A hero in Inglewood, CA, attempted to stop the theft of a catalytic converter by two illegal aliens.

When Juan Sanchez confronted the two men, at least one of them fired a gun at him, hitting Sanchez fatally in the chest. He left behind a wife and two kids.

After identifying the two suspects, Wilver Alberto Rabanales and Jose Christian Saravia Sanchez, officers were able to arrest them. After getting a search warrant, the police arrested both of them in a motel in the city of Cudahy on Thursday night.

Police arrested two men suspected of killing a good Samaritan who tried to stop them from stealing his neighbor's catalytic converter in Inglewood, officials announced Friday.

The Inglewood Police Department said it was with "invaluable" help from the community that homicide detectives successfully identified the two suspects, Wilver Alberto Rabanales and Jose Christian Saravia Sanchez.

Officers executed a search warrant on Thursday night at a motel in Cudahy, where they found and arrested Wilver and Jose.

"The fundraiser, raising money for his funeral, called Sanchez a "devoted husband, a loving father, a proud grandfather, and a cherished friend to so many." His family told KTLA that he'd recently received a promotion at work after helping out Los Angeles fire victims." KTLA 5 Reported.

Nonprofit Executives Are Profiteers of the Migrant Unaccompanied Minors Program

After a hiatus, a new tsunami of illegal aliens is overrunning America's border. Most troubling is the wave of unaccompanied illegal minors.

The Human & Health Services is providing billions in grants to nonprofits to accommodate the asylum scam. The nonprofits that provide the services enjoy substantial profit margins due to poor administration and lack of oversight by HHS., resulting in hundreds of millions in waste, fraud, and abuse by nonprofits.

According to HHS grant statistics for the Unaccompanied Alien Children Program (UAC), an Obama Administration creation, has spent over $9.7 billion since 2008. Approximately 407,000 adolescents received services or a $23,800 amount per referral.

In 2020, approximately 85% of unaccompanied minors were from Central American countries, with 68% male. It is doubtful that any youth walked almost 1,500 miles (75 days nonstop at 20 miles per day) to arrive at the U.S. border. The illegal entry is human trafficking funded by clandestine organizations and cartel-supported.

La Raza's Alter Ego

Southwest Key Programs, located in Austin, Texas, runs the largest network of shelters for migrant children in government care, receiving grants totaling $2.8 billion. Its sole source of funding comes from federal grants. Its Board of Trustees, until recently, had four lifetime La Raza political activists who oversaw the nonprofit operations. The founder and La Raza member, Juan Sanchez, CEO, was forced to resign in 2019 due to allegations of fraud, including exorbitant compensation for him and his wife. Mr. Sanchez sanctimoniously justifies his excessive pay claiming the Trustee Board, which he controlled, and the independent auditors approved the salary.

Six officials at Southwest Key, nonprofit running migrant child shelters, earned more than $1 million in 2017

Six high-ranking employees at a nonprofit organization housing thousands of migrant children for the federal government made at least $1 million for their work in 2017, according to tax filings released Tuesday.

The tax records show that Juan Sanchez, founder of Southwest Key Programs, the Texas-based nonprofit, earned $3.6 million in total compensation that year, which The Washington Post reported last week. They also showed that other prominent employees - including the group's chief financial officer, who earned more than $2.4 million - were earning substantial, seven-figure salaries at the nonprofit.

Sanchez left Southwest Key earlier this year amid anger over his income and scrutiny of the nonprofit's facilities and processes. Three of the other officials who earned at least $1 million in 2017 also have left the group, according to an official at Southwest Key who was not authorized to speak publicly.

Southwest Key is a prominent contractor housing unaccompanied migrant children awaiting placement with relatives or other adults. It shelters about 4,500 children and teens in Texas, California and Arizona, caring for a little more than a third of the 12,500 minors held by the Department of Health and Human Services.

This work has proven to be very lucrative: The nonprofit has an annual contract of about $460 million to house children, and it has collected more than $1 billion since 2014, according to federal records. Other companies and nonprofits also have gotten contracts that could be worth hundreds of millions of dollars apiece for housing children, though some executives have expressed a grim view of their work.

Kevin Dinnin, head of the San Antonio-based nonprofit BCFS Health and Human Services, told reporters at a new emergency shelter for unaccompanied migrant children, "I hate this mission. The only reason we do it is to keep the kids out of the Border Patrol jail cells."

Sanchez's compensation has ballooned in recent years, nearly doubling from $786,222 in 2015 to $1.48 million a year later. Then it doubled again in 2017, according to the tax form released Tuesday and another filed by a Southwest Key subsidiary that manages charter schools in Texas.

In a 2018 interview, Sanchez said the increase between 2015 and 2016 came from a retirement contribution rather than a salary bump. He said that in the nonprofit's early years, they "had nothing. No benefits, no 401(k), no insurance. We just go out there keeping kids out of prisons and jails."

A representative for Sanchez reached Tuesday declined to comment on his compensation and the tax filing and referred all questions to Southwest Key.

Joella Brooks, who as chief operating officer made more than $1.2 million in 2017 and is now the nonprofit's interim chief executive, has said the change in Sanchez's compensation was due to a life insurance and retirement policy that has since been abandoned.

After the tax filing was made public Tuesday, Brooks said in a statement that she "and other leaders who participated in the program separately agreed to return substantial portions of the life insurance benefits."

In addition to Sanchez, other top officials who made more than $1 million in 2017 and have since left included Jennifer Sanchez, his wife, who had been a vice president, along with another vice president and the chief financial officer.

Brooks said the nonprofit was "moving in a new direction" with a new chief financial officer and that she has asked top officials to reevaluate how they approach compensation.

"These retirement and life insurance programs were designed and implemented by executives no longer with us," Brooks said. "Those who participated in this program and have left are required to return a significant amount of the retirement portion of the funds that are not vested. We've recovered hundreds of thousands of dollars so far."

In its tax filings, Southwest Key describes itself as "an integral partner in the U.S. response at our southern border, sheltering immigrant children under 18 years of age who arrive in this country without a parent or guardian and reunifying them with their parents, relatives or a sponsor."

The nonprofit also said most of the children in its shelters last year came from Guatemala, Honduras and El Salvador and that most were teenage males "fleeing violence and gang threats in their home countries." Under a section asking for a brief description of its mission, the nonprofit stated, "The mission is opening doors to opportunity, so individuals can achieve their dreams."

The Department of Justice (DOJ) is reportedly investigating Southwest Key Programs, the nation's largest operator of shelters for migrant children, of possible misuse of federal funds, according to The New York Times.

The Austin-based nonprofit charity operates 24 shelters to house migrant children who arrive in the U.S. on their own or who were separated from their families.

The United States attorney's office for the Western District of Texas, in conjunction with the FBI, is examining its finances and whether it improperly spent federal money, according to The Times.

Neither the DOJ nor the U.S. States attorney's office for the Western District of Texas immediately responded to requests for comment from The Hill.

Records and interviews compiled by the Times suggest Southwest Key Programs has engaged in potential self-dealing with its top executives, stockpiled tens of millions of taxpayer dollars and lent out millions for real estate purchases. It reportedly funneled money through several for-profit companies to help turn public funds into private money, which was then given to company executives.

At least eight of Southwest Key's executives earned more than the federal salary cap of $187,000, including CEO Juan Sanchez who made $1.5 million, according to The Times.

Jeff Eller, a spokesman for Southwest Key Programs, told The Times there had been management mistakes, but there was no criminal intent or "desire to game the system." He added that the charity had not yet been contacted by federal authorities but it had a "policy of working with any and all investigations."

The company also said it would commission an internal inquiry.

Southwest Key Programs was thrust into the spotlight after the White House implemented its "zero tolerance" policy which resulted in a large number of family separations. The program now houses up to 5,000 children, according to The Times. A total of 14,000 migrant children are currently in federal shelters.

Federal investigators are also probing International Educational Services, a smaller shelter provider also based in Texas, which lost its federal contracts in February over similar allegations. Sanchez helped start that company more than 30 years ago, though he is no longer affiliated with it, according to The Times.

The allegations against Southwest Key Programs could possibly throw a crucial government partnership into jeopardy. When International Educational Services' contracts were revoked, its shelters' operations were transferred to another organization, Comprehensive Health Services, a for-profit company.

Texas Non-Profit Migrant Children Shelter CEO Draws $1.5M Salary, Say Media Reports

The founder and CEO of a 30-year-old Texas non-profit group tasked with housing illegal immigrant children is being challenged by media outlets for allegedly taking a $1.5 million salary in 2016 (latest report available). The group's revenue increased more than ten-fold since 2008 as the numbers of unaccompanied minors and separated families increased over the year.

Southwest Key CEO and founder, Juan Sanchez, drew a salary of $1.5 million in 2016, according to a Fox News report. In addition to that, his wife, Jennifer, drew a $280,000 salary in 2015, the article states. She reportedly works as the non-profit's vice president.

Fox News also reported that Sanchez's daughter, Xiomara Goss, also joined Southwest Key as the non-profit's fundraising director. Her salary has not yet been disclosed.

Sanchez's reported 2016 salary of $1.5 million is up from the previous year's salary of more than $780,000, Fox News reported.

When asked how he could justify the high salary while managing an Austin-based non-profit group that provides shelter for children who illegally crossed the border, Sanchez told the Austin American-Stateman, "We bring in $450 million, and I have 7,000 employees to manage. And we're in eight states in the country, and we have been doing this for 30 years. I think the salary's justifiable."

Fox News reported that Southwest Key's revenues in 2008 were $31 million. From that point, it grew to $36 million in 2011 and to $88 million in 2013. When news of the surge of unaccompanied minors crossing the border broke in 2014, the group's revenues more than doubled to $179 million.

Since that time, Southwest Key's annual revenue jumped to $211 million in 2017 and $458 million in 2018, Fox News continued.

The group reportedly operates 26 shelters for migrant children in three border states - Texas, Arizona, and California, Fox News stated. The group is moving to open an additional shelter in Houston for unaccompanied minors and children who have been removed from the adult they crossed the border with.

In 2016, the number of unaccompanied minors and family units illegally crossing the border dropped dramatically following the swearing in of President Donald Trump. This prompted the non-profit to lay off more than 1,000 workers, Breitbart Texas reported. The decrease in numbers did not last long and, according to the Fox News numbers, Southwest Key's revenues jumped back up.
