Turnbull delivers roasting on climate, calls COVID-19 an 'opportunity'
London | Former prime minister Malcolm Turnbull has lambasted the government of his successor Scott Morrison for populism, denialism and out-of-date thinking on global warming, saying the COVID-19 pandemic should be a springboard to tackle climate change.
He also offered in-principle backing to carbon border taxes, calling them "inevitable". He said the European Union could impose such tariffs on high-intensity emitters like Australia, possibly using the Australia-EU free-trade deal talks to pressure Canberra.
Speaking late Thursday (AEST) to the British think tank Policy Exchange, which is chaired by former foreign minister Alexander Downer, Mr Turnbull said the COVID-19 crisis was "a metaphor at high speed for the climate change challenge".
"The challenge from climate change is just as existential, in fact arguably more so, as that from the virus," he said. "Now is the time for a concerted investment … that a renewable or zero-emissions energy sector requires."
"This would be a great opportunity to strike a blow against global warming and to provide the economic stimulus. … All that is needed is for the engineering and economics to replace ideology and idiocy."
'Blood-soaked political battlefields'
He avoided specifically mentioning Mr Morrison or US President Donald Trump by name, but said the two governments' climate denialism and political populism had "turned the physics of global warming into an issue of values, identity or belief".
Australia and the US were "blood-soaked political battlefields", where "the flakiness and unpredictability of government" had deprived investors of regulatory certainty that could foster the uptake of renewable energy.
"The big fallacy that we have got to get over is out-of-date thinking on the economics of energy generation," Mr Turnbull said, arguing that Australia should speed up its phase-out of coal-fired power generation.
He said government didn't need to offer big subsidies to the renewables sector, but should use regulation to guide and accelerate the inevitable energy transition, which would deliver cheaper power.
But "you've got to have some predictable rules. because you're talking about people making investments in infrastructure that they're looking at making 25-plus year returns on."
He was speaking alongside Mark Carney, former Bank of England governor turned climate finance adviser to the British government.
Green investment needs
Mr Carney said it was impossible to "self-isolate" from climate change, and called for governments to require companies to produce net-zero transition plans as a kind of quid-pro-quo for the financial support offered during the coronavirus crisis.
He also said that fiscal stimulus in the infrastructure sector should be oriented towards green investment.
After the GFC, Mr Carney said, only one dollar, pound and euro in every six had been spent on sustainable infrastructure, as governments grasped for projects that were ready to roll.
"I'm not sure we should be shovel-ready and backwards-looking," Mr Carney said.
Mr Turnbull pointed to Snowy Hydro 2.0, a government-owned project, as an example of governments stepping in. Governments could also "clearly play a role in common-user infrastructure like transmissions grids".
Asked about China's recent step-up in coal production, Mr Turnbull said it was "a very important and retrograde step".
"China is the world's biggest producer of coal … and it has been a driver of renewable energy," he said. "China has a massive vested interest in green energy so it is very troubling to see them - no doubt for employment reasons - reverting to coal-fired power."
Mr Turnbull said he not only supported carbon border taxes - at least in principle - but could also see an argument for domestic carbon taxes.
"Governments are going to be looking for revenue. There is a respectable argument that a carbon tax would be less of a deadweight or brake on economic activity than jacking up company tax or income taxes."

Scott Morrison meets Queen, business leaders in London
London: Scott Morrison has held private talks on trade, politics and banking on his maiden trip to Britain as Prime Minister - and also found time to meet the Queen and give her a book about a horse.
Morrison and his wife Jenny were granted an official audience with the Queen at Buckingham Palace on Tuesday, and on the advice of John Howard brought a gift: Winx: The Official Biography by former The Age journalist Andrew Rule.
Howard advised that it would be well received: the Queen has a particular interest in Winx, even beyond her well-known fascination with all things equestrian.
The Prime Minister also visited nearby Clarence House to meet Prince Charles, who is taking an increasing role in the most senior work of the monarch in preparation for when he inherits the crown. Under royal protocol the content of their discussions is kept private.
Former attorney-general George Brandis, who is now Australia's High Commissioner in London, said on Tuesday he had been "teased" by members of the royal family - as well as British politicians - "about the frequency with which there was a turnover of prime ministers in Australia".
He also said he was now happy to assure them the new Australian government had a clear and stable majority "and the prime minister has absolute and commanding authority in the government party room".
Morrison arrived in London on Tuesday morning, local time, after a 26-hour flight from the Solomon Islands.
He gave a lunchtime speech to the Australia-UK Chamber of Commerce in which he warned the global trading system was "under real and sustained pressure".
"Trade conflict between the US and China is testing the system as never before and is putting the prosperity, frankly, and living standards of billions of people at risk around the globe today."
Morrison intends to use this visit, which culminates in D-Day commemorations in Portsmouth on Wednesday, to campaign against what he said was a developing "zero-sum mindset" in international trade - interpreted as a dig against Donald Trump's America First policies.
In Portsmouth he will lobby G20 leaders including Trump, outgoing British Prime Minister Theresa May, French President Emmanuel Macron, German Chancellor Angela Merkel and Canadian Prime Minister Justin Trudeau, for renewed support for institutions such as the World Bank, the IMF and the World Trade Organisation.
Morrison said those institutions had helped open Markets and lift hundreds of millions of people out of poverty.
The WTO is in crisis as the US has blocked new appointees to its appellate body, which will lead to it being incapacitated in December when there will no longer be enough judges to issue rulings.
The EU and Canada are supporting a plan to set up a proxy version of the court to allow WTO members to continue using the body to arbitrate trade disputes.
Morrison said he would speak with Trump on Wednesday about his trade war with China.
"I will simply make [to Trump] the same comments that I've always made which is that I think it's in everybody's interests for these issues to be resolved," he said.
The chamber of commerce lunch was sponsored by NAB.
Morrison thanked NAB and the Commonwealth Bank for "doing the right thing by their customers" by passing on the latest interest rate cut - "others omitted", a reference to ANZ and Westpac.
He also singled out election guru Lynton Crosby whom he called a "dear friend over many years".
"He taught me many things about campaigns and politics," he said, and revealed he would be meeting Crosby and his wife Dawn in private later in the day.
The chamber lunch was due to be attended by former foreign secretary Boris Johnson, currently a leading contender to replace Theresa May as British Prime Minister.
However his seat - next to Crosby - was left empty.
Crosby is reportedly advising Johnson on his leadership bid.
On Tuesday afternoon Morrison also met Mark Carney, governor of the Bank of England.
During the private meeting they discussed the global economy and trade tensions - including the trade war between the US and China - and ways in which the G20 nations could help defuse them.
They also discussed "open banking", a system in which banks share customer data to allow greater flexibility and competition in the financial sector.
Britain has led in this area but Australia is approaching it cautiously, with a pilot project due this year.

2023 will not be missed by Justin Trudeau. The embattled Canadian Prime Minister has had a 'annus horribilis' (horrible year), a year filled with strife and struggle, both personally and politically.
His divorce from his longtime wife was worsened with an internet rumor that was having a gay affair with Emanuel Macron.
Politically, a potentially damning 'foreign influence inquest' can unearth Chinese ties very damaging for Trudeau and his party.
And, of course, in just a week, the PM has gone from accusing India of political assassination, to happily applauding a 98-year-old Nazi fighter in Parliament in the 'NaziGate' scandal.
The polls show his support is as low as it has ever been, but he is still seen as the Liberal Party's best chance to secure a historic fourth term in the next election in two years.
While Trudeau has defied low polling numbers before, to win three elections, most opinion polls show him losing badly to his newest rival, Conservative leader Pierre Poilievre.
Reuters reported:
"Last month, the Conservatives led the Liberals 39% to 30%, an Ipsos poll showed. Some 60% of Canadians want Trudeau to step down to allow Liberal Party members to pick a new leader, up 6 points compared with December 2022, a separate Ipsos poll said."
The potential alternatives are Finance Minister (and Nazi Ukrainian sympathizer granddaughter) Chrystia Freeland, and former central banker Mark Carney.
But none of them are a match to the Prime Minister.

No Canadian prime minister since 1908 has won four consecutive elections. Besides, the Canadian economy is stressed with interest rates at a 22-year high and people reeling under a high cost of living and a deepening housing crisis.
Angus Reid Institute polling company has the Conservatives at 39%, enough for a majority in the House of Commons, versus 27% for the Liberals.
"'We've seen him down this far before and we've seen him climb back up', [Poll analyst] Kurl said. 'He has sort of been the Houdini of escaping terrible polling numbers before'."
Trudeau's accusation that Indian murdered a Sikh separatist leader in British Columbia has put Canada in an awkward position with allies, who are mostly seeking closer ties with New Delhi to counter China's rise.

We also spoke about India and the importance of upholding - and respecting - the rule of law', he wrote on his official X account."
Social media users are trolling the Canadian Prime Minister for 'complaining' about India to other world leaders in the middle of the Israeli conflict with Hamas.

The Net Zero Asset Managers alliance, set up just two years ago, brought together asset managers worth a combined $66 trillion.
In October, banks including JP Morgan, Morgan, Stanley, and Bank of America, threatened to leave the UN-backed group of ESG-conscious financial institutions.
Texas has also threatened to pull out its investments from large asset managers if they continued to be antagonistic to the oil and gas industry.
Earlier this month, Vanguard, the world's largest asset manager, quit a net-zero banking alliance saying it wanted more independence and more clarity about its ESG commitments to investors.
Then, a week later, HSBC, the UK-based, developing world-focused lender, announced it would suspend direct financing and advisory services to new oil and gas projects, bowing under the pressure of shareholders and environmental activists.
The two events seem completely unrelated, but they are signs of things to come: fractures in the ESG investment movement are appearing–and they are likely to grow bigger at a time when consumption of fossil fuels is set to hit a new high.

According to an article published Monday by Blacklock's Reporter, RCMP called it a "stretch" to describe the peaceful anti-mandate Freedom Convoy protest as seditious.
The former head of the Bank of Canada and climate finance guru, Mark Carney, accused the Freedom Convoy of sedition in a laughable op-ed published earlier this year in the Globe and Mail.
Carney's article, titled "It's Time To End The Sedition In Ottawa," made the case, using an American version of the Merriam-Webster Dictionary, of the word.

Deputy Prime Minister Chrystia Freeland just finished up in Washington, DC, after secretly rubbing elbows behind closed doors with some of the world's most powerful policymakers and billionaires at the 2022 Bilderberg Meeting.
The controversial conference, which has a strict secrecy and no media policy, convened between June 2 and June 5 for the first time since the COVID-19 pandemic began.
On the agenda for this year are topics like "Disinformation," "Fragmentation of Democratic Societies," "Continuity of Government and the Economy," "Disruption of the Global Financial System," and "post-pandemic health."
"The meetings are held under the Chatham House Rule, which states that participants are free to use the information received, but neither the identity nor the affiliation of the speaker(s) nor any other participant may be revealed," a press release says.
The group has stated that the secrecy policy is a way to allow members to speak their minds freely without outside scrutiny.
Other Canadians attending the private conference are Mark Carney, who serves as a Vice-Chair of the Bilderberg Meeting, and the CEO of Shopify, Tobias Lutke.
The conference comes only weeks after two other high-profile international events wrapped up.
Lawmakers and other elites recently shuttled to Davos, Switzerland, for this year's World Economic Forum. At the same time, global health policy decision-makers gathered for the World Health Assembly.
In its FAQ, the Bilderberg Meeting accuses "conspiracy theorists" of attacking the conference and claims that any allegations that the meeting is nefarious "lack any and all merit."
"The Bilderberg Meetings have often been the target of anti-globalization protests, and various conspiracy theorists have expressed wild allegations about the purpose of the gatherings. While these claims lack any and all merit, we regret to see that many continue to flourish online and in social media groups," Bilderberg says.
The Bilderberg Meeting's original stated purpose was to prevent World War III, but it has since expanded to solidify the Western world order around the globe.

Is Mark Carney violating the United Nations' conflict of interest policies by helping fundraise for the Liberal Party of Canada?
Donors were asked to support a Liberal-affiliated research group by Mark Carney, the former Bank of Canada governor who is now a UN special envoy on climate action and finance. He implied for people to chip in, and according to Blacklock's Reporter, a United Nations ethics code prohibits conflicts of interest by envoys.
From the UN's staff regulations:
A conflict of interest occurs when, by act or omission, a staff member's personal interests interfere with the performance of his or her official duties and responsibilities or with the integrity, independence and impartiality required by the staff member's status as an international civil servant. Regarding the potentially lucrative nature of 'climate-friendly technology,' Carney has previously stated, "Climate change is an existential threat. We all recognize that, and there's increasing urgency around it. Canada's industry minister Francois-Philippe Champagne will be addressing World Economic Forum (WEF) delegates in Davos on the "jobs of tomorrow."
According to a draft agenda for the WEF's upcoming annual meeting in the Swiss Alps, Champagne will appear on a panel alongside Bangladesh's education minister, Dipu Moni, and finance minister Mikael Damberg of Sweden.
"From care, education and health to green energy, infrastructure and digital, the jobs of tomorrow may emerge in several growing sectors of the global economy," the program text says.
The panel proposes to answer how "targeted investments and policies ensure such job creation and support workers in transitioning to them."
The meeting, which runs Monday to Thursday, Marks the first in-person edition of the WEF's flagship event since January of 2020.
Other speakers include Bill Gates, former Bank of Canada governor Mark Carney and Ukrainian president Volodymyr Zelensky.

In our capital city, many people have been terrorized for more than a week. Women fleeing abuse have been harassed. Many elderly have been too afraid to venture outside their homes for groceries. Families have been deprived of sleep for days on end by the constant barrage of 100 decibel noise. Control over the city's downtown core, which includes the Parliamentary Precinct, was ceded by the police and taken over by what the chair of the Police Services Board describes as an "insurrection."
Canadians can be forgiven if they thought this would never happen in Ottawa.
The goals of the leadership of the so-called freedom convoy were clear from the start: to remove from power the government that Canadians elected less than six months ago. Their blatant treachery was dismissed as comic, which meant many didn't take them as seriously as they should have. Serious question: Why should we listen to a word that anyone says at the COP26 climate change conference in Glasgow, Scotland?
An estimated 30,000 officials - including a Canadian delegation of nearly 300 politicians and their press flacks, the largest of any delegation in the G7 - travelled to the Scottish city to, what, pontificate about the various ways governments can tax and punish people into submission when it comes to lowering their carbon emissions.
Thousands of gas-guzzling, CO2-emitting airplanes were needed, we're told, to send these morally superior beings to this crucially important climate summit to glad-hand, virtue-signal and scheme.
Our planet depends on it.
A Zoom conference call was out of the question. They needed to meet in person.
For us mere mortals back home, we're the problem. Driving our cars, heating our homes, feeding our families with (heaven-forbid!) meat - these horrendous activities are contributing to the end of our planet.
Our political betters in Scotland recognize this. Their air travel, the scores of idling SUVs outside the conference, the gas-fueled mega-cruise ship sitting in the Glasgow harbour hosting thousands of delegates, these are necessary sacrifices that will protect our planet.
But you warming up your car in the driveway before work. That's the real crime.
The emboldened brain trust in Scotland have begun to announce their various schemes to save us from ourselves.
First out of the gate, Trudeau called for a global carbon tax. He believes that taking more money out of the hands of entrepreneurs and families and transferring it into the hands of corrupt kleptocrats in poverty-stricken developing nations is somehow the key.
Trudeau then announced a hard cap on oil and gas emissions - a step to punish our country's energy suppliers, the very companies whose innovation is desperately needed in efforts to reduce CO2 emissions.
Finally, Trudeau announced that the federal government will divest billions of dollars globally from projects and investments related to oil and gas. Why does Canada invest in oil and gas projects abroad while scapegoating and punishing this sector in Canada?
Former Head of the Bank of Canada Mark Carney was asked this very question during a Parliamentary Committee hearing earlier this year. In his private sector job, Carney's company invests in pipelines around the world. In his political life, Carney supports Trudeau's pipeline-killing policies in Canada.
Carney's answer was less than inspiring. He basically conceded that Canada must be held to a higher standard when it comes to the transition to renewables - jobs be damned.
After the embarrassing exchange for Carney, Trudeau clearly took note. And now, a few months later, he's announcing that the feds will no longer do what Carney does with his private investment firm.
But let us pause for a moment and look at the broader global economy.
Trudeau's singular focus on climate change doesn't negate that COVID is still wreaking havoc on the global economy, causing sustained unemployment, supply-chain issues that are going nowhere, and perhaps most concerning, an unprecedented spike in government spending and borrowing across the Western world and corresponding printing of money to pay for it.
Printing money leads to inflation, and the hyper printing of money could very likely lead to hyper-inflation.
Bankers and investors like Carney typically advise their clients to invest in hard assets during times of inflation - including natural resources and energy projects.
At a time where Canada's public pension funds should be taking every precaution to protect retirement savings against the risks of inflation, Trudeau is doing the opposite.
He's putting his green ideology ahead of what's best for Canadians.
That, in a nutshell, is the purpose of climate summits like COP26. It allows self-righteous hypocrites like Trudeau to pretend he's saving the planet, meanwhile, his hare-brained schemes are putting our jobs and our retirement savings at risk.

TORONTO, Oct 25 (Reuters) - Canada's hot inflation and recovering job Market are raising pressure on the Bank of Canada to hike interest rates ahead of schedule, with investors looking to a policy announcement this week for clues that the central bank is turning more hawkish.
The BoC, led by Governor Tiff Macklem, is expected on Wednesday to raise its inflation forecast and to largely end stimulus from its pandemic-era bond buying program, starting a countdown of sorts to the first interest rate hike since October 2018.
The central bank has pledged to keep rates at a record low 0.25% until economic slack is absorbed, which would happen in the second half of 2022 in its latest forecast, and has long maintained that the factors pushing up inflation are transitory.
But money Markets see a different path, pricing in the first hike by April and nearly 100 basis points of tightening in total next year, up from 35 basis points in September. Investors also see rates rising sooner in other large economies.
The Bank of England could bow to inflation pressures and become the first major central bank to raise rates in November, while there is a growing view that the U.S. Federal Reserve will feel compelled to tighten policy earlier and more aggressively than it would like.
"Worldwide, Markets are playing chicken with central bankers, betting that policymakers will follow the Bank of England in capitulating to hotter-than-expected inflation rates," said Karl Schamotta, chief Market strategist at Cambridge Global Payment.
Canadian inflation has stayed above the BoC's 1%-to-3% target range for six straight months, climbing in September to an 18-year high of 4.4%, and the economy has regained all the jobs it lost during the pandemic. read more
If the BoC were to hike before the second half of next year, it would likely adjust its guidance in advance, say analysts, adding that the bank would not want investor expectations to stray too far from its outlook for fear of Market turbulence.
The Canadian dollar has climbed in recent days to a four-month high near 1.23 per greenback, or 81.30 U.S. cents, while the gap between Canadian and U.S. 2-year yields has doubled since last month to 41 basis points in favor of the Canadian bond.
"Investors are overwhelmingly convinced that the Bank of Canada will choose to do battle against inflation, assuming that the underlying economy has enough momentum to absorb slack even if monetary conditions turn less accommodative," Schamotta said.
PRECEDENT
A faster-than-expected pace for rate hikes could surprise Canadian home buyers after they piled into variable-rate mortgages at a record pace this year.
But there is a precedent. In 2010, as the economy recovered from the global financial crisis, then BoC Governor Mark Carney abandoned a conditional pledge to keep rates on hold, and then hiked them earlier than expected.
"If the last time you broke your promise, well then this time it might be reasonable for Markets to be pricing in more, rather than fewer, rate hikes next year than the Bank of Canada is currently telling us," said Royce Mendes, senior economist at CIBC Capital Markets.
After uneven growth this year, including a surprise contraction in the second quarter, it is far from certain that the economy will have healed sufficiently to support a faster pace of rate hikes, but that has not stopped investors adding to their bets.
"Central banks are being bullied by the Market at the moment," said Adam Button, chief currency analyst at ForexLive. "At some point the Bank of Canada has to acknowledge a shift in Market expectations or push back more strongly."

OTTAWA - Mark Carney won't be on the Liberal ticket if there's an election this fall.
The former governor of the Bank of Canada and the Bank of England told The Canadian Press he's made commitments to help in the global fight against climate change and he can't walk away from them just a few months before a crucial United Nations conference.
"I thought long and hard on this because I believe strongly in public service ... and in the government's agenda, which I fully support," Carney said in an interview Tuesday.
"In the end, despite the temptation to running and the wrestling with it, a commitment's a commitment."
Carney is the UN special envoy on climate action and finance and also chairs the Glasgow Financial Alliance for Net Zero, which aims to bring together banks and asset management firms worldwide to accelerate the transition to an economy based on net-zero carbon emissions.
His work will be crucial to the success of the UN climate conference, known as COP26, which is scheduled to run from Oct. 31 to Nov. 12 in Glasgow.
"It's a critical time in the COP26 process. I made commitments to the (UN) secretary-general and the U.K. prime minister to organize the private sector for net zero, for a net-zero economy and we have tremendous momentum and I don't want to break that momentum," Carney said.
"I think this is the best contribution I can make right now for Canada, arguably the world, but also for Canada because this matters. This matters hugely to us and this is something I can do, I'm in the middle of and I need to see it through."

Carney did not rule out running for the Liberals at another time.
Prime Minister Justin Trudeau is widely expected to call an election for this fall. If he does, Carney said he wanted to put an end to rampant speculation that he would run in a riding in Ottawa, where he lives.
Infrastructure Minister Catherine McKenna announced last month she would not seek re-election in Ottawa Centre. Her surprise decision opened up some prime political real estate that could have become a launching pad for Carney.
There had also been speculation that Ottawa South MP David McGuinty or Kanata-Carleton MP Karen McCrimmon might step aside to open up their Liberal ridings for Carney.
Carney promised in April, during his political debut at the Liberal party's virtual convention, to do whatever he can to support the party.
His name has been bandied about as a potential Liberal leader for at least 10 years.
While he was still Bank of Canada governor in 2012, Carney quietly flirted with the idea of a leadership run, courted by Liberals desperately searching for a new saviour after the 2011 election flame-out.
But amid criticism that even the smallest whiff of partisanship was undermining the independence crucial to a central banker, Carney eventually squelched the speculation by saying he'd just as soon become a "circus clown." He left Canada shortly thereafter to take over the helm of the Bank of England.
He returned to Canada last summer and earlier this year released a book promoting his vision for a new kind of capitalism that combines the pursuit of profit with social purpose.

In his book Value(s): Building a Better World for All, Mark Carney, former governor both of the Bank of Canada and the Bank of England, claims that western society is morally rotten, and that it has been corrupted by capitalism, which has brought about a "climate emergency" that threatens life on earth. This, he claims, requires rigid controls on personal freedom, industry and corporate funding.
Carney's views are important because he is UN Special Envoy on Climate Action and Finance. He is also an adviser both to British Prime Minister Boris Johnson on the next big climate conference in Glasgow, and to Canadian Prime Minister Justin Trudeau.
Since the advent of the COVID pandemic, Carney has been front and centre in the promotion of a political agenda known as the "Great Reset," or the "Green New Deal," or "Building Back Better." All are predicated on the claim that COVID, and its disruption of the global economy, provides a once-in-a-lifetime opportunity not just to regulate climate, but to frame a more fair, more diverse, more inclusive, more safe and more woke world.
Carney draws inspiration from, among others, Marx, Engels and Lenin, but the agenda he promotes differs from Marxism in two key respects. First, the private sector is not to be expropriated but made a "partner" in reshaping the economy and society. Second, it does not make a promise to make the lives of ordinary people better, but worse. Carney's Brave New World will be one of severely constrained choice, less flying, less meat, more inconvenience and more poverty: "Assets will be stranded, used gasoline powered cars will be unsaleable, inefficient properties will be unrentable," he promises.
The agenda's objectives are in fact already being enforced, not primarily by legislation but by the application of non-governmental - that is, non-democratic - pressure on the corporate sector via the ever-expanding dictates of ESG (environmental, social and corporate governance) and by "sustainable finance," which is designed to starve non-compliant companies of funds, thus rendering them, as Carney puts it, "climate roadkill." What ESG actually represents is corporate ideological compulsion. It is a key instrument of "stakeholder capitalism."
Carney's Agenda is promoted by the United Nations and other international bureaucracies and a vast and ever-growing array of non-governmental organizations and fora, especially the World Economic Forum (WEF), where Carney is a trustee. Also, perhaps most surprisingly, by its corporate victims. No one wants to become climate roadkill.
Carney clearly feels himself to be a man of destiny. "When I worked at the Bank of England," he writes in Value(s), "I would remind myself each morning of Marcus Aurelius' phrase 'arise to do the work of humankind'." One is reminded of French aristocrat and social reformer Henri de Saint-Simon, the "grand seigneur sans-culotte," who ordered his valet to wake him with similar words: "Remember, monsieur le comte, that you have great things to do."
That is not the only thing Carney has in common with Saint-Simon, who believed that society should be ruled by savants such as himself; an alliance of engineers and other technocratic intellectuals, along with bankers. Carney is very much a banker technocrat, not merely at ease gliding along the corridors of global bureaucratic power, but expert at framing arguments that support an ever-expanding role for his class.
His expansive pretensions first appeared at the Bank of Canada. If the economy is like a game of ice hockey, then central bankers should, ideally, be like Zamboni drivers, whose job is to keep the ice flat (Carney had in fact been a goalie during his academic years at both Harvard and Oxford). At the Bank of Canada, he often seemed like the Zamboni driver who thought he was Wayne Gretzky. He could never resist lecturing private businesses to stop sitting on "dead money," or telling them they were too timid in the international arena, or advising consumers that they were spending too little, or borrowing too much. He promoted "macroprudence," the idea that regulators, in their panoptic wisdom, would focus on the forest, not the trees. Now, he wants to establish himself as an intellectual.Continue…

Trudeau seeks advice from Mark Carney on economic recovery plan
OTTAWA – Prime Minister Justin Trudeau is looking to former Bank of Canada governor Mark Carney to help navigate the country out of the COVID-19 recession, CTV News has confirmed.
Trudeau has tapped the long-time economist as an "informal advisor" on the government's pandemic recovery plan, as BNN/Bloomberg first reported. He is also seeking advice from Michael Sabia, former president and CEO of the Caisse de dépôt et placement du Québec, a Quebec-based pension fund giant.
Efforts by the prime minister to draw expertise outside his inner circle comes after revelations that Finance Minister Bill Morneau accepted paid travel from WE Charity - the organization chosen to roll out the now-halted student grant program - and has close family ties to the charity. He is currently under investigation by the ethics commissioner.

It also follows grim news that the estimated federal deficit for 2020-21 will sit at $343.2 billion as detailed in the Liberal's July fiscal snapshot. Many of the government's support programs, including the Canada Emergency Response Benefit, will be phased out in August leaving many struggling businesses and jobless Canadians wondering what will happen next.
Carney has taken on the role of the United Nations' special envoy on climate action and finance since leaving his most recent post as the governor of the Bank of England in March.
He left Ottawa for London in 2013 at a time when the British economy was in flux as the country prepared for the possibility of leaving the European Union.
Before that, he was appointed head of Canada's central bank in 2008 during former prime minister Stephen Harper's tenure, helping steer Canada out of the global financial collapse.
In June, he announced he was writing a book about creating a more equitable post-pandemic economy titled "Value(s): Building a Better World For All," scheduled for release next spring.

Canada's finance minister quits amid reports of tensions with Trudeau
Bill Morneau is resigning from his position as Canada's finance minister and a Liberal member of Parliament. Morneau, who has been in the role since 2015, says he is putting his name forward as a candidate to lead the Organization for Economic Cooperation and Development.
He made the announcement in a press conference Monday evening, shortly after BNN Bloomberg learned the news from a source familiar with the matter. "I've been thinking about this for a period of time," Morneau told reporters in Ottawa. Morneau thanked Prime Minister Justin Trudeau for the "life-changing" opportunity and said he's confident the prime minister will make a "positive choice" for the next finance minister.
Trudeau took to Twitter to thank Morneau.
"Bill, you have my deepest gratitude and I want to thank you for everything you have done to improve the quality of life of Canadians. I know you will continue making great contributions to our country in the years to come," he wrote. Earlier Monday, BNN Bloomberg reported Trudeau and Morneau were holding a face-to-face meeting. A senior government source, who was not authorized to speak on the record, told BNN Bloomberg the nature of the meeting was to discuss their working relationship.
Bloomberg News reported last week that Mark Carney, a former Bank of Canada and Bank of England governor, has been serving as an informal advisor to Trudeau on the economic recovery. Following this report, Trudeau declared "full confidence" in the finance minister.
For several weeks, opposition parties have been calling for Morneau's resignation over allegations that he had a conflict of interest in the WE Charity affair. In his reMarks Monday evening, Morneau said Trudeau did not ask him to resign. He also suggested the recent leaks and speculation about his relationship with the prime minister were par for the course as finance minister.
"I will look forward to watching politics from the outside," he said.

More insurers desert net-zero alliance as U.N. climate group sounds alarm

LONDON, May 26 (Reuters) - Lloyd's of London became the sixth organisation to quit a net-zero alliance for insurers within 36 hours on Friday, as a U.N.-backed coalition of financial groups warned about the fallout of "political attacks" on insurers in the United States.
Lloyd's joined Australia's QBE Insurance (QBE.AX) in withdrawing from the Net-Zero Insurance Alliance (NZIA) on Friday. Germany's Allianz (ALVG.DE), France's AXA (AXAF.PA) and SCOR (SCOR.PA) and Japan's SOMPO Holdings (8630.T) left the day before following more accusations from U.S. Republican attorneys general that insurers are violating antitrust laws.
The NZIA has now lost a fifth of its members in a week all of them major global insurers and a total of 10 have quit since March, when it counted 30 members.
The exodus raises questions about the viability of the coalition, which was formed in 2021 and requires insurers commit to reducing greenhouse gas emissions in their underwriting portfolios to a net-zero level by 2050.
None of those quitting this week explained their decision, but sources familiar with the discussions say insurers have cited concerns about becoming embroiled in disputes with some Republicans.
"These political attacks are now interfering with insurers' independent efforts to price climate risk, which will harm policyholders, main street investors and local economies," a spokesperson for the U.N-backed Glasgow Financial Alliance for Net Zero (GFANZ), which was launched by former Bank of England Governor Mark Carney, said in a statement on Friday.
Lloyd's of London CEO John Neal had told Reuters earlier this week the alliance needed to make its membership rules less prescriptive or it risked falling apart. A Lloyd's spokesperson said on Friday the insurance Market remained committed to its sustainability strategy.
Members of NZIA held a call on Thursday where some including Britain's Aviva (AV.L) urged the alliance to keep going while acknowledging it needed to find a solution before more firms quit, a person who was on the call said.
AXA's Renaud Guid?e, its Group Chief Risk Officer and until this week the NZIA Chair, told members the French insurer was leaving the alliance with a heavy heart because it felt its presence would be a distraction given the focus of U.S. Republicans, the person told Reuters.
"We are saddened by recent developments and will work with the U.N. and other members to seek an orderly resolution," an Aviva spokesperson said in an emailed statement. The spokesperson said NZIA had played an important role developing standards and frameworks for insurers trying to meet net zero.
AXA did not respond to requests for comment.
GFANZ is expected to speak with remaining NZIA members individually and another members' call is scheduled for next week, the person on Thursday's call added.
Some Republican politicians have mounted a campaign against financial institutions collaborating to try to curb carbon emissions, part of a broader pushback against businesses using environmental, social and governance-related (ESG) factors in their decision-making.
Vanguard, one of the world's biggest asset managers, in December left another alliance for fund managers, citing a need for independence, although other GFANZ groups have largely withstood the pressure.
REMAINING MEMBERS
The exodus has left NZIA with 21 members according to its website, many of them smaller insurance firms.
Legal experts say it would be hard to make a legal case against insurers for breaching antitrust laws, and the NZIA has taken legal advice when setting requirements for members. But insurers are worried about a showdown with U.S. Republicans.
Consumers' Research, a U.S.-based activist group that has been highly critical of ESG policies, said on Thursday it would use a mobile billboard outside NZIA members' U.S. offices to pressure them to quit.
Most of those that have left the NZIA have sizeable U.S. businesses. Some of these insurers also remain members of another GFANZ group, the Net-Zero Asset Owners Alliance.
Departing insurers, which have mostly declined to explain why they are leaving, say they remain committed to reducing emissions from their underwriting.
"Despite these political headwinds, we will continue to support insurers' efforts to manage climate risk and develop transition plans," the GFANZ spokesperson said.
GFANZ, co-chaired by Carney, was launched in 2021 ahead of the U.N. climate summit, COP26, in Glasgow.

An audio feed of the Bank of England's press conferences was leaked to hedge funds before they were broadcast, the Bank has admitted.
The Bank said one of its suppliers had "misused" the feed, which is there as a fall-back in case the video broadcast fails.
It meant traders had access to the words of Mark Carney and his officials between five and eight seconds early.
The Bank of England said it had disabled the supplier's access.
The hijacking of the audio feed, first reported in the Times, gave an advantage to high-speed traders, such as currency speculators, who can make millions of pounds on tiny Market moves.
Comments from Bank officials about Market sensitive matters such as interest rate decisions can affect the value of sterling and other Market assets within fractions of a second.
