Liverpool: ?4.7m to be spent buying and refurbishing 24 properties to house refugees and homeless people
Three more homes have been bought to house refugees and homeless people in a Merseyside area with a total of ?4.2m expected to be spent buying up 24 properties, with a further ?500,000 refurbishing them.
Wirral Council was awarded funding previously to help house those fleeing from Ukraine and Afghanistan. According to a decision notice published September 23, this was in recognition of the borough welcoming these refugees.
Wirral Council was awarded ?2.4m from one round of local authority housing funding to quickly buy 25 properties or up to the budget allocated by the government. The council decided to buy 30 properties but two new builds were not delivered, while the vendors withdrew from a further three.
That left 25 properties available but issues with three of these may mean only 22 properties will be completed. However two more properties have been able to be bought with the current round of funding.
This means 24 homes will be delivered which will be offered to both refugees as well as the homeless. The total spend on properties as it stands is ?4.2m while the three properties currently having issues could be bought in another funding round.
?2.8m of council ring-fenced funding has also been used to support the purchases on top of the government grant. This comes from income taken from developers to provide affordable housing in the borough as well as existing funding for refugee programmes.
The notice published by the local authority said: "15 of these properties must be provided to Afghan nationals who have been given settlement status by the UK and have been living in bridging hotels but must now move to settled long-term accommodation. 10 properties must be used as temporary accommodation, helping to alleviate significant homelessness pressures in the borough."
Unlike some areas, most of the social housing in Wirral is not council-owned with a large percentage of their stock handed over to Magenta Housing in 2005. Handing the funding for these properties over to an organisation like Magenta was considered.
However council's preferred option was to buy them itself "so that an income can be generated in the future from rental income and reduce the burden on housing subsidy loss for use of bed and breakfast." There is an agreement in place for the council to manage these homes too.
Leader of the council's Conservative group Cllr Jeff Green previously welcomed the funding, adding: "We know these families' lives were put at significant risk when the Taliban retook power and it is heartening we are making good on the debt of honour we owe these brave people."
In 2023, the UK Government gave out ?250m to councils across the country in the latest round of funding. When the funding was announced, Minister for Veterans' Affairs at the time Johnny Mercer said: "I saw first-hand the invaluable contribution many Afghans made to the British military and our international partners, with many more standing by the UK to uphold democratic values. Others were fleeing genuine persecution and rightly came here through safe and legal routes.
"Our commitment to the people of Afghanistan is unwavering, and our new plan, complete with new funding, will speed up the resettlement of Afghans into suitable, long-term housing so they can successfully make Britain their home and find the certainty that brings.
"We all owe a huge debt of gratitude to the people of Afghanistan, and I would encourage a whole of society effort to help them rebuild their lives here."

Companies struggle to fill manufacturing jobs, let alone plan for what Trump has in mind
US manufacturing is struggling to fill existing jobs as tariffs aim to bring back more.
The manufacturing industry faces a skills gap, an aging workforce, and negative perceptions.
Trade experts say China has advantages in manufacturing from subsidies and low-cost labor.
The US manufacturing renaissance may need a lot more than tariffs.
President Donald Trump wants to bring back manufacturing, but even if his tariffs manage to stimulate growth in this sector, the industry faces a skills gap, an aging workforce, and negative perceptions - not to mention the potentially mounting cost of hiring domestic labor in comparison to countries like China.
Experts and researchers in trade told Business Insider that the manufacturing sector is struggling to fill the existing open positions.
"Manufacturers have faced a structural challenge for multiple years now," said Carolyn Lee, president and executive director of the Manufacturing Institute. "The heart of that is most people don't know what modern manufacturing is all about, that we still are challenged by a perception of what the industry used to be."
"Our workforce, a lot of them are also retiring, and they are older," Lee added. "Manufacturers have averaged about 500,000 open jobs every month for several years now."
The Manufacturing Institute and Deloitte found in an April 2024 report that the manufacturing sector could need as many as 3.8 million net new employees between 2024 and 2033, and that around half of these jobs could remain unfilled if the shortfall in workers with the right skills is not solved.
More than 65% of manufacturing companies consider recruiting and retaining workers as their top business challenge, according to the Manufacturing Institute.
Sameeksha Desai, Associate Professor at Indiana University and director of the Manufacturing Policy Initiative, told BI that job functions and the types of technologies that workers need to know are rapidly changing, and training is struggling to keep up.
"More innovation and more technology uptake are crucial for the industry, but this also means manufacturing companies need to fill needs related to cybersecurity, digital skills, data management, and so on," said Desai. "These skills can also be workforce concerns."
Trump made manufacturing a cornerstone of his policy, but experts are skeptical
Bringing back manufacturing jobs has been an integral part of Trump's campaign promise, which he doubled down on by imposing some of the highest tariffs the country has seen in decades.
"Have you ever heard that we're going to take other countries' jobs?" he said to attendees during a campaign rally at the Johnny Mercer Theatre in Savannah, Georgia, in September. "We're going to take their factories - and we had it really rocking four years ago - we're going to bring thousands and thousands of businesses and trillions of dollars in wealth back to the good ole' USA."
"Jobs and factories will come roaring back into our country," Trump added while announcing sweeping tariffs on April 2. "And ultimately, more production at home will mean stronger competition and lower prices for consumers."

Vance's comment on troops in Ukraine sparks anger in UK
A deal with the US is a better security guarantee for Kiev than troops from a country that hasn't fought in decades, according to the vice president
US Vice President J.D. Vance has provoked anger in the UK with remarks about a potential peacekeeping force in Ukraine.
In an interview with Fox News on Tuesday, Vance stated that a potential minerals deal with the US would provide Ukraine with a "better security guarantee than 20,000 troops from some random country that hasn't fought a war in 30 or 40 years."
Vance did not specify which country or countries he was referring to, but so far only London and Paris have publicly said they would be willing to put troops on the ground as part of a peace deal.
Multiple British politicians have interpreted Vance's dismissal as a veiled jibe at the UK and France. The US VP has been accused of "disrespecting" the British military, with even Reform UK leader Nigel Farage, a Trump ally, insisting that Vance was "wrong" and that the UK "stood by America" for 20 years in Afghanistan.
James Cartlidge, the shadow defense secretary, blasted Vance for "ignoring the service and sacrifice" of troops from the UK and France who fought in Afghanistan, and former Veterans Minister Johnny Mercer even called Vance a "clown" who "needs to check his privilege."
Vance has hit back, saying in a post on X that he did not "even mention the UK or France." Both "fought bravely alongside the US over the last 20 years, and beyond," he added.
"But let's be direct: there are many countries who are volunteering (privately or publicly) support who have neither the battlefield experience nor the military equipment to do anything meaningful," Vance explained.
The vice president's comments came as US President Donald Trump ordered a pause to all US military aid to Ukraine following a verbal altercation between Trump and Vladimir Zelensky in the Oval Office last week.
Zelensky was accused of "disrespecting" the US, with Trump insisting that the Ukrainian leader doesn't want peace. A proposed minerals deal between the US and Ukraine was left unsigned as a result.
Kiev's backers held an emergency summit after Zelensky's failed Washington visit and came up with an alternative plan to stop the fighting.
Proposed by Paris and London, the plan envisages a month-long truce covering air, sea, and energy infrastructure with a subsequent deployment of Western European peacekeepers, led by France and the UK.
Russia has rejected a temporary ceasefire, insisting on a permanent, legally binding peace deal. Foreign Minister Sergey Lavrov said that the presence of Western European peacekeepers would escalate the conflict. Moscow earlier warned that any foreign troops in Ukraine without a UN mandate would be considered legitimate targets.

Afghan forces blocked from UK resettlement - BBC
The move could reportedly prevent witnesses of alleged UK wrongdoing in Afghanistan from giving evidence
British special forces have intervened to reject applications by elite Afghan troops to resettle in the UK, despite evidence that they fought alongside them in operations against the Taliban, a report by the BBC has claimed.
There are concerns among UK special forces that Afghans could be asked to provide evidence in an inquiry into alleged wrongdoing by UK forces during the Afghanistan war, the outlet reported, citing an anonymous source.
The allegation, which came as part of a report by the BBC's Panorama program on Monday, alleges thatBritish special forces were effectively given veto power over Afghan relocation applications, leading to concerns that hundreds of veterans face an uncertain future and possible reprisals from the Taliban.
The UK Armed Forces minister, James Heappey, told parliament earlier this month that a review of around 2,000 applications would be conducted, after acknowledging that the initial process was "not robust." A Ministry of Defence (MoD) review would come alongside a public inquiry into alleged wrongdoing by UK special forces in Afghanistan, sparking concerns of a possible conflict of interest.
"At a time when certain actions by UK special forces are under investigation by a public inquiry, their headquarters also had the power to prevent Afghan special forces colleagues and potential witnesses to these actions from getting safely to the UK," an anonymous former British special forces member told the BBC.
It has been claimed that 80 civilians were illegally killed by British special forces in Helmand province between 2010 and 2013. Afghan military personnel situated in the UK could theoretically be asked to provide evidence on their conduct in the ongoing inquiry.
Afghan units who accompanied British special forces in "meaningful roles" during operations in the war in Afghanistan are eligible to apply for UK resettlement under the Afghan Relocation and Assistance Policy (ARAP) scheme.
However, citing leaked documents, the BBC said that "hundreds" have had their applications rejected. The outlet also noted that "dozens" of Afghan troops have been tortured or killed by the Taliban since the group seized power in August 2021.
Another former soldier added to the BBC: "At best it's not appropriate, at worst it looks like they're trying to cover their tracks."
The public inquiry will hear evidence on Tuesday from former British army officer and current UK Minister for Veterans' Affairs, Johnny Mercer, who is expected to state that war crimes allegations against UK troops are credible.
Previously, the inquiry had heard allegations of Afghan civilians being fatally shot in their sleep during raids in 2011 and 2012 as part of a broader policy of "executing Afghan males of a fighting age" even if they posed no immediate danger.
A spokesperson for the Ministry of Defence said it is conducting a "case-by-case review" of Afghan relocation applications, adding that it will "consider all available evidence" while doing so.

Police in southwest England said six people were killed, including the suspected shooter, in the city of Plymouth Thursday in a "serious firearms incident" that wasn't terror-related.
Devon and Cornwall Police said in a statement on Twitter that several other casualties were receiving treatment following the shooting. They declared a "critical incident" but did not provide details of what occurred in the Keyham district of the city. The area has been cordoned off.
"Police have confirmed that six people have died in the shooting in #keyham in #plymouth. More people are being treated for their injuries in hospital. Just so unspeakably awful," Plymouth Member of Parliament Luke Pollard tweeted.
Emergency services, including air ambulance and senior paramedics, responded to the incident at around 6:10 p.m. local time.
Officers found two women and two men dead, police said. Another man, believed to be the offender, was also dead at the scene. All are believed to have died from gunshot wounds. Another woman was treated at the scene for gunshot wounds, but died later in a hospital.
Johnny Mercer, one of Plymouth's lawmakers, said in a tweet the incident is "not terror-related, and neither is the suspect on the run in Plymouth."

Afghanistan's Khaama Press reported Friday that Canada has dispatched "an unknown number of Special Forces" troops to Afghanistan to evacuate staffers from the embassy in Kabul.
The United Kingdom said Thursday it will send 600 troops to help its own 4,000 nationals withdraw as the Taliban closes in on Kabul, while the United States hastily committed 3,000 troops to a similar effort.
A Canadian official not authorized to publicly discuss the special forces deployment told the Associated Press that special forces operators would be sent to protect the Kabul embassy, where staffers are currently shredding sensitive papers and preparing to evacuate.
Canada deployed about 40,000 troops to Afghanistan under the auspices of NATO but began withdrawing them in 2014.
"The highly-trained soldiers are expected to work alongside allies, such as the United States and the United Kingdom, which are sending thousands of troops to the Afghan capital to aid in the partial evacuation of their embassies as security throughout the war-torn country rapidly deteriorates," a Canadian defense source told CBC News.
CBC's source said there has been an "extensive discussion between the Canadian military and U.S. Central Command (CENTCOM)" about U.S. forces providing "logistical and transport assistance" for Canada's evacuation effort.
The Canadian government in July announced a program to resettle Afghans who served in positions "integral" to the Armed Forces mission, such as interpreters and drivers, to help them escape from Taliban retribution. Closing the Kabul embassy suddenly would severely hinder that program.
Canadian officials on Friday refused to state if a shutdown of the Canadian embassy in Kabul is imminent.
The U.K. military watched in frustration as Lashkar Gah, capital of Helmand province and focus of the British war effort in Afghanistan for almost 20 years, fell to the Taliban on Friday. Almost all of the U.K.'s 457 casualties in Afghanistan were sustained in Helmand.
"The political will to see through enduring support to Afghanistan has not been there, and a lot of people are going to die because of that, and for me that is extremely humiliating," former U.K. defense minister Johnny Mercer, who served in Afghanistan, told the BBC on Thursday.
Canada was comparably disheartened by the fall of Kandahar, where the Canadian combat deployment to Afghanistan was focused.
As with the United States, Afghanistan was Canada's longest war; its mission began in 2001 and lasted until 2014. 165 Canadians died during the war, and over 2,000 were wounded. Kandahar fell to the Taliban without resistance on Friday, marking the symbolic restoration of the "Islamic Emirate."

The Allmusic review by Scott Yanow states: "What is unusual is that he is accompanied by an 11-piece all-star jazz group and that his voice takes its turn with trumpeters Harry "Sweets" Edison and Don Fagerquist, altoist Art Pepper, and pianist Jimmy Rowles. The match up works quite well, for Hoagy's songs have long been viable devices for jazz improvising".[3]
