The government of Finland collapsed Friday due to the rising cost of universal health care and the prime minister's failure to enact reforms to the system. Prime Minister Juha Sipila and the rest of the cabinet resigned after the governing coalition failed to pass reforms in parliament to the country's regional government and health services, the Wall Street Journal reports. Finland faces an aging population, with around 26 percent of its citizens expected to be over 65 by the year 2030, an increase of 5 percent from today. Sipila's reforms "intended to remove power from the 295 municipalities that currently oversee health and social care, and place responsibility within a leaner, more efficient system of 18 elected regional authorities," according to the Journal. The prime minister also wanted patients to be able to choose from a range of public and private providers. Sipila said "there's no other way for Finland to succeed" besides these reforms, which could have led to $3.4 billion in savings for the government.
Reuters reports that soaring treatment costs and longer life spans have particularly affected Nordic countries. "Nordic countries, where comprehensive welfare is the cornerstone of the social model, have been among the most affected," according to Reuters. "But reform has been controversial and, in Finland, plans to cut costs and boost efficiency have stalled for years." Similar problems are bedeviling Sweden and Denmark, two other countries frequently held up as models to follow on health care. Finland's crisis in particular comes as calls for universal health care have grown louder among Democrats in the United States.
Sen. Bernie Sanders's (I., Vt.) "Medicare for all" proposal would cost the U.S. over $32 trillion over ten years, according to an analysis by the Mercatus Center. It would also require enormous tax increases as "a doubling of all currently projected federal individual and corporate income tax collections would be insufficient to finance the added federal costs of the plan."Another Democratic presidential candidate, Sen. Kamala Harris (D., Calif.), has called for eliminating private health insurance, although a spokesperson suggested she is open to multiple paths to "Medicare for all." Self-described democratic socialist Rep. Alexandria Ocasio-Cortez (D., N.Y.) has also called for "Medicare for all." The Kaiser Family Foundation found that 58 percent of Americans oppose "Medicare for all" if told it would eliminate private health insurance plans, and 60 percent oppose it if it requires higher taxes.

HELSINKI, November 19. /TASS/. Helsinki has provided no evidence proving that the jamming source which caused a GPS failure during NATO's Trident Juncture exercise was located in Russia, the Russian embassy in Finland said in a Monday statement following a meeting between Russian Ambassador to Finland Pavel Kuznetsov and the Finnish Foreign Ministry's Permanent State Secretary Matti Anttonen.
According to the statement, the ambassador "stressed that aviation safety was as important for Russia as it was for Finland." He also pointed out that "we received no information proving that the jamming source was located in Russia. In this regard, we believe that a thorough expert dialogue, involving the relevant agencies from the countries of the region, is necessary for the consideration of such situations," the embassy said.
"Finland agreed it was reasonable to study the possibility of enhancing the efficiency of inter-agency information exchange concerning the navigation situation in connection to civil flights and take timely steps in response to its possible changes," the statement added.
Finland's Foreign Ministry earlier expressed its concern about the so-called "GPS-disruption" to the Russian ambassador and said it expected "additional information and responsible behavior from Russia." On Friday, Norway's Foreign Ministry also discussed the issue with the Russian embassy.
The Norwegian Foreign Ministry said on November 13 that Russia had disturbed GPS signals during NATO's war games. "Between October 16 and November 7, the jamming of GPS signals was recorded," it added, blaming Russian forces on the Kola Peninsula for the disturbance. The Finnish Foreign Ministry said on November 15 that Russia had been responsible for GPS jamming.
Earlier, Finland's Prime Minister Juha Sipila had not written off Moscow as being potentially behind the 'GPS disruption'. However, the country's President Sauli Niinisto believes it is important to carry out an investigation first. Kremlin Spokesman Dmitry Peskov previously said that Moscow had information neither about GPS failures during NATO's military drills whatsoever, nor about Russia's possible involvement.

Russia Accused Of Disrupting NATO Drills: Just Another Unfounded Allegation
Finnish Prime Minister (PM) Juha Sipila has accused Russia of interfering with the Global Positioning System (GPS) in Finland's Lapland region during the Trident Juncture-2018 NATO exercise. NATO fighter jets and surveillance aircraft landed and took off from the airport in Rovaniemi during that training event.
In his weekly interview with the national public broadcasting company YLE Radio Suomi, the PM said the electronic interference was "almost certainly deliberate." He thinks it is quite likely that Russia was behind the episode, which jeopardized civil aviation in addition to other concerns. An experienced pilot himself, Sipila said that the incident would be treated as a breach of Finnish airspace. Finland has launched an investigation into the matter. Foreign Minister Timo Soini has promised to provide a report to parliament about the alleged Russian jamming.
Norwegian authorities joined in to point a finger at Russia. "The jamming in the period between October 16th and November 7th came from Russian forces on Kola," said Birgitte Frisch, Special Advisor in the Ministry of Defense. Danish aircraft were not affected but Danish Defense Minister Claus Hjord Frederiksen declared that Russia's denials of involvement were not convincing. According to him, the GPS jamming incidents were another sign of Russia's "aggressive" behavior toward neighboring countries. Nothing has been proven, but a Finnish investigation was launched after the accusations had already been made public.
No formal protests have been submitted.
All the charges have been denied by Russia.
It's worth noting that neither the US Defense Department nor NATO Secretary General Jens Stoltenberg were willing to comment. Is it conceivable that Russia's alleged activities affected only the aircraft belonging to these two nations, especially since the American military was playing the biggest role in that exercise? Suppose Russia wanted to test its EW systems. How could the jamming exclude US aircraft and ships? All in all, over 30 countries took part in the training event, but only two of them complained. Were the others not subjected to jamming? If the jamming was so powerful, why were there no accidents? Can Finnish and Norwegian officials explain that?
The fact that these very simple questions remain unanswered demonstrates how easy it is to hurl accusations without substantiating one's claims.
Norway insists the interference came from the Kola Peninsula. The Russians' best "tactical" electronic warfare (EW) systems, such as the Krasukha-4 or the aircraft-based Khibiny, cannot jam satellites. The state-of-the-art Porubschik EW system is carried by the Ilyushin Il-22PP aircraft. If it had been used, it would have been easy for NATO intelligence to have detected it.
It had to be a "strategic" system. Russia has at least two of them. One is the Samarkand, which has not been deployed as yet. The only system that could have jammed the NATO forces during the exercise would have been the Murmansk-BN. But it is positioned in Kaliningrad, not the Kola Peninsula. Besides, it's really hard to explain why Russia would have done such a thing. Moscow does not stand to gain anything by jamming NATO GPS communications. The interference could have been caused by solar activity, which can be much more powerful than any conceivable EW system. That happens from time to time. But neither the Finnish nor the Norwegian authorities were willing to consider that possibility. And GPS positioning is normally less accurate in the polar regions anyway.
In 2016, Russia put forward a set of proposals to enhance security in Europe in general and in the Baltic Sea in particular, especially during military exercises. NATO refused to discuss them.
Thank God the Royal Norwegian Navy does not blame Russia for sinking its frigate Helge Ingstad, which hit a tanker during the drills. Many of the foreign servicemen who came to Norway to take part in Trident Juncture behaved badly and drank too much. Underdressed Slovenian soldiers nearly froze to death in Norway. Should Russia be blamed for that too? It has become a trend - Russia is blamed for whatever goes wrong, without any evidence to support such accusations. Those who put the blame on Russia for the glitches affecting the NATO military during these drills that were staged for the purpose of scaring Moscow to death need to do the right thing and provide some answers to these questions.

Finland Summons Russian Envoy Over GPS Glitches During NATO Drills - Reports
Previously, Finnish Prime Minister Juha Sipila stated that the several instances in which pilots reported losing GPS signals during the Trident Juncture exercises had been investigated as possible jamming by Russia.
The Finnish Foreign Ministry has summoned the Russian ambassador to discuss GPS glitches during the NATO two-week Trident Juncture drills, allegedly caused by Russia's jamming, STT news agency reported.
"Foreign Minister Soini announced the invitation to the Foreign Ministry of Russian ambassador Pavel Kuznetsov on Monday morning because of the GPS scandal," the statement quoted by the media says.
Earlier in the day, Finnish Foreign Minister Timo Soini vowed to present a report on the alleged Russian involvement in GPS glitches, addressing the parliament's foreign affairs committee.
"The foreign affairs committee will receive additional information on how the Foreign Ministry will be interacting with Russia [on the issue] when Foreign Minister Timo Soini addresses the committee next Thursday. Soini said that the issue is being discussed through diplomatic channels. I think this is the right way. It is important to show that we believe this is inappropriate, and it should not happen in the future," Matti Vanhanen, the head of parliament's foreign affairs committee stated in an interview with the Yle broadcaster.
The move came on Thursday after the Finnish Foreign Ministry announced that Russia was to blame for the interference with GPS operations during NATO exercises. At the same time, Finnish Interior Minister Kai Mükkanen, in an interview with Sputnik noted that this case would not have any further impact on the cooperation between Russia and Finland, expressing hope that such negative situations will not become common practice in the region.
On the same day, the Finnish Foreign Ministry announced that it was discussing the issue with Moscow through diplomatic channels.
Commenting on the claims on Monday, Kremlin spokesman Dmitry Peskov said he had no knowledge of the country's alleged role in the glitches, noting that "there is an obvious trend to blame Russia for everything," often without providing any proof.

GPS glitches during NATO's largest war games in decades blamed on (DRUM ROLL) Russia
Finland's malfunctioning GPS signal was caused by Russia, and not the 50,000 troops, 10,000 combat vehicles and 250 aircraft taking part in massive Scandinavian NATO drills - at least that's what the PM thinks probably happened.
Aside from the public pooing, prolific beer-guzzling and frigate-sinking naval mishaps, NATO's Trident Juncture drills - the largest in decades - also suffered from spotty GPS signals. Regrettably, only one of these hiccups could remotely be attributed to Russian deviancy.
Right on cue, Finnish Prime Minster Juha Sipila has stated that "it is possible" that Russia was the "disrupting party" (referring to the GPS problems, not the pooping near Norwegian kindergartens).
"We will investigate, and then we will respond," he added. "This is not a joke, it threatened the air security of ordinary people."
Too impatient to wait for an actual investigation, the Finnish PM went on to speculate that Russia jammed up Finland's GPS in order to "demonstrate the capabilities for such actions." Case closed?
Kremlin spokesman Dmitry Peskov called Sipila's accusations "groundless," adding that Russia is regularly accused of "all mortal sins."
"We have no knowledge of Russia possibly having any role in GPS malfunction. You should ask experts or the Defense Ministry. But there is an obvious trend to blame Russia for all mortal sins and then some. As a rule, these accusations are baseless," Peskov said.
Norway warned of possible GPS problems for pilots in its own airspace at the end of October - when the NATO exercise kicked off. But Norwegian officials have apparently remained more tight-lipped about why such a warning was issued.
