US Government-Funded Domestic Propaganda Has Officially Hit The Airwaves

The U.S. government's mammoth broadcasting arm has begun the "unleashing of thousands of hours per week of government-funded radio and TV programs for domestic U.S. consumption," John Hudson of Foreign Policy reported on Sunday.
The content arrives with the enactment of the Smith-Mundt Modernization Act of 2012, sponsored by Rep. Mac Thornberry (R- Texas) and Rep. Adam Smith (D- Wash.), which was inserted into the 2013 National Defense Authorization Act (NDAA).
The reform effectively nullifies the Smith-Mundt Act of 1948, which was amended in 1985 specifically to prohibit U.S. organizations from using information "to influence public opinion in the United States."
The new law enables U.S. government programming such as Voice of America (VoA) - an outlet created in 1942 to promote a positive understanding of the U.S. abroad - t0 broadcast directly to domestic audiences for the first time.
VoA and other programs are now produced by the Broadcasting Board of Governors, which shares a "strategic communications budget" with the State Department and has an annual budget of more than $700 million.
Nevertheless, BBG spokeswoman Lynne Weil insisted to FP that the BBG is not a propaganda outlet, and stressed to Business Insider that the BBG is separate from Pentagon Information Operations (IO).

"The professional journalists around the world who are supported by the BBG are tasked with presenting accurate and objective news and information for audiences in many countries where it is difficult or impossible to receive locally-produced, uncensored or unbiased programs. They provide responsible discussion and open debate in places where this is rare in the media. To call these efforts 'propaganda' is a misuse of the term and an affront to our journalists, many of whom put themselves at great risk for this work."
A former U.S. government source explained that the BBG can now reach local radio stations in the U.S., meaning that the programming can target expat communities such as the significant Somali population in St. Paul, Minnesota.
"Those people can get Al-Shabaab, they can get Russia Today, but they couldn't get access to their taxpayer-funded news sources like VoA Somalia*," the source told FP. "It was silly."
An alternative function was detailed last year by Lt. Col. Daniel Davis, a highly-respected officer who released a critical report regarding the distortion of truth by senior military officials in Iraq and Afghanistan.
Davis stated that the effective repeal of the Smith-Mundt Act is a strategic move in influencing U.S. public perception in regards to the Global War on Terror (GWOT).
He cites Colonel Richard B. Leap, who recommends that lawmakers "specifically address all prior legislation beginning with the Smith-Mundt Act that is limiting the effectiveness of Information organizations in the GWOT environment."

As Foreign Policy's John Hudson explains, the Smith-Mundt Modernization Act of 2012 went into effect July 2, and allows government-made news - which includes products like Voice of America, Radio Free Europe, and the Middle East Broadcasting Networks - to reach Americans. In the 1970s Sen. William Fulbright said these outlets "should be given the opportunity to take their rightful place in the graveyard of Cold War relics" because, as he and his allies argued, U.S. taxpayers should not have to pay for propaganda directed at them. But now these agencies say that's actually unfair to taxpayers. Broadcasting Board of Governors spokeswoman Lynne Weil told FP it's actually best for taxpayers to be able to see the propaganda, so they can serve as a check on it. "Now Americans will be able to know more about what they are paying for with their tax dollars–greater transparency is a win-win for all involved," she said. Smith-Mundt Modernization Act of 2012 - Amends the United States Information and Educational Exchange Act of 1948 to authorize the Secretary of State and the Broadcasting Board of Governors to provide for the preparation and dissemination of information intended for foreign audiences abroad about the United States, including about its people, its history, and the federal government's policies, through press, publications, radio, motion pictures, the Internet, and other information media, including social media, and through information centers and instructors. (Under current law such authority is restricted to information disseminated abroad, with a limited domestic exception.)
Authorizes the Secretary and the Board to make available in the United States motion pictures, films, video, audio, and other materials prepared for dissemination abroad or disseminated abroad pursuant to such Act, the United States International Broadcasting Act of 1994, the Radio Broadcasting to Cuba Act, or the Television Broadcasting to Cuba Act.
Amends the Foreign Relations Authorization Act, Fiscal Years 1986 and 1987 to prohibit funds for the Department of State or the Board from being used to influence public opinion or propagandizing in the United States. (Under current law such provision applies to the United States Information Agency [USIA].)
Applies such prohibition only to programs carried out pursuant to the United States Information and Educational Exchange Act of 1948, the United States International Broadcasting Act of 1994, the Radio Broadcasting to Cuba Act, and the Television Broadcasting to Cuba Act.

The U.S. Agency for Global Media and the media organizations that it supports can now make their content available in broadcast quality upon request within the United States. This is due to a law that went into effect on July 2, 2013, amending the U.S. Information and Educational Exchange Act of 1948, known as the Smith-Mundt Act. For decades, a so-called anti-propaganda law prevented the U.S. government's mammoth broadcasting arm from delivering programming to American audiences. But on July 2, that came silently to an end with the implementation of a new reform passed in January. The result: an unleashing of thousands of hours per week of government-funded radio and TV programs for domestic U.S. consumption in a reform initially criticized as a green light for U.S. domestic propaganda efforts. So what just happened?
Until this month, a vast ocean of U.S. programming produced by the Broadcasting Board of Governors such as Voice of America, Radio Free Europe/Radio Liberty, and the Middle East Broadcasting Networks could only be viewed or listened to at broadcast quality in foreign countries. The programming varies in tone and quality, but its breadth is vast: It's viewed in more than 100 countries in 61 languages. The topics covered include human rights abuses in Iran, self-immolation in Tibet, human trafficking across Asia, and on-the-ground reporting in Egypt and Iraq.
The restriction of these broadcasts was due to the Smith-Mundt Act, a long-standing piece of legislation that has been amended numerous times over the years, perhaps most consequentially by Arkansas Senator J. William Fulbright. In the 1970s, Fulbright was no friend of VOA and Radio Free Europe, and moved to restrict them from domestic distribution, saying they "should be given the opportunity to take their rightful place in the graveyard of Cold War relics." Fulbright's amendment to Smith-Mundt was bolstered in 1985 by Nebraska Senator Edward Zorinsky, who argued that such "propaganda" should be kept out of America as to distinguish the U.S. "from the Soviet Union where domestic propaganda is a principal government activity."
Zorinsky and Fulbright sold their amendments on sensible rhetoric: American taxpayers shouldn't be funding propaganda for American audiences. So did Congress just tear down the American public's last defense against domestic propaganda?

But for BBG officials, the references to Pentagon propaganda efforts are nauseating, particularly because the Smith-Mundt Act never had anything to do with regulating the Pentagon, a fact that was misunderstood in media reports in the run-up to the passage of new Smith-Mundt reforms in January.
One example includeda report by the late BuzzFeed reporter Michael Hastings, who suggested that the Smith-Mundt Modernization Act would open the door to Pentagon propaganda of U.S. audiences. In fact, as amended in 1987, the act only covers portions of the State Department engaged in public diploMacy abroad (i.e. the public diploMacy section of the "R" bureau, and the Broadcasting Board of Governors.)
But the news circulated regardless, much to the displeasure of Rep. Mac Thornberry (R-TX), a sponsor of the Smith-Mundt Modernization Act of 2012. "To me, it's a fascinating case study in how one blogger was pretty sloppy, not understanding the issue and then it got picked up by Politico's Playbook, and you had one level of sloppiness on top of another," Thornberry told The Cable last May. "And once something sensational gets out there, it just spreads like wildfire."
That of course doesn't leave the BBG off the hook if its content sMacks of agitprop. But now that its materials are allowed to be broadcast by local radio stations and TV networks, they won't be a complete mystery to Americans. "Previously, the legislation had the effect of clouding and hiding this stuff," the former U.S. official told The Cable. "Now we'll have a better sense: Gee some of this stuff is really good. Or gee some of this stuff is really bad. At least we'll know now."

House Armed Services ranking member Mac Thornberry said Monday that President Trump is "serious" about vetoing the defense authorization bill if it doesn't include elimination of Section 230 of the Communications Decency Act.
The Texas Republican also told reporters that the House would attempt to override a veto from the president.
"I think the president really believes it. He is very upset at social media companies, in particular, and the results of the election have poured fuel on the flames. So I don't believe that it's empty. I know he's serious about it," said Thornberry, who is serving his last term in the House, during a press briefing.
"But I also believe that most of my colleagues think this is not the place or the way to address that issue. I mentioned before you've got Republicans and Democrats, House, Senate who think it should be addressed," he added. "But an airdrop, you know, in the last week or two of the session is not the way."
Section 230 of the law protects social media platforms like Facebook and Twitter from liability when posting third-party content. However, such platforms continue to exert control of the content by censuring some of it.
Trump has also said that he would veto the bill if it includes a plan to rename military bases named after generals in the Confederacy.
The final version of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 comes in at more than 4,500 pages and totals $740.5 billion.
It is expected to be voted on in the House and Senate this week. It does not include elimination of Section 230 and requires the secretary of Defense to implement a plan submitted by a commission to "remove all names, symbols, displays, monuments, and paraphernalia that honor or commemorate the Confederate States of America."
Thornberry said he reached out to the "committees of jurisdiction" to see if there is something that could be done that everybody agrees on regarding Section 230.

"Google stands to benefit" from the new strategy, said a former FCC official who spoke to Breitbart News. "As the ultimate tech giant with an army of lobbyists at their disposal, they are uniquely situated to make a sweetheart deal with the DoD, and then turn around and control the network."
In 2015, the Wall Street Journal wrote about Google's attempt to open up military spectrum.
The article noted that "The idea originated with a 2012 report by the President's Council of Advisors on Science and Technology. Among the more than two-dozen authors were Google Chairman Eric Schmidt and [Preston] Marshall, a former DARPA researcher now employed by Google. Mr. Medin."
It further noted. "Since early 2013, more than any other company, Google has lobbied the Federal Communications Commission" to open up the spectrum. Now using Medin and Schmidt in key positions, Google is closer than ever to getting its wishes.
Schmidt and Medin have used the threat of China as a tool to lobby for the 5G strategy overhaul, despite their own company's checkered track record on China. In 2017, Google opened an artificial intelligence laboratory in China, saying "science has no borders." In 2018, it entered into a partnership with Chinese telecoms giant Huawei, now subject to U.S. sanctions over security concerns.
Schmidt and Medin were also able to retain their positions on the Defense Advisory Board, despite their own company's refusal to work with the U.S. military in Project Maven, a program to develop AI for use in military drones.'
In 2019, Rep. Mac Thornberry (R-TX), top Republican on the House Armed Services Committee, appointed Schmidt to the National Security Commission on Artificial Intelligence (NSCAI). Following this, Defense Secretary James Mattis also appointed Google Cloud AI head Andrew Moore to the commission.
And Schmidt retained his influential advisory post under the Trump administration, despite the fact that Schmidt worked overtime to elect Hillary Clinton in 2016 (even attending her election night party in New York City wearing a
"staff" badge), and the fact that Google is censoring pro-Trump media ahead of the 2020 election.

That has led to allegations that Mr. Schmidt is putting Google's financial interests ahead of other considerations in his defense work. Late last year, a federal court ordered a congressional advisory committee he leads to turn over records that could shed light on whether Mr. Schmidt had advocated his business interests while heading the group.
Mr. Schmidt said he had followed rules to avoid conflicts. "Everybody is rule-bound at the Pentagon, and we are too," he said.
Google and the Defense Department declined to comment on Mr. Schmidt's work.
Even without those complications, shifting the military's path is no simple task. While Mr. Schmidt has helped generate reports and recommendations about technology for the Pentagon, few have been adopted.
"I'm sure he'll be frustrated," said Representative Mac Thornberry, a Republican of Texas who nominated Mr. Schmidt in 2018 to an advisory committee on A.I. "Unlike the private sector, you can't just snap your fingers and make it happen."
Mr. Schmidt acknowledged that progress was slow. "I am bizarrely told by my military friends that they have moved incredibly fast, showing you the difference of time frames between the world I live in and the world they live in," he said.
But he said he had little intention of backing down. "The way to understand the military is that the soldiers spend a great deal of time looking at screens. And human vision is not as good as computer vision," he said. "It's insane that you have people going to service academies, and we spend an enormous amount of training, training these people, and we put them in essentially monotonous work."

The top Republican on the House Armed Services Committee this week expressed strong distaste for the Pentagon's plan to withdraw thousands of U.S. troops from Germany in keeping with the president's order.
Committee ranking member Rep. Mac Thornberry, R-Texas, who is retiring this year, made the charge during a Wednesday hearing at which Pentagon officials were unable to give details on where many of the 11,900 troops to be withdrawn would go, how it would affect military families and how much it would cost.
Thornberry said that acting Pentagon policy chief James Anderson and Air Force Lt. Gen. David Allvin, director of strategy and plans for the Pentagon's Joint Staff, were put in the difficult position of defending an ill-considered withdrawal order from Trump in June.
The president was likely sold on the Germany withdrawal by "a couple of staffers in the White House [who] clearly hadn't thought through the consequences," Thornberry said.
The result is that Defense Secretary Mark Esper "and the folks at the Pentagon are trying to put lipstick on the pig or make lemons out of lemonade," he added.
Other committee members were equally critical in assessing the withdrawal plan and its potential impact on the NATO alliance and the National Defense Strategy.
"From a layperson's point of view, it looks like we've reduced our troop presence in Europe at a time that Russia is actually becoming more of a threat," Rep. Bradley Byrne, R-Ala., told Anderson and Allvin. "It looks like we're pulling back, and I think that bothers a lot of us."
Rep. Adam Smith, D-Wash., the committee's chairman, said he is frustrated by what he called the witnesses' inability to answer basic questions on the implementation of the plan.
"The level of detail that we're getting here is just not acceptable," he said. "What the hell is going on, so we can exercise our oversight?"
Smith and others on the panel said the withdrawal plan appears to have been put in place without consulting NATO alliance partners.
The failure to consult "plays right into Russia's hands," Smith said. "They want to see us divided. We should not play into their hands."

A retiring Republican congressman from Texas is unsure whether he will vote for President Trump in the November election.
Rep. Mac Thornberry, who currently represents the 13th district - which covers Amarillo, Wichata Falls, and the panhandle - told KFDX he would not commit to voting for the President's re-election.
"I hear it all the time. President Trump is very popular in our area, but a lot of folks are uncomfortable with some of the tweets and the way he talks and so forth. And my suspicion is that a lot of those Republicans have similar concerns," Thornberry said.
"Thornberry did not say whether he plans to vote for President Trump in November, but he said he has voted for Democrats in the past though, saying he, like many voters, look for the best person for the job," the news station reported.
Thornberry attempted to pick his successor and endorsed Josh Winegarner in the July primary.
Winegarner was defeated by former White House Physician Dr. Ronny Jackson, a staunch Trump supporter, 56 percent to 44 percent.

Sneaky Congress Hides Red Flag in National Defense Authorization Act
Congress is hiding a red flag law in the William M. (Mac) Thornberry National Defense Authorization Act (NDAA) for the Fiscal Year 2021 (H.R. 6395).
The NDAA authorizes the military to "red flag" anyone subject to the Uniform Code of Military Conduct. According to the NDAA, a friend or relative could report the service member as "abusive." An ex parte "court" will hear the claims of the friend or relative and decided whether to take firearms away from the accused. The gun owner doesn't have a chance to defend themselves or even know that someone is accusing them of abuse.
In the civilian world, law enforcement and the courts refer to red flag laws as Extreme Risk Protection Orders (ERPO). The NDAA refers to these red flag laws as Military Court Gun Confiscation Orders (GCOs). Even though the names of the rules are different, both laws work primarily the same way. Like ERPOs, GCOs lack due process. The court would assume the military member is guilty of abuse until they could prove their innocence as a later date.
According to gun rights advocates, the same service members that swear an oath to the Constitution will lose their Constitutionally guaranteed rights under the new NDAA. Military police or SWAT teams would carry out a raid of the gun owner's house in the middle of the night to strip them of their gun rights.
The service member would then have to prove their innocence to get their firearms back from the same government that they are protecting.
The NDAA leaves a lot of gray areas in the GCO provision that would be filled in by the future White House administration. If an anti-gun politician becomes President, like Democrat Presidential Candidate Joe Biden, then the amount of evidence needed to strip the rights of the service member decrease or the amount of evidence to get the guns back would increase significantly. Anti-gun politicians seem to have this flexibility built into the NDAA intentionally.
Politicians have slipped in this Constitutionally questionable provision into the NDAA under cover of darkness. Politicians on both sides on the aisle have been quiet over the inclusion of the GCO provision. It is unknown why there is silence from self-proclaimed pro-gun Republicans on the issue of GCOs in the NDAA. Some gun rights advocates theorize that they do not know that the provision is in the NDAA. Others feel the Republicans are compromising with anti-gun Democrats to get the NDAA passed through the House of Representatives.
Certain "pro-gun" Republicans are open to Red Flag laws. Dan Crenshaw purports to be pro-gun, but he has called for Red Flag laws in the past.
Gun Owners of America is asking all their members to email their representatives and asking them to oppose H.R. 6395. The gun-rights group is also asking their members to call their representatives at 202-225-3121 to ask them to protect the rights of those that protect us.

The former White House physician under President Donald Trump as well as three other Republicans are likely heading to Congress next year after winning primary runoffs in ruby-red districts Tuesday.
The GOP contests were the main events in two districts in Texas and two in Alabama, where Republican retirements opened up House seats that are likely to remain in the GOP column.
The retiring lawmakers in all four districts picked their preferred candidates, but only one of the four was successful. Two familiar faces, former White House physician Ronny Jackson and former GOP Rep. Pete Sessions, won their primary runoffs in Texas. In Alabama, the anti-tax Club for Growth got one of its preferred candidates in one race and lost in a second.
Familiar Texans GOP Rep. Mac Thornberry did not get his preferred successor Tuesday, with Jackson defeating lobbyist Josh Winegarner in the runoff for the 13th District in the Texas Panhandle. President Donald Trump endorsed Jackson, which likely boosted his campaign. Winegarner had support from Thornberry and a number of other state and local elected officials.
Jackson led with 56% of the vote to Winegarner's 44% when The Associated Press called the race with an estimated 90% of precincts reporting.

Last night, the House Armed Services Committee voted overwhelmingly in favor of an amendment - jointly sponsored by Democratic Congressman Jason Crow of Colorado and Congresswoman Cheney of Wyoming - prohibiting the expenditure of monies to reduce the number of U.S. troops deployed in Afghanistan below 8,000 without a series of conditions first being met.
The imposed conditions are by no means trivial: for these troop reductions from Afghanistan to be allowed, the Defense Department must be able to certify, among other things, that leaving Afghanistan "will not increase the risk for the expansion of existing or formation of new terrorist safe havens inside Afghanistan" and "will not compromise or otherwise negatively affect the ongoing United States counter terrorism mission against the Islamic State, al Qaeda, and associated forces."
The Crow/Cheney amendment to the National Defense Authorization Act (NDAA) last night passed by a vote of 45-11. The NDAA was then unanimously approved by the Committee by a vote of 56-0. It authorizes $740.5 billion in military spending - roughly three times more than the world's second-highest spender, China.
President Trump throughout the year has insisted that the Pentagon present plans for withdrawing all troops from Afghanistan prior to the end of 2020. Last week, reports indicated that "the Trump administration is close to finalizing a decision to withdraw more than 4,000 troops from Afghanistan by the fall." Trump's plan "would reduce the number of troops from 8,600 to 4,500 and would be the lowest number since the very earliest days of the war in Afghanistan, which began in 2001." In February, Trump announced an agreement with the Taliban to end the war completely.
Shortly after those White House withdrawal plans were reported, anonymous intelligence officials leaked a series of claims to the New York Times regarding "bounties" allegedly being paid by Russia to Taliban fighters to kill U.S. troops. Those leaks emboldened opposition to troop withdrawal from Afghanistan on the ground that it would be capitulating to Russian treachery. It was that New York Times leak that Liz Cheney, along with GOP Congressman Mac Thornberry, cited in a joint statement on Monday to suggest troop withdrawal would be precipitous:
"After today's briefing with senior White House officials, we remain concerned about Russian activity in Afghanistan, including reports that they have targeted U.S. forces. It has been clear for some time that Russia does not wish us well in Afghanistan. We believe it is important to vigorously pursue any information related to Russia or any other country targeting our forces. Congress has no more important obligation than providing for the security of our nation and ensuring our forces have the resources they need. We anticipate further briefings on this issue in the coming days."

Citing Berlin's alleged delinquency "in their payments to NATO," US President Donald Trump declared on Monday that Washington will reduce its military presence in Germany by more than half.
Following a roundtable on "Fighting for America's Seniors," the US president announced that the US troop deployment in Germany would decrease to 25,000 troops, according to Reuters.
"Germany as you know is…delinquent in their payments to NATO," Trump argued on June 15, claiming Germany owes NATO billions of dollars. "Why should we be doing what we're doing if they don't pay?"
CNN fact-checker Daniel Dale noted that the so-called debt refers to the NATO target which urges every member to spend "2% of [its] GDP on defense."
Furthermore, the NATO target agreement has a 2024 deadline.
German Ambassador to the US Emily Haber confirmed on Monday that the Pentagon has received orders to carry out the planned reduction of US troops in Germany, according to Reuters.
This followed the issuance of a letter to Trump from 22 Republican members of the House Armed Services Committee who opposed such a move.
"The threats posed by Russia have not lessened, and we believe that signs of a weakened U.S. commitment to NATO will encourage further Russian aggression and opportunism," Rep. Mac Thornberry (R-TX) said in the lawmakers' open letter to the US president.

"China has strategically invested in U.S. academia to attempt to steal confidential information and technology from U.S. companies, and even the U.S. government. Besides China peddling money for influence in U.S. institutions of higher education (IHE), China is restricting any research regarding the origins of COVID-19 that does not comport with CCP propaganda. To nations battling peak pandemic outbreaks, the CCP's Machinations undoubtably hamper the global response to the pandemic."
"For some time, we have been concerned about the potential for the Chinese government to use its strategic investments to turn American college campuses into indoctrination platforms for American students. For example, a 2018 Hoover Institution report notes the presence of some 110 'Confucius Institutes' on college campuses as well as over 500 "Confucius Classrooms" in secondary schools. While the stated mission of such institutes and classrooms is to teach Chinese language and culture, the report notes, 'faculty and other watchdogs have warned that they may present risks to intellectual freedom by using American universities as vehicles through which to advance Chinese Communist Party propaganda.'"

The Federal Communications Commission (FCC) has ignored 5G warnings and opposition from EVERYBODY including the Department of Defense (see 1, 2, 3, 4). Now Congress is finally stepping in.

Bipartisan leaders of two powerful congressional committees told the Federal Communications Commission to reverse a ruling allowing a Virginia company to activate a 5G network that could disrupt military and other GPS signals.
The leaders of the House and Senate Armed Services committees wrote in an appeal Wednesday that they would force the issue through legislation if the FCC does not overturn its own decision to allow Ligado Networks to implement a network on the L-band spectrum.
Ligado's plan to use the L-band would risk interfering with signals that are important to national security, wrote Sens. Jim Inhofe and Jack Reed, along with Reps. Adam Smith and Mac Thornberry, who are the chairmen and ranking members of the two committees.
The four leaders noted that the country's current most pressing concern is the coronavirus pandemic.
"But the Federal Communications Commission has used the crisis, under the cover of darkness, to approve a long-stalled application by Ligado Networks - a proposal that threatens to undermine our global positioning system (GPS) capabilities, and with it, our national security," the leaders wrote.
The proposal from Ligado is opposed by multiple U.S. agencies, the leaders also reminded the FCC.
"The departments of Defense, Commerce, Interior, Justice, Homeland Security, Energy, and Transportation - as well as NASA, the National Science Foundation, the Coast Guard and the Federal Aviation Administration - all strongly object to Ligado's plan."
The committee leaders asked those FCC to cancel the Ligado ruling.
"If they do not, and unless President Trump intervenes to stop this from moving forward," they wrote, "it will be up to Congress to clean up this mess."
The FCC was considered a "Captured Agency" since before Trump was elected and they have become much worse (see 1. 2. 3, 4, 5, 6, 7, 8. 9. 10). Despite warnings and opposition, commissioners are using the pandemic as an excuse to speed up 5G installation (see 1, 2. 3, 4, 5). This includes launching tens of thousands of satellites with millions of antennas to blast 5G and WiFi from space (see 1, 2, 3). Lawsuits have been filed against the agency for NOT protecting Americans from unsafe levels of radiation (see 1, 2) and 5G (see 1. 2, 3).
5G opposition in the U.S. and worldwide continues to grow because of risks to biological health (see 1, 2, 3, 4, 5, 6), cybersecurity (see 1, 2), environmental health (see 1, 2, 3, 4), privacy (see 1, 2), and more. The plan to shift money has triggered rare Republican opposition to one of Trump's priorities.
Rep. Mac Thornberry, R-Texas, said the result may be that Congress will place greater restrictions on the Pentagon's ability to move money around to meet military needs. The chairman, Democratic Rep. Adam Smith of Washington, said the money transfer is "very, very damaging to the Pentagon."

The Pentagon announced this month that it was slashing billions of dollars in funding for Navy and Air Force aircraft and other military programs to free up money for the construction of the wall.
Esper approved the $3.8 billion border wall request from the Department of Homeland Security, and the Pentagon acknowledged that more cuts could be coming to provide additional dollars for the wall. Trump has repeatedly claimed that Mexico is paying for his promised "big beautiful wall," but that has never happened.

Trump To Personally Sign Capitulation To Taliban
US President Donald Trump said that he would personally sign the peace deal with the Taliban group if it were to happen.
"Time to come home," he said. "They want to stop. You know, they've been fighting a long time. They're tough people. We're tough people. But after 19 years, that's a long time."
The US and the Taliban announced the truce earlier in February.
It all depends on a 7-day reduction in violence, that started on midnight February 22nd against 23rd, Afghanistan time.
If the truce proves a success, it will be followed by the signing of the peace accord on February 29th.
"We think they want to make a deal. We want to make a deal. I think it's going to work out. We'll see," Trump said.
Trump expressed cautious optimism about reaching a peace deal.
"You know we have a certain period of nonviolence. It's been holding up, it's a day and a half so we'll see what happens. But people want to make a deal, and I think the Taliban wants to make a deal too, they're tired of fighting."
There is hope of reaching a peace deal.
"In general, we do see (a reduction in violence)," acting Afghan interior minister Masood Andrabi told AFP.
It should be noted that the "reduction in violence" is not a "ceasefire." The United States, the Taliban and Afghan government forces are expected to largely end all offensive operations throughout the country.
No details have been released to measure the success of the reduction in violence period, though a senior administration official told reporters in Germany this month that the terms were "very specific."
For the Taliban, that reportedly includes ending roadside bombings, suicide attacks and rocket strikes.
U.S. and Afghan forces, meanwhile, are expected to continue carrying out counterterrorism operations against ISIS and al Qaeda.
At a Pentagon briefing this past week, Rear Adm. William Byrne Jr. of the Joint Staff said Gen. Scott Miller, who leads U.S. and NATO forces in Afghanistan, will oversee a "continual evaluative process" on whether the reduction in violence is holding.
The Pentagon hasn't said whether the United States agreed to withdraw all troops, but officials have talked about keeping a counterterrorism force there for the time being.
Some US Senators are skeptical of the deal, such as Lindsey Graham.
He said said he was "willing to give" the Trump administration's plan "a try." But he also ticked off a list of conditions he would consider an "honorable resolution," including a deal that protects human rights and women's rights and allows the United States to continue to "protect the American homeland from international terrorists."
Mac Thornberry, the top Republican on the House Armed Services Committee, questioned how the United States would verify whether intra-Afghan talks are "real" or "a fig leaf."
Lawmakers also noted the Trump administration was previously close to signing a deal with the Taliban before it fell apart at the last minute.
Furthermore, regardless of what the US calls it, and claims that the Taliban want it more than ever, the fact is that Washington is admitting that it lost the war, after nearly two decades of the intervention. The US has essentially said that it couldn't deal with the Taliban group.
Trump will not only sign the US capitulation against the Taliban, he also boasts with it.

Republican Group Hits Donald Trump With Scathing New Billboard Campaign
A conservative group is targeting House Republicans with a digital billboard campaign that is heavily critical of President Donald Trump.
In the new ads, Republicans for the Rule of Law calls out Trump for prohibiting key witnesses in the Ukraine scandal from testifying in the House impeachment inquiry against him.
The ads show Trump with a finger over his mouth to indicate that he wants silence. He appears next to Secretary of State Mike Pompeo, former National Security Adviser John Bolton, acting White House Chief of Staff Mick Mulvaney and Trump's personal lawyer, Rudy Giuliani, in the images.
All apart from Trump have tape placed over their mouths to keep them from speaking.
"What Is Trump Hiding?" ask the ads, which will be placed in the congressional districts of House Republicans, including Reps. Greg Walden (Ore.), Mac Thornberry (Texas), Fred Upton (Mich.) Brian Fitzpatrick (Penn.), Adam Kinzinger (Ill.) John Katko (N.Y.) and Martha Roby (Ala.).
House Democrats unveiled two articles of impeachment against Trump on Tuesday. Trump is accused of abuse of power in relation to his alleged pressuring of Ukraine's president to investigate potential 2020 Democratic rival Joe Biden, and obstruction of Congress, following his administration's stonewalling of the congressional probe into the initial allegation.
"The president doesn't own the government and he's not above the law," Republicans for the Rule of Law spokesperson Chris Truax said in a statement to HuffPost. "He's merely a caretaker acting on our behalf and when Congress demands an accounting, it's the President's duty to comply."
"President Trump has been given every opportunity to answer the charges against him," the statement continued. "He demands friendly witnesses, yet refuses to allow his most loyal supporters to testify. He complains the proceedings are unfair, yet refuses to allow his lawyers to participate in the hearings."
"If President Trump really could prove he is innocent of the impeachment charges against him, he would have made some effort to do so by now," Truax concluded. "If the President really does think the facts will exonerate him, why won't he let those facts come out?"
Last month, Republicans for the Rule of Law launched an ad campaign on Fox News in a bid to educate GOP voters on the facts of the Ukraine scandal.

The $738 billion bill, which includes an additional $5.3 billion earmarked for emergency disaster recovery, charts out a three-year "phased repeal" of the policy that requires VA payments to survivors of fallen troops to be deducted from Defense Department survivor payments.
It also lays the groundwork for the long-awaited creation of a sixth military service branch, U.S. Space Force. According to planning, the new service would fall under the U.S. Air Force and be populated by transferred Air Force personnel as it stands up. The plan also creates a new service chief position: Chief of Space Operations, reporting to the secretary of the Air Force and a member of the Joint Chiefs of Staff.
While the bill does not do away with the Feres Doctrine, which prohibits U.S. troops from suing the government due to injury, it does include a new provision that authorizes the secretary of defense to settle and pay administrative claims to amend for the death or injury of troops due to DoD medical malpractice, a change hailed as a step in the right direction.
In remarks over the weekend, both HASC Chairman Rep. Adam Smith, D-Wash., and ranking member Rep. Mac Thornberry, R-Texas, said they expected a vote on NDAA in the full House could come Wednesday, with a Senate vote to follow.
The negotiators were working against a Dec. 21 deadline, when a continuing resolution on spending expires and could trigger a government shutdown unless compromise was reached on a range of issues.

Don't Turn On Your $2B Missile Defense System: Sen. Lindsey Graham's Unprecedented Suggestion To Turkish Foreign Minister
In an unprecedented development, Republican Senator Lindsey Graham called Turkish Foreign Minister Mevlut Cavusoglu with a proposition that could salvage the US-Turkey relationship.
Allegedly, Graham called Cavusoglu on behalf of US President Donald Trump and offered that Turkey could simply "not turn on" the Russian S-400 missile defense system, which it approximately $2 billion for.
Imagine the equivalent of buying a state-of-the-art oven, and then never using it once because your mother-in-law would prefer you to use her old oven, which you must first purchase, at a higher price, and if you don't - then you need to divorce her daughter.
That's actually what the situation appears to be - Turkey said the S-400 deal was over. The US offered Patriot at an unacceptable price and under unacceptable terms. Then, upset that Turkey said the S-400 was the best deal they could get and it was finalized, they sanctioned Turkey over it.
"I'm in the camp of, if they don't activate the S-400, the sanctions don't have to be applied. My hope is to persuade Turkey not to active the system because it's so disruptive to the relationship," Graham told Defense One. "My pitch to Turkey was, let's stand down on the S-400, let's start free trade agreement negotiations."
If Turkey turns on the advanced air defense system, Graham said, the U.S. relationship with NATO ally Turkey "takes a very dark turn."
Furthermore, according to Defense One some US Senators expressed willingness to implement quick sanctions on Turkey in relation to the purchase and the upcoming activation of the S-400.
But at a private meeting with Republican senators on July 23rd, Trump asked lawmakers for "flexibility" in responding to the purchase, NBC News reported.
After that meeting, Trump "told me to call Turkey," Graham said.
"I think there's space to do a free trade agreement if we don't activate the system," he said. "If the system gets activated, there are no options left, the [sanctions] law is clear."
The White House declined to comment.
This is an absurd turn of events, if it did really happen - why would the equivalent of a MP of a country call the Foreign Minister of another country to express the President's wishes?
And this isn't the first time it happens, on July 19th, Trump allegedly sent Senator Rand Paul to meet with Iranian Foreign Minister Javad Zarif, instead of possibly attending himself or sending US Secretary of State Mike Pompeo.
"Why Graham? Where's the secretaries of State and Defense? Isn't this their job?" said former Defense Secretary Chuck Hagel, in an email.
As a result of the purchase and delivery of the components of the S-400 missile defense system, Turkey was booted out of the F-35 program, with all its pilots returning home from the US and it being removed from the supply chain.
Some Republicans argued that this was punishment enough and that sanctioning a NATO ally "is a harder question."
"Maybe you would look at certain sanctions, but I think it's important not to just go too far in a way that would make it hard for Turkey to reconcile back with the United States and NATO, post Erdo?an. It's a fine line," House Armed Services Ranking Member Mac Thornberry said. "Turkey is and continues to be a very important country, a very important NATO ally, we have lots of things that we do with them. You want to send a message, but you don't want to alienate them forever."
Defense One cited analyst Andrew Hunter, who was puzzled as to how exactly Graham/Trump's suggestion could possibly lead to anything.
"I guess I'm not seeing how - 'They buy it, but they don't turn it on' - I'm not sure what problem that's solving," said Andrew Hunter, at the Center for Strategic and International Studies. "If the message is, 'we won't sanction you until you turn it on,' it could be an effort to play for time" until the U.S. is able to persuade Ankara to return the system to Russia, he suggested - "but it seems like that's a bridge that's already been crossed."
"And of course," he noted, "it doesn't make a whole lot of sense from the Turkish perspective."
Separately, Russia isn't wasting any time and offered to sell Turkey Su-35 fighter jets after it was expelled from the F-35 joint strike fighter program.

Acting Secretary of Defense Patrick Shanahan has issued a new memo imposing major new restrictions on the methods through which the Pentagon and defense officials are allowed to share information with Congressional offices or committees.
The policy imposes serious limits, telling officials to only give Congress official summaries instead of actual plans, and sets officials within the Pentagon who decide whether a Congressional request can be proven to be legitimate.
This is clearly intended to further limit information sharing at a time when many in Congress are complaining they're already not being kept sufficiently informed. Reps. Adam Smith (D-WA) and Mac Thornberry (R-TX) warned that the new policy is overstepping the Pentagon's authority, by "presuming to determine what warrants legislative oversight."
The Pentagon tried to spin this as the exact opposite, even though it clearly establishes several new limits to informing Congress. They argued that because no official limits existed before Shanahan's memo, any specific limits must necessarily provide a real guideline, and would actually increase transparency in the long run.
No one believes that, of course, but with the Trump Administration withholding more and more from Congress and the media, it is in keeping with the general direction of opacity.

Acting Secretary of Defense Patrick Shanahan has ordered new restrictions on how the Pentagon shares information about international military operations with Congress, according to an internal memo obtained by The Washington Post.
The May 8 document lists criteria for when Defense Department officials are allowed to provide congressional offices or committees with information regarding operational plans and orders, according to the newspaper.
The memo comes amid criticism from Capitol Hill that the Trump administration is withholding information to impede a slate of oversight probes in the House. Some lawmakers have also expressed concerns that the Defense Department is becoming too involved in President Trump's immigration policy, according to the Post
"Congress oversees the Department of Defense; but with this new policy, the department is overstepping its authority by presuming to determine what warrants legislative oversight," Reps. Adam Smith (D-Wash.) and Mac Thornberry (R-Tex.), the chair and ranking Republican of the House Armed Services Committee, told the Post.
The Pentagon hit back at the criticism, saying the new policy is intended to increase transparency between the Pentagon and Congress.
"In establishing this policy, Secretary Shanahan seeks to increase transparency and information-sharing with Congress. Under his direction, the Department of Defense has been engaging with the Senate and House Armed Services Committees to develop a process for providing Congress with access to plans and operational orders, including Executive Orders. This policy establishes such a process. Previously, no such policy existed," Joe Buccino, a spokesman for Shanahan, said in a statement to The Hill.
The memo, which was reportedly shared widely within the Pentagon but was sent to key lawmakers after inquiries from The Post, lists six guidelines for information sharing with Capitol Hill.
The document orders military officials and political appointees to determine whether a congressional request "contains sufficient information to demonstrate a relationship to the legislative function" and urges officials to provide a summary briefing instead of the requested plan or order itself.
It also gives responsibility for evaluating congressional requests to the undersecretary of defense for policy, often a political appointee. Officials across the Pentagon previously responded to requests on an ad hoc basis.
The memo appears to arise from worries that lawmakers could leak military plans, calling on officials to evaluate "whether the degree of protection from unauthorized disclosure that Congress will afford to the plan is equivalent to that afforded" by the Pentagon, according to The Post.
The memo "seems to be another way in which they can claim that they don't need to respond to legitimate inquiry of Congress," Sen. Jack Reed, the ranking member of the Senate Armed Services Committee, told the Post.
"From what I can glean from the memorandum basically they can use any factor they want to say no and they can make a determination what they think we need to do our job," he continued. "I think we're better positioned to determine what we need to do our job."
An anonymous Pentagon official told The Post that the agency's officials had been worried about potential congressional interference in the formulation of military plans, what the Defense Department considers to be an executive branch function. The official added that Congress had been most interested in Special Operations activities, which are highly sensitive and have produced significant public backlash in recent years.
Shanahan is due to appear in an upcoming confirmation hearing in front of the Senate after Trump nominated him to be Secretary of Defense, a position Shanahan has taken on an Acting basis after the resignation of James Mattis.

House Armed Services chairman denies $1 billion transfer for Trump wall
The U.S. House of Representatives Armed Services Committee on Tuesday denied the Pentagon's plan to shift $1 billion to build a wall on the U.S. border with Mexico, a move that while largely symbolic, highlights the concern lawmakers have about using the defense budget to pay for the wall.
Acting Secretary of Defense Patrick Shanahan announced on Monday that the Department of Defense had shifted $1 billion from other military construction projects to build part of the barrier along the southern border.
Democratic Representative Adam Smith, the committee's chairman, said the panel did not approve the proposed use of Pentagon funds.
His stance could end up being symbolic, as the Pentagon insists it has the authority to shift the money. However, it could prompt Congress to change the law to prevent presidents from taking similar action in the future.
A court battle over the issue is also likely.
"The committee denies this request. The committee does not approve the proposed use of Department of Defense funds to construct additional physical barriers and roads or install lighting in the vicinity of the United States border," Smith said in a letter to the Department of Defense.
During a House Armed Services Committee hearing that was in progress when Smith released his statement, Shanahan acknowledged that the decision to move money could impact the Pentagon's ability to reprogram funds in the future.
"It was a very difficult discussion and we understand the significant downsides of losing what amounts to a privilege," Shanahan said.
Shanahan's move to shift military dollars to pay for the wall without consulting Congress could lead lawmakers to cut off the Pentagon's authority to reprogram funds, something Smith hinted at during the hearing.
Lawmakers from both political parties were critical of the decision to use military funds for the wall.
"Changing decades of reprogramming practice is going to have difficult consequences for the whole government, but especially for the Department of Defense," Representative Mac Thornberry said in the hearing.
The House failed on Tuesday to override President Donald Trump's first veto of the "national emergency" he declared last month to build a U.S.-Mexico border wall that Congress has not funded.
Smith told the hearing that Trump's proposed $750 billion defense budget would not pass as it was proposed. That budget included $100 billion in a "slush fund" meant to fund ongoing wars but which the Pentagon intends to use to boost the amount of money it has available to avoid budget caps.

Propaganda that was supposed to target foreigners could now be aimed at Americans, reversing a longstanding policy. "Disconcerting and dangerous," says Shank.
An amendment that would legalize the use of propaganda on American audiences is being inserted into the latest defense authorization bill, BuzzFeed has learned.
The amendment would "strike the current ban on domestic dissemination" of propaganda material produced by the State Department and the independent Broadcasting Board of Governors, according to the summary of the law at the House Rules Committee's official website.
The tweak to the bill would essentially neutralize two previous acts-the Smith-Mundt Act of 1948 and Foreign Relations Authorization Act in 1987-that had been passed to protect U.S. audiences from our own government's misinformation campaigns.
The bi-partisan amendment is sponsored by Rep. Mac Thornberry from Texas and Rep. Adam Smith from Washington State.

Donald Trump's threat to declare a national emergency at the US border with Mexico is being taken so seriously inside Congress that a powerful committee is preparing a bipartisan challenge to the move.
The Democrat-led House Armed Services Committee, which oversees funding and operations of the Defense Department, has been united across party lines in its opposition.
If Trump declares a national emergency, the first step is to see "how he writes it, and how he does it," said Donald Norcross, a New Jersey Democrat on the committee chaired by Adam Smith of Washington state. "I am very confident there will be a legal challenge" to any declaration, Norcross told Quartz. "There needs to be."
Mac Thornberry, the committee's top Republican, said this week that he opposes using an emergency declaration to fund the border wall Trump demands: "We ought to fund border security needs on their own and not be taking it from other accounts." A lawsuit is from the committee would challenge Trump's right to use defense funds on projects not yet authorized by Congress, given that the proposed wall-and the border situation more generally-has no real link to the military.
The Defense Department has no role to play in any decision, a Pentagon spokesman told Quartz: "The White House is responsible for any declaration of a national emergency."
Any declaration of emergency will "have to go to a court challenge," said Democratic representative Pramila Jayapal of Washington state, co-chair of the progressive caucus and a member of the budget and judiciary committees. Emergency powers have only been invoked in the past in cases that involve US interests in war-torn regions or to combat terrorism. To put the border issue on the same plane, Jayapal said, "does a real disservice to real emergency situations."
During his visit to McAllen, Texas yesterday (Jan. 10), Trump said that "if for any reason we don't get this going" -referring to the $5.7 billion he says he needs for the wall - "I will declare a national emergency."
His words were given extra clout after Lindsey Graham, the South Carolina Republican senator, told Trump to "build the wall now."

Until this month, a vast ocean of U.S. programming produced by the Broadcasting Board of Governors such as Voice of America, Radio Free Europe/Radio Liberty, and the Middle East Broadcasting Networks could only be viewed or listened to at broadcast quality in foreign countries. The programming varies in tone and quality, but its breadth is vast: It's viewed in more than 100 countries in 61 languages. The topics covered include human rights abuses in Iran, self-immolation in Tibet, human trafficking across Asia, and on-the-ground reporting in Egypt and Iraq.
The restriction of these broadcasts was due to the Smith-Mundt Act, a long-standing piece of legislation that has been amended numerous times over the years, perhaps most consequentially by Arkansas Senator J. William Fulbright. In the 1970s, Fulbright was no friend of VOA and Radio Free Europe, and moved to restrict them from domestic distribution, saying they "should be given the opportunity to take their rightful place in the graveyard of Cold War relics." Fulbright's amendment to Smith-Mundt was bolstered in 1985 by Nebraska Senator Edward Zorinsky, who argued that such "propaganda" should be kept out of America as to distinguish the U.S. "from the Soviet Union where domestic propaganda is a principal government activity."
Zorinsky and Fulbright sold their amendments on sensible rhetoric: American taxpayers shouldn't be funding propaganda for American audiences. So did Congress just tear down the American public's last defense against domestic propaganda?
BBG spokeswoman Lynne Weil insists BBG is not a propaganda outlet, and its flagship services such as VOA "present fair and accurate news."
"They don't shy away from stories that don't shed the best light on the United States," she told The Cable. She pointed to the charters of VOA and RFE: "Our journalists provide what many people cannot get locally: uncensored news, responsible discussion, and open debate."
A former U.S. government source with knowledge of the BBG says the organization is no Pravda, by a Somali expat with readers opposing al-Shabab. "Today, the military is more focused on manipulating news and commentary on the Internet, especially social media, by posting material and images without necessarily claiming ownership," reported the Post.
But for BBG officials, the references to Pentagon propaganda efforts are nauseating, particularly because the Smith-Mundt Act never had anything to do with regulating the Pentagon, a fact that was misunderstood in media reports in the run-up to the passage of new Smith-Mundt reforms in January.
One example included a report by the late BuzzFeed reporter Michael Hastings, who suggested that the Smith-Mundt Modernization Act would open the door to Pentagon propaganda of U.S. audiences. In fact, as amended in 1987, the act only covers portions of the State Department engaged in public diploMacy abroad (i.e. the public diploMacy section of the "R" bureau, and the Broadcasting Board of Governors.)
But the news circulated regardless, much to the displeasure of Rep. Mac Thornberry (R-TX), a sponsor of the Smith-Mundt Modernization Act of 2012. "To me, it's a fascinating case study in how one blogger was pretty sloppy, not understanding the issue and then it got picked up by Politico's Playbook, and you had one level of sloppiness on top of another," Thornberry told The Cable last May. "And once something sensational gets out there, it just spreads like wildfire."

Pentagon Fails First Audit, Neocons Demand More Spending!
The Pentagon has finally completed its first ever audit and the results are as many of us expected. After spending nearly a billion dollars to find out what has happened to trillions in unaccounted-for spending, the long look through the books has concluded that only ten percent of all Pentagon agencies pass muster. I am surprised any of them did.
Even the Pentagon is not surprised by the failure of the audit. "We failed the audit. But we never expected to pass it," said Deputy Secretary of Defense Patrick Shanahan. Can we imagine any large US company subject to the prying eyes of the IRS being so unfazed by the discovery that its books have been so mis-handled?
As with all government programs, but especially when it comes to military spending, the failure of a program never leads to calls for funding reductions. The Pentagon's failure to properly account for the trillions of taxpayer dollars shoveled in year after year only means, they say, that we need to send more money! Already they are claiming that with more resources - meaning money - they can fix some of the problems identified by the audit.
If you subsidize something you get much more of it, and in this case we are subsidizing Pentagon incompetence. Expect much more of it.
Outgoing chairman of the House Armed Services Committee, Rep. Mac Thornberry, warned against concluding that this mis-handling trillions of dollars should make us hesitant to continue sending trillions more to the Pentagon.
The failed audit "should not be used as an excuse for arbitrary cuts that reverse the progress we have begun on rebuilding our strength and readiness," he said.
The neocons concur.
Writing in the Free Beacon, editor Matthew Continetti (who happens to be Bill Kristol's son-in-law) warns that now is "the wrong time to cut defense."
But I agree with the young neoconservative Continetti. I would never support cutting a penny of defense. However the Pentagon's lost trillions have nothing to do with defense. That is money propping up the high lifestyles of those connected to the military-industrial complex.
Continetti and the neocons love to throw out bogeymen like China and Russia as excuses for more military spending, but in fact they are hardly objective observers. Look at how much the military contractors spend funding the neocon publications and neocon think tanks telling us that we need more military spending! All this money is stolen from the productive economy and diverted to enrich neocon cheerleaders at our expense.
Of course the real problem with the Pentagon and military spending in general is not waste, fraud, and abuse. It is not ten thousand dollar toilet seats or coffee mugs. The problem with military spending is the philosophy that drives it. If the US strategy is to maintain a global military empire, there will never be enough spending. Because there is never enough to control every corner of the globe. But if we are to return to a well-defended republic, military spending could easily be reduced by 75 percent while keeping us completely safe. The choice is ours!

A former U.S. government source explained that the BBG can now reach local radio stations in the U.S., meaning that the programming can target expat communities such as the significant Somali population in St. Paul, Minnesota.
"Those people can get Al-Shabaab, they can get Russia Today, but they couldn't get access to their taxpayer-funded news sources like VoA Somalia," the source told FP. "It was silly."
An alternative function was detailed last year by Lt. Col. Daniel Davis, a highly-respected officer who released a critical report regarding the distortion of truth by senior military officials in Iraq and Afghanistan.
Davis stated that the effective repeal of the Smith-Mundt Act is a strategic move in influencing U.S. public perception in regards to the Global War on Terror (GWOT).
He cites Colonel Richard B. Leap, who recommends that lawmakers "specifically address all prior legislation beginning with the Smith-Mundt Act that is limiting the effectiveness of Information organizations in the GWOT environment."
From Lt. Col. Davis:
In context, Colonel Leap is implying we ought to change the law to enable Public Affairs officers to influence American public opinion when they deem it necessary to "protect a key friendly center of gravity, to wit US national will."
The Smith-Mundt Modernization Act of 2012 appears to serve this purpose by allowing for the American public to be a target audience of U.S. government-funded information campaigns.
Davis also quotes Brigadier General Ralph O. Baker - the Pentagon officer responsible for the Department of Defense's Joint Force Development - who defines Information Operations (IO) as activities undertaken to "shape the essential narrative of a conflict or situation and thus affect the attitudes and behaviors of the targeted audience."
Brig. Gen. Baker goes on to equate descriptions of combat operations with the standard marketing strategy of repeating something until it is accepted:
For years, commercial advertisers have based their advertisement strategies on the premise that there is a positive correlation between the number of times a consumer is exposed to product advertisement and that consumer's inclination to sample the new product. The very same principle applies to how we influence our target audiences when we conduct COIN.
And those "thousands of hours per week of government-funded radio and TV programs" appear to serve Baker's strategy, which states: "Repetition is a key tenet of IO execution, and the failure to constantly drive home a consistent message dilutes the impact on the target audiences."
So it appears the new content stream is an outlet for "uncensored news, responsible discussion, and open debate," as Weil told FP, as well as a vehicle for U.S. Information Operations.

Trump Signs Massive Defense Bill: Biggest Pay Raise For Soldiers In Nine Years
On Monday, President Trump signed the National Defense Authorization Act, or NDAA, a bill authorizing an increase of over 15,000 troops as well as a long-overdue pay raise for soldiers. The military spending package includes $717 billion for national defense in the next fiscal year, according to the White House.
The additional soldiers will be divvied up this way: 487,500 for the Army, 335,400 in the Navy, 186,100 in the Marine Corps, and 329,100 in the Air Force.
In addition, $7.6 billion will fund 77 F-35 fighter jets and $24.1 billion for the building of 12 new battle force ships.
The White House authorized 2.6% pay raise for soldiers, terming it "the largest pay raise in nine years."
President Trump, who signed the bill, during a visit to Fort Drum in upstate New York, stated, "After years of devastating cuts, we are rebuilding our military like we never have before. Our bases and vital equipment were allowed to fall into a state of disrepair, ...but those days are over."
Stars and Stripes noted, "Trump's signature marks the first on-time passage of the NDAA in 22 years with the start of the 2019 fiscal year on Oct. 1."
Rep. Mac Thornberry, R-Texas, chairman of the House Armed Services Committee, said:
I appreciate President Trump's commitment to strengthening our military, as evidenced by his signing this bill. his action, and the large votes in both the House and Senate, confirm that overwhelming majorities of both parties can work together on behalf of the men and women who serve our nation in the Armed Forces and their families. Threats, conditions & loopholes: $716bn NDAA takes on Turkey, China and India
The US House of Representatives has approved the 2019 National Defense Authorization Act (NDAA), allocating $716 billion to the US military. Here are some of the massive bill's more interesting provisions.
The House Resolution 5515, also known as the John S. McCain National Defense Authorization Act for the fiscal year 2019, passed on the House floor on Thursday, with 359 representatives in favor and 54 opposed, most of them Democrats. If the Senate approves it on schedule, it would be the first NDAA in almost 20 years to be passed ahead of the fiscal year start on October 1.
Much of the bill extends and recycles provisions from previous NDAAs, but the conference report submitted by Rep. Mac Thornberry (R-Texas), chairman of the House Armed Services Committee, contains some intriguing provisions.
Banning China from RIMPAC and telecoms
The Senate draft of the NDAA would have banned China's ZTE Corporation and any of its affiliates or subsidiaries from doing any business with US government or private sector companies, but the latter provision was dropped in the compromise bill.
Section 889 still bans government purchases of ZTE and Huawei equipment, for the purpose of "public safety, security of government facilities, physical security surveillance of critical infrastructure, and other national security purposes."
Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, and Dahua Technology Company are also listed in the ban.
Furthermore, Section 1259 bars the People's Liberation Army Navy from participating in the Rim of the Pacific (RIMPAC) multinational maritime exercises for at least four years.
Before allowing China to attend RIMPAC, the Pentagon will have to certify to congressional defense committees that Beijing has "ceased all land reclamation activities in the South China Sea; removed all weapons from its land reclamation sites; and established a consistent four-year track record of taking actions toward stabilizing the region."
No F-35s for you, Erdogan
Section 1282 would stop any deliveries of the F-35 fighter jet to Turkey until the Pentagon and the State Department produce a report on the status of US-Turkish relations.
It calls for the report to assess US "military and diplomatic presence" in Turkey and the possible consequences of removing Turkey from the F-35 program, in light of Ankara's determination to purchase Russian S-400 air defense systems.
Turkey is one of the partner nations in the F-35 program, and plans to buy at least 100 of the fifth-generation fighter jets. The Lockheed Martin design has been plagued by operational problems and cost overruns, with the lifetime cost estimated at over $1.5 trillion.
If the Turkish supply chain was disrupted today, it would result in an aircraft production break, delaying delivery of 50-75 F-35s, and would take approximately 18-24 months to re-source parts and recover," Defense Secretary James Mattis wrote to Congress on July 7, urging the lawmakers not to block Turkey's participation in the program.
Buy our weapons, or else
The Countering America's Adversaries Through Sanctions Act (CAATSA), adopted last July, mandates penalties against countries that buy weapons from Russia - including a ban on selling them US weapons.
Section 1294 of the newly passed NDAA contains a loophole, engineered to avoid some of those penalties. Waivers can be issued if the US intelligence community confirms the buyer is not engaging in "significant transactions"with Russian intelligence and security agencies, and the government in question is taking steps to reduce the share of Russian military equipment in its inventory, as well as cooperating with the US government on "other security matters that are critical to United States strategic interests."
This is widely seen as leaving the door open for Washington to woo India, which also wants Russian S-400s and other weapons systems but is also flirting with the Pentagon. Seeking allies against China, the US has already reached out to New Delhi, going so far as to rename its presence in the Far East the "Indo-Pacific Command."
What about the Space Force?
Much is being made of the NDAA not funding the new US Space Force, whose creation President Donald Trump ordered in June. The key word, however, is "yet." Section 1607 requires the Pentagon to develop a "space warfighting policy" by the end of March 2019, and produce a report on US space capabilities.
Meanwhile, Section 1675 envisions deploying space sensors as part of the missile defense system. The Pentagon was also told to complete a federally funded feasibility study on boost-phase missile defense capability using drones and "kinetic interceptors" by December 2021.

The reform was quietly inserted into the 2013 National Defense Authorization Act (NDAA), and effectively nullified the original 1948 act.
Let's be clear, the original law prohibited U.S. organizations from using state resources, including the intelligence community, to influence public opinion of United States citizens. Obama's reform to the Smith-Mundt Act allowed the American public to be a target audience of U.S. government-funded information campaigns.

Deadly week: Crashes claim lives of 5 US service members
Senior U.S. general says mishaps do not represent a crisis; national security correspondent Jennifer Griffin reports from the Pentagon.
Three U.S. military aircraft crashes this week that killed five service members within two days have some on Capitol Hill worried the military's worn-out air fleet may not be getting the funding it needs.
At a press conference Thursday, the director of the Pentagon's Joint Staff refused to say the crashes marked a negative trend when a reporter asked if military aviation was in crisis.
"I would reject 'wave' and 'crisis,'" said Marine Lt. Gen. Kenneth F. McKenzie, Jr. "We're are going to look at each one in turn. Each one is tragic. We regret each one. We will look at them carefully. I am certainly not prepared to say that it's a 'wave' of mishaps or some form of 'crisis.'"
But the crashes this week indicate a continuation of a disturbing pattern.

There have been five noncombat aviation crashes in 2018, killing nine service members - 37 were killed in aircraft crashes last year, nearly double the number killed in 2016.
Only 37 percent of Marine Corps CH-53E heavy-lift helicopters can fly right now, the head of Marine Corps aviation, Lt. Gen. Steven R. Rudder, told Congress in November.
"If you are flying a smaller number of airplanes, they break more frequently, and if you can't pay for the parts, you have a smaller number of airplanes, and so you're not getting the hours," Marine Corps Commandant Gen. Robert B. Neller told a Reagan National Defense Forum audience moderated by Fox News's Jennifer Griffin in December.

"I think the high-op tempo and stress on the force over the past 17 years of continuous combat operations in Iraq, Afghanistan, Syria, and elsewhere is catching up to the U.S. military," Todd Harrison, a defense expert with the Center for Strategic and International Studies, told Task & Purpose.
The Pentagon just received $700 billion in the massive spending bill signed by Trump last month - a sizable portion of that is supposed to help fix aircraft and improve pilot training.
Thunderbirds pilot killed in crash in NevadaVideo
A month after the Marine Corps transport plane crash killing 16, a Marine MV-22 Osprey crashed off the coast of Australia, while landing aboard a U.S. Navy warship. Three Marines drowned, 23 others were rescued.
Days later, Neller ordered all of his aircraft grounded for 24 hours.
Eight hours before the deadly Super Stallion crash in Southern California, a Marine Corps Harrier jet crashed shortly after takeoff in the East African nation of Djibouti.
The pilot ejected, and was released from the hospital later in the week, according to the Marines.
But just a day later, a Marine Corps CH-53E Super Stallion was forced to make an emergency landing on a beach in Djibouti causing minor damage. No marines were hurt.
But the two crashes in consecutive days were enough for the Djibouti government to ground all U.S. military flights Thursday, including Reaper drones from the largest American base in Africa - hindering counterterrorism operations in nearby Somalia and Yemen, where the U.S. military has launched dozens of airstrikes this year.
The U.S. military cut short a two-week training exercise, which had just started in Djibouti when the grounding was announced, potentially robbing American forces of vital training.
A year ago, the exercise was dubbed "preparation for real-world missions in the region - because we don't get 'do-overs' when it comes to crisis operations," said Navy Cmdr. Tom Sandoval, a deputy operations director at the time.

House Armed Services Chairman Mac Thornberry, R-Texas, warned the White House in an interview earlier this week not to "rob" the military's readiness money to fund the National Guard at the border.
When President George W. Bush sent 6,000 troops to the border, it cost $415 million - money that was stripped from the Air Force and Navy's Operations and Maintenance (O&M) budgets.
When President Barack Obama did the same thing in 2010, sending 1,200 Guard troops to the border, it cost roughly $160 million.
The Pentagon's top spokeswoman assured reporters that Defense Secretary Jim Mattis has not ignored the readiness problems of his forces.
"Border security is national security. We are leaning forward to support the president, and his intent and his goal," said chief Pentagon spokeswoman Dana W. White about Trump's move. "But readiness remains our top priority."
But when asked by a reporter if the Pentagon could rule out stripping critical operations and maintenance dollars to fund the National Guard deployment to the border, the Pentagon was mum.
"We haven't made those determinations," White said.
A new "support cell" to coordinate Defense Department and Department of Homeland Security efforts would examine the issue, White said.
Maj. Stephen Del Bagno of Valencia, Calif., the pilot of the F-16 fighter jet that crashed outside Las Vegas during a training flight Wednesday, flew for the elite Thunderbirds, the Air Force's premier flight demonstration team. He had accumulated more than 3,500 flying hours in 30 different air frames, and had been a civilian flight instructor before joining the Air Force.
The crash that killed Del Bagno this week marked the third time in less than two years a Thunderbirds jet had crashed.

Tuesday, a Marine Corps CH-53E Super Stallion helicopter crashed in Southern California, killing four marines. The Super Stallion is the largest helicopter in the U.S. military, capable of carrying up to 55 marines with full combat load.
The Marine Corps identified the four killed late Thursday: Capt. Samuel A. Schultz, 28, of Huntington Valley, Pa., 1st Lt. Samuel D. Phillips, 27, of Pinehurst, N.C., Gunnery Sgt. Derik R. Holley, 33, of Dayton, Ohio, and Lance Cpl. Taylor J. Conrad, 24, of Baton Rouge, La.
The crash was the deadliest for the Marine Corps since a KC-130 crashed in the Mississippi Delta, killing 15 marines and a sailor in July.

That has led to allegations that Mr. Schmidt is putting Google's financial interests ahead of other considerations in his defense work. Late last year, a federal court ordered a congressional advisory committee he leads to turn over records that could shed light on whether Mr. Schmidt had advocated his business interests while heading the group.
Mr. Schmidt said he had followed rules to avoid conflicts. "Everybody is rule-bound at the Pentagon, and we are too," he said.

Even without those complications, shifting the military's path is no simple task. While Mr. Schmidt has helped generate reports and recommendations about technology for the Pentagon, few have been adopted.
"I'm sure he'll be frustrated," said Representative Mac Thornberry, a Republican of Texas who nominated Mr. Schmidt in 2018 to an advisory committee on A.I. "Unlike the private sector, you can't just snap your fingers and make it happen."
Mr. Schmidt acknowledged that progress was slow. "I am bizarrely told by my military friends that they have moved incredibly fast, showing you the difference of time frames between the world I live in and the world they live in," he said.
But he said he had little intention of backing down. "The way to understand the military is that the soldiers spend a great deal of time looking at screens. And human vision is not as good as computer vision," he said. For decades, a so-called anti-propaganda law prevented the U.S. government's mammoth broadcasting arm from delivering programming to American audiences. But on July 2, that came silently to an end with the implementation of a new reform passed in January. The result: an unleashing of thousands of hours per week of government-funded radio and TV programs for domestic U.S. consumption in a reform initially criticized as a green light for U.S. domestic propaganda efforts. So what just happened?
Until this month, a vast ocean of U.S. programming produced by the Broadcasting Board of Governors such as Voice of America, Radio Free Europe/Radio Liberty, and the Middle East Broadcasting Networks could only be viewed or listened to at broadcast quality in foreign countries. The programming varies in tone and quality, but its breadth is vast: It's viewed in more than 100 countries in 61 languages. The topics covered include human rights abuses in Iran, self-immolation in Tibet, human trafficking across Asia, and on-the-ground reporting in Egypt and Iraq.
The restriction of these broadcasts was due to the Smith-Mundt Act, a long-standing piece of legislation that has been amended numerous times over the years, perhaps most consequentially by Arkansas Senator J. William Fulbright. In the 1970s, Fulbright was no friend of VOA and Radio Free Europe, and moved to restrict them from domestic distribution, saying they "should be given the opportunity to take their rightful place in the graveyard of Cold War relics." Fulbright's amendment to Smith-Mundt was bolstered in 1985 by Nebraska Senator Edward Zorinsky, who argued that such "propaganda" should be kept out of America as to distinguish the U.S. "from the Soviet Union where domestic propaganda is a principal government activity."
Zorinsky and Fulbright sold their amendments on sensible rhetoric: American taxpayers shouldn't be funding propaganda for American audiences. So did Congress just tear down the American public's last defense against domestic propaganda?

But for BBG officials, the references to Pentagon propaganda efforts are nauseating, particularly because the Smith-Mundt Act never had anything to do with regulating the Pentagon, a fact that was misunderstood in media reports in the run-up to the passage of new Smith-Mundt reforms in January.
One example includeda report by the late BuzzFeed reporter Michael Hastings, who suggested that the Smith-Mundt Modernization Act would open the door to Pentagon propaganda of U.S. audiences. In fact, as amended in 1987, the act only covers portions of the State Department engaged in public diploMacy abroad (i.e. the public diploMacy section of the "R" bureau, and the Broadcasting Board of Governors.)
But the news circulated regardless, much to the displeasure of Rep. Mac Thornberry (R-TX), a sponsor of the Smith-Mundt Modernization Act of 2012. "To me, it's a fascinating case study in how one blogger was pretty sloppy, not understanding the issue and then it got picked up by Politico's Playbook, and you had one level of sloppiness on top of another," Thornberry told The Cable last May. "And once something sensational gets out there, it just spreads like wildfire."
That of course doesn't leave the BBG off the hook if its content sMacks of agitprop. But now that its materials are allowed to be broadcast by local radio stations and TV networks, they won't be a complete mystery to Americans. "Previously, the legislation had the effect of clouding and hiding this stuff," the former U.S. official told The Cable. "Now we'll have a better sense: Gee some of this stuff is really good. Or gee some of this stuff is really bad. At least we'll know now."

President Erdogan has given up nothing, and President Trump has given him everything," Pelosi and Schumer said in a statement.
