A federal grand jury in Cleveland has returned a four-count indictment against a man on charges of drug trafficking and illegally possessing a firearm.
"This defendant is accused of illegally possessing an AR-15 rifle and large quantities of deadly narcotics," said U.S. Attorney Justin Herdman. "Additionally, this defendant has a record of previous drug trafficking and felony offenses. This case is a prime example of what we are seeking to accomplish under Operation Legend. Using federal resources and law enforcement partnerships, we are targeting drug traffickers, repeat offenders, violent criminals and those who illegally possess a firearm with intentions of causing havoc in our communities."
Edward T. Harris, 40, of Cleveland, was charged with two counts of possession with intent to distribute a controlled substance and one count of felon in possession of a firearm.
According to court documents, law enforcement agents working as part of Operation Legend executed a search warrant at Harris' residence. During the search, agents seized 294 grams of a heroin and fentanyl mixture, 2.59 grams of crack cocaine, an AR-15 rifle and a 9mm semi-automatic pistol.
Harris is prohibited from possessing a firearm due to previous felony convictions.

A Texas woman who managed aspects of an international program at an Ohio-based adoption agency pleaded guilty today for her role in a scheme to corruptly facilitate adoptions of Ugandan children through bribing Ugandan officials and defrauding U.S. adoptive parents and the U.S. Department of State.
Robin Longoria, 58, of Mansfield, Texas, pleaded guilty before U.S. Magistrate Judge William H. Baughman, Jr. of the Northern District of Ohio to one count of conspiracy to violate the Foreign Corrupt Practices Act (FCPA), to commit wire fraud and to commit visa fraud. Sentencing will be before U.S. District Judge Christopher A. Boyko of the Northern District of Ohio.
"The defendant compromised protections for vulnerable Ugandan children and undermined the United States' visa screening process," said Assistant Attorney General Brian A. Benczkowski of the Justice Department's Criminal Division. "Today's plea ensures that she is held accountable for the far-reaching consequences of her corrupt conduct."
"This defendant has admitted to playing a part in a conspiracy in which judges and other court officials in Africa were paid bribes to corrupt the adoption process," said U.S. Attorney Justin Herdman of the Northern District of Ohio. "We are committed to pursuing justice for the adoptive parents and for all parties involved."

Garrick "Gary" Johnson, age 66, of Toledo, was indicted on one count of Hobbs Act conspiracy and two counts of Hobbs Act extortion under color of official right.

Justin Herdman, United States Attorney for the Northern District of Ohio, announced today that a federal grand jury sitting in Cleveland, Ohio has returned an eight-count indictment against Robert D. McWilliams, age 40, of Strongsville. The defendant is charged with two counts of Sex Trafficking of a Minor, three counts of Sexual Exploitation of Children, one count of Transportation of Child Pornography, one count of Receipt and Distribution of Visual Depictions of Real Minors Engaged In Sexually Explicit Conduct and one count of Possession of Child Pornography.
"Today's indictment reflect the serious and elaborate nature of the acts allegedly taken by the defendant to traffic and exploit local area children," said U.S. Attorney Justin Herdman. "The alleged acts committed in this case are a disturbing and strong reminder for parents to be vigilant about who their children talk to and what they do online."
"Allegations of child exploitation against a trusted member of the religious community has long-term reverberations beyond just the criminal acts of the accused," said Vance Callender, special agent in charge of HSI Detroit. "Identifying people who violate their positions of public trust will always be a priority for those in HSI that investigate child exploitation."
According to court documents, from 2017-2019, McWilliams engaged in sexually explicit conduct and behavior involving minors. McWilliams pretended to be a female on social media applications, which he used to make contact with minor male victims. Allegedly, certain of McWilliams's victims were young boys McWilliams knew because he served as a priest in parishes with which these children and their families were affiliated.
Posing as a female, McWilliams allegedly enticed the minor male victims to send sexually explicit photographs and videos, sometimes threatening to expose embarrassing information McWilliams already knew about the victims if they did not send such images. At times, McWilliams is alleged to have threatened to send those photographs to family and friends if the minor male victims did not send additional photographs and videos. McWilliams is also alleged to have followed through on this threat by sending the mothers sexually explicit photographs he received from minor male victims.
The affidavit also alleges that McWilliams was in possession of, received or distributed approximately 1,700 images and videos of child pornography and approximately 150 files of child pornography in a Dropbox cloud storage account.
Additionally, McWilliams is alleged to have used the social networking website Grindr.com to make contact with a minor male victim for the purpose of engaging in commercial sex. McWilliams allegedly met the victim on multiple occasions and, in exchange for sex, paid the victim for each act.

TOLEDO, Ohio - Four Toledo City Council members and one local attorney are accused of participating in a bribery and extortion scheme that encouraged soliciting and/or accepting cash, checks, money orders or other things of value from local business owners in exchange for their votes on city council.
The scheme was revealed in a criminal complaint filed Tuesday in U.S. District Court. Named in the filing are Democratic council members:
Larry Sykes (At-Large),
Yvonne Harper (District 4),
Gary Johnson (At-Large) and
Tyrone Riley (District 1).
The federal charges of bribery and extortion carry maximum penalties of 10 years and 20 years in prison, respectively, according to US Attorney Justin Herdman.
The filing in the U.S. Northern District Court describes the alleged offense of "receipt of Bribe by Agent of Organization Receiving Federal Funds" and "Hobbs Act Extortion under Color of Official Right."
According to the affidavit, the FBI started to investigate Toledo City Council in 2018 for soliciting or accepting cash, checks, money orders or other things of value from local business owners in exchange for their votes on city council.

The FBI announced on Thursday that it has arrested Dr. Qing Wang, a longtime employee of the famed Cleveland Clinic, on charges of fraud for accepting grants from the National Institutes of Health (NIH) without disclosing that he was simultaneously working for a Chinese university.
"This is not a case of simple omission. Dr. Wang deliberately failed to disclose his Chinese grants and foreign positions and even engaged in a pervasive pattern of fraud to avoid criminal culpability," said Eric B. Smith, FBI Special Agent in Charge (SAC) of the Cleveland office.
"As alleged in the complaint, this defendant misled the National Institutes of Health about support he received and research he conducted in the People's Republic of China," said Justin Herdman, U.S. Attorney for the Northern District of Ohio. "Federal law enforcement remains vigilant to fraudulent claims for grant support from any researcher who fails to disclose support from foreign governments and competing research interests in other countries."
Robert R. Wells, Acting Assistant Director of the FBI Counterintelligence Division, made the espionage connection, saying, "As this case demonstrates, Chinese government-supported talent plans continue to encourage people, regardless of nationality, to commit crimes, such as fraud to obtain U.S. taxpayer-funded research."
Wells was referring to China's Thousand Talents Program, a Chinese Communist Party (CCP) initiative to recruit promising foreign academics who can give Communist China access to the best science and technology developed by free nations. The Thousand Talents Program is under aggressive investigation by the FBI and Congress. The FBI has described the program as "nontraditional espionage."
Dr. Wang was born in China but has been a naturalized U.S. citizen since 2005. He has been associated with the Thousand Talents Program since 2008. A specialist in genetics, neurology, and cardiovascular disease, he was affiliated with Cleveland Clinic from 1997, until the clinic fired him for failing to disclose his Chinese connections.
"Cleveland Clinic has cooperated fully with the NIH and with federal law enforcement as they conducted their own investigations into these same subjects and will continue to do so," the clinic said in a statement quoted by Reuters on Thursday.
According to the FBI criminal complaint against Wang, he received about $3.6 million in grants from NIH without disclosing that he also held the position of dean at the College of Life Sciences and Technology at Huazhong University of Science and Technology (HUST) in China. Some of the grants Wang obtained from NIH were for the same research he was conducting at HUST, with funding from Communist China's Natural Science Foundation (CNSF).
Furthermore, as a result of Wang's alleged membership in the Thousand Talents Program, the Chinese government provided $3 million in support for his operations at HUST, along with free travel and lodging during his trips to China, including the use of a three-bedroom apartment on the HUST campus.
Prosecutors charged that Wang's failure to disclose his activities at HUST, an omission he made every year between 2014 and 2017, was a violation of the terms of the grants he received from NIH. The FBI also challenged Wang's denials of receiving money from the Thousand Talents Program.
Sen. Rob Portman (R-OH), chair of the Senate Permanent Subcommittee on Investigations, applauded the FBI investigation on Thursday, along with other recent actions against academics affiliated with American universities who failed to disclose their ties to Thousand Talents and other Chinese Communist programs.
"I'm pleased that our committee investigation and resulting report last year has spurred additional action by federal law enforcement to hold China accountable. For too long, China has exploited the lack of transparency in our education system to steal our taxpayer-funded research and innovation and the federal government has done little or nothing to stop it," said Portman, who pledged to introduce legislation to "safeguard American innovation" and hold foreign powers such as China accountable for efforts to steal it.

The DEA banned fentanyl analogues in February 2018 under emergency authority. This was a critical step for federal law enforcement, as it allowed us to pursue criminal prosecutions for those selling fentanyl analogues that, while having the same deadly consequences as fentanyl, were still legal because of their slight chemical distinction.
Prior to the emergency order, for instance, charging a drug dealer with selling analogues like acetylfentanyl or furanylfentanyl, which pose as great a risk to public safety as fentanyl, was a laborious process fraught with legal pitfalls.
Feb. 6 deadline
This emergency prohibition of fentanyl analogues expires Feb. 6. Without congressional action, the prospect of unregulated and unrestrained trafficking of fentanyl analogues into Ohio by Mexican cartels and Chinese chemical manufacturers is not a possibility, it is a certainty.

Arizona Pair Caught With Enough Fentanyl 'To Kill Thousands,' Says US Attorney
A federal grand jury indicted two people from Mesa, Arizona, in June for possession and distribution after authorities discovered approximately a kilogram of fentanyl and 2,100 fentanyl-containing pills.
Authorities apprehended Reyna Trejo, 30, and Felipe Penuelas-Rodriguez, 50, on June 6. The grand jury indicted the pair in a U.S. district court in Toledo, Ohio, on one count of conspiracy to possess with intent to distribute fentanyl and one count of possession with intent to distribute fentanyl, according to a Sunday Department of Justice press release.
"The drugs seized are enough to kill thousands of people," U.S. Attorney Justin Herdman said in a statement. "The fentanyl pills stamped to look like prescription painkillers are another reminder that there are no safe drugs available on the street."
Penuelas-Rodriguez is an illegal alien according to court documents, reported the Toledo Blade.
Toledo police and the Department of Homeland Security investigated the case.
Both Trejo and Penuelas-Rodriguez pleaded not guilty last week.

A few months ago, on law day, President Trump explained that in the United States, "we govern ourselves in accordance with the rule of law rather than according to the whims of an elite few or the dictates of collective will. Through law, we have ensured liberty. We should not ... take that success for granted."
The President's words are of central importance to the Department of Justice, because the rule of law in America depends on the character of the people who enforce the law.
All executive branch employees take the same oath. The first clause requires us to "support and defend the constitution of the United States against all enemies, foreign and domestic."
Everyone is familiar with that duty.
But some overlook the final clause: a promise to "well and faithfully discharge the duties of the office on which I am about to enter."
The first obligation is general. It imposes a duty to pursue the national interest over any personal interest. That applies equally to every government employee.
But the final clause is specific. Everyone recites the same words, but the meaning varies. In order to well and faithfully discharge the duties of "the office," you need to understand your unique responsibilities. What is the mandate of your agency; what is the mission of your component; and how do you add value?
You need to know what you stand for.
In 1940, Attorney General Robert Jackson spoke eloquently about what our Department stands for. He said that "the citizen's safety lies in the prosecutor who tempers zeal with human kindness, who seeks truth and not victims, who serves the law and not factional purposes, and who approaches [the] task with humility."
If you follow that advice, you will remain faithful to our mission.
The mission attracted me to work in this Department, but what I treasure most are the people who faithfully carry out the mission.

Defendant Pleads Guilty in Connection with Ohio Labor Trafficking Scheme Involving Immigrant Minors
Pablo Duran Ramirez, 50, pleaded guilty today in U.S. District Court in Cleveland, Ohio, to encouraging the illegal entry of Guatemalan nationals, including unaccompanied minors, into the United States for financial gain, announced Acting Assistant Attorney General John Gore of the Justice Department's Civil Rights Division, U.S. Attorney Justin E. Herdman of the Northern District of Ohio, and Special Agent in Charge Stephen D. Anthony of the FBI's Cleveland Division. Duran Ramirez is the fourth defendant to plead guilty in connection with a labor trafficking scheme that forced Guatemalan minors to work at egg farms in central Ohio.
According to the defendant's plea agreement and admissions in court, the defendant, through his company, Haba Corporate Services, contracted to provide labor to Trillium Farms, knowing that the workers were unlawfully present in the United States. He further admitted to knowing that some of the workers were unaccompanied minors who had been coerced or threatened to enter the United States and then housed in an isolated trailer park in Marion, Ohio. In 2013 and 2014, Trillim Farms paid the defendant's company approximately $6 million for its labor services.
"Motivated by greed, the defendant violated the immigration laws and contributed to the exploitation of vulnerable children who lacked immigration status," said Acting Assisting Attorney General Gore. "The Department of Justice will use its resources to prosecute individuals who unlawfully victimize others for their own monetary profit."
"This defendant profited off the desperation of children and their parents and other relatives," said U.S. Attorney Justin Herdman for the Northern District of Ohio. "He knew some of the workers he delivered to Trillium Farms were underage, in the country illegally and were threatened or coerced. We will continue to work to eliminate human trafficking in all its forms."
"This defendant, in conspiracy with three other previously convicted individuals, coerced and assisted individuals to enter the United States illegally, many of them children, forcing them to live in deplorable conditions and work for little to no wages," said Special Agent in Charge Stephen D. Anthony of the FBI's Cleveland Division. "These reprehensible actions are unacceptable and rest assured the FBI will continue to work with our partners to bring to justice those who engage in human trafficking."
Duran Ramirez faces a sentence of up to 10 years in prison. His sentencing date has been set for Jan. 7, 2019.
Three other defendants-Aroldo Castillo-Serrano, of Guatemala, Ana Angelica Pedro-Juan, of Guatemala, and Conrado Salgado-Soto, of Mexico-previously pleaded guilty for their roles in the same labor trafficking scheme. Castillo-Serrano, the lead smuggler and primary enforcer, was sentenced to 188 months in prison; Pedro-Juan, who oversaw the victims in Ohio, was sentenced to 120 months; and Salgado-Soto, a subcontractor hired by Duran Ramirez, was sentenced to 51 months.
Those defendants admitted to recruiting workers from Guatemala, some as young as 14 or 15 years old, falsely promising them good jobs and a chance to attend school in the United States. The defendants then smuggled and transported the workers to a trailer park in Marion, Ohio, where they ordered them to live in dilapidated trailers and work at physically demanding jobs at Trillium Farms for up to 12 hours a day. The work included cleaning chicken coops, loading and unloading crates of chickens, de-beaking chickens and vaccinating chickens. During their sentencing, Senior United States District Judge James G. Carr found that they had threatened workers with physical harm and withheld their paychecks in order to compel them to work. Eight minors and two adults were identified as victims of the scheme.
Three additional defendants, including Duran Ramirez's son, pleaded guilty for their roles in encouraging the workers' illegal entry into the United States.
This case is being investigated by the FBI's Cleveland Office, Mansfield Resident Agency and the Department of Homeland Security. The case is being jointly prosecuted by Trial Attorney Dana Mulhauser of the Civil Rights Division's Criminal Section and Assistant U.S. Attorney Chelsea Rice.

"CLEVELAND, Ohio – Federal law enforcement officials are expected to announce the arrest of a person suspected of planning a Fourth of July terrorist attack in downtown Cleveland.
The FBI released a brief statement early Monday saying it will hold a press conference at 9:15 a.m. at the FBI headquarters on Lakeside Avenue in Cleveland. The person is charged with attempted material support of a foreign terrorist organization.
FBI special agent Stephen Anthony, U.S. Attorney Justin Herdman, Cleveland police Chief Calvin Williams and other executives from the FBI's Joint Terrorism Task Force are expected to attend the press conference.
