Probe shows Israel sympathizers sparked UCLA violence

Police stood by for hours as Israel supporters attacked pro-Palestine student protesters
Pro-Israel counter-protesters attacked students in the pro-Palestinian encampment at a US university for several hours, including beating them with sticks, spraying them in the face with chemicals, and launching fireworks as weapons, a New York Times investigation published on 4 May showed.

Students erected the encampment at the University of California at Los Angeles (UCLA) on 25 April as part of a broader student movement throughout the US to protest Israel's genocide in Gaza.

On Tuesday, UCLA officials declared the encampment illegal. Later that day, a group of Israel supporters attacked the encampment.

According to The Times' review of video footage taken by protesters and journalists, the attack began when a group of counter-protesters started tearing away metal barriers that had been in place to cordon off pro-Palestinian protestors.

Security personnel hired by the university are seen in yellow vests, standing by and watching throughout the attack without intervening.

Attacks on the encampment continued for nearly three hours before police arrived.

"Counter-protesters shot fireworks toward the encampment at least six times" and "sprayed chemicals both into the encampment and directly at people's faces," The Times stated.

The videos show many of the counter-protesters were wearing pro-Israel slogans on their clothing and blaring loud music, including Israel's national anthem and "Harbu Darbu," a popular Israeli song that calls for the annihilation of Palestinians in Gaza and the killing of western celebrities Bella Hadid, Mia Khalifa, and Dua Lipa, all of whom have expressed solidarity with Gaza.

Video shows groups of counter-protesters surrounding and attacking both groups and individual pro-Palestinian protesters. "They could be seen punching, kicking and attacking people with makeshift weapons, including sticks, traffic cones and wooden boards," The Times writes.

The Times adds that "Except for a brief attempt to capture a loudspeaker used by counter-protesters, and water bottles being tossed out of the encampment, none of the videos analyzed by The Times show any clear instance of encampment protesters initiating confrontations with counter-protesters beyond defending the barricades."

Despite the violence, police officers remained standing about 100 meters away from the area for roughly an hour without intervening.

At 2:42 am, police officers finally began to move toward the encampment, after which time the counter-protesters left the scene.

The Los Angeles Police Department (LAPD) and the California Highway Patrol did not respond to questions from The Times regarding the incident.

Mary Osako, UCLA vice chancellor of strategic communications, also declined to answer questions but issued a statement saying: "We are carefully examining our security processes from that night and are grateful to U.C. President Michael Drake for also calling for an investigation. We are grateful that the fire department and medical personnel were on the scene that night."

On Thursday, UCLA police arrested 200 people at the pro-Palestinian encampment at UCLA, claiming the protesters resisted arrest.

The arrests came after university officials declared the encampment an "unlawful assembly" on Wednesday and ordered demonstrators to leave the area.

University Of California Moves Toward Hiring Illegal Immigrants In Violation Of Federal Law

The University of California (UC) system is working towards providing jobs to illegal immigrants despite a federal law banning the practice.

In a Thursday statement by UC President Michael Drake and Board of Regents Chair Richard Leib, the university system announced the appointment of a working group that will consider relevant issues to providing employment opportunities to all students regardless of immigration status. By November, the group is expected to have developed an implementation plan and legal strategy which will include the next steps.

"The University is committed to ensuring that all students, regardless of their immigration status, can pursue and attain a world-class UC education," reads the statement. "This should include providing enriching student employment opportunities to all students."

According to The Hill, "The Immigration Reform and Control Act of 1986 established civil and criminal penalties for employers who knowingly hire undocumented immigrants and those not authorized to work in the United States. "

Yet, the LA Times reports that UCLA legal scholars have a theory that the law does not specifically apply to states and state entities such as UC.

According to Regent John Perez, the UC will need time to figure out how to implement the plan, telling the Times "this is too important to get wrong."

But the university could face legal action over its plan and has been considering any potential public backlash it would receive and the legal risk for faculty and staff who hire the students.

Rep. Darrel Issa (R-Calif.) wrote a letter to California Gov. Gavin Newsom (D) earlier this week to warn against the plan, arguing that the Supreme Court has repeatedly held that federal immigration law tops state or local laws. He said the plan could cause UC to lose federal funding and hurt its students. -The Hill

There are around 44,000 students not covered by DACA who attend college in California, of which around 4,000 attend UC, according to the Times.

California will allow non US citizens to be police officers in January 2023

A new state law championed by Police Chief Joe Farrow will allow anyone who is legally authorized to work in the United States to become a peace officer in California, regardless of citizenship status, starting Jan. 1.

Previously, police officers had to be either U.S. citizens or permanent residents in the process of applying for citizenship.

"People who are in this country with a federal right to work - regardless of how they got here - they can do any job. They can be attorneys, firefighters, join the military, but they can't be police officers in California," Farrow said. "Why hold people back? This was the question that deserved some debate."

Farrow became aware of the issue after joining UC Davis in 2018. As part of efforts to increase diversity, the UC Davis police department recruits new officers from graduating seniors in its cadet academy.

"I noticed kids who were really distinguishing themselves in our academy, but they weren't eligible to be peace officers," Farrow said. With support from UC President Michael Drake and Chancellor Gary S. May, Farrow began working toward a bill.

Applicants ready
Guided by state Sen. Nancy Skinner (D-Berkeley), Senate Bill 960 easily passed every hearing and vote, and was signed by Gov. Gavin Newsom Sept. 29.

"All it says is that to become a peace officer in California, you need to have a legal right to work here," Farrow said. "All the background checks, all the checks and balances remain the same."

Farrow said he already has applicants in line for jobs as UC Davis police officers and hopes to make at least one hire in the new year. It's part of the department's goal of becoming more diverse and reflective of the community.

"We need to bring in people from marginalized groups and allow them to fulfil their dreams," Farrow said. "This bill reminds us that universities are a place where people learn and effect change. Passage of SB 960 is a great example of people identifying an issue, having a public debate resulting in a change in the law that positively effects members of our community."

UC president orders all on-campus students, faculty, staff to get flu shot by Sunday

All students, faculty and staff living, learning or working at any University of California location must receive a flu vaccine by Sunday unless they are given an exemption, UC President Michael Drake announced in an executive order.

UC community members can apply to receive a medical exemption or a disability or religious accommodation to forgo the flu vaccine requirement. In the event of an active outbreak, individuals granted an exemption may not be allowed on campus, Drake said in a statement.

The order revises an existing executive order issued July 31 by the UC Office of the President to reduce overcrowding and use of resources in hospitals in anticipation of this year's flu season.

Although the number of new coronavirus cases and hospitalizations in California has fallen steadily during the last two months, health officials worry that hospitals may become overwhelmed if virus cases increase during the cold winter months, when people are more likely to be indoors together. Officials also worry this surge may coincide with the regular flu season.

"During the SARS-CoV-2 pandemic, where COVID-19, like influenza, results in respiratory symptoms, it is even more critical than usual to assure widespread vaccination," Drake said in the statement. "As California progresses through its roadmap, the possibility of an outbreak or surge that overwhelms the health care system and causes hospitals to adopt crisis standards of care necessarily increases."

Hospitals set aside extra beds every year ahead of the flu season. During the 2018-19 flu season, 2,037 people were hospitalized with influenza in San Francisco, Alameda and Contra Costa counties, according to the state Department of Public Health.

As part of the executive order, Drake also "encouraged" the universal vaccinations of all students, faculty, staff, and their families by Saturday.

Ohio State University agrees to $10M settlement with abuse victims

May 9 (UPI) – Ohio State University will pay more than $40 million to 162 former students who said a team doctor abused them over two decades, the school announced.

The $40.9 million settlement announced Friday will be split among victims of Dr. Richard Strauss, a university-employed doctor, who died in 2005. The abuse happened between 1978 and 1998.

"The university of decades ago failed these individuals - our students, alumni and members of the Buckeye community," President Michael Drake said. "Nothing can undo the wrongs of the past, but we must do what we can today to work toward restorative justice.
