant for a while," said Cristiana Brafman Kittner, principal analyst at cybersecurity firm FireEye.
China has increasingly grown not only as an economic cyberthreat, but an online menace to national security as well.

This is relevant because the FBI says that the Trump investigation was kicked off after Australian diplomat Alexander Downer told the FBI that Trump campaign associate George Papadopoulos drunkenly admitted in a London pub that the Russians had "dirt" on Hillary Clinton. The New York Times reported last December that "Australian officials passed the information about Mr. Papadopoulos to their American counterparts, according to four current and former American and foreign officials with direct knowledge of the Australians' role."
This was clearly not true according to the EC, which states that no intelligence passed through Five Eyes official channels.
Many have also raised questions over the fact that Alexander Downer, the source of the intelligence which launched the Trump investigation (and not through official channels) is absolutely a friend of the Clintons.
According to information provided by Australian policeman-turned investigative journalist, Michael Smith - the Clinton Foundation received some $88 million from Australian taxpayers between 2006 and 2014, reaching its peak in 2012-2013 - which was coincidentally (we're sure) Australian Prime Minister Julia Gillard's last year in office. Smith names several key figures in his complaints of malfeasance, including Bill and Hillary Clinton and Alexander Downer.
The materials Smith gave to the FBI concern the MOU between the Clinton Foundation's HIV/AIDs Initiative (CHAI) and the Australian government.
Smith claims the foundation received a "$25M financial advantage dishonestly obtained by deception" as a result of actions by Bill Clinton and Downer, who was then Australia's minister of foreign affairs.
Also included in the Smith materials are evidence he believes shows "corrupt October 2006 backdating of false tender advertisements purporting to advertise the availability of a $15 million contract to provide HIV/AIDS services in Papua New Guinea on behalf of the Australian government after an agreement was already in place to pay the Clinton Foundation and/or associates."-Lifezette
And during the various Russia probes, Congressional investigators weren't told about Downer's connection to the Clinton Foundation.

That means it did something very important and very dangerous. We don't know what that something was, but Trevithick convincingly argues that it was very likely related to intelligence gathering.
I strongly suspect the same is true of Carter's most recent mission that earned the Jolly Roger. As my map below shows, there are numerous high-value target areas in reach of Carter's home port. The red line leads to the Arctic, where Russian submarines like to hang around. The grey line leads to the Pacific Fleet headquarters of the Russian navy. As part of the deal, the Clinton Foundation would allegedly match the $25 million poured into CHAI, $15 million of which was directed to Papua New Guinea. Auditors of the PNG project found that the amount fronted by the Clintons was much less than promised.
"We put in $15M odd cash, but according to the audit report:
"CF has contributed pediatric ARVs, pediatric OI drugs, commodities for the Early Infant Diagnosis Program (e.g. reagents, equipment including PCR machine) totaling US$417,622 USD as of June 2009".
Further, the auditors noted that:
- assessment of value for money has not been possible due to insufficient financial
- information on project reporting
- the inadequacy of project documentation has quite significantly affected the ability to
- undertake a systematic evaluation of the project.
- inadequate outcome indicators against one consistent set of objectives limit the extent
- to which there can be an acceptable discussion about effectiveness.
- no statement of project goal or purpose,
- no clear Program Area objectives, and
- no targets
The auditors basically found that the Clintons had not matched the $15 million donated by the Australian government, that CHAI had not provided them with the documentation and financial information required to confirm where the money that had been donated had been spent and finally that the organization had no goals or targets regarding HIV treatment.
In short, Bill signed an AIDS agreement with the Australian government that was null and void, for money that would be paid into an entity that did not exist. Money that was promised to match that which was given by the Australian government was not given in full and money that was given could not be accounted for because auditors were not provided with documentation. Also, the entity had no real goals regarding how the money would be spent nor targets to be met. This is according to a journalist who does not enjoy being called a journalist, Michael Smith, who apparently has documentary evidence.

Former President Bill Clinton apparently misled Aussie officials in 2006 when he signed a $25 million memorandum of understanding (MOU) between the Clinton Foundation and the Australian Government's Department of Foreign Affairs (DFAT) in 2006, according to a complaint filed Thursday with the FBI.
The MOU committed the funds collected from Australian taxpayers to the American charity for medical projects it agreed to conduct in China, Papua New Guinea, and Vietnam. The foundation also agreed to match the $25 million from its own funds under its Clinton HIV/Aids Initiative (CHAI).
The problem, according to Michael Smith, an investigative reporter and retired Australian police detective, is that Clinton was not a director of the foundation that was created in 1997 to build and operate his presidential library in Little Rock, Arkansas.
Clinton was also barred from legally representing the foundation for five years after his losing his law license in 2001 in connection with his false testimony to the U.S. government during the Monica Lewinsky scandal, which led to his impeachment by the House of Representatives in 1998.
In a Jan. 18, 2018, letter and complaint to FBI Director Christopher Wray, Smith said, "William J CLINTON signed the document over the words 'For the William J Clinton Foundation HIV/Aids Initiative.' In a statement (emailed to me) DFAT advised that Clinton executed the agreement as the 'Founder' of the Clinton Foundation."
But Smith told Wray in the complaint, "Clinton was never the 'founder' of the Clinton Foundation, which was incorporated in 1997, nor of the Clinton HIV/Aids Initiative Inc. For at least five years from 2001, Clinton was prohibited from holding a number of legal and/or trustee positions on account of his disbarment following dishonesty convictions in U.S. courts. Clinton held no role and had no fiduciary responsibility for the Clinton Foundation or CHAI until 2013."
During the formal ceremony announcing the MOU, Smith said "Clinton spoke as the decision-maker wholly responsible for the performance of the Clinton Foundation. He held no such role, and while he may have been confident in his ability to influence the board of the Clinton Foundation - his statements about control and establishment of the Clinton Foundation were false, misleading and had the effect of engendering unwarranted confidence in what turned out to be a false narrative concerning the foundation's ability to deliver on its agreements."
The Clinton charity was created to back the former chief executive's presidential library - but soon after its founding became involved in programs with no connection to the original purpose other than the family name.

An Australian journalist, who is also a retired police detective, said he has been asked to provide the FBI with info and documents which suggest fraud and bid rigging by a top Australian official, for the Clinton Foundation, at the expense of Australia and possibly sufferers of HIV/AIDS.

Former President Bill Clinton, his wife, former Secretary of State, and 2016 Democratic presidential nominee, Hillary Clinton, and Alexander Downer, Australia's high commissioner to the United Kingdom are mentioned as alleged co conspirators.
The FBI's focus seems to be on what Smith purports he has in documents and other info regarding a 2006 MOU [memorandum of understanding] between the Australian government and the Clinton Foundation's "Clinton HIV/AIDs Initiative".
Smith claims the Clinton Foundation illegally and improperly received a "$25 M financial advantage dishonestly obtained by deception".
The deception Smith alleges was that Bill and Downer then Australia's minister of foreign affairs conspired to get the Clinton Foundation millions of dollars by eliminating the competition for offering services to HIV/AIDS sufferers.
It was supposed to be an open bidding situation for the services requested by the Aussie government.
Smith says he has proof there was a "corrupt" backdating of advertisements. The crooked part he alleges was that Downer arranged to dishonestly "fulfill" the public tender law by advertising a $15 million contract was open to honest bidding to provide HIV/AIDS services in Papua New Guinea on behalf of the Australian government when in actuality the deal was already crooked up behind the scenes for Clinton.
Allegedly, there was a secret agreement in place to give the deal to the Clinton Foundation and their associates.
It is not known how many HIV/AIDS sufferers were deprived of better, even life saving services because of the top heavy expenses the Clinton Foundation may have slaked off the top. It is not known at this juncture that, if the contract actually went to the best bidder, what additional services may have been provided to HIV/AIDS victims.
If Smith's allegations are true, the Australian government was deprived of getting honest and competitive bidding for the services requested.
It appears that this was not the only instance when the Clintons allegedly scammed the Aussies.
Smith described a $10 million financial advantage dishonestly obtained in 2008, involving an MOU between the Australian government, the 'Clinton Climate Initiative,' and the "Global Carbon Capture and Storage Institute Inc."

Tokyo | Prime Minister Anthony Albanese says his planned visit to China this year is not conditional on the release of detained Australian journalist Cheng Lei, who has written an emotional letter on her three years in jail.
Mr Albanese called for the mother of two, detained in China on national security charges, to be released.
However, the prime minister would not call off his visit if this did not happen and said dialogue should not be transactional but was instead constructive to sort out disagreements with other countries.
"Visits and engagement and dialogue should not be transactional. Visits and dialogue are something that in themselves are constructive. The worst thing that can happen between nations that have disagreements is that they stop talking," Mr Albanese told journalists on Friday.
He described as "moving" Ms Cheng's first public message since her arrest, which was released in the form of a "love letter" to Australia's 25 million people. She describes in the letter how she misses Australia and pretends to give her family members hugs from inside her jail cell.
"In my cell, the sunlight shines through the window, but I can stand in it for only 10 hours a year," the letter said. "I haven't seen a tree in 3 years.
"I relive every bushwalk, river, lake, beach with swims, and picnics and psychedelic sunsets, sky that's lit up with stars, and the silent and secret symphony of the bush."
Ms Cheng, 48, a high-profile television anchor with Chinese state television, was detained in August 2020. She has not been allowed to speak with her children, aged 14 and 11, who live in Melbourne with her mother.
Her trial was held behind closed doors in March, but the court has not yet handed down a verdict, and her sentencing has been repeatedly deferred.
There had been initial hopes that a thawing in Sino-Australian relations under the Albanese government would pave the way for Ms Cheng's release, but there has been no significant progress so far.
Supporters are hopeful that Mr Albanese's planned visit to China could be the catalyst for her release. But Beijing has given no indication yet that it is prepared to let her go despite repeated appeals by the Albanese government.
Last week, China lifted its tariffs on Australian barley as it winds back sanctions on $20 billion worth of exports amid improving relations.
On Friday, Mr Albanese said he wanted to visit China and would discuss a date going forward. He said trade sanctions as well as Ms Cheng's release would be on the table.
"I believe it is clearly the case that Cheng Lei, who now has had three years in detention, this issue should be resolved. They should be resolved by Cheng Lei not being kept in detention in the way that she has," he said.
"We will always stand up for the interests of Australian citizens. And we continue to do so. We have respectful discussions."
Beijing has accused Ms Cheng of providing state secrets to a foreign country, but details of the accusations have never been made clear. Ms Cheng, who was born in China but grew up in Australia where she has citizenship, was detained at a time when tensions between Beijing and the former Morrison government were high.
China's ambassador to Australia, Xiao Qian, told journalists in January that he hoped there would be a solution to her case "as soon as possible, but we need to respect the legal process". Another Australian, writer Yang Hengjun, has also been detained in China.

Jack Ma, the founder of Alibaba and one of China's richest men, has made a personal visit to Australia to see the family that befriended him before he founded his multibillion dollar e-commerce empire.
Images of Mr Ma in Melbourne have been widely distributed on Chinese social media this week amid talk that he is no longer out of favour with Xi Jinping's regime after disappearing for three months in late 2020.
While he has not made any public appearances in mainland China since then, Mr Ma has been travelling extensively. He is currently based in Tokyo and has reportedly travelled to the United States, Thailand, Israel and Hong Kong.
The Chinese billionaire was spotted in Melbourne where he is believed to have met with members of the Morley family, who he has known since the 1980s. Images of Mr Ma and the family posing for a group photo were also widely distributed on social media and published in the country's state-controlled media this week.
David Morley, who has known Mr Ma since they were kids, told The Australian Financial Review on Tuesday that he had been told not to speak publicly about the Alibaba founder's activities. "I can't make any comments," Mr Morley, who runs a yoga school in Newcastle, said.
A spokeswoman for Alibaba also declined to comment.
David Morley's late father, Ken, met the billionaire during a family holiday to China in 1980 when Mr Ma was still a teenager and was practising his English with tourists visiting the lakeside city of Hangzhou.
They hit it off and Mr Ma later visited Australia where he spent a month in the Morley family home in Newcastle. Mr Ma has remained friends with David Morley and his sister Susan.
"I love Australia and I love going there. That's the country that changed my view of life," Mr Ma told The Australian Financial Review Magazine in a rare interview in 2019. Mr Morley says the family knew Mr Ma before he became rich and famous and their relationship is still based on friendship.
Mr Ma returned to Australia in 2017 and set up a $US20 million ($29 million) university scholarship fund with the University of Newcastle.
Once China's most celebrated entrepreneurs, Mr Ma disappeared for three months in November 2020 after criticising the country's banking regulations. Caught up in Mr Xi's technology crackdown, Alibaba's plans to float its financial services spin-off called Ant Group for $US37 billion was shelved. In 2019, Mr Ma stepped down as Alibaba chairman to focus on his charity foundation and this year relinquished his voting rights in Ant Group.
Once a prominent figure on the global stage, Mr Ma has kept a low profile since 2020. The Financial Times revealed in November that had been living in Tokyo for almost six months.
Mr Ma become the most high-profile symbol of Mr Xi's crackdown on the surge of wealth creation that saw a generation of billionaires in China created almost overnight.
The disappearance of high-profile banker Bao Fan in China this week was the latest in a long list of wealthy entrepreneurs who have been jailed or disappeared after becoming the subject of a government investigation.
It is unclear whether Mr Ma has been exiled from mainland China or left to avoid more trouble with the authorities. However, members of the Chinese business community with links to Alibaba say there are signs he will be welcomed back soon under Mr Xi's shift to a more business-friendly environment.
The Hong Kong Economic Times reported in January that Mr Ma had visited Hong Kong, a city under Beijing's control, at a time when Beijing was signalling it would end its regulatory crackdown on tech giants like Alibaba.
Mr Ma created the Amazon-like e-commerce company in an apartment with friends in Hangzhou in 1999. The technology created by Alibaba changed the way hundreds of millions of people in China shopped and paid for things. Forbes says his net worth is now $US24.2 billion after falling about 30 per cent during China's tech crackdown.

Efforts to dissuade the Solomon Islands over a proposed security agreement with China could hinge on fellow Melanesian nations Fiji and Papua New Guinea coming up to with face-saving off-ramp for Prime Minister Manasseh Sogavare to water down the deal.
Pessimism is rising that the deal will not be dumped altogether following Mr Sogavare's staunch defence of the proposed agreement in the Solomon Islands' Parliament on Tuesday and China's sway over local politicians.
As Australia and other Pacific nations fight a rearguard action against the deal, a Chinese Communist Party mouthpiece has called Scott Morrison "paranoid" and politically naive for opposing the security agreement with the Solomon Islands and urged Australia to do more to help poorer countries in the region.
The China Daily published an editorial late on Monday saying Mr Morrison was fanning "anti-China hysteria" by lobbying other Pacific countries to pressure the Solomons to drop the deal.
"Its blatant meddling in the issue only exposes Australia's colonialist attitude toward the Pacific Island region and further consolidates the country's widely criticised role as a 'South Pacific bully'," the editorial said.
"His paranoid response to China's proposed deal with the Solomon Islands along with his refusal to meet China's new ambassador to Australia - saying it would have been 'a sign of weakness' - only expose his arrogance and political naivet?."
While China often criticises Australia, a more personal attack on a prime minister is less common. Tensions are expected to escalate in the lead-up to the Australian election, given China is a key topic at the polls.
Mr Sogavare on Tuesday said the deal was close to being signed as he denied his country had "picked a side". He said he felt "insulted" by claims the deal would pave the way for the establishment of a Chinese naval base.
However, security experts and the government fear that is a realistic outcome if the deal, which would also allow Chinese police and military to be stationed on the Solomons, goes ahead.
"Normal law enforcement and security co-operation between China and Solomon Islands, two independent countries, is consistent with international law and customary international practice," a Chinese Foreign Ministry spokesman said late on Monday when asked about suggestions China could build a naval base there.

Tokyo | China's Foreign Ministry has lodged a formal complaint with Australia after two Chinese students were questioned and deported when they arrived in Sydney for not disclosing their military training while at university, a Chinese newspaper report claims.
The China Daily, a Communist Party mouthpiece, published an article on its social media account late on Monday that said a Chinese student was recently deported for "concealing so-called military training". The student's visa was cancelled on the spot.
The report said another student was deported last month after Australian Border Force officers found photos of his university military training on his phone.
"What Australian has done harms the legitimate rights and interests of Chinese students studying in Australia, which has to make people suspect that there is a political purpose behind it," the article said, without quoting any sources.
It said China's Foreign Ministry and the Chinese embassy and consulates in Australia had lodged "solemn representations" with Australia.
Hundreds of universities in China provide military training for students.
Most university students in China are required to undergo military training of between two weeks and a month.
The Australian Department of Home Affairs has been contacted for comment.
China's Education Ministry has been issuing warnings to students for the past two years about studying in Australia, citing racist attacks.
While China has not imposed any official restrictions on the valuable education sector, the statements are seen as a political move to punish Canberra amid a deterioration in diplomatic relations.

Scott Morrison says Australia cannot afford to show "weakness" in the face of China's growing combativeness, backing in Defence Minister Peter Dutton's dire assessment that the loss of Taiwan would be the first step in Beijing's domination of the region.
As China's military stepped up air and naval drills near Taiwan, Beijing responded to Mr Dutton's speech by accusing Canberra of hyping up the "China threat theory" and warned it would hurt Australia's interests as one of its chief propagandists compared Morrison's Cabinet to a "lunatic asylum".
In the strongest speech by an Australian minister against China for decades, Mr Dutton told the National Press Club on Friday that appeasement of China would not work as the Communist Party sought to turn the region into a series of tributary states.
Elaborating on earlier comments that it would be "inconceivable" Australia would not join the US to defend Taiwan if China invaded the democratic island, Mr Dutton predicted that if China succeeded, it would then try to take Japanese administered Senkaku Islands and reshape the regional order.
Mr Morrison said he and Mr Dutton had discussed the speech ahead of its delivery, and "the Defence Minister is spot on when it comes to the uncertain environment in which we live".
"He simply set out very clearly I think what the facts are, and the facts are very clear," Mr Morrison said.
"We're a free country and we intend to stay that way. This is not a time where Australia can afford weakness. This is not a time where Australia can afford people having an each way bet on national security."
While China's Foreign Ministry did not directly name Mr Dutton, it accused "certain Australian politicians" of inciting a confrontation with China.
"Such behaviour is deeply irresponsible and unpopular," Foreign Ministry spokesman Zhao Lijian said.
He was responding to a question about Mr Morrison's comments last week relating to a Chinese spy ship that was loitering off Australia's coast but doing so legally in international waters.
"Despite all the benefits it has long enjoyed from co-operation with China, Australia is now hyping up the so-called 'China threat theory'. It is groundless, immoral and will eventually hurt Australia's own interests," Mr Zhao said.
China's Wolf Warrior diplomats have toned down their criticism of the United States, Australia and other Western critics in the past month as it seeks to boost its international credibility ahead of the Winter Olympics in February. But while Xi Jinping held talks with US President Joe Biden two weeks ago, there is little sign of a thaw in Sino-Australian relations.

Australia is positioning itself as a military adversary to China rather than an economic partner by signing a new security pact for the Indo-Pacific that is expected to trigger further trade retaliation from Beijing, analysts say.
While China was unlikely to retaliate immediately with new bans on Australian exports, the Morrison government's UK-US security pact would have long-term ramifications for the country's $150-billion-a-year export trade with the world's second-largest economy.
Chen Hong, director of the Australian Studies Centre at Shanghai's East China Normal University, said the decision to give Australia access to US nuclear submarine technology would be seen as a threat by Beijing.
"China has never positioned Australia as a military adversary, but when Australia is equipping itself with a nuclear arsenal with China as the explicit target, there is bound to be some rethinking and readjustment of the strategic relationship with Australia," Professor Chen told The Australian Financial Review.
He said the pact reflected the "ominous rise of militarism" in Canberra and warned Beijing would take counter-measures if Australia was seen as a military threat. "There is bound to be similar, if not stronger, reciprocity and counter-measures to defend our peace and security," Professor Chen said.
The deal gives Australia access to US technology to build nuclear-powered submarines but they will not be armed with nuclear weapons.
China has six nuclear-powered submarines but will have 16 nuclear-powered attack submarines by 2040, according to the according to the US Navy.
China's Washington embassy responded to the new security pact by saying that countries "should not build exclusionary blocs targeting or harming the interests of third parties", according to Reuters. "In particular, they should shake off their Cold-War mentality and ideological prejudice," it said.
James Laurenceson, director of the Australia China Relations Institute, said while he did not expect any immediate export bans, the pact would change the way Beijing viewed its relationship with Australia.
"The main impact will be to further cement in Beijing's mind that Australia has chosen to align itself with the US in a long-run effort to counter China. And so we can expect the freezing out of Canberra to just get colder and more prolonged," he said. "Meanwhile, we know that the US and China will continue to deal with each other directly.
"No other country in our region is behaving in the same extreme manner as Australia. We are either strategic geniuses or strategic fools. Judging by the behaviour of the rest of the region, I'd wager the latter."

An agreement to bolster military ties with South Korea is the final leg of a three-country sweep through Asia by Defence Minister Peter Dutton and Foreign Minister Marise Payne to shore up regional security alliances ahead of the first face-to-face Quadrilateral Security Dialogue leaders meeting in Washington DC.
The upgraded links mean the two countries' troops will step up military training drills, with the likelihood of an increased South Korean presence in Australia's flagship war games, Exercise Talisman Sabre.
A trilateral agreement between Australia, South Korea and the US has also been struck on defence research co-operation, at a time when the Australian army is evaluating selecting a South Korean armoured troop carrier for a $27 billion contract.
Other initiatives include multilateral trade co-operation, such as World Trade Organisation reform; a memorandum of understanding on setting global rules and norms for cyberspace and critical technology; and working together on building supply chain resilience, a response to both lessening dependence on China and disruption wrought by the pandemic.
The South Korean agreements come after Mr Dutton and Senator Payne visited New Delhi and Jakarta last week, inviting India to take part in Exercise Talisman Sabre and greater maritime intelligence sharing, while Indonesian military units will undertake training on Australian soil.
Mr Dutton and Senator Payne will also lay the groundwork for Prime Minister Scott Morrison's participation in the Quad leaders' summit next week and likely first bilateral meeting with US President Joe Biden when they travel to the US for annual talks with their American counterparts.
The Quad leaders' meeting - comprising Mr Morrison, Mr Biden, Indian Prime Minister Narendra Modi and Japan's outgoing leader Yoshihide Suga - is expected to take place on September 24 in Washington.
In New Delhi and Seoul, Senator Payne and Mr Dutton also had meetings with Mr Modi and South Korean President Moon Jae-in, who welcomed stronger "strategic communication" with Australia.
"Korea and Australia are middle powers and exemplary democracies representing the Asia-Pacific region," Mr Moon said.
Australian Institute of International Affairs president Allan Gyngell said the choice of Indonesia, India and South Korea to visit before Senator Payne and Mr Dutton reached the US was significant.
"They will arrive in the US having taken the temperature of west Asia, north Asia and south-east Asia," he said.
"Indonesia is the country that matters most to Australia in south-east Asia. We have to manage an increasingly complex relationship with China with one eye on what our partners in south-east Asia are thinking as well.
"South Korea is a country which more than any other is geographically in China's armpit and has a very sensitive antenna about what is going on in the region. It is independent of Japan and it is always interesting to get a sounding from Seoul on regional affairs because it will be very different to what you get from Tokyo."

China's Defence Ministry has accused Australia of "inciting confrontation" by talking up the threat of war over Taiwan in the strongest response from Beijing so far to comments from Morrison government officials about the prospect of a military confrontation.
"We express strong dissatisfaction and resolute opposition to the recent provocative actions on Taiwan-related issues by Australia," said Colonel Tan Kefei, a spokesman for China's Ministry of National Defence.
"Recently, the Australian side has taken a series of provocative actions, and some people have even incited confrontation and exaggerated the threat of war on Taiwan-related issues. Such actions are incredibly irresponsible."
Colonel Tan made the remarks at a regular press conference on Thursday when asked to comment on remarks by some Australian government officials. The comments were published on the Ministry of Defence's website on Friday.
He said Taiwan was an integral part of China and it was important that the international community adhered to the "One China" policy, which does not recognise Taiwan as a separate country.
Defence Minister Peter Dutton said in April that conflict between China and Taiwan could not be discounted, while Home Affairs secretary Michael Pezzullo warned that the "drums of war are beating".
The Chinese government has not responded directly to the comments in the past although state media has accused Australia of having a "pathological obsession" with war against China.
Colonel Tan did not name Mr Dutton or Mr Pezzullo but praised comments by former prime minister Kevin Rudd and former Liberal Party leader John Hewson that it was not in Australia's interests to talk up the prospect of war.
He reiterated earlier comments from China's Foreign Ministry blaming Australia for the current difficulties in the bilateral relationship.
Taiwan's Foreign Minister Joseph Wu has said the self-governed island territory was preparing for war. Any conflict could involve Australia if the United States became involved, although there are no signs a conflict is imminent.

There is only one China in the world, and Taiwan is an integral part of China. Adherence to the one-China principle is the common consensus of the international community. Recently, the Australian side has taken a series of provocative actions, and some people have even incited confrontation and exaggerated the threat of war on Taiwan-related issues. Such actions are incredibly irresponsible, Tan said.
Currently, China-Australia relations are faced with serious difficulties, and the responsibility lies squarely with the Australian side. We hope the Australian side will not go further down the wrong path and can do more things conducive to the development of relations between the two countries and the two militaries, Tan added.

China has described as "deplorable" Foreign Minister Marise Payne's call for Australian diplomats to be given access to next week's trial of Australian writer Yang Hengjun.
The Australian government confirmed late on Friday that the trial of Dr Yang, who has been detained in Beijing for more than two years and potentially faces life in prison if convicted of espionage, is scheduled to take place on Thursday next week.
The trial is expected to be held behind closed doors and Beijing signalled on Saturday that it was unlikely China will comply with the Morrison government's requests. Canadian diplomats were banned from attending the trial of two of its citizens in March.
"The statement by the Australian foreign minister on 21 May 2021 is deplorable," the Chinese embassy in Canberra said in a statement on Saturday.
"The Australian side should respect China's judicial sovereignty and refrain from interfering in any form in Chinese judicial authorities' lawful handling of the case."
Ms Payne earlier said the Australian government expected Dr Yang to be granted access to his lawyer and Australian consular officials in advance of his trial. She said China was obligated under a bilateral consular agreement to give Australian officials access to Dr Yang's hearing on May 27.
"This has been a closed and opaque process to date. As a basic standard of justice, access to the trial for observers should be a bare minimum to conform with international norms of transparency," she said in a statement.
Another Australian, journalist Cheng Lei, also remains detained in China on accusations of leaking state secrets. The detention of both Australian citizens on unspecified espionage accusations has been linked to the deterioration in bilateral relations between Australia and China.
Dr Yang's supporter Feng Chongyi, a University of Technology Sydney academic who has been detained in China himself, earlier confirmed the trial date. "The closed door trial is starting at 9am Beijing time on 27 May," he told The Australian Financial Review.
With a conviction rate of 99 per cent, China's courts are not expected to find Dr Yang innocent.
Diplomats from more than 20 countries, including Australia, the US and the UK, gathered in March outside a Beijing courthouse where a trial was under way for former Canadian diplomat Michael Kovrig, who has been detained for more than two years. Canadian businessman Michael Spavor was also trialled on espionage charges.
Dr Yang's trial will take place against the backdrop of deteriorating Australia-China relations, with tensions set to escalate in coming months as the Morrison government prepares to scrap a Chinese company's 99-year lease on the Port of Darwin.
Morrison government officials have raised the prospect of war with China over Taiwan in the past two weeks, drawing strong criticism from the business community and the opposition.
Dr Yang was detained after arriving in China on January 19. 2019, Beijing has accused the writer, who had written articles critical of the Chinese Communist Party, of espionage.

The High Court has upheld Australia's foreign interference laws, throwing out a challenge to three warrants issued in an investigation into an alleged Chinese plot to infiltrate the New South Wales Parliament.
Former Labor advisor John Zhang has never been charged, but Australian Federal Police (AFP) seized material from him during an investigation into an alleged Chinese plot to infiltrate the state parliament through the office of Labor backbencher Shaoquett Moselmane.
Mr Zhang worked part-time in Mr Moselmane's office for two years from 2018 to 2020.
Mr Zhang's lawyers had argued in the High Court that the warrants, used to seize computers, phones and $60,000 in cash from his home, business and NSW Parliament, were not specific enough about the alleged crime.
His lawyers also claimed that Australia's foreign interference laws impugned the implied constitutional right to freedom of political communication.
But today the High Court threw out the case, finding the warrants were valid and ordering Mr Zhang to pay costs.
It found the questions about the imposition on the implied right to freedom of political communication were unnecessary to answer.
In its submissions to the High Court, the government said the purpose of Australia's foreign interference laws were "not only legitimate, but serve[d] to preserve and enhance the system of representative and responsible government."
"The provisions are reasonably appropriate and adapted to that significant purpose," the government submissions read.
Mr Zhang's case escalated tensions between Australia and China, with three Chinese journalists who were part of the WeChat group known as FD (Fair Dinkum) leaving in June last year shortly after being questioned by ASIO.
Another two scholars had their visas cancelled.
The diplomatic crisis also saw the ABC's Bill Birtles and the Australian Financial Review's Michael Smith evacuated from China.
Today's High Court ruling has cleared the way for the AFP to continue its investigation.

China has used its most influential media outlet to accuse Australia of having a "pathological obsession" with war against China as it claimed the Morrison government had destroyed the bilateral relationship to appease its American "masters".
An opinion piece in the People's Daily, the Communist Party's official mouthpiece, this week said the "destruction" of Australia-China relations was being driven by the United States, which it said wanted to use Canberra to try to contain China in the Asia-Pacific region.
It noted the government's review of a 99-year lease by Chinese company Landbridge on the Port of Darwin, the scrapping of Victoria's Belt and Road Initiative (BRI) deal and Australian officials' raising of the possibility of a military conflict with China over Taiwan.
"This pathological obsession stems from the diplomatic short-sightedness of Australia being kidnapped by political self-interest. After World War II, the US-Australia military alliance has always been the ballast stone of Australia's foreign policy," the article said.
"Australia, which is obsessed with the so-called 'middle power diplomacy', still has unrealistic assessments of its own strength and international status, trying to increase its value by showing strength to China and strive to become a regional hegemon."
Beijing has long accused Canberra of following the United States' lead in the region, even though Australia introduced foreign interference laws and restricted Chinese tech giant's Huawei's involvement in 5G telecommunications networks before other countries.
Tensions with China are expected to intensify in coming weeks if the Morrison government scraps Landbridge's lease on the Port of Darwin. China last week suspended a forum for regular high-level talks with Australia on economic issues.
Bloomberg this week also reported that at least two of China's second-tier liquefied natural gas (LNG) importers have been instructed to avoid buying shipments from Australia.
The report came as China signalled it would import more natural gas from the central Asian nation of Turkmenistan as it seeks to diversify its reliance on Australian commodities such as LNG, coal and iron ore.
Defence Minister Peter Dutton said last month that conflict between China and Taiwan could not be discounted, while Home Affairs Secretary Michael Pezzullo warned the "drums of war were beating". The comments have puzzled observers outside Australia because there is no sign of an imminent attack on Taiwan by China.
China has slapped restrictions or tariffs on billions of dollars worth of Australian coal, wine, barley, lobster, timber, and cotton since April last year after the Morrison government called for an international inquiry into the origins of coronavirus. The United States has stepped up exports of some agricultural products to China as part of its phase-one trade deal brokered during the presidency of Donald Trump.
"If Australia loses the Chinese market, how much can its American master help? On the one hand, the United States has been unable to take care of its own weak recovery from the epidemic; on the other hand, when Australian agricultural exports to China suffered setbacks, the United States actively seized the market gap left by Australia," the People's Daily commentary said.
China's top economic planner, the National Development and Reform Commission (NDRC), said last week it had "indefinitely suspended" its participation in the China-Australia Strategic Economic Dialogue. Trade Minister Dan Tehan said the move was disappointing, but that the government still wanted to engage with China at the ministerial level.
China's Foreign Minister Wang Yi this week met senior ministers from Turkmenistan in the central city of Xi'an, where they declared bilateral cooperation in natural gas was the"bedrock" of ties between the two countries.
"China sees Turkmenistan as its long-term cooperative partner in the field of natural gas and is willing to negotiate with Turkmenistan on a far-sighted, future-proofed comprehensive co-operation plan," Mr Wang said in comments published by China's Foreign Ministry.

Taiwan has warned it is preparing for a "final assault" by China as the disputed island territory called on Australia to help defend it against President Xi Jinping's "expansionism", which it says threatens democracies around the world.
Taiwanese Foreign Minister Joseph Wu backed the Morrison government's hawkish rhetoric towards China, welcoming comments over the past fortnight by senior Australian government and defence officials who have raised the prospect of a military conflict with China over Taiwan.
In an exclusive interview with The Australian Financial Review, Mr Wu called on Australia to pursue "broader relations" with Taipei but stopped short of calling on Canberra to provide military support for now.
He said an invasion of Taiwan was "not imminent" but a military confrontation with China was a genuine threat that Canberra understood.
"China is engaging in isolating Taiwan from the international arena, trying to engage in disinformation … or hybrid warfare, and intensifying it's a military threat against Taiwan. [It] seems to be preparing for a final assault against Taiwan," Mr Wu said in his first Australian media interview since tensions with China over the disputed island territory flared up this year.
"I don't want to say that a war in between Taiwan and China is imminent. But, nevertheless, the Taiwanese government needs to prepare for the war situation. And, in fact, there's a whole-of-government approach in Taiwan - it's not only the Ministry of Defence preparing for a possible assault by China militarily."
Mr Wu's comments are the first official response by Taiwan's ruling Democratic Progressive Party, led by Tsai Ing-wen, to signals from senior Morrison government officials that Australia would support any US-led action against China in the Taiwan Strait.
He emphasised the need to build a coalition of international support from like-minded democracies to defend Taiwan's interests. Australia, he said, had a lot at stake given its geographical position in a region facing "very rapid expansion of authoritarian power".
Shared values
"Now there's only one voice [in China]. That is the voice of Xi Jinping. And that is wrong. That is what we see - the expansionism of authoritarian order. And of course we don't want to see that repeated on Taiwan. Never. That seems to be what China wants to do against Taiwan," Mr Wu told the Financial Review via videolink from Taipei.
"I'm sure the Australian people also have that belief in mind. Freedom, democracy, the protection of the human rights is the value that they treasure, and if that is what they treasure, I'm sure they will look at Taiwan with the shared value and they will think that speaking out on behalf of Taiwan is a great thing to do."
Mr Wu also called on Australia to strengthen economic ties with Taiwan by resurrecting talks for a free trade agreement between the two countries, something New Zealand has managed to do while maintaining cordial relations with Beijing. He also revealed Taiwan would probably submit an application to join the Trans-Pacific Partnership trade partnership this year.
His interview came a week after Home Affairs secretary Michael Pezzullo's Anzac Day message to his department's 15,000 staff warning that "war drums are beating" as the prospect of war over Taiwan grows. Defence Minister Peter Dutton has also said a conflict over Taiwan should not be discounted.
Sources have told the Financial Review that the Australian Defence Force has also sharply escalated its internal preparations for potential military action in the Taiwan Strait in a move designed to send a signal to Beijing to back down following an escalation of its incursions into Taiwan's air and maritime space.

The Australian government has sharply escalated its internal preparations for potential military action in the Taiwan Strait.
This is part of a broader show of force by the US and its allies at forcing China to back down on its incursions into the island state's air space and isolate its economic partners.
Sources have told AFR Weekend that the Australian Defence Force was planning for a potential worst-case scenario if the United States and China clashed over Taiwan, prompting debate over the scope and scale of Canberra's contribution to what would be an unprecedented conflict in the region.
Options include contributing to an allied effort with submarines, as well as maritime surveillance aircraft, air-to-air refuellers and potentially Super Hornet fighters operating from US bases in Guam or the Philippines, and even Japan.
The intensification has been welcomed as long overdue by seasoned Taiwan watchers, who warn that China's growing aggression towards the island and the renewed US resolve to help Taipei defend itself could spiral out of control and into a catastrophic open conflict.
Concern is mounting throughout the region, and Taiwan accuses China of sending 25 military aircraft into its air defence identification zone this week - a record incursion.
The chief of Australia's Defence Force, Angus Campbell, cautioned that conflict in the Taiwan Strait would be "disastrous" and urged Beijing to resolve its differences with Taiwan's leaders through dialogue.
'Disastrous experience'
"Conflict over the island of Taiwan would be a disastrous experience for the peoples of the region," General Campbell told an Indian foreign affairs conference known as the Raisina Dialogue. "It is something we should all work to avoid."
At the same forum, the heads of the Indian and Japanese militaries were asked if they were collectively planning, as part of a "Quad" effort, to counter China in Taiwan. None responded to the question.
US President Joe Biden was preparing to meet Japanese Prime Minister Yoshihide Suga in Washington on Friday, where the two leaders are expected to "present a united front on Taiwan" according to a top US official.
Long downplayed as one of the more peculiar anomalies of international relations, Taiwan's disputed status is becoming a big flashpoint between Beijing and Washington. China regards the island as its territory and President Xi Jinping, who successfully quashed anti-China protests in Hong Kong last year with limited push-back from the West, has made "reunification" of the island with the mainland a top long-term priority.
At the same time, anti-China sentiment in the US is pushing the Biden administration to take a tougher line against any undermining of Taiwan's self-rule.
Sources and academics said that while a military conflict remained unlikely, Australia wanted to send Beijing a signal that further incursions by Mr Xi's forces into Taiwan's territory would not be tolerated.
"There is a lot of development and scenario planning going on," said a diplomatic source of Canberra's effort. "It is intended to signal you are not going to blink. It is intended to demonstrate you don't lack commitment."

Australia's foreign interference laws will be tested in the High Court in Canberra today, when former Labor adviser John Zhang challenges the validity of warrants used to seize his passport, phones and computers.
Mr Zhang has not been charged with anything.
But Australian Federal Police (AFP) seized material from him during an investigation into an alleged Chinese plot to infiltrate the New South Wales Parliament through the office of Labor backbencher Shaoquett Moselmane.
Mr Zhang used to be an adviser to Mr Moselmane.
The AFP said it is investigating whether Mr Zhang and his accomplices used a chat group on the Chinese social media platform WeChat to encourage Mr Moselmane to support Chinese government interests, while concealing or failing to disclose to him they were collaborating with the Chinese state.
Mr Zhang has categorically denied the claim.
Submissions from his lawyers say the warrants were invalid on several fronts.
"In respect of the stated offence under [the law] the warrants did not identify the target with precision," the submission reads.
Mr Zhang's lawyers submitted that the foreign principal is identified only by implication as the Chinese government, the ministry of state security and the United Front Work Department.
Mr Zhang will also argue the laws interfere with the implied constitutional right to freedom of political communication.
But the government submissions say, even if that is the case, the laws are still valid.
"The purpose of the provisions - protecting Australia's sovereignty by reducing the risk of foreign interference in Australia's political or governmental processes - is not only legitimate, but serves to preserve and enhance the system of representative and responsible government," the government's submission reads.
"The provisions are reasonably appropriate and adapted to that significant purpose."
Zhang seeks return or destruction of seized items
Another key battleground will be over what happens to the items and materials seized under the warrants.
Mr Zhang wants them returned or destroyed.
The phones, passport, hard drives and other personal items were collected by police during three searches, including at the NSW Parliament.
Government lawyers will argue that even if the warrants weren't valid, police should get to keep the material, citing the recent judgement in the case of former News Corp journalist Annika Smethurst, where police were allowed to keep the material they gathered, even though the warrants were overturned.
In that case, the judges said:
"... It has long been accepted that the courts will refuse to exercise their discretion to grant equitable relief when to do so would prevent the disclosure of criminality which [would] be in the public interest to reveal."
Mr Zhang's case escalated tensions between Australia and China, with three Chinese journalists who were part of the WeChat group known as FD (Fair Dinkum) leaving in June last year shortly after being questioned by ASIO.

The process, Symon remarks, isn't that different to the way journalists cultivate sources. My response is that journos, like spies, want to get at the secrets, to understand what's going on and who's making it happen.
Yet while hacks and spies track across the same terrain, their purposes are different. What matters to hacks is what they can publish and make public; what matters to spies is what they can keep secret. Symon responds:
That's very true. But at its very heart, your contacts are relying on your skills and your tradecraft, in some cases to project their voice if that's what they want, or in some cases to protect their voice. In our case it's not to project a voice but, if you like, the sanctity of the relationship, the trust, the care that we put into securing that relationship and making sure that their personal safety and security is uppermost in our mind. It's a very key component of what we do.
A foreign correspondent axiom is that you can usually pick the spies masquerading as journalists: they never have deadline fever, rushing off to file; and spies are more willing to pay for all the booze, unlike hacks who must align thirst with expense account (the anatomy of a spy needs a category devoted to alcohol).

'Transparency' needed in China's Yang Hengjun case, says Morrison
Prime Minister Scott Morrison says Australia has been calling on China to provide "transparency" and a "fair and just process" for a detained Australian citizen who has just been charged with espionage.
Australian writer Yang Hengjun has been formally charged with espionage almost two years after he was first detained by Chinese authorities, paving the way for him to face trial.
Chinese prosecutors have been running out of time to charge the UTS PhD graduate, who has been held since January 2019 without trial. His case has been handed between Chinese state security organs and the Supreme People's Procuratorate three times and prosecutors had less than two weeks left to charge Yang under China's opaque judicial system.
Morrison said Australia had been providing consular support and would continue to do so, but "it never assists, I think, in these circumstances for me to offer any real extensive commentary on these issues".
"We are obviously keen, and have been stressing in all our diplomatic engagements around this issue, that there should be transparency, there should be a fair and just process," he said.
"These are the things we stand for as Australians, and there is no reason why we shouldn't expect the same for any Australian, wherever they are in the world including in the PRC [People's Republic of China].
"The system there is very different to the system here in Australia, and that can cause some anxiety."
The ABC reported on Saturday that Yang had been charged on October 7. There are no details about the exact nature of charges against Yang, a pro-democracy blogger who was born in China and once worked for its Ministry of Foreign Affairs.
Yang's lawyer, Shang Baojun, told the ABC that Yang had been officially charged with espionage but gave no further details stating he was "strictly prohibited from being interviewed by the foreign media".
In September, Yang vowed to "fight to the end" after seeing his second lawyer, Mo Shaoping, for the first time since he was detained.
The 55-year-old has been isolated and allegedly tortured in an attempt to extract a confession on the unspecified claims.
In comments to his lawyers and confirmed by sources close to his family at the time, Yang said he wanted to go to court. "This is political persecution," he said. "They can abuse me. I did not confess to anything criminal. I am innocent and will fight to the end."
Yang is among several Australians detained by Chinese authorities. Chinese-Australian TV anchor Cheng Lei is also being held by state security on unknown claims.
Yang's wife, Yuan Xiaoliang, told the ABC she felt "helpless" after hearing her husband had been charged.
Chinese authorities have spent the past year interrogating the pro-democracy blogger on his Australian, US and Chinese Communist Party connections. Prior to coming to Australia in 1999, Yang has said he worked for China's Ministry of Foreign Affairs.
The charge comes at a time when relations between Australia and China are at their lowest point since diplomatic ties were established almost 50 years ago.
Australia has no accredited foreign correspondents left in China after two journalists were last month forced out of the country, while Australian Australian television anchor Cheng Lei has also been detained in Beijing.
Cheng, a business anchor with Chinese state media network CGTN was privately critical of the Chinese Communist Party on Facebook. China's Foreign Ministry confirmed in September that the Melbourne-mother had been arrested on national security grounds but there has been no public detail on the specific claims against her.
Australian journalists Bill Birtles and Michael Smith left China in September after being questioned by Chinese state security in relation to Cheng's case.
Australian-Chinese relations have deteriorated sharply since 2018, with multiple disputes over the coronavirus, Beijing's crackdown in Hong Kong, foreign interference and incursions into the South China Sea.
China has imposed more than $1 billion in trade strikes against Australia this year, after the Morrison government pushed for an independent inquiry into the coronavirus.
A spokeswoman for the Department of Foreign Affairs and Trade said Australia had been informed that Chinese authorities have decided to prosecute Yang "on charges yet to be announced".
"The Australian Government has had recent consular access to Dr Yang in detention, in line with our bilateral consular agreement. We will continue to provide consular support to him and his family, and to advocate for his interests," the DFAT spokeswoman said.

The Chinese Government has condemned allegations that Beijing tried to infiltrate Australian politics as a "malicious smear and slander," after the ABC revealed police warrants connected China's Sydney Consulate to the alleged plot.
Chinese Foreign Ministry spokesman Wang Wenbin responded to a question about the revelations with 90 seconds of stony silence before accusing Australians with "Cold War" mindsets of peddling lies.
The ABC revealed on Tuesday night that a Chinese Consul to Sydney, Sun Yantao, was named in an Australian Federal Police (AFP) warrant, in an investigation into an alleged plot to infiltrate the New South Wales Labor Party.
The search warrants were served on NSW policy adviser and Chinese-Australian community leader John Zhisen Zhang in June as part of police raids targeting the 62-year-old and his boss, state Upper House MP Shaoquett Moselmane.
Mr Wang told the media conference China was "strongly dissatisfied and firmly opposed" to the allegations which were "stigmatising normal operations of China's diplomatic missions."
"Some people in Australia are bent on hyping up anti-China sentiments and trying to grab headlines by smearing China and attacking China," he said.
"They have gone to great extremes to poison China-Australia relations.
"We hope that these people discard their Cold War mindsets and ideological prejudice and stop politicising and stigmatising the normal operations of China's diplomatic missions."
The AFP and spy agency ASIO are investigating whether John Zhang was part of a group of foreign agents who encouraged and helped Mr Moselmane to champion Chinese Government interests within the NSW Labor Party and to voters.
The warrants named Consul Sun Yantao among at least seven other people whose communications with Mr Zhang were suspected by the AFP to contain evidence of the alleged plot.
Mr Sun is responsible for coordinating relations with the Chinese diaspora, pro-Beijing organisations and China's foreign influence agency, the United Front Work Department.
The Federal Government sought to dampen the fallout from the explosive revelations, with Trade Minister Simon Birmingham indicating the investigation was not focused on prosecuting Chinese officials.
"My understanding is that investigations that might be under way relate very much to potential foreign interference activities by publicised figures who have been identified in the media, who are Australians," Mr Birmingham told ABC News.
Fears for Australians in China
Former diplomat and senior Defence official Allan Behm told the ABC he feared China's recent crackdown on Australian journalists in China would be expanded in response to the revelations.
"The Australian Government needs to act right now," said Mr Behm, who was a foreign policy adviser to the former federal Labor government.
Earlier this month, ABC correspondent Bill Birtles and Australian Financial Review journalist Michael Smith were evacuated from China, following the arrest last month of Australian TV anchor Cheng Lei.
"[The Australian Government] needs to warn Australians who are in China that they must be extremely careful - that they must do nothing that attracts attention or that might otherwise provoke the Chinese Government," Mr Behm said.
"If they have no real reason for conducting business in China at the moment, they would be pretty well advised to return to Australia."
The AFP-ASIO investigation is understood to have fed into the deepening diplomatic crisis between Australia and China in recent months.
Australian Strategic Policy Institute executive director Peter Jennings, also a former senior Defence official, said the allegations surrounding the Sydney Consulate would have global ramifications.
"That is a bombshell that will be frankly electrifying through the national security community in Australia," he said.
"It's something that will be paid attention to all around the world. Everyone is going to sit up and pay attention to this development.
"This now has to be demonstrated but it is a very serious allegation indeed."
ABC Investigations earlier reported that senior Chinese media officials in Australia had been targeted and the visas of two leading Chinese scholars were revoked as part of the investigation.
It emerged the journalists were among four questioned in ASIO raids in June, prompting Chinese state media to claim Australia had "severely infring[ed] on the legitimate rights of Chinese journalists".

China two steps ahead on cyber, says former NSA director
A former head of the US National Security Agency has warned Australia and other Western nations are at a disadvantage in their rising cyber battles with China, because China is willing to take more drastic actions to advance its interests.
Admiral Michael Rogers, who served as the 17th director of the NSA and advised both Barack Obama and current US President Donald Trump, told a Credit Suisse forum on global super trends, that Australia needed to be realistic about the heightened cyber threat posed by China.
"Let's not pretend that these things aren't happening or ignore this activity… We have to acknowledge that they're a competitor that is willing to do things we're not… and who does not automatically go along with the structures we've built [in the last 70 years]," Mr Rogers said.
"I don't think any nation in the world can say right now that they are where they want to be [in terms of their cyber defences].
"Australia has just developed and released a cyber security strategy… and we have to give that time to play out, but all of us need to ask ourselves what we need to be doing differently… We can't keep doing the same thing but expect different results."
Before releasing its cyber strategy Prime Minister Scott Morrison had made a rare declaration that the country was suffering persistent cyber attacks from a "sophisticated state-based actor," which was understood to mean China.
The government said the number of attacks had increased by 330 per cent since the start of the year, and were targeting government, industry, critical industry, education, health and essential services providers.
The theft of intellectual property was considered to be a major motivating factor.
Mr Rogers' remarks came as relations between Australia and China deteriorated last week, when The Australian Financial Review's China correspondent Michael Smith and the ABC's Bill Birtles had to return home after nerve-racking encounters with China's Ministry of State Security.
They were the last two foreign correspondents for Australian news outlets in the country. It also emerged on Monday that a Chinese military contractor has compiled profiles on more than 35,000 prominent Australians, ranging from Prime Minister Scott Morrison to tech billionaire Mike Cannon-Brookes.
The company, Zhenhua Data lists the People's Liberation Army and Communist Party among its main clients and boasts of waging "hybrid warfare" and manipulating reality via social media.
The relationship between Australia and China has frayed substantially since the federal government blocked Chinese telecommunications company Huawei from supplying equipment for the construction of the next-generation 5G mobile network.
The US and UK have followed suit in banning Huawei from their own networks. The US is also forcing ByteDance to sell its US portion of social media app TikTok, or risk it being banned on September 15.
Mr Rogers said a blanket ban on Chinese tech businesses in Western countries would be unnecessary, but he agreed with taking a cautious approach to any business, like Huawei, which is involved in critical infrastructure.
"You have to consider, are you comfortable with the idea of there being Chinese technology in certain aspects of your infrastructure or your broader social constructs," he said.
"It's not a matter of China being bad and the rest of the world being good, but in some areas there is elevated risk to our long-term national security and long-term economic competitiveness in such a way that we should not allow or endorse a China-based solution."
Mr Rogers, who retired from the NSA in January 2018, also weighed in on the possibility of a big tech break-up in the US.
Currently the White House is watching with interest the local competition regulator's push for the tech giants Google and Facebook to pay publishers for news. It was reported earlier this month that Google is facing an antitrust case in the US ahead of the Presidential elections.
Mr Rogers said the current period would test the boundaries between the corporate sector and government, acknowledging that tax laws in particular were formulated in a time when businesses were predominantly "bricks and mortar" and weren't necessarily conducive to the digital age.
But, he cautioned regulators from being too heavy-handed when it came to policing the tech giants.
"If we're not careful and we take this to the extremes, we will kill the geese that have laid the golden eggs," he said.
"I don't think we'll see an immediate break-up per se, but the government is asking some pretty fundamental questions of these companies."

Most of us know about Station X, the code name given to Bletchley Park, home of the group of brilliant mathematicians, former chess champions, and crossword puzzle solvers, who cracked German Enigma codes during the second world war.
Thanks to The Imitation Game and the belated recognition of Alan Turing's unique contribution, even more have an idea what went on in that country estate in Buckinghamshire, home of the Government's Code and Cypher School (GC&CS), forerunner of GCHQ.
There were others, elsewhere. The Real Enigma Heroes (The History Press) by Phil Shanahan, describes how three young sailors on HMS Petard - Tony Fasson from Jedburgh, Colin Grazier from Tamworth, and teenager Tommy Brown from North Shields, retrieved Enigma codebooks from the sinking German submarine, U-559, in the Mediterranean on 20 October 1942.
Fasson and Grazier drowned during the operation which ended a ten-month blackout that had prevented Bletchley Park codebreakers from reading U-boat messages after the Germans introduced a new four rotor Enigma machine.
And few are likely to have heard of Q Central.
Q Central was code for the communications hub of Britain's war effort which played a vital part in all major operations, including the Battle of Britain, and D-Day.
Described as "the largest telephone exchange in the world", it was based at Oxendon House, a mansion in Leighton Buzzard, the small Bedfordshire market town, not far from Bletchley Park.
How thousands of people in and around the town were engaged round the clock in running Britain's wartime communications, some in camouflaged buildings, is described in the first full account of their secret work.
The Secrets of Q Central, How Leighton Buzzard Shortened the Second World War (Spellmount, an imprint of The History Press) describes how, unbeknown to the regular inhabitants, the country's "communications powerhouse" was in constant touch with Bletchley Park, carried out black propaganda operations, set up links with resistance fighters and members of the Special Operations Executive dropped behind enemy lines.
What became RAF No 60 (Signals) Group of Fighter Command was also the centre of Britain's radar operations. "There is no doubt that without No 60 Group directing our fighters in the Battle Of Britain the survival of the country would have been unlikely", the authors claim. 5,000 enemy aircraft were shot down as a result of information supplied by radar stations run from Leighton Buzzard, according to the RAF.

Propaganda was devised in nearby Woburn Abbey's riding school, and recorded at Whaddon Place, a large manor house near Milton Keynes.
Journalists, including Harold Keeble of the Daily Mirror and Sefton Delmer of the Daily Express, were recruited for black propaganda operations and proved to be very good at it.
Big country houses around Britain were safe places for secret wartime work. Leighton Buzzard was chosen because it was well away from the existing headquarters of Britain's radar operations on the Essex coast. The government feared it had been spotted by German airships and would be bombed, even attacked by paratroopers.
At the other end of the secret world, were those engaged in traditional espionage, as close as they could get to the world of James Bond. They operated, not through the air waves, or under the sea, but firmly on the ground.
In The Secret Agent's Bedside Reader (Biteback) the author Michael Smith brings together stories, both fact and fiction, by well-known writers who worked for MI6 or military intelligence. They include a plan concocted by Ian Fleming, an officer in naval intelligence, to steal an Enigma machine for the Bletchley Park codebreakers.
Contributors include Erskine Childers, author of The Riddle of the Sands, John Buchan, Compton Mackenzie, and Somerset Maugham.
The book includes a passage from Tales of Aegean Intrigue (first published by EP Dutton) by John Lawson, an MI6 officer. "The ethics of secret service in wartime do not permit the furtherance of schemes whose object is homicide, but neither do they prohibit enterprises from which the risk of incidental homicide cannot be excluded".
Lawson suggests MI6 officers, if not "licensed to kill", would do so in extreme circumstances.
