Biden Administration Leaves Hundreds of U.S. Troops 'Hostage' in Niger
More than 1,000 U.S. troops are effectively being held "hostage" in Niger with medical supplies running low - stuck between the military junta-controlled government's demands for them to leave and the Biden administration's refusal to let them go home after the end of their deployments, according to a report prepared by Rep. Matt Gaetz (R-FL) and obtained exclusively by Breitbart News.
In addition, the report accuses Biden administration officials of trying to cover up the situation to lawmakers, as well as to troops deployed there and their families anxiously awaiting their return.
"Our troops are currently sitting on a powder keg caused by political indecision at the top of the Department of State and Department of Defense. With a military junta in charge - who detests our presence and considers us unserious and predatory - the situation seems to be setting the groundwork for catastrophic diplomatic collapse like we saw during the 2012 Benghazi attack. Additionally, these troops are already running short on necessary, life-saving supplies, such as blood and medications," the report by Gaetz's office said.
"They are, in effect, hostages of an indecisive Commander-in-Chief," the report said.
Gaetz, during a congressional hearing on Tuesday, slammed Army leaders for leaving U.S. soldiers in harm's way without resupplies coming.
The report is based on interviews by Gaetz's office with troops currently stationed in Niger, who reached out to Gaetz's office after they did not receive assistance from the Departments of Defense and State.
The service members are currently deployed to Airbase 101 (AB101) in the capital of Niger, Niamey, as part of the 768th Expeditionary Airbase Squadron (768 EABS), which is comprised of active duty, Reserve, Air National Guard Airmen, Army Special Forces and contract support. There are about 450 personnel at Air Base 101. Until the takeover by the junta, the base was a major hub for U.S. intelligence, surveillance, and reconnaissance (ISR) against terrorist groups Al-Qaeda and the Islamic State in West Africa, Boko Haram, and Ansaru. It was also a hub for U.S. military advisers supporting Niger's forces.
The U.S. troop presence became threatened after the military junta, known as the Conseil National pour la Sauvegarde de la Patrie (CNSP), or the National Council for the Safeguard of the Fatherland, declared it had taken over the country on July 26, 2023.
Just a few months before, Secretary of State Antony Blinken had praised Niger as "a model of resilience, a model of democracy, a model of cooperation." The junta declared in March 2024 a cancellation of the military accords with the United States, after a series of meetings between the government and Assistant Secretary of State Molly Phee and U.S. Africa Command (AFRICOM) Commander Marine Gen. Michael Langley, according to the report.
"This deterioration of diplomatic arrangements has led to our service members being caught in the middle of a standoff between an inept Department of State and a U.S.-trained Nigerian coup-force. This breakdown has led to total cessation of diplomatic clearance overflights, preventing the delivery of mail, necessary medical supplies, blood to replenish the blood bank (which requires constant turnover due to expiration windows), equipment and repair supplies; and other routine materiel from the United States," the report said.
"Personnel rotations for service members have been halted, leaving our troops stranded without any indication of relief or return home, as replacements [aren't] authorized to enter Niger," it added.

Why the Nigerien junta wants to kick US troops out
While Washington's policy has been rudderless since last year's coup, an American exit might not be a bad thing
An American government delegation recently traveled to Niger to, according to the State Department, "continue ongoing discussions since August with leaders of the National Council for Safeguarding the Homeland (CNSP) regarding Niger's return to a democratic path and the future of our security and development partnership."
The CNSP is the junta that took power in Niger in July 2023, in a coup that extended a trend of military takeovers in the Sahel. For the U.S., the Nigerien coup was the most consequential of these putsches, given longstanding and intensive security cooperation, including the presence of a major U.S. drone base in the northern city of Agadez.
The visit went poorly. Initially scheduled for March 12-13, the delegation extended its stay by one day in hopes of meeting military head of state General Abdourahamane Tiani, but was denied. Then, on March 16, the CNSP announced that it was rejecting the military cooperation agreements between Niger and the U.S. The junta has suggested that in the absence of what it considers a viable and legal status of forces agreement (referring to a 2013 document that the junta now rejects), American civilian and military personnel are no longer welcome in Niger. The Pentagon and the wider U.S. government are working through the implications of that statement while attempting to convince the Nigerien authorities to let U.S. personnel stay.
Diplomatically, the U.S. side appears to have stumbled in several ways. The CNSP's spokesman criticized the U.S. for its "unilateral" announcement of the delegation's arrival date and composition and said that the Nigerien authorities received the delegation out of simple courtesy and hospitality. It's also possible that the Americans inadvertently insulted their hosts by sending what the U.S. regarded as a "high-level" team but what the Nigeriens may have seen as insufficiently senior. The delegation was headed by Assistant Secretary of State for African Affairs Molly Phee and AFRICOM Commander General Michael Langley and included other senior officials such as Assistant Secretary of Defense for International Security Affairs Celeste Wallander.
This episode has been a flashback to my yearlong fellowship in the State Department in 2013-2014. During that time, one thing that shocked and dismayed me is that the assistant secretary of state - as a position - was implicitly considered within the State Department as a position equivalent in rank to an African head of state.

After the African Sahel nations suddenly and rapidly kicked the French colonial power out, it does appear that the US troops and diplomatic influence may be heading the same way.
Spokesman for the Niger military junta, Major Amadou Abdramane, stated clearly, with no margin for interpretation: 'The American bases and civilian personnel cannot stay on Nigerien soil any longer.'
The US was left scrambled on Sunday to assess the future of its counterterrorism operations in the Sahel.
The American military has hundreds of troops stationed at a major airbase in northern Niger.
The group flies over the Sahel region — south of the Sahara Desert - in search of jihadi groups linked to al-Qaida and the Islamic State.

"Top U.S. envoy Molly Phee returned to the capital, Niamey, this week to meet with senior government officials, accompanied by Marine Gen. Michael Langley, head of the U.S. military's African Command. She had previously visited in December, while acting Deputy Secretary of State Victoria Nuland traveled to the country in August."
According to State Department, talks were frank, but it does not seem that it has any leeway left to negotiate a deal to stay in the country.
"Niger had been seen as one of the last nations in the restive region that Western nations could partner with to beat back growing jihadi insurgencies. The U.S. and France had more than 2,500 military personnel in the region until recently, and together with other European countries had invested hundreds of millions of dollars in military assistance and training."
In July, military forces ousted the country's president and, mere months later, told French forces to leave.
"The U.S. military still had some 650 personnel working in Niger in December, according to a White House report to Congress. The Niger base is used for both manned and unmanned surveillance operations. In the Sahel the U.S. also supports ground troops, including accompanying them on missions. However, such accompanied missions have been scaled back since U.S. troops were killed in a joint operation in Niger in 2017.
It's unclear what prompted the junta's decision to suspend military ties. On Saturday, the junta's spokesperson, Col. Maj. Amadou Abdramane, said U.S. flights over Niger's territory in recent weeks were illegal. Meanwhile, Insa Garba Saidou, a local activist who assists Niger's military rulers with their communications, criticized U.S. efforts to force the junta to pick between strategic partners."
Neighboring Sahel nations Mali and Burkina Faso have turned to Moscow for security support.
In Niger, the military also turned to the Russian mercenary group Wagner for help.
"Cameron Hudson, who served with the Central Intelligence Agency and State Department in Africa, said the incident shows the diminution of U.S. leverage in the region and that Niger was angered by Washington's attempt to pressure the junta to steer clear of Russia. 'This is ironic since one mantra of the Biden Administration has been that Africans are free to choose their partners', he said."
Major Amadou Abdramane, speaking on state television, said junta leaders met the U.S. delegation only out of courtesy and described their tone as condescending.

Authorities in Niamey have decided to revoke an agreement with the US which allowed American military personnel and the Pentagon's civilian contractors to operate in the West African state, a spokesman for the post-coup government announced on national television.
"The National Council for the Protection of the Fatherland officially denounced... the military cooperation agreements linking the country to the United States of America," spokesman Colonel Amadou Abdramane said in a statement on Saturday night.
The decision comes just days after a senior US delegation, which included the chief of US Africa Command, General Michael Langley, wrapped up a three-day visit to the African state. The US team met several top Nigerien officials, including PM Ali Mahaman Lamine Zeine - apparently seeking to negotiate a renewal of the deal - but failed to secure a meeting with the country's leader, General Abdourahamane Tchiani.
"Niger regrets the intention of the American delegation to deny the sovereign Nigerien people the right to choose their partners and types of partnerships capable of truly helping them fight against terrorism," Abdramane said. The spokesman added that the American delegation has behaved in breach of diplomatic protocols, and did not even inform the hosts about their agenda and the date of their arrival.

The coup leaders have cited the Bazoum government's alleged failure to combat Islamist terrorists in the Sahel, despite the presence of foreign forces, including French troops, as the reason for the military takeover.
France completed the withdrawal of its troops from Niger in December, after the leadership in Niamey cut ties with the former colonial rulers and ordered their forces to leave.
However, Washington said that disengagement from Niger was not an option for the US, claiming it will forge "pragmatic" relations with the new military authorities - despite joining France and other Western allies in suspending aid to Niamey.
The United States currently has around 648 troops in Niger, mostly stationed at a $100-million desert drone base in Agadez, after "repositioning" some of its servicemen from the capital Niamey back in September. Since then, US drone flights in Niger have been limited to intelligence-gathering purposes with armed "counterterrorism" missions largely remaining on hold, according to the Pentagon.

Rep. Matt Gaetz Introduces Bill to Withdraw from Somalia
The War Powers Resolution would direct President Biden to pull out of the country within 365 days
On Tuesday, Rep. Matt Gaetz (R-FL) introduced a War Powers Resolution that would direct President Biden to remove armed forces from Somalia that is cosponsored by Reps. Paul Gosar (R-AZ) and Anna Paulina Luna (R-FL).
The resolution would mandate the removal of all US armed forces from Somalia, with the exception of embassy security, within 365 days of the bill being adopted. The resolution is privileged, meaning the House will have to vote on the measure within 18 days.
The introduction comes after Gaetz grilled Gen. Michael Langley, the head of US Africa Command (AFRICOM), about the pattern of the US military training African coup leaders.
"The American people have extremely low confidence in our military leaders and their ability to assess their own efficacy. How do they expect Americans to believe their justification for occupying Somalia when they can't even determine who in their own training programs will lead a violent coup afterwards?" Gaetz said in a statement.
Earlier this month, the House voted down a Syria War Powers Resolution that was introduced by Gaetz. "When the House debated my resolution to withdraw troops from Syria, both Republicans and Democrats argued the 2001 Authorization for Use of Military Force (AUMF) against Afghanistan serves as a global permission slip for every neocon fantasy. They will argue the same for Somalia," Gaetz said.
The 2001 AUMF, which was passed in the wake of the September 11 attacks for the invasion of Afghanistan, is used today to justify the US war against al-Shabaab, a group that didn't exist when the authorization first became law. Sen. Rand Paul (R-KY) introduced an amendment in the Senate to repeal the 2001 AUMF last week, but it failed in a vote of 9-86.
The US war against al-Shabaab in Somalia has escalated since President Biden ordered the deployment of up to 500 troops to the country in May 2022. The Biden administration recently vowed that it would increase support for the Mogadishu-based government.
The US-backed government launched a major offensive against al-Shabaab last year, leading to more US airstrikes, although AFRICOM has not reported any strikes in the month of March. The last airstrike in Somalia that AFRICOM reported took place on February 21.
The US military portrays al-Shabaab as a major threat due to its size and affiliation with al-Qaeda, but it's widely believed the group doesn't have ambitions outside of Somalia. Al-Shabaab was born out of a US-backed Ethiopian invasion of Somalia that was launched in 2006, and the group didn't declare loyalty to al-Qaeda until 2012, after years of fighting the US and its proxies.

US conducts counter-terrorism drills in West Africa
The American instructors made clear their preference that countries in the region not rely on non-Western powers
A two-week US-led counter-terrorism exercise that assembled over 400 soldiers from across West Africa with the aim of combatting extremist violence in the region has concluded in Ghana. According to the US military trainers overseeing the drills, the platform was also used to press nations in the region to rely on each other rather than on non-Western powers.
Military personnel from Ivory Coast, Ghana, and Nigeria took part in the exercises, dubbed 'Flintlock', which wrapped up on March 15. During the maritime and cross-border drills, soldiers learned, among other things, how to use motorcycles to counter jihadist insurgent attacks.
"You have governments with so many problems that they begin reaching out to other malign actors who are perhaps more exploitive of the resources in those countries," Colonel Robert Zyla of the US Special Operations Command Africa told Reuters.
This comes amid growing anti-French sentiment in Mali and Burkina Faso, where demands have been made for the complete withdrawal of French military forces as the influence of former colonial powers wanes.
Meanwhile, concerns are growing in the West about Russia's growing influence in Africa, particularly its military ties with Burkina Faso and Mali, as the Sahel region struggles to control the rising security threats posed by Jihadist groups, which have claimed thousands of lives and displaced millions.
