The Pentagon's acting policy chief resigned on Tuesday after falling out of favor with the White House, raising fears of a post-election purge at the Defense Department.
The departure of James Anderson, the acting undersecretary of defense for policy, potentially paves the way for Anthony Tata, President Donald Trump's controversial nominee for the top policy job who was pulled from consideration due to Islamophobic tweets, to take over the policy shop. Anderson's resignation also comes one day after Defense Secretary Mark Esper was fired by Trump, also over policy disagreements.
Anderson, who was confirmed in June as the No. 2 policy official but has been acting in the top job, submitted his letter of resignation on Tuesday morning, a copy of which was obtained by POLITICO. He had been expected to be asked by the White House to resign in the next few days.
"I am particularly grateful to have been entrusted with leading the dedicated men and women of Policy, who play a key role in our Nation's security," Anderson wrote in the letter. "Now, as ever, our long-term success depends on adhering to the U.S. Constitution all public servants swear to support and defend."
Anderson stepped down after clashing with the White House personnel office, according to current defense officials and one former defense official, who expect Anderson will be the first of several departures in the wake of Esper's firing.
A Pentagon spokesperson could not immediately be reached for comment. A White House spokesperson said they don't comment on personnel.
As one of the most senior officials in the Pentagon, the undersecretary of defense for policy is the principal adviser to the defense secretary on formulating national security and defense policy across a range of high-profile issues.
Anderson pushed back on several Trump loyalists the White House tried to install at DoD, including Frank Wuco and Rich Higgins, said one of the people, who like others requested anonymity in order to discuss sensitive personnel issues. The White House tried and failed to install Wuco, a controversial former talk radio host who once called President Barack Obama "a Kenyan," as a deputy overseeing special operations, and Higgins, a former National Security Council staffer who pushed conspiracy theories on Twitter, as chief of staff for Tata.
Anderson has been acting as the Pentagon's policy chief since February, when the White House pushed out John Rood, the last person to be confirmed in the job, over perceived insufficient loyalty to the president.
Anderson was confirmed by the Senate on June 3 in the position of deputy undersecretary of defense for policy, which had been vacant since July 2019. However, he has continued acting in the No. 1 role since the Senate canceled a confirmation hearing for the White House's top choice, Tata, after CNN unearthed his Islamophobic tweets.

Administration Insiders: Pentagon House Cleaning of Never Trumpers Looms
President Trump's firing of John Rood, the top policy official at the Pentagon, is a sign the agency is not immune from an effort to purge from influential positions across the administration "snakes" who do not support the president, according to four current and former officials.
Rood had been on the chopping block for months, but his firing just last week amid a spate of other personnel changes shows that the president is finally ready to clean house at a department that has tried to distance itself from politics, they said.
"All of them are getting tossed," a senior administration official told Breitbart News. "You're either on the team or you're out, everywhere."
Political appointees like Rood serve the administration and at the president's prerogative. However, it was well-known at the Pentagon and beyond that Rood was not a supporter of the president.
"Plenty of people from the transition and at the National Security Council knew Rood was not playing on the same team as the president when it came to policy or personnel," a defense official told Breitbart News after his firing. "Complaints have made it to the highest levels at the White House for awhile now."
At at least two meetings he held for staff, Rood spoke profusely and glowingly about the late Sen. John McCain, but did not once mention the president, according to the defense official.

Top Pentagon official leaving Trump administration
A top Defense Department official is set to leave the administration following a resignation request from President Trump.
John Rood, undersecretary of Defense for policy at the Pentagon, will exit his post by the end of the month, Pentagon press secretary Alyssa Farah said. James Anderson, a senior Pentagon official, will serve as Rood's acting replacement until a permanent one is confirmed.
Rood, who assumed his position in 2018, serves as a principal adviser to Defense Secretary Mark Esper and coordinates national security policy within the Pentagon as part of his role. He also oversees areas that deal with the country's partnership with foreign allies.

Rood indicated that his resignation was in response to a request from the president, according to a copy of his resignation letter shared by Breaking Defense.
"Senior administration officials appointed by the president serve at the pleasure of the president, and therefore, as you have requested I am providing my resignation," he wrote.
Trump in a tweet Wednesday morning thanked Rood for his service.

Esper also thanked Rood for his service, saying in a statement that he "played a critical role on a wide range of DoD issues, including… efforts to increase burden sharing by our NATO allies."
CNN first reported that Rood was leaving the department after losing support among national security officials.
Rood played a role in initially certifying to Congress that Ukraine had taken actions to make institutional reforms within its government in order to receive $250 million in security assistance from the U.S.
"The United States remains committed to assisting with the implementation of these reforms to bolster Ukraine's ability to defend its territorial integrity in support of a secure and democratic Ukraine," Rood wrote, according to a letter previously obtained by The Hill.
The letter undermined the justification that some Trump administration members gave for withholding military assistance. Some officials had said that the block in funding was a product of a push for corruption reform.
Rood reportedly also emailed Esper just hours after Trump's July 25 phone conversation with Ukrainian President Volodymyr Zelensky. In the email, Rood informed the Pentagon chief of an upcoming meeting that would address Trump's "concern about endemic corruption in Ukraine and his reported view that US should cease providing security assistance," according to CNN.
Rood asserted that "placing a hold on security assistance at this time would jeopardize this unique window of opportunity and undermine our defense priorities with a key partner in the strategic competition with Russia."
Trump's move to block military aid for Ukraine and press the country's president for investigations of his political rivals was at the center of the House impeachment. The Senate voted to acquit the president of the impeachment articles.
Rood had reportedly become a source of frustration among Defense officials, who alleged in a Foreign Policy article in December that he was responsible for a toxic work environment.
The magazine reported that nearly a dozen former and current Pentagon officials said Rood was to blame for an increase in departures.
Pentagon spokesman Jonathan Hoffman said at the time that the department had the "utmost confidence" in Rood.

Pentagon's Top Policy Official Who Certified Ukraine Aid Leaves Office
U.S. President Donald Trump said John Rood has left his position as the top policy official at the Defense Department after just two years, the latest in a series of key departures from his administration following the Senate impeachment trial.
"I would like to thank John Rood for his service to our Country, and wish him well in his future endeavors," Trump said in a tweet on February 19.
Bloomberg News reported earlier in the day, citing anonymous sources, that Rood had faced pressure to resign after officials lost confidence in his ability to carry out the president's agenda.
Rood, who was appointed undersecretary of defense for policy in January 2018, gave Congress the green light in May to approve $250 million in security assistance to Ukraine, which is fighting Russia-backed forces in its eastern provinces.
The White House at Trump's behest blocked the aid, a decision that was at the heart of the Democrats' impeachment trial of the president.
In an e-mail on July 25, Rood warned Defense Secretary Mark Esper not to withhold military aid to Ukraine, where more than 13,000 people have been killed in a six-year war.
The message was sent the same day that Ukraine's president, Volodymyr Zelenskiy, thanked Trump during a phone conversation for U.S. military support and said his country was ready to buy more anti-tank weapons.
Trump, a Republican, responded that he would like Zelenskiy to "do us a favor though" and investigate Joe Biden, a political rival, and his son Hunter Biden, who worked for a Ukrainian gas company.
Democrats said Trump's investigation request amounted to a quid pro quo for military aid and launched an impeachment inquiry.
Trump was acquitted by the Senate on charges of of abuse of power and obstruction of Congress earlier this month.
The president immediately moved to oust officials who had given critical testimony during the impeachment hearings, including Lieutenant Colonel Alex Vindman, the Ukraine adviser at the National Security Council, and Gordon Sondland, the U.S. ambassador to the European Union.

Rood reportedly raised concerns about the freeze on military aid to Ukraine last year
John Rood, the Pentagon's top policy official who reportedly raised concerns about the freeze on military aid to Ukraine last year - the issue at the heart of Donald Trump's impeachment - has resigned at the request of the president.
The Trump administration's delay in releasing that aid was central to the president's impeachment by the House on charges of abuse of power and obstruction of Congress. The Senate voted to acquit the president. But in the wake of the Senate trial, an emboldened Trump has gone after officials he has perceived as being disloyal.
Rood, the undersecretary of defense for policy, appears to be the latest official to be purged. He had certified last year that the defense department had seen enough anti-corruption progress in Ukraine to justify releasing congressionally authorized aid.
Earlier this month, the Trump administration also fired Gordon Sondland, the ambassador to the EU, and Lt Col Alexander Vindman from his White House post, who both delivered testimony deemed damaging to Trump during the impeachment inquiry.
At the time, Vindman's lawyer, David Pressman, said: "He followed orders, he obeyed his oath, and he served his country. And for that, the most powerful man in the world - buoyed by the silent, the pliable and the complicit - has decided to exact revenge."
Rood's letter of resignation did not mention Ukraine but said that he was leaving at Trump's request.
"It's my understanding from Secretary Esper that you requested my resignation," Rood said in his letter to Trump, adding that he will step down as of 28 February.
Mark Esper, the defense secretary, said Rood had played "a critical role'' on issues such as nuclear deterrence, Nato, missile defense and the National Defense Strategy.
Trump tweeted on Wednesday that he wanted to "thank John Rood for his service to our Country, and wish him well in his future endeavors!"

Top Pentagon policy official involved in certifying Ukraine aid steps down
John Rood, the undersecretary of defense for policy, has lost the support of senior national security leadership and has been asked to step down, a source familiar with the matter told CNN on Wednesday. Rood was involved in certifying to Congress that Ukraine was eligible to receive $250 million in security assistance. The certification undercut the argument the Trump administration made for withholding the aid.
Shortly after President Trump spoke with Ukrainian President Volodymyr Zelensky on July 25, Rood emailed Secretary of Defense Mark Esper to fill him in on an upcoming meeting '"to discuss the President's concern about endemic corruption in Ukraine and his reported view that US should cease providing security assistance," according to emails. "Placing a hold on security assistance at this time would jeopardize this unique window of opportunity and undermine our defense priorities with a key partner in the strategic competition with Russia,"' he wrote in one of the emails. Rood joined the administration in early 2018, working under then-Defense Secretary James Mattis. He has also served in several policy positions at the Pentagon in prior administrations and as an analyst for the CIA.

(CNN)The Pentagon's top policy official is expected to depart his post soon, according to two sources familiar with the matter. John Rood, Under Secretary of Defense for Policy at the Pentagon, lost support among senior national security leadership and has been asked for his resignation, one of the sources said.
Rood is the Pentagon's top policy official and oversees aspects of the Pentagon's relationship with US allies and partners. Rood was involved in certifying to Congress that Ukraine had embarked on significant reforms to justify its receipt of $250 million in security assistance. That certification undermined one of the justifications – concerns about corruption in Kiev – that some members of the Trump administration made to defend blocking aid to Ukraine.
Hours after Trump's July 25 phone call with Ukrainian President Volodymyr Zelensky, which kicked off impeachment proceedings, Rood emailed Secretary of Defense Mark Esper – who had been in the job two days – informing him about an upcoming deputies meeting, "to discuss the President's concern about endemic corruption in Ukraine and his reported view that US should cease providing security assistance," according to emails reviewed by CNN.
Rood notes in his email to the secretary that "placing a hold on security assistance at this time would jeopardize this unique window of opportunity and undermine our defense priorities with a key partner in the strategic competition with Russia."
The Pentagon declined to comment on the expected departure.

The Pentagon Tuesday said it has deployed a new low-yield submarine-launched ballistic missile armed with a nuclear warhead to counter Russia's arsenal of smaller tactical nuclear weapons.
"This supplemental capability strengthens deterrence and provides the United States a prompt, more survivable low-yield strategic weapon," John Rood, the undersecretary of defense for policy, said in a statement.
He says the weapon, known as W76-2, lowers the risk of nuclear war.
Critics say low-yield nuclear weapons lower the threshold for using nuclear weapons, increasing the risk of nuclear war. And while W76-2's strength is classified, experts say it likely has around one-third the power of the atomic bomb dropped on Hiroshima in 1945.

The Trump administration aims to dissuade Russia from thinking it could win a war in Europe if the country used its own low-yield weapons first, trying to force the U.S. to either surrender or respond with full-scale nuclear war.
Rep. Adam Smith, D-Wash, said "The administration's decision to deploy the W76-2 warhead remains a misguided and dangerous one," Reuters reported. "The deployment of this warhead does nothing to make Americans safer."
Bruce Blair, co-founder of Global Zero, an international group advocating for the elimination of nuclear arms, also opposes W76-2 and testified in front of Congress last year.
"We must not delude ourselves into thinking lower-yield nukes are more usable in a conflict," the former Air Force nuclear weapons officer testified.

"Any use of this sea-based weapon – either first or second – will risk stoking the flames of conflict and escalating to all-out nuclear war," Blair said. "A wiser response to an enemy's use of one or two low-yield nukes would be to refrain from nuclear escalation while unleashing America's ferocious and decisive conventional juggernaut."

Though numerous members of PNAC were prominent in the George W. Bush administration, many of its more controversial members have again risen to political prominence in the Trump administration.
Several years after "Rebuilding America's Defenses" was published, the U.S. Air Force published a document entitled "Biotechnology: Genetically Engineered Pathogens," which contains the following passage:
The JASON group, composed of academic scientists, served as technical advisers to the U. S. government. Their study generated six broad classes of genetically engineered pathogens that could pose serious threats to society. These include but are not limited to binary biological weapons, designer genes, gene therapy as a weapon, stealth viruses, host-swapping diseases, and designer diseases (emphasis added).
Concerns about Pentagon experiments with biological weapons have garnered renewed media attention, particularly after it was revealed in 2017 that DARPA was the top funder of the controversial "gene drive" technology, which has the power to permanently alter the genetics of entire populations while targeting others for extinction. At least two of DARPA's studies using this controversial technology were classified and "focused on the potential military application of gene drive technology and use of gene drives in agriculture," according to media reports.
The revelation came after an organization called the ETC Group obtained over 1,000 emails on the military's interest in the technology as part of a Freedom of Information Act (FOIA) request. Co-director of the ETC Group Jim Thomas said that this technology may be used as a biological weapon:
"Gene drives are a powerful and dangerous new technology and potential biological weapons could have disastrous impacts on peace, food security and the environment, especially if misused, The fact that gene drive development is now being primarily funded and structured by the US military raises alarming questions about this entire field."
Though the exact motivation behind the military's interest in such technology is unknown, the Pentagon has been open about the fact that it is devoting much of its resources towards the containment of what it considers the two greatest threats to U.S. military hegemony: Russia and China. China has been cited as the greatest threat of the two by several Pentagon officials, including John Rood, the Pentagon's top adviser for defense policy, who described China as the greatest threat to "our way of life in the United States" at the Aspen Security Forum last July.
Since the Pentagon began "redesigning" its policies and research towards a "long war" with Russia and China, the Russian military has accused the U.S. military of harvesting DNA from Russians as part of a covert bioweapon program, a charge that the Pentagon has adamantly denied. Major General Igor Kirillov, the head of the Russian military's radiation, chemical and biological protection unit who made these claims, also asserted that the U.S. was developing such weapons in close proximity to Russian and Chinese borders.
China has also accused the U.S. military of harvesting DNA from Chinese citizens with ill intentions, such as when 200,000 Chinese farmers were used in 12 genetic experiments without informed consent. Those experiments had been conducted by Harvard researchers as part of a U.S. government-funded project.

Lawmakers called on Defense Secretary Mark Esper to clarify whether the Pentagon is considering sending as many as 14,000 U.S. troops to counter Iranian threats in the Middle East.
A Wall Street Journal report, published Wednesday, said the Defense Department is weighing an increase in force posture, but Pentagon spokeswoman Alyssa Farah tweeted that the article was inaccurate.
"To be clear, the reporting is wrong," Farah said Wednesday. "The U.S. is not considering sending 14,000 additional troops to the Middle East."
But lawmakers want to be sure.
During a Senate Armed Services Committee hearing Thursday, Republican Sens. Marsha Blackburn of Tennessee and Josh Hawley of Missouri repeatedly grilled Under Secretary of Defense for Policy John Rood about the news report.
"Are you considering sending more troops to the Middle East?" Blackburn asked.
"We're concerned about the threats that we're seeing," Rood said, adding that Pentagon officials plan to brief lawmakers next week in a closed-door session about Iran's activities in the region.
When again pressed by Blackburn on whether the Pentagon is considering sending additional troops, Rood responded: "Yes."
"Is 14,000 the correct number or is there a lesser number?" she asked.
"[Esper] has not made any decisions," Rood said. "[He] continues to evaluate with the advice of others what the appropriate number of forces to be deployed to the Middle East is. ... Based on what we're seeing with … the threat picture, it is possible we would need to adjust our force posture."
However, Hawley was dissatisfied with the answer, asking for a yes or no response.
Rood reiterated that the Pentagon has not made a decision and frequently reassesses troop numbers. But Hawley defended The Wall Street Journal report, saying it is clear the Pentagon is indeed considering the action.
"What you're telling me now is that [Farah] misspoke," Hawley said. "I think at this point it would be helpful to hear from [Esper] on this issue, and I'd like to hear from him today on this issue."
He added, "Some clarification is in order, and I'd like to have it in public, because now the Pentagon has made multiple, public contradictory statements."
The point of contention lies with how many troops are needed to deter Iran's antagonistic actions in the Middle East at a time when DoD officials have made clear that the Pentagon's focus should turn to aggressors such as Russia in China, as part of the National Defense Strategy (NDS).

On Wednesday, U.S. Defense Undersecretary for Policy John Rood held a meeting in Poland with defense officials to discuss the project, during which he presented an offer, and if accepted, could prompt an official agreement for the base, Defense One reported Wednesday.

According to a US Department of Defense statement, additional forces will be deployed to the nation's southwest border with Mexico for three months as a means of providing support to customs and border agents.
The move will lead to a rise in the number of active US forces providing support for Customs and Border Protection (CBP) agents, to approximately 4,350, Reuters reported.

President Trump wouldn't need to make an emergency declaration to have the Pentagon build at least some of his border wall, a top Defense Department official told Congress Tuesday, though he said no final decisions have been made.
Defense Undersecretary for Policy John Rood told Congress that under at least one provision of federal law, the Defense Department already has powers to build roads and fences on the border to block drug-smuggling corridors in support of homeland security.
And Mr. Rood assured Rep. Mo Brooks, Alabama Republican, it wouldn't take an emergency declaration to trigger.
"No," he told the congressman flatly, adding that they are prepared to follow through if Mr. Trump orders them. "If we judge it to be a lawful order, yes sir. And I assume it would be."
Mr. Rood was testifying to the House Armed Services Committee, which called its first hearing under the new Democratic majority to examine the Trump administration's commitment of troops to the border and to look ahead to future moves such as tapping the Pentagon for fence construction.
Mr. Rood and Vice Admiral Michael Gilday, director of operations at the Joint Chiefs of Staff, said 2,300 active-duty troops are at the border, down from 5,900 at the peak of the deployment late last year. About 2,000 additional National Guard troops are there.
The defense officials said the decision to deploy the troops was made in response to the migrant caravans, which demanded quick action to harden the border in November and December.
Troops laid 70 miles of razor wire, Admiral Gilday said.

Democrat lawmakers also questioned whether there was a crisis that necessitated the deployment of troops, when the number of illegal immigrants coming across the border have been higher in previous years.
"The difference is really the caravans and really the nature of the asylum seekers," Rood said.

WASHINGTON - The long-delayed Missile Defense Review, which will be formally introduced by President Donald Trump at the Pentagon on Thursday, will call for research and investments to ensure America's security for the next several decades: laser technology, the F-35 as an ICBM killer, and potentially putting interceptors in space.
Trump will roll out the report at 11 a.m. Thursday as part of his third visit to the Pentagon since taking office.
Expected to attend the rollout is a who's who of national security officials, including vice president Mike Pence, national security adviser John Bolton; Acting Secretary of Defense Patrick Shanahan; Air Force Secretary Heather Wilson; Army Secretary Mark Esper; Pentagon policy head John Rood; Undersecretary of Defense for Acquisition and Sustainment Ellen Lord; Pentagon technology head Mike Griffin; and Rep. A senior administration official, speaking to reporters ahead of the report's release, confirmed a number of new technologies that Defense News has learned are highlighted in the report. The official told reporters that overall, the review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future."
It's been a long road for the MDR to finally emerge. Pentagon officials originally said the document would be released in late 2017 - then February, then mid-May and then late in the summer. In September, Rood, who as undersecretary of defense for policy is the point man for the MDR, indicated the report could come out in a matter of weeks. And in October, Shanahan, then the deputy secretary of defense, said the document had been done "for some time."
There is also widespread speculation in the missile defense community that the review has been delayed, at least in part, because of the warmed relations between the Trump administration and North Korea. Notably, the mid-May time frame for release, which was floated by Shanahan in April, lined up President Donald Trump's planned meeting in Singapore with North Korean leader Kim Jong Un. While that meeting was canceled and then eventually happened in June, there was a sense the Pentagon did not want to do anything that could jeopardize those talks, such as releasing a report discussing how the U.S. could counter North Korean capabilities.
Ironically, Trump will be rolling the report out just hours before a high-level North Korean delegation is expected to arrive in Washington for talks with the administration. However, Sung-Yoon Lee, a Korean expert with Tufts University's Fletcher School, doesn't expect that to impact any negotiations.

The first ever US-North Korean summit was held in Singapore on 12 June. Following the meeting, North Korean leader Kim Jong-un confirmed his intention to denuclearize, and US President Donald Trump pledged to provide security guarantees to Pyongyang.
The parties have already begun to discuss the second summit, but no specific results have been reportedly achieved yet. Trump's top security aide John Bolton said in December that Washington intended to hold it in January or February. At the same time, he noted that US administration did not plan to lift sanctions against Pyongyang.
In his New Year's address to the nation, Kim confirmed that he was ready to improve relations with South Korea and the United States, and meet with US President Donald Trump "at any time."

Putin Offered Trump to Revive Arms Control in Helsinki Talks - Reports
A list of proposed topics for negotiation, not previously made public, offers new insights into the substance of the July 16 summit between presidents Vladimir Putin and Donald Trump.
During their meeting in Helsinki last month, Russia's President Vladimir Putin presented his US counterpart Donald Trump with a series of concrete initiatives on disarmament, nuclear arms control and a proposed ban on weapons in space, the newspaper Politico wrote on Thursday citing the English translation of a Russian document containing the proposals Putin made to Trump during their July 16 dialogue.
According to the newspaper, the Russian proposals include a five-year extension for the so-called New START Treaty on limiting nuclear arms which was signed by Putin and then-President Barack Obama in 2010 and later ratified by the Russian parliament and the US Senate.
The document also addresses rising tensions in Eastern Europe, proposing that Washington and Moscow "take measures in order to prevent incidents while conducting military activities in Europe, as well as to increase trust and transparency in the military sphere."
It also calls on the two sides to "initiate expert consultations to identify destabilizing kinds of arms, to take them into account in the arms control mechanism."
Reviving Dialogue
According to Politico, the document proposes "strategic stability" consultations, led by the two countries' deputy foreign ministers to tackle a host of thorny issues.
It also recommends dialogue in the so-called 2+2 format between the US Secretaries of State and Defense and their Russian counterparts, as well as meetings between the heads of the US and Russian armed forces.
"There were no commitments to undertake any action, beyond agreement that both sides should continue discussions. The president did not receive any written proposals from President Putin, and the president did not provide any written proposals to President Putin," National Security Council spokesman Garrett Marquis said when commenting to Politico on the initiatives Vladimir Putin reportedly presented to Donald Trump in Helsinki.
The newspaper also quoted John Rood, undersecretary of defense for policy, as writing in July that "we're in the process of trying to arrange a period of time, a date and a place, to meet to have strategic stability talks."
He added that the talks would ideally involve "clear understandings of how we regard nuclear doctrine."

The Pentagon's acting policy chief resigned on Tuesday after falling out of favor with the White House, raising fears of a post-election purge at the Defense Department.
The departure of James Anderson, the acting undersecretary of defense for policy, potentially paves the way for Anthony Tata, President Donald Trump's controversial nominee for the top policy job who was pulled from consideration due to Islamophobic tweets, to take over the policy shop. Anderson's resignation also comes one day after Defense Secretary Mark Esper was fired by Trump, also over policy disagreements.
Anderson, who was confirmed in June as the No. 2 policy official but has been acting in the top job, submitted his letter of resignation on Tuesday morning, a copy of which was obtained by POLITICO. He had been expected to be asked by the White House to resign in the next few days.
"I am particularly grateful to have been entrusted with leading the dedicated men and women of Policy, who play a key role in our Nation's security," Anderson wrote in the letter. "Now, as ever, our long-term success depends on adhering to the U.S. Constitution all public servants swear to support and defend."
Anderson stepped down after clashing with the White House personnel office, according to current defense officials and one former defense official, who expect Anderson will be the first of several departures in the wake of Esper's firing.
A Pentagon spokesperson could not immediately be reached for comment. A White House spokesperson said they don't comment on personnel.
As one of the most senior officials in the Pentagon, the undersecretary of defense for policy is the principal adviser to the defense secretary on formulating national security and defense policy across a range of high-profile issues.
Anderson pushed back on several Trump loyalists the White House tried to install at DoD, including Frank Wuco and Rich Higgins, said one of the people, who like others requested anonymity in order to discuss sensitive personnel issues. The White House tried and failed to install Wuco, a controversial former talk radio host who once called President Barack Obama "a Kenyan," as a deputy overseeing special operations, and Higgins, a former National Security Council staffer who pushed conspiracy theories on Twitter, as chief of staff for Tata.
Anderson has been acting as the Pentagon's policy chief since February, when the White House pushed out John Rood, the last person to be confirmed in the job, over perceived insufficient loyalty to the president.
Anderson was confirmed by the Senate on June 3 in the position of deputy undersecretary of defense for policy, which had been vacant since July 2019. However, he has continued acting in the No. 1 role since the Senate canceled a confirmation hearing for the White House's top choice, Tata, after CNN unearthed his Islamophobic tweets.
