4-Star Generals Want China, Russia Intel Declassified

Top U.S. military commanders are pressing Biden administration intelligence leaders to expose the depth of China and Russia's "pernicious conduct," calling for a declassification of intelligence.
A group of 4-star generals made the request to expose our top adversaries publicly, particularly as our allies are allegedly being fed disinformation by our top rivals and the U.S. is falling behind in a veritable public relations world war, Politico reported.
"Our inability to speak publicly about the real threats coming from China and Russia means many Americans don't truly know everything we're up against," Senate Armed Services Committee Ranking Member Jim Inhofe, R-Okla., told Politico in a statement. "It makes it easier to argue to cut the defense budget when we can't have an honest discussion about these threats.
"I know this frustrates many of my colleagues on both sides of the aisle - and we need to get better at fighting in this space. Our adversaries like to operate in the shadows, and the best way to combat them is to call out their lies."
The memo from 9 regional commanders - a document now dubbed the "36-star memo" - calls for "waging the truth in the public domain against America's 21st century challengers," according to the report.
"We request this help to better enable the U.S., and by extension its allies and partners, to win without fighting, to fight now in so-called gray zones, and to supply ammunition in the ongoing war of narratives," the commanders wrote to then-acting Director of National Intelligence Joseph Maguire in January 2020 at the start of the COVID-19 pandemic. "Unfortunately, we continue to miss opportunities to clarify truth, counter distortions, puncture false narratives, and influence events in time to make a difference."
The only 4-star generals to not sign the memo were the leaders of U.S. Central Command and Cyber Command, Politico reported.
Adm. Phil Davidson organized the letter from 9 of the 11 U.S. commanders, only 1 of which is no longer active.
"The Russians and the Chinese, in particular, have weaponized information," former undersecretary of defense for intelligence and security Kari Bingen, who received the memo, told Politico. "This is a significant concern that is being raised by military commanders and intelligence professionals."
She added: "The combatant commands are out at the edge. Their forces are interacting with our allies and partners, and seeing what our adversaries are doing, on a daily basis. They need timely and relevant information to expose bad activity and to counter what they're seeing."
The behaviors the commanders want exposed include military buildups by Russia in Ukraine and incursions into Western airspace, and China's increasingly brazen acts in the South China Sea, including islands claimed by the Philippines, according to the report.
Also, the commanders warned that Russia and China are spreading disinformation about the global coronavirus pandemic, pushing anti-American conspiracy theories like the U.S. being responsible for the virus' release as a bioweapon or U.S. troops being responsible for its spread.
"I think there's meaningful movement," Rep. Ruben Gallego, D-Ariz., chairman of the House Armed Services Committee's Subcommittee on Intelligence and Special Operations, told Politico. "I can't say that it's been a change yet, because this is still evolving."

'Ambassador Tina Kaidanow, senior adviser for international cooperation, has left the Pentagon, the Department of Defense confirmed to Defense News Wednesday.
Why it matters: She's the fifth top official in seven days to exit or announce their departure from the Pentagon, according to Defense News and The Hill.
The big picture: Per the two news outlets, Kaidanow left her role on Dec. 16. It was announced on Dec. 12 that Randall Schriver, the top Asia policy official, would leave his position soon. A day later, Jimmy Stewart, the acting undersecretary of defense for personnel and readiness, said he was retiring.
Steven Walker, head of the Defense Advanced Research Projects Agency, will leave in January "for an industry job," Defense News reported Tuesday.
Earlier Wednesday, the Defense Department confirmed to the military news outlet that Kari Bingen, principal deputy undersecretary of defense for intelligence, would step down next month.
What they're saying: A Department of Defense spokesperson told The Hill the service of long-time official Kaidanow was appreciated and he wishes her well.
DOD spokesperson Lt. Col. Michael Andrews told Defense News the department was "committed to the development and implementation of international cooperative programs and defense exportability efforts to foster cooperation with U.S. allies on research, development, production and support of weapons systems and related equipment."

The apparent Defense Department exodus has opened the Trump administration up to a new avenue of criticism. the Senate Armed Services Committee's ranking member, Sen. Jack Reed, D-R.I., said in an interview Wednesday that it reflects a broader "dysfunction" and "hollowing out" of the nation's national security apparatus.
Poor morale and the departures of staffers at the State Department has been widely reported, amid budget cuts and Trump's firing of Marie Yovanovitch, the former U.S. ambassador to Ukraine. But at the Pentagon - now overseen by the Trump administration's third national security adviser - is suffering its own malaise, he said.
"It's more obvious at the State Department, the criticism that career officials have been taking for doing their jobs, firing of ambassadors," Reed said. "In [the] Defense [Department], there's a carry over - the notion of not only not being appreciated, but ignored [by the White House]."

Despite Esper's efforts, the departures keep piling up. Six senior officials have tendered their resignations in the past month, including four who require Senate confirmation to replace: Navy Secretary Richard Spencer, Assistant Secretary of Defense for Indo-Pacific Affairs Randy Schriver, Assistant Secretary of Defense for Manpower and Reserve Affairs James Stewart, and Principal Deputy Undersecretary of Defense for Intelligence Kari Bingen. Steven Walker, the director of the Defense Advanced Research Projects Agency, and Tina Kaidanow, the senior advisor for international cooperation in the Office of the Under Secretary of Defense for Acquisition and Sustainment, are also stepping down.
Of 59 Senate-confirmed positions, 15 are currently vacant, according to a department spokesperson-and that number will rise to 18 when Schriver, Stewart and Bingen depart. Adding to the strain on the senior leadership, multiple officials, including Stewart, are serving in two senior roles at once.

"Again, that's a normal rotation, folks have been at it hard for two years now, two-plus years. You have this happen even last year."
He added that it's important to "get people in place as quickly as possible. If not confirmed, at least acting," and keep moving the Pentagon forward.

Top U.S. military commanders are pressing Biden administration intelligence leaders to expose the depth of China and Russia's "pernicious conduct," calling for a declassification of intelligence.
A group of 4-star generals made the request to expose our top adversaries publicly, particularly as our allies are allegedly being fed disinformation by our top rivals and the U.S. is falling behind in a veritable public relations world war, Politico reported.
"Our inability to speak publicly about the real threats coming from China and Russia means many Americans don't truly know everything we're up against," Senate Armed Services Committee Ranking Member Jim Inhofe, R-Okla., told Politico in a statement. "It makes it easier to argue to cut the defense budget when we can't have an honest discussion about these threats.
"I know this frustrates many of my colleagues on both sides of the aisle - and we need to get better at fighting in this space. Our adversaries like to operate in the shadows, and the best way to combat them is to call out their lies."
The memo from 9 regional commanders - a document now dubbed the "36-star memo" - calls for "waging the truth in the public domain against America's 21st century challengers," according to the report.
"We request this help to better enable the U.S., and by extension its allies and partners, to win without fighting, to fight now in so-called gray zones, and to supply ammunition in the ongoing war of narratives," the commanders wrote to then-acting Director of National Intelligence Joseph Maguire in January 2020 at the start of the COVID-19 pandemic. "Unfortunately, we continue to miss opportunities to clarify truth, counter distortions, puncture false narratives, and influence events in time to make a difference."
The only 4-star generals to not sign the memo were the leaders of U.S. Central Command and Cyber Command, Politico reported.
Adm. Phil Davidson organized the letter from 9 of the 11 U.S. commanders, only 1 of which is no longer active.
"The Russians and the Chinese, in particular, have weaponized information," former undersecretary of defense for intelligence and security Kari Bingen, who received the memo, told Politico. "This is a significant concern that is being raised by military commanders and intelligence professionals."
She added: "The combatant commands are out at the edge. Their forces are interacting with our allies and partners, and seeing what our adversaries are doing, on a daily basis. They need timely and relevant information to expose bad activity and to counter what they're seeing."
The behaviors the commanders want exposed include military buildups by Russia in Ukraine and incursions into Western airspace, and China's increasingly brazen acts in the South China Sea, including islands claimed by the Philippines, according to the report.
Also, the commanders warned that Russia and China are spreading disinformation about the global coronavirus pandemic, pushing anti-American conspiracy theories like the U.S. being responsible for the virus' release as a bioweapon or U.S. troops being responsible for its spread.
"I think there's meaningful movement," Rep. Ruben Gallego, D-Ariz., chairman of the House Armed Services Committee's Subcommittee on Intelligence and Special Operations, told Politico. "I can't say that it's been a change yet, because this is still evolving."

What I'm hearing from people is that there are some military brass & civilian 'undersecretaries' are organizing together & talking about how they are either going to talk the preseident out of or simply not obey his orders, if the President, God forbid, and again, as I said, it would be a very bad idea now, but if we were to lose an American city using the US Military. Think about what I just told you. ... These are not 2nd rate, garbage sources, these are legitimate, real people, who are genuinely concerned that some, SOME, upper-level people in our military are openly talking about defying the President of the United States. That's got a name. It's called a mutiny. ... You don't like the President's Constitutional authority to use our military to surpress an emergency situation? Then there's a solution for that - it's called an election. It'll be here in November. ...
