NRO expanding satellite network designed to support military operations

The National Reconnaissance Office and the Pentagon are making strides in their collaborative effort to use surveillance satellites to track targets on the battlefield, NRO Director Christopher Scolese said Oct. 3.
Speaking at an event hosted by the Center for Strategic and International Studies (CSIS), Scolese revealed that by December, approximately 100 satellites could be in orbit as part of this initiative.
"We're going from the demo phase to the operational phase, where we're really going to be able to start testing all of this stuff out in a more operational way," he stated.
The classified sensor satellites are designed to support military operations by providing real-time data on enemy movements.
This marks a shift from using satellites for traditional intelligence gathering and instead using them for "battlespace awareness," noted Kari Bingen, director of the Aerospace Security Project at CSIS.
"It's not business as usual," Bingen said during a Q&A session with Scolese.
'Data centric' problem
These new satellites will serve directly in military operations, and there will likely be challenges coordinating across intelligence and defense agencies, Bingen said.
Scolese acknowledged data integration issues but expressed optimism about the progress being made.
"We have to deliver the data at the speed and with the characteristics that the user needs," he said. "I see this as a data centric problem."
Bingen pointed out that a moving-target tracking system to be successful has to merge and interpret data from different types of satellite sensors.
"You're collecting electro optical images, you're collecting radar images, you're collecting signals. You have to fuse that all together in real time," she said.
These types of "tasking handoffs, or having to tip and cue between a signals collection system and an imaging system" create policy and cultural challenges, Bingen noted, because the intelligence community and DoD have not collaborated in this manner before.
Despite these obstacles, Scolese reported that technical issues are being resolved, and progress is being made on the policy front.
"We're still in the process of working through all of those things," he said, emphasizing the importance of producing usable data not just for the military and intelligence but also for civilian government agencies.
The NRO has already deployed several batches of sensor satellites using SpaceX Falcon 9 rockets, although details about the satellites' capabilities remain undisclosed.
"We put prototypes of the various satellites up there that allowed us to see what they can do," said Scolese.
To address integration challenges, the agencies are conducting exercises and wargaming events, Scolese explained, adding that these activities are helping to identify and resolve policy gaps.
In parallel with the NRO's satellite program, the Department of the Air Force is developing a battle management system designed to support the integration of data from satellites and from other sensor platforms, in an effort to enhance the military's ability to process and utilize the information.

Space Warfighting Forum reinforces need for joint approach

Space has been making headlines more and more in recent years with the dawn of commercial space flight, the introduction of proliferated constellations in Low Earth Orbit, and the invention of reusable rockets, but access to space is not something that can be taken for granted.
In a joint prepared statement to Congress in June 2017, the Honorable Heather A. Wilson, U.S. Air Force Gen. David L. Goldfein, Gen. John W. Raymond, and U.S. Air Force Lt. Gen. Samuel A. Greaves state that "Clearly, freedom to operate in space is not guaranteed.
In fact, space is now a warfighting domain, similar to the more familiar air, land, and maritime domains our men and women are fighting in today."
Two years later, on Aug. 29, 2019, U.S. Space Command was reestablished, and shortly after that in December 2019, the U.S. Space Force was established, solidifying the important role space plays in national defense and joint warfighting.
Space-based systems are essential for modern life, supporting various sectors such as agriculture, trade, transportation, security, and connecting remote communities.
Given the increasing threats to space-based systems and their critical importance for national security, a joint military approach to space operations is essential to ensure the protection and sustainability of space assets.
"Given the rapid growth of the threats we now see in our domain and the ever-advancing pace of broader space advancements at U.S. Space Command, we talk about our mission in terms of three moral responsibilities," said Gen. Stephen Whiting, USSPACECOM commander, during a National Defense Industrial Association Space Warfighting Forum in Colorado Springs, Aug. 15.
"First, we must ensure the delivery of space effects to the joint force, our nation, and our allies.
Second, we must protect and defend our existing space systems in the face of the threats now arrayed against us, and third, we must protect the joint force from space-enabled attack.
During the forum, leaders in commercial space gathered with military leaders and policymakers to discuss the future of space warfighting.
"We need to challenge our assumptions about space being there for the joint force," said the Honorable Kari Bingen, former principal deputy under secretary of defense, intelligence.
"Our joint force will be seen with everything China is doing, and they will have to learn how to fight with degraded space."
During a USSPACECOM service component panel discussion, Space Force, Navy and Army component panelists further reiterated the joint nature of space and ways that their respective services are contributing to the space fight.
"Protecting the joint warfighter is about more than resources," said Lt. Gen. Douglas Schiess, U.S. Space Forces-Space (S4S) commander.
"We need policies in place and the authorities to act and be agile … and then we need to let Guardians, who are the people doing the mission, do what they do best."

Top U.S. military commanders are pressing Biden administration intelligence leaders to expose the depth of China and Russia's "pernicious conduct," calling for a declassification of intelligence.
A group of 4-star generals made the request to expose our top adversaries publicly, particularly as our allies are allegedly being fed disinformation by our top rivals and the U.S. is falling behind in a veritable public relations world war, Politico reported.
"Our inability to speak publicly about the real threats coming from China and Russia means many Americans don't truly know everything we're up against," Senate Armed Services Committee Ranking Member Jim Inhofe, R-Okla., told Politico in a statement. "It makes it easier to argue to cut the defense budget when we can't have an honest discussion about these threats.
"I know this frustrates many of my colleagues on both sides of the aisle - and we need to get better at fighting in this space. Our adversaries like to operate in the shadows, and the best way to combat them is to call out their lies."
The memo from 9 regional commanders - a document now dubbed the "36-star memo" - calls for "waging the truth in the public domain against America's 21st century challengers," according to the report.
"We request this help to better enable the U.S., and by extension its allies and partners, to win without fighting, to fight now in so-called gray zones, and to supply ammunition in the ongoing war of narratives," the commanders wrote to then-acting Director of National Intelligence Joseph Maguire in January 2020 at the start of the COVID-19 pandemic. "Unfortunately, we continue to miss opportunities to clarify truth, counter distortions, puncture false narratives, and influence events in time to make a difference."
The only 4-star generals to not sign the memo were the leaders of U.S. Central Command and Cyber Command, Politico reported.
Adm. Phil Davidson organized the letter from 9 of the 11 U.S. commanders, only 1 of which is no longer active.
"The Russians and the Chinese, in particular, have weaponized information," former undersecretary of defense for intelligence and security Kari Bingen, who received the memo, told Politico. "This is a significant concern that is being raised by military commanders and intelligence professionals."
She added: "The combatant commands are out at the edge. Their forces are interacting with our allies and partners, and seeing what our adversaries are doing, on a daily basis. They need timely and relevant information to expose bad activity and to counter what they're seeing."
The behaviors the commanders want exposed include military buildups by Russia in Ukraine and incursions into Western airspace, and China's increasingly brazen acts in the South China Sea, including islands claimed by the Philippines, according to the report.
Also, the commanders warned that Russia and China are spreading disinformation about the global coronavirus pandemic, pushing anti-American conspiracy theories like the U.S. being responsible for the virus' release as a bioweapon or U.S. troops being responsible for its spread.
"I think there's meaningful movement," Rep. Ruben Gallego, D-Ariz., chairman of the House Armed Services Committee's Subcommittee on Intelligence and Special Operations, told Politico. "I can't say that it's been a change yet, because this is still evolving."

The big picture: Per the two news outlets, Kaidanow left her role on Dec. 16. It was announced on Dec. 12 that Randall Schriver, the top Asia policy official, would leave his position soon. Defense Secretary Mark Esper earlier this week downplayed the departures, telling reporters that there is a "rhythm" to people leaving and taking positions and said there was already a replacement for Stewart.
"You'll probably see another couple of - some more announcements are coming up soon," Esper said on Monday while flying back to the U.S. from Belgium.
"Again, that's a normal rotation, folks have been at it hard for two years now, two-plus years. You have this happen even last year."
He added that it's important to "get people in place as quickly as possible. If not confirmed, at least acting," and keep moving the Pentagon forward.

Her announced departure follows three others within seven days: the Dec. 12 notification that top Asia policy official Randall Schriver would leave after two years on the job; the Dec. 13 announcement that top official in charge of personnel and readiness Jimmy Stewart had resigned after a little over a year on the job; and on Tuesday Defense News reported that Defense Advanced Research Projects Agency leader Steven Walker will leave in January for a private sector job.
Those four vacancies add to a number of holes within the Pentagon, with six of the 21 deputy assistant secretary of Defense policy jobs still empty. Several other roles are filled in an acting capacity, including chief management officer, comptroller, deputy undersecretary of defense for policy and assistant defense secretary for international security affairs.
Defense Secretary Mark Esper earlier this week downplayed the departures, telling reporters that there is a "rhythm" to people leaving and taking positions and said there was already a replacement for Stewart.

Top U.S. military commanders are pressing Biden administration intelligence leaders to expose the depth of China and Russia's "pernicious conduct," calling for a declassification of intelligence.
A group of 4-star generals made the request to expose our top adversaries publicly, particularly as our allies are allegedly being fed disinformation by our top rivals and the U.S. is falling behind in a veritable public relations world war, Politico reported.
"Our inability to speak publicly about the real threats coming from China and Russia means many Americans don't truly know everything we're up against," Senate Armed Services Committee Ranking Member Jim Inhofe, R-Okla., told Politico in a statement. "It makes it easier to argue to cut the defense budget when we can't have an honest discussion about these threats.
"I know this frustrates many of my colleagues on both sides of the aisle - and we need to get better at fighting in this space. Our adversaries like to operate in the shadows, and the best way to combat them is to call out their lies."
The memo from 9 regional commanders - a document now dubbed the "36-star memo" - calls for "waging the truth in the public domain against America's 21st century challengers," according to the report.
"We request this help to better enable the U.S., and by extension its allies and partners, to win without fighting, to fight now in so-called gray zones, and to supply ammunition in the ongoing war of narratives," the commanders wrote to then-acting Director of National Intelligence Joseph Maguire in January 2020 at the start of the COVID-19 pandemic. "Unfortunately, we continue to miss opportunities to clarify truth, counter distortions, puncture false narratives, and influence events in time to make a difference."
The only 4-star generals to not sign the memo were the leaders of U.S. Central Command and Cyber Command, Politico reported.
Adm. Phil Davidson organized the letter from 9 of the 11 U.S. commanders, only 1 of which is no longer active.
"The Russians and the Chinese, in particular, have weaponized information," former undersecretary of defense for intelligence and security Kari Bingen, who received the memo, told Politico. "This is a significant concern that is being raised by military commanders and intelligence professionals."
She added: "The combatant commands are out at the edge. Their forces are interacting with our allies and partners, and seeing what our adversaries are doing, on a daily basis. They need timely and relevant information to expose bad activity and to counter what they're seeing."
The behaviors the commanders want exposed include military buildups by Russia in Ukraine and incursions into Western airspace, and China's increasingly brazen acts in the South China Sea, including islands claimed by the Philippines, according to the report.
Also, the commanders warned that Russia and China are spreading disinformation about the global coronavirus pandemic, pushing anti-American conspiracy theories like the U.S. being responsible for the virus' release as a bioweapon or U.S. troops being responsible for its spread.
"I think there's meaningful movement," Rep. Ruben Gallego, D-Ariz., chairman of the House Armed Services Committee's Subcommittee on Intelligence and Special Operations, told Politico. "I can't say that it's been a change yet, because this is still evolving."
