Muscat's arraignment came weeks after a four-year inquiry, instigated by rule-of-law activist group Repubblika, said it had uncovered foul play in how his government had handled a four billion euro ($4.35 billion) contract for the management of three hospitals.
Caruana Galizia had investigated the hospitals deal and was killed in a car bomb explosion in 2017. Her death and subsequent investigations shocked Europe, raising questions about the rule of law in Malta, the smallest EU member state.
Muscat resigned as prime minister in January 2019 after media revealed that he and Schembri had ties with Yorgen Fenech, a businessman who is awaiting trial for complicity in the murder of Galizia.

Ex-Maltese PM Aide Among 11 Charged with Corruption
Prosecutors in Malta charged on Saturday former top government official Keith Schembri, his father and nine business associates with money laundering and fraud. Schembri was accused years ago by murdered journalist Daphne Caruana Galizia of corruption.
Schembri, who served as former Prime Minister Joseph Muscat's chief of staff, and the others were charged with money laundering, criminal conspiracy and accountancy crimes to fraud, false testimony and the falsification of documents.
They pleaded not guilty but were denied bail after prosecution said they had access to means to abscond and to an obscure financial system. The suspects have also shown a propensity to obstruct justice when they allegedly falsified documents and made untrue declarations to state authorities, local media cited the prosecution as saying.
In March 2016, Schembri and his associates were accused by Maltese investigative journalist, Daphne Caruana Galizia, of corruption, money-laundering and bribery in her popular blog Running Commentary. In the same blog post, she accused the then Prime Minister Muscat of lying about Schembri's holdings in the British Virgin Islands.
"The Prime Minister is lying," she wrote at the time. "Keith Schembri's holdings in the British Virgin Islands are not for his legitimate Kasco business. He is the beneficiary of those holdings in his personal name."
"This is the scandal of the century - a tangled web of corruption, sleaze and white-collar crime," she added.
More than a year later, in October 2017, Caruana Galizia was killed when a bomb planted under her car exploded. Two years later, Maltese businessman Yorgen Fenech, Schembri's close friend, was charged with complicity in her murder, and a month later, Schembri resigned as chief of staff.
The Daphne Caruana Galizia Foundation called the Saturday charges "overdue," adding that "the failure to prosecute Schembri five years ago allowed him to commit crimes related to Daphne's assassination and her investigative work."
Caruana Galizia's final blog post, posted only half an hour before her assassination and titled "That crook Schembri was in court today, pleading that he is not a crook," outlined how Schembri set up a secret company in Panama together with a minister. It accused him of "using his government influence to benefit his private business in Malta."
"There are crooks everywhere you look now. The situation is desperate," her final comments read.

The Maltese man who was hired as a lookout to keep tabs on Panama Papers journalist Daphne Caruana Galizia before she was killed in October 2017, told a court he and her killers argued over whether to assassinate her with a rifle at close range-they ultimately decided was "too noisy"-before settling on a bomb, because it was "cleaner."
Vincent Muscat 'il-Ko??u,' who is serving a 15-year-sentence after pleading guilty for his role in Galizia's murder, apologized to her family ahead of his five-hour testimony on Thursday, according to Malta Today and other media reports. "I admitted all the charges against me and I have been sentenced," he told the court.
He then painted a picture of the plot to kill her with precision, including how he and fellow defendant Alfred Degiorgio spent their time while watching the journalist at close range in cafes and through the windows of her Maltese home using an auto-focusing telescope. "We'd be sitting there on two bricks. It was uncomfortable and you'd get sore," he said. "I'd go and get food sometimes. I was buying three packs of Rothmans Red a day. We disposed of the butts in a water bottle, so as not to leave any trace. We watched Daphne on her sofa with a laptop until 2 a.m."
Seven people have been charged with murder and complicity including Maltese tycoon Yorgen Fenech, who Muscat says masterminded the plot. Fenech, who was arrested trying to sail to Italy, denies the accusation.
Muscat described how he took the job to kill her."Alfred Degiorgio came to me and told me there was a good job for me," he told the court."The plan was to follow her steps and shoot her when the time was right."
He then described how he and the others were paid a ?30,000 advance, in ?50 notes. "We took ?10,000 each and started work. Alfred and I followed her to Bidnija," he said, referring to her home village. He then said the original plan was to kill her inside her home.
At one point, they planned to carry out her execution with a sniper rifle with a telescopic sight on it. Alfred Degiorgio was ready to pull the trigger but his brother George Degiorgio called off the hit, telling the men it was "too noisy" and they would likely be caught. "A bomb will be easier to install, much cleaner," they decided.
"The plan was to have Alfred shoot from under the tree," he said, according to Maltese media reports. "I would take him away from the scene in a stolen car. As soon as he shot, I would have to raise the gate so we could escape."
Muscat also named several people close to former prime minister Joseph Muscat's inner circle, who he said had ordered the hit, including Malta's former Minister for the Economy Chris Cardona and Muscat's former chief of staff Keith Schembri. Muscat the admitted killer is not related to Muscat the former prime minister.
During the testimony, Galizia's sons live-tweeted some of the horrific details. "Alfred Degiorgio got a small water bottle, filled it with petrol and tied it to the bomb to make its impact even more devastating," Matthew Caruana Galizia tweeted. "It was made of stainless steel, sophisticated, clearly foreign made… It had a slot for a SIM card."

17 Black was one of two Dubai companies which were supposed to transfer monthly fees of ?150,000 to the Panama companies of Tourism Minister Konrad Mizzi and OPM chief of staff Keith Schembri.
Fenech opened a bank account in Dubai for 17 Black in June 2015, two months after Enemalta signed multiple contracts binding it to buy ?131.6 million worth of LNG from Electrogas yearly for ten years. At the time, Mizzi was Energy Minister, politically responsible for Enemalta.
Fenech's ownership of 17 Black is the fourth link between Mizzi's and Schembri's Panama companies and the LNG power station. Leaked documents from the Financial Intelligence Analysis Unit (FIAU) had already shown how 17 Black had received ?161,000 from Mario Pullicino, the local agent for the tanker supplying gas to the LNG power station, and two separate payments amounting to ?1.1 million from an Azeri national. The Azerbaijan link is crucial as one of the three shareholders of Electrogas is Socar, the Azeri state-owned energy company.

Recent protests have rocked the small island Mediterranean nation and kept the case in international headlines as authorities have made progress in unraveling the murder, in a shocking Hollywood-scenario crime that increasingly points straight to the prime minister's inner circle and business connections.
She made many powerful enemies and was subject of death threats over the years, also after she directly accused Prime Minister Muscat himself of corruption, when she revealed a string of secret Panama-based companies tied to Maltese politicians that served as fronts for various illegal schemes on her blog, Running Commentary, which had been frequently featured and amplified by WikiLeaks.
The circumstances of her death immediately invoked popular anger at top Maltese officials accused of being complicit given that personal police protection had been suspiciously pulled just before her death. As CNN describes:
Caruana Galizia died on October 16, 2017, when her rented Peugeot 108 was detonated by a remote control device on a country lane near her home in Bidnija, Malta. Her son Matthew Caruana Galizia, told CNN that she was driving a rental car at the time, out of fear that someone might target her car in an attempt to kill her.
Saturday's announcement that Muscat will step down follows his chief of staff, Keith Schembri, along with two top ministers resigning their posts amid accusations they were involved in the killing.

He was ratted out by one of his own guys. Money doesn't buy loyalty.

Two people familiar with the subject in Malta said a report by Malta's anti-money laundering watchdog had identified Yorgen Fenech, the chief executive of a Maltese property developer, as the owner of 17 Black. A third person familiar with the subject in the United Arab Emirates (UAE) said account records at a bank in Dubai identified Fenech as the owner of 17 Black. Reuters last month reviewed UAE banking correspondence that described Fenech as the owner and signatory of a 17 Black account at Noor Bank in Dubai.
Fenech is a director and co-owner of a business group that won a large energy concession from the Maltese state. In 2013, that group was granted the right by the Maltese government to build a 450 million euro ($517 million) gas power station on the island
The ownership of the company is significant because of another document, an email written in December 2015 by accountants for two senior figures in Malta's government. That email was discovered by Maltese financial regulators among documents obtained from the accountants' firm, according to a person briefed on the investigation. Its existence has been reported before and its authenticity has not been challenged.
The two senior political figures concerned are Konrad Mizzi, who was Malta's energy minister from 2013 to 2016, and Keith Schembri, the prime minister's chief of staff. Mizzi conceived and promoted the idea of offering the power station concession.
According to the December 2015 email, Panama companies owned by Mizzi and Schembri stood to receive payments from 17 Black for services that were unspecified. The email said the Panama companies expected 17 Black to be a "main target client," with payments of up to $2 million expected within a year. The email made no reference to the gas power station energy scheme and there is no evidence the payments went ahead.
It remains unclear why the Panama companies owned by two senior political figures expected to receive money from 17 Black.
