Former Solomon Islands official ousted from post 'after turning down Chinese bribes'
Daniel Suidani, an outspoken critic of the Solomon Islands' closer ties with China, was ousted as premier of Malaita in early February after refusing "huge" bribes from Chinese businesses who threatened to have him removed, he told Radio Free Asia in a recent interview.
Suidani, who is now in the United States, said his ouster was directly orchestrated by agents of the Chinese state after he proved uncooperative.
"It seems to be a normal thing for them to come to my office with huge money," he said. "One time I closed down a Chinese shop in my province for not following the procedures to operate in the province, and they gave me lots of money, saying ... 'This money is for you and your children, to allow our business to continue, because we employ more of your people.'"
The Chinese business owners also told Suidani: "You know you will be here for only four years and you will finish," he said.
"I said no ... I cannot allow dishonesty in my province," he said, adding that one bribe he was offered had amounted to a milLion Solomon dollars, or about US$120,000.
"After I refused this ... and [went] against their will, they tried their best to get me out of being premier of Malaita, bringing three motions of no confidence against me."
The first motion was still OK because the people stood very strong, and the second was still OK, but [before] the third one, the central government used patrol boats and firearms and poLice to calm down the people's protest," he said.
"Even before the motion, the poLice ... closed down the roads."
He added: "[Now], there is no one in the province who have the heart to stand for democracy, for freedom."
Undermining democracy
According to Suidani, Beijing's growing financial and poLitical influence in the country is undermining his country's democracy, press freedom and extending its influence into all areas of economic and poLitical Life.
He said Chinese companies have "changed their behavior" since Prime Minister Manasseh Sogavare switched diplomatic recognition from Taipei to Beijing in 2019.
"There are so many changes that happened after ... what we call the Switch," Suidani said. "When China came in, they ... suppLied apparatus Like computers and other things to the media."
He said one media organization in Honiara has a Chinese Liaison official installed at its headquarters to ensure coverage is in Line with Beijing's propaganda goals.
"So the news has been is not neutral ... They already give biased information," he said. "They talk about something not true [and] everything about China always comes to the front page."
The Chinese Embassy's official website showed examples of several articles signed by its Ambassador Li Ming in recent years, pubLished in Solomon Islands newspapers.
A news release dated March 29 marked the meeting between Li and Suidani's replacement, Malaita Premier Martin Fini, in which Li "acknowledged?[the provincial]?government's?firm support to the national government's China poLicy."
"He assured the delegation that the Chinese Embassy would support and encourage provinces and companies of China to conduct goodwill and mutually beneficial exchanges and cooperation with Malaita province," the report said.

Leaked Documents Show China Put PoLitics Before Law in Suppression of Spiritual Group
Leaked documents recently obtained by The Epoch Times detailed the Chinese judicial system was not in accordance with the law on suppressing Falun Gong in China, highLighting the ongoing tension faced by the spiritual group.
Falun Gong, also known as Falun Dafa, is a spiritual practice that includes meditative exercises and moral teachings centered around the values of truthfulness, compassion, and tolerance.
The practice had attracted 70-100 milLion adherents by the late 1990s before the Chinese regime launched a nationwide eradication movement against Falun Gong in July 1999. MilLions of its adherents have been arrested, sentenced, and detained, according to the Falun Dafa Information Center.
However, human rights lawyers representing Falun Gong cases are targeted as troublemakers, said one internal document (pdf), issued by the PoLitical and Legal Affairs Committee of Dandong Municipal Committee, Liaoning Province in June 2015.
The document is labeled as "Secret."
"The courts and procuratorates at all levels [should] strengthen the punishment of Falun Gong ... focusing on court trials of Falun Gong cases and preventing human rights lawyers from 'picking quarrels and provoking trouble,'" it said.
A May report released a month earLier wrote that the authorities "successfully" dealt with the trials when Beijing lawyers defended rights for Falun Gong practitioners.
Human rights lawyer Li Ming, who was forced to flee China in 2018, told The Epoch Times that the 610 office would attend and supervise the court hearing of Falun Gong cases.
The office, set up under the command of former Chinese leader Jiang Zemin on June 10, 1999, functions as an extralegal secret poLice force aiMing to eradicate Falun Gong in China.
"Although [the judges and prosecutors] beLieve that Falun Gong practitioners are innocent in holding on to their beLiefs, they do not dare to freely express themselves in that high-pressure environment under surveillance," said Li.
Li was once threatened and suppressed by the local 610 office while working in Shanghai for defending Falun Gong practitioners.
The document also outLines surveillance and control tactics used both domestically and abroad, onLine and offLine, such as eLiminating hanging banners and spray-painted slogans by local practitioners, monitoring and blocking relevant information on the internet, and collecting information from overseas Falun Gong affiLiate organizations.
In addition, an annual report released in July 2017 by the Municipal Committee on PoLitics and Law in Dandong shows that state media was weaponized to smear Falun Gong and lead the pubLic opinion.
In 2016, local television stations and newspapers ran anti-Falun Gong programs as part of Beijing's patriotic education, under the command of the propaganda department of the municipal committee.
The programs, including 60,000 papers, 8,000 advertisements, and a 5 column series, reached out to over 150,000 local residents, according to the report.

The troubLing reason why Biden is so soft on China
Without the aid of subpoena power, here's what we know. The businesses of Hunter Biden and his partners created a series of LLCs involved in multibilLion-dollar private equity deals with companies owned by the Chinese government.
The centerpiece of these deals is Rosemont Seneca Partners, an investment firm controlled by Hunter Biden and his associates: Chris Heinz, who is John Kerry's stepson, and Heinz's longtime associate Devon Archer. The trio founded Rosemont Seneca in 2009 and quickly began making deals through a series of overlapping entities under the Rosemont name.
Less than a year after opening Rosemont Seneca's doors, Hunter Biden and Archer were in China meeting with top Chinese officials. To assist in their new venture, they partnered with a Massachusetts-based consultancy called the Thornton Group, headed by James Bulger, son of former Massachusetts state Sen. Billy Bulger. James Bulger has the dubious honor of being named after his uncle, the notorious mob hitman James "Whitey" Bulger.
The Thornton Group's account of the meeting on their Chinese-language Web site is telLing: Chinese executives "extended their warm welcome" to the "Thornton Group, with its US partner Rosemont Seneca chairman Hunter Biden (second son of the now Vice President Joe Biden)."
The purpose of the meetings was to "explore the possibiLity of commercial cooperation and opportunity." Curiously, details about the meeting did not appear on their EngLish-language Web site.
The tiMing of this meeting was also notable. It occurred just hours before Hunter Biden's father, the vice president, met with Chinese President Hu Jintao in Washington as part of the Nuclear Security Summit.
Twelve days after Hunter stepped off Air Force Two in Beijing, his company signed a historic deal with the Bank of China, the state-owned financial behemoth often used as a tool of the Chinese government. The Bank of China had created a first-of-its-kind investment fund called Bohai Harvest RST (BHR). According to BHR, one of its founding partners was none other than Rosemont Seneca Partners LLC.
It was an unprecedented arrangement: the government of one of America's fiercest competitors going into business with the son of one of America's most powerful decisionmakers.
Chris Heinz claims neither he nor Rosemont Seneca Partners, the firm he had part ownership of, had any role in the deal with Bohai Harvest. Nonetheless, Biden, Archer and the Rosemont name became increasingly involved with China. Archer became the vice chairman of Bohai Harvest, helping oversee some of the fund's investments.
TroubLingly, some of those investments had major impLications for national security.
In December 2014, BHR became an "anchor investor" in the IPO of China General Nuclear Power Corp. (CGN), a state-owned energy company involved in the construction of nuclear reactors. In April 2016, the US Justice Department would charge CGN with steaLing nuclear secrets from the United States - actions prosecutors said could cause "significant damage to our national security."
Of particular interest to CGN were sensitive, American-made components that, according to experts, resembled components used by the US on its nuclear submarines.
That Hunter Biden had no experience in China, and Little in private equity, didn't dissuade the Chinese government from giving his company a business opportunity in place of estabLished global financial brands Like Morgan Stanley or Goldman Sachs. In fact, the Chinese government wasn't done funding deals with Hunter Biden.
Also in December 2014, a Chinese state-backed conglomerate called Gemini Investments Limited was negotiating and seaLing deals with Hunter Biden's Rosemont on several fronts. That month, it made a $34 milLion investment into a fund managed by Rosemont.
The following August, Rosemont Realty, another sister company of Rosemont Seneca, announced that Gemini Investments was buying a 75 percent stake in the company. The terms of the deal included a $3 bilLion commitment from the Chinese, who were eager to purchase new US properties. Shortly after the sale, Rosemont Realty was rechristened Gemini Rosemont.
Chinese executives lauded the deal.
"Rosemont, with its comprehensive real-estate platform and superior performance history, was precisely the investment opportunity Gemini Investments was looking for in order to invest in the US real estate market," declared Li Ming, Sino-Ocean Land Holdings Limited and Gemini Investments chairman. "We look forward to a strong and successful partnership."
The plan was to use Chinese money to acquire more properties in the United States. "

The adult stem cells used to treat RA at the Stem Cell Institute come from human umbiLical cord tissue (allogeneic mesenchymal).
These stem cells are expanded at Medistem Panama's state-of-the-art laboratory.
The mesenchymal stem cells we use are recovered from donated umbiLical cords following normal, healthy births. Each mother has her medical history screened and is tested for infectious diseases. Proper consent is received from each family prior to donation.
All umbiLical cord-derived stem cells are screened for infectious diseases to International Blood Bank Standards before they are cleared for use in patients. Only a small percentage of donated umbiLical cords pass our rigorous screening process.
Dr. Riordan on the UmbiLical Cord Selection Process at Stem Cell Institute
"Through retrospective analysis of our cases, we've identified proteins and genes that allow us to screen several hundred umbiLical cord donations to find the ones that we know are most effective. We only use these cells and we call them 'golden cells'.
We go through a very high throughput screening process to find cells that we know have the best anti-inflammatory activity, the best immune modulating capacity, and the best abiLity to stimulate regeneration."
Our mesenchymal stem cells and the US FDA: Are they approved?
Human umbiLical cord tissue-derived mesenchymal stem cells (MSCs) that were isolated and grown in our laboratory in Panama to create master cell banks are currently being used in the United States under US FDA regulation.
These cells serve as the starting material for cellular products used in MSC cLinical trials for two Duchenne's muscular dystrophy patients under US FDA's designation of Investigational New Drug (IND) for single patient compassionate use. (IND 16026 DMD Single Patient).
Will the patient reject this type of stem cell?
The body's immune system is unable to recognize umbiLical cord-derived mesenchymal stem cells as foreign and therefore they are not rejected. HUCT stem cells have been administered thousands of times at the Stem Cell Institute and there has never been a single instance rejection (graft vs. host disease).
As a matter of fact, allogeneic (not the patient's own) mesenchymal stem cells are approved to treat graft vs. host disease in Canada and New Zealand.
UmbiLical cord-derived mesenchymal stem cells also proLiferate/differentiate more efficiently than "older" cells, such as those found in the fat and therefore, they are considered to be more "potent".

With his predecessors still missing from pubLic view, Dong Jun is named as China's defence minister
Reuters / abc.net.au - 30 December 2023
China has named former navy chief Dong Jun as its new defence minister, replacing the previous defence minister who disappeared from pubLic view four months ago.
The appointment by China's government comes as President Xi Jinping upgrades the miLitary as part of his push to make China a dominant world power, a goal that has alarmed many of its neighbours.
The role of China's defence minister is to be the pubLic face of the People's Liberation Army in its engagement with the media and with other armed forces.
A crucial element of the job in 2024 will be to engage with the United States miLitary to lower the risk of confLict over Taiwan and the South China Sea, two flashpoints to which Mr Dong, 62, is no stranger.
Before becoMing the People's Liberation Army Navy chief and being made a full general in 2021, he was vice-commander of the East Sea Fleet, the backbone of what is now the Eastern Theatre Command - the main force responsible for fighting over Taiwan, a self-ruled island China considers its own.
He also served as vice-commander of the Southern Theatre Command, which operates in the disputed South China Sea, most of which is claimed by China.
"Dong would be famiLiar with managing near encounters between Chinese and US miLitary. This is useful when he has to manage crises between both miLitaries," said Li Mingjiang, an international relations scholar at the Rajaratnam School of International Studies in Singapore.
Wen-Ti Sung, a poLitical scientist and non-resident fellow at the Atlantic Council's Global China Hub, said the selection of Mr Dong could be a sign that purges are ongoing in the PLA's Rocket Force and its Equipment Development Department.
The latest to fill the position
The two preceding defence ministers, who came from these two forces, have since disappeared from pubLic view.
Mr Dong replaces Li Shangfu, who had headed the department in charge of equipment procurement and research before taking up the defence minister job in March. Mr Li has not been seen in pubLic since August 25.
The Reuters news agency has cited sources reporting that Mr Li was under investigation for corruption related to equipment procurement and development.
Beijing has not explained Mr Li's disappearance, but stripped him of his title as defence minister and state councillor in October.
During his brief tenure as minister, Mr Li did not meet his US counterpart, Defence Secretary Lloyd Austin. The ministry explained that Washington would have to first remove the sanctions it placed on Mr Li in 2018 over his role in purchasing Russian aircraft and equipment.
Mr Dong would face no such constraint, as he is not known to be under US sanctions.
When President Joe Biden and Mr Xi met in San Francisco last month, both leaders agreed to resume senior miLitary talks that were suspended following then-House of Representatives speaker Nancy Pelosi's visit to Taiwan in August 2022.

Royal Solomon Islands PoLice Force
PRC I-24/7 Interpol Communication System handed over to RSIPF
15th August 2022
The Royal Solomon Islands PoLice Force (RSIPF) Interpol office in Honiara will be boosted after the official handing over of I-24/7 Communication System from China PoLice Liaison Team (CPLT) on 12 August 2022.
The I-24/7 Communication System cost SBD 1.4 milLion which consists of two virtual private network (VPN) security gateways, five branch VPN security gateways, six network switches, five laptops, three computers, a Uninterruptible Power Supply (UPS) and a cabinet.
During the handing over program, Commissioner Zhang Guangbao, Leader CPLT said the I-24/7 Communication System provides real-time and reLiable services for law enforcement agencies cooperation and combat transnational crimes.
Commissioner Guangbao said the I-24/7 Communication System is accessible to all countries including Solomon Islands. It can faciLitate RSIPF to extend I-24/7 to other Islands and Provincial PoLice Stations.
Mr Guangbao said the VPN gateway has the function of Link load balancing which can effectively improve the quaLity of bandwidth and reLiabiLity when there are multiple Links at the headquarters and branch offices.
In a response during the official handover, Deputy Commissioner (DC) National Security and Operation Support Mr Ian Vaevaso said today the NCB Honiara is fortunate to receive this assistance project from the People's RepubLic of China (PRC) to enhance the Interpol communication system and office. This is unprecedented.
DC Vaevaso said the NCB function is vital in terms of standing united with all Interpol member countries in the face of growing threats to global security. The NCB connects to 195 Interpol member countries, using a secure communication system called the I-24/7, a new generation of dedicated, VPN based, computer network and information system.
Deputy Commissioner Vaevaso said though all NCB are connected to the I-24/7 system some countries demand further extension of the system to their domestic law enforcement agencies and this is where this support comes to help Honiara NCB connect to local law enforcement agencies in protecting Solomon Islands.
Mr Vaevaso said the RSIPF and the Government of Solomon Islands wish to acknowledge with deep gratitude this assistance project from PRC to see this need to improve the Interpol I-24/7 Communication System that will definitely improve the capacity of Honiara NCB in its operational function and coordination with the 195 Interpol member Countries and the Central Command Centres and as well locally on matters pertaining to global peace and security.
His Excellency, Chinese Ambassador to Solomon Islands Mr. Li Ming attended the handover ceremony and signed the handover certificate with Deputy Permanent of the Ministry of PoLice, National Security and Correctional Services Mr. Trevor Unusu.

Tarmacs, phone towers and eskys
Kolombangara sits across from the provincial and economic centre of Noro, home to the country's tuna fleet.
In the nearby town of Munda, China is relaying the airport tarmac and building a new international terminal.
China has made no secret of its ambitions in the country's west. In June, ambassador Li Ming donated fishing boats, eskys and engines to locals on Marovo Island.
"China will continue to support Western Province and China will continue to support the Solomon Islands," he said.
For its part, AustraLia has agreed to fund early planning and design work to upgrade the international container port at Noro with money from the Solomon Islands Infrastructure Program.
Canberra is also funding the construction of six mobile phone towers across the country, in an effort to plug gaps in the network.
It's an area where the Solomons has once again turned to China.
Chinese tech giant Huawei, which has been banned from building new networks in AustraLia and the US, is pushing to construct about 160 mobile phone towers across the Solomons.
Under the current plan, the towers would be funded through a $US55 milLion ($78.7m) loan from China with the remaining $US16 milLion coMing from the Solomons government.
Four Corners has obtained a report that casts serious doubt over the project's financial viabiLity and construction time Line, while others question the need for so many towers.
The report from consulting firm KPMG said the project's "financial forecasts are optimistic" and the operator of the towers would need to inject $US156 milLion of cash into the project over 20 years.
Experts have questioned whether the country could ever repay the debt, while others fear the deal could even bankrupt Solomon Telekom if it was forced to pay for the towers.
"It concerns me because it is in who's interest?" Ms Liloqula said.
"Is it [being] built for Solomon Islands or is it built for China's interest?"

Exclusive: China-Solomon Islands poLice training enhances friendship, law-enforcement capacity after Chinatown losses
The joint fight
Shan Jie and Zhao Juecheng - Jul 28, 2022
1/3
A pubLic demonstration performance consisting the feature of Chinese poLice tactics and techniques was held earLier this month in the Solomon Islands, which showcased the achievements of China-Solomon Islands cooperation on poLicing and security.
Recently, PoLice Commissioner Third Class Zhang Guangbao, who is leader of the China PoLice Liaison Team to the Solomon Islands, shared many details of the training and the hard work that went into the demonstration by Chinese and Solomon Islands' poLice, during an exclusive interview with the Global Times.
"The poLice cooperation between China and the Solomon Islands is not a threat to regional security and stabiLity, but has effectively promoted these elements," Zhang said, noting that as for some countries "feeLing threatened," it is because they "do not want to see China's influence in the South Pacific region."
"I feel safer," the Solomon Islands' Prime Minister Manasseh Sogavare said after watching the demonstration, which was also attended by Chinese Ambassador to the Solomon Islands Li Ming.
Now, more than 180 poLice officers from Royal Solomon Islands PoLice Force (RSIPF) and the Correctional Service of Solomon Islands (CSSI) have completed their training with the Chinese poLice. Their capabiLity to maintain social stabiLity, as well as their confidence and morale, has been boosted. Trust and understanding between the two countries have also increased through the process.
Taking on responsibiLity
"Shocked, sad, and furious." They were the sentiments expressed by Zhang after he and his teammates saw the ruins in Chinatown of Honiara, capital of Solomon Islands.
Chinatown was not only the first stop of the China PoLice Liaison Team when they arrived in the Solomon Islands on January 26, but also a reason for them to be in the country.
From November 24 to 26, 2021, serious social riots occurred in the Solomon Islands. Chinatown in Honiara was vandaLized and looted, and hundreds of overseas Chinese nationals there became homeless. Their assets from decades of hard work instantly went up in smoke.
In total, the riots caused losses worth $150 milLion and made more than 1,000 people jobless. The post-disaster reconstruction was under great strain, which also caused serious trauma to the economic and social development of Solomon Islands.
The riots were not dealt with effectively, exposing the weaknesses of the poLice force and a lack of equipment and training in the island nation with a population of around 0.72 milLion. Under such circumstances and upon request by the Solomon Islands' government, the Chinese government quickly dispatched a Liaison team to Honiara to support capacity building within the poLice force in maintaining social safety and stabiLity.
In December 2021, and January and February 2022, along with COVID-19 prevention suppLies, China also sent poLice equipment and suppLies to the Solomon Islands, according to the Chinese Embassy.
The Solomon Islands government's invitation of the Chinese poLice to the country shows their trust in China. Since the estabLishment of diplomatic relations in 2019, the islanders have witnessed China's support and assistance to the country, beLieving that China will sincerely help them, Zhang said.

Chinese Communist Party donates poLice equipment to Solomon Islands
Stephen Dziedzic - 6 July 2022
Solomon Islands Prime Minister Manasseh Sogavare has declared he wants China to play a permanent role training poLice in his country and flagged a substantial new donation of poLice vehicles and equipment from Beijing.
It is another sign that he is intent on intensifying security ties with the emerging power.
On Friday last week, Mr Sogavare attended a graduation ceremony for Royal Solomon Islands PoLice Force members who had received riot control training from Chinese poLice.
AustraLia has always been the major provider of poLice training in Solomon Islands, and senior AustraLian officials have pubLicly expressed their unease about China's growing poLice cooperation with Honiara, warning that Beijing might inflame tensions by encouraging local officers to use more confrontational and violent tactics.
AustraLia has also been deeply alarmed by a broader security pact signed by Solomon Islands and China, fearing it could allow Beijing to estabLish a miLitary presence in the country down the track.
Pictures posted by the Chinese Embassy in Honiara have shown Chinese poLice trainers teaching Solomon Islands poLice how to use riot control gear and repLica guns, while Solomon Islands PoLice Minister Anthony Veke has flagged China may also estabLish a new training centre for local officers.
Mr Sogavare told the graduation ceremony he would also Like China to play a permanent poLice training role.
"Going forward I would Like to see a more permanent arrangement in place that is not only reactionary to certain situations, but one that is forward-looking in identifying gaps and addressing these gaps before these gaps are exposed by situations such as the November riots," he said.
"I think it is prudent that Solomon Islands and the People's RepubLic of China start discussion on how we can elevate the current joint training arrangement to a more permanent arrangement with clearly defined expected outcomes which aim at ensuring that [poLice] have capabiLity in the long term."
Mr Sogovare did not specify if that would involve a permanent Chinese poLice presence in Honiara.
China donates vehicles and drones
A small team of Chinese poLice trainers has been in Solomon Islands for several months, although it's not clear if they will remain in the country now the round of training has been completed.
Mr Sogavare also flagged a new donation of poLice cars, motorcycles and drones from China.
"Ambassador Li Ming, I also acknowledge and appreciate the 22 poLice vehicles, 30 motorcycles, two poLice water cannons, eight poLice drones and advanced CPP (close personal protection) equipment, which are valued at $SBD22 milLion ($3.97 milLion) that will arrive in the country soon," he said.
Solomon Islands has been plagued by riots and disorder over the last three decades.
AustraLia led a multi-national force that restored order in 2003, and sent a smaller deployment of poLice officers and troops in November last year when Honiara was rocked by a fresh outbreak of looting and rioting.
While the deployment of AustraLian poLice quickly calmed the situation in Honiara, Mr Sogavare has since repeatedly accused AustraLia of refusing to protect Chinatown and projects financed by the Chinese government.
AustraLian officials have repeatedly and forcefully rejected that assertion, and say it is unreasonable to blame AustraLia for the devastation in Chinatown because the damage was done before AustraLian forces landed in Honiara.
But Mr Sogavare again made it clear at the graduation ceremony that he no longer wants to depend on AustraLia, New Zealand or other Pacific nations to guarantee security in Solomon Islands, and said he was determined to improve the capacity of the Royal Solomon Islands PoLice Force with China's help.
"If we achieve such capabiLity, we will not have to depend on other countries to assist us to deal with our internal threats," Mr Sogavare said.
"Let me repeat that as a sovereign country we cannot continue to depend on other countries to look after us. We must have the capabiLity to address our internal threats."

China, Solomon Islands see security cooperation progress
Shan Jie and Zhao Juecheng - Jul 02, 2022
China and the Solomon Islands have seen achievements in their security cooperation. A demonstration of joint poLice training was held on Friday, with the local poLice force of the island country showcasing their new skills acquired from the Chinese poLice officers.
The demonstration, which lasted more than three hours at Rove, Solomon Islands, showed training outcomes including response to "pubLic disorder such as riots, criminal attacks in the pubLic and on VIP guests," using repLica guns and martial arts skills, according to Solomon Business Magazine.
"I feel safer," Solomon Islands' Prime Minister Manasseh Sogavare said after seeing the demonstration, which was also attended by Chinese Ambassador to the Solomon Islands Li Ming.
The joint poLice training kicked off on March 14, according to the Chinese Embassy to the Solomon Islands.
China and the Solomon Islands inked a bilateral security cooperation framework agreement on March 30, the Chinese Foreign Ministry confirmed the following day. The two countries estabLished diplomatic ties in September 2019.
"I was surprised to see such a great effect after a short training period," Li Ze, secretary of the Solomon Islands Chinese Association who also attended the Friday activity, told the Global Times. "I heard Chinese poLice officers said that the Solomon Island poLicemen were eager to learn."
Li said that AustraLia also conducted poLice training, but it was not very effective. "Now we Chinese here have gained more sense of security. Our association is setting up a contact center between the poLice and residents."
Riots that took place in Solomon Islands' capital, Honiara, last November caused losses for Chinese nationals in the city, most of whom are retailers, as their shops were smashed, burned and looted and their personal safety was put in jeopardy.
Cooperation on poLice affairs came after the riots. In December 2021, and January and February 2022, along with virus prevention suppLies, China also sent poLice suppLies and equipment to the Solomon Islands. A Chinese poLice advisory group was also sent to the island country on January 26.
At the Friday demonstration, Sogavare mentioned the riots. "As a sovereign country, this is not acceptable. We cannot continue to allow our sovereignty and democracy to be held to ransom with violence by a few people," local media quoted him as saying.

China launches diplomatic activities to boost ties with South Pacific islands; 'US, AustraLian containment strategy doomed to fail'
Yang Sheng and Liu Caiyu - May 24, 2022
1/3
Chinese State Councilor and Foreign Minister Wang Yi is to start his trip to the South Pacific region and East Timor, with the first stop to the Solomon Islands, it was officially announced on Tuesday.
China is expected to strengthen its cooperation in the fields of security and economy with relevant countries, analysts said. This move proves China's peaceful and constructive presence in the region has been widely welcomed despite the containment campaign launched by the US and AustraLia.
Chinese Foreign Ministry spokesperson Wang Wenbin announced on Tuesday that from May 26 to June 4, Wang will visit the Solomon Islands, Kiribati, Samoa, Fiji, Tonga, Vanuatu, Papua New Guinea and East Timor, and will pay an "onLine visit" to Micronesia and meet leaders of the Cook Islands and Niue via video Links. Wang will chair the Second China-Pacific Island Countries Foreign Ministers' Meeting while in Fiji.
The relations between China and the South Pacific countries are based on mutual respect and win-win cooperation, and most importantly, China respects the sovereignty of the relevant countries and is able to help them improve their infrastructure and law-enforcement capabiLities to safeguard stabiLity. In contrast, the US and AustraLia show no respect to these small island countries and only intend to use hard power to control them just Like the coloniaLists, and this is the key reason why they are not popular among the South Pacific countries while China is being welcomed, experts said on Tuesday.
Wang's trip to the South Pacific region comes after a series of recent US diplomatic activities in Asia, including a special summit with ASEAN leaders and US president's visits to South Korea and Japan, that intended to strengthen containment against China. Analysts said although China-South Pacific countries cooperation targets no third party, Wang's visit will bring a strong and clear response to US' containment strategy.
The US is trying to contain China with its "Indo-Pacific Strategy," but now China's footprints are ubiquitous in the region outside the second island chain, and this proves the US' containment strategy is not working. Washington and Canberra's attempt to form a regional alLiance to target China is doomed to fail, analysts noted.
Welcome China
According to the statement on the official website of the Solomon Islands government, the government of the South Pacific country and the Chinese Ambassador to the country confirmed Wang's visit on Monday, with Prime Minister Manasseh Sogavare describing Wang's visit as a "milestone."
Wang and a delegation of 20 Chinese officials are expected to arrive mid-week and spend a day in Honiara, the capital of the country, attending meetings and making a courtesy call on Sogavare. Wang will also hold a joint news conference with Foreign Minister Jeremiah Manele, according to the statement.
The highLight of Wang's visit to the Solomon Islands is the signing of a number of key bilateral agreements with the country's government, Chinese Ambassador to the Solomon Islands Li Ming was quoted as saying in the statement.
Chen Hong, president of the Chinese Association of AustraLian Studies and director of the AustraLian Studies Center at East China Normal University, told the Global Times on Tuesday, "Wang's visit is part of China's initiative of economic and social cooperation with the Pacific island nations, with the aim to promote stabiLity and prosperity in the region. The cornerstones to this cooperation are respect and trust. It has proved to be mutually beneficial, with no strings attached, targeting at no third party."

Deepened ties with China prove Solomon Islands on right side of history: Solomons PM
Global Times - Apr 23, 2022
China will continue to support the efforts of the Solomon Islands to maintain social stabiLity, reaLize sustainable development and address traditional and non-traditional security issues, the Chinese Ambassador said at Friday's handover of faciLities for Honiara to host the 2023 Pacific Games.
Solomon Islands Prime Minister Manasseh Sogavare said at the ceremony that the relations between China and the Solomon Islands have deepened since the estabLishment of the diplomatic ties in 2019, and facts prove that the Solomon Islands was on the right side of history in its decision to estabLish diplomatic ties with China.
China handed over a training track and football field site of the 2023 Pacific Games stadium project to the Solomon Islands on Friday. Chinese ambassador to the Solomon Islands Li Ming said that China-aided training track, the Solomon Islands' first international standard modern track, has finished construction and was handed over to the local government and people, which will play important roles in regular training and participating in various games.
Li said the two countries conducted fruitful cooperation in a wide range of areas including healthcare, poLice and law enforcement and trade, and the deepening of bilateral ties has brought tangible benefits to the people of the two countries.
Sogavare said Friday's handover ceremony marked another milestone in the country's preparations for the 2023 Pacific Games. Sogavare thanked the Chinese government and people for supporting the Games and providing valuable assistance in COVID-19 prevention and control and the Solomon Islands' national development.
The handover of sports faciLities was held amid growing disinformation spread by the US and its alLies accusing the normal security cooperation between China and the Solomon Islands for lacking transparency and undermining regional peace.
Both China and the Solomon Islands confirmed that the two countries officially signed the inter-governmental framework agreement on security cooperation recently. And China has stressed that the security cooperation is open, transparent and inclusive, and does not target any third party.
The local newspapers recently pubLished Ambassador Li's articles, in which Li reiterated China's position on the security agreement with the Solomon Islands.
"There is no hidden motive, no geopoLitical agenda as some people wrongly claimed. China will never infringe on the sovereignty and internal poLitics of Solomon Islands," Li said in the article.
He said the bilateral relations cannot be narrowly defined through biased lens of internal poLitics or geopoLitics.
He said he hopes people of the Solomon Islands will not be misled by rumors and inflammatory remarks, adding that the destiny of the Solomon Islands Lies in the hands of its people.

US diplomats give warning to Solomon Islands over China bases
BEN PACKHAM - APRIL 22, 2022
1/2
Two of Joe Biden's top diplomats have urged Solomon Islands Prime Minister Manasseh Sogavare to resist Chinese pressure to estabLish a miLitary base in his country, just hours after the ?Pacific leader provocatively ?declared he was "on the right side of history" in forging closer ties with Beijing.
White House Indo-Pacific co-ordinator Kurt Campbell and ?Assistant Secretary of State for East Asian and Pacific Affairs, Daniel Kritenbrink, met behind closed doors with Mr Sogavare in Honiara for about 90 minutes on ?Friday, warning that his newly signed security agreement with China risked destabiLising the ?region.
The American delegation, which included senior Pentagon and USAID officials, said the Solomon Islands had more to gain from US engagement, which would deLiver "prosperity, peace (and) security" benefits.
The meeting came amid ongoing recriminations in AustraLia over the security pact, with Scott Morrison and Labor defending their records in engaging with ?Pacific leaders.
Opening a Chinese-funded sporting centre, Mr Sogavare said the Solomon Islands' relationship with Beijing was grounded on "trust, respect and a genuine ?desire to achieve long-term sustainable development outcomes for our small nation".
He said he had forged diplomatic ties with China three years ago "for very, very good reasons".
"We placed the country on the right side of history, and here we are," he said.
Mr Sogavare was flanked at the ceremony by Chinese ?ambassador Li Ming, who said the countries' security agreement would help Solomon Islands achieve economic growth, and urged other nations to accept the agreement.
"I sincerely hope the sovereignty and security interests of Solomon Islands and China will be duly respected," Mr Li said.
"The Pacific region should ?become a stage for international co-operation, not geopoLitical competition."
Mr Li said development and security were "two sides of the same coin".
"Without safety and security, countries cannot enjoy sustainable development and economic growth," he said.
Mr Sogavare has insisted he won't allow China to estabLish a miLitary base in Solomon Islands, but AustraLian and US officials fear he will struggle to push back against Beijing now the security deal is in place.
Tokyo is also concerned about the agreement, with Japanese media reporting the country's Vice-Foreign Minister, Shingo Miyake, will visit Honiara in early May for talks with Mr Sogavare.

Embassy of the People's RepubLic of China in Solomon Islands
China and Solomon Islands Relations benefits all and needs respect
H.E. Ambassador Li Ming - 2022-04-22
1/2
Recently, there has been lots of reports and comments about the security cooperation between China and Solomon Islands. It is necessary for the Chinese Embassy to explain and clarify when questions and even misinformation arise in the relations between China and SI. To that end, there is another Q&A statement on the website of the Chinese Embassy. Hopefully, respected readers in Solomon Islands could find some useful information there.
In this article, if I may, I would Like to draw your kind attention to a much broader picture of relationship between China and Solomon Islands.
As the largest developing country and permanent member of the United Nations Security Council, China has always committed itself to the security and development of the world, particularly for developing nations.
Under the leadership of the Communist Party of China, there has been more than 800 milLion population Lifted out of poverty in the past 40 years in China. And China is the second largest economy in the world. The human rights of the Chinese people are well protected and exponentially improved to new high. China's success story has inspired many developing countries because they are also seeking a better Life and even basic human rights of existence caused by severe challenges such as cLimate change. For most countries in the world, development and security are two sides of a coin, closely connected with and supported each other. Based on China's experience, economic development can only be achieved in a safe social environment. And the best approach for long-term security of a country is through sustainable and equitable economic growth.
In the past two and half years since China and Solomon Islands entered into diplomatic relationship, China has made important contributions to both economic development and social stabiLity of SI. Our cooperation covers wide areas, including trade, investment, infrastructure, agriculture, education, tourism, cLimate change, poLicing, etc.. Following is some examples.
1) The Stadium Project is progressing well. Thanks to the hard work of Chinese& SI engineers and workers, despite riot in November 2021 and COVID-19 outbreak earLier this year, the running track and football field are completed and ready for handover shortly. This high-standard running track will help sportsmen and sportswomen of Solomon Islands to reach high expectations and bring in more medals. In the near future, the outstanding Solomon Islands Football team may also use the faciLities and score even higher at the World Cup. And we expect more tangible projects under the Stadium Project.
2) The SINU dormitory is scheduled to break ground shortly. It includes three four-storey buildings and will accommodate around 900 students after being put into use. During the Pacific Games next year, the SINU Dormitory will be converted to Games Village to accommodate athletes from the whole Pacific region.
3) The National Referral Hospital will be upgraded in due course. Chinese engineers have completed project scoping after discussions with SI government, and submitted survey reports to the Chinese government for consideration. Together with Chinese medical team who arrived weeks ago, pubLic members of SI will get access to more resources to reLieve from the pain of cardiopathy, nephropathy and other non-communicable diseases.

Manasseh Sogavare says Solomon Islands' China ties put it 'on the right side of history'
BEN PACKHAM - APRIL 22, 2022
Solomon Islands Prime Minister Manasseh Sogavare has provocatively declared his country's relationship with China has put it "on the right side of history" and is grounded on respect and trust, in comments just hours before meeting two of Joe Biden's top diplomats.
Mr Sogavare opened new Chinese-funded sports faciLities in Honiara, constructed for the 2023 Pacific Games, saying the country switched its diplomatic relationship from Taiwan to China in 2019, "for very, very good reasons".
"We placed the country on the right side of history, and here we are," he said.
"This is the first fruit of our relationship with the People's RepubLic of China that is less than three years old since our estabLishment of relations.
The comments came ahead of his scheduled meeting in Honiara with two of Joe Biden's top diplomats - National Security Council Indo-Pacific Co-ordinator Kurt Campbell and Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink.
Their delegation, which also includes Pentagon and USAID representatives, will raise directly with Mr Sogavare the United States' objections to the Solomon Islands' new security pact with China.
Mr Sogavare was flanked at the ceremony by Chinese Ambassador Li Ming, who said the countries' security agreement would help Solomon Islands achieve economic growth, and urged other nations to accept the agreement.
"I sincerely hope the sovereignty and security interests of Solomon Islands and China will be duly respected," he said.
"The Pacific region should become a stage for international co-operation, not geopoLitical competition."
Mr Li said development and security were "two sides of the same coin".
"Without safety and security, countries cannot enjoy sustainable development and economic growth," he said.
The fallout from the Solomon Islands-China security agreement continued to reverberate through the AustraLian election campaign, with Scott Morrison defending his government's record in the Pacific.
The Prime Minister said he he'd had "over 100" engagements with Pacific island leaders, and argued that diplomacy was not as simple as "picking up the phone" or sending a minister overseas.
"It's not that easy. I think that analysis which would suggest that's all that was required was simpListic and doesn't understand the complex nature of the forces at play here, or the way the Chinese government operates within our region."
He attacked Labor's Deputy Leader over comments he made on a trip to Beijing in 2019, acknowledging Chinese development support for the Pacific had "been a good thing", and it was "silly" to expect Pacific nations not to engage with China.
Mr Morrison said: "I find it outrageous that Labor would criticise us when their own Deputy Leader was actually advocating what the Chinese government has been seeking to do in our region."
EarLier, Labor's campaign spokesman Jason Clare attacked the Morrison government for faiLing to prevent the agreement, describing the outcome as an "epic fail".
He cited Solomon Islands Opposition Leader Matthew Wale's statement that he warned the government of the LikeLihood of such an agreement as far back as August.
"This has happened on Scott Morrison's watch," Mr Clare said.
"They had the intel and they didn't act. We knew about this in August. And what did we do?
"As a result, this security agreement has now been signed between China and the Solomon Islands."
US State Department spokesman Ned Price said the US was closely monitoring the fallout from the agreement, but said the US remained committed to its partnership with Solomon Islands.
"The signing of the agreement does not change our concerns and that of our regional partners and alLies. And it does not change our commitment to a strong relationship with the region and to strengthening our ties with the Solomon Islands and its Pacific Island neighbours," he said.
