Former UK Prime Minister Boris Johnson was fixated throughout the Covid-19 crisis on elderly people accepting their fate and saw the virus as "nature's way of dealing with old people," an inquiry into Downing Street's handling of the pandemic has heard.
At a Tuesday hearing as part of the government's inquest into Covid-19, notes from Johnson's top science adviser, Patrick Vallance, were shared, which detailed what the aide viewed as Johnson's "obsession" with older people accepting risks as they related to the potentially fatal virus.
The notes, dated from August 2020, detailed Vallance's opinion that Johnson was keen to let "the young get on with life and [keep] the economy going" - which Vallance described at the time as a "quite bonkers set of exchanges."
Vallance added in the notes: "[Johnson] says his party 'thinks the whole thing is pathetic and Covid is just nature's way of dealing with old people, and I am not entirely sure I disagree with them. A lot of moderate people think it is a bit too much.' [He] wants to rely on polling."
The notes were shared during evidence given to the UK Covid-19 inquiry by Johnson's former director of communications, Lee Cain, as part of the independent investigation into London's response to the pandemic.
Cain told the hearing that Johnson was reluctant to impose a so-called 'circuit-breaker' lockdown to inhibit the spread of the virus in September 2020, as this was "very much against what's in his political DNA." However, Cain added that his own research had indicated that the UK public's overall desire was for a more cautious approach.
Cain added that Johnson would frequently "oscillate" between different Covid policy decisions, delaying the government's ability to effectively respond to the pandemic, which he said he found "rather exhausting from time to time."
"What would probably be clear in Covid," Cain said when asked at the hearing if Johnson was the right person to lead the UK through the pandemic, "It was wrong for this prime minister's skill set."
Johnson's apparent indecisiveness, as revealed in Vallance's notes, felt like being "punched in the stomach," said Brenda Doherty, spokesperson for Covid-19 Bereaved Families for Justice UK, according to the BBC on Tuesday.
"During the first and second waves of the pandemic the UK had one of the highest death tolls per person in the world from Covid-19 and it's clear just how personally responsible for that he was," Doherty said.
Johnson, who announced the inquiry during his prime ministership in May 2021, has not commented publicly on the evidence detailed at the hearings this week, but a spokesperson said the former PM is "cooperating fully" with the inquiry. Johnson, as well as current Prime Minister Rishi Sunak, are expected to give evidence later this year.
Per the data available online, 230,669 people have died from Covid-19 in the United Kingdom. The majority of deaths involved people aged 75 or over.

Boris Johnson will claim he did not knowingly violate lockdown rules, the British press says
UK PM Boris Johnson plans to brush off the latest development in the Partygate scandal, arguing he had no idea he was breaking lockdown rules when he attended, and allegedly even "instigated," a going-away party for his communications director, Lee Cain, according to Downing Street sources who spoke to The Times on Monday.
A person close to the PM suggested Johnson would acknowledge "mistakes were made" while telling Conservative MPs there was "always an exemption for work and people were working in close proximity in No. 10 for very long hours."
Johnson would plead ignorance due to the timing of the party, which took place at 2pm in the afternoon, the source continued, explaining "If you go to something where you're giving a speech, you're not partying, so from his point of view, it's his place of work, going to events in a work capacity, that's the context in which these events happened."
The source went on to predict Johnson will attempt to minimize the controversy while "outlin[ing]" his version of events during his first meeting with MPs since paying a fine on Tuesday for breaking lockdown restrictions.
At the time, he said he wanted to "offer a full apology," though qualified his repentance by insisting he was only present for "less than 10 minutes" and claimed he had no idea it could have been a breach of his administration's famously harsh lockdown rules.
Now faced with accusations of playing a central role in the going-away party for Cain, Johnson has denied he "instigated" the event and claimed he was not involved "until he arrived." However, the Sunday Times has reported there are ample photos of the PM mingling and pouring drinks, including for himself, and a source has confirmed Johnson's behavior to the paper.
Another Downing Street source countered that Johnson would "of course apologize again," while admitting he would also attempt to shift attention away from the scandal by declaring: "We need to continue to focus on the huge priorities we need to deliver for people."

Dan Rosenfield, an official with the UK Treasury for over a decade, who also occupied top banking jobs and chairs a humanitarian Jewish community group, will soon be stepping in as PM Boris Johnson's new chief of staff.
Rosenfield's position was announced on Thursday, and he will begin work at No10 on December 7. Lord Udny-Lister will remain as the acting chief of staff until January 1.
On top of his time with the UK Treasury, Rosenfield was the global head of corporate clients and UK businesses with Hakluyt, a consulting firm for businesses, since 2016. He was also a managing director at Bank of America.
He is also the chairman of World Jewish Relief, a humanitarian agency for the British Jewish community.
His time with the UK Treasury included four years (2007-2011) as principal private secretary to Alistair Darling and George Osborne.
Rosenfield's appointment follows a public shakeup within Johnson's inner circle, after top aides Lee Cain and Dominic Cummings resigned. Cain had reportedly been offered the role of chief of staff.
The announcement of Rosenfield's appointment also comes on the heels of in-fighting in the UK's Labour Party, which has faced accusations of anti-Semitism. Former party leader Jeremy Corbyn was suspended from the party after dismissing a report from the Equalities and Human Rights Commission, which alleged years of "anti-Semitism" within the party's ranks. Corbyn was reinstated into the party last week, a move numerous Jewish groups have denounced.

Cummings appeared to tacitly confirm his coming departure in comments to BBC political reporter Laura Kuenssberg, telling her that "rumours of me threatening to resign are invented, rumours of me asking others to resign are invented" - a likely reference to reports that other Vote Leave veterans will walk out of No 10 with him - but that "my position [on leaving] hasn't changed since my January blog".
In that blog post, Cummings indicated that he intended to "improve performance and make me much less important - and within a year largely redundant", although it hardly seems as though Downing Street will be passing into the hands of a regime of his choosing as he departs the centre stage.
The move has not been greeted with enthusiasm by Britain's leaving Brexiteers, who sense that the firm left-liberal shift at No 10 is bad news in terms of government policy.

All right, the analogy doesn't quite work. But it does at least go some way towards capturing the bizarre outrageousness of the coup which has allegedly taken place within Johnson's crumbling, chaotic regime. His fiancee Carrie, whom no one elected - nor would they because she's about as left-wing as they come - appears to have taken charge of government appointments.

A Downing Street civil war is raging in public today after Boris Johnson's director of communications dramatically quit after a brutal standoff with Carrie Symonds.
Longstanding Johnson aide Lee Cain, a Vote Leave veteran and Dominic Cummings loyalist, announced he was resigning despite being touted for promotion to No10 chief of staff just hours earlier.
The departure was the culmination of a bitter power struggle inside Mr Johnson's top team, with rival factions battling for supremacy even as the government struggles to tackle the coronavirus crisis.
Mr Cummings had pushed for his ally to be appointed despite warnings from the PM's fiancée Ms Symonds - herself a former Conservative Party head of media - that it would be 'a mistake' given how the campaign against the pandemic had gone so far. She is said to have complained the No10 operation was being run in an 'uncollegiate' way and the PM was not getting 'good advice'.
No, I'd never heard of Lee Cain either, so I have no idea whether his departure is a good thing or a bad thing. What we do know is that Johnson's chief advisor Dominic Cummings is aggrieved because Lee Cain was very much his man. Cummings is so cross that he is reportedly considering offering his resignation in protest. This would represent a major blow to Johnson: as the architect of the Brexit campaign and also Boris's strategic brain, Cummings is arguably also the force most responsible for getting Johnson in power and keeping him there.

The briefing was supposed to be given by politically-neutral government officials, chiefly among them Brexit negotiator David Frost, who was set to explain what position the UK would take in upcoming trade talks with the EU. While politicians and partisan advisers may select 'friendly' reporters or publications for specific pressers, briefings given by neutral government functionaries are supposed to be conducted on a non-partisan basis. However, when a reporter for the Independent asked Cain why he was being turned away, he was reportedly told, "We are welcome to brief whoever we want when we want."

Lee Cain: Senior Johnson adviser to leave Downing Street
One of Boris Johnson's closest aides, director of communications Lee Cain, has resigned amid reports of internal tensions in Downing Street.
In a statement, he said he was leaving next month, despite having been offered the new role of No 10 chief of staff.
Mr Cain has worked with the prime minister for several years.
