Unification Minister Kim Yeon-chul said Wednesday that he has offered to resign to take responsibility for failing to stably manage inter-Korean relations.
Kim said that he expressed his intent to resign to the presidential office Cheong Wa Dae earlier in the day.
"I feel sorry for failing to live up to the demands and expectations of our people for peace and prosperity on the Korean Peninsula," Kim told reporters during a hastily arranged briefing.
Inter-Korean relations have recently fallen to one of the lowest points in years, as North Korea has taken a series of retaliatory steps against South Korea and threatened even military action in anger over activists' sending of anti-Pyongyang leaflets.
Kim, who previously headed a state-run think tank on North Korea, was appointed as unification minister in April last year.

'South Korea Says It Has 'Enough Intelligence' To Say Kim Jong Un Is Still Alive'
"On Monday, South Korean officials dispelled speculation that North Korean leader Kim Jong Un is in poor health.
At a closed-door meeting in Seoul, Unification Minister Kim Yeon-chul said the South Korean government had "enough intelligence to confidently say that there are no unusual developments" that would offer evidence that Kim is in grave condition or dead after heart surgery, according to The Associated Press.

North Korean leader Kim Jong-un is 'alive and well'

North Korean leader Kim Jong-un is "alive and well", according to a top security adviser to South Korean President Moon Jae-in.
The adviser downplayed rumours over Mr Kim's health following his absence from a key anniversary.
"Our government position is firm," said Mr Moon's special adviser on national security, Moon Chung-in, in an interview with CNN on Sunday. "Kim Jong-un is alive and well."
The adviser said Mr Kim had been staying in Wonsan - a resort town in the country's east - since April 13, adding: "No suspicious movements have so far been detected."
South Korean officials are calling for caution amid reports that Mr Kim may be ill or is being isolated because of coronavirus concerns.
At a closed-door forum on Sunday, South Korea's Unification Minister, Kim Yeon-chul, who oversees engagement with the North, said the government had the intelligence capabilities to say with confidence that there was no indication of anything unusual.
Rumours and speculation about Mr Kim's health have grown since his conspicuous absence from the April 15 celebrations for the birthday of his grandfather Kim Il Sung, the North's founder - the most important day in the country's political calendar.
Mr Kim has not made a public appearance since presiding over a Workers' Party politburo meeting on April 11, and the following day state media reported him inspecting fighter jets at an air defence unit.
His absence unleashed a series of unconfirmed media reports over his condition, which officials in Seoul previously poured cold water on. "We have nothing to confirm and no special movement has been detected inside North Korea as of now," the South's presidential office said in a statement last week.
South Korea's unification minister reiterated today that it remained the case, adding the "confident" conclusion was drawn from "a complex process of intelligence gathering and assessment".
Daily NK, an online media outlet run mostly by North Korean defectors, has reported Mr Kim was undergoing treatment after a cardiovascular procedure earlier this month.

Trump, Kim exchanged 12 letters: S. Korea minister
Donald Trump and Kim Jong Un have exchanged a total of 12 letters since the beginning of last year, South Korea's Unification Minster said, with the North Korean leader the more assiduous suitor in their nuclear bromance, penning eight.
"Since 2018, chairman Kim has written eight letters to President Trump, and President Trump has written four letters to chairman Kim," Kim Yeon-chul, the South's Unification Minister in charge of inter-Korean affairs, told reporters.
"I guess those leaders recognise the importance of resuming the dialogue between the two countries as they are constantly exchanging letters."
Seoul is set to host the US President this weekend as it tries to rekindle nuclear talks that have stalled since the collapse of a second summit between Trump and Kim in Hanoi in February.
Minister Kim's comments Wednesday came hours after the South's President Moon Jae-in said Pyongyang and Washington were engaged in "behind-the-scenes talks" for another summit and noted the most recent exchange of letters between Trump and Kim.
On Sunday, the North's state media said Kim received a personal message "of excellent content" from the US president, just days after Trump said Kim had sent him a "beautiful letter".
The US president's trip to Seoul comes a week after Chinese leader Xi Jinping made a highly symbolic visit to Pyongyang.
