Members of a secret Facebook group for current and former Border Patrol agents joked about the deaths of migrants, discussed throwing burritos at Latino members of Congress visiting a detention facility in Texas on Monday and posted a vulgar illustration depicting Rep. Alexandria Ocasio-Cortez engaged in oral sex with a detained migrant, according to screenshots of their postings.
In one exchange, group members responded with indifference and wisecracks to the post of a news story about a 16-year-old Guatemalan migrant who died in May while in custody at a Border Patrol station in Weslaco, Texas. One member posted a GIF of Elmo with the quote, "Oh well." Another responded with an image and the words "If he dies, he dies."
Created in August 2016, the Facebook group is called "I'm 10-15" and boasts roughly 9,500 members from across the country. (10-15 is Border Patrol code for "aliens in custody.") The group described itself, in an online introduction, as a forum for "funny" and "serious" discussion about work with the patrol. "Remember you are never alone in this family," the introduction said.

Responsible for policing the nation's southern and northern boundaries, the Border Patrol has come under intense scrutiny as the Trump administration takes new, more aggressive measures to halt the influx of undocumented migrants across the United States-Mexico border. The patrol's approximately 20,000 agents serve under the broader U.S. Customs and Border Protection agency, which has been faulted for allegedly mistreating children and adults in its custody. The agency's leadership has been in turmoil, with its most recent acting chief, John Sanders, resigning last week.
ProPublica received images of several recent discussions in the 10-15 Facebook group and was able to link the participants in those online conversations to apparently legitimate Facebook profiles belonging to Border Patrol agents, including a supervisor based in El Paso, Texas, and an agent in Eagle Pass, Texas. ProPublica has so far been unable to reach the group members who made the postings.
ProPublica contacted three spokespeople for CBP in regard to the Facebook group and provided the names of three agents who appear to have participated in the online chats. CBP hasn't yet responded.

WASHINGTON (Reuters) - The U.S. Customs and Border Protection (CBP) agency said on Tuesday its acting commissioner is resigning as House Democrats passed a $4.5 billion funding package to ease a migrant surge that has subjected children detained at U.S-Mexico border to overcrowded conditions. John Sanders, who led CBP since April, will leave his post on July 5, the agency said.
Attorneys raised alarms last week after finding more than 300 migrant children in an overcrowded Texas border patrol station, where they said some had been held for weeks without adequate food and water. Most of the children were transferred to other facilities but then 100 were moved back to the station in Clint, Texas, CBP officials told reporters on Tuesday. Accounts from lawyers of children wearing soiled clothes and older children caring for younger ones has increased criticism by immigration activists and Democrats of Republican President Donald Trump's hardline immigration policies. Sanders departure less than three months after being elevated to the post in a reshuffling of the Department of Homeland Security drew criticism.
"President Trump's latest leadership change only worsens the chaos at the department," said Representative Bennie Thompson, chairman of the House Homeland Security Committee. "Leadership changes won't change the fact that the Trump Administration's cruel and abhorrent immigration policies are complete failures."

Mark Morgan and Manny Padilla are at the top of the White House list of candidates to replace outgoing acting U.S. Customs and Border Protection Commissioner John Sanders, according to three sources with firsthand knowledge of the discussions. Sanders announced his July 5 resignation in a letter Monday to acting Homeland Security Secretary Kevin McAleenan, the former CBP commissioner. Sanders shared the letter with the agency's 60,000 personnel Tuesday.
Morgan, who was recently tapped as acting director of Immigration and Customs Enforcement, had been serving as national chief of the U.S. Border Patrol for three months when Trump fired him at the beginning of 2017. Morgan emerged as a commentator on Fox News late last year and has since made a name for himself by endorsing President Trump's policies. He was tapped as the temporary head of ICE in early May. Morgan had no experience as a Border Patrol agent nor working for ICE prior to his current stint. He spent 11 years in the Marine Corps and 20 years in the FBI, and he was tapped in 2014 for assistant commissioner of Customs and Border Protection. In that role, he oversaw the Border Patrol's 20,000 personnel. "It's gonna be Morgan," one official told the Washington Examiner. Two other officials said Morgan's name was one of the top two contenders.
The same official said the White House was originally pushing for Morgan to take over CBP in April when acting DHS Secretary Kevin McAleenan was promoted, but McAleenan opposed Morgan and won. "Ultimately, it's Trump's decision," the source said. "McAleenan won the last fight, and now it looks like [Stephen] Miller's gonna win this fight." Miller runs immigration policy in the White House.
The second official in line is Manuel "Manny" Padilla, a 30-year Border Patrol employee based in Washington. Padilla was tapped in early April to head the department's border crisis cell. In this role, he is responsible for improving the sharing of information and coordinating support among DHS agencies, including ICE, CBP, Citizenship and Immigration Services, and others. Padilla took up the border crisis role when Trump temporarily reassigned from his post as the director of the DHS Joint Task Force West, to which he was appointed last September. Before that, he was the chief of Border Patrol's busiest sector on the southern border, the Rio Grande Valley in Texas.
The White House has cycled through a large number of DHS officials since Trump took office 30 months ago. In that time, the number of people illegally crossing the southern border has gone from 45-year lows to near-record highs. The first official said a new CBP leader should focus on holding his subordinates accountable for poor decisions.

Hundreds of illegal immigrants attempting to cross the southern border as part of massive migrant caravans were found to have criminal histories in the U.S., according to newly obtained Department of Homeland Security documents.
The DHS files were provided to House Oversight Committee Republicans in May and included internal data showing more than 1,000 migrants traveling as part of caravans to the border within the past nine months had "U.S. criminal histories" and hundreds had "U.S. criminal convictions."
The files detailed one migrant caravan of nearly 8,000 individuals that started toward the border in October 2018 and arrived south of California by December. According to U.S. Immigration and Customs Enforcement (ICE), 660 of them had U.S. criminal convictions-with 40 convicted of assault or aggravated assault with a deadly weapon, and three convicted of murder.
In January 2019, U.S. Customs and Border Protection (CBP) tracked another caravan that left Honduras with more than 3,300 migrants. ICE's Homeland Security Investigations (HSI) team identified that 860 of those individuals had U.S. criminal histories, including more than 20 convicted of assault or aggravated assault with a deadly weapon, nearly 30 convicted of sexual offenses, two convicted of violence against law enforcement, and one convicted of attempted murder.
The documents, provided to House Oversight Republicans, also revealed that CBP is currently monitoring another "movement of several groups ranging in size from 1,000 to 4,000" in the Mexican states of Chiapas and Veracruz, but did not specify how many of those migrants are believed to have criminal records.
In a letter to DHS Acting Secretary Kevin McAleenan on Thursday, committee Ranking Member Jim Jordan, R-Ohio, requested further information about caravan members with criminal backgrounds to "assist" in their "oversight of the crisis at the southern border and better understand the threat posed by large caravans."
Jordan requested arrest warrants, court documents and other materials detailing the criminal histories of the migrants in the January 2019 and October 2018 caravan; an update of CBP's monitoring of the caravan movement in Mexican states; and summaries of ICE HSI materials by July 5.
In his letter, Jordan referred to President Trump's decision in February to declare a national emergency and referred to his comments that the "southern border is a major entry point for criminals, gang members, and illicit narcotics" threatening "core national security interests."
The newly revealed DHS information comes amid a stunning surge across the border this year. Last month, the number of migrants apprehended at the southern border skyrocketed to levels not seen in over a decade, with CBP reporting nearly 133,000 arrests in May. The number surpassed 144,000 when counting migrants deemed inadmissible-more than a 30 percent increase from the prior month and double the influx recorded at the beginning of the year. The number was the highest monthly total in more than 13 years, officials said.
"We are in a full-blown emergency," Acting CBP Commissioner John Sanders said earlier this month. In April, authorities recorded 99,304 arrests.
McAleenan, in testimony before the Senate Judiciary Committee last week, also warned that 90 percent of asylum seekers skip their hearings after being released into the U.S.
The continued crisis at the border comes as Trump has sought to extend and shore up the border wall, declaring a national emergency in a bid to divert billions toward construction – an effort being challenged in the courts.
Meanwhile, the Trump administration announced that it had reached a deal with Mexico to drop threatened tariffs on Mexican imports in exchange for Mexico increasing efforts to limit U.S.-bound migration flows from Central America.
Through the agreement, the U.S. is slated to extend its policy of returning asylum applicants to Mexico while their claims are processed. The U.S. also committed to accelerating asylum claims while Mexico said it will "offer jobs, healthcare, and education according to its principles."
The deal also stated that Mexico will take "decisive action" to dismantle smuggling and trafficking operations, while both countries will increase cooperation to protect the border.

Sen. Lindsey Graham: A Wall Will Not Fix This, We Need a New Law Now
Sen. Lindsey Graham debuted a new immigration bill on Wednesday to tackle the "perfect storm brewing at the border," taking aim at Central American migrants who he says have relied on immigration loopholes for too long.
"No matter how high the wall will be built ... no matter how many agents you put at the border, they'll keep coming because they want to get caught," Graham said.
The legislation would authorize Homeland Security to deport unaccompanied Central American children en masse, assign 500 federal judges to help with the backlog of immigration cases, and establish refugee processing centers in Mexico, Guatemala, Honduras, and El Salvador.
"Word is out on the streets in Central America that if you bring a child with you - regardless of whether or not it is actually your child - America's laws can be manipulated to allow you to stay in the United States," Graham said.

Trump Warns Mexico over Guns Drawn on US Troops: 'Better Not Happen Again!'
President Trump on Wednesday warned Mexico after their soldiers reportedly drew guns on U.S. troops at the border last week, while also calling on America's southern neighbor to do more to halt another north-bound migrant caravan.
"Mexico's Soldiers recently pulled guns on our National Guard Soldiers, probably as a diversionary tactic for drug smugglers on the Border. Better not happen again! We are now sending ARMED SOLDIERS to the Border. Mexico is not doing nearly enough in apprehending & returning!" he tweeted.
The president's tweets come after several Mexican military personnel reportedly questioned U.S Army soldiers who were on patrol duty near the border in Texas. Mexican soldiers reportedly pointed their weapons at U.S. troops during the encounter. The Mexican soldiers reportedly believed that the U.S. Army soldiers were on Mexican territory.
The president of the National Border Patrol Council, Brandon Judd, said over the weekend that "these things don't just happen by accident."
"I don't know one Border Patrol agent that is going to accept that story that the Mexican military thought that these national guardsmen were in Mexico," Judd said on "Fox & Friends." "We have hundreds upon hundreds incursions by the Mexican military into the U.S., yet we have very few incursions by Border Patrol agents into Mexico."
Trump also warned Wednesday of a "very big" caravan and threatened, once again, to close part of the southern border.
"A very big Caravan of over 20,000 people started up through Mexico. It has been reduced in size by Mexico but is still coming. Mexico must apprehend the remainder or we will be forced to close that section of the Border & call up the Military. The Coyotes & Cartels have weapons!" the president tweeted early Wednesday.
Mexican immigration authorities are attempting to detain individuals who are part of the large caravan currently migrating north. On Monday, Mexican officials said 371 people were detained, in what was their largest single raid thus far on a migrant caravan since the groups started moving through the country last year.
Mexican President Andrés Manuel López Obrador said the government is not letting migrants go wherever they please, but said that controls are for migrants' security because human traffickers are allegedly infiltrated among the caravans.
"We don't want for them to just have free passage, not just out of legal concerns but for questions of safety," he said.
According to Mexican immigration authorities, Mexico has deported 11,800 migrants so far this month and is being more selective in who is given a visa, which allows a migrant to remain in the country and work.
Trump has threatened for months to close the border if Mexico does not stop the flows of migrants, and if Congress does not act to end what he calls "loopholes" in immigration law that allow detained migrants to be released into the U.S. until a scheduled court date.
Earlier this month, Trump visited the border amid an escalating immigration crisis, lamenting that "our country is full" and warning potential migrants thinking about crossing into the U.S. that this country "can't take you anymore."
"Whether it's asylum, whether it's anything you want, its illegal immigration, can't take you anymore. Our country is full, our area is full, the sector is full, can't take you anymore. I'm sorry, can't happen, so turn around–that's the way it is," Trump said at a roundtable in Calexico, California earlier this month.
The president has warned of a full-fledged crisis at the border for months. This week, Customs and Border Protection (CBP) announced the total apprehensions at the border for 2019 surpassed the total apprehensions for 2018. CBP said that as of last week, Border Patrol had apprehended more than 418,000 migrants since the beginning of fiscal 2019. Along the southwest border, there have been more than 414,000 apprehensions so far this year, compared with 396,579 last fiscal year.
The border crisis comes amid a massive shakeup at the Department of Homeland Security. Earlier this month, DHS Secretary Kirstjen Nielsen resigned. The president appointed then-CBP Commissioner Kevin McAleenan to replace her as acting secretary.
McAleenan has appointed John Sanders to serve as acting CBP commissioner; former head of the Transportation Security Administration David Pekoske to be his acting deputy secretary at DHS; and Patricia Cogswell as acting TSA administrator. The White House, earlier this month, announced that James M. Murray would become head of the U.S. Secret Service–replacing Randolph "Tex" Alles.

"On Tuesday there were 4,000 apprehensions. I know that 1,000 [apprehensions] overwhelms the system and I cannot begin to imagine what 4,000 a day looks like," he said. U.S. Border Patrol agents on the southwest border took more people into custody Monday than in any day in the past 10 years, U.S. Customs and Border Protection announced Tuesday. Federal law enforcement agents made more than 3,700 apprehensions across California, Arizona, New Mexico, and Texas on Monday. A senior Border Patrol official told the Washington Examiner on Tuesday 1,100 of those apprehensions took place in Eagle Pass, Texas, which is part of the Del Rio Sector.
CBP Chief Operating Officer John Sanders told attendees of the Border Security Expo this week a major reason for the recent surge in border apprehensions is due to large numbers of people illegally crossing together, rather than a handful at a time. In fiscal 2017, CBP documented two groups of 100 people or more. The number of group apprehensions jumped to 13 in 2018 and have spiked to 93 just in the first six months of fiscal 2019. Sanders said CBP is on track to have taken 100,000 people into custody at the U.S.-Mexico border the month of March. More than one-third of that number is expected to be children.
