BBC investigation alleges elite British SAS unit killed 54 Afghan detainees 'in cold blood'
Commandos in Britain's elite Special Air Service (SAS) killed at least 54 Afghans in suspicious circumstances but the military chain of command concealed concerns, a BBC investigation has alleged.
Key points:
The BBC alleges that one SAS unit may have unlawfully killed 54 people in Helmand province between November 2010 to May 2011
The investigation is based on court documents, leaked emails and journalists' travel to sites in Afghanistan
The Ministry of Defence says it will consider any allegations should new evidence come to light
Unarmed Afghan men were routinely shot dead "in cold blood" by SAS troops during night-time raids during the long war, and weapons were planted on them to justify the crimes, the four-year probe revealed on Tuesday.
Senior officers including General Mark Carleton-Smith, who headed UK Special Forces at the time, were aware of concerns within the SAS about the operations but failed to report them to military police, it said.
Under UK law governing the armed forces, it is a criminal offence for a commanding officer to fail to inform the military police if they become aware of potential war crimes, the BBC noted.
Mr Carleton-Smith, who retired last month as head of the British army overall, declined to comment to the BBC program Panorama, which said its investigation was based on court documents, leaked emails and its own journalists' travel to sites of the operations in Afghanistan.
The ministry of defence said prior investigations into the conduct of UK forces in Afghanistan found insufficient evidence to bring charges.
"No new evidence has been presented, but the service police will consider any allegations should new evidence come to light," it said in a statement to the BBC.
"The UK armed forces served with courage and professionalism in Afghanistan and we will always hold them to the highest standards."

British commandos committed war crimes in Afghanistan: BBC
A new Panorama documentary revealed disturbing evidence of SAS war crimes in Afghanistan, BBC reported.
A clear pattern of unlawful killings of Afghans by a squadron of SAS commandos during night raids appears to have emerged, with as many as 54 victims over a six-month period.
The revelations, which could lead to war crimes charges, were vehemently denied by the UK Ministry of Defense, which claimed that allegations of unlawful conduct by commandos had previously been thoroughly investigated.
In a statement, the ministry said: "Neither investigation found sufficient evidence to prosecute. Insinuating otherwise is irresponsible, incorrect, and puts our brave Armed Forces personnel at risk both in the field and reputationally."
Conversely, the BBC argued that Royal Military Police (RMP) investigators had been obstructed by military leadership.
General Mark Carleton-Smith, then-head of the UK Special Forces, failed to share evidence of misconduct with the investigation, as per BBC.
"Executions were carried out at a close range"
The new documentary expands on an earlier BBC investigation into SAS night raids in Afghanistan.
An anonymous source provided the outlet with hundreds of contemporaneous military reports, not to mention operational accounts filed by the squadron after missions.
It is worth noting that the BBC was able to identify some of the raid locations and traveled to Afghanistan to speak with witnesses and collect forensic evidence, such as images of bullet holes in walls.
In many cases, what has been discovered during these trips contradicted what the SAS team had reported about killing enemy combatants in firefights or retaliating with lethal force when detainees pulled concealed weapons during a search.
According to experts, what the BBC discovered on the ground in three locations indicated that executions were carried out at the close range.
In November 2010, the squadron in question was deployed to Helmand province for a six-month tour.
A pattern of suspicious killings
The documents examined revealed a pattern of suspicious killings justified by the discovery of weapons on the scene, according to the BBC.
Those weapons, which included AK-47 assault rifles and grenades, may have been planted by British troops as justification for killing people who posed no threat in the first place as per reports, the broadcaster suggested.
The report added that the squadron "was attempting to outnumber the one it had replaced", stressing that the total number of people killed during the tour was in the triple digits.
The team's post-raid reports piqued the officers' interest at the time, who described them as "quite incredible" and referred to the missions as the squadron's "latest massacre."
According to the BBC, a high-ranking Special Forces officer in Afghanistan warned in a secret memo that there could be a "deliberate policy" of extrajudicial killings of fighting-age males.
An infrequent internal investigation was ordered, but the investigating Special Forces officer "appeared to take the SAS version of events at face value," according to the documentary.
Efforts to disturb investigations
The evidence was classified and was not shared with military police, who conducted a separate murder investigation linked to one of the raids in 2013.
It is worth noting that the RMP launched Operation Northmoor in 2014 to investigate over 600 alleged offenses committed by British forces in Afghanistan.
Some of the SAS squadron's killings were on the list, BBC reported.
It went on to say that RMP investigators revealed to them that the British military had hampered their efforts to gather evidence.
During the 1839-1842 Anglo-Afghan war, the British empire was humiliated in Afghanistan, but following the Sept. 11 Al-Qaeda attacks, then-Prime Minister Tony Blair joined US President George W. Bush in invading Afghanistan under the guise of overthrowing the Taliban.

Britain plans to launch covert special forces operations against Russia & China, military chief tells media
17 Jul, 2021 19:36
The UK Special Forces are about to concentrate on some new covert counter-state tasks with a focus on Russia and China, Royal Marines Brigadier Mark Totten revealed to the Times.
The British Royal Marines are to take over some of the "traditional" roles of the nation's special forces units - the Special Air Service (SAS) and Special Boat Service (SBS) - as they are preparing for some new "higher risk" counter-state tasks, Totten said.
The brigadier himself is in command of a 4,000-strong "future commando force" that is about to share the burden of the special forces such as in maritime counterterrorist missions or some "partnered operations" that involve some "higher risks."
The SAS and SBS will apparently hurl all effort into countering "big state adversaries" - Moscow and Beijing, the military official told the paper.
"What we will be able to do is allow [the special forces] to focus on more difficult, more complex, counter-Russia, counter-China [tasks]. It takes real specialist expertise, so we will allow them to have more time and people to address those and we can conduct some of the tasks," Totten said.
The brigadier did not exactly elaborate on the nature of such future operations. The Times reported, citing some army sources, that the missions might involve some "politically treacherous" tasks like training the navies of the nations in the South China Sea region to make them better prepared to repel what the UK newspaper called "Chinese hostility."
The nature of the UK Special Forces' potential operations against Russia remains unclear, but the Times claims that they could involve surveillance of Russian intelligence and military units in cooperation with British MI6 intelligence.
Earlier, the Guardian reported that the most secretive parts of the British military are likely to get a new focus and a new remit that would involve countering Russia and other state actors through secret missions.
The paper said that the director of the special forces has drawn up a new 'Special Operations Concept' based on the pretense that the nature of modern warfare is changing and unconventional subtle military operations are becoming increasingly common.
The Guardian also cited the Chief of the General Staff General Sir Mark Carleton-Smith who said that peace and war were "two increasingly redundant states," while accusing "authoritarian regimes" of "exploiting the hybrid space that exists in between."
Still, Totten's comments were a rare instance of a British military official openly admitting that London plans to deploy the UK Special Forces on covert missions specifically targeting Russia and China.

Declassified UK: REVEALED: The UK military's overseas base network involves 145 sites in 42 countries
Britain's armed forces have a far more extensive base network than ever presented by the Ministry of Defence. New research by Declassified reveals the extent of this global military presence for the first time - as the government announces an extra 10% spending on defence.
UK military has base sites in five countries around China: naval base in Singapore, garrisons in Brunei, drone testing sites in Australia, three facilities in Nepal and quick reaction force in Afghanistan
Cyprus hosts 17 UK military installations including firing ranges and spy stations, with some located outside UK's "sovereign base areas"
Britain maintains military presence in seven Arab monarchies where citizens have little or no say in how they are governed
UK personnel are stationed across 15 sites in Saudi Arabia, supporting internal repression and the war in Yemen, and at 16 sites in Oman, some run directly by British military
In Africa, British troops are based in Kenya, Somalia, Djibouti, Malawi, Sierra Leone, Nigeria and Mali
Many UK overseas bases are located in tax havens such as Bermuda and Cayman Islands
Britain's military has a permanent presence at 145 base sites in 42 countries or territories around the world, research by Declassified UK has found.
The size of this global military presence is far larger than previously thought and is likely to mean that the UK has the second largest military network in the world, after the United States.
It is the first time the true size of this network has been revealed.
The UK uses 17 separate military installations in Cyprus as well as 15 in Saudi Arabia and 16 in Oman - the latter both dictatorships with whom the UK has especially close military relations.
The UK's base sites include 60 it manages itself in addition to 85 facilities run by its allies where the UK has a significant presence.
These appear to fit the description of what General Mark Carleton-Smith, Britain's Chief of the General Staff, recently termed as "lily pads" - sites which the UK has easy access to as and when required.
Declassified has not included in the figures the UK's small troop contributions to UN peacekeeping missions in South Sudan or the Cyprus buffer zone, nor staffing commitments at NATO administrative sites in Europe or most of its special forces deployments, which are largely unknown.

Chief of the General Staff, General Sir Mark Carleton-Smith, appears in the short clip which has been placed on the army's YouTube channel.
He says it is not appropriate to comment about specific allegations but goes on to tell viewers: "Where serious allegations are proven against members of the army… it demonstrates indiscipline that is wildly at odds with the values and standards that represent the fabric of not just our army, but the nation's army.
"Not only is it downright unacceptable, it's illegal and it stands in stark contrast with everything the British army represents."
Six British army troops have been arrested over an alleged attack on a teenage female soldier.
Earlier this week, footage of soldiers shooting at a photograph of the Labour leader during target practice was shared on Snapchat.
General Carleton-Smith added: "The British soldier is known for many things; stoicism, a sense of honour and duty, courage, a sense of humour and an honest sense of decency… It's not less than the country expects…

'I hope they check it for sanity': Russian FM reacts to UK general's 'Moscow worse than ISIS' reMark
Russia's foreign minister fired back at the UK chief of the General Staff who claimed that Russia is a bigger threat than ISIS, saying he hopes Whitehall is in the habit of thinking twice before promoting anyone to the top post.
"We can't ban anyone from showing off [their] intellect and political abilities," Russian Foreign Minister Sergey Lavrov said in response to the words of Gen. Mark Carleton-Smith, who claimed Russia poses a greater threat to the UK and its allies than Islamic State (IS, formerly ISIS) or Al-Qaeda.
"We can't influence the British government's decisions as to who to place in charge of their armed forces. But I hope they verify these decisions for sanity," Lavrov said, answering a question during a media conference with his Portuguese counterpart.
Gen. Carleton-Smith is not the only high-profile figure to fan the "Russia scare," the foreign minister said, noting that it was under former US President Barack Obama that these comparisons arose.
ISIS, Ebola, and Russia topped Obama's list of international threats in 2015.
"At the very least, Ebola was defeated - by the way, partially because of our contribution - but Islamic State is still there," Lavrov said.
Lavrov said the US is using Islamic State terrorists to undermine President Bashar Assad's government in Syria, as Washington's first goal is regime change rather than fighting terrorists. Their major stronghold is now located outside Al-Tanf, a piece of land on the east bank of the Euphrates River, controlled by US forces, he added.

UK Chief of General Staff Dubs Russia 'Far Greater Threat' than Daesh
Mark Carleton-Smith, the UK chief of the General Staff, claimed that Russia was a bigger threat to the UK security than the Daesh and al-Qaeda terror groups.
"Russia today indisputably represents a far greater threat to our national security than Islamic extremist threats such as al-Qaeda and Isil[Daesh]," Carleton-Smith said in an interview with The Telegraph newspaper released late on Friday.
The outlet noted, citing the military official, that the threat to the UK security had changed after the defeat of the Daesh in Iraq and Syria and due to the losses that al-Qaeda had sustained in Afghanistan. Thus, London and its allies need to focus on the threat allegedly coming from Russia, according to Carleton-Smith.
"Russia has embarked on a systematic effort to explore and exploit Western vulnerabilities, particularly in some of the non-traditional areas of cyber, space, undersea warfare... We cannot be complacent about the threat Russia poses or leave it uncontested. The most important conventional military response to Russia is the continued capabilities and coherence of the NATO alliance," Carleton-Smith argued.
The Telegraph noted that Carleton-Smith was speaking after visiting UK servicemen deployed to Estonia as part of the NATO group aimed at deterring Russia's alleged aggression against the Baltic countries. Carleton-Smith took office of the chief of the General Staff last June.
Russia has repeatedly said it did not plan to attack any NATO member. Moscow has suggested that the alleged Russian aggression was used as a pretext by the military alliance to boost its military build-up near the Russian border.
