Trump accused of 'firing people for telling the truth' after dismissing man who handled impeachment complaint

Donald Trump has fired the US inspector general for the intelligence community,Michael Atkinson, the man who first handled the complaint made by an anonymous CIA whistleblower that became the basis for his impeachment.
The president wrote to the House and Senate intelligence committees late on Friday informing them of his decision, saying it was "vital" he had confidence in the independent government watchdog and "that is no longer the case with regard to this inspector general".
"It is extremely important that we promote the economy, efficiency and effectiveness of federal programs and activities," he wrote, saying that inspectors general are critical to achieving those goals.
The timing of the decision looked unavoidably like opportunism to the president's critics, coming as the US hit 7,000 deaths from the coronavirus pandemic, with some 250,000 cases diagnosed and concerns ongoing about the supply of urgently-needed medical equipment and testing kits for frontline healthcare workers battling the virus.
Opposition Democrats were quick to condemn the dismissal.
House speaker Nancy Pelosi said the firing "threatens to have a chilling effect against all willing to speak truth to power", while Senate minority leader Chuck Schumer concluded Mr Trump "fires people for telling the truth".
"The president's dead of night decision puts our country and national security at even greater risk," added California congressman Adam Schiff, who led the House impeachment inquiry.
Mark Warner, the Virginia senator and ranking Democrat on the Senate Intelligence Committee, called the move "unconscionable" and commented: "We should all be deeply disturbed by ongoing attempts to politicise the nation's intelligence agencies."
As inspector general, Mr Atkinson was the first person to inform Capitol Hill about the concerns raised over President Trump's 25 July 2019 phone call with Ukrainian president Volodymyr Zelensky, in which the occupant of the Oval Office appeared to suggest that $391m in congressionally-approved military aid to the country would be withheld unless it launched an anti-corruption investigation into former US vice president Joe Biden, Mr Trump's probable election challenger.
The president cited a long-debunked conspiracy theory involving Mr Biden and his son Hunter Biden, formerly an executive on the board of a local energy company, as the reason for his "concern", a narrative picked up by Fox News and promoted by the president's personal attorney, Rudy Giuliani.
Mr Atkinson assessed the contents of the "quid pro quo" complaint and deemed its concerns to be "urgent" and "credible", only for the then-acting director of national intelligence, Joseph Maguire, to refute his conclusions and try to suppress the matter.
That ruling caused an outcry, prompting Speaker Pelosi to announce an investigation in September, setting in motion a train of events that would ultimately see mountains of evidence amassed, hundreds of hours of testimony given in private and in public and the House of Representatives voting to impeach President Trump on two counts - obstruction of congress and abuse of power - in December.
The Republican-dominated Senate ultimately voted to acquit the president in February, with Utah's Mitt Romney the only GOP senator to break ranks and snub the party line.
Mr Atkinson now joins the likes of administration officials lieutenant colonel Alexander Vindman, ex-director for European affairs for the United States National Security Council, and Gordon Sondland, former ambassador to the European Union, in being unceremoniously shown the door in the wake of that verdict.
Lt Col Vindman and Mr Sondland - a former Trump donor - both appeared as witnesses before the House Democrats' inquiry in November 2019 and gave damning accounts of his actions.
Mr Atkinson is at least the seventh intelligence official to be fired, ousted or sidelined since last summer, with the president's distrust and hostility towards Washington's information-gathering community glaringly apparent.

The president originally dismissed the pandemic as a "hoax",echoing right-wing media claims that its threat was being overstated by his enemies to rattle Wall Street and undermine his re-election effort, but has subsequently had to revise his opinion as the severity of the situation on his doorstep and around the globe becomes ever-more apparent.

On that call, Trump allegedly asked Volodymyr Zelensky to investigate Hunter Biden, the son of former vice president and possible 2020 opponent Joe Biden, according to an intelligence official turned whistleblower who reported the call to the intelligence community inspector general.
The Trump administration has blocked Congress from seeing the complaint. The acting director of national intelligence, Joseph Maguire, who held back the whistleblower's complaint from Congress, is testifying before the House Intelligence Committee on Thursday.
That panel's chairman, Adam B. Schiff (D-Calif.), said the whistleblower wants to speak to the committee and is seeking guidance from Maguire about how he could do so.
"We're in touch with counsel and look forward to the whistleblower's testimony as soon as this week," Schiff tweeted. The whistleblower's lawyer notified Maguire in writing Thursday of his client's "intent to
contact the congressional committees directly."
"Accordingly, I request direction on doing so in accordance with appropriate security practices," according to the letter, which was reviewed by The Washington Post. The lawyer, Andrew Bakaj, wrote that his client had reported an "urgent concern" to the intelligence community inspector general on Aug. 12, "through the established procedures promulgated by law."

Why would Shelby Pierson and Joseph Maguire intentionally blindside the White House?
The briefing was obviously spun by HPSCI Chairman Adam Schiff and democrats on the House intel committee; and there was no intelligence presented during the briefing to support the claims made by Pierson, Democrats and media. (2020 LINK)
What you see now surfacing is evidence of the framework of 2020 election manipulation from the DNI office. That government manipulation later manifests in the public-private partnership between the U.S. government and Twitter, as highlighted in the releases of the Twitter files.
One note of caution. I will draw attention to a very similar framework now rolling out with the Twitter File releases that we saw in the John Durham investigation. Notice how both Bari Weiss and Matt Taibbi are drawing attention to the Twitter executives, but NOT drawing any attention to the government officials. This does not appear to be coincidental.
Bari Weiss could have easily identified the head of the Twitter head of the "Strategic Response Team" an intelligence official named Jeff Carlton. She didn't. Similarly, Matt Taibbi could have identified the official from the DNI office in contact with Twitter executive Yoel Roth, ODNI official Shelby Pierson. He didn't.
Just as John Durham structured his public investigative releases to cast the unlawful shadow on only those people outside government, so too is Weiss and Taibbi structuring their public reviews of the Twitter files to draw attention only to the Twitter executives outside government.
The officials from the U.S. government, who are transmitting through the DHS portal to Twitter, are not being named and identified, why not?
From Taibbi and Weiss and Taibbi again, we are getting an outline of actions taken by Twitter officials,but we are still blind to how the information, requests and demands come into Twitter from the U.S. government, and who specifically is sending them.

The 2018 United States elections were held in the United States on Tuesday, 6 November 2018.
Appointments
The first director of national intelligence was U.S. ambassador to Iraq John Negroponte who was appointed on February 17, 2005, by President George W. Bush, subject to confirmation by the Senate. It was reported that President Bush's first choice for DNI was former director of central intelligence Robert M. Gates, who was serving as president of Texas A&M University, but who declined the offer.[5] Negroponte was confirmed by a Senate vote of 98-2 on April 21, 2005, and he was sworn in by President Bush the same day.
On February 13, 2007, Mike McConnell became the second director of national intelligence, after Negroponte was appointed Deputy Secretary of State. Donald M. Kerr was confirmed by the U.S. Senate to be Principal Deputy Director of National Intelligence on October 4, 2007, and sworn in on October 9, 2007. Kerr, from Virginia, was previously the director of the National Reconnaissance Office and the deputy director for science and technology at the CIA before that. Earlier in his career, he was an assistant director at the FBI, in charge of their Laboratory Division from 1997 to 2001.
On July 20, 2010, President Barack Obama nominated retired Air Force lieutenant general James Clapper as the fourth DNI. Clapper was confirmed by the Senate on August 5, and replaced acting director David C. Gompert. This followed Obama's dismissal of the third DNI, retired Navy admiral Dennis C. Blair, whose resignation became effective May 28, 2010.[6]
The fifth DNI, Dan Coats, the sixth DNI, John Ratcliffe, and acting DNIs Joseph Maguire, Richard Grenell and Lora Shiao, all served between March 16, 2017 and January 21, 2021, during the administration of President Donald Trump.
The seventh and current DNI is Avril Haines, who took office on January 21, 2021. The first woman to hold the office, she was nominated by President-elect Joe Biden on November 23, 2020[7] and confirmed by the Senate on January 20, 2021.[8]

Top U.S. military commanders are pressing Biden administration intelligence leaders to expose the depth of China and Russia's "pernicious conduct," calling for a declassification of intelligence.
A group of 4-star generals made the request to expose our top adversaries publicly, particularly as our allies are allegedly being fed disinformation by our top rivals and the U.S. is falling behind in a veritable public relations world war, Politico reported.
"Our inability to speak publicly about the real threats coming from China and Russia means many Americans don't truly know everything we're up against," Senate Armed Services Committee Ranking Member Jim Inhofe, R-Okla., told Politico in a statement. "It makes it easier to argue to cut the defense budget when we can't have an honest discussion about these threats.
"I know this frustrates many of my colleagues on both sides of the aisle - and we need to get better at fighting in this space. Our adversaries like to operate in the shadows, and the best way to combat them is to call out their lies."
The memo from 9 regional commanders - a document now dubbed the "36-star memo" - calls for "waging the truth in the public domain against America's 21st century challengers," according to the report.
"We request this help to better enable the U.S., and by extension its allies and partners, to win without fighting, to fight now in so-called gray zones, and to supply ammunition in the ongoing war of narratives," the commanders wrote to then-acting Director of National Intelligence Joseph Maguire in January 2020 at the start of the COVID-19 pandemic. "Unfortunately, we continue to miss opportunities to clarify truth, counter distortions, puncture false narratives, and influence events in time to make a difference."
The only 4-star generals to not sign the memo were the leaders of U.S. Central Command and Cyber Command, Politico reported.
Adm. Phil Davidson organized the letter from 9 of the 11 U.S. commanders, only 1 of which is no longer active.
"The Russians and the Chinese, in particular, have weaponized information," former undersecretary of defense for intelligence and security Kari Bingen, who received the memo, told Politico. "This is a significant concern that is being raised by military commanders and intelligence professionals."
She added: "The combatant commands are out at the edge. Their forces are interacting with our allies and partners, and seeing what our adversaries are doing, on a daily basis. They need timely and relevant information to expose bad activity and to counter what they're seeing."
The behaviors the commanders want exposed include military buildups by Russia in Ukraine and incursions into Western airspace, and China's increasingly brazen acts in the South China Sea, including islands claimed by the Philippines, according to the report.
Also, the commanders warned that Russia and China are spreading disinformation about the global coronavirus pandemic, pushing anti-American conspiracy theories like the U.S. being responsible for the virus' release as a bioweapon or U.S. troops being responsible for its spread.
"I think there's meaningful movement," Rep. Ruben Gallego, D-Ariz., chairman of the House Armed Services Committee's Subcommittee on Intelligence and Special Operations, told Politico. "I can't say that it's been a change yet, because this is still evolving."

America's top spies say they are looking for ways to declassify and release more intelligence about adversaries' bad behavior, after a group of four-star military commanders sent a rare and urgent plea asking for help in the information war against Russia and China.
A host of troubling actions from those two countries - including efforts to damage America's relationships with allies and to violate other countries' sovereignty - mean the Intelligence Community must do more to show the world what Russia and China are doing, according to the commanders.
The memo from nine regional military commanders last year implored spy agencies to give them more evidence they can make public as a way to combat "pernicious conduct."
Only by "waging the truth in the public domain against America's 21st century challengers" can Washington shore up support from American allies, they said. But efforts to compete in the battle of ideas, they added, are hamstrung by overly stringent secrecy practices.
"We request this help to better enable the US, and by extension its allies and partners, to win without fighting, to fight now in so-called gray zones, and to supply ammunition in the ongoing war of narratives," the commanders who oversee U.S. military forces in Asia, Europe, Africa, Latin America, as well as special operations troops, wrote to then-acting Director of National Intelligence Joseph Maguire last January.
"Unfortunately, we continue to miss opportunities to clarify truth, counter distortions, puncture false narratives, and influence events in time to make a difference," they added.
The memo, which was reviewed by POLITICO and has not been made public, made waves inside the Pentagon, the Intelligence Community, and on Capitol Hill over the past year, where it has come to be known as the "36-star memo." It wasn't a command or an ultimatum; rather, it implored the Intelligence Community to make big changes.
The fact that it was signed by nine of the 11 four-star combatant commanders - all but one of whom are still in uniform - is nearly unheard of, said multiple government officials familiar with the memo who said it underscored an unusual level of alarm among the top brass. The top leaders for U.S. Central Command and Cyber Command did not sign.
The letter was organized by Adm. Phil Davidson, the outgoing head of U.S. Indo-Pacific Command, and was also signed by Gen. Jay Raymond, who at the time was commander of U.S. Space Command but is now head of the Space Force and a member of the Joint Chiefs of Staff.
Spokespeople for Davidson and Raymond declined to comment on the memo or their concerns.
Need for speed
A number of current and former national security officials told POLITICO that the efforts now underway are moving too slowly.

"I would expect the combatant commanders to ask for more from the IC on how the adversaries are using information for operational advantage," said Sue Gordon, a career intelligence official who retired in 2019 after becoming ODNI's second-most senior official.
But America also has a major advantage against China and Russia, said Sen. Jack Reed, who chairs the Armed Services Committee. "The truth is on our side and we need to do a better job of illuminating and exposing these activities."

Trump ally Devin Nunes' defamation case against the Washington Post thrown out by DC judge
Donald Trump's staunch ally Devin Nunes has had his defamation lawsuit against The Washington Post thrown out by a judge.
Mr Nunes, a representative for California, sued the newspaper in March after they published a story about a conversation he had with Mr Trump. He claimed that the paper had misinterpreted his conversation.
The article, titled "Senior intelligence official told lawmakers that Russia wants to see Trump re-elected," claimed that intelligence official Shelby Pierson told members of the House Intelligence Committee that Russia had "developed a preference" for Mr Trump.
The paper reported that Mr Trump "learned about Pierson's remarks from Rep Devin Nunes (Calif.), the committee's ranking Republican and a staunch Trump ally."
The article claimed that when Mr Trump learned of the analysis, he grew angry at then-acting Director of National Intelligence Joseph Maguire.
On Thursday a Washington DC judge, Amit Mehta, ruled that the newspaper did not act "with 'actual malice,' that is, with 'knowledge that it was false or with reckless disregard of whether it was false or not.'"
Kris Coratti, vice president of communications for the Post, said: "We are pleased with the outcome."
Mr Nunes has filed multiple lawsuits against several media outlets and other companies in recent years, including CNN, Esquire and Twitter.
A federal judge ruled in June that the congressman could not sue Twitter over parody accounts that post in character as Mr Nunes's cow and mother.
Mr Nunes filed another defamation suit against The Washington Post last month, taking issue with an article from November that referenced a widely-reported visit Mr Nunes made to the White House in early 2017. That case is still pending.

The article stated as fact that Nunes informed President Donald Trump about a briefing by a U.S. intelligence official to the House intelligence committee that Russia had developed a preference for Trump in the upcoming presidential election. It added that Trump grew angry because of the erroneous belief that then-Acting Director of National Intelligence Joseph Maguire or his staff gave the briefing to intelligence committee chairman Rep. Adam Schiff, D-Calif., exclusively.
The article did not specify the reason for Trump's erroneous belief but quoted people familiar with the matter that the president became angry for having learned about the briefing from a congressman, according to the opinion written by U.S. District Court Judge Amit Mehta. Nunes claimed he was defamed by the story's clear implication that he lied to and deceived the President of the United States.

Biden Campaign Firm Hit by Suspected Kremlin Hacking Attack
Intelligence officials have long been warning that Russian agents will inevitably try to interfere in the 2020 campaign-now some appear to have been caught targeting a key Biden campaign firm.
Reuters reported Thursday morning that suspected Russian state-backed hackers have attempted to breach the systems at Washington-based SKDKnickerbocker, a strategy and communications firm working hand-in-glove with Joe Biden's campaign. The attacks, which took place over the past two months, were unsuccessful.
The failed hacking attempt was brought to SKDK's attention by Microsoft, which reportedly gathered information identifying hackers linked to the Kremlin as the most likely suspects. The attacks are said to have mainly focussed on phishing-a common hacking method which lures users into disclosing sensitive passwords.
That was the method used by Russian hackers to access DNC emails, which were subsequently leaked online, ahead of the 2016 presidential election.
A person familiar with SKDK's repelling to the hacking attempts said the agents didn't get very far, telling Reuters: "They are well-defended, so there has been no breach." Another source said it was impossible to confirm if Biden's campaign was the target, or whether the Russians were trying to gather intel on the long list of other SKDK clients.
SKDK has an extremely close relationship with the Democratic Party-the firm's managing director Anita Dunn served as a White House communications director during the Barack Obama presidency and now works for the Biden campaign as a top advisor.
Officially, neither SKDK, Microsoft, or the Biden campaign have commented on the Reuters report.
It's not the first time Microsoft has managed to thwart suspected Russian government hackers-in 2017, the software maker identified over 120 new targets of the Kremlin's cyber spying by suing the notorious hacker group known as Fancy Bear. Microsoft's legal action led to the seizure of 70 command-and-control servers the hackers used to covertly direct malware on victim computers.
Microsoft also helped to foil the Russian intelligence agents who targeted Sen. Claire McCaskill with a phishing campaign as she began her 2018 re-election campaign.
Unsurprisingly, the Kremlin was quick to deny any connection to the latest attempted phishing attempts. In comments reported by the Russian government-owned TASS news agency, President Vladimir Putin's press secretary Dmitry Peskov said he had no idea what SKDK is and added: "It looks like just another nonsense that is published, unfortunately, by a sometimes respected agency."
U.S. intelligence officials briefed House lawmakers as early as last February that Russian actors were already interfering in the 2020 elections, once more to the benefit of Trump. The briefing was conducted for the House Intelligence Committee by an aide to then acting Director of National Intelligence Joseph Maguire, who was later forced out of his position by Trump.
Earlier this month, intelligence officials publicly confirmed their belief that Russia is using a range of techniques to damage Biden and, last week, the FBI stepped in to warn Facebook that Russia's troll farm was parading as a nonprofit news organization in an attempt to promote criticism of Biden from the left.
The Department of Homeland Security has also discovered a Russian plot spreading disinformation about Biden's mental health-a reoccurring theme of Trump's attacks on his rival.
Biden said last Friday that the Trump administration is wrong about China being the biggest threat to U.S. elections, saying: "There are a lot of countries around the world I think would be happy to see our elections destabilized. But the one who's working the hardest most consistently and never has let up is Russia."

"Today, dozens of states and local jurisdictions are hosting their own elections across the country and, less than a year from now, Americans will go to the polls and cast their votes in the 2020 presidential election. Election security is a top priority for the United States Government. Building on our successful, whole-of-government approach to securing the 2018 elections, we have increased the level of support to state and local election officials in their efforts to protect elections. The federal government is prioritizing the sharing of threat intelligence and providing support and services that improve the security of election infrastructure across the nation.
In an unprecedented level of coordination, the U.S. government is working with all 50 states and U.S. territories, local officials, and private sector partners to identify threats, broadly share information, and protect the democratic process. We remain firm in our commitment to quickly share timely and actionable information, provide support and services, and to defend against any threats to our democracy.
Our adversaries want to undermine our democratic institutions, influence public sentiment and affect government policies. The Committee on Foreign Investment in the United States is reviewing the Chinese deal that led to the creation of the app popular among teenagers after lawmakers raised national security concerns.
Sens. Charles Schumer (D-NY) and Tom Cotton (R-Ark.) requested in October that intelligence officials investigate.
"With over 110 million downloads in the U.S. alone, TikTok is a potential counterintelligence threat we cannot ignore," the senators wrote in a letter to Joseph Maguire, the acting director of national intelligence.
"Given these concerns, we ask that the Intelligence Community conduct an assessment of the national security risks posed by TikTok and other China-based content platforms operating in the U.S. and brief Congress on these findings."
TikTok is owned by Beijing-based ByteDance.

Grenell announces creation of intelligence community 'cyber executive'
Acting Director of National Intelligence (DNI) Richard Grenell on Friday announced the creation of an intelligence community (IC) "cyber executive" as part of other organizational changes.
According to the Office of the Director of National Intelligence (ODNI), the new position will "provide a single ODNI focus point for the cyber mission, which will strengthen the IC's cyber posture to better defend U.S. national security interests."
The cyber executive position will oversee four consolidated, previously separate ODNI cyber-focused organizations.
The ODNI did not immediately respond to The Hill's request for comment on which four organizations would be combined, or whether an individual had been selected to fill the position.
The creation of the IC cyber executive comes after more than a year of staff and leadership review of organizational changes, according to the ODNI.
Other changes announced by Grenell on Friday included the establishment of the "Director's Advisor for Military Affairs" position. This individual will serve as Grenell's principal adviser for defense issues, and is intended to boost the ODNI's efforts to collaborate with the Department of Defense.
The changes will also eliminate the ODNI's Directorate of National Security Partnerships and transfer its functions to other ODNI offices. The group was tasked with coordinating IC and defense intelligence operations, among other duties.
The new changes come more than a month after Grenell appointed new leaders for the National Counterterrorism Center, and the same week the Senate confirmed William Evanina as director of the National Counterterrorism and Security Center.
Grenell, who was appointed to the position of acting DNI in February by President Trump after the resignation of former acting DNI Joseph Maguire, has faced pushback during his leadership for changes made.
House Intelligence Committee Chairman Adam Schiff (D-Calif.) sharply rebuked Grenell's changes in an April letter, taking issue with the fact that many organizational changes were made without consulting Congress, among several other concerns. Grenell later pushed back against Schiff's concerns.
A House Intelligence Committee official told The Hill on Friday that the committee is "assessing the proposed changes" from Grenell, and "will be examining both the operational and budgetary impact of any such changes."
"The Senate and House Intelligence Committees both requested that ODNI consult with the Committees before making any significant organizational changes like those announced today," the official said. "This is particularly important as there are no Senate confirmed personnel running the ODNI and the acting Director lacks relevant experience."
"That the current leadership at ODNI would choose to do so anyway, and at a time when the President has nominated a new Director, demonstrates both a lack of confidence in the nominee and contempt for the oversight process," the official added.
It is unclear how long Grenell will continue to lead the ODNI. Trump nominated Rep. John Ratcliffe (R-Texas) for the DNI position in February, and the Senate Intelligence Committee held a nomination hearing for Ratcliffe earlier this week.

In August 2019, Atkinson, as inspector general, received a formal complaint from a whistleblower within the U.S. Intelligence Community who stated that they had learned, in the course of normal duties, that Trump had abused his power "to solicit interference from a foreign country in the 2020 U.S. election," specifically by pressuring a foreign government (Ukraine) to investigate former Vice President Joe Biden and his son Hunter Biden.[15][16] The whistleblower, a Central Intelligence Agency (CIA) officer detailed to the White House,[17] submitted the report to Atkinson under the provisions of the Intelligence Community Whistleblower Protection Act (ICWPA).[18]
Atkinson looked into the complaint, and interviewed several government officials whom the whistleblower identified as having information to substantiate his claims.[17] On August 26, having found the complaint to be both "credible" and "of urgent concern" (as defined by the ICWPA), Atkinson transmitted the complaint to Joseph Maguire, the acting Director of National Intelligence (DNI).[19] Under ICWPA, the DNI "shall" forward a complaint deemed credible and of urgent concern, within seven days of receipt, to the Senate and House Intelligence Committees. The Trump administration, however, withheld the complaint from Congress; Steven Engel of the Justice Department's Office of Legal Counsel issued a determination saying that the acting DNI did not need to give the complaint to Congress because, in the opinion of the OLC, the complaint was not related to "an intelligence activity" under the acting DNI's authority.[20][21][22]
Clashing with Maguire,[10] Atkinson himself notified Congress about the existence of the whistleblower report.[23] In a letter to the House Intelligence Committee, Atkinson said that he and Maguire were "at an impasse"[10] and wrote that "As it now stands, my unresolved differences with the Acting DNI are affecting the execution of two of my most important duties and responsibilities" (to whistleblowers and to Congress).[14] The Trump administration eventually released the complaint[15][16] following demands for its release from the Senate[24] and House.[25] The complaint prompted the launch of a House impeachment inquiry against Trump.[26] The whistleblower complaint brought public attention to Atkinson, who previously was a little-known official.[10]
In mid-November, news reports revealed that the president was angry with the IG's perceived disloyalty and wanted to fire him.[27][28][29][30] He was dismissed by President Trump on April 3, 2020.[1]

The Senate Intelligence Committee on Tuesday reaffirmed its support for the U.S. intelligence community's conclusion that the Russian government interfered in the 2016 presidential election with the goal of putting Donald Trump in the Oval Office.
Tuesday's bipartisan report, from a panel chaired by North Carolina Republican Richard Burr, undercuts Trump's years of efforts to portray allegations of Kremlin assistance to his campaign as a "hoax," driven by Democrats and a "deep state" embedded within the government bureaucracy. The report does not address the question of whether anyone in the president's orbit colluded with the Russian efforts.
The panel's findings are in line with a previously issued bipartisan statement in which Senate Intelligence leaders endorsed the January 2017 assessment by the clandestine community. The newest conclusions come in the fourth of five reports the committee is releasing on Moscow's interference in the 2016 campaign. The committee last month approved the report unanimously.
For the latest report, senators and committee aides examined everything from the sources and methods used for intelligence gathering, to the Kremlin's actions itself. The document is heavily redacted.
Beyond its possible political impact, the report represents a confidence-booster to the country's intelligence community at a time of great uncertainty.
Trump has openly criticized the intelligence community's work, both as a presidential candidate and as commander in chief. His fury has only intensified since its inspector general alerted Congress last year of a whistleblower complaint regarding the president's posture toward Ukraine, a process that resulted in his impeachment.
The president is still rejecting intelligence officials' more recent warnings - delivered to lawmakers last month - that Russia is interfering in this year's election and that Moscow has a preference for Trump.
In February, the president replaced acting Director of National Intelligence Joseph Maguire with U.S. Ambassador to Germany Richard Grenell, who previously had not served in any U.S. intelligence agency. The change set off more personnel moves that prompted fears among career clandestine officials of a widespread loyalty purge - a suspicion that was heightened earlier this month when Trump fired Michael Atkinson, the intelligence community's inspector general, who had first alerted the congressional intelligence committees about the whistleblower complaint.
The latest report from the Senate panel is a bipartisan endorsement of a conclusion that had been called into question by Republicans on the House Intelligence Committee. The GOP lawmakers said in their own report in 2018 that the intelligence agencies failed to employ proper "tradecraft" when officials concluded Russia came to support Trump's candidacy.
The Senate panel's fifth and final installment in its exhaustive review of the 2016 interference is in the "editing stages," a committee spokesperson said. The final product is expected to be around 950 pages long, according to sources familiar with the matter.
That report will focus on the counterintelligence aspects of the government's Russia investigation, including allegations that Trump campaign officials coordinated with Russian operatives. Former special counsel Robert Mueller said last year that his probe "did not establish" such coordination.
The exact timing of the final release remains in flux with committee aides largely working from home due to the coronavirus pandemic. The panel's work is almost exclusively conducted in a sensitive classified facility on Capitol Hill.

Democratic Sens. Mark Warner (Va.) and Dianne Feinstein (Calif.) are calling on Justice Department watchdogs to investigate Attorney General William Barr's comments about the firing of intelligence community Inspector General Michael Atkinson.
Warner and Feinstein - the top Democrats on the Intelligence and Judiciary Committees, respectively - sent a letter Friday to Jeffrey Ragsdale, acting director of the Department of Justice (DOJ) Office of Professional Responsibility, and DOJ Inspector General Michael Horowitz arguing that Barr has "misstated key facts."
"This is a disservice to ICIG Atkinson. It also raises broader questions about whether Attorney General Barr is following Department policies and rules of professional conduct that demand candor and impartiality from lawyers, particularly those who serve the public trust," the senators wrote.
"We request that you investigate whether Attorney General Barr's statements in matters involving the interests of the President violate applicable Justice Department policies and rules of professional conduct," they added.
Trump shocked Washington earlier this month when he announced he was firing Atkinson, who handled the whistleblower complaint at the center of the House impeachment inquiry. The complaint dealt with Trump's actions on U.S. aid to Ukraine and a request that Kyiv help "look into" Democrats.
The two Democratic senators point to a Fox News interview with Barr earlier this month, when he said Trump "was correct" and "did the right thing" by firing Atkinson.
Barr added during the interview that Atkinson should have sent the whistleblower report to the executive branch before reporting it to Congress.
"He was told this in a letter to the Department of Justice, and he is obliged to follow the interpretation of the Department of Justice, and he ignored it," Barr said.
How to handle the whistleblower complaint was a point of contention between Atkinson, DOJ and then-acting Director of National Intelligence (DNI) Joseph Maguire.
Atkinson notified Congress of the existence of the whistleblower complaint, though he declined to discuss details of the complaint during a closed-door briefing last year with House lawmakers.
Atkinson also forwarded the complaint to Maguire, who initially refused to hand it over to Congress, stating that the allegations fell outside the intelligence community's whistleblower statute. The office of the DNI subsequently transmitted a classified version to the congressional Intelligence committees in September.
Feinstein and Warner note in their letter that Atkinson "did not transmit the complaint or reveal its contents to Congress" but notified Congress of a disagreement between himself and Maguire about whether the complaint should be handed over to Congress.
"It was ultimately DNI Maguire, not ICIG Atkinson, who transmitted the complaint to Congress," the senators wrote.

Richard Grenell: Acting counterterrorism chief retiring, not fired
"The acting director of the National Counterterrorism Center is retiring in the latest Trump administration shakeup.
Russell Travers, who took over the organization after Joseph Maguire departed to assume the role of acting director of national intelligence, is leaving after more than 40 years of government service, a spokesperson confirmed on Thursday. He made his decision known to Richard Grenell, Maguire's replacement as acting spy chief, who denied a report citing former officials who said Travers and his deputy were fired.
"We are grateful for acting Director Russ Travers's many years of service to the American people. Russ told acting Director Grenell he wanted to retire and that he did not want another assignment," Amanda Schoch, assistant director of national intelligence for strategic communications, told the Washington Examiner.
"Russ's willingness to step up and serve as the acting director of NCTC multiple times is an example of his commitment to serve this vital mission. He has given NCTC many years of great service," she added.
The Office of the Director of National Intelligence also confirmed the acting deputy director, Peter Hall, would return to the National Security Agency.
President Trump intends to nominate Christopher Miller, the deputy assistant secretary of defense for special operations and combating terrorism, to fill the permanent director role at the NCTC. Schoch said the decision to nominate Miller has been "well received across the intelligence community" and that, if confirmed, he will "bring a new vision" to the center.
Falling under the Office of the Director of National Intelligence, the NCTC was set up following the Sept. 11 terrorist attacks, and its mission is to "integrate" the national counterterrorism effort.
The statement followed a report from the Washington Post that cited former U.S. officials claiming Travers's exit could be part of a purge by the administration. The report said Travers and Hall were fired, an assertion that Grenell publicly denied.
"Not true," Grenell said, referring to a tweet by the story's author. "And Ellen is refusing to update her erroneous story with ON THE RECORD quotes from DNI press officials. This is a concerning pattern."
With the threats posed by terrorist groups such as the Islamic State and al Qaeda greatly diminished, the size of the NCTC force, which is the largest part of ODNI, is under review.
Schoch said Grenell and other ODNI officials have been looking into reform recommendations from former directors. "Our hope is that these reforms will posture NCTC to lead the counterterrorism mission into the future," she added.
Grenell, the U.S. ambassador to Germany and a staunch ally of the president, was named acting DNI in February after Maguire resigned. Trump renominated GOP Rep. John Ratcliffe of Texas for the permanent DNI role, and he awaits Senate confirmation.
The latest ODNI realignment comes after the director of the government's Office of Personnel Management abruptly stepped down on Tuesday.

'Not a Russia-only problem': Intelligence community disputes media's 2020 interference reports
National security officials told lawmakers on Tuesday the intelligence community has not concluded Russia is backing any particular 2020 candidate while warning about meddling from multiple countries. The information that appeared in an unclassified fact sheet from the Office of the Director of National Intelligence, which coordinates the nation's 17 intelligence agencies, rejects a stream of media reports on classified briefings on election security. "The IC has not concluded that the Kremlin is directly aiding any candidate's reelection or any other candidates' election. Nor have we concluded that the Russians will definitely choose to try to do so in 2020," the fact sheet read. '"This is not a Russia-only problem. China, Iran, other countries like North Korea and Cuba, and non-state actors all have the opportunity, means, and potential motive to interfere in the 2020 elections as a way to achieve their goals." This statement counters anonymously sourced media reports in which unnamed sources said the intelligence community concluded Russia was helping President Trump with reelection and Sen. Bernie Sanders of Vermont win the Democratic primaries.
The ODNI said Tuesday that "Russian social media and state media messaging has taken aim at some of the candidates from both parties, in part to signal Russia's unhappiness with policy statements or choices" and "we expect that the intent of hostile state actors toward the 2020 election will evolve as the election nears." William Evanina, the director of the National Counterintelligence and Security Center, conducted the ODNI portion of the briefing and was joined by FBI Director Christopher Wray, National Security Agency Director Paul Nakasone, and acting Homeland Security Secretary Chad Wolf.
Last month, the intelligence community disputed information the media were given about a classified House Intelligence Committee briefing, with officials denying that lawmakers were told Russia is attempting to help Trump in 2020. "We cannot comment on classified briefings, but what we can tell you is that Shelby did not say Russia is aiding the reelection of President Trump," an ODNI spokesperson told the Washington Examiner. That briefing took place on Feb. 13 and was conducted in part by Shelby Pierson, the election threats executive under then-acting DNI Joseph Maguire. Since then, Ambassador to Germany Richard Grenell took over as acting spy chief, and Rep. John Ratcliffe of Texas was renominated to take on the position permanently. He awaits Senate confirmation. According to sources cited by the New York Times, Pierson warned "Russia was interfering in the 2020 campaign to try to get President Trump reelected."
Trump called it "another misinformation campaign" last month. "Nobody briefed me about that at all," Trump said. "They leaked it, Adam Schiff and his group." Schiff, the chairman of the House Intelligence Committee, tweeted that "your false claims fool no one" and "you've betrayed America - again." Trump national security adviser Robert O'Brien has repeatedly insisted he has not seen any intelligence showing Russia was trying to get Trump reelected.

Rep. Devin Nunes (R-Calif.), the top Republican on the House Intelligence Committee, filed a massive $250 million defamation lawsuit on Monday against the Washington Post and intelligence reporter Shane Harris.
Last month, the Post claimed Nunes went to the White House to personally tell President Donald Trump about an intelligence briefing given to House Intelligence Committee Chairman Adam Schiff (D-Calif.) by top intel official Shelby Pierson regarding Russia's efforts to interfere in the 2020 presidential election.
The newspaper also claimed that Trump was angry at acting Director of National Intelligence Joseph Maguire because he learned about the meeting through Nunes.
But according to Nunes, the Post's claims are "falsehoods." In fact, the lawsuit claims it was impossible for Nunes to have met with Trump to discuss the classified briefing when the Post claimed the meeting happened because Nunes was in Oklahoma at the time.
The lawsuit states:
Devin Nunes never told the President or anyone else that Shelby Pierson had given an exclusive briefing to Schiff.
Devin Nunes did not meet or speak with the President on February 13, 2020 - the day of the "classified hearing" - or on February 14, 2020, and never conveyed to him any indication that Schiff was given an exclusive assessment of Russian actions.
In fact, WaPo and Harris knew that Devin Nunes was in Tulsa, Oklahoma, on February 14, 2020 for a breakfast hosted by the Republican Party of Tulsa County .
The lawsuit adds, "Devin Nunes did not say or do anything to 'ruin' Maguire's chances of becoming the permanent intelligence chief Maguire's term was already due to expire pursuant to Federal Law on March 11, 2020."
The lawsuit claims the "WaPo hit piece" imputes to Nunes "criminal conduct" and "dishonesty, deceit, sharp and unethical practices, and independently actionable tortious acts, all of which severely impugns [Nunes's] integrity and prejudices him in the performance of his duties as a United States Congressman."
The lawsuit goes on to accuse the Post of publishing the story "in concert with House Democrats" in order to "impugn" Nunes' "reputation and undermine his relationship with the President."
The lawsuit was filed in U.S. District Court in Richmond and seeks a total of $250,350,000 in damages, plus prejudgement interest. Nunes is requesting a jury trial.
In response, the Post said it will defend its reporter and story.
"The Post stands behind the reporting of Shane Harris and his colleagues We will vigorously defend our work against the claims made in Rep. Nunes's lawsuit," Kris Coratti Kelly, the newspaper's VP of communications, told the Washington Examiner.
Nunes promised the lawsuit less than two weeks ago. In December, he also sued CNN for $435 million over what he characterized as a "demonstrably false hit piece."

Acting spy chief Richard Grenell plans to resign ambassadorship if John Ratcliffe confirmed as DNI
Newly appointed acting Director of National Intelligence Richard Grenell said he will step down as ambassador to Germany if the Senate confirms Rep. John Ratcliffe to take on the spy chief role permanently. "Yes, it's true. We were planning on coming home soon," Grenell confirmed to the Daily Wire, which reported he was planning on leaving the post in the spring but had agreed to stay on until a permanent DNI could be confirmed. He informed the White House of his decision after Ratcliffe was renominated last week.
Grenell has been the top U.S. envoy in Germany since May 2018. He was picked to be acting director of national intelligence just two weeks ago, taking over after the departure of Joseph Maguire. In the role, Grenell became the first openly gay man to hold a Cabinet position. He quickly requested to review intelligence, which an official familiar with the matter told the Washington Examiner is a completely straightforward and typical move of a new director of national intelligence. Grenell also brought in Kash Patel, a National Security Council aide who was previously an aid to the House Intelligence Committee's Devin Nunes, to be a senior adviser. Trump's eldest son Donald Trump Jr. backed the appointment, calling Grenell '"an amazing choice."
But, from the beginning, it was evident that the new role would be short-lived. Grenell said on the day he became acting DNI that he would not be nominated to take on the job permanently. Democrats had raised concerns about Grenell being a political appointee without sufficient background in intelligence. President Trump announced last week he was renominating Ratcliffe to be his permanent director of national intelligence, months after the Texas Republican dropped from consideration. Trump sent the nomination to the Senate on Monday.

A Trump appointment presages a purge at our intelligence agencies.
It's a really bad day at the office when the spooks are spooked. That's what happened on Wednesday when President Trump announced that Richard Grenell, the ambassador to Germany, will become the acting director of national intelligence. Though Mr. Grenell is credited with effectively pushing the White House's agenda on Iran and China, he has virtually no intelligence experience and is viewed as very partisan. This rattled the spy community and stoked fears that a purge may be coming, fears that seemed to be confirmed on Friday when Mr. Grenell ousted his office's No. 2 official. In fact, our whole country should be spooked.
Mr. Grenell was appointed after the president reportedly became angered by a congressional briefing that said Russia is trying to help him in the 2020 election by meddling in the Democratic primaries. So Mr. Trump removed Joseph Maguire, the highly regarded acting director of national intelligence, and temporarily assigned Mr. Grenell, who is keeping his other roles.
Reports say that Kashyap Patel, a former National Security Council staff member who sought to discredit the Russia inquiry, is a senior adviser to Mr. Grenell. The worry is that this new team is meant to do one thing: undermine the core mission of the intelligence community, which is to speak truth to power.
We've seen this movie before, and it didn't end well. In 2004, the C.I.A.'s director, Porter Goss, forced out career experts over a counterintelligence dispute. A review of that activity by the Silberman-Robb Commission ultimately resulted in Mr. Goss's resignation. The coming purge could be far worse.
With acting cabinet secretaries everywhere, the Departments of Homeland Security and State hollowed out, and the recent departure of high-profile, nonpolitical appointees on the National Security Council staff (the Vindman brothers and Victoria Coates), the judgment and experience about who wants to attack us and where is basically gone. This creates an enormous risk to our country.
While our intelligence community is the most impressive in the world, we can't see and know everything. No nation can. So we rely on other intelligence services. And not just the ones of Australia, Britain, Canada and New Zealand that, along with the United States, make up the "Five Eyes" intelligence alliance. We also need allies with eyes and ears in places we just can't go, like North Korea and China. A purge of our best and brightest intelligence officers will signal to them that new management is coming, and current relationships aren't useful any longer.
Allied services also won't trust us if our own officers face constant pressure to politicize intelligence. That means reporting streams will dry up, we won't get early warning on planned attacks and we will lose critical knowledge about the decisions adversaries are making that may not have consequences today, but could have huge ones in the next decade. It's impossible to know how many clues we will miss if our intelligence community is isolated from the world and the president's daily brief only reinforces what the administration wants to hear.
A so-called house clearing could damage our intelligence abilities for at least a generation. Recruitment and retention will of course plummet, and those officers and analysts left won't have the mentorship or the experience to ensure our assessments are based on truth.
For the sake of our country, I hope Mr. Grenell makes a careful assessment of the intelligence community's capacities and impressive work force before making further changes. How dangerous it would be if we lose the tip of the spear against those who would destroy us.

Trump's new intel chief makes immediate changes, ousts top official
President Trump's new acting director of national intelligence, Richard Grenell, has already made major changes at the agency, including ousting the No. 2 official.
Former acting Director of National Intelligence Joseph Maguire and his deputy, Andrew Hallman, resigned on Friday. According to The New York Times, Grenell told Hallman, who has worked for national intelligence and the CIA for three decades, that his service was no longer needed.
Senate Intelligence Committee Chairman Richard Burr (R-N.C.) praised both Maguire and Hallman for their service after their resignations were announced.
"For nearly four decades, Joe Maguire has dedicated his career to securing our country, both in and out of uniform," Burr said. "I've valued Joe's advice and counsel during his tenure as Director of National Intelligence and at the National Counterterrorism Center, and I wish him the best."
Of Hallman, Burr added he appreciated "his extensive knowledge of intelligence matters and his deep respect for the men and women of our [intelligence community]."
The Times also reported that Grenell - who was only officially tapped into the role on Thursday and who says he will not be the nominee for the full-time role - also made a slew of his own new hires on Friday, including an expert on Trump conspiracy theories.
One hire is Kashyap Patel, a senior member of the National Security Council and former top aide to Rep. Devin Nunes (R-Calif.), the former House Intelligence Committee chairman. Patel was a lead author of a 2018 memo that accused FBI and Justice Department officials under former President Obama of overstepping their surveillance authority ahead of the 2016 presidential election.
Patel has reportedly been given permission to "clean house" at the agency.
Grenell's tenure may only last a few months as Trump announced a list of possible nominations Friday for the permanent director of national intelligence.
The shakeup comes as reports say Trump was frustrated with Maguire and alleged his disloyalty after House lawmakers were briefed last week on Russian interference in the 2020 election to help reelect Trump.
Grenell has reportedly asked for the intelligence information behind the briefing given to lawmakers.
Trump has since denied the reports Russia is interfering on his behalf in the 2020 election, accusing Democrats of "trying to start a rumor" as well as a "disinformation campaign."
Meanwhile, Sen. Bernie Sanders (I-Vt.) revealed Friday that he was briefed by U.S. intelligence officials about Russian interference aiming to help him win the Democratic primary.

Well, what do you know.... All of a sudden today, anonymous intelligence officials are reporting to CNN that Ms. Pierson "overstepped" her position, was "misleading" in her briefing, and "mischaracterized" the underlying intelligence. Imagine that.
Washington (CNN)-The US intelligence community's top election security official appears to have overstated the intelligence community's formal assessment of Russian interference in the 2020 election, omitting important nuance during a briefing with lawmakers earlier this month, three national security officials told CNN.
The official, Shelby Pierson, told lawmakers on the House Intelligence Committee that Russia is interfering in the 2020 election with the goal of helping President Donald Trump get reelected.

Why would Shelby Pierson and Joseph Maguire intentionally blindside the White House?
The briefing was obviously spun by HPSCI Chairman Adam Schiff and democrats on the House intel committee; and there was no intelligence presented during the briefing to support the claims made by Pierson, Democrats and media.
If it seems like CNN just stumbled into the journalism thing, don't react too quickly. The underlying motive for CNN to narrate truthfully on this example is simply to get Ms. Pierson fired (which she should be). If Pierson is fired, CNN will most likely jump back on the bandwagon of President Trump helping Russia again.

Former CIA Director John Brennan is very disturbed by a new report from The New York Times, which says last week, members of the House Intelligence Committee were warned by an aide to Acting Director of National Intelligence Joseph Maguire that Russia is actively meddling in the 2020 campaign in order to get President Trump re-elected.
"We are now in a full-blown national security crisis," Brennan said. "By trying to prevent the flow of intelligence to Congress, Trump is abetting a Russian covert operation to keep him in office for Moscow's interests, not America's." Brennan served as CIA director from 2013 to 2017.
The briefing was delivered by Shelby Pierson, one of Maguire's aides known for her blunt delivery, the Times reports. When Trump found out about the briefing, he was livid, and complained that the committee's chair, Rep. Adam Schiff (D-Calif.), will "weaponize" the intelligence against him, a person with knowledge of the matter told the Times. On Wednesday, Trump announced Maguire is being replaced by U.S. Ambassador to Germany Richard Grenell, a Trump loyalist.

U.S. intelligence officials told members of the House of Representatives Intelligence Committee in a classified briefing last week that Russia was again interfering in American politics ahead of November's election, a person familiar with the discussion told Reuters.
U.S. officials have long warned that Russia and other countries would seek to interfere in the Nov. 3 presidential election, following Russia's meddling in the 2016 campaign that ended with Trump's surprise victory over Democratic rival Hillary Clinton.
The U.S. intelligence community concluded that the Kremlin used fake news reports, cyber attacks and other methods in its 2016 operation in an effort to boost Trump, an allegation that Russia denies. Trump has also repeatedly questioned the finding.
On Friday, the Kremlin said the latest allegations were false.
"These are more paranoid announcements which, to our regret, will multiply as we get closer to the (U.S.) election," Kremlin spokesman Dmitry Peskov told reporters. "They have nothing to do with the truth."
Russia's alleged interference sparked a two-year-long U.S. investigation headed by Special Counsel Robert Mueller.
Mueller found no conclusive evidence of coordination between Russia and the Trump campaign. He also pointed at 10 instances in which Trump may have attempted to obstruct his investigation, as Democrats alleged, but left any finding of obstruction to Congress.
Trump is seeking a second term in office.
Last July, he called on Ukrainian President Volodymyr Zelenskiy to investigate one of his potential Democratic rivals, former Vice President Joe Biden, sparking his impeachment in the Democratic-controlled House.
Trump, who was later acquitted by the Republican-led U.S. Senate, has also publicly called on China to probe Biden.
Last week's classified congressional briefing sparked a sharp response by Trump, who rebuked acting Director of National Intelligence Joseph Maguire for allowing his staff to brief the lawmakers, including Democratic panel Chairman Adam Schiff, who led the impeachment inquiry, the New York Times reported, quoting five people familiar with the matter.
Trump then dismissed Maguire, abruptly announcing this week that Richard Grenell, a Trump loyalist, would be the acting intelligence chief, even as he continues serving as U.S. ambassador to Germany. His appointment drew sharp rebukes from Democrats and other critics who said Grenell lacked intelligence experience.
"American voters should decide American elections - not Vladimir Putin," U.S. House Speaker Nancy Pelosi wrote in a post on Twitter late on Thursday, referring to Russia's president. She called on lawmakers to condemn Trump's "reported efforts to dismiss threats to the integrity of our democracy & to politicize our intel community."
"If reports are true and the president is interfering with that, he is again jeopardizing our efforts to stop foreign meddling. Exactly as we warned he would do," Schiff said Thursday night.
Trump's last full-time director of national intelligence, former Republican Senator Dan Coats, resigned last year after his differences with the president over Russia's role in the 2016 election became public.
Trump has repeatedly called the U.S. Russia probe and the impeachment inquiry a "witch hunt." His fellow Republicans at last week's briefing questioned the information, according to the source, who spoke on condition of anonymity because of the matter's sensitivity. Republican members of the panel did not respond to a request for comment.

Jason Klitenic confirmed that he would be leaving the office to return to the private sector, according to Politico. Democrats heavily criticized Klitenic over his decision not to pass the whistleblower's complaint about President Trump's phone call with Ukraine onto Congress. The report had been deemed "urgent" by an agency watchdog, but Klitenic referred the report to the Department of Justice, which disagreed with the "urgent" qualification.
The attorney defended his decision not to turn over the whistleblower's report, which led to Trump's impeachment in the House, because he felt that separation of powers allowed him to consult with the Justice Department before turning over the report to Congress. Maguire and Klitenic's decision to block the dissemination of a government whistleblower complaint that Intelligence Community Inspector General Michael Atkinson deemed "urgent" sparked outrage from Democratic lawmakers last September.
The complaint, which was later released publicly, focused on Trump's dealings with Ukraine and alleged that the president had pressured the nation to announce investigations of his political rivals. It was at the center of the House's eventual vote to impeach Trump.
Klitenic said in a letter to Atkinson at the time that Maguire consulted with the Justice Department and determined that the complaint was not authorized for congressional disclosure because it "did not concern allegations of conduct by a member of the Intelligence Community or involve an intelligence activity under the DNI's supervision."
House Intelligence Committee Chairman Adam Schiff (D-Calif.) requested the whistleblower complaint after first learning that Atkinson dubbed it "urgent." But Klitenic later responded by noting that DNI had consulted with the Justice Department and determined that the documents did not meet the criteria for public disclosure.
"Based on those consultations, we determined that the allegations did not fall within the statutory definition of an 'urgent concern' and that the statute did not require the complaint to be transmitted to the intelligence committees," Klitenic said in a September letter to House and Senate Intelligence committee leaders.
He also said in that letter that the contents of the complaint included "potentially privileged communications by persons outside the Intelligence Community."

The transcript of the July 25 phone call between President Trump and Ukrainian President Volodymyr Zelensky mentioning former Vice President Joe Biden and allegations of corruption was released today following an intelligence community whistleblower complaint centered on the conversation.
A whistleblower with knowledge of the phone call made a complaint to Trump-appointed Intelligence Community Inspector General Michael Atkinson, who deemed the complaint "serious" and "urgent," but acting Director of National Intelligence Joseph Maguire declined to release the contents of the whistleblower complaint to Congress after consulting with the Justice Department. This set off a firestorm on Capitol Hill, and lawmakers called for Trump to be impeached following claims that the president pressured Ukraine to investigate the 2020 Democratic presidential front-runner and his son Hunter Biden.
The former vice president bragged in 2018 that he threatened to withhold $1 billion in U.S. loan guarantees if Ukraine didn't fire top prosecutor Viktor Shokin. Trump lawyer Rudy Giuliani alleged for months that Biden wanted Shokin fired because Giuliani says Shokin undertook an investigation into Ukrainian oligarch Mykola Zlochevsky, the owner of Burisma Holdings, which employed Biden's son as a board member starting in 2014, reportedly paying him $50,000 a month.
Democrats and others countered the claims made by Giuliani and Trump's allies by pointing out that the governments in the United States and many European countries saw Shokin as a hindrance to Ukraine's anti-corruption investigations and called for his ouster. Ukraine removed Shokin in 2016.

WASHINGTON - The country's top intelligence official has failed to turn over to Congress a report on the killing of Washington Post journalist Jamal Khashoggi, sources say, flouting a law passed last month.
In December, lawmakers passed a sweeping defense bill that included a provision ordering the Director of National Intelligence to send Congress an unclassified report identifying those responsible for Khashoggi's death at a Saudi Arabian consulate in 2018. The legislation set the deadline for the report at 30 days, which passed earlier this week.
Though the CIA has reportedly concluded that Saudi crown prince Mohammed bin Salman ordered Khashoggi's killing at the consulate in Istanbul, Turkey, Saudi officials have denied his involvement - something President Donald Trump seemed willing to believe. The unclassified report, if Congress receives and releases it, could provide the administration's first public acknowledgement of the crown prince's role, or that of other Saudi officials, in Khashoggi's brutal death.
The provision requiring the report was contained in the larger National Defence Authorization Act that Trump signed into law on Dec. 20. The bill required Joseph Maguire, the acting director of national intelligence, to provide the report to four congressional committees: the House Foreign Affairs and Intelligence committees, and the Senate Foreign Relations and Intelligence committees.

The delay has already resulted in an inquiry from the office of Oregon Sen. Ron Wyden, an Intelligence Committee member who pushed for the provision to be included in the legislation. "Our office has asked ODNI about the status of that information and has not received a response," Keith Chu, a spokesperson for Wyden, told BuzzFeed News.
"Every case is different," Chu said when asked whether it's normal for the executive branch to miss a deadline like this. "However if the [Intelligence Community] isn't going to comply with the law, Congress needs an explanation."
A second source close to the committee confirmed that it has yet to receive an explanation as to why the report is late. The source, speaking on background, added that it's not uncommon for the executive branch to miss deadlines, and that it's too soon to say whether the Office of the Director of National Intelligence simply needs more time or is withholding the report for nefarious reasons.
The House Intelligence Committee hasn't received the report yet either "and is following up with the IC to ensure its delivery soon," a committee official said.
A spokesperson for the ODNI declined to answer questions about the report on Wednesday, saying only: "As with all requests that come from Congress, we continue to work with them, with our oversight committees to respond."

The provision requiring the report on Khashoggi's murder said it should include conclusions and evidence about "the advance knowledge and role of any current or former official of the Government of Saudi Arabia or any current or former senior Saudi political figure over the directing, ordering, or tampering of evidence" of Khashoggi's killing. The provision also asks for a list of foreigners that "were responsible for, or complicit in, ordering, controlling, or otherwise directing an act or acts contributing to or causing," Khashoggi's death, as well as anyone who "impeded the impartial investigation" of his killing.
It's unclear what, if any, steps lawmakers might take next to force ODNI to turn over the report, but as the oversight bodies, the intelligence committees have a range of options, including scheduling hearings or cutting off funding.
Lawmakers - Republicans included - have already shown they are willing to retaliate against the Saudis for Khashoggi's killing. In December 2018, two months after his death, senators voted to end US military aid for the Saudi war in Yemen. The vote stood in contrast to Trump's comments on the Saudi crown prince, who most recently has been accused of hacking the cell phone of Washington Post owner Jeff Bezos in response to negative press coverage.

Chaos In Pentagon: Defense Secretary Denounces Statement On Troop Withdrawal From Iraq
On January 6th, an unsigned letter from Brig. Gen. William Seely III, the Marine Corps officer who commands the U.S. coalition against ISIS began circulating media, purportedly announcing that the US-led coalition in Iraq would withdraw.
In a very polite manner, the letter explains that Operation Inherent Resolve respects the Iraqi government's decision and would start preparing to leave the country within the next few days.
Immediately after the letter began circulating media, the US Department of Defense organized a press briefing with US Secretary of Defense Mark Esper and Gen. Mark A. Milley, chairman of the Joint Chiefs of Staff in attendance.
The two officials said that they were not aware of it and that its contents didn't reflect the Trump administration's policy, saying that there were no plans for US forces to withdraw from Iraq.
The letter was legitimate but was never meant to be sent or made public, Gen. Milley said.
"This was a mistake, an honest mistake," he told reporters. "We understand U.S. government policy. Nobody's leaving."
He said Gen. Kenneth McKenzie, US CENTCOM commander, called his subordinates in Iraq to find out what was going on there. He also concluded the letter was sent in error.
"He used other words that were a little more colorful than 'mistake,'" Gen. Milley said. "... The bottom line is, it should never have happened."
The Department of Defense's Press Secretary Alyssa Farah rejected that there was any change of policy for the US.
Secretary of Defense Mark Esper, Secretary of State Mike Pompeo, CIA Director Gina Haspel, Joint Chiefs of Staff Chairman Mark Milley and Acting Director of National Intelligence Joseph Maguire will brief the House of Representatives on the situation in Iraq in a closed-door session on January 8th.
Despite that, the situation with the letter shows the state of chaos in the US-led coalition, which is further substantiated by the report that NATO was suspending all training of Iraqi forces to ensure the safety of its mission members.
"The safety of our personnel in Iraq is paramount," acting NATO spokesman Dylan White said in a statement. "We continue to take all precautions necessary. NATO's mission is continuing, but training activities are temporarily suspended."
He said NATO Secretary General Jens Stoltenberg had spoken by phone with U.S. Secretary of Defense Mark Esper and coordinated the actions.
On January 6th, NATO held a meeting on the Middle East tensions, and Jens Stoltenberg gave a press conference after it.

As the threat from al-Qaeda and the Islamic State has diminished in recent years, intelligence community officials have been debating whether the NCTC, which is the largest component of the ODNI, needs to be as large as it is. The NCTC has about 1,000 personnel, about 300 of whom are contractors and several hundred of whom are on loan from other agencies, including the CIA.
Travers, who began his career as a U.S. Army intelligence officer in 1978, took up the acting position last August when the center's then-director, Joseph Maguire, was tapped to become the acting DNI. Maguire was fired by Trump last month amid a controversy over a briefing given to lawmakers by a subordinate on Russian threats to the 2020 election.
The president then named Grenell, a staunch loyalist, to serve as the acting DNI until a permanent director has been confirmed.
Grenell and senior adviser Kashyap Patel, also installed last month, are seeking ways to reduce the overall size of the ODNI, according to one former intelligence official. The NCTC is seen as a rich target, and the career officials who have pressed for cuts in the past see an opening, said the former official.
"They see an opportunity now to give the politicals the scalps they want while achieving changes they've long sought at the same time," the former official said.
Grenell and the ODNI leadership "have been discussing the many reform recommendations previously made by former directors," Schoch said in her statement. "Our hope is that these reforms will posture NCTC to lead the counterterrorism mission into the future."
The center grew out of a recommendation by the National Commission on Terrorist Attacks Upon the United States, or the 9/11 Commission. The 2004 Intelligence Reform and Terrorism Prevention Act established the NCTC and placed it under the DNI.
The center exists to ensure that information from any source about potential terrorist attacks against the United States is available to analysts. It operates a master database from which the country's terrorism watch list is drawn, and it writes assessments for policymakers.
Some intelligence officers see the NCTC as less effective than the CIA's counterterrorism center and also view the center as absorbing resources that would be better placed at operational agencies.
"There's not a lot of love for NCTC at the CIA, given the professionals in CIA's own counterterrorism mission center have the operational and analytic expertise in this area," said Marc Polymeropoulos, a former CIA counterterrorism official, who said he does not see the NCTC shake-up as an attack on the intelligence community, but rather a natural downsizing that was long overdue.
Yet one of the center's strengths, officials say, is its ability to integrate information from domestic and foreign intelligence sources without running afoul of privacy laws.
Sending CIA and other analysts back to their home agencies may reduce the center's numbers, but "you can't take all those NCTC authorities and put them back at the CIA," said one of the former officials. "We don't send domestic information to a foreign intelligence agency. That's the system we have to protect against abuse of surveillance authorities."

Top U.S. military commanders are pressing Biden administration intelligence leaders to expose the depth of China and Russia's "pernicious conduct," calling for a declassification of intelligence.
A group of 4-star generals made the request to expose our top adversaries publicly, particularly as our allies are allegedly being fed disinformation by our top rivals and the U.S. is falling behind in a veritable public relations world war, Politico reported.
"Our inability to speak publicly about the real threats coming from China and Russia means many Americans don't truly know everything we're up against," Senate Armed Services Committee Ranking Member Jim Inhofe, R-Okla., told Politico in a statement. "It makes it easier to argue to cut the defense budget when we can't have an honest discussion about these threats.
"I know this frustrates many of my colleagues on both sides of the aisle - and we need to get better at fighting in this space. Our adversaries like to operate in the shadows, and the best way to combat them is to call out their lies."
The memo from 9 regional commanders - a document now dubbed the "36-star memo" - calls for "waging the truth in the public domain against America's 21st century challengers," according to the report.
"We request this help to better enable the U.S., and by extension its allies and partners, to win without fighting, to fight now in so-called gray zones, and to supply ammunition in the ongoing war of narratives," the commanders wrote to then-acting Director of National Intelligence Joseph Maguire in January 2020 at the start of the COVID-19 pandemic. "Unfortunately, we continue to miss opportunities to clarify truth, counter distortions, puncture false narratives, and influence events in time to make a difference."
The only 4-star generals to not sign the memo were the leaders of U.S. Central Command and Cyber Command, Politico reported.
Adm. Phil Davidson organized the letter from 9 of the 11 U.S. commanders, only 1 of which is no longer active.
"The Russians and the Chinese, in particular, have weaponized information," former undersecretary of defense for intelligence and security Kari Bingen, who received the memo, told Politico. "This is a significant concern that is being raised by military commanders and intelligence professionals."
She added: "The combatant commands are out at the edge. Their forces are interacting with our allies and partners, and seeing what our adversaries are doing, on a daily basis. They need timely and relevant information to expose bad activity and to counter what they're seeing."
The behaviors the commanders want exposed include military buildups by Russia in Ukraine and incursions into Western airspace, and China's increasingly brazen acts in the South China Sea, including islands claimed by the Philippines, according to the report.
Also, the commanders warned that Russia and China are spreading disinformation about the global coronavirus pandemic, pushing anti-American conspiracy theories like the U.S. being responsible for the virus' release as a bioweapon or U.S. troops being responsible for its spread.
"I think there's meaningful movement," Rep. Ruben Gallego, D-Ariz., chairman of the House Armed Services Committee's Subcommittee on Intelligence and Special Operations, told Politico. "I can't say that it's been a change yet, because this is still evolving."

Campaign 2016: Presidential Candidates Debate
Presidential nominees Donald Trump (R) and Hillary Clinton (D) debated a variety of economic and foreign policy topics in the first presidential debate of 2016, held at Hofstra University on New York's Long Island. Moderator Lester Holt, the NBC Nightly News anchor, began with questions on jobs and the economy and worked though other topics including tax policy and national security. Mr. Trump focused much of his criticism on Secretary Clinton's ties to other established politicians, while she emphasized the history of his businesses in the U.S. and abroad. This was the first of three debates the candidates were scheduled to participate in.

Acting DNI Maguire Testimony on Whistleblower Complaint
Acting Director of National Intelligence Joseph Maguire, testifying before the House Intelligence Committee, defended his handling of the whistleblower complaint involving President Trump. Mr. Maguire said he acted in accordance with the law when he did not turn over the complaint to Congress immediately. This complaint and multiple media reports that President Trump pressured the Ukrainian president to investigate 2020 Democratic presidential candidate and former Vice President Joe Biden and his son led House Democrats to formally begin an impeachment inquiry.

President Trump announced Judge Amy Coney Barrett from the U.S. Seventh Circuit Court of Appeals as his pick to fill the Supreme Court vacancy created by the death of Justice Ruth Bader Ginsburg. The president referred to the judge as a "woman of unparalleled achievement," later urging the "members of the other side of the aisle to provide Judge Barrett with a respectful and dignified hearing that she deserves." In thanking the president for his confidence, Judge Barrett acknowledge that her nomination was a "momentous decision," promising if confirmed "to discharge the responsibilities of this job to the very best of my ability."
