"Lloyd's of London sees 'large loss' due to Suez Canal blockage"
"LONDON (Reuters) - The blockage of the Suez Canal for nearly a week will result in a "large loss" for Lloyd's of London, its chairman said on Wednesday, as the insurance Market recorded a 900 million pound ($1.2 billion) pretax loss in 2020 due to the COVID-19 pandemic.
The Canal is working to clear the backlog after the refloating this week of a stranded giant container ship. The blockage threw global supply chains into disarray.
Bruce Carnegie-Brown told Reuters it was too early to estimate the exact loss, but "it's clearly going to be a large loss, not just for the vessel but for all of the other vessels that were trapped and unable to get through".
He added this could mean a loss for Lloyd's of around $100 million or more.
Liability insurance claims for ships and cargo impacted by the delay are expected to fall initially to the container ship Ever Given's liability insurer, UK P&I Club. But UK P&I Club will also use reinsurance, some of it in the Lloyd's Market, industry sources say.
Carnegie-Brown said Lloyd's may be on the hook for around 5-10% of the total reinsurance claims.
Fitch Ratings said this week that global reinsurers were likely to face hundreds of millions of euros of claims due to the incident.
The 2020 loss for the 330-year-old Lloyd's Market, home to around 100 syndicate members, compares with a 2.5 billion pound profit in 2019.
Lloyd's expects to pay out 3.4 billion pounds in 2020 COVID-19 claims net of reinsurance, with Carnegie-Brown saying many of those payments would be related to the cancellation of major events such as the Wimbledon tennis tournament. COVID-19-related payments will continue this year, he added.
But Lloyd's said premium rates had risen 10.8% last year and rate rises had continued into 2021. Insurers typically increase rates after experiencing large losses.
After several closures due to the pandemic, the Lloyd's underwriting floor will reopen on May 17. Carnegie-Brown said surveys showed most Market employees expect to return to the office "three-plus days a week".

FRANKFURT/BERLIN (Reuters) - U.S. Ambassador to Germany Richard Grenell is planning to step down in the coming weeks after little more than two years in the job, German news agency dpa reported on Sunday, without saying where it obtained the information.
Robin Quinville, deputy chief of mission at the embassy, is expected to replace Grenell on an interim basis, the report said.
The news comes only days after the U.S. Senate confirmed Representative John Ratcliffe, like Grenell a staunch political ally of President Donald Trump, as the permanent director of national intelligence (DNI).
In February, Trump had named 53-year old Grenell as acting DNI.
An embassy spokesperson declined to comment on dpa report.
"It is our policy not to comment on travel or schedules, but Ambassador Grenell has continued to actively engage on Administration priorities on Germany while serving as the Acting Director of National Intelligence," the spokesperson said.
"As we said when he was appointed to that role, we continue to aggressively pursue key policy objectives as part of a whole-of-government approach."
Grenell, who also serves as special envoy for peace talks between Kosovo and Serbia, did not immediately respond to a separate email sent by Reuters.

Dead man found in Joe's Pond had been acting disorderly with gun, state police say

Troopers responded to the firearm incident in the early hours of the morning at Joe's Pond, where the man's family owns two camps, said Vermont State Police Sgt. Mark Potter, a detective stationed at the St. Johnsbury barracks. But before they arrived, he had fled, leaving the gun behind on the porch, Potter said.
Allen had been involved with police in St. Johnsbury that morning too, the detective said. Officers responded to the man's home in town for a complaint about someone honking a horn, which was resolved, Potter said.
Troopers don't consider the death suspicious at this time, Potter said.

By Katya Golubkova and Gleb Stolyarov ST PETERSBURG, June 7 (Reuters) - DP World, one of the world's largest port operators, wants to run ports that Russia plans to build along the northern sea route in the Arctic to shorten shipping times between the east and west, its chief executive told Reuters.
Russian President Vladimir Putin has made developing the northern sea route (NSR) - which requires new ports and heavy icebreakers to move goods - one of his priorities, with supporters dubbing the route the northern Suez Canal.
Dubai government-controlled DP World operates 78 marine and inland terminals, supported by more than 50 related businesses in over 40 countries.
The firm agreed this week with the Russian Direct Investment Fund (RDIF), Russian state nuclear firm Rosatom and Nornickel, one of the world's top nickel and palladium producers, a joint project to pursue the integrated development of the NSR.
The deal is not legally binding and the parties will first study options for developing the route and may set up a joint venture later to develop freight transit via the NSR.
"This is going to change the (economic) growth for Russia. Russia is creating the fastest route between the North Far East and Europe," DP World Chief Executive Sultan Ahmed bin Sulayem told Reuters in St Petersburg.
Novatek, Russia's biggest private gas producer, is already using the route to ship its liquefied natural gas (LNG) to Europe and Asia, saving on costs and making its LNG competitive on the global Market.
"Ports are surrounded by other infrastructure which creates additional value, creates cargoes and high value cargoes," bin Sulayem said, adding DP World was interested in operating ports along the NSR.
"We have expertise and want to provide our expertise in running and managing and developing and investing into industrial infrastructure (along the NSR as well)."
Novatek wants to use nuclear icebreakers to keep the NSR open all year for its LNG in 2023-2025 and is preparing to build more LNG exporting capacity in the Arctic. Russia plans to move other goods via the NSR too.
Bin Sulayem said the NSR would allow DP World to create a truly global operation.
"I am expanding in India, Italy, Pakistan, Egypt, Africa, in the UK, Ecuador. We were always missing Russia, Russia is a link," he said.
Bin Sulayem said it was to early to talk of possible stakes in potential future joint ventures. "The (Russian) government will decide which land to give us and we will prepare the projects, we will attract the customers, we will work with industries how to attract, to produce something that we know."
"We are at early stages (to talk about any stakes), we will need to sit with the partners and see, but we will always abide by rules which are laid (by Russia)."
RDIF head Kirill Dmitriev told Reuters separately on Friday the NSR could cut shipping times between Asia and Europe by a half.
"This is a huge opportunity to reduce time of delivery and cost of delivery," he said. "DP World's commitment to build with us different port facilities on the northern sea route is an example how interesting economically this infrastructure is." SEATTLE/PARIS/ADDIS ABABA (Reuters) - Boeing anti-stall software forced down the nose of a doomed Ethiopian jet even after pilots had turned it off, sources told Reuters on Wednesday, as investigators scrutinize the role played by technology and crew in the fatal March 10 crash.
A preliminary Ethiopian report into the disaster is due to be published within days and may include evidence the software system kicked in as many as four times before the 737 MAX dived into the ground, two people with knowledge of the matter said.
A third person familiar with the findings confirmed the software had fired up again after pilots had initially switched it off, but said there was only one significant episode in which the plane pointed itself lower in the moments before the crash.
The software known as MCAS is at the center of accident probes in both the crash of Ethiopian flight 302 and a Lion Air accident in Indonesia five months earlier that together killed 346 people.
It was not immediately clear whether the Ethiopian crew chose to re-deploy the system, which pushes the Boeing 737 MAX downwards to avoid stalling. But one of the sources said investigators were studying the possibility that the software started working again without human intervention.
A Boeing spokeswoman declined to comment. Ethiopian investigators were not available for comment.
The Ethiopian crash led to a global grounding of 737 MAX jets and scrutiny of its certification process. Initial results of the accident investigation are due within days.
The stakes are high. The 737 MAX is Boeing's top-selling jet with almost 5,000 on order. Ethiopian Airlines is also in the midst of an expansion drive, while other 737 MAX customers and victims' families want answers, and potentially compensation.
EMERGENCY PROCEDURES
Getting the planes flying again depends partly on the role that Boeing design features are found to have played in the crash, though investigators are also paying attention to airline operations, crew actions and regulatory measures.
Boeing is upgrading the MCAS software and training while stressing that existing cockpit procedures enable safe flight.
People familiar with the investigation have already said the anti-stall software was activated by erroneous 'angle of attack' data from a key aircraft sensor.
Now, the investigation has turned toward how MCAS was initially disabled by pilots, but then appeared to resume sending automated instructions to point downwards before the jet plunged to the ground, the two sources said.
Boeing issued guidelines to pilots on how to disable the anti-stall system after the Indonesian crash, reminding pilots to use cut-out switches in the console to shut off the system in the event of problems.
Cockpit procedures call for pilots to leave the MCAS system off for the rest of the flight once it has been disengaged.
The Wall Street Journal reported earlier that the pilots had initially followed Boeing's emergency procedures but later deviated from them as they tried to regain control of the plane.
Disabling the system does not shut down MCAS completely but severs an electrical link between the software's attempts to give orders to push the plane lower and the actual controls, a person familiar with the aircraft system said.
Investigators are studying whether there are any conditions under which MCAS could re-activate itself automatically, without the pilots intentionally reversing the cut-out maneuver.
Safety experts stress the investigation is far from complete and most aviation disasters are caused by a unique combination of human and technical factors.
None of the parties involved in the investigation was available for comment.

by Pascal Rossignol (Reuters) French sea police seized a ship on Saturday that authorities suspect belongs to a Russian company targeted by European Union sanctions over the war in Ukraine, a government official told Reuters.
The cargo vessel transporting cars, which was headed for St. Petersburg, is "strongly suspected of being linked to Russian interests targeted by the sanctions," said Captain Veronique Magnin of the French Maritime Prefecture.
The ship was diverted to the port of Boulogne-sur-Mer in northern France between 3 a.m. and 4 a.m. (0200-0300 GMT), Magnin said, adding ongoing checks were being carried out by customs officials and the ship's crew was "being cooperative."
The Russian embassy in France is seeking an explanation from authorities over the seizure, Russia's RIA news agency quoted the embassy as saying. Read full story
French newspaper La Voix Du Nord, which first reported the news, said the vessel was the "Baltic Leader," which - according to website marinetraffic.com - sails under a Russian flag.
The company that owns the ship belongs to a Russian businessman who is on the EU's list of sanctioned people, Magnin said.

by Toby Sterling (Reuters) - Most traffic to and from Russia at Europe's biggest port is continuing with minimal disruption as key energy products such as crude oil and LNG are not covered by EU sanctions against Moscow, a spokesperson for Rotterdam port said on Tuesday.
However, there is some confusion among shipping companies and customs officials are conducting extra examinations of containers that may contain goods covered by the sanctions, Sjaak Poppe said, adding this was affecting individual firms.
"When there's uncertainty (for outbound containers), a company may say 'well, we won't load it then'," he said, adding that uncertainty over inbound containers could see cargo remaining on theship.
He said there were no significant delays in the port at the moment.
Around 30% of raw oil and 25% of liquefied natural gas (LNG) that moves through Rotterdam comes from Russia.
On Monday, shipping giant Maersk halted all container shipping to and from Russia. Britain, not a member of the European Union, moved to close its ports to Russia-linked ships.
Poppe said the overall impact in Rotterdam was limited for now. The port will follow instructions of governments if they impose additional restrictions, he said.
Around 10% of container transport in Rotterdam is linked to Russia. The EU has forbidden the export to Russia of a large number of "dual use" goods that could have military as well as civilian applications.
Many goods from Russia, including steel, copper, aluminum and nickel do not fall under the current restrictions, the port said.
"Companies will have to make individual choices about how they handle Russian shipments," the port said in a statement.

Sinds eind vorige week zijn opslagbedrijf Oiltanking en oliehandelbedrijf Mabanaft, beide eigendom van de Duitse Marquard & Bahls, getroffen door hackers. Ook de Belgische Zeetank en de Nederlandse brandstofopslagonderneming Evos zijn getroffen.
De bedrijven hebben een aantal operaties moeten opschorten, wat gevolgen heeft voor de oliestromen in Nederland, Belgi? en Duitsland. Het is niet duidelijk of de cyberaanvallen zijn gekoppeld.
De Duitse krant Handelsblatt meldde dat Oiltanking en Mabanaft werden aangevallen met een ransomware-programma. De bedrijven weigerden commentaar te geven.
Ze verklaarden overmacht op hun Duitse operaties eerder deze week en olie major Shell stapte in om alternatieve leveringen om te leiden.
Een bron dicht bij Mabanaft zei dat benzinestations normaal werkten, maar vrachtwagenladingen waren nog steeds problematisch.
SEA-TANK en Evos hebben ondertussen opslag in en rond de Oliehub Amsterdam-Rotterdam-Antwerpen, met hun problemen die leiden tot drukte buiten de haven.
Volgens refinitiv Eikon ship tracking data zaten voor de Belgische kust minstens zeven tankers te wachten om in Antwerpen te laden. Het Havenbedrijf Antwerpen weigerde commentaar te geven.
Ook schepen die brandstof moesten vervoeren tussen havens en het binnenland langs de Rijn liepen vertraging op.
"De uitval heeft invloed op de hele keten, omdat schepen moesten worden omgeleid naar andere functionele havens. Sommige barge exploitanten hebben vertragingen van ongeveer een week te verplaatsen brandstof in het binnenland of tussen raffinaderijen en depots in het gebied," Lars Van Wageningen van Market intelligence firm Insights Global zei.
SEA-TANK exploiteert vijf locaties in de haven van Antwerpen. Ze werden gedwongen om capaciteit te snijden vanaf zondag. Een bron bekend met de zaak zei dat ze waren "terug naar normaal, maar niet op volle snelheid" vanaf vrijdag. SEA-TANK ' s moedermaatschappij SEA-Invest reageerde niet onmiddellijk op een verzoek om commentaar.
Evos zei vrijdag dat het vertraging had opgelopen bij zijn terminals in Terneuzen in Nederland, Gent in Belgi? en Malta.

Oil Shipments in European Oil Hub Delayed After Cyber Attacks

LONDON, Feb 4 (Reuters) - Tanker and barge shipments in and out of Europe's biggest oil hub have been delayed by up to a week as four storage companies scramble to resume operations after cyber attacks, sources familiar with the matter said.
Since the end of last week, storage company Oiltanking and oil trading firm Mabanaft, both owned by Germany's Marquard & Bahls, have been hit by hackers. Belgium's SEA-TANK and Dutch fuel storage firm Evos have also been affected.
The companies have had to suspend some operations, affecting oil flows in the Netherlands, Belgium and across Germany. It is not clear whether the cyber attacks are linked.
German newspaper Handelsblatt reported that Oiltanking and Mabanaft were attacked with a ransomware programme. The companies declined to comment.
They declared force majeure on their German operations earlier this week and oil major Shell stepped in to re-route alternative supplies.
A source close to Mabanaft said petrol stations were working normally but truck loadings were still problematic.
SEA-TANK and Evos, meanwhile, have storage in and around the Amsterdam-Rotterdam-Antwerp oil hub, with their problems leading to crowding outside the port.
At least seven fuel tankers were sitting off the coast of Belgium waiting to load in Antwerp, according to Refinitiv Eikon ship tracking data. The Port of Antwerp authority declined to comment.
Barges due to move fuel between ports and inland down the Rhine River also suffered delays.
"The outages impact the entire chain because ships have had to be re-routed to other functional ports. Some barge operators have delays of around a week to move fuel inland or between refineries and depots in the area," Lars van Wageningen of Market intelligence firm Insights Global said.
SEA-TANK operates five locations in the port of Antwerp. They were forced to cut capacity starting from Sunday. A source familiar with the matter said they were "back to normal but not at full speed" as of Friday. SEA-TANK's parent company SEA-Invest did not immediately respond to a comment request.
Evos said on Friday it had suffered delays at its terminals in Terneuzen in the Netherlands, Ghent in Belgium and Malta.
