Trudeau criticized for his vetting of Payette
The appointment comes more than five months after Julie Payette resigned from the post after a scathing external review found she had presided over a "toxic" and "poisoned" workplace at Rideau Hall, with episodes of "yelling, screaming, aggressive conduct, demeaning comments and public humiliations."
The third-party review gathered testimony from more than 90 people and was triggered by a CBC News story about alleged mistreatment of staff by Payette and her second-in-command, who also later resigned. Payette has said she takes workplace harassment seriously.
While largely a ceremonial role, the governor general also serves as commander-in-chief of the Canadian Armed Forces and represents Canada at events, ceremonies and official visits at home and abroad.
One of the governor general's most important responsibilities is to ensure that Canada always has a prime minister and a stable government in place that has the confidence of a functioning Parliament.
Simon said she has not talked to the prime minister about a looming election.
The governor general's other duties include:
Presiding over the swearing-in of the prime minister, the chief justice of Canada and cabinet ministers.
Summoning, proroguing and dissolving Parliament.
Delivering the speech from the throne and giving royal assent to acts of Parliament.
Signing official documents and meeting regularly with the prime minister.
After critics accused him of failing to properly vet Payette, the prime minister launched a new advisory board - chaired by Intergovernmental Affairs Minister Dominic LeBlanc and the country's top bureaucrat, interim Clerk of the Privy Council Janice Charette - to find a new governor general.
The board drafted a short list of candidates for Trudeau to consider.
Opposition parties had questioned Trudeau's decision to not use former prime minister Stephen Harper's advisory committee process to suggest suitable candidates and suggested Trudeau got swept up in the celebrity status of Payette, a former astronaut.
Since Payette's resignation, Supreme Court Justice Richard Wagner has been juggling his top court duties with serving as acting governor general.
It's not clear yet when Simon will officially take over the role.

Simon appointed after Julie Payette resigned amid controversy in January
Inuk leader Mary Simon has been chosen as the next governor general - the first Indigenous person ever to be appointed as the Queen's representative in Canada.
During a news conference at the Canadian Museum of History this morning, Prime Minister Justin Trudeau said that the Queen has accepted his recommendation to appoint Simon - a past president of Inuit Tapiriit Kanatami, the national Inuit organization - as the 30th governor general.
"I can confidently say that my appointment is a historic and inspirational moment for Canada and an important step forward on the long path towards reconciliation," said Simon.
"Indeed, my appointment comes at an especially reflective and dynamic time in our shared history."
Simon is an Inuk from Kuujjuaq, a small hamlet on the coast of Ungava Bay in northeastern Quebec. She was born to a local Inuk woman and a fur trader father who worked at a Hudson's Bay Company outpost.
Simon, who is bilingual in English and Inuktitut, attended the federal Fort Chemo day school in the Nunavik region.
Asked about her lack of fluency in French, Simon said she never had the opportunity to learn Canada's other official language while at this institution - a school that has been the subject of lawsuits over the mistreatment of students by administrators.
"I was denied the chance to learn French during my stay in the federal government day schools," she told reporters. She promised to learn the language while on the job.
Simon said that she lived a "very traditional lifestyle" growing up in a subarctic region, but she also learned from her father, a white man originally from Manitoba, about the "non-native world."
"Combined, these experiences allow me to be a bridge between the different lived realities that together make up the tapestry of Canada," Simon said. "I can relate to all people no matter where they live, what they hope for or what they need to overcome."
After her schooling, Simon worked as an announcer and producer with CBC North before starting a decades-long career advocating for Indigenous rights.
She helped negotiate the James Bay and Northern Quebec Agreement in 1975, a landmark deal between the Cree and Inuit in Quebec's north, the provincial government and Hydro-Québec.
Widely seen as the country's "first modern treaty," the agreement saw the province acknowledge Cree and Inuit rights in the James Bay region for the first time - such as exclusive hunting, fishing and trapping rights and self-governance in some areas. It also offered financial compensation in exchange for the construction of massive new hydroelectric dams to fuel the growing province's demand for new energy sources.

In recent weeks, activists associated with the encampment have accosted staffers for Infrastructure Minister Catherine McKenna, tried to arrest a Radio-Canada reporter thinking he was a Bloc Quebecois MP, and threatened to arrest Singh, the leader of Canada's fourth-largest party in Parliament.
It's not entirely clear why the agitators would want to arrest politicians from the NDP and Bloc, but video shows Singh, walking alone down Wellington Street, doing his best to try and ignore the agitator as he threatens to perform an arrest.
When the group appeared on the grounds of Rideau Hall earlier this summer, where both Trudeau and Governor General Julie Payette live, Brian Kidder, a core member of the group, tried to force his way past security to perform a citizens' arrest of Trudeau. When he was stopped, his supporters accused security of "obstruction of justice."
Canada does permit citizens' arrests, but only in limited circumstances. For it to be legal, the person performing the arrest has to genuinely believe that someone is in physical danger, and the arrest is an attempt to avoid that danger. While the activists may contend that the arrest is reasonable to stop an international child sex trafficking ring, as described by the QAnon delusion, no court would entertain such an argument, given that no evidence exists for the conspiracy.
At an event held Saturday in Ottawa, billed as a "public inquiry" to study the prime minister's supposed crimes, Kidder took the stage to describe his campaign.
By his own count, he's tried to arrest Trudeau seven times-on top of his other confrontations-and has yet to face charges for assault, disturbing the peace, or any other criminal complaint. As he told the crowd, "that itself says a lot."
Indeed, after his failed arrest of a journalist outside the Radio-Canada building, Ottawa police arrived and put Kidder in handcuffs, only to release him shortly after without charges.
At the event, Kidder detailed the motivations for his actions: After being injured on the job about five years ago, Kidder applied for worker's compensation and was denied. He became convinced that the then-Liberal government of Ontario was engaging in a conspiracy to deny his benefits; the plot has since stretched all the way to Trudeau's office.
The fact that Kidder is not facing charges, and that the camp is still sitting on federal government land, is evidence for some politicians that the RCMP is not taking these threats seriously.
Kidder, emboldened, recently wrote on Facebook that he plans to attempt a citizens' arrest on former attorney general Jody Wilson-Raybould as well. Given she is now an independent Member of Parliament, she can count on no dedicated security presence.

Canada's Speech From The Throne
On August 18th, 2020, the Prime Minister of Canada Justin Trudeau asked Governor General Julie Payette to prorogue Parliament.
This means all parliamentary activity stops until a new session of parliament is opened with what is called a Speech from the Throne. This also means that all business conducted by the House of Commons must be restarted in the new session. A Speech from the Throne is where the government introduces its direction and goals.
The Speech from the Throne is currently scheduled for September 23rd, 2020.
It is our belief that the Liberal Government of Canada may introduce significant new spending programs in the upcoming Speech from the Throne, setting a precedent for other countries to implement similar programs.
In the past few years there has been a major shift, particularly amongst western countries, towards expanded fiscal deficit spending. The current environment of historically low interest rates encourages borrowing to fund these programs. Canada has positioned itself to be one of the first major countries to rapidly expand spending, regardless of fiscal anchors such as the net national debt, and debt to GDP ratio. We could see the first indication of this shift in the Speech from the Throne on September 23rd, 2020.
If major spending initiatives are announced without accompanying sources of income to fund them, we can infer that the national debt will surge. Markets will be watching closely, and if reactions to the anticipated shift are muted then this will give tacit permission for other comparable countries and sub sovereigns to do the same. This could also be a major step in bringing modern monetary theory (MMT) into the mainstream.
The Speech from the Throne is significant because we will hear in detail what the Liberal Government plans to do with their time in government. We believe there is a real possibility of a significant shift to the left in government policy, accompanied by increased deficit spending. The reasons for this are as follows:
The coronavirus pandemic, and the resultant need to stimulate the economy.
Low interest rates where the cost of money is essentially free (0.25% nominal interest rates, and negative real rates).
The need to shift attention away from the WE Charity scandal.
The ability to displace the New Democratic Party on the political spectrum and position the Liberals in a place where they can expect to have success in the next election.
Leaks to the media demonstrating the Trudeau government's preference for increased spending, although messaging from the Liberals has become more mixed in recent days.
This paper will give a brief overview of how the Canadian system of government works, what we expect to happen with the Speech from the Throne, and the impact on the national debt and the economy.

Rise in far-right threats against Justin Trudeau, police warn
The number of threats against Canadian Prime Minister Justin Trudeau has risen compared to the same period last year, Canadian police have warned.
Figures from the Royal Canadian Mounted Police (RCMP) show there were 130 threats against Mr Trudeau and ministers from January to July.
This is a jump from 100 threats made in the same period in 2019.
The RCMP report follows a number of security incidents targeting federal officials in the country.
In July, an armed suspect was arrested for breaching the entrance of the estate where Mr Trudeau lives.
Mr Trudeau and his family, who are currently living at a cottage on the Rideau Hall estate while the prime minister's official residence is being renovated, were not at home at the time of the incident.
Other incidents include attempted attacks on Governor General Julie Payette - the official representative of Queen Elizabeth II - who resides at the same estate as Mr Trudeau, and more recently, Infrastructure Minister Catherine McKenna.
Footage posted on social media showed a man shouting insults and expletives about Ms McKenna and Mr Trudeau at one of Ms McKenna's staff members.
Ottowan MPP Lisa MacLeod was forced to go under police protection after receiving threatening emails, as well as what the Ottawa Citizen newspaper described as an unspecified "mischievous incident".
Expressing her support for Ms MacLeod, Ms McKenna called for "better measures" to prevent threats and abuse against officials.
Daniel Brien, a spokesperson with the national police force, told the Toronto Star newspaper that the RCMP would not discuss the specific nature of the threats that the force has been tracking.
Another report, released by the Institute for Strategic Dialogue (ISD), found anti-government sentiment - specifically against Mr Trudeau - was a "highly salient" topic among far-right extremists online, along with Islamophobia and anti-Semitism.
Justin Trudeau was mentioned in 11.4% of posts made by right-wing extremist Facebook pages and groups, and featured in 28% of the YouTube content analysed, the ISD said.
"Anti-immigration and anti-Muslim themes are often tied to anti-Trudeau and anti-left sentiments, as (right wing extremist) groups and individuals' perception that immigration is intrinsically tied to the policies enacted by Trudeau's Liberal (party) government and left-wing politics more broadly," the report added.
Anti-Trudeau sentiments among extremists were also tied to anti-Semitic conspiracy theories that George Soros and the UN are "deliberately increasing migration as part of a broader attack on white people", it said.

Armed Military Member Who Stormed Gate Threatened Justin Trudeau, Police Say
Corey Hurren, who had allegedly posted QAnon conspiracy content online, faces 22 charges.
Court documents allege the Canadian Armed Forces member who stormed Justin Trudeau's residence was armed to the teeth and explicitly threatened to harm the prime minister.
Corey Hurren, 46, allegedly rammed his truck through the front gates of Ottawa's Rideau Hall-the property that houses the homes of Trudeau and Governor General Julie Payette-on the morning of July 2, left the vehicle on foot with several weapons and, after hiding in some bushes, made his way through a good chunk of the property. He was intercepted by police officers near one of the greenhouses on the property and spent almost two hours negotiating with the officers before being arrested without incident. Police laid 22 charges against Hurren on the following day, the details of which were released on Monday.
Police allege Hurren did "knowingly utter," "convey," or "cause Prime Minister Justin Trudeau to receive a threat to cause death or bodily harm." The majority of the charges Hurren faces are firearm-related. According to the court sheet, Hurren had a "high standard revolver," a "Norinco M14 rifle," and two non-restricted shotguns, and a high capacity magazine on him. He allegedly had all the weapons loaded at the time of his arrest. The explicit details of the alleged threat Hurren made against Trudeau have not yet come to light.
Hurren, who is from Bowsman, Manitoba, is a Canadian Ranger-a member of the Canadian reserves who serve in remote parts of Canada. The Canadian Armed Forces say Hurren was in the reserves from 1997-2000 and re-upped his service in 2019. A member of the 4th Canadian Ranger Patrol Group, Hurren has participated in several training activities and even helped the massive search for two teen boys who were on the run from police during a murder spree last year.
"He was considered "on duty" at the time of the incident on 2 July as he was supporting Operation LASER (the CAF response to the COVID-19 pandemic) on Class C full-time service," reads the statement released by the CAF. "He was not, however, part of any CAF military task at the time of his arrest; he travelled to Ottawa of his own accord without the knowledge of his chain of command."
Hurren was receiving full-time work and pay as a member of the armed forces. The CAF issued Hurren a rifle as a member of the Rangers but say it was not on him at the time of his arrest and that they seized it afterwards.
Shortly before Hurren rammed the gates of Rideau Hall he posted a meme that refers to Event 201, a training event put on partially by the Bill Gates foundation in October which tested the world's readiness for a pandemic. Event 201 is a favourite of conspiracy theorists who hold it up as proof that elites orchestrated the pandemic. Months before this he posted a QAnon meme. The meme featured hashtags-like "adrenochrome" and "frazzledrip"-that shows the man is familiar with the massive far-right conspiracy which alleges President Donald Trump is waging a secret war against the "Deep State."
Other social media postings indicate that despite his work with the Rangers, Hurren was hit hard by the pandemic. Hurren wrote he had to temporarily shut down his sausage-making company in late May.
"I am not sure what will be left of our economy, industries, and businesses when this all ends," he wrote.

Military reservist in custody after Rideau Hall armed incident wanted to speak to PM
The man taken into police custody following an "armed" incident on the grounds of Rideau Hall early Thursday morning is a member of the Canadian Armed Forces, officials say.
Sources tell Global News that the suspect was a member of the Canadian Rangers, a group of reservists responsible for patrolling Canada's North.
Sources also say the man had multiple firearms - one rifle and two shotguns - and that he told police he did not want to hurt them or anyone there. The man had one of the firearms in his hand when he was arrested, the sources said.
One source said the man indicated he wanted to speak to the prime minister and send him a message. He surrendered to police peacefully.??
The man said he had recently lost his job and expressed frustration about government payouts amid the coronavirus pandemic. He said Ottawa wasn't doing enough, according to sources.
A vehicle found at the scene had Manitoba plates, sources said.
The Canadian Forces issued a statement late Thursday afternoon confirming the man is a member.
"We can confirm that the individual arrested by the RCMP this morning in the vicinity of Rideau Hall is a member of the Canadian Armed Forces," said the statement.
"The Canadian Armed Forces is collaborating closely with the RCMP. As the RCMP is the lead investigative body for this matter, it would be inappropriate for us to comment further at this time."
RCMP also issued a statement on Thursday late afternoon describing what they say took place.
According to that statement, the man broke through the gate to the grounds with his vehicle around 6:30 AM and then walked to a greenhouse structure on the grounds "where he was rapidly contained by RCMP members who were on patrol in the area."
"While an RCMP member began dialogue with the suspect, the RCMP National Division Emergency Response Team was also dispatched and arrived shortly after 7 AM," the RCMP said.
"The armed suspect was apprehended shortly before 8:30 am without any incident and he was brought into police custody for questioning ... the suspect's identity will be confirmed as soon as possible."
Rideau Hall is the official residence of Gov. Gen. Julie Payette .
Prime Minister Justin Trudeau also lives at the nearby Rideau Cottage located on the park grounds.
Neither Payette nor Trudeau were home at the time of the incident.
The RCMP said charges are pending, and they are in the process of interviewing the individual.

We are the last people in the world who should succumb to complacency."
The 100 days of slaughter began on April 6, 1994, after President Juvenal Habyarimana and his counterpart Cyprien Ntaryamira of Burundi - both Hutus - were killed when their plane was shot down over the Rwandan capital. The attackers have never been identified.
Among the legacies of the genocide is the International Criminal Court, which grew out of tribunals to investigate and prosecute those responsible for atrocities committed in Rwanda and during the Balkan wars of the 1990s. At Gisozi on Sunday, popular Rwandan artists sang songs like "Turabunamira twiyubaka," meaning "honoring them as we rebuild". I don't think I'm being biased. I'm the sentimental ceremonial type who struggles with further distancing ourselves from our history with the crown. So when I read this, my take is change is coming, they're being quiet about it because a lot of leafs will toss dust over it. But it does read like the writing is on the wall.. really though, do we need to pay someone that much to hand out ceremonial awards? No. If we can reduce government size, then we should. And the GG position as the "Queen's representative" is wholly UK ceremonial, not really relevant to a federal government.

According to the Canadian Taxpayers Federation (CTF), Rideau Hall spent more than $1,800 a month on dry-cleaning services since 2018 - equivalent to dry cleaning 13,831 blouses during that period.
The Canadian Taxpayers Federation (CTF) continues to grill Rideau Hall for disrespecting taxpayer dues as Canada's Governor General has racked up a six-figure dry cleaning tab since 2018.
According to records tabled by Conservative MP Kelly McCauley in response to an Order Paper Question, Governor General Mary Simon and her predecessor Julie Payette spent $117,566 on professional dry-cleaning services.
The records note, "traditional laundering is done in-house," but Rideau Hall outsourced everything from personal clothing, tablecloths, napkins and assorted linens for professional dry cleaning.
"When I spill half the Pizza Hut lunch buffet on my white work shirt, I don't stick the company I work for with the dry-cleaning bill and neither should the governor general," said Franco Terrazzano, CTF Federal Director.
"This is another perk the governor general enjoys that struggling Canadians can't afford," he added. Continue…

Mary Simon, an Inuk leader and former Canadian diplomat, has been named as the country's next governor general - the first Indigenous person to serve in the role.
Justin Trudeau told media that Queen Elizabeth II has already approved the appointment, which will make Simon the thirtieth governor general and the first Indigenous person to occupy the role.
In her remarks, Simon stated that while she is bilingual in English and Inuktitut, she is not fluent in French. Simon went on to blame her early education in a federal day school in Quebec for her inability to speak the language, then stated she was "deeply committed" to studying the language and plans to "conduct the business of the governor general of Canada in both official languages."
According to the CBC:
Simon, an Inuk from Kuujjuaq, a small hamlet on the coast of Ungava Bay in northeastern Quebec, worked as an announcer and producer with CBC North before starting a decades-long career advocating for Indigenous rights.
She helped negotiate the James Bay and Northern Quebec Agreement in 1975, a landmark deal between the Cree and Inuit in Quebec's north, the provincial government and Hydro-Québec.
Last September, Trudeau assured media that he wouldn't replace the "excellent" Julie Payette.
In January 2020, we reported that half of Julie Payette's employees reported "workplace humiliation" in 2019.

Adalsteinn received an undergrad in governmetn and PhD (Doctorate of Philosophy) from the Department of Public Health and Primary Care at the University of Oxford where he was a Rhodes Scholar. After his undergrad, he co-founded a health-care consulting firm with offices on Park Avenue in New York City in 1996. According to Adalsteinn's biographies posted online, he has also held "founding roles in consulting, software, and Internet companies and has advised the World Health Organization, banks, software and insurance companies, and health care providers in North America, Europe, and Asia. Adalsteinn has also performed "global work on how to measure performance in health care". Adalsteinn has ties with the provincial government after serving as Assistant Deputy Minister for Strategy and Policy at the Ontario Ministry of Health and Long-term Care and Assistant Deputy Minister for Science Research at the Ontario Ministry of Research and Innovation. In Adalsteinn's declaration of conflict of interest, he states he is a Director for Ontario Health and a Member of the Premier's Council on Improving Healthcare and Ending Hallway Medicine. Today Aldalsteinn is also the Editor in Chief of the HealthcarePapers journal of Longwoods.com. Longwoods is funded by medical laboratories, Roche, Deloitte, Accenture, Medtronic, bridgeable, Philips, and many other companies.
Adalsteinn is also a Senior Fellow of Massey College of Toronto. Previous Senior Fellows Massey included Julie Payette, Adrienne Clarkson, and Michael Ignatieff. Prince Philip was once a Distinguished Honory Fellow at Massey College. Massey College operates as a charity as "The Master and Fellows of Massey College. The title of 'Master' of Massey College was changed to 'Principal' because of controversy.
Interestingly, Adalsteinn was also a member of the 2014 Global Health Summit's Executive Committee at University of Toronot's Dalla Lana School of Public Health. The 2014 Summit was titled "Creating a Pandemic in Health". Abdallah Daar was one of the co-founders of the Summit and is also the co-founder of Grand Challenges Canada who has numerous ties to the Gates Foundation and questionable organizations such as the Elma Foundation. Abdallah has been involved in genomics and has worked in various advisory or consulting capacities with the WHO and UN. In 2008-2015 he was a member of UNESCO's International Bioethics Committee.
