Diplomats believe NATO should prepare for US exit - Telegraph
Envoys from Europe and beyond believe a Donald Trump reelection could lead to Washington quitting the bloc, the newspaper claims
NATO could face a serious risk of the US leaving the alliance if Donald Trump is reelected in November, The Telegraph said on Saturday, citing several diplomats from the bloc's member states. Europe's NATO countries should develop some strategy to deal with the consequences of such an eventuality and reconsider the bloc's defense capabilities, they warn.
The possibility of America's withdrawal is a "concern," one European diplomat told the paper. "Nobody knows what he's going to do next," he said, referring to Trump.
The former president secured the nomination in the Republican primaries earlier this week as he swept 14 out of 15 states at stake on Super Tuesday and got 995 Republican convention delegates' votes. His only opponent, Nikki Haley, dropped out of the race for the GOP nomination soon thereafter.
He is now expected to face off against President Joe Biden in November since the incumbent American leader also came out on top in the Democratic primaries.
Earlier, several former senior US officials claimed that a Trump White House could make America withdraw from NATO. Former US Defense SecretaryMark Espermade such a prediction in December 2023. According to him, Trump could start pulling US forces out of NATO countries, potentially causing "the collapse of the alliance." Reuters also reported on such a possibility at that time.
In mid-February, Trump's former national security adviser,John Bolton, made a similar statement. "NATO would be in real jeopardy,"he said, adding that Trump "would try to get out."
A European diplomat said that the rest of the bloc should "do the planning" for a scenario in which Trump follows through on such plans or just weakens America's commitment to NATO. "Preparations need to be in place," the paper's source added. (Why haven't they planned to defend themselves from the beginning?)
Another official described NATO as "so overdependent on the US." A "discussion" on hedging against risks of a US withdrawal was "necessary," this person added. A third source quoted by the paper said European nations should check the adequacy of their own "defense planning" amid such risks.
In the UK, similar concerns were previously voiced by Lord Kim Darroch, a former British ambassador to the US and a prime minister's national security adviser."If I were an officialin any prime minister's office around Europe,I would be commissioning the experts in government to start doing some contingency thinking about how a NATO without the United Stateswould look and function - just in case,"he said in a piece he wrote for Prospect last month.
Trump himself has not made any comment lately about leaving the alliance. Instead, he said in February that he would not "protect"those NATO members that fall short of the 2% spending threshold in case of an attack, including by Russia.
Speaking at a campaign rally in South Carolina on February 10, he recalled what he described as a conversation with "the president of a big country" in Europe. When allegedly asked whether he would rush to the nation's aid in case of an attack by Moscow, Trump said that if this nation hadn't spent enough on defense, he "would encourage [Russia] to do whatever the hell they want" to it.
=Moscow itself has repeatedly denied any plans to attack a NATO member, adding that starting a global war would go against "common sense."

British and other European intelligence agencies intercepted communications between associates of Donald Trump and Russian officials and other Russian individuals during the campaign and passed on those communications to their US counterparts, US congressional and law enforcement and US and European intelligence sources tell CNN.
The communications were captured during routine surveillance of Russian officials and other Russians known to western intelligence. British and European intelligence agencies, including GCHQ, the British intelligence agency responsible for communications surveillance, were not proactively targeting members of the Trump team but rather picked up these communications during what's known as "incidental collection," these sources tell CNN.

The European intelligence agencies detected multiple communications over several months between the Trump associates and Russian individuals - and passed on that intelligence to the US. The US and Britain are part of the so-called "Five Eyes" agreement (along with Canada, Australia and New Zealand), which calls for open sharing among member nations of a broad range of intelligence.
The communications are likely to be scrutinized as part of the Senate Intelligence Committee's investigation into Russia's efforts to meddle in the 2016 presidential election.
"If foreign intelligence agencies share information with US intelligence, and it's relevant to the investigation, then of course the intelligence committee will look at it," a source close to the Senate investigation told CNN.
The Guardian reported earlier Thursday that British alerted US Intel of such contacts.
GCHQ's surveillance became politically sensitive when Trump - citing an uncorroborated Fox News report - claimed that Britain had tapped his phones in Trump Tower at former President Barack Obama's behest.

White House press secretary Sean Spicer repeated Trump's claim and cited Fox News' reporting about GCHQ's surveillance to reporters in the briefing room. "Judge Andrew Napolitano made the following statement, quote, 'Three intelligence sources have informed Fox News that President Obama went outside the chain of command (to spy on Trump). He didn't use the NSA, he didn't use the CIA ... he used GCHQ,'" Spicer told journalists.
Those comments angered British officials. After Spicer's remarks, White House officials told CNN British ambassador to the US Kim Darroch and Sir Mark Lyall Grant, national security adviser to Prime Minister Theresa May, "expressed their concerns to Spicer and Trump national security adviser H.R. McMaster" in two separate conversations.
The GCHQ also issued a statement saying: "Recent allegations made by media commentator Judge Andrew Napolitano about GCHQ being asked to conduct 'wire tapping' against the then President-elect are nonsense. They are utterly ridiculous and should be ignored."
Last month, Senate Intelligence Chairman Richard Burr, R-North Carolina, said that "based on the information available to us, we see no indications that Trump Tower was the subject of surveillance by any element of the United States government either before or after Election Day 2016."

Isabel Oakeshott has admitted she didn't tell Matt Hancock she was going to leak 100,000 of his WhatsApp messages before sharing them with the Daily Telegraph. The Brexiteer journalist and political commentator has passed on more than 2.3 million words from exchanges the former health secretary and his colleagues had about COVID policy at the height of the pandemic. Her leak broke the non-disclosure agreement she signed that promised she would only use the messages on background to ghost write Mr Hancock's book, Pandemic Diaries. She has vehemently defended her decision, which she claims is "overwhelmingly" in the public interest - as she believes the inquiry into the government response to the pandemic will take far too long to achieve genuine justice.

She attended fee-paying schools St George's in Edinburgh and Gordonstoun in Moray - where both King Charles and his father the Duke of Edinburgh went. After graduating with a history degree from the University of Bristol she moved back to Scotland to begin her journalism career in local newspapers. In the early 2000s she moved to London to be the Evening Standard's health correspondent. Three years later she took her first steps into political journalism and joined the Sunday Times, where in 2010 she was made political editor and in 2011 she was named Political Journalist of the Year at the Press Awards. A year-long stint as the Daily Mail's political editor-at-large followed before jobs at GB News presenting her show The Briefing with Isabel Oakeshott in 2021 and as TalkTV's international editor from mid-2022. She has three children and was previously married to the American Nigel Rosser. She has since been in a long-term relationship with Richard Tice, the leader of Reform UK, formerly known as the Brexit Party.
But her reported breach of contract has led to criticism from Conservative MPs and journalists - particularly in light of other controversies she has been involved in.
- Matt Hancock's book is the 10th she has worked on. Following the publication of The Lockdown Files in The Telegraph, Mr Hancock accused Ms Oakeshott of a "massive betrayal and breach of trust".
- In 2011 when she was working at The Sunday Times she agreed to write a story about Vicky Pryce - the ex-wife of former Liberal Democrat minister Chris Huhne, who Ms Pryce had separated from following an affair. Ms Pryce told Ms Oakeshott she had taken points on her driving licence for a speeding offence Mr Huhne committed. She discussed with Ms Oakeshott over email how they might report the story to discredit Mr Huhne. But the front-page article that materialised led to the Crown Prosecution Service revisiting the incident, requesting the email exchanges, and ultimately both Ms Pryce and Mr Huhne being sentenced to eight months in prison for perverting the course of justice.
- In 2015 she co-authored a biography of then-prime minister David Cameron with the Conservative peer Lord Ashcroft. He had felt let down by Mr Cameron, having donated millions to the 2015 election campaign only to be denied a top job in his coalition government. The book, Call Me Dave, failed to have major success and was largely remembered for the claim Mr Cameron engaged in a sex act with a dead pig while at Oxford University.

Early life
Oakeshott attended St. George's School, Edinburgh, and Gordonstoun School in Moray, Scotland,[2] before graduating in 1996 with a bachelor's degree in history from the University of Bristol.[3]
Journalism career
Oakeshott began her career in journalism working in Scotland for the East Lothian Courier, Edinburgh Evening News, Daily Record, Sunday Mirror and Daily Mail, before returning to London and joining the Evening Standard as the Health correspondent.[4] After three years, she moved to The Sunday Times in 2006 as deputy political editor,[5] becoming political editor in 2010, and remained until 2014.[6] She was awarded the title "Political Journalist of the Year" at the 2011 The Press Awards.[7]
In 2013, while at The Sunday Times, she persuaded Vicky Pryce to implicate her estranged husband, former Liberal Democrat MP and Cabinet minister Chris Huhne, in having committed the offence of perverting the course of justice, leading to the case R v Huhne, and to both Pryce and Huhne being convicted and imprisoned.[8]
Oakeshott has appeared as a panelist on the BBC's Daily Politics,[9] as well as on BBC TV's Question Time,[10] and has been a contributor to Sky News' Press Preview programme.[11][12]
Between February 2016 and early 2017, Oakeshott was the Daily Mail's political editor-at-large.[13][14] In 2019, she wrote a series of articles for The Mail on Sunday based on leaked diplomatic memos written by the British Ambassador to the United States Sir Kim Darroch, in which he criticised the Trump administration.[15] The leak led to his resignation.[16]
In July 2019, The Guardian amended an article by its parliamentary sketch writer John Crace which contained a sentence that had potentially implied that Oakeshott obtained the Darroch emails by sleeping with Nigel Farage or Arron Banks. At the time, she called the comment "demonstrably false and extraordinarily sexist". The newspaper later published an apology.[17][18][19] According to the website Guido Fawkes they also paid Oakeshott a five figure sum in damages.[20]
In October 2021, she joined GB News as the presenter of the Friday lunchtime political programme The Briefing with Isabel Oakeshott, hosting 22 hour-long episodes until the end of March 2022.[21]
In April 2022, it was announced that she would be joining the new TalkTV channel.
Writing career
Oakeshott has written a number of non-fiction books. Inside Out, co-written with, or ghostwritten for, Labour Party insider Peter Watt, is an inside look at New Labour.[22] Farmageddon: the true cost of cheap meat, co-written with Philip Lymbery, addresses the effects of industrial-scale meat production.[23]
Call Me Dave, co-written with Michael Ashcroft, is an unauthorised biography of former British prime minister David Cameron.[24] One of the details in the book - that Cameron, during his university days, allegedly performed a sex act involving a dead pig - caused controversy upon publication. The unsubstantiated story was dependent on hearsay,[25] and Oakeshott subsequently conceded her source could have been "deranged".[26]
In 2018 she co-authored with Ashcroft a book on the state of the British Armed Forces, White Flag?.[27]
The Bad Boys of Brexit is an inside account of the Leave.EU campaign during the run-up to the Brexit referendum, which she had ghostwritten for UKIP donor and Leave.EU funder Arron Banks.[28] Oakeshott is a supporter of Brexit.[29] She was in possession of details about Russia's cultivation and handling of Banks, that he was in regular contact with Russian officials from 2015 to 2017, but publicly downplayed Russian involvement with him.[30][31]

In reviewing the excruciating pressure imposed on U.S. President Donald Trump to drop his efforts to achieve a collaborative relationship with China's President Xi Jinping, it is useful to review the strategy outlined by former United Kingdom Ambassador to Washington, Sir Kim Darroch, to manipulate him to adopt British policy initiatives. The {Daily Mail} published on July 6, 2019 leaked diplomatic cables sent by Darroch to Britain's National Security Adviser Sir Mark Sedwill, discussing how to maintain what he described as "our single most important bilateral relationship", with Trump as President, given the importance of "defense and intelligence cooperation."

In his cables, Darroch gave credibility to the discredited report by former MI6 operative Christopher Steele, that Trump could be compromised by the "dodgy Russians…the worst cannot be ruled out"; that Trump and his administration are "inept" and "uniquely dysfunctional"; and that his presidency could "crash and burn", in a "downward spiral…that leads to disgrace and downfall."
To sustain the cooperation with - or subservience from - the U.S. that the U.K. requires, Darroch recommends that they employ "Trump whisperers" to "flood the zone" around him: "You want as many as possible of those who Trump consults to give him the same answer. So, we need to be creative in using all the channels available to us through our relationships with his Cabinet, the White House staff and our contacts among his outside friends."
The goal of the "Trump whisperers" from the time he took office has been to break Trump from his stated desire to improve cooperative relations with Russia's President Putin and China's President Xi. The Russiagate narrative, which originated with British fabrications from the GCHQ and MI6, was designed to force Trump into a hostile relationship with Russia, in order to dispel rumors he was being blackmailed by Putin. Though it has been fully discredited, and he survived the subsequent effort to remove him, by a House vote for impeachment regarding his alleged effort to withhold aid from Ukraine for political purposes, the U.S. relationship with Russia has been badly damaged, though he continues to say he wants a positive relationship with Russia. In the weeks since the Coronavirus has taken an increasingly deadly toll in the U.S., and the lock-down measures to combat the pandemic have wreaked havoc with the already-collapsing U.S. economy, the Trump Whisperers have escalated their campaign against China, pushing Trump to blame China for the public health crisis, and the related crash of the economy. Among those who have been identified as Trump Whisperers who met with Darroch are former National Security Adviser John Bolton, former Chief of Staff John Kelly, and former adviser Steve Bannon.
But the ultimate target of this campaign is not Putin and Xi - it is Donald Trump, as his presidency is viewed by leading British/City of London officials, and their U.S. allies in the Bush-Obama intelligence community and both U.S. political parties, as an existential threat to the maintenance of their bankrupt system, which is dependent on the unbroken continuity of geopolitical confrontation, and neoliberal economic policies. A review of the British role in promoting the anti-China hysteria demonstrates how the U.K. establishment is focused on moving Trump to turn against China, especially after the successful conclusion by Trump and Xi of Phase I of the trade negotiations.

Report: Former UK Ambassador to U.S Investigated for Possible Leaks to Alleged CNN Lover
The former British Ambassador to the United States was investigated for possibly leaking secret White House information to a married CNN journalist he was reportedly having an affair with.
Lord Kim Darroch, a married father of two, was said to have been engaged in an affair with former White House correspondent Michelle Kosinski, who had mysteriously begun releasing reports detailing inner communications and plans of the Trump administration.
U.S. government sources told The Sun that the Department of Justice (DoJ) launched an investigation into the former British diplomat after being "astonished" at the information released in a series of articles by Mrs Kosinski.
In July of 2019, Darroch resigned following leaks of his indiscrete diplomatic cables to the United Kingdom, which derided President Trump and his administration as "incompetent", "dysfunctional", and "clumsy".
Days prior to Darroch's resignation, President Trump had said: "The ambassador has not served the UK well," adding: "I can say things about him but I won't bother."
A former top U.S. official told the British press that Mr Trump was referencing the DoJ investigation into the ambassador and his affair with the CNN reporter, saying: "The President never holds back, but out of respect to the UK he did on this occasion."
A security source added: "The leaks of the cables last year were obviously deeply embarrassing and left Darroch no option but to resign once President Trump made his feelings clear."
"But for the U.S. to investigate the most senior diplomat of its greatest ally on suspicion of leaking secret information is almost unprecedented," the source said.
"Although the investigation found nothing over Darroch, the fact it happened is extraordinary."

According to text messages seen by The Sun, Lord Darroch began his affair with Mrs Kosinski, who is also married, in 2018, meeting her in secret.
According to the report, Kosinski's reports for CNN increasingly featured White House scoops, raising suspicions amongst senior officials, who previously described her as being "not well connected".
Security officials suspected the now-former British ambassador of leaking info to Kosinski, detailing plans for then-CIA director Mike Pompeo to become the Secretary of State. Kosinski also allegedly learned of sensitive plans for Mr Pompeo to travel to North Korea to pressure the communist dictatorship to release three American captives.
"It was believed that no one on the U.S. side would leak this information," a source said.

The National Museum of Women in the Arts was the place to be Friday night, with Chief Justice John G. Roberts Jr., lobbyist Tony Podesta, Fox News Channel anchor Bret Baier, CNN's Dana Bash and CBS's Norah O'Donnell living it up on the dance floor at the museum's 30th Anniversary Gala. The event, co-chaired by Amy Baier, Kristin Cecchi, Jamie Dorros and Cindy Jones, was packed with Washington's power brokers, politicians, socialites and patrons of the arts.
The evening began with cocktails and an auction in the upper exhibit floors of the museum and was followed by dinner and dancing until midnight. Guests included: D.C. Mayor Muriel Bowser, British Ambassador Kim Darroch, United Arab Emirates Ambassador Yousef Al Otaiba, and D.C. council member Jack Evans. Proceeds from the evening will support the museum's programs.

The dossier was paid for ultimately by Hillary Clinton's campaign. Many of the key claims were never verified.

A former private secretary to the Queen who has been knighted four times and elevated to the peerage may be on track to add a still-loftier title to his name by becoming His Excellency, the British Ambassador to the United State.
Christopher Geidt, 57, is on a shortlist of three to replace Sir Kim Darroch in Washington, according to senior Whitehall sources quotes in the Sunday Times.
Lord Geidt served a Her Majesty's right hand man for seven years but was ejected from the post two years ago amid claims of a royal power struggle between Buckingham Palace and Clarence House over the succession.
He was made a Baron in 2017, and holds the ranks of Knight Commander and Knight Grand Cross of the Royal Victorian Order, and Knight Commander and Knight Grand Cross of the Order of the Bath in addition to having an OBE.
The list has been compiled by the Foreign Office and submitted to Number 10, where the final name will be chosen and submitted the Queen's approval in the next few weeks.
'The job is Sir Christopher Geidt's if he wants it,' said one well-placed source, although another said he seemed reluctant to take it the role, saying: 'I would put money on him being offered the job - but whether he will take it is another matter.'

Sir Kim Darroch, who was the British Ambassador to the United States until July 2019, resigned his position after a series of confidential diplomatic telegrams he sent criticising President Trump were leaked to the British press. Interestingly, a top official with the US Justice Department warned the FBI that Steele's research was inaccurate and was likely biased due to its origins as an opposition research document. As we noted in May, ten days before the FBI used the now-discredited dossier to apply for a Foreign Intelligence Surveillance Act (FISA) warrant to spy on Trump campaign aide Carter Page, Steele met with Deputy Assistant Secretary of State Kathleen Kavalec, who took handwritten notes of the encounter.
Steele told Kavalec that Russia had a "technical/human operation run out of Moscow targeting the election," which recruited US emigres to "do hacking and recruiting. Steele added that "Payments to those recruited are made out of the Russian consulate in Miami."

Except that's a lie - as Kavalec debunked the assertion in a bracketed comment: "It is important to note that there is no Russian consulate in Miami."
Steele had also been flagged flagged for admitting that his research was political and facing an Election Day deadline, as his client was "keen to see this information come to light prior to November 8."
Notes and testimony from senior Justice Department official Bruce Ohr make clear Steele admitted early on that he was "desperate" to get Trump defeated in the election, was working in some capacity for the GOP candidate's opponent, and considered his intelligence raw and untested. Ohr testified that he alerted FBI and other senior Justice officials to these concerns in August 2016. -The Hill
Steele left his MI6 career to found his own company, Orbis Business Intelligence, with another former spy according to the Daily Mail.

Trump completely lacked an exit strategy when he pulled out of the Iran nuclear deal and made the decision out of pure animosity towards his predecessor, the ex-UK ambassador to the US said, according to a new embarrassing leak.
Desperate to save the Joint Comprehensive Plan of Action (JCPOA), then-UK Foreign Secretary Boris Johnson flew to the US in May 2018 to persuade President Donald Trump to abide by the accord. Despite intense negotiations at the White House with Trump's closest aides that lasted for 26 hours, Johnson returned empty-handed, simply because Trump wanted to spite Barack Obama for negotiating the agreement, the UK's former ambassador to the US, Sir Kim Darroch, told 10 Downing Street, according to a leaked diplomatic cable published by the Mail on Sunday.
The Administration is set upon an act of diplomatic vandalism, seemingly for ideological and personality reasons - it was Obama's deal.
The cable sent out on May 8 last year also claimed that the White House had lacked any strategy on how to handle the withdrawal and suggested that there were strong disagreements among Trump's closest advisers.
They can't articulate any 'day-after' strategy; and contacts with State Department this morning suggest no sort of plan for reaching out to partners and allies, whether in Europe or the region.
In another cable sent out the same day, Sir Darroch blamed Trump for following the line of National Security Advisor John Bolton, who promulgated withdrawal from the deal and the re-imposition of sanctions.
The British tabloid went on to release the second batch of Sir Darroch's wires despite the warning by the Metropolitan Police not to publish the government leaks. The initial publication of cables last week caused a diplomatic scandal between Washington and the UK. It resulted in Sir Darroch's resignation on Wednesday, after Trump unleashed a salvo of attacks against the diplomat, who described his administration as "dysfunctional" and "inept." The Metropolitan Police's Counter Terrorism Command is now investigating the source of the leak.

Trump bombshell: Police think they know who was responsible for ambassador leak
POLICE may have identified the source of the leaked diplomatic memos from Sir Kim Darroch.
Sir Kim resigned from his position as Britain's ambassador in Washington after the documents were released. Counter-terrorism police began an investigation on Friday after the confidential communication was published by the Mail on Sunday. The Sunday Times reported citing a government source that a suspect has already been identified.
The chances the leak came after a foreign government hack have been ruled out.
GCHQ officials are believed to be assisting in the investigation.
The Mail have published further correspondents from Sir Kim in which he alleges President Donald Trump pulled out of the Iran nuclear deal for "personality reasons".
He reportedly said Mr Trump was "set upon an act of diplomatic vandalism".

This latest publication came despite a warning that journalists may be in breach of the Official Secrets Act.
Assistant Commissioner Neil Basu said the Metropolitan Police had been given legal advice that there is "no public interest defence".
The comments from police were criticised by editors and politicians.
Former Foreign Secretary Boris Johnson said: "It cannot be conceivably right that newspapers or any other media organisation publishing such material should face prosecution."

Current Foreign Secretary Jeremy Hunt said the leaks had: "Damaged UK/US relations and cost a loyal ambassador his job, so the person responsible must be held fully to account.
"But I defend to the hilt the right of the press to publish those leaks if they receive them and judge them to be in the public interest: that is their job."
Meanwhile, leader of the opposition, Jeremy Corbyn said the leaks were: "Clearly a breach of confidence (and) information that should have been maintained as private. That has not happened and so the police have been involved and I think that is a normal process.
"Freedom of the press is vital, of course. There are rules around that and there are considerable protections for journalists who do reveal things and that, of course, is the right thing to do."
Sir Kim had been ambassador in Washington for three years.

The suspect behind the leak of confidential memos from Britain's Washington ambassador has been identified, the Sunday Times newspaper has reported.
British officials have launched an inquiry to find the person responsible for the leak of emails published by the Mail on Sunday. Counter-terrorism police have launched a criminal investigation.
According to the Sunday Times, which cited unnamed government sources, a suspect had been identified and suggestions that it could be the result of a computer hack by a foreign state had been ruled out.
"They think they know who did the leaking," an unnamed government source told the paper. "It's now a case of building a case that will stand up in court. It was someone with access to historical files. They went in and grabbed a range of material. It was quite crude."
Both the Sunday Times and the Mail on Sunday reported that intelligence officials from the GCHQ eavesdropping spy agency were about to join the investigation to find the suspect by examining email and phone records.
The Mail on Sunday published newspaper published memos from Kim Darroch in which he described Donald Trump's administration as "inept" and "dysfunctional", prompting an angry response from the US president and causing the envoy to announce his resignation. It has now published further memos from Darroch, defying a police warning that doing so could be a criminal act.
The paper said Darroch had written to the British government in May 2018 that Trump had decided to unilaterally withdraw from Iran's nuclear deal with major powers for "personality reasons" because it had been agreed by his predecessor Barack Obama. Darroch said in the cable that the Trump administration was "set upon an act of diplomatic vandalism" the paper said.

Former British ambassador to the U.S. Kim Darroch said in a memo that President Trump abandoned the Iran nuclear deal to spite former President Barack Obama in an act of "diplomatic vandalism," The Daily Mail reported, citing leaked cables and briefing notes.
The report on Darroch's alleged assertion follows his resignation over leaked cables in which he called the Trump administration "clumsy and inept" and wrote that Trump was "radiating insecurity."
Darroch reportedly made the claim about the Iran deal in May 2018 after then-foreign minister Boris Johnson unsuccessfully visited the White House to try to persuade Trump not to abandon the deal, according to The Daily Mail.
Johnson is now a top candidate to become the U.K. prime minister.
The British newspaper reported that the claim was revealed in the documents that resulted in Darroch's resignation.
"The Administration is set upon an act of diplomatic vandalism, seemingly for ideological and personality reasons - it was Obama's deal," Darroch wrote, according to The Daily Mail.
"Moreover, they can't articulate any 'day-after' strategy; and contacts with State Department this morning suggest no sort of plan for reaching out to partners and allies, whether in Europe or the region."
The Hill has not reviewed the cables. Other news outlets such as CNN and the British Broadcasting Corporation picked up The Daily Mail's reporting.
The Hill reached out to the White House for comment.
Darroch stepped down Wednesday, writing in his resignation letter "The current situation is making it impossible for me to carry out my role as I would like."
Prior to Darroch's resignation, Trump blasted the ambassador as "very stupid guy" and a "pompous fool."
Trump pulled the U.S. out of the Iran deal in 2018.

UK Terror Cops Warn Media That Publishing Leaks May Be 'Criminal Matter'
LONDON (AP) - A British investigation into the leaking of confidential diplomatic memos is raising press freedom issues with a police warning that UK media might face a criminal inquiry if leaked documents are published.
The Metropolitan Police Counter Terrorism Command is investigating the leak of private memos written by Britain's ambassador to the United States as a possible breach of the Official Secrets Act.
Announcing the police inquiry, counter-terrorism police unit leader Neil Basu warned against any further publication of leaked documents.
"The publication of leaked communications, knowing the damage they have caused or are likely to cause, may also be a criminal matter," he said.
"I would advise all owners, editors and publishers of social and mainstream media not to publish leaked government documents that may already be in their possession, or which may be offered to them, and to turn them over to the police or give them back to their rightful owner, Her Majesty's Government."
His warning may be aimed specifically at preventing publication of any more memos that have already been leaked from Britain's sprawling diplomatic and security services.
Basu also urged the leakers of the already published documents to "turn yourself in at the earliest opportunity, explain yourself and face the consequences."
The leak led to the resignation of British Ambassador Kim Darroch after President Donald Trump said his administration would no longer work with Darroch, who had criticized Trump in the leaked cables.
Darroch's defenders said his critical memos showed he was doing his job by providing candid assessments, as diplomats are expected to do, but he said the controversy had made it impossible to fulfil his duties.
British officials say they believe the leak was not a result of computer hacking and seems to have been carried out by an insider.
The Official Secrets Act prohibits public servants from making "damaging" disclosures of classified material. It is aimed at civil servants and others in the government with access to sensitive information and is not designed to target journalists.
Foreign Secretary Jeremy Hunt, who is jousting with Boris Johnson to become the next prime minister, tweeted Saturday that the person responsible for the leak must be found and held responsible, but he differed with police over whether the publication of leaks is a possible crime.
"I defend to the hilt the right of the press to publish those leaks if they receive them & judge them to be in the public interest: that is their job," he said.
Johnson, a former foreign secretary, also said it would be wrong to seek criminal charges against the press for publishing leaked material.
"A prosecution on this basis would amount to an infringement on press freedom and have a chilling effect on public debate," he said at a campaign event.

The British ambassador to the U.S. resigned on Wednesday, days after leaked cables that criticized President Trump escalated tensions between the two close allies.
Kim Darroch's resignation came one day after Trump bashed him as a "very stupid guy" and "pompous fool" and his tenure became a flashpoint in the race to replace outgoing British Prime Minister Theresa May.
"Since the leak of official documents from this Embassy there has been a great deal of speculation surrounding my position and the duration of my remaining term as ambassador. I want to put an end to that speculation. The current situation is making it impossible for me to carry out my role as I would like," Darroch wrote in his resignation letter, released by the U.K. Foreign Office.
Foreign Office chief Simon McDonald said he accepted Darroch's resignation with "deep personal regret."

Britain's ambassador to the United States, Kim Darroch, has resigned after a series of leaked cables revealed the envoy described President Trump's administration as "uniquely dysfunctional" and "inept."
"The current situation is making it impossible for me to carry out my role as I would like," Darroch said in a statement released by the UK Foreign Office on Wednesday.
"Although my posting is not due to end until the end of this year, I believe in the current circumstances the responsible course is to allow the appointment of a new ambassador."
The announcement of Darroch's departure comes just days after the President announced on Twitter that the White House would "no longer deal with" the British Ambassador.
"I am grateful to all those in the UK and the US, who have offered their support during this difficult few days," Darroch added. "This has brought home to me the depth of friendship and close ties between our two countries. I am deeply touched."
Prime Minister Theresa May initially offered her support to Darroch amid the leaked cable scandal and on Wednesday said it was a "matter of regret" that he resigned.
"Good government depends on public servants being able to give full and frank advice," May told the House of Commons, per CNN.
"I want all our public servants to have the confidence to do that. And I hope the house will reflect on the importance of defending our values and principles - particularly when they are under pressure."

Not that this is exactly fair to Darroch. Like all British ambassadors, he expected his words to be read only by top officials in London. And London expects its ambassadors to deliver candid cables that can inform more effective policy. But the damage is done.

Mr Farage added that the next ambassador to the U.S. should not come from the Foreign Office or Civil Service, saying the next prime minister should choose someone from industry, for example, because it "would send the right message" about post-Brexit Britain's trade ambitions.
Adding that the Civil Service needs "reform", the Brexit Party leader said the leak happened because the bureaucratic office is not politically neutral and is inherently pro-Brussels.

In cables to the UK Foreign Office, the British ambassador to Washington provided a particularly "candid," "unvarnished" and "honest" assessment of the Trump administration. The UK Foreign Office says that's the way it likes it to be.
UK Ambassador to the US Sir Kim Darroch, in cables to the Foreign Office, reportedly acknowledged that US President Donald Trump is "inept," "insecure" and "incompetent," CNN reported Saturday. The leaked cables were originally published by The Daily Mail.
In the cables, dating from 2017 to today, the ambassador warned his bosses that Trump's "career could end in disgrace" and described conflicts within the administration as "knife fights," the report says.
"We don't really believe this administration is going to become substantially more normal; less dysfunctional; less unpredictable; less faction riven; less diplomatically clumsy and inept," the ambassador said in one memo.
The diplomat disclosed that while talking to the US president "you need to make your points simple, even blunt."
In a more recent memo, Darroch referred to US policy on Iran as "incoherent" and "chaotic," arguing that Trump's decision not to retaliate for a downed spy drone was motivated by his focus on the 2020 re-election. During his 2016 campaign, Trump vowed to get out of foreign wars and bring every American soldier fighting in foreign wars home.
"[It is] unlikely that US policy on Iran is going to become more coherent any time soon" as "this is a divided administration," the memo reads.
Speaking to CNN, an undisclosed UK Foreign Office source confirmed the leaked cables were authentic.
"The British public would expect our Ambassadors to provide Ministers with an honest, unvarnished assessment of the politics in their country. Their views are not necessarily the views of Ministers or indeed the government. But we pay them to be candid. Just as the US Ambassador here will send back his reading of Westminster politics and personalities," the official said.
Darroch claimed that Trump has a habit of consulting with friends outside of the White House on policy issues. Many of those 'friends', the ambassador writes, were "cultivated" by London and therefore could be used to manipulate the president.
"You want as many as possible of those who Trump consults to give him the same answer," the ambassador wrote home. "So we need to be creative in using all the channels available to us through our relationships with his Cabinet, the White House staff, and our contacts among his outside friends."
It would not be far-fetched to assume that the publication of his statements could spell the end the ambassador's tenure in Washington.
According to CNN, there is a possible explanation to the diplomatic scandal, as the leak has been made public as the UK Conservative Party elects a new prime minister to replace outgoing Theresa May.
The most likely candidate is former Foreign Secretary Boris Johnson, a hardline Brexiteer. If Johnson takes the UK away from the EU, he will need to negotiate a new trade agreement with the US, and will arguably require a like-minded ambassador, according to the CNN report.
UK Brexit party leader Nigel Farage has already called on the Darroch to step down.
"The sooner he is gone the better," Farage, a long time proponent of Trump's, said, according to The Daily Mail.

Police hunting for the 'mole' who leaked Sir Kim Darroch's confidential memos criticising Donald Trump are scanning the phones of journalists to trace the 'Kim Philby-like' culprit, it emerged today.
Scotland Yard is said to be using 'the full force of the state' to track the person who leaked the diplomatic cables sent from the British embassy in Washington to the Foreign Office in London.
They are using satellite technology to track journalists' movements at the time of the leak this month, it is claimed.
Detectives also hope that this data can be triangulated with any data gathered about suspects, so they can be placed together.
GCHQ, who are based in Cheltenham, are said to have been involved in the probe and quickly worked out that it was not a foreign state behind the leaks
