Report: U.S. Govt. Made Duplicate Payments to Wuhan Lab in China, Potentially Losing Tens of Millions of Dollars
The United States government reportedly made duplicate payments to fund projects at the Wuhan, China, laboratory - the proposed origin of the coronavirus pandemic.
Through the National Institutes of Health (NIH) and the U.S. Agency for International Development (USAID), the Wuhan lab in communist-controlled China allegedly received double the funds from research grants, according to a review of records by CBS News.
Diane Cutler, a federal investigator who has investigated white-collar crimes for over 20 years, called the double billing a "potential theft of government funds."
"What I've found so far is evidence that points to double billing, potential theft of government funds. It is concerning, especially since it involves dangerous pathogens and risky research," said Cutler.
Sen. Roger Marshall (R-KS) hired Cutler to investigate U.S. government grants going to high-risk research in China prior to the coronavirus pandemic. Her findings were then shared with the internal watchdog at USAID. Tens of millions of dollars could have potentially been stolen and sources close to the situation did not refute the report. Per the CBS News:
Cutler said she has viewed over 50,000 documents, and that the U.S. government may have made duplicate payments for possible medical supplies, equipment, travel and salaries.
A spokesperson for USAID declined to comment. A USAID inspector general spokesperson declined to comment "on the existence of a specific open investigation." The press office for NIH did not respond to CBS News' questions.
Sources told CBS News the investigation of possible double-billing could take at least six months to conclude.
Sen. Marshall has called for a congressional commission to investigate the grant funds that were sent to the Wuhan lab.
"I think there's 1.1 million reasons that American taxpayers should care," he said. "You'll have a plane crashes. We want to find out why the plane crashes. We go to any lengths to do that. And the hope is we don't have another plane crash for the same reason."
Marshall also told the New York Post that "Americans deserve the truth, especially if our government had a hand in funding the creation of the coronavirus."
"I am demanding transparency and accountability for the misuse of taxpayer funds. This probe is a step in the right direction. We must follow the money," he said.
While the exact origins of the coronavirus pandemic have not been determined, intelligence officials now say that the lab leak theory does have merit and should not be dismissed.
In late February, FBI Director Christopher Wray indicated that the coronavirus could have originated in the Wuhan lab.
"The FBI has for quite some time now assessed that the origins of the pandemic are most likely a potential lab incident in Wuhan," Wray told Fox News. "Here you are talking about a potential leak from a Chinese government-controlled lab."
"I will just make the observation that the Chinese government, it seems to me, has been doing its best to try to thwart and obfuscate the work here, the work that we're doing, the work that our U.S. government and close foreign partners are doing. And that's unfortunate for everybody," he added.
Rep. Jim Banks (R-IN) later cited Wray's statement during the House Select Committee's hearing about Communist China when he asked former deputy national security adviser Matthew Pottinger if the totalitarian regime created the coronavirus as a bioweapons.
"Mr. Pottinger, less than an hour ago, the FBI Director, Christopher Wray, confirmed that COVID-19 originated in a Wuhan lab. Do you think there is a chance that the Wuhan lab was involved in bioweapons research?" asked Banks.
Pottinger said that intelligence does show that the Chinese government and the Chinese military certainly experimented with coronavirus, stopping short of calling it a bioweapon.
"We know for certain that the Chinese military is involved in research in coronavirus," he said. "We know that they were experimenting using U.S. technology to work on chimeric viruses. That is ones that had been engineered."
"We know that the Chinese government and military had been involved in trying to develop vaccines for coronaviruses. I think that this is an area that there is still a great deal of information that has yet to come out that will show that there was an enormous amount of interest," he added.

The House committee investigating the Jan. 6 riot at the U.S. Capitol interviewed former national security adviser Robert O'Brien on Tuesday,two sources familiar with the panel's work said.
O'Brien had been among a small group of then-President Donald Trump's top officials to acknowledge Joe Biden's election victory, saying in November 2020 that the National Security Council was preparing for "a very professional transition."
O'Brien's former deputy, Matthew Pottinger, testified before the panel at a public hearing last month. Pottinger resigned after the Capitol riot but stayed on overnight at O'Brien's request because O'Brien was returning from a trip.
O'Brien was initially scheduled to be interviewed by the panel earlier this month.
The committee has been trying to find out more about what top Trump administration officials knew about the former president's intentions on Jan. 6, 2021, and whether Cabinet members discussed invoking the 25th Amendment to the Constitution to remove him from office afterward,a source saidthis month. The panel interviewed former Transportation Secretary Elaine Chao this month. Chao, the wife of Senate Minority Leader Mitch McConnell, R-Ky., also resigned after the violence at the Capitol.
At the panel's last public hearing, in July, Rep. Liz Cheney, R-Wyo., said she expected the committee would resume hearings toward the fall.
"We have far more evidence to share and more to gather," Cheney saidthen. "So our committee will spend August pursuing emerging information on multiple fronts before convening further hearings this September."

Matt Pottinger, was in the Trump White House. A former journalist turned highly-decorated U.S. Marine who served as an intelligence officer for part of his time, Matt had deep experience in China (including during the 2002-2003 SARS outbreak there) and was fluent in Mandarin. Matt took a position in the National Security Council in the earliest stage of the Trump administration, while still serving in the Marine Reserves.

Pottinger "has never been a Trump-style #MAGA conservative" and who donated to both Democrats and Republicans. In 2017, he was hired as a member of the U.S. National Security Council of the administration of Donald Trump. Michael Flynn, whom Pottinger had worked for in the military,made him the NSC's Asia director, and he remained in his position under H. R. McMaster and John Bolton. Pottinger submitted his resignation on January 6, 2021, following the U.S. Capitol.

On Oct. 14, 2016, The Daily Beast published a surprisingly candid retrospective on the CIA's historic recruitment of media assets.
"Other journalists were threatened and blackmailed into cooperating with Mockingbird," the article noted, "and many were given falsified or fabricated information about their actions in order to engender their support for the CIA's mission. The program has never been officially discontinued."
At the time, the editor-in-chief and managing director of The Daily Beast was John Phillips Avlon. Vanity Fair editor Tina Brown had launched the popular online news site in 2008. By the time she exited five years later, a soured merger with Newsweek had left The Daily Beast whimpering rather than roaring. Avlon's arrival changed all that.
Avlon has all the credentials of the CIA's iconic gentleman spy, including an old moneyed family with military pedigrees, a Yale education, and a missionary globalist zeal toward foreign policy and international affairs.
John Avlon, Sr. was chairman of a New York real estate company and a trustee of the George S. Patton Museum Foundation. Born in 1973, young John attended Milton Academy prep school in Massachusetts before earning his B.A. from Yale and an MBA from Columbia.
Curiously, both Avlon's Wikipedia page and that of his best friend, the aristocratic spook Matthew Pottinger, note that the two are childhood best friends and Milton schoolmates, as if this lifelong partnership is an essential fact in evaluating both men's lives.
Writing for the New York Sun in 2005, Avlon describes Pottinger - one of America's top spies - as "like a brother to me." Pottinger made his bones as a journalist - and, probably, as an espionage operative and propagandist - while working as a lead reporter for Reuters and the Wall Street Journal in China before serving as a U.S. Marines intelligence officer in Iraq and Afghanistan.
In 2010, Pottinger co-authored an intelligence analysis with Michael Flynn - "Fixing Intel: a Blueprint for Making Intelligence Relevant in Afghanistan" - published through the Center for a New American Security, a front group for Pentagon and intelligence agencies and military contractors that critics have branded "the military-industrial think tank complex."
Rising through the ranks, Pottinger by 2017 became a member of the National Security Council under Donald Trump. Flynn, by then Trump's National Security Advisor, appointed Pottinger as NSC's Asia director.

For years, the CCP has engaged in campaigns to steal U.S. intellectual property and technology secrets in a bid to militarily and geopolitically gain an advantage over the West.
The regime has also carried out significant hacks against private entities, including last month's alleged cyberattack against Microsoft-which the United States and its allies blamed on the Chinese Ministry of State Security. In addition, four Chinese nationals were charged by the Department of Justice over a number of separate cyber intrusions that targeted corporate and research secrets.
During the hearing, the former director of the National Counterintelligence and Security Center, William Evanina, said that the CCP is using a "whole of country approach" to "leverage, infiltrate, influence, and steal from every corner of U.S. success."
"It is estimated," Evanina warned, "that 80 percent of American adults have had all of their personal data stolen by the CCP, and the other 20 percent most of their personal data."
Furthermore, he said that the Chinese regime poses an "existential threat" to the United States and is employing "complex, pernicious, strategic, and aggressive" tactics to accomplish its goals.

Beijing Pursuing 'Offensive Decoupling' Against West: Former Senior Official
While the Trump administration drew fire for propelling economic decoupling with the Chinese regime, it is in fact Beijing that is pursuing a campaign of "offensive decoupling" against the world, according to former deputy national security advisor Matthew Pottinger.
"Beijing intends to decrease China's dependency on the world while making the world increasingly dependent on China-and then use the resulting leverage to advance Beijing's authoritarian political aims around the globe," Pottinger, who served under the Trump administration, said at an April 15 hearing of U.S. Congress's U.S.-China Economic and Security Review Commission.
Decoupling has been the Chinese regime's strategy ever since they joined the World Trade Organization in 2001, Pottinger said, but this plan of "offensive decoupling" was made "very explicit" in the Chinese regime's latest economic blueprint, approved in March, for the next five years.
"Beijing does want to decouple, but the purely on its terms," he said. This tactic has been played out through the Chinese regime's economic coercion of Australia-which currently exports more than a third of its goods to China-in response to Australia last year calling for an independent investigation into the origins of the pandemic. Since then, Beijing has slapped import restrictions on a range of Australian goods including beef, coal, barley, and wine.
The kind of decoupling that the regime does not want is the one that cuts off its access to advanced technology from the United States and other Western countries.
"They still want to have access to our technology, they want to have access to our laboratories and our intellectual property," Pottinger said.
"The thing that scares them, that gives them night sweats, is the fear that at some point, we might pull the plug on their ability to gain so much access to our cutting edge technology."
To counter the Chinese regime's aggressions, the United States should do more to cut off the flow of American capital into Beijing's military-industrial complex.
A recent analysis by the Commerce Department based on publicly available data shows that U.S. public and private equity investments in Chinese- and Hong Kong-domiciled companies from 1992 through the end of 2020 totaled $2.3 trillion in market value.
"Somehow, Wall Street missed the memo that Beijing is waging an existential fight whose objective is 'the eventual demise of capitalism and the ultimate victory of socialism,' to quote Chairman Xi," Pottinger said.
Then-President Donald Trump in late 2020 issued an executive order banning U.S. investments into a Pentagon list of Chinese companies owned or controlled by the regime's military. Pottinger recommended the order be codified into law by Congress and for the list to be expanded to include Chinese companies that are on the Commerce Department's "entity list." Dozens of Chinese entities have been added to this trade blacklist over national security or human rights concerns.

Trump began his term by calling Kim"Little Rocket Man."In August 2017, Trump threatened "fire and fury" on North Korea. Just one month later, during a speech at the United Nations, he vowed to "totally destroy" the nation.
Kim fired back with a threat of his own.
"I will surely and definitely tame the mentally deranged dotard with fire," Kim said in a statement.
But Trump quickly changed his tune after the two met.
"And then we fell in love, OK?" Trump said in 2018. "No really. He wrote me beautiful letters and they're great letters. We fell in love."
The two leaders ultimately met in person three times, including one instance where Trump became the first sitting U.S. president to set foot in North Korea after he crossed over the border during a meeting in the Demilitarized Zone.

This is of course patently false, as several prominent microbiologists - including one who worked in the Wuhan lab - have said it was likely created there and likely escaped. Two weeks ago, US National Security Adviser Matthew Pottinger said there was a "growing body of evidence that the lab is likely the most credible source of the virus," while French intelligence warned of the possibility of a 'catastrophic leak' from the lab due to poor bio-security over a decade before the outbreak.

That said, MIT / Harvard doctor Alina Chan, who has been investigating the origins of the pandemic, doesn't think the WHO is suited to conduct any investigation.

New York Magazine just became the first of the corporate media to acknowledge that the COVID-19 virus, which plagued the world for most of 2020, may have originated from a laboratory in Wuhan, China.
While many corrupt publications hounded conservatives and U.S. officials for spreading the same Chinese lab information earlier in the year, the magazine article received no backlash from the media for stating that there is a "reasonable chance" that a scientific experiment, created and designed in the lab to help prevent other respiratory viruses, could have likely escaped into the public due to an accident.
As a matter of fact, the corporate media did not even make a peep about the article's explanation for how U.S. money, resources, and even scientists such as Dr. Anthony Fauci were involved in funding, informing, and encouraging this research, and how the federal government and Chinese scientists were concerned about the Wuhan lab in particular, even before a hint of the 2020 pandemic.
Many publications and networks originally downplayed concerns in early 2020 that the virus was created and then released from a lab in China, not contracted through a wet market, despite the fact that those concerns were coming from U.S. officials such as deputy national security adviser Matthew Pottinger and Arkansas Republican Sen. Tom Cotton.
"There is a growing body of evidence that the lab is likely the most credible source of the virus," Pottinger said recently. "Even establishment figures in Beijing have openly dismissed the wet market story," he continued.
Pottinger first began to raise concerns about the virus's origins in January 2020, encouraging U.S. intelligence officials to investigate. Shortly after, Cotton began to sound the alarm about COVID-19's beginnings in a Wall Street Journal opinion editorial outlining a new government investigation into the Chinese lab, which may have created and housed it. In the article, Cotton explained that China swiftly covered up any evidence about the lab and the coronavirus's origins.

According to the Daily Mail, Deputy National Security Advisor Matthew Pottinger told members of Parliament in the U.K. that there is a growing body of evidence that a laboratory release from the Wuhan Institute of Virology is the most credible source of the COVID-19 outbreak. This disclosure from a senior official indicates a hardening of the U.S. position on how the outbreak originated.
"There is a growing body of evidence that the lab is likely the most credible source of the virus," Pottinger said in a Zoom call, explaining that the virus most likely escaped the lab as the result of a "leak or an accident."
"Even establishment figures in Beijing have openly dismissed the wet market story," said Pottinger.
Pottinger is well respected in guiding policy toward China. He has an undergraduate degree in China Studies and speaks fluent Mandarin. He covered China for Reuters and the Wall Street Journal for seven years before joining the Marines, where he served as a military intelligence officer.
He was tapped as the Asia Director on the National Security Council beginning in 2017 and was promoted to Deputy NSA. He is credited with pushing a hardline policy towards Beijing, including encouraging the president to call COVID-19 the Wuhan virus. Last year, he took the unprecedented assignment of speaking directly to the Chinese people in a broadcast statement critical of the CCP.
According to Pottinger, the latest intelligence points to the virus escaping from the Wuhan lab located 11 miles from the wet market that was blamed originally. As late as 2015, this lab conducted experiments with chimeric viruses, which are lab-modified using parts from multiple viruses. This type of research may or may not be aimed at a gain of function, which can make a virus more infectious or transmissible.
Pottinger did not speculate that COVID-19 could have been this type of virus. However, if a laboratory leak from this facility is the most credible source for COVID-19, it is unnerving because the facility was and may continue to be engaged in modifying viruses.
The call took place in advance of a team from the World Health Organization (WHO) preparing to go to Wuhan to investigate the origins of COVID-19. Pottinger seemed to indicate concern over the validity of this investigation, telling the group, "MPs around the world have a moral role to play in exposing the WHO investigation as a Potemkin exercise."
This mirrors concern from the Trump administration about China's influence over the WHO. This concern led to formal notice of U.S. withdrawal from the international group in July of 2020. Pottinger asserted that even leaders in Beijing had dismissed the wet market story. This could confirm the rumors of U.S. contact with a whistleblower from the Wuhan lab.
The Daily Mail reported additional comments from Iain Duncan, an MP in attendance:
"I was told the US have an ex-scientist from the laboratory in America at the moment,' he said. 'That was what I heard a few weeks ago. I was led to believe this is how they have been able to stiffen up their position on how this outbreak originated." He added that Beijing's refusal to allow journalists to visit the laboratory only served to increase suspicion that it was 'ground zero' for the pandemic.
"The truth is there are people who have been in those labs who maintain that this is the case," he said. "We don't know what they have been doing in that laboratory. They may well have been fiddling with bat coronaviruses and looking at them and they made a mistake. I've spoken to various people who believe that to be the case."
While there are theories about how the original host of the COVID-19 virus, and a possible intermediate host, could have facilitated the jump to humans, nothing has been proven to date. The Chinese Communist Party has been blocking any independent investigation, and the WHO team has already announced it will not investigate The Wuhan Institute.

Representatives of the incoming Biden Administration tried and failed to stop the European Union from signing an investment treaty with China this week.
After seven years of often-stalled negotiations, German Chancellor Angela Merkel and French President Emmanuel Macron pushed for a final agreement on the Comprehensive Agreement on Investment (CAI) before the new US Administration takes office January 20.
A German government official, speaking on background, said that Europe wanted to present Washington with a fait accompli before the new administration could have a chance to exert pressure on the Europeans to keep a distance from China. China of course was on board for that.
"Members of the Biden team in Brussels campaigned against the deal with China in order to be able to exercise more pressure on China in future negotiations," reported the center-right German daily Die Welt.
Deputy National Security Adviser Matthew Pottinger said, "Leaders in both U.S. political parties and across the U.S. government are perplexed and stunned that the EU is moving towards a new investment treaty right on the eve of a new U.S. administration."
Perplexed? Germany now sells more to China than it does to the U.S., thanks to China's economic snapback and America's continued economic weakness. East Asia (not just China, but South Korea and Taiwan) crushed the pandemic in weeks, while we still can't distribute the vaccine we have. Last month China signed the Regional Comprehensive Economic Partnership with fifteen other Asian countries, eliminating most tariffs on imports from Japan among others. U.S. economic importance is shrinking.
China has a $1.4 trillion, five-year budget to support high tech R&D and investment. China outspends us 10:1 on quantum computing research. China is determined to lead the Fourth Industrial Revolution-mobile broadband, quantum communications, quantum computing, Artificial Intelligence, self-programming industrial robots, self-regulating farms, autonomous vehicles, and so forth. It's no wonder that Europe and Japan are cutting deals with China. China is where the market is, and, increasingly, where the technology is.
Beijing is using trade and investment deals with Europe and Japan to batter its own industry into shape, as I reported at Asia Times.
There's a lot of talk from the Biden camp about multilateral diplomacy to shape up an alliance of democracies to contain China. It looks like the Biden administration has been made irrelevant before it takes office.

'The New York Times on Wednesday published an op-ed by a Chinese scientist without noting that the professor has taken credit for helping create the Thousand Talents Program, which funds the work of foreign scientists in exchange for their agreeing to share information about their work with Beijing.
In his Times op-ed, Yi Rao, a neuromolecular biologist at Peking University, lamented the death of his uncle in New York during the coronavirus pandemic. Yi claimed that his uncle would have survived if he had been in Wuhan, where the pandemic began and where residents have said the death toll may have reached as high as 40,000.
The Times did not disclose that Peking University, where Yi teaches, has cracked down on dissent and deepened its ties to the Chinese Communist Party since 2018.
Yi stated in a February Times article that he proposed the Thousand Talents Program, by which the Chinese government funds research grants for scientists. The U.S. government has charged a number of researchers participating in the program with intellectual property theft, while the head of Harvard's chemistry department was indicted in January for failing to disclose his ties to the program.
"While association with a Talent Program is not illegal, it can create incentives to steal, violate export controls, or (at a minimum) conflicts of interest," John Demers, chief of the national security division at the Justice Department, said in November.
The Times also did not disclose that Yi has been denied a visa to enter the U.S. despite multiple applications since 2016. The reasons for the denials were not given by the U.S. government.
Yi has been harshly critical of the U.S. response to the coronavirus, and has mocked President Trump's handling of the crisis on his blog on the Caixin website, 40 percent of which is controlled by a state-owned media conglomerate.
"On June 5, 1981, AIDS was reported in the US for the first time," Yi wrote in one post. "According to the 'stable genius's' logic, shouldn't AIDS be called American Sexually Transmitted Disease, and HIV the American Sexually Transmitted Virus?" (President Trump has referred to the coronavirus as the "China virus" or "Wuhan virus," a term proposed by deputy national security adviser Matthew Pottinger to counter China's attempts to cover up its failure to control the initial outbreak.)

Report: Trump Ignored Pleas To Put Social Distancing Practices In Place, Warnings Of A Pandemic

Topline: A new report from the New York Times details early warnings issued to President Trump and his administration throughout early January and February that were ignored because of potential impacts to the economy and trade relations with China, including guidance for social distancing practices weeks before they were issued by the president.
Dr. Robert Kadlec, the Department of Health and Human Services' lead on disaster response, met with the White House's coronavirus task force on February 21, and the group concluded that social distancing measures including school closures would need to take place soon.
The group intended to present Trump with their plan after he returned from a trip from India-a February 14 memo prepared with the National Security Council went over guidelines like cancelling sporting events and issuing stay-at-home directives nationwide-but on February 25, Dr. Nancy Messonnier, director of the National Center for Immunization and Respiratory Diseases, put out a public warning that echoed the task force's plan but infuriated Trump as it impacted the stock market.
Instead of conducting a meeting with the task force about the need for social distancing, Trump instead had a briefing on February 26 where he replaced Dr. Alex Azar, the secretary of Health and Human Services, as the head of the coronavirus task force with Vice President Mike Pence, with a focus on controlling the message so as not to impact the economy.
The report also details the struggles officials went through in convincing Trump and his administration to put in place social distancing measures, including Treasury Secretary Steve Mnuchin, who argued with national security adviser Robert O'Brien during an Oval Office meeting, claiming the economy could be destroyed.
Trump reportedly pushed back against social distancing because his "business friends" told him it would hurt the economy. Senior adviser Jared Kushner brought in former Food and Drug Administration commissioner Scott Gottlieb to convince Trump, and Pence also tried to help, but it was Dr. Deborah Birx, now a familiar face on the coronavirus task force, who finally got through to Trump.
Echoing a Washington Post report in March, officials in early January were reportedly issuing early warnings of the pandemic, with the State Department's epidemiologist writing the virus could turn into a pandemic and biodefense experts in the National Security Council telling officials to think about preparations for city-sized quarantines.
Azar in particular was reportedly told by Trump in January to "stop panicking" after he called him about a potential pandemic, and a plan by Azar to set up surveillance in five cities that would have cost $100 million fell through in February as the Centers for Disease Control and Prevent struggled to issue working tests.
Tangent: The report also focuses on the touchy relationship between the White House and the Chinese government. Matthew Pottinger, the deputy national security adviser, was warned early on in January by a Hong Kong epidemiologist that China was not being truthful about the spread of the virus. Described as a China hawk, Pottinger and others pushed the administration to blame China while economic advisers to Trump pushed back as they worked through a trade deal with the government. The debates eventually led to a restriction of foreign nationals traveling from China on January 31, a move consistently touted by Trump as a sign he acted early. However, no other broad actions were taken in February to prepare and address the pandemic, with senators in a briefing on February 5 telling Trump's administration to take the threat seriously and offering money to help state and local departments. While Trump tweeted praise to China early on, a war of words began to brew between the two nations, with Trump using the phrase "Wuhan Virus" throughout March.
Crucial Quote: In an email exchange with other experts after Trump issued travel restrictions between European countries on March 11, Dr. James Lawler, a professor at the University of Nebraska Medical Center, said "We have thrown 15 years of institutional learning out the window and are making decisions based on intuition."
Chief Critic: President Trump. After the publication of the New York Times story, Trump lashed out on Twitter Saturday, calling the accounts made up. "When the Failing [New York Times] or Amazon [Washington Post] writes a story saying 'unnamed sources said,' or any such phrase where a person's name is not used, don't believe them. Most of these unnamed sources don't exist. They are made up to defame and disparage."

Early life
Pottinger is the son of author and former politician J. Stanley Pottinger.[2] He was educated at Milton Academy and is a schoolmate and childhood friend of fellow journalist John Avlon.[3][4] Pottinger graduated from the University of Massachusetts with an undergraduate degree in Chinese studies; he is fluent in Mandarin.[5]
Journalistic career
Before he joined the United States Marine Corps, Pottinger worked as a journalist for Reuters between 1998 and 2001.[6][2] Then he moved to The Wall Street Journal until his retirement from journalism in 2005.[2] His stories won awards from the Society of Publishers in Asia and were nominated for the Pulitzer Prize. He covered a variety of topics, including the SARS epidemic and the 2004 Indian Ocean earthquake and tsunami; in the latter assignment, he met United States Marines and was inspired by their courageousness.[6][2] He spent seven years reporting in China.[7][8] While interviewing Chinese workers in Beijing about their claims of government corruption, Pottinger was attacked by a government thug.[2][6][9]
Military career
In September 2005 Pottinger joined the Marine Corps and served as a military intelligence officer.[2] He was over-aged and out of shape when he joined. To meet the physical qualifications, he worked out with a Marine officer who was living in Beijing.[2] He served three deployments: one in Iraq from April to November 2007, and two in Afghanistan from November 2008 to May 2009 and July 2009 to May 2010.[10] On his second tour in Afghanistan, he met U.S. Army General Michael T. Flynn, with whom he co-wrote a report.[2][11] The report, published in January 2010 through the Center for a New American Security, was titled Fixing Intel: A Blueprint for Making Intelligence Relevant in Afghanistan.[12] Pottinger worked in New York City, including for the hedge fund Davidson Kempner Capital Management, after he left active service.[2]
Political career
In 2017, Pottinger was hired as a member of the U.S. National Security Council of the administration of Donald Trump.[13][14][15]
In 2018, the New York Times reported, with regard to the recently cancelled[16] North Korean summit[17] that "a senior White House official told reporters that even if the meeting were reinstated, holding it on June 12 would be impossible, given the lack of time and the amount of planning needed."[18][19] The President subsequently alleged that the New York Times had made up the existence of the unnamed White House official;[20] on Twitter the journalist Yashar Ali later posted audio of Pottinger giving the officially-organized background briefing cited by the Times[21], in which, without actually using the word "impossible", he responded to a reporter's question about the feasibility of the originally-scheduled date by saying "We've lost quite a bit of time that we would need…" and "June 12th is in ten minutes." [22] [23] Which simply could imply that it is a very tight schedule, but not impossible.

Matthew Pottinger must have been surprised to learn that he doesn't exist. As the top official for Asia on President Donald Trump's National Security Council, Pottinger had briefed dozens of reporters about North Korea two days before Trump angrily tweeted that a New York Times article citing his remarks had relied on an official who "doesn't exist." The president was furious that the Times had paraphrased Pottinger, who spoke on background and thus could not be identified in its story, as saying it would be "impossible" for Trump to go forward with his June 12 summit with North Korean leader Kim Jong Un because there wasn't enough time to prepare.
"Use real people, not phony sources," Trump fumed.
A debate ensued online about whether the Times accurately characterized Pottinger, who never used the word "impossible," although he did come close, saying that the summit date is "in 10 minutes, and it's going to be - you know ..." without finishing the thought.
But there is no debate about whether Pottinger is real. More than that, he is among Trump's longest-serving aides. As the NSC's director for Asia, the sandy-haired, boyish-looking 45-year-old is the president's top adviser on North Korea and China. He organized Trump's 12-day trip to Asia last fall, during which he was rarely far from the president's side. He has played a central role in coordinating Trump's North Korea policy since early last year - one reason he was among a handful of U.S. officials to fly into Pyongyang earlier this month with Secretary of State Mike Pompeo. And he has been in the thick of White House preparations for a possible summit with Kim.
Pottinger, says former White House chief strategist Steve Bannon, is "one of the most significant people in the entire U.S. government."
That comforts friends and admirers who say Pottinger is among the most grounded and thoughtful - "sane," was more than one person's shorthand description - people in Trump's orbit. "I have found him variously to be smart, insightful, inquisitive and not dogmatic," said the Harvard professor and national security strategist Graham Allison, who has discussed China policy with Pottinger. "He is loyal to the team - but listening."
While hawks like Bannon love his tough views toward China, even Democrats call his views basically mainstream. Still, some foreign policy experts marvel at what they call the disparity between his job title and his résumé, and wonder what a nice guy like him is doing in a place like this. Because even Matt Pottinger probably never expected to wind up here.

Top national security officials for former President Donald Trump are sounding the alarm about China's illicit pursuit of data through cyber theft and other means, with one warning the sensitive information is enough for them to put together a "dossier" on every American adult.
Matthew Pottinger, a former Trump deputy national security adviser, warned during a Senate Intelligence Committee hearing on Wednesday that China was looking to use the data it had stolen from the United States and worldwide to influence and coerce everyone from political leaders to private citizens.

Unsurprisingly, it is heavily focused on the rise of China. It reveals how the administration tried to debunk Beijing's narrative that China's regional dominance was inevitable, and exhibits how the U.S. sought to maintain access to the most populous region of the world for economic reasons. The U.S. Strategic Framework for the Indo-Pacific was approved by President Donald Trump in February 2018 and classified by Matthew Pottinger, the then-National Security Council senior director for Asia. It was declassified last week by national security adviser Robert O'Brien, in the last days of the Trump administration, and published Tuesday.
In blunt wording not usually seen in public speeches, the document says that one of the top interests for the country in the Indo-Pacific is to "preserve U.S. economic, diplomatic and military access to the most populous region of the world and more than one-third of the global economy."
The top national security challenge noted in the document is China. It assumes that Beijing "aims to dissolve U.S. alliances and partnerships in the region" and exploit any resulting opportunities, and that it will "take increasingly assertive steps to compel unification with Taiwan." The document lays out both hard power and soft power measures to counter the challenge.
In hard power, it says, Washington should devise a defense strategy that can deny Beijing dominance inside the "first island chain," which includes Taiwan, Okinawa and the Philippines; defend "nations" within the chain, explicitly naming Taiwan; and dominate areas outside the chain. Beijing Pursuing 'Offensive Decoupling' Against West: Former Senior Official
While the Trump administration drew fire for propelling economic decoupling with the Chinese regime, it is in fact Beijing that is pursuing a campaign of "offensive decoupling" against the world, according to former deputy national security advisor Matthew Pottinger.
"Beijing intends to decrease China's dependency on the world while making the world increasingly dependent on China-and then use the resulting leverage to advance Beijing's authoritarian political aims around the globe," Pottinger, who served under the Trump administration, said at an April 15 hearing of U.S. Congress's U.S.-China Economic and Security Review Commission.
Decoupling has been the Chinese regime's strategy ever since they joined the World Trade Organization in 2001, Pottinger said, but this plan of "offensive decoupling" was made "very explicit" in the Chinese regime's latest economic blueprint, approved in March, for the next five years.
"Beijing does want to decouple, but the purely on its terms," he said. This tactic has been played out through the Chinese regime's economic coercion of Australia-which currently exports more than a third of its goods to China-in response to Australia last year calling for an independent investigation into the origins of the pandemic. Since then, Beijing has slapped import restrictions on a range of Australian goods including beef, coal, barley, and wine.
The kind of decoupling that the regime does not want is the one that cuts off its access to advanced technology from the United States and other Western countries.
"They still want to have access to our technology, they want to have access to our laboratories and our intellectual property," Pottinger said.
"The thing that scares them, that gives them night sweats, is the fear that at some point, we might pull the plug on their ability to gain so much access to our cutting edge technology."
To counter the Chinese regime's aggressions, the United States should do more to cut off the flow of American capital into Beijing's military-industrial complex.
A recent analysis by the Commerce Department based on publicly available data shows that U.S. public and private equity investments in Chinese- and Hong Kong-domiciled companies from 1992 through the end of 2020 totaled $2.3 trillion in market value.
"Somehow, Wall Street missed the memo that Beijing is waging an existential fight whose objective is 'the eventual demise of capitalism and the ultimate victory of socialism,' to quote Chairman Xi," Pottinger said.
Then-President Donald Trump in late 2020 issued an executive order banning U.S. investments into a Pentagon list of Chinese companies owned or controlled by the regime's military. Pottinger recommended the order be codified into law by Congress and for the list to be expanded to include Chinese companies that are on the Commerce Department's "entity list." Dozens of Chinese entities have been added to this trade blacklist over national security or human rights concerns.

New revelations have shed light on the mysterious U-turn the British government took a couple of years ago to ban Huawei from the country's 5G network, a flip-flop that puzzled many at the time.
In his new book The Secret History of the Five Eyes, to be released on Thursday, Richard Kerbaj has unveiled how a US delegation led by Matthew Pottinger, deputy national security advisor to the then US president, dismissed British counterparts' report on the safety of Huawei 5G equipment and shouted them down during a five-hour Cabinet meeting in London in May 2019. Pottinger, a notorious China hawk in the Donald Trump administration, was simply not interested in listening to any argument by the British side.
The United Kingdom government bowed to US pressure, breaking the promise it had made previously and banning Huawei from its 5G network. It also ordered Huawei equipment to be removed from all existing facilities by 2027.
Ciaran Martin, former UK National Cyber Security Center head in charge of the Government Communications Headquarters, based on his own analysis, said the UK didn't consider Huawei's limited involvement in the country's 5G network the most important aspect of a much larger strategic challenge.
He added that the Huawei saga had rendered the UK "entirely dependent on Nokia and Ericsson", and although the UK "trusts" these companies, "in reality, anyone can try to hack anything". He knew the US move was motivated by politics rather than technological aspects, he said.
These revelations aren't new, though. In January, Vince Cable, who served as business and industry minister in the coalition government of former British prime minister David Cameron, said the UK decision to ban Huawei was taken "because the Americans told us we should do it".
Former US vice-president Mike Pence, former secretary of state Mike Pompeo and other senior US officials made multiple trips to Europe to threaten allies that the US will not share intelligence with them if they don't follow it in banning Huawei from their 5G networks.
The UK decision has delayed its 5G rollout by years and cost additional billions of pounds of taxpayers' money. Probably, there are similar scandals behind other US allies' decision to ban Huawei 5G equipment.
The UK scandal shows how many countries could have lost their independent decision-making powers by ignoring facts and bowing to US pressure. It also explains why Australia under then prime minister Scott Morrison used lies to lead the attack against China, by banning Huawei from its 5G network.
The Five Eyes-Australia, the US, the UK, New Zealand and Canada-banned Huawei from their 5G networks one after another based on the same lies of China using Huawei equipment to spy on other countries. But it is the Five Eyes that have spied on almost every country, including their allies and global leaders such as former German chancellor Angela Merkel, according to revelations by former National Security Agency whistleblower Edward Snowden in 2013.
It was sad to see so many European countries fall victim to US lies against Huawei despite learning the bloody lessons of partnering the US to invade Iraq in 2003 based on false allegations that Saddam Hussein possessed weapons of mass destruction.
European Union foreign policy chief Josep Borrell mocked the US intelligence on Iraq possessing weapons of mass destruction earlier this week when asked about new US intelligence on the wars that have devastated (and are devastating) many countries.
The lessons the European countries learn from such scandals are related to their dignity, independence and sovereignty. It's not going to be easy for them after they have blindly followed the US for decades and because the US looks to tighten its grip on them by taking advantage of the Russia-Ukraine conflict and suppressing the European voices calling for strategic autonomy.

The NIH has come under significant criticism in recent weeks over funding WIV research relating to change-of-function, which Dr Fauci denies. Earlier this month, he told a US Senate hearing that the NIH "has not ever and does not now fund gain-of-function research in the WIV".
Yet papers published as late as last year in American peer-reviewed academic journals that include WIV researchers - including its prominent virologist Shi Zhengli - disclose that work on coronaviruses had been funded by at least three NIH grants.
At the time of Dr Fauci's paper, there was a voluntary ban on gain-of-function research related to highly infectious influenza viruses. He asked what would happen if the experiments were conducted by a lab not subject to adequate safety regulations.
"Putting aside the specter of bioterrorism for the moment, consider this hypothetical scenario: an important gain-of-function experiment involving a virus with serious pandemic potential is performed in a well-regulated, world-class laboratory by experienced investigators, but the information from the experiment is then used by another scientist who does not have the same training and facilities and is not subject to the same regulations," he wrote.
Dr Fauci wrote that virologists needed to respect "that there are genuine and legitimate concerns about this type of research, both domestically and globally."
"We cannot expect those who have these concerns to simply take us, the scientific community, at our word that the benefits of this work outweigh the risks, nor can we ignore their calls for greater transparency, their concerns about conflicts of interest, and their efforts to engage in a dialogue about whether these experiments should have been performed in the first place," Dr Fauci wrote.
"Those of us in the scientific community who believe in the merits of this work have the responsibility to address these concerns thoughtfully and respectfully."
Dr Fauci added: "Granted, the time it takes to engage in such a dialog could potentially delay or even immobilize the conduct of certain important experiments and the publication of valuable information that could move the field forward for the good of public health,"
"If we want to continue this important work, we collectively need to do a better job of articulating the scientific rationale for such experiments well before they are performed and provide discussion about the potential risk to public health, however remote," he wrote.
In December 2017, the National Institute of Health, of which the NIAID is a part, announced it would resume funding the gain-of-function research.
Multiple Trump administration officials told The Weekend Australian Dr Fauci had not raised the issue of restarting the research funding with senior figures in the White House.
"It kind of just got rammed through," one official said.
"I think there's truth in the narrative that the (National Security Council) staff, the president, the White House chief-of-staff, those people were in the dark that he was switching back on the research."
The Weekend Australian has also confirmed that neither Mike Pompeo, the then director of the Central Intelligence Agency, nor National Security Council member Matthew Pottinger, was briefed.
The experiments are also opposed by prominent scientists, including the Cambridge Working Group of 200 researchers which issued a public warning in 2014.
"Accident risks with newly created "potential pandemic pathogens" raise grave new concerns," the group's letter read. "Laboratory creation of highly transmissible, novel strains of dangerous viruses, especially but not limited to influenza, poses substantially increased risks.
"An accidental infection in such a setting could trigger outbreaks that would be difficult or impossible to control. Historically, new strains of influenza, once they establish transmission in the human population, have infected a quarter or more of the world's population within two years."

The American consensus
Pottinger said President Trump's greatest foreign policy legacy to date had been leading the emerging consensus on the need to push back against China.
As in 2016, both the Democrats and Republicans have pledged tough stances on China.
US presidential hopeful Joe Biden has been repeatedly critical of Trump during the 2020 campaign for not taking a strong enough stance on Chinese President Xi Jinping at the beginning of the pandemic.
Pottinger said the mostly bipartisanship approach taken on China in the US, Australia and increasingly the UK showed that "the American consensus" was being copied around the world and involved a "whole of society" endorsement.
"We've led that consensus, that's been President Trump's hallmark, probably the most key legacy and shift in American foreign policy in quite some time but there are a lot of other countries that are now starting to - at a minimum - share a very similar consensus on the diagnosis of what the problem is."
On Friday, US Secretary of State Mike Pompeo and the EU's representative for Foreign Affairs and Security Josep Borrell launched a new dialogue between EU and State Department officials dedicated purely to dealing with a joint approach towards China, including on human rights, security and multilateralism.
Recent Pew Research Centre polling revealed unfavourable views of China reached historic highs this year across 14 advanced economies with the highest dissatisfaction rating - of 81 per cent - recorded in Australia.
The centre said that in Spain, Germany, Canada, the Netherlands, the US, the UK, South Korea, Sweden and Australia, negative views had reached their highest level in the 12 or more years that the Pew Research Centre had been polling in those countries.
The data showed that 86 per cent of Australians aged 50 or older held unfavourable views of China, compared to 68 per cent of Australians aged under 30.

Matthew Pottinger is Assistant to the President and US Deputy National Security Advisor. Mr. Pottinger served as the Senior Director for Asia since the start of the Trump Administration in January 2017. In that role, Mr. Pottinger advised the President on Northeast Asia, Southeast Asia, and Oceania, and coordinated U.S. policy for the region.
Before joining the National Security Council staff, Mr. Pottinger ran Asia research at a New York-based investment firm and, prior to that, was the founder of a consultancy serving American investors in East Asia. Mr. Pottinger served as a U.S. Marine, with active duty in Japan and three combat deployments to Iraq and Afghanistan, followed by reserve duty at the Pentagon and the Defense Intelligence Agency. Prior to military service, Mr. Pottinger lived and worked in Taiwan, Hong Kong, and China from 1997-2005, reporting for Reuters and The Wall Street Journal. He is fluent in Mandarin.

Top US Official Says 'Growing Body Of Evidence' Shows COVID-19 Leaked From Chinese Lab
The most 'credible' theory about the origin of COVID-19 is that it escaped from a Chinese laboratory, according to US National Security Adviser Matthew Pottinger, who made the comment during a Zoom meeting with UK officials.
"There is a growing body of evidence that the lab is likely the most credible source of the virus," said Pottinger, referring to the Wuhan Institute of Virology, according to the Daily Mail, which notes that 'even China's leaders openly admit their previous claims that the virus originated in a Wuhan market are false.'
Pottinger was one of the first US officials to sound the alarm at the White House over the origins of the virus in January 2020, when he initially suspected that the outbreak originated in a Chinese lab - after which Pottinger ordered US intelligence agencies to search for evidence. Good thing he kept this theory to himself, or Twitter may have banned him.
He also slammed the World Health Organization's probe as a ruse - saying "MPs around the world have a moral role to play in exposing the WHO investigation as a Potemkin exercise," referring to the facade villages created in 18th Century Crimea to convince the visiting Russian Empress Catherine the Great that the region was doing well.
Iain Duncan Smith, the former Tory Party leader who attended the meeting, said Mr Pottinger's comments represented a 'stiffening' of the US position on the theory that the virus came from a leak at the laboratory, amid reports that the Americans are talking to a whistleblower from the Wuhan institute.
'I was told the US have an ex-scientist from the laboratory in America at the moment,' he said. 'That was what I heard a few weeks ago.
'I was led to believe this is how they have been able to stiffen up their position on how this outbreak originated.'
He added that Beijing's refusal to allow journalists to visit the laboratory only served to increase suspicion that it was 'ground zero' for the pandemic. 'The truth is there are people who have been in those labs who maintain that this is the case,' he said.
'We don't know what they have been doing in that laboratory. They may well have been fiddling with bat coronaviruses and looking at them and they made a mistake. I've spoken to various people who believe that to be the case.' -Daily Mail
"Even establishment figures in Beijing have openly dismissed the wet market story," Pottinger told the call participants.
Meanwhile, emails obtained via a public records request revealed that influential scientists have been hard at work crafting the 'natural origin' thesis, while suggesting a lab leak as a 'fringe conspiracy theory.' Via USRTK.org:

Influential scientists and many news outlets have described the evidence as "overwhelming" that the virus originated in wildlife, not from a lab. However, a year after the first reported cases of SARS-CoV-2 in the Chinese city of Wuhan, little is known how or where the virus originated. Understanding the origins of SARS-CoV-2, which causes the disease COVID-19, may be crucial to preventing the next pandemic.
The emails of coronavirus expert Professor Ralph Baric - obtained through a public records request by U.S. Right to Know - show conversations between National Academy of Sciences (NAS) representatives, and experts in biosecurity and infectious diseases from U.S. universities and the EcoHealth Alliance.
On Feb. 3, the White House Office of Science and Technology Policy (OSTP) asked the National Academies of Sciences, Engineering and Medicine (NASEM) to "convene meeting of experts... to assess what data, information and samples are needed to address the unknowns, in order to understand the evolutionary origins of 2019-nCoV, and more effectively respond to both the outbreak and any resulting misinformation."
Baric and other infectious disease experts were involved in drafting the response. The emails show the experts' internal discussions and an early draft dated Feb. 4.
The early draft described "initial views of the experts" that "the available genomic data are consistent with natural evolution and that there is currently no evidence that the virus was engineered to spread more quickly among humans." This draft sentence posed a question, in parentheses:
